tonight at 5.30, there is a new effort in the state capital tonight to fight organized retail thefts in. >> as well as the state's opioid crisis. a bipartisan group of state lawmakers introducing several bills. >> promising to do just that. a ton wallace gives us a look at some of those bills. democrats and republicans. we're going to build a safer california. that's the message. senate president pro tempore mike mcguire hammered home as he joined a democratic and republican leaders to announce more than a dozen bills on public safety. specifically on retail theft. and california's fentanyl crisis. >> senate democrats and senate republicans are setting aside

politics >> coming together coming to together to advance data driven policies. solution package. we're calling a safer california plan on the issue of opioids and specifically fentanyl. one of the bill seeks to exploit the creation of more recap facilities for those experiencing substance use disorders. >> another 6 to increase pencil testing strip statewide. doing the right thing is 100%. what we need to do in this case. and the right thing is to look at the problem of substance abuse is a whole and build support systems for those. >> who are suffering. the new emerging drug xylazine is also mentioned in the package of bills often called tranq or tranq dope. xylazine is a horse tranquilizer not approved for human use, but it has become more prevalent on the streets and has been known to cause major flash eating wounds, sedation and death place and seeks to increase penalties for trying traffickers. on the issue of retail theft. one of the bill's targets, the sale of

stolen goods online by requiring third-party sellers to be certified. another bill will increase penalties for those involved in organized retail theft and illegal resale schemes. but exact details still need to be worked out. we must hold repeat, professional thieves accountable. >> well, we're still reviewing the specifics of the legislative package. we're optimistic about the proposals here today, but not included in the bill. a proposal to repeal prop. 47 passed by california voters in 2014. the law change certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950. supporters argue that would help reduce california's prison over-population and lead to criminal justice reform. mass incarceration. >> simply isn't the answer. i do not believe that this state needs to tuch prop 47 to be able to help make our community safer. >> full stop. but opponents including republican at something number. tom lackey say prop 47 emboldened criminals to take part in certain crimes like retail

theft with little to no punishment, property sells heavily contributed to the problem. >> and so in order to find a solution to have to first address the problem. that's prop 47. >> and you may recall assembly speaker robert remus previously announced his own retail theft legislation targeting thieves and supporting diversion programs. mcguire says that bill will move forward and will complement the bills introduced today reporting at the state capitol. a tom wallace kron. 4 news. >> police have charged an oakland man in connection to a string of business burglaries. they happened last month in brentwood. officers arrested a 49 year-old marcus palacios during a traffic stop on february 17th during the search. police say they found more than 4 ounces of meth and fentanyl reportedly going to be sold and more evidence related to the burglaries. officers also. found a grenade launcher in his car. palacios remains in custody pending a preliminary hearing. meantime,

a woman is behind bars, accused of stealing an amazon delivery van in palo alto. the amazon driver telling police he was in the middle of delivering packages on west charleston road when he left the van with the keys in the ignition. police say that's when elena flores got in the van and drove off eventually parking it at an amazon facility in san jose. packages were stolen. police say the woman told them she just needed a ride to san jose. >> 2 east bay cities are recovering from cyber attacks tonight. pleasant hill officials say its it department isolated the problem and quickly minimize the damage there. while the city of oakley declared a state of emergency and took its network services. there are now back up and running in oakley. some, though, continue to be affected. one expert says these threats become reality when an employee mistakenly clicks on a phishing link in an e-mail. they just splash those the

males and they wait for somebody who would answer download that that document. and that's going to be start of this reason for this because they understand that those companies or those organizations. >> meant that much money on it to protect the network. >> it is unclear if these attacks are linked to who was behind them. they are being investigated. meanwhile, those cyber attacks come nearly a year after oakland was hit bad with a ransomware attack that resulted in thousands of city employees having their data leaked online, including social security numbers, home addresses. the attack led to multiple class action lawsuits trying to hold the city accountable for the breach. a group named play took responsibility for that attack. and just last july, a state of emergency was declared in hayward after hackers tried but failed to disrupt a part of the city's computer systems. and networks. the city's official web site was taken offline as a precaution. it's unclear if

coming from the gulf of alaska. that's going to be dropping this week later on this weekend, we did see a brief burst of rain. we saw some moderate to bands of rain down in the south bay east bay union cities, san jose. it was pretty brief and very little rain there. but that will be dry for the next 2 days. so this is tuesday. 06:00am i don't see a lot of fog out there for your morning drive and then we'll start to see the clouds roll in wednesday. so that will have chilly mornings, but also dry day time highs and then here's thursday. that's when we're going to start to see that rain coming in. looks like in that after afternoon evening. this is 05:30pm, looks like about one to 2 inches over the like 3 to 4 days. but still will be significant rain and windy conditions. so there are some nice, dry weather for you for the next 2 days to prepare any way you can. but for now, we'll be dealing with those chilly temperatures first in the morning in the north bay valleys. there's a frost

advisory in temperatures expected to dip down to though low 30's and low 40's for the rest of the bay area. when i come back, we'll have your extended forecast back to you. >> chp officers rescued an injured mountain biker. hear from the hills above alamo. this is video from the weekend. it shows emergency crews using a chopper to hoist the biker who had to be taken to a nearby hospital with serious injuries. no word on that mountain bikers status tonight. fire crews work to mitigate a strong odor coming from the valero refinery in benicia. officials say a unit at the refinery went down friday night and they had to moveon mixture of refined hydrocarbons into 2 tanks. apparently some of that hydrocarbon got on to the lid of a tank causing the strong smell. cleanup efforts were expected to be finished saturday, but they had to pause for a while. the fire

department resumed cleaning up yesterday. >> highly contagious stomach bug is quickly spreading across the country. doctors say the northeast is getting hit hard with norovirus. the positivity rate in that region is more than 13%. western states are second hardest hit with more than 12% of nora virus tests coming back positive. symptoms include vomiting and diarrhea. and it is extremely contagious. you can get it through direct contact with someone who is sick or by eating food or touching surfaces contaminated with the virus. >> so important keep your hands washed and cleaned. make sure your food is cooked. well properly. make sure you wash any you know, for survey that shows that you're going to and making sure again once again that you cleaning any contaminated surfaces. >> medical experts say the spike does track with seasonal trends as the virus thrives in cold weather. when folks are staying indoors, making it more likely to spread. usually symptoms go away and one to 3

are messages or no service connection last week, the mobile network says it will issue a $5 credit to potentially impacted wireless customers, which it says is the average cost of a full day of service. att said they did not believe there was a hack of any kind. the federal communications commission is investigating what happened. nasa meantime, has released these new images showing the lunar lander on the moon. it touched down sideways on the move last week and is now running out of batteries. these images show the privately owned spacecraft near the moon's south pole within a mile from its intended target. intuitive machines says its lander will probably stop working tomorrow since it's not getting enough sun on its solar panels. the lander touched down last thursday becoming the first u.s. spacecraft to land on the moon and more than 50 years. >> pretty cool. coming up, how the community is rallying around the san jose high shot

towards the sec east bay, south bay area in the afternoon. but we do have more rain coming. as i it's all coming from the gulf of alaska that will be dropping down here. it's a cold system. so bring some snow to the sierra as well. so let's play it in motion for you. in our future cast model. so will clearing out. and that's why we have that cold air coming our way. and as i take you through it to mark this evening and then tuesday and wednesday, we're dry. we'll start to see clouds again to our wednesday. and then thursday. that's when we're going to start to see that unsettled pattern. that rain back in the forecast from thursday through saturday and also some sierra snow as well. maybe some snow in our local mountains. so we'll have to see what verifies a projected rain totals that this is over the course of 3 to 4 days about one to almost 2 inches of rain. we'll see what verifies. and as i take you to the snow, this is where it gets interesting is the back end of the week so we could see feet of snow on the lower elevations and then down here you see all that blue. that's

>> san francisco police among those making a splash this weekend at a polar plunge event. the annual event raises more than $100,000 for the northern california special olympics. the money goes towards sports training educational programming and health resources for special olympic athletes. our own crime from meteorologist kyla grogan emceed the plunge and even dove and herself. well, great. >> all right. well, you may remember these 2 adorable mountain lion cubs. it sure looks like maple and willow are. doing just fine, enjoying the outdoors, enjoying each other. staff of the oakland zoo's been taking care of the cubs since november when their mother sadly was killed in a road collision. the cub swope be staying at the oakland zoo permanently, though the california department of fish and wildlife is working to find them a forever home.
