on it and get outside. >> sitting this morning from the east bay hills. skies are clear and this guy right here looking down from the east bay hills right into the bay. we're not seeing clear skies everywhere, though. in fact, a lot of fog having formed across the north bay and the car keena spots from santa rosa nevado over to concord and even a few spots around oakland in livermore are seeing some low visibility. so dense fog advisories in effect in portions of marine sonoma, napa and solano counties for the next few hours here. now. otherwise skies are dry. we are going to stay that way to over the next couple of days today. just the start of it. upper 40's for oakland, alameda and san francisco. you're in the low 50's. well, some 30's in spots like vacaville calistoga kelsey bill and lena later today expect upper 50's to low 60's and we're keeping that sunshine and dry skies around rain. all right, john, thank you for that. let's get a look your morning commute about 11 minutes heading into the city this morning. >> may's to that fremont

street exit san mateo bridge just under 13 minutes, a 80 to one on one, not seen any accidents on over to summer feel ridge about 8 minutes there and the golden gate bridge 37 to the tolls. 20 minutes on this thursday morning. >> all right, 601, is a time. let's get to some breaking news this morning. a massive nationwide outage impacting cell phone service including the ability to call outage appears to be affecting a tnt the most to get kron michael thomas live in san francisco with the details morning. michael. >> ty, good morning, everyone. that's right. massive amounts of people continue to wake up this morning. no cell signal. it includes not being able to send or receive text messages, calls or use the internet. and its james mentioned, you can call 9-1-1. take a look. this is a live look at the website now. it's actually called down detector and it shows right now about 75,000 people or so that are self reporting that they're not getting signal from a tnt. now, keep in mind while 18 t is the main service carrier that seems to appear to have outages. it also

includes some verizon and t-mobile customers that are being affected and those that are experiencing the stated in the upper right-hand corner of their phone. it so west rather than showing a signal and i experienced that myself this morning. and so did san francisco fire department. take a look because they did put out a statement saying that they are aware of the situation. they are monitoring it. they also want to emphasize the fact that san francisco, 9-1-1, center is still operating, adding that if you do need to call emergency services and can't seem to do so from your cell phone because of the signal issue. they are suggesting that use a landline or reach out to a nearby loved one to call on your behalf. this is a statement from 18 to that. they put out just a minutes or so ago saying that they are where the outage in their customers reporting these outages. they are working on it. and right now they're asking customers to use wi-fi until further notice. now back here live, we will continue to track that website and also the statements coming out by a tnt. but again, san francisco

fire department says if you do need to reach out to emergency services, do your best either use that land line or reach out to a loved like this morning in san francisco and michael thomas. i will send it back to you guys live in the studio. okay, michael, thank you very much. all right. let's head to the east bay re tall position edition. >> for glenn school board members was approved by the alameda county register boehner. and now this recall comes after those board members made a decision to ban pride flags on school property. we have kron four's will tran life or since and all wi school board members we are talking about ryan jurgensen and linda hurley.

now the people behind the recall, they say they've gathered at least the required 246 signatures to get it on the ballot. you might be saying 246 signatures. that's not a lot. wellstone only has about 800 people. so that's more than a quarter of the population. a lot more than other places per capita. as far as the 246 signatures collected the alameda elections officials they have 30 days to certify all of the signatures to verify they are who they are. and after that, they have 180 days to declare an elections. so the school board members, if the people behind the recall, the school board members could be recalled by this fall. they are hoping that school that 2 school board members will simply resign, save the taxpayers a lot of money by going through a recall. and again, this all started because of the pride flag being flown in the school and it ultimately could end up,

according to recall supporters. they're hoping that the to school, 2 school wh down. >> all well, thank you. break down there all right. let's go to the east bay now or oakland is getting nearly 4 million dollars in state grant money to improve public safety and city plans to use the money to expand the safety. ambassador program that's in downtown and chinatown. it deploys mediators to help people that are in crisis. yeah. we've got crawford's amanda hari with more on the story. >> another effort to curb the well documented crime in oakland this time with a 3.5 million dollar grant from the california department of social services. this program will promote safer and more secure streets. well, improving outcomes. open leaders announced the grant wednesday in the city's downtown surrounded by yelling fighting and police sirens. councilmember carroll fife, whose district includes downtown read out the need for this grant is a parent all

around them in an environment where we see very clearly that we need more de-escalation on the streets. we need more mental health supports tempers also flared during the announcement supporters of a recall effort against mayor thao interrupted her comprehensive. >> and mayor sheng thao says the money will be used to expand the safety ambassador in mentor programs in downtown and chinatown. >> a community organization, family bridges will help expand the mediator program. the goal is to prevent crime in de escalate situations without necessarily having a police response. community leader carl chan says he hopes to continued effort to combat crime will bring more people to struggling businesses in chinatown and throughout the city. helping to bring in. >> more cuts than most bacon, few safe and, you know, maybe a involvement and hopefully

that they can to bring down you know, hitting the 3 year, grant will initially be implemented in just downtown and chinatown. but mayor thao says she hopes to expand to the rest of the city. >> as for her critics, the mayor said this is what democracy looks like in oakland. amanda hari kron. 4 news 607, is the time. and happening today, new mobile. many will have a court hearing. >> to decide whether to move his case out of san francisco. now many is accused of killing catch-up founder bob lee on april 4th of last year moment his lawyers asked to move his trial out of the city saying that he was too famous in san francisco and that there was no way he could get a fair trial. judge was supposed to rule on a potential venue change last month, many attorneys asked for more time to make their case. today's hearing is scheduled for 9 o'clock this morning. also in the headlines today and 89 year-old man who was hit by a car earlier this month in san jose has now died from his injuries. that collision happened back on february

10th. it was at the intersection of story road and galahad avenue. investigators say that man was crossing the street against a red light when he was hit. the driver did stay at the scene and did cooperate with police. this is the 9th fatal collision on san jose streets so far this year. >> oakland police say they found multiple guns including an assault rifle as well as an extended magazine ammunition while arresting someone suspected of the shooting. shooting happened the 11th on that cause the boulevard right near 7.11, reached out to police to get more details about the shooting. we haven't heard back just yet. and plans to build a sobriety house in san francisco's chinatown were shut down. the mayor discussed plans last week for stark north beach hotel to be transformed into a sober living facility emergence in chinatown told kron 4 they were not included in the planning conversations and believe the location was not appropriate because of tourism and nightlife. in a statement, mayor london breed said after meeting with community

members, her office decided to pursue an alternative location for that facility. charles, a quote for this critical new program to be successful. it's important for it to have support from the surrounding community. we don't have any word yet on where that new location will now >> 609 is the time and antioch. animal services is warning people now of a mountain lion sighting that happened yesterday in the area of contra loma boulevard and longview drive. animal services say the big cat is familiar to them and in fact, has been living in the area for years. this is a picture you can see here on the screen from a previous sighting. people in the area being advised to be on alert and avoid walking alone at dusk or dawn when mountain lions are the most active. going take a break. it is 6.10, but still ahead on the kron, 4 morning news. cyclists are stressing the importance of bicycle safety after a woman was hit by 3 cars while riding on her bike on the peninsula. >> we're going here. some of those tips they have for drivers to keep in mind, father on the road. and after

mountains. john, good morning. they're yeah, maybe not too hard. but it's snow in the mountains, maybe so actually because it's needed for sure. we saw a nice bunch of that snow february came along with over 100 inches of it for many of the resorts up there. love it. love it. love it. we're looking outside happen. bay right here. skies are clear overhead, gorgeous view at the coastline. maybe not so gorgeous for the north bay that we have to have a lot of dense fog for north bay, neighbors up along 1, 0, one. 37 80 through solano county. all very fogged in this morning. so do watch for that. skies are dry from the bay on up to the sierra nevada. so not a lot to worry about up there. as far as your travel forecast goes today, if you can get it early weekend, drive up to the sierra, get some bluebird skies when you're skiing on that fresh powder. futurecast shows tomorrow just as clear and dry as today in saturday for the lunar new year parade actually looking especially nice. the next storm system. just sitting there. it's stalled out completely, actually retrograding a little bit.

that means we get a couple more days of dry weather until it finally decides to move its way direction and as it does. so we'll dry in some colder air along with it. that means sunday night into monday will bring the return of some wintry weather to the sierra and some rain to the bay area. but again, not until the very close to the weekend where we're sitting right now. it's upper 50's to low 60's on the map. definitely a comfortable afternoon. foster city through mountain view at 62 down into the south bay mid 60's. definitely nice forecast this afternoon to be looking forward to oakland, up to berkeley, on over to conquer down through san ramon. each at 61. probably our most common number on the map today right about that 60 degree. mark. looking ahead, tomorrow's temperatures a little bit warmer in saturday. as i mentioned, being the nicest one wouldn't be surprised if we saw 70 year 2 on saturday itself sunday. we do see the return of showers during the evening lingering into monday right now. all right, john, thank you for that. let's get a look at your bridges this morning. bay bridge right now just under 13

minutes. >> and the meter lights are on the air. our san mateo bridge around 13 minute ride a 80 to 1, checking on the rich a summer full bridge. looks like a little fog there. 9 minutes and the golden gate bridge. 37 to the tolls in 19 minutes on this thursday morning. >> 6.16 is the time it happened this morning. golden gate bridge. transit officials are holding a public hearing now regarding a bridge toll increase proposal. currently, it costs almost $9 with fast tracked across the golden gate bridge. transit officials say raising the bridge toll would address what the his amounting to a 220 million dollar budget shortfall that's expected over the next 5 years. they also say traffic and transit ridership are still down following the covid pandemic and that's renulting in less money coming in. today's meeting starts at 9 o'clock this morning. that will be at the administration building at the golden gate bridge toll plaza. >> well, a longtime san francisco business trying something new her. what they say has been rampant shoplifting fredrickson heart. we're in the city's callow

neighborhood rolling out a one-on-one shopping experience during some mornings and evening hours. the stores now blocking part of the insurance and having an employee work with each individual customer. so manager sam black says the thefts have been getting out of hand. it's pretty bad. >> i mean, dollar mounds. pretty significant. and with the tools and now we're getting snatching grabs where they come in and take hold displays. so its getting kind of dangerous for the employees and the customers. so we just had to do something to kind of. at the flow a little bit. >> well, fred jackson does have other security measures in place such as cameras and they have locking systems as well. they say this seems to be working as a way to separate paying customers from potential fees. the plan to review the results of it after trying out the new tactic for least one month. >> reparations for descendants of enslaved black americans are now one step closer to becoming a reality here in california this month, members

of the california black legislative caucus formally introduce 14 bills on the matter. the reparations package includes a formal apology from the state bills to limit. solitaire a solitary confinement in prisons. and then another to require grocery stores provide notice before closing in underserved communities but not included in this year's reparations proposal is direct cash payments. critics say it would simply be too costly for the state. on the other side, some say the latest reparations package doesn't go far enough, but they are committed to direct payments for future years. >> we were free state in name only but again, the first governor state of california on slaves. you know, if you were brought here the slave, you were treated as a slave. we had a fugitive slave law. so you ran away from alabama and came to california. they take you back. many people say california didn't have a role. california did have a role in slavery. >> we have the bills now begin the monthslong legislative process before they could possibly become law.

>> well, a national news the biden administration is canceling an additional 1.2 billion dollars worth of student loan debt. he is now washing correspondent shot hudson joins us live from dc with the latest on all of this. and reaction from capitol hill. good morning. reshad. hey, good morning to the relief is expected to impact thousands of student loan borrowers and president biden sending out emails to let people know just who to thank. >> president biden says he is making good on a campaign promise taking aim at student loan debt while a college degree is still a ticket to a better life that take it is too expensive. >> on wednesday, president biden announced 153,000 people will have their entire remaining loan balance forgiven those borrowed $12,000 or less and have been repaying the loans for at least a decade. this plans most generous repayment program ever. and today we're doing it even faster quicker than ever before the president made the announcement at a

library in culver city, california. he said it's designed to help those who need it the most. when we realized and relieve americans of their student debt, they're free to chase their dreams. many republicans on capitol hill disagree. senator marsha blackburn called it a move to circumvent the supreme court's authority and harms american taxpayers and senator tom cotton wrote there's no such thing as student loan forgiveness, president biden is simply transferring the debt to make you and your kids pay back student loans. but you never took out. >> and the white house says since taking office, president biden has been able to provide relief to nearly 4 million student loan bars. james reyna. >> alright, rashad, thank you very much. >> well, rohnert park police. they've been given $57,000 and the alcohol beverage control department trying to help eliminate alcohol related crime and public nuisance in the area. officials say this is going to help increase enforcement in the area, cut down on alcohol sales to

minors, dui crashes and public drunkenness. the money will help pay for staff overtime equipment and other resources. doordash are set to pay $375,000 violating privacy laws. state attorney general says doordash customers personal information without any notice. company also required to provide annual reports to the attorney general who will monitor any potential sale of private information. >> well, coming up on the kron, 4 morning news parents are suing roadblocks. we'll tell you why they claim the company profits off child labor and after the break, state lawmakers are renewing efforts to address the

>> well, the future of california's homeless crisis could change if new legislation passes. the state is asking for major funding from the federal government. state leaders revisited the housing for all act wednesday morning. the plan includes homelessness, prevention, more affordable housing and expand its services for the elderly, disabled and mentally ill bills introduced by the state senator alex padilla 2 years ago, nearly 636 billion dollars would be needed to be in the form of from federal government to help implement it all. >> but that's why i reintroduced the bill and and keeping up the effort to secure funding for housing not to take away from other national needs, but this has to be on equal footing. as our

throughout the country and throughout the world. >> while the senate estimated california has more than 161,000 on house individuals making of roughly 28% of the nation's homeless population. >> well, a new bill would require k through 12 school statewide to have at least one armed school resource officer on campus. whenever students our present this bill was introduced on tuesday. and the american civil liberties union says police presence in schools. they don't like the idea. they say it does not keep students safe but exposes students to violence. the aclu says students need counselors andcsupport services instead data from the public policy institute of california shows an overwhelming majority of california adults say that violence and street crime is the problem. there is a problem in their communities. we're going take a break. 6.26, the time. still ahead on the kron 4 morning news,

slowing folks down this morning, 12 minutes. tulsa, 101. and the golden gate bridge. 37 to that holds about 20 minutes. there. >> alright 6.30, is the time happening right now. president biden waking up in san francisco after a night of campaign events in the city his visit has been met with large protests. fact, reports michael thomas is live in san francisco with the latest on all of that morning. michael. good morning, everyone. >> you know, that's right, james. this is the president's 3rd day of campaigning through the entire state of california, essentially fundraising for his reelection in this morning. he is waking up the fairmont hotel here in the city of san francisco. now, take a look. this is video we have of the president arriving at sfo yesterday afternoon. he was coming in from los angeles at that point, he was met by mayor london breed, along with representative nancy pelosi. now the group did head over to the marina green on a private helicopter ride and it did cause some commotion is down the street in san francisco's pac heights neighborhood. dozens of pro-palestinian

demonstrators demanded that the president and his administration and military aid to israel and also called for a permanent cease-fire in gaza. take a listen to what one of them had to say. >> here as a statement to say that we don't joe biden and his politics in our city we believe joe biden is engaging in a genocidal war on the palestinians. we think that people are dying. children are dying. mothers are dying. we we have an issue with 3 billion dollars a year going to the israeli apartheid state. >> now the president is expected to continue this tour. he will be over in the los altos hills area today for another campaign event before heading back over to washington, d.c., so far during his time here in the bay in california, he has addressed his age saying that he might not be is able to run as fast as he once did, but he's still capable of fulfilling his presidential duties. he also told his supporters that is if trump is

officially on the ballot this november and does win, it affected the abortion ban. that is just on some states. he says that that could go nationwide. adding that a trump could also undo obamacare. now back out here live, we will continue to monitor the president's statements today when he does go to those fundraisers and bring you the latest. i will send it back to you guys live in the studio for i'm michael, thank you for that break. down their time now. 6.30, to walnut creek city officials now considering making some changes to the rules for public comment at their city council meetings. >> and this comes after an incident at tuesday night's meeting when a man you see there on the screen spewed anti-semitic comments while wearing a shirt that said white power and had a swastika. >> he said he was upset with the council's decision to end public comments over zoom and he used a slur directed at jewish council member kevin wilk. >> he got a chance to. have his 2 minutes of hate speech. it doesn't mean that we have to sit there silently and take it and then move on to our

next topic. if we want to respond, if you want to review could, that's what i did. >> all cities are allowed to have restrictions for their meetings. they just need to be specific made in advance and applied to all people and topics equally as it stands today. walnut creek allows anyone to minutes to speak on any item during the public comment period. >> well, a contra costa county sheriff deputies actually reached a plea agreement after facing several felony charges. as part of that agreement. prosecutors say matthew buckley pleaded no contest to 3 felonies, including having an illegal assault weapon filing a false police report and preparing false evidence. he's going to serve 3 years in a months in prison. that sentence can be served under supervised release if he completes a drug rehab program. developing news, chp investigated the death an house man by the side of the freeway in san francisco over the weekend. chp, they said they found an house man dead a tent just off hhw 80

and the 7th street on-ramp. chp says there's no obvious signs of foul play. the cyclists community on the peninsula in the south bay that continue to mourn the loss of a woman who was hit and killed by multiple cars in palo alto. the 7 monday night at intersection of embarcadero and well, roads. investigators say she was knocked into the additional cars hit her. those 2 cars. they didn't stop. police are now looking for those drivers. they say the initial driver is a teen boy who is cooperating with investigators. bicyclist instructor in the silicon valley in a 10 week. now speaking out about bicycle and driver safety visited the intersection where the woman was hit. any offered some tips for drivers. drive slowly. you don't have to get their really fast. make sure you're very observant and watch out for everything in front of your some things right in front of you don't overhead. >> if you do get a crash stopped. deal with it and help someone that could be very

badly injured. >> a memorial rally is being organized by multiple organizations and it should happen in the next couple of weeks. we have to pay tribute to the 2 cyclists killed in the last week but also to create awareness about bike and driver safety. >> well, there you see hundreds of educators holding a demonstration yesterday afternoon across the east bay at nearly a dozen locations. those educators are demanding better pay smaller class sizes. they also want better equipment so they can help retain teachers. it was the first time the east bay coalition of teachers has held a coordinated demonstration like this. >> we want the school's funds to prioritize what's happening in the classrooms with our students each day and every year because what we're seeing happen is that management is saving all of this money into reserves. so we're ending the school year with an excess of money that's been spent on this year students. so we want

that money to be invested now into the current year and the current kids. >> educators from dublin, antioch, martinez and pittsburgh. all took part in those rallies as well. >> well, crews in denver, they inspected plane's wing after it had to make an emergency landing. that plane took off from san francisco was headed to boston when it had to divert. >> and now crews are trying to figure out what caused that damage. over to dan kerman talked to one of the passengers who was actually on that plane. >> moments after we took off, i heard this just violent vibration. and it was. just very, you know. nothing. i've never her before. the planes. >> pro ski tour race announcer. kevin clark is talking about the first signs of trouble on monday's united flight from san francisco to boston flight 3.54. ended up being diverted to denver because of this damage to the wing. clark shot this video himself from his seat aboard the plane down look at it. chronologically could see.

for now are southbound 6.80, westbound 5.80, to the north because it to the south highway 9 saratoga is expected to stay closed for a couple more weeks. mudslide brought down a tree shut down the highway right between sanborn road in redwood gulch who say this is the same area that abuts last few weeks ago. caltrans estimates the highway is going be reopened sometime around march 8th. all right. let's take a look at the sierra. they're showing off some impressive snow totals. now, in fact, according to the california department of water resources, the statewide snowpack now is at 86% of normal. >> and we actually have some graphics here to show you, as you can see, the latest numbers. look at the northern sierra 100%. that's amazing. that's up from 79% things way better compared to the state's first snowpack survey of the year. so experts say, however, that in a state which consistently deals with drought concerns, we can't afford to get too comfortable. >> even though we have
