city of palo alto or san pablo. i should say after the report of an armed man but a neighborhood on lockdown for more than 12 hours since pablo. thanks for joining us tonight on kron. 4 news at 5. i'm grant lotus and i'm noelle bellow, the contra costa county sheriff's office lifted that lockdown within the past hour. the lockdown and shelter-in-place order issued around 3 this morning for residents in the mount alvin manor area. >> near rachel road and heather drive after investigators reported an armed person was barricaded inside of a home. neighbors telling us there was a person who was shooting into the air and they heard gunshots in the middle of the night. >> investigators now say the suspect is in custody who are still trying to get more info about who this person is in the circumstances. but police say no one was hurt during the standoff, montel than manner k through 8 school was forced to cancel classes today due to police activity. but again, fortunately the scene is now clear. >> southbound traffic on highway 2.80, in san francisco has fully reopened after

several lanes were blocked this afternoon due to a major 3 car crash happened just south of the geneva avenue. on-ramp. this is what the freeway looks like around 3 o'clock this afternoon. according to chp, the crash may have involved a wrong-way driver coming from john daly drive an investigation is now underway. the number of people in the cars and the severity of their injuries are unknown at this time. but we do know some people were taken to the hospital. >> except treatment or get arrested. those are the 2 options of san francisco mayoral candidate is proposing to offer to illegal drug users. levi strauss will danielle lawrie announced his plan today while mayor london breed held her own fentanyl crisis event. kron four's rob nesbitt joins us in the studio with more. good evening, rob. >> grant incumbent mayor london breed and her challenger, daniel lurie. both say people using drugs on the streets of san francisco, he to be held accountable, but experts and harm reduction say

developed an overdose prevention plan in 2022, but that the city did not adopt that plan and instead has chosen a more law enforcement approach. reporting in studio, i'm rob nesbitt kron. 4 n ws. thank you, rob. lawmakers are also trying to tackle the opioid crisis on the state level. coming up at 5.30, we'll look at the legislation. >> meant to help the problem. >> a woman who was swept into the russian river is facing multiple charges for assaulting the crew was trying to save her calls. first came in yesterday afternoon. officials say a woman was seen clinging to the bushes, but when ship rescuer jumped in to help her, she started fighting him and attempted to push him under the water. that's when the second rescuer jumped in to help. all 3 were eventually taken to safety. the woman was taken to a hospital for treatment where she continued to assault first responders and medical personnel. she will be arrested on multiple charges. santa rosa police say this man is wanted for an attempted homicide to look at

your screen. it happened on february 18 on barnum avenue in santa rosa. officers say the 21 year-old shot a man in the shoulder after he and a group of friends got into an argument with another group. police say the shooting is gang-related. the suspect is considered armed and dangerous. if you see this person do not approach him immediately. call santa rosa police. let's take a peek outside get a view here from. >> our camera on mount tam beautiful day in the bay. couple showers here and there. but overall, a little cooler than this weekend. but we will take it compared to all the rain we have had going to get cooler. a frost advisory has been issued for the north bay interior valleys, mountains and coastal range. that frost advisory will begin late tonight. go into tomorrow morning and for more of the week ahead, including some big changes. scale long is here with the latest. a go. >> hello. yes, we're in that transitional period with the

weather. and i know it was a nice, beautiful weekend. spring-like temperatures. now if you're inland in our north bay valleys will be dealing with those chilly mornings once again. and we've been here before said that frost advisory around 02:00am early tomorrow morning until 09:00am. as you can see, our north bay communities here down to mill valley, 34 degrees at 38 degrees expected for the morning half moon bay. see those clouds rolling in. but still really nice day out overall. but i did read to shun showers and you city on the way to work. so down in the south bay, we got some towards the south bay. we got some rain. but as you can we have those clouds about to roll in. and as i pulled back a little, we do have a system that will be dropping from the gulf of alaska. it's a cold systems. bring us rain and some snow to the sierra temperatures out the door in the upper 50's, low 60's and we're about 2 to 4 degrees cooler than we were yesterday. and the current winds, it is breezy today. so as that front is moving through, gave us some breezy conditions. so if you're stepping out, we have

mostly cloudy skies and will be in the 50's tonight and i'll be back with more because we have rain and sierra snow to talk about. back to you. >> thank you, gayle. we're learning tonight more about major tech layoffs in the bay. the san francisco chronicle's reporting san jose basis co is cutting about 730 jobs across our region. that includes 447 in san jose. 174 in milpitas and 108 in san francisco. the chronicle says the company all told plans to cut more than 4200 jobs as it reorganizes. the layoffs are set for april 15th. this wave comes after one that included around 4,000 employees in 2022. and about 350 last year. as of last year, the company had nearly 85,000 employees. >> chp is reporting last month brought them the highest number of monthly applications in 7 years. the agency says

officially the end as first reported by the athletic crawford is headed. 2 st. louis now know terms have been released and the deal is pending a physical but the cardinals are looking for a veteran shortstop to back up their rookie starter and who better. then 2 time world series champ 3 time all-star, four-time gold glove winner silver slugger crawford. he was the definition of a homegrown giant born and raised in the bay area drafted by the giants and came up through their farm system before getting called up to the majors in 2011 and then playing a pivotal role in the giants 2012 2014 championship runs. also just simply one of the most beloved giants players in the last 2 decades. now, this could be the final season of crawford's career. he is 37 years old. those kept on some retirement pretty close to the vest. but in any case, giants fans will have another chance to pay their respects to crawford this

>> wild video here. a fire forcing people to evacuate a target in valais yesterday. and tonight investigators say was intentionally set a video showing part of the target paper towel. i'll lit on fire. one target employee suffered minor smoke inhalation. the store will remain closed through this saturday. firefighters are estimating. the flames caused 1 million dollars and damage. santa rosa woman has died of injuries suffered during a house fire earlier this month. family members identified the woman as laurie kennedy. investigators say a kennedy was home with 2 other family members and cats. when the fire broke out on the night of february, 10th 2 out of 3 cats died in the fire. the 2

surviving victims were taken to the hospital after suffering smoke inhalation and burns. no word on their conditions tonight. crews say the fire caused around $300,000 in damage. the cause is being investigated. >> kron 4 is your election headquarters said the last time some of his critics tried to recall governor gavin newsom. he annihilated his opponents. californians rejected the recall by a 61% to 38% margin. well, now one of the same group spine. the 2021 recall says they want to do get kron four's. dan kerman reports. >> 40 million californians and thank you for rejecting this recall. this was governor gavin newsom after successfully beating back a recall in september of 2021. by more than 5 million votes. >> now he may have to do it all over again. there are so many reasons as there always is. what can you know? and then you just sort of have to stop and say, ok, is now the

time setting a budget deficit and a public safety, immigration and education crisis. rescue california, one of the groups behind the last recall has served the governor with a notice of intent to recall. they believe they'll be more successful this time because the governor is spending too much time on the national stage. we have a responsibility here. >> if nothing else will make them a better governor because they'll have to stay home and do the job he was hired to do, which is governor of this state. people in california. i don't really have a reason to vote against gavin newsom right now. they didn't back then. i don't think they're going to now kron. 4 political analyst michael yaki says the timing of this recall could be worse for opponents of newsom's always does is it enables him to raise more money and spend more money outside of california because this will be if you just eat something, want to be traded again, 2 years later when actually things are better than they were 2 years ago. it's going to be a completely wipe and the giant waste of

time in the wake of the recall newsom was quick to send out a fundraising letter to supporters and he took to social media saying trump republicans are launching another wssteful recall campaign to distract us from the existential fight for democracy and reproducti%e freedom. we will defeat them. recall backers are hoping to put the question on the ballot sometime early next year. dan kerman kron, 4 news. california's primary is scheduled for super tuesday next weekend. >> while there are interesting races and measures, california voters almost certainly well not have any real influence on the presidential race. kron four's catherine heenan is in the newsroom with a little bit more detail. catherine. well, california again, is really an afterthought when it comes to picking a president. >> that part of the ballot does not hold a lot of suspense, but there are still plenty of questions on what effect that could have on voter turnout. it's ironic

that california originally moved up its primary from june to march. >> in the hopes of having more influence in picking a president not working. certainly not this year with joe biden and donald trump effectively glued in place as the expected nominees. >> all we are in present and presidential race is a giant atm for we seem to seem to be preordained to always be relevant in choosing the president. but we are very important in terms of funding presidential campaign. >> no drama in the presidential primary could mean low voter turnout. so the more interesting questions now concerned the race for u.s. senate among the 4 main contenders. if there is low voter turnout, who does that help or hurt? i tend to think more. >> it will hurt the democrats more because really nothing to vote on their side, which means that helps adam schiff and on the republican side where there might be little

bit more interest in the race that might help steve garvey that are not that you're going to see and what are the charring the hard core trump onions that number will probably vote for a republican. but is that enough to to get guarding in the second place? i think so. i think garvey will finish in the top 2 here, which frankly is better for the state. you should have a discussion as next senate candidate or sorry, senator from california is going to >> meantime, a bad weekend for republican presidential candidate nikki haley who not only lost the south carolina primary. she lost important funding from the billionaire backed koch network to all south carolina. she's going to a big impact. i don't believe he did to really keep in. keep

back in place and the back end of the weekend, that same storm system will be bringing us rain as we know it rains in the bay area. it will snow in the sierra and here's half do right now is just beautiful at this hour. you see the snow right now here in the hills and some snow leftover on the trees. and this is where we are right now with the snow pack. as you could see about 95% in the northern sierra upper 70's for the rest of the sierra. we haven't getting a lot of snow. so this could change and will be keeping track on our snow pack that will be helping us in the long term. we're starting to see some snowflakes at this hour. had expected some snow showers tonight. and as a we have a system that will be dropping from the gulf of alaska. that's why the sierra and us here the bear. that's why we're all expecting some rain and snow with the cold system. so here there is actually a winter storm watch that will be posted wednesday night. so traveling could be difficult starting a wednesday night into saturday and sunday. so yeah, we have a lot of snow on

the way. here's the projected snow totals. so this is the first round from tonight. as you can see about 3 to 6 inches. but then as we take you through the back end of the week, take a look. we're expecting maybe over 4 feet of snow the lower elevations, donner summit all the way to lakes and then even snow in our local mountains about hamilton down there. and then over in the north, the coast of so, yeah, the cold system, we have timing this out for you thursday sunday. that's when we're expecting those snow levels to drop around the 5500 elevation thursday. and then the most intense snow is expected thursday into saturday. so back in the bay area, we have that sunset out the east bay. we have changes in our weather as well. so lows will be down to the 30's and talk about that rain coming up. and then a few minutes. back to you guys. >> thank you, gayle. former oakland police chief leronne armstrong has been named person of the year by the coalition for a better oakland. a non-partisan group consists of oakland to the suns who strive to implement
