not only about the coliseum in the future of it, but community members also want to talk about the owners of the oakland a's. they say he is currently blocking development. weve got video up on your screen. second, break it all down for you. now this press conference is being put together by the oakland community in the oakland united coalition, essentially asking alameda county board members to back out of the sale of the county's 50% stake in the coliseum anb imploring them to do so before of the a's complete its final payment on it, adding that officials do need to do something as soon as possible. they say because the city is currently at risk and whatever is done with the coliseum is going to not only affect that area, but essentially the entire east side of oakland in the city itself from nearby businesses, jobs and also housing fans across the bay continue to fight for the a's to stay in oakland. despite the team's owner continuing plans of relocation to las vegas when it comes to what exactly they plan to ask her exactly should

say what exactly the development that's being blocked for, hoping to get more details at this press conference. we do have a team there right now. so we'll bring you those answers in the next few hours live this morning in san francisco and michael thomas. back to james in the studio. okay, michael, thank you. >> 10 0, 2, is the sign at the time now to the story of a sideshow in toledo that ended with a 7.11 being raided and robbed. look at this. dozens of people stormed the store on springs road and rollingwood drives about 5.30, sunday night. the manager of that location shared this surveillance video with u.s. 8 to $10,000 worth of items were taken. windows also shattered. no employees were ever hurt. although someone reportedly did get hurt at a nearby sideshow. also reports of some shootings in the area as well. we did reach out to police so far that we haven't heard back. now to another update this morning, big story that we first brought you yesterday morning. san pablo police arrested someone following a 12 hour shelter-in-place order. law enforcement

responded to a home in the area of rachel road. and heather drive at about 3 in the morning on monday, police told us there was an armed person barricaded inside of a home neighbors. tell us that someone shooting into the air in the middle of the night is what triggered all of this. police say no one was hurt during the standoff. we're still working to learn more details about the suspect who since been arrested. on tall, thin man or k through 8 school was forced to cancel classes due to that shelter in place order but of things back to normal today. well, you've got a choice except treatment or be arrested. those are the 2 options at a san francisco mayoral candidate is proposing now when it comes to dealing with illegal drug use. daniel lurie announced his plan monday while mayor london breed at the very same time was holding her own fentanyl crisis event conference. rob nesbitt with the story. incumbent mayor london breed and her challenger, daniel lurie, both say that people using drugs on the streets need to be held accountable. but the experts and harm

drop-off crisis center where police and co responders. can drop off individuals and mental health crisis. for those who have opted for treatment, lurie says arrested drug users are currently offered immediate treatment options. >> but are instead issued a citation in court date that they often get out of executive director for the national harm reduction coalition lord guzman says she isn't impressed with bowler ease and mayor breed's promises mind treatment to rest. >> coming out of is the way candidates right now. i really running their platforms to get votes, even with an increase in drug-related arrests in 2023, san francisco still saw a record number of 813 overdose deaths, guzman and others who work in harm reduction believe strongly that san francisco can't arrest its way out of the opioid epidemic over and over clearly indicated and the 2 treatment does not pick a shows. >> and it does not really engage people who are now ready, willing and able. guzman says the san francisco department of public health develop an overdose prevention plan in 2022. that the city

chose not to adopt that plan, but instead went with the more law enforcement approach. reporting in the newsroom. i'm rob nesbitt kron. 4 news. >> new this morning, macy's has announced it will close 150 stores nationwide company says it will shut down about 50 of those stores this year alone. the company has not announced which locations are going to be closing their doors. but this does come after it posted a 4th quarter loss that show declining sales last month. macy's rejected a 5.8 billion dollar takeover from an investment manager in january. macy's also said it would trim about 3% of its workforce, which comes to about 2300 employees. and in related news, we have another tech company announcing layoffs this time of the gaming sector. sony interactive announcing this morning it's laying off about 900 employees from its playstation division. that will come to about 8% of its global workforce. this is the latest wave now layoffs to hit the gaming and tech industries this year. and this comes just

days after sony announced lackluster sales for the playstation 5 last year. sony has offices in san mateo. it's unclear though, how many bay area employees will be affected by these latest layoffs. in the south bay san jose pie shop is starting off its week on a very strong note following big support from the community last week. tesla cancel the huge order. thousands of pies which ended up hurting the business. but the community heard about it and they stepped up in a big way. kron four's will tran in san jose for us with more on how this is all played out. >> to use baking terms, what could have been tart is now sweet because they have been reimbursed $2000 from tesla. they were so busy over the weekend after the news said that tesla was not going to pay them, that the community rallied. hundreds of people lined up around the corner at the giving pies. there was so busy that they actually had to

tahoe cup. but he actually needed a little extra help leaving the olympic valley. and that's when these placer county sheriff's deputies pitched in. they say the excitement for ludacris peaked a crowd. it started to form around his vehicle and that's when the deputies gave him a lending hand, make sure he was able to get out of there safely. they say the rapper was genuinely appreciative and posed for this photo wtth those deputies afterwards, the sheriff's office says that despite the bustling crowds, everything went remarkably smoothly. thanks to the collective efforts of everybody involved up there in the sierra. and yeah, they got a lot of fresh snow. by the way. here's what we saw heavenly with skiers and snowboarders enjoying the powder there on monday. and this is apparently nothing compared to what we're about to get this coming weekend where forecasters, namely john, have been calling for anywhere from 5 plus feet above 5,000 feet, all the way up how many feet up in the sierra. you think we're going to max out? let's say at the

like the blows mission peak mount saint helene and the north bay. all these areas going to be looking at a lot of snow with so much snowfall at such low elevations specially for mountain passes. do expect closures possible white out conditions just generally impassable. roadways. this starts thursday night on into saturday. as for the arrival of this system today and tomorrow are not of it just yet. we're looking at sunshine both days and it is going to be a lovely day to step outside today. maybe rick, some stuff up. get some of those storm preps out of the day either today or tomorrow. our system will swing on in come thursday. you see it right here and it is a cold natured system. that's how low snow elevation will be aside from the snow. we do get rain. obviously the bay area looking at an inch and a half of rain for a lot of our urban areas. santa rosa, little further north could get up to 3 inches of rainfall over the weekend. so this is going to be an event here at home as well that you just want to stay a little closer at home for this weekend. 60's for

leaving the state. >> to pursue his own presidential aspirations and working or to a lot of ways setting a budget deficit and a public safety, immigration and education crisis. >> rescue california, one of the groups behind the last recall he's served the governor with a notice of intent to recall. they believe they'll be successful this time despite how costly it will be, sooner we can get rid of a free spender. the more money will say the night say this point, 200 million dollars pales in comparison. people in california. i don't really have a reason to vote against gavin newsom right now. didn't back then. i don't think they're going to now kron. 4 political analyst michael yaki says the timing of this recall could be worse for opponents of newsom's always does is it enables him to raise more money and spend more money outside of california because this will be if you just eat something, wants to be traded again, 2 years later when actually

grocery giant kroger and albertsons to block them from merging. lot of consolidation. and it's up to us to stand up for everyday folks, for workers, for consumers, for folks who >> want to pay a fair price. and have quality and options and a high high level services. california joins the ftc and 7 other states now along with the district of columbia in filing monday's lawsuit. >> they say it will result if it happens this merger, it will result in higher prices and reduced consumer choice. the lawsuit also says the merger violates federal and timing not believe laws. kroger's proposed deal to buy albertsons is valued about 24.6 billion dollars. state superintendent tony thurmond, by the way, is backing new legislation to provide paid pregnancy leave for all california public school employees, a coalition of educators others joined him at the state capitol monday to shine a spotlight on the fact that teachers don't currently receive pay pregnancy. leave.

we're back 10. 24 is the time. >> the faa has released a new scathing report criticizing boeing safety culture and recommending now and overhaul u.s.. regulators noted a disconnect between boeing senior management and others when it comes to safety matters and they cited insufficient safeguards that prevent retaliation against employees who are raising red flags about safety issues. this comes after a door plug blew off an alaska airlines jet in mid-flight, triggering numerous investigations. in health news, the rate of antidepressant prescriptions spike for young americans during the pandemic. the study published in the journal pediatrics says the dispensing of antidepressants was already going up among people aged 12 to 25 prior to covid-19. but once the pandemic hit the rate

increased by about 64% or at least it went up. 64% faster than normal. and the study showed that the rate despite dispensing rate increased 130% for females aged 12 to 17. dispensing refers to the rate of antidepressants given out by patient or 2 patients by pharmacies, not the actual use of the medication. new research now revealing the connection between screen time and language development in toddlers. the study out of southern methodist university found that video use among toddlers under 30 months can actually stunt speech development. but it all depends on what kinds of videos they're watching. so toddlers who were put in front of a screen to distract them with anything had their speech negatively impacted. however, toddlers who watched educational videos or engaged in video calls with loved ones where they had to talk back and forth. they had no negative effects. the study appears in the journal active pediatric up. coming up next

>> by good morning, everyone. that's right. lots to explain. so essentially, president biden and his administration say that these cranes that are based in build out of china. he says that they are a cybersecurity risk essentially moving forward. he wants all of them to be made right here in the u.s.. take a look. this is video that we put together. now. this all comes after a government report was put out. >> showing that the china-based and made cranes by a company called the pmc happy ability to monitor us shipping in could potentially disrupt and even shut down an entire system at any given time from overseas right now, hundreds of these ship to shore cranes are implemented at ports across the u.s.. and as james mentioned, that includes right here in oakland. now the president's executive order to change this or fix this in a sense is a 5 year process cost around 20 billion dollars and will call for a company by the name of pace co 2 essentially

build these cranes. it is the u.s. based company. and moving will be the ones producing the cranes essentially going back to what the u.s. did back in the early days of the ports as the company used to build the cranes for the ports until the late 80's. it is important to note that the executive order does not affect any existing chinese cranes at american ports, only future ones that are set to come in. the biden administration says the goal of this 20 billion dollar executive order is to strengthen cybersecurity at u.s. ports and secure. the country's supply chain will also strengthening the industrial base. now i did reach out to the oakland ports to ask them how many of these cranes that were made in china? do we have here in the bay area? do they have any on order because at other ports they actually did or more of these cranes and those are set to come in later this year as to what is happening here in the oakland port. we're still waiting to hear answers. that's the very latest. and michael thomas. james, we'll send it back to you, ok? we'll see what happens with that. thank you, michael. 10. 32 on

the clock. >> police have charged oakland man now in connection with a string of business burglaries. that happened last month in rent. what officers arrested. 49 year-old marcus palacios during a traffic stop on february 17th. you see him there and hear during the search, police found more than 4 ounces of meth and fentanyl that had been packaged for sale. they also found evidence related to burglaries and a grenade launcher in the truck. kind of curious. plus, ios demand remains in custody. pending his preliminary hearing. we'll see where it goes. meanwhile, take a look at this. bart police say they found a gun nearly a pound of marijuana and the working scale along with $1200 in cash when they arrested a fare evaders. the arrest was made sunday night was at oakland coliseum station. police say a records check revealed that gun was stolen. well, an investigation is now underway into a 3 car crash in san francisco. you can see the accident scene right here. it was around 3 o'clock monday afternoon on 2.80, just south

of the geneva avenue. on-ramp several southbound lanes were temporarily blocked, according to the chp, the crash may have involved a wrong-way driver coming up from john daly drive the number of people in the cars, the severity of the we're still waiting for confirmation on that. we do know that some people had to be taken to the hospital. at our state capitol. california lawmakers are doubling down to fight organized retail theft and tackle the state's opioid crisis. kron. 4 capitol correspondent eytan wallace with a closer look. democrats and republicans, we're going to build a safer california. that's the message. senate president pro tempore mike mcguire hammered home as he joined the democratic and republican leaders to announce more than a dozen bills on public safety specifically on retail theft. and california's fentanyl crisis. >> senate democrats and senate republicans are setting aside politics coming together coming to together to advance a data driven policy solution

package. we're calling a safer california plan on the issue of opioids and specifically fentanyl. one of the bill seeks to exploit the creation of more rehab facilities for those experiencing substance use disorders. another 6 to increase pencil testing strip statewide. doing the right thing is 100%. what we need to do in this case. and the right thing is to look at the problem of substance abuse is a whole and build support systems for those. >> who are suffering. the new emerging drug xylazine is also mentioned in the package of bills often called tranq or tranq dope. xylazine is a horse tranquilizer not approved for human use, but it has become more prevalent on the streets and has been known to cause major flash eating wounds, sedation and death place and seeks to increase penalties for trying traffickers. on the issue of retail theft. one of the bill's targets, the sale of stolen goods online by requiring third-party sellers to be certified. another bill

will increase penalties for those involved in organized retail theft and illegal resale schemes. but exact details still need to be worked out. we must hold repeat, professional thieves accountable. >> well, we're still reviewing the specifics of the legislative package. we're optimistic about the proposals here today, but not included in the bill. a proposal to repeal prop. 47 passed by california voters in 2014. the law change certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950, supporters argued it would help reduce california's prison over population and lead to criminal justice reform. mass incarceration. >> simply isn't the answer. i do not believe that this state needs to tuch prop 47 to be able to help make our community safer. >> full stop. but opponents including republican on the number tom lackey say prop 47 emboldened criminals to take part in certain crimes like retail theft, with little to no punishment, property heavily contributed to the problem.

>> and so in order to find a solution to have to first address the problem and front. 47. >> and you may recall assembly speaker robert remus previously announced his own retail theft legislation targeting thieves and supporting diversion programs. mcguire says that bill will move forward and will complement the bills introduced reporting at the state capitol. a tom wallace kron. 4 news. >> thank you. wait on 10. 36 the time and happening in just a couple hours from now, san francisco city workers will be rallying as contract negotiations continue with the city. this is a picture from their rally back in january. the contract for nearly 30,000 city workers are set to expire in june. union officials say the city has a staffing crisis with more than 3500 positions that need to be filled. many of those jobs are currently being done by contract workers. but the union wants them staffed with actual employees that enjoy benefits and protections. the rally is set to start at noon. it will be near the snp. any agency building on van ness avenue.

meanwhile, ucsf mission bay nurses will also be rally today calling for better staffing levels. they're calling on ucsf to improve staffing and patient care for all 3 campuses, including mission bay and parnassus. the rally is set to begin at 1 o'clock this afternoon. it will be at the ucsf mission bay campus. 4 days until a partial government shutdown and lawmakers still haven't reached an agreement on a spending deal. the leaders of the house and the senate are set to meet with president biden later today where they're expected to discuss how to avoid a shutdown with trevor shirley with the very latest from washington. >> today top congressional leaders are meeting with the president at the white house hoping to work out some kind of a deal that avoids a government shutdown. >> the government got to think about to shut damage economy significantly. tonight, we're going to 5 facing the first

stages of a government shutdown in just 3 days. congress's top leaders hope to hammer out a funding deal soon. there's no justification, for provoking a government shutdown. one hurdle remains a block of hard right. house republicans threatening to tank any effort to avoid a shutdown if the southern border isn't addressed. first, my positions of my colleagues on capitol hill is clear. >> you either secure the border or you get no money for the government caught between those republicans and the specter of a shuttered government. house speaker mike johnson. don't forget it was hard, right? republicans that ousted former speaker kevin mccarthy from the speakership last year after he brokered a deal with democrats to keep the government open. the task at hand will require that everyone rose in the direction. but what that direction will be remains unclear, especially of speaker johnson can't wrangle enough of his members on board with keeping the government open.

to the supreme court now. it's going to be hearing landmark social media censorship cases from florida and texas today that could dramatically shape what we see and hear on social media platforms, the laws in those 2 states bar major social media companies which are private from making editorial judgments about which messages are content to allow on their sites. supporters say conservative views are being silenced by those platforms which they claim violates their first amendment. freedom of speech. but private companies aren't subject to the first amendment and can censor content that they see unfit. experts say if the laws are allowed to take effect, that would set a dangerous precedent. >> florida texas enacted laws that will force a private business to host lawful but awful content that they just don't want to left right or center. every single american should want to protect our first amendment rights from the government. >> well, the biden administration is siding with

maybe do a little storm prep either today or tomorrow because futurecast is going to show you here in just a minute. what happens after this tomorrow? still nice and clear. but we work our way into thursday. cold system drops in from the north and west and this one right here has the potential to be the biggest snow maker of the season. so far going to result in rainfall over the weekend of around inch and a half for a lot of urban areas starting thursday night on into saturday, santa rosa could see up to 3 inches. one of our bigger totals as far as cities go here in the bay area. it's the sierra, though, that i've really got my eyes focused on because it's not just a few feet of snowfall. what you had above 5,000 feet in elevation, we could be looking at anywhere between 5 to even 12 feet of snow piling up. that means donner summit highway 50 routes like this could be at a complete standstill. well, understandably all that snow has got to get plowed away. so if you are heading up there, make sure to get back by the latest thursday morning or

zoo's faster mountain lion cubs maple and willow enjoyed an outdoor robbed at their california home. the cubs came to oakland zoo back in november after their mother, unfortunately died in a road collision. so the pair were about 25 26 they were the 25th of 26 mount lines rescued as part of the zoo's rescuing recovery program. the cubs will not stay at the oakland zoo permanently. mizzou says the california department of fish and wildlife is working to actually find forever home somewhere. all sure. very cute. yeah. enjoy the enjoying the cats don't like to get wet. so. >> they'll probably be hanging out inside. come thursday afternoon, friday and saturday. we have got our rain on the way for the bay area on those days. but some of our heaviest snow of the season up in the sierra nevada. so today and tomorrow, get out there and enjoy it all. you can maybe a little storm prep days. love it. all right. thank you. that's it for us here on the kron. 4 morning news on tuesday. we'll see you back here tomorrow morning.
