get involved crowbars. michael thomas is live with the latest on that morning. michael. >> i could morning everyone. you know, tonight's meeting essentially will hopefully give people a chance to express their concerns. not only with the coliseum and the future of that, but also with the owner of the a's who they say is continuing to block any production happening there. take a look. this is video we have of the coliseum now, this entire press conference and meeting that's set to happen earlier or later this morning, i should say, is being hosted by the oakland community in the oakland united coalition, essentially asking alameda county board members to back out of the sale of the county's 50% state. the coliseum and imploring them to do so before the a's complete its final payment, adding that officials need to do something soon as the city's future is currently at risk. and whatever is done with the coliseum is going to affect essentially the entire city of oakland and specifically the east side of oakland. also

area as well. we reached out apd. we're still waiting to hear back. and in the north bay, santa rosa, police are looking for this man. they say he's wanted for attempted homicide. officers say 21 year-old nathan hoagland shot a man in the shoulder after he and a group friends got into an argument with another group. this happened on february 18th on barman avenue. the victim is expected to survive. but police say the shooting is gang-related. they do believe hogan is armed and dangerous. so if you see him don't approach police say call them instead. >> well, except treatment be arrested. those are the 2 options. san francisco mayoral candidate is proposing to offer to illegal drug users. so daniel lurie announced his plan monday, all while mayor london breed was actually holding around fentanyl crisis event. >> kron four's rob nesbitt takes a look. incumbent mayor london breed and her challenger, daniel lurie, both say that people using drugs on the streets need to be held

accountable. but the experts and harm reduction say the candidates are all just going for the votes and not to help solve the opioid epidemic. we're gonna going until we get to 0 overdose deaths. >> on the steps of san francisco city hall monday, mayor london breed promise to continue the fight against fentanyl. >> as she campaigns for reelection in november, we are making it easier to help people then to harm people. >> because, you know, i reduction from my perspective is not reducing the >> last year, mayor london breed brought in extra law enforcement from the chp sheriff's office in california. national guard to crack down on drug cartels and those participating in open air drug use while she led a march to the city monday, one of her opponents, daniel lurie, announced his plan to tackle the fentanyl crisis. we will introduce a deflection program. >> to incentivize individuals to seek treatment. or face arrest. we will open 24 7

drop-off crisis center where police and co responders. can drop off individuals and mental health crisis. for those who have opted for treatment, lurie says arrested drug users are currently offered immediate treatment options. >> but are instead issued a citation in court date that they often get out of executive director for the national harm reduction coalition lord guzman says she isn't impressed with bowler ease and mayor breed's promises mandatory treatment to rest. >> coming out of session is the way candidates right now. i really running their platforms to get votes, even with an increase in drug-related arrests in 2023, san francisco still saw a record number of 813 overdose deaths, guzman and others who work in harm reduction believe strongly that san francisco can't arrest its way out of the opioid epidemic over and over. it clearly indicated and the 2 treatment does not pick a shows. >> and it does not really engage people who are now ready, willing and able. guzman says the san francisco department of public health

develop an overdose prevention plan in 2022. >> that the city chose not to adopt that plan, but instead went with a more law enforcement approach. >> reporting in the newsroom. i'm rob nesbitt kron. 4 news. >> well, new this morning, macy's announced they're going to close 150 stores nationwide. the company says it's going to close about 50 of those stores along this year. well, the company hasn't announced which locations are going to be closing their doors. but this does come after it posted a 4th quarter loss. >> and declining sales last month. macy's rejected a 5.8 billion dollar takeover from an investment manager was in january. that macy's also said it would trim about 3% of its workforce, which comes to about 2300 employees >> i well in the south bay of san jose pie shop is starting their week off. pretty strong. for yeah. the community really coming in the wake of what happened last week when tesla put in this huge order the bakery created thousands of pies and then tesla decided to cancel the order and stiff them with the bill. but all

sierra. today, though, just the opposite clear from the sierra to the bay. we're going to stay that way as we make our way through today into tomorrow. next. 24 48 hours here looking great after that, though. that's our next storm system right here. and it drops in leaving us with a good dose of rain in the bay. and of course, that snow in the sierra nevada, our rainfall in the bay area amounting to over an inch to an inch and a half for a lot of urban areas. santa rosa could see up to 3 inches of rain from thursday into saturday. this year, though, it's not the inches. it's the thieves. and of course, we will have those dangerous travel conditions. so just a reminder about that, expect closures if you're planning on giving up i-80 or highway 50, it's going to take a minute for those plows to get up there. get all that cleared back out. so if you have family that are residents of this year home to get stocked up, all the supplies going to be coming in handy the next few days. temperatures in the low 60's for your highs today and will stay that way into tomorrow. temperatures actually cooling down further and further through this

vote without fear of. >> voter suppression. this was governor gavin newsom taking a victory lap in september of 2021. when a majority of californians voted no rejecting a move to recall him. and while the one that by more than 3 million votes he may face yet another recall is leaving the state. >> to pursue his own presidential aspirations and working or to a lot of ways setting a budget deficit and a public safety, immigration and education crisis. >> rescue california, one of the groups behind the last recall he's served the governor with a notice of intent to recall. they believe they'll be successful this time despite how costly it will be, sooner we can get rid of free spender. the more money will say the night say this point, 200 million dollars pales in comparison. people in california. i don't really have a reason to vote against gavin newsom right now. back then. i don't think they're going to now kron 4

political analyst michael yaki says the timing of this recall could be worse for opponents of newsom's always does is it enables him to raise more money and spend more money outside of california because this will be if you just eat something, wants to be traded again, 2 years later when actually things are better than they were 2 years ago. it's going to be a completely wipe and the giant waste of time already newsom is sent out this fundraising letter to supporters in the wake of the recall and he took to social media on monday saying trump republicans are launching another wasteful recall campaign to distract us from the existential fight for democracy and reproductive freedom. we will defeat them. recall backers are hoping to put the question on the ballot sometime early next year. dan kerman kron, 4 news. >> well, attorney general rob bonta says he is taking a stand so that we don't pay more for groceries. the state of california, they are suing grocery giant, kroger and

albertsons to block them from merging. >> lot of consolidation and it's up to us to stand up for everyday folks, for workers, for consumers, for folks who want to pay a fair price. and have quality and options and a high high level services. >> california joins the ftc in 7 other states and the district of columbia. and following monday's lawsuit say it will result higher prices, reduce customer choice. lawsuit also says the merger violates federal anti monopoly law. kroger's proposed deal to buy albertsons is valued at 24.6 billion dollars. >> for your money this morning, state superintendent tony thurmond is back in new legislation now to provide paid pregnancy leave for all california public school employees, a coalition of educators others joined him at the state capitol monday to shine a spotlight on the fact the teachers don't currently receive pay pregnancy. leave. >> kind of outrageous. sardine time right now that we're in a we need teachers, we need

>> a 24 is the time. and we're back now with the latest from the faa. they released a scathing new report taking boeing safety culture and recommend now and overhaul. the u.s. regulators noted a disconnect between boeing senior management and others when it comes to safety matters. and they also cited insufficient safeguards to prevent retaliation against employees who flagged safety issues. they want employees to be able to do that. this comes after a door plug blew off an alaska airlines jet midflight and triggered a number of investigations. >> well, the rate of antidepressant prescriptions spike for young americans during the pandemic. study published in the journal pediatrics says dispensing of antidepressants was already going up among people between the ages of 12 to 25 prior to covid-19. once the pandemic hit, the rate went up about 64% faster than normal. and the study showed that the dispersing rate increased 130%

country. this includes the port of oakland. what was michael thomas is live with the details morning. michael. >> well, president biden and his administration essentially say that some of these chinese-made port cranes could be a cyber security issue. so moving forward, any time that a new portray needs to be put in at any of the u.s. ports. he says they need to be made on american soil. this is video we got up on your screen so i can break it all down for you. now, according to a government report, the current v p and c cranes, that's the name of them that are made in china have the ability to monitor us shipping and could potentially disrupt and even shut down an entire system at times from overseas right now, hundreds of the ship to shore cranes are implemented at ports across the u.s. and as mentioned earlier, that includes the port of oakland. now the president's executive order to change. this is a 5 year process costing about 20 billion dollars will call for pace co, which is the u.s. based company to onshore the

u.s. manufacturing capacity of the crane production and supply them moving forward essentially going back to what the u.s. did back in the early days of ports at this companies to build cranes for the u.s. back until the late 80's. it is important to note that the executive order does not affect any existing chinese-made cranes that are already at american ports. only future ones that are to come. president biden says that the goal of this 20 billion dollar executive order is essentially to strengthen the cyber security at u.s. ports insecure. the country's supply also strengthening its industrial base back at her life. i did reach out to the port of oakland to ask exactly how many of these cranes that they have there and how many they may be expecting because we are getting reports that other ports in the country already have some that are set to come in within the next few months. that's the very latest here in francisco in michael thomas. and back to you guys live in the studio. all right. thank you for that breakdown. there might. >> well, california lawmakers now doubling down to fight organized retail theft and

tackle the state's opioid crisis. congress capitol correspondent eytan wallace has that breakdown. democrats and republicans. we're going to build a safer california. that's the message. senate president pro tempore mike mcguire hammered home as he joined the democratic and republican leaders to announce more than a dozen bills on public safety specifically on retail theft. and california's fentanyl crisis. >> senate democrats and senate republicans are setting aside politics coming together coming to together to advance a data driven policy solution package. we're calling a safer california plan on the issue of opioids and specifically fentanyl. one of the bill seeks to exploit the creation of more rehab facility is for those experiencing substance use disorders, another 6 to increase pencil testing strip statewide. doing the right thing is 100%. what we need to do in this case. and the right thing is to look at the problem of substance abuse is a whole and build support systems for those.

>> who are suffering. the new emerging drug xylazine is also mentioned in the package of bills often called tranq or tranq dope. xylazine is a horse tranquilizer not approved for human use, but it has become more prevalent on the streets and has been known to cause major flash eating wounds, sedation and death place and seeks to increase penalties for trying traffickers. on the issue of retail theft. one of the bill's targets, the sale of stolen goods online by requiring third-party sellers to be certified. another bill will increase penalties for those involved in organized retail theft and illegal resale schemes. but exact details still need to be worked out. we must hold repeat, professional thieves accountable. >> well, we're still reviewing the specifics of the legislative package. we're optimistic about the proposals here today, but not included in the bill. a proposal to repeal prop. 47 passed by california voters in 2014. the law change certain nonviolent crimes from felonies to

misdemeanors, including theft when the items stolen are valued at less than $950, supporters argued it would help reduce california's prison over population and lead to criminal justice reform. mass incarceration. >> simply isn't the answer. i do not believe that this state needs to tuch prop 47 to be able to help make our community safer. >> full stop. but opponents including republican. a number. tom lackey say prop 47 emboldened criminals to take part in certain crimes like retail theft, with little to no punishment, property heavily contributed to the problem. and so in order to find a solution to have to first address the problem and front. 47 and you may recall assembly speaker robert remus previously announced his own retail theft legislation targeting thieves and supporting diversion programs. mcguire says that bill will move forward and will complement the bills ntroduced. >> reporting at the state capitol, a tom wallace kron. 4 news. >> well, police have charged

an oakland man now in connection with a string of business burglaries. that happened last month in brentwood officers arrested. 49 year-old marcus policy owes during a traffic stop back in february. feb or 17th. that is during the search. police say they found more than 4 ounces of meth and fentanyl that were reportedly being sold and then more evidence related to park. police say they found a gun nearly a pound of marijuana and working scale along with $1200 cash when they arrested a fare evaders. the arrest was made sunday night at the oakland coliseum station. police say a records check revealed the gun had been reported stolen. investigation is underway into a 3 car crash in san francisco. that crash happened at about 3 o'clock monday afternoon on to 80 just south of the geneva avenue. on-ramp. several southbound lanes were temporarily blocked, according to the chp, the crash may have

involved a wrong-way driver who coming from the john daly drive direction. the number of people in the cars and the severity of the injuries. still unclear right now. we do know some people that were taken to the hospital. look at the backup that ensued. >> also versus workers are going to be rallying today as contract negotiation talks continue between them in the city. this is a picture from a rally back in january contracts for nearly 30,000 city workers are set to expire in june. well, union officials say the city has a staffing crisis and that there are more than 3600 jobs that have to be field. also pretty concerned with potential budget cuts, especially the public services because of the city's deficit. so they're asking the city to fill those vacancies, permanent jobs and to stop quote, wasting spending on contracting out. the started noon near stephanie, the agency building. that's on the nes avenue. >> ucsf mission, bay nurses, by the way, are going to be

rallying today to call for safe staffing levels for patients. they're calling on ucsf to improve staffing and patient care at all. 3 of their campuses, including mission bay and parnassus. the rally set to start at 1 o'clock this afternoon. it will be at the ucsf mission bay area. >> san francisco leaders now questioning pg and e about why they've been so many frequent power outages on related to recent storms. elder says january before the storms, there are outages, neighborhoods lasting beyond 48 hours, some up 7 hours pg and e says many are due to improving the infrastructure. they presented this graph saying before the storm this year, there were more than 150 were planned. 77, unplanned, those of plant outages. 25 had to do with the power pole lines. all 12 are on the ground. but the pg representatives did not give specifics on. 21 unknown outages. >> and a lot of what our rates

have gone up on is to invest in infrastructure to improve art. our systems and much of that is also though it's not felt in san francisco. we're doing 10,000 miles of undergrounding throughout the territory to stop wildfires and maybe someday that will be in our communities because it is absolutely very to have outages that because we have wires, i'm in the air and around trees. >> but a lot of residents who are unhappy with pg and e's responses felt that they were still left a whole lot of an answer questions till it supervisor melder said she would be following up with pg and e try to get those answers. >> well, the supreme court now here in the landmark social media, censorship cases from florida and texas that could dramatically shape the content that we see on those social media platforms, the laws from those 2 states bar major social media companies which are private from making editorial judgments about which messages are content to

allow on their sites. supporters say that conservative views are being silenced by these platforms, which they claim is a violation of their first amendment right to freedom of speech. but private companies are not subject to first amendment writes like can censor content that they see is unfit. experts say if these laws are allowed to take effect, will that would set a dangerous precedent? >> florida texas enacted laws that will force a private business to host lawful but awful content that they just don't want to left right or center. every single american should want to protect our first amendment rights from the government. >> well, the biden administration is siding with social media companies, but former president donald trump who was kicked off some of those sites is urging the court to uphold the florida law. the final decision isn't expected until june, which would be a pivotal time for the election. we'll see what happens. a big honor for san jose. it was named among the top 5 best places to live in the u.s. when it comes to

quality of life. the ranking was done by u.s. news world report and play san jose at number 4 saying it was a quote, diverse area with an innovative spirit. it also gave san jose high marks for its proximity to the ocean, the sierra and the wine country. the 3 cities that topped the list include an arbor, michigan at number one, boulder, colorado, a number 2 and madison, wisconsin at number 3. >> we'll they are now reporting that of actually brought in the highest number of monthly applications in 7 years. agency says january 2024, 94% increase in total applications compared to january of 2022. chp credits the rise in applications to their recruitment campaign and other higher investments to accommodate the surge of interest. chp says they've been holding 3 academy classes simultaneously for the first time in the agency's history. well, the power of a
