wipers are on. so during our noon hour today, we could hear a lot of thunder here at our studios along the embarcadero in san francisco. and for more on the current conditions happening across the bay area right now, and when we can expect this right to stop, we're going to check in with meteorologist kyla grogan. how's it going out there? hey there. yeah. it's a rough ride for commuters that just no doubt about it. this is a live look at the bay bridge. and you can just see that water on the road. some of the ponding you see as the cars go through its trailing behind them. so >> you just got to be real careful if you're headed out this afternoon. we've had incredibly heavy showers coming down. we've had flash flooding going on. san francisco now under a flash flood warning. i'm still some of these heavy showers rolling right now through parts of the east bay is where the really headed because they've gone from the peninsula and now sliding across the bay right over to places like fremont and hayward headed towards you in livermore. if we go a little farther to the north, you can see oakland right now dealing with some of these incredibly heavy rates of rain that are coming take a look at this 1.3, 4 inches per hour. that's how quickly this is coming down. that's why we're

getting to flash flooding issues. and as i mentioned, san francisco still under a flash flood warning lightning up a little bit in parts of san francisco as this starts to move to the north and ultimately off to the east when it is all said and done. but if you're in fairfield is headed your way, if you are in spots like napa, you're getting some of this right now. this is all part of the system that's being dragged in all of this line of moisture in it. he's had the threat of offshore water spouts today. we have lightning. we've had certainly thunder that we've heard, as i mentioned, were under flash flood warning until 4 o'clock here in san francisco's their ask everybody just to stay put if you can. you can see that flood advisory in the north bay, but it's also right down the peninsula and now the entire east bay. and that flood advisory until 7 o'clock coming up to the north bay. we've got napa county. we've got sonoma county in that flood advisory until 6 o'clock on our tuesday afternoon. and then we've also got this flat this flood warning until tuesday at 10 o'clock that some of the creeks and streams that are in and around greatness. santa rosa, we take you through this afternoon and this evening. we are going to see showers continue, but they will start to lighten up as we

get into the evening. much better picture by 10 o'clock tonight. now, tomorrow we still have a chance of some scattered showers, but they will not be as intense as what we have been dealing with today. this is what we have left to pick up between about a 10th and quarter of an inch. maybe a little bit more out at the coast. i'm gonna come back in a little bit. we'll talk more about this. our bay area wide flood watch in where we can see this all start to wrap up. back to you. thank you. in the east bay, a very busy road connecting fremont to snow remains closed. caltrans is now saying that niles canyon road will remain shut down until further notice. >> kron 4 s charles clifford has the details. >> well, right now i'm standing along niles canyon road between seminole and fremont. this route remains shut down because of damage to the roadway. now, this all started on monday morning when a section of the eastbound lanes collapsed into nearby alameda creek, caltrans, the highway patrol did keep one lane open here along niles canyon throughout the day on monday. but they closed the roadway completely around 5

o'clock in the afternoon on monday. on tuesday morning crews are out here again. engineers were inspecting the damage, presumably trying to think up how they would fix this problem. unfortunately, we haven't seen any repair work occurring here on tuesday afternoon. what they've been doing is placing barriers around the damage to possibly reopen one lane at some point. but we don't know when or if that will happen. the california highway patrol has said the drivers should expect that niles canyon road will remain closed for at least a few more days. now, if you need to get from single to fremont, unfortunately, the only detours are pretty long drives will either need to take 6.80, in the south or 5.83. castro valley off to the north. but for now in alameda county, charles clifford kron, 4 news. >> and there are several other highways that are closed today because of the storms highway 12 in sonoma county closed between fremont and roads. also in sonoma county highway one. 21 shut down between arnold drive and 8th street in

santa clara county. a portion of highway 9 is closed in saratoga between sanborn road and redwood gulch. that's because of a mudslide. and after initially planning to reopen today, the pacifica pier will instead partially reopen on thursday. the city of says the pier will be closed today because of all the highways. part of it reopened last wednesday after being closed since december when the pier was damaged during winter storms. the city closed the pier over the weekend in advance of all the dangerous weather that's passing through. now, we still don't know when the pier will fully reopen because engineers have said that a complete assessment of all the damage is not going to be done until march because all the storms are going to come in between now and then could do some more damage. and stay up to date with us here on kron 4 with the current conditions and road closures. just go to our website kron 4 dot com and to get there, you can scan this qr code. it will take you right there. today. governor gavin newsom and first partner, jennifer siebel

santa clara county district attorney's office made that announcement today. they also released some police body camera video from when this happened last year. before we play it, i do want to warn you some viewers might find this next video. disturbing. >> the >> video shows one officer breaking through a glass bedroom window before another officer shoots and killed alberto gonzales. this is in march of 2023. the da's office says the 35 year-old was armed with 2 machetes and ignored police commands to surrender. gonzales was allegedly threatening to chop off the heads of the mother and her sons. we took hostage. they were a 7.18 years old. those boys at the time this man had been evicted from his nearby apartment building. the same day i'm boyne avenue. investigators say that it can about the gonzales thought

that they were the managers of the apartment building, even though they were not. so he broke into their apartment and held them hostage. the officer, edward kobani, who fired the fatal shots had been part of 3 prior officer-involved incident investigations before this. each time it was determined that he used lethal force lawfully. the library reopened today just days after it was closed for security reasons. contra costa county runs that decided over the weekend added armed security guard to the property kron. 4 so-called joins us now from antioch with why they decided to make these moves. thanks for joining us. justine at noon today, they any act library reopened for the first time since abruptly closing. >> last week residents are relieved to know it is not going away and hope ordeal results. >> for environment. >> as patrons and staff walk into the antioch library tuesday for the first time they do so well passing an

armed security guard makes extend contra. costa county runs the library and chose to at the guards saturday, a day after announcing the facility was closing indefinitely due to ongoing uptick in security incidents are seeing an uptick in incidents at all of our libraries. and it's a trend happening across the country. the county is using emergency funds to pay for the full time armed guard who will stand post outside the building. they will supplement the full-time unarmed guard who has been working inside the library for several years. library spokesperson, brooke converse, as last week was the tipping point in the long list of safety issues. there were threats to staff and library property. >> there were damage to a staff and library property multiple times, including. >> incidents of things being set on fire. there have been multiple incidents of people having intercourse inside and outside the library in full view of patrons and staff to

sheena. garrett uses the library often and was unaware of public safety had become a problem. she also frequents council meetings as a community activist and says the library's issues were not discussed specially. >> 6 in the restroom, their children here. it came as a surprise and a but then it was anger often because we didn't hear anything. the county also plans to make repairs to the fencing around the library and upgrade the security cameras. >> on friday, antioch mayor lamar hernandez thorpe sent a letter to the county administrator expressing concern over the abrupt closure claiming no one from the city or police department was aware of the public safety problem and that the closure blindsided them. the library says in many cases, though, police reports were filed live in antioch, philippendjegal, all kron. 4 news. thank you so much. >> happening right now, the

sfmta is holding a public meeting about the bill lead to a street center. bike lanes are expected to unveil a new report with some information on how that lane is impacting the area. already been there for 3 months and many business owners on valencia street have said that the bike lane is impacting their business in a negative way. people let's see a quarter birch association also expressed some concerns over the sfmta possibly moving the bike lane to the sides of the street. kron four's dan kerman is monitoring this meeting for us right now and he'll help the latest during kron. 4 news starting at 5. the san francisco chinese chamber of commerce and the lunar new year parade. organizers gathered today to discuss all the festivities happening this weekend. the parade takes place saturday night in the chinatown neighborhood. this lunar new year marks the year of the dragon and actress awkwafina will be the parade's grand marshal. san francisco police chief bill scott spoke today about all the security measures that are in place for this year's parade.

>> we want to make sure the san francisco police department standpoint, yeah, people come to the chinatown. come to san francisco and enjoy themselves. this is a great event is a great event year in year out and we intend to make sure that we do everything we can. continue that tradition. >> so if you want to go to the chinese new year parade, he can take bart to get there and you can exit either the embarcadero, montgomery, are powell street stations. happening tomorrow? president joe biden will be in the bay area. the president will visit san francisco and the los altos hills and santa clara county. the white house says biden and the democratic national committee are continuing to fund raise for his campaign. and so far they've collected 42 million dollars in january for more than 422,000 donors. the last time that the president was in the bay area was in november when he attended the apec conference.

>> let's talk about our forecast right now. here's a look. what's going on in tahoe. there's donner lake it 80 eastbound. the roads look slick. but there's a nice coating of snow there in this year right now. so i was going to talk to us about what's going on and that part of the

state right now. yeah, obviously snow pack is looking a little better. we've been making some progress. i want to take a look at the snow tells us the last 24 hours, the tahoe, you can see kirk, we've got 10 inches 8 and heavily in mount rose. >> homewood about 8 inches. north star 7 and diamond peak about 6 inches. not bad. and this is the snow pack. so we look at this couple days ago and you can see the progress we've made northern sierra now at 99% of normal central is at 81%. and the southern sierra is at 78%. so that is a huge improvement over where we've been. we do still have some snow falling as we get to the next 24 hours. you can see around mammoth lakes, they have a warning for winter storm warning there. but we've moved to a winter weather advisory 4 in and around lake tahoe. that goes until 10:00am on wednesday, expecting about 6 to 10 additional inches of snow a little bit. gusty winds, though, travel delays are certainly a possibility. so this is the snow we have left to pick up again. it's up quite as dramatic as what we had. but it could make slow going for you. and this is going to be part and parcel of the moisture that is dragging all of that rain towards us

right now. and you can see the snow just starting to get going again. here is some of that moisture starts to roll in. now as we come over to the bay, we are fully involved. some of these downpours, the heaviest of which have kind of rolled through at this point. but we can see is we kind of look through their the peninsula started get a little bit of clearing east bay now still dealing with it. but it doesn't mean that the roads are dry, right? even though we've seen the heaviest showers fall, we still have those slick roads out there just in time. unfortunately for your rush hour. so the thing to remember is that a scattered shower or 2 could pop up throughout our afternoon and evening. we're still looking the possibility of that line of storms causing some isolated thunderstorms. we did have thunder that was happening in san francisco. have lightning offshore. even the chance of a water spout earlier today. but we will be drying out wednesday evening through thursday. so tomorrow we still have a few showers to look out for, but it will not be anything as dramatic as today taking a live look out at half moon bay. you can see the clouds are out there. they got some rain as well. temperatures in half moon bay,

not about 54 degrees. we've cooled down quite a bit in san francisco. the right now rolling down just 49 degrees can see those low 50's in spots like oakland, livermore, concord, santa rosa. that's the rain rolling on through the nice thing that we have on our side today is the wind isn't as wild as it was yesterday. as you can see, 17 miles per hour in fairfield are some of those storms are rolling through right now. 14 at a point raised. but everybody else is relatively calm. so to take you through the afternoon and evening, you can see as we get later into the evening, things will start to calm down a bit for us. we do just have a little bit of rain to pick up between now and tomorrow in the afternoon. and they have a really nice day on thursday. shower chance on friday. it doesn't look like much over the weekend, but just a slight chance. we'll talk more about that in a bit. back to you. all right, with the bay area. it's not the only part of the state being impacted by the storms. a fresh blanket of snow fell overnight in the sierra. that's adding to the growing snowpack and also treating tahoe ski resorts. >> with some inches of fresh powder. let's talk more about how about snow is impacting the area with patrick lacey

from palisades. it's known right now. patrick, what's going on outside? >> exactly. i mean, those low 50's in the bay area. some pretty nice right about now. i mean, it is snow. behind we're getting ready assist people. palisades tahoe cup and our crews are working really hard out there in the snow. i mean, just in the last 7 days we've received 3 feet of new snow. and that's even 85 inches in the month of february. so i mean, we're getting dumped on right now. >> what kind of snow is it? is it kind of flaky like loose good snowball making like, how is it on the mountain? >> yeah, i mean, it's pretty pretty flaky. i would say it's more wet if anything, but, you know, it is sticking up for sure. i mean, you can kind of see the droplets on my camera right so it it is definitely right now, right before great big event that or have it. >> so, yeah, it looks like the

snow is actually coming right at us. like through your camera. how crowded are you this weekend? you know, ski week mid-winter break here in the bay area. lot of people headed up there. i know some of the shops that rents keys and stuff like all sold out here. you can't get any gear if you're here in the bay area trying to get out. but some of the places. so are you guys super busy and your cameras just getting foggier and foggier? we go and how we can all right. yeah. i mean, it is skate week. it's presidents day i mean, we are pretty at the same time. you know, you can get here by public transit dismal different options. but you must have a parking reservation in order to come this so if you get what you want to come, make sure they have a parking reservation. >> or you can also come by public and honestly, the slopes of in pretty good right now is some great conditions on making for some great skiing. how does that compare to like this time last year? i mean, this ship this time last year, there's on. there's a bit more snow we was about

double the amount of but once again, that was an anomaly right now where we're pacing a little bit below average. but we are still on track. and what's the big event that's happening this weekend? yeah. so there's going to stifel palisades tahoe cup. that's going to be some of the best ski races in the world. actually not a deep that they are the best ski racers and the world. and going to the giants long as well as the slalom and it's be 102 8 from the u.s. 28 different countries are going to be here. we're going air force flyover. i mean, we're going to concerts on friday, a black jacket symphony saturday. we have eve 6 and we have, of course, ludacris is going to be here at palisades tahoe. that's going impact weaken and where woods waiting waiting for this weekend's going to be a big one. wait as ludacris. one of the best years in the world are he's performing or both. i mean, i guess we'll just have to find out. thank you for wiping off your camera, too. by the way. so

intelligence. >> salesforce ceo marc benioff posted on x saying entrepreneurs and investors are flocking back to san francisco. he goes on to say that silicon valley leaders and investors are getting involved to make the city safer while getting startups back into the city. and we've got a chance to talk with the local tax tech analyst who is seeing the progress. >> what we're seeing now is incredible demand for new engineering talent and jobs, especially with engineering and programmers who understand how to work with in artificial intelligence. >> and even though there have been thousands of layoffs, but here it is not concerned. he expects more hiring in the next 5 years, not just in tech, but in every type of corporation. and if you're thinking about buying a home in the bay area study has named 2 bay area cities as the worst for aspiring homeowners. according to the home improvement brand, this old house, san jose and san francisco are the worst out of

>> all right. here's some video from the north bay. thunderstorms in santa rosa from last night. the santa rosa fire department shared this video and you can see the moment there that the power got knocked out in the neighborhood and there were thunderstorms across the bay area today. pilots in the weather center now tracking the latest there for us right

now. are we a kind of out of the worst of it for the not exactly. we're still working on it there in the east bay. wanted to take it out of southern california, though, and show you that they, too, are getting a whole deluge of rain yet again from this system that's bringing all the rain our way. >> and notice that rain, that stream of moisture is going all the way to las vegas. i'm getting some felt flooding concerns there, too. meanwhile, in the bay, we're still dealing with some of this. it has worked its way kind of past san francisco, the peninsula and now is over towards the east bay is where the heavier showers are. but, you know, if you are just in san jose, you probably just got a little bit of that dublin right now getting some of those showers and some of them are coming down incredibly fast and furiously. so live or more for you as well. some of that rain coming down in just to show you some of the kind of heavy downpour action that we're seeing. these rain rates are pretty incredible. and we see some of those oranges and yellows. that's where you can see over an inch an hour coming down that quickly, right? so that's where getting into a little trouble. we are catching a break now in san francisco and can see parts of the north bay

like santa rosa are also just seeing some light showers. so this energy is now moving to the north and towards the east. and once it is out of here, we do have the heavier line past us and we do still have some of this struggling moisture that is likely to make its way in. but it will not be as intense as what we've been dealing with. but you can see the entire state practically is under a flood watch. and certainly we are until tomorrow morning and we can see where the risk of flooding is. the most concerning is actually in southern california from the storm prediction center. but we have a slight flood risk and we're certainly seeing some of that as we have some of our areas like san francisco under flash flood warning right now. okay. we get rid of the system and then the next one that comes along, this will be after thursday's friday. but notice that doesn't really come into the northern part of california. it goes down toward southern california and then maybe throws a little bit our way as we get into sunday that sunday morning into the afternoon. so i think that's our next concern. it will bring a little snow to the sierra as well. but all this should be the end of the dramatic weather tomorrow is really just a few chances of

scattered showers. and then thursday, looking really good back to you. thank you. near record tail winds caused 2 passenger flights to hit speeds of more than 80 miles per hour in the 800 miles per hour in the air. >> that's about 200 miles more per hour than a typical ride on a commercial jet. this was a virgin atlantic flight from washington's dulles international airport to london. it reached a peak speed 802 miles per hour on saturday night. the plane arrived. 45 minutes early because of that. boost. then a united flight from newark to lisbon clocked 835 miles per hour. that's according to flightaware. the national weather service measured 265 mile per hour. wind speeds over the washington baltimore region at altitude of around. >> 35,000 feet. in the south bay, the proposed expansion of a regional damage drawing more scrutiny from the community over its cost. people take oh, expansion project is expected

to cost 5 billion dollars in total sa district says it wants to expand the dam's capacity from over 5,000 acre feet of water to 140,000 acre feet of water. community members say this extensive engineering work would a flood private property and also intrude and culturally significant land for local indigenous tribes, including burial sites. as of now, the board is scheduled to vote on a construction contract in late 2027. there has been a deadly shooting at an apartment complex in santa clara and kron 4 s michael thomas has the update. >> city police have been here at riley's where apartments for hours investigating an overnight shooting that they say left one person dead and another in custody. this is a map up on your screens. you can see just exactly where we are. it's in the northern part of santa clara right off. lawrence expressed parkway. and this is video of what the scene looked like earlier this morning. police say it all

happened at around 2.30, in the morning. that's when they received calls about a shooting here at the complex. when they arrived, they did find one man that was outside of an apartment. they see that he was arrested and then they went into the apartment to find another person that was shot dead. that man remains in custody with officials saying there is no threat to the community. did remain on the scene for hours investigating and will continue to be here throughout the afternoon, possibly the evening. they have focused some of their time on those vehicles that are under the carport here at this complex. you can see behind me they do have the crime scene investigation unit here. we're still waiting to hear more details in santa clara, michael thomas from 4 news. >> we do have an update now to the anti-semitic vandalism found around lake merritt to the oakland police department is now investigating this as a hate crime. yesterday we reported on pro-hamas anti-israel messages and at the time police say they had no knowledge about it. and today they're letting us know that they're investigating this as a hate crime. the

vandalism consisted of multiple phrase is connected to the current conflict, unjust and gaza and israel. 2 more people now been charged in the kansas city super bowl rally and that shooting that killed a radio dj and injured more than 20 people. today prosecutors announced 2 men have been charged with second-degree murder among other charges. they have been in the hospital since the shooting. this deadly incident happened in the downtown area last wednesday has all the festivities were wrapping up and last week, 2 teenagers were detained on gun-related charges and also resisting arrest charges. authorities say additional additional arrests and more charges are possible. investigators believe the shooting was the result of a heated dispute between several people. actor danny masterson has now been transferred out of a maximum security prison over safety concerns. the former actor from that 70 show was moved to a california men's colony. a minimum security facility in san luis obispo. he served about 2 weeks at the cochrane
