but the sierra just downright impassable this weekend. this is the current situation up at diamond peak right here. blizzard conditions up there right now. the reason that you're not seeing a whole lot of snow on the deck, it's just completely blowing off. we have reports of winds as much as 75 200 miles per hour up there. and you can't see hardly even the trees there in the foreground anymore. let alone the lake in the distance lake level 4 to 8 feet of snowfall to be accumulated by this. the next 24 hours going to be bringing the very heaviest of snow fall to the sierra nevada and roadways out there. if not close down in many spots will be soon likely as mountain passes are going to be receiving feet upon feet of snow. bay area comparatively quiet, but breezy nonetheless. and we do have marine wood. sandra fell seeing some heavy pockets of rain pushing through rainfall for the latter half of the day is actually going to be more significant than what we've seen so far this morning. and as we work our way into the latter half of the day, you can expect just a little bit

very much. let's continue with our team coverage of the stormy weather. the north bay, probably seeing the heaviest of the rain that we're. >> they have fallen right now, but they're going to get a lot more coming. and as usual flooding will be a major concern over the weekend with kron four's will tran up in santa rosa. he's looking at conditions at times. have showers at times. don't. >> they sent me up here to cover 7 as and me. we are trying our very best right to let you know that it's raining. it's not raining right now off and on. it does you guys have no idea how hard it is to cover rain. this car is basically a closet with the wheels. i need all of this just to tell you that it's raining. so right now inside my car, i took it out just to show you rain coverage in case it gets really cold. i have my jacket and in case we cover rain on the freeways, we have to be visible. so there it is. a baseball cap. here's my rain jacket that i've had the hughs

off and on throughout the morning. in case we go to flooding areas. here's my boots. and if it gets cold. light rain, i always wear my flip-flops and the rain and of course, i have my rain pants my most precious item, my coffee mug. and in case i get really wet and i don't want to drive home. also can let you know what, i have a change of clothes and i have a garbage bag just to put all my wet clothes in >> all that these things are necessary to tell you that it's raining and you know what? i'm a professional. i'm a go ahead and tell you it is not raining right now. >> thank you. will and pg and is also bracing for this severe weather. the utility says this weekend's rain could lead to mass outages. so they've got crews stationed in the north bay in areas where they expect the storm to hit hardest. so keep it tuned let you know if and when those power outages are reported.

meanwhile, let's take a live look up in the sierra where we do have right now. a live look, this is to 67 kings beach. so this is at lake level along the north shore. and you can see blizzard-like conditions just what john was talking about. hard to make out any of the lane lines anymore. caltrans having a tough time keeping up with the snow that's falling at such a rapid rate. monica de anda actually in placer county as well where crews have been busy trying to clean it all up. >> there are some developments that i want to tell you about. first of all, just look at all the progress that these 2 of snow plows have made in the 30 minutes. even the last hour, they've really made some good progress. and then you could see i want to show workers hearings has a shovel in hand trying to make sure he's also doing his part and then an unfortunate situation and tell you you could see this car here. it is saka. we saw when the driver pulled in. now, unfortunately he's having to use a shovel to try and figure out if he's going to able to get his car out. but right now

for ski resorts and caltrans to dig out. all right. on to other headlines this morning, the oakland community finally gets a chance to hear from the 4 candidates vying to be the next police chief. a public forum was held at city hall more than a year after the previous chief leronne armstrong was fired. kron four's dan storm. was there. >> a virtual appearance thursday night by the 4 candidates vying to be oakland's next. top cop, the oakland police commission's police chief search ad hoc committee held a public forum in the city council chambers asking the questions from the community. why does your background in policing make you the best fit for oakland next police chief? this is my life work. >> and i think if i'm given the opportunity to lead this department, you see significant, tremendous impact new york city's assistant deputy mayor for public safety. louis molina, along with former lubbock, texas police chief floyd mitchell. >> cincinnati, ohio's assistant police chief lisa

davis and former san leandro police chief abdul pridgen all had a chance to speak pitching their goals for the first 100 days and plans to build community trust and transparency. oakland community. >> and the local police very attractive to me and my family. i we're increasing. >> how working to better truly makes things happen. >> the group does not include an internal candidate, but pridgen says he understands the bay-area. i think i'm the perfect. >> choice for oakland since i just lived down the road and my son is going to start. school in oakland in september. >> and i'm angered in this community. not at the meeting. was oakland mayor sheng thao who over a year ago fired then chief leronne armstrong thao says she is against these kinds of forums because it harms the chances of attracting the best candidates. and for those in the audience, there was no opportunity to ask questions, make comments or offer feedback during the forum. but

the public is invited to provide feedback online through a post forum survey. the feedback window will close on monday. the police chief search ad hoc committee says they will be submitting their list of finalists to the mayor on friday. and then the mayor can choose to interview those candidates or reject them in oakland, dan thorn kron, 4 news. >> and while oakland's mayor sheng thao was not there at last night's forum, she told kron 4 she's actually looking to change the process about how police chiefs are selected altogether. >> this is a process that i do not agree with. it was voted on by the voters many years ago. but with any new systems put in place, you know, you have to have lessons learned. you have to be able to go back and that, you know, make fixes that actually doesn't actually work in practice. and this is one of those. and so i'm hopeful and look forward to amending the charter in regards to how we in the november ballot. >> well, according to the current city charter, it's the

police commission that comes up with a list of finalists that the mayor has to pick the next chief from or the mayor can reject the list altogether and ask the commission to come up with a new list of different candidates. mayor todd was already done that once already. now as more developing news, a 4th suspect has been charged with murder in the killing of oakland police officer to one lead. he was shot and killed in late december while responding to a burglary call near jack london square. now, sir brian russell joins march. sanders, marcus cooper in alan brown and being charged with la's murder. russell was originally charged with 3 counts of burglary and entered a not guilty plea. prosecutors believe it was sanders who pulled the trigger killing lay. alameda county supervisor pamela price said in part, quote, we will not stop until everyone who participated in his murder is held accountable, end quote. the 4 defendants are scheduled for preliminary hearing on monday, march 4th. the man accused of killing 7 people in half moon bay last year has pleaded not guilty. 66

year-old chunli zhao was back in court thursday in san mateo county. he's been charged with 7 counts of first-degree murder and one count of attempted murder, all for allegedly shooting and killing 7 people and wounding one other. this was at 2 mushroom farms in half moon bay earlier last year he was arrested this very same day and has remained in custody ever since. prosecutors are hoping a trial will happen this year. but they do admit it may have to wait another year. jones next court appearance is scheduled for april. 10. 0, 9, the time. still ahead on the kron, 4 morning news lawmakers on both sides of the aisle cracking down on child traffickers in california will talk about a new bill they're proposing. >> plus, cal fire battalion chief start going through training now to help prepare them for the fire season this summer, the drills they're doing to stay prepared. >> and for now up in the sierra, it is nothing but a blizzard. we do have blizzard warnings with heavy snowfall following up there now for the

>> 10, 12 is the time. let's get over to the weather center. we've got john with lots to talk about both here and open this year with the storm system john. yeah, really been focusing on the sierra nevada because that's understandably where the worst impact from the storm is good. as far as snow pack goes bad for anyone that is up there in. he's not ready to go because we are seeing white out conditions likely some power outages with these winds gusting 75 200 miles per hour. look at this gnarly view here

at diamond peak. it is just completely white out there in the distance and not even seeing snow accumulation on the deck and the porch is there because it's all just blowing off that snow going to be causing drifts and definitely not a situation. you want to be venturing into over the weekend. what we have as far as the next several hours ago. up in the sierra is some of our heaviest snowfall of this forecast. that includes over the next 24 hours. multiple fs a feet of snowfall piling up up there in those upper elevations. you see all that blue right up here. bay area, comparatively quiet, but only by comparison, as you can see, we do have pockets of heavy rain ourselves now increasing right there along highway 37 just north of san pablo bay. here's city of sonoma right up here. nevado highway. 37 here. watch your travels here. getting wet pretty quickly at that moment. also, some showers around fairfield and also right around san pablo. hercules also right now. now, as we work our way through the day today, this low pressure areas

only going to dive in deeper in deeper bringing with it all that energy. right now, the jet is set up shop right up into the sierra. and it's just bringing that moisture right up into the mountains. a chance of thunderstorms for us in the bay area. only increasing for the latter half of the day. so i know we've been relatively calm so far. here's 02:00pm. a line of heavy rain, strong winds and thunderstorm activity making its way through the north bay diving into the rest of the bay area. after that point tonight, especially early evening, expect heavy downpours. here's 08:45pm. also this evening. look at that blue that pops up, especially in the northern part of the bay area. we're going to have accumulating snowfall for lake mendocino counties as well as upper elevations of sonoma and napa counties. 2 tomorrow remains unsettled with continued opportunity for thunderstorms all the way into sunday morning. rainfall amounts for the bay area likely to be a few inches as we work our way through the weekend and next week, our biggest amounts of rain will be up in the santa cruz mountains. while we do have snowfall up in the north

coast mountains, lake and mendocino counties looking at 3 to 6 inches widespread for elevations above 1000 to 1500 feet. while it will be multiple feet of snowfall up in the sierra nevada. we under storm warnings for lake and mendocino counties in effect right now, whereas blizzard warnings in effect for the sierra. it's a pairing of the multiple feet of snow with those winds. 75 200 miles per hour. tree limbs down on roadways. power outages likely the situation you want to be messing with. i know it's rough if you didn't get rich funds on your hotel, reservations, just not something you want to be venturing into. better safe than sorry for sure. 40 to 50 miles per hour. wind gusts in the bay area. today we have our own wind advisories today through tomorrow morning. we also do have high surf advisories at the coastline, 15 to 20 mile or 20 foot waves breaking up and down the shoreline. as for temperatures today, looking at daytime highs in the upper 50's,

down here. 48 students from san diego to assist you hom and all counties for cal fire. cal fire battalion chief jeff loveless is leading this role playing training exercise in a sacramento parking lot. the students are all cal fire captains in battalion chief's ready to take on more responsibility. so this is to get them ready and prepared for these larger it when the fire season does come with evaluators watching and taking notes, the trainees have to perform a kind of high stakes juggling act. the exercise is designed to bombard them with multiple overlapping interruptions over 2 way radios air the by and in person. i that it's stressful for the role player in this but in real life, it's stressful for the incident. commander cal fire captain nathan meant and information officer scott mcclain are playing the role of local media with an assist from yours truly behind the camera. looking for an incident update. the trainees have to

ultimately judged on and trained the well, a threat of wildfire is diminished in the winter. this training is one example of how cal fire's efforts to stay sharp and ready for fire season. never stop to successfully pass. this class a lot of effort is needed to maintain that high standard that cal fire with its employees and its company officers and chief officers. time now is 10 19 and governor gavin newsom is facing questions this morning after a new law contains a loophole that appears >> to favor someone who donated to his campaign. last year the governor signed a law increasing the minimum wage to $20 an hour for most fast food chains. but an exception was made for change that make bread and salad. now, bloomberg article this week suggests the exemption was made by newsom to benefit one of his donors. greg flynn, a bay area native who owns 24 panera bread franchises across the state. republicans in the state legislature are now demanding an immediate ethics investigation.

>> we've got complete ethical problem going on here where a billionaire business owner has put in a special exemption into a bill and we don't even know how it got in there in in the first place and then has made over $150,000 in campaign contributions to the governor. this is unacceptable that friends of the party in power get exemptions and that's not right. and if this is a bad law for one company, it's probably a bad law for every company. >> the assembly member who authored the law says he was not directly involved in the negotiations. he doesn't know why that exemption was included. he also says he wasn't aware of any relationship between newsom and flynn. >> i carried do. >> and i've become more aware i wasn't >> a spokesperson for newsom responded to the bloomberg article by issuing the statement you see on your screen. it reads, quote, the

governor never met with flynn about this bill. and this story is absurd. our legal team has reviewed and it appears panera is not exempt from the law. in the north bay. this law, the county sheriff's department now investigating a body found along interstate 80 in vallejo. the man's identity not released yet, but police say he was found near georgia street. the off-ramp there. investigators say the man appears to be in his mid 30's, but they would not offer any more details beyond that. san francisco has released new numbers about people cited for using drugs last year. so according to the report of the 718 individual cited only about half actually said they lived in the city 141 of those arrested are also receiving cash assistance from the county last year. police made more than 2000 arrests for drug sale or use in the tenderloin and seized upwards of 260 pounds of fentanyl. so far this year, police have made more than 350 arrests.

we're back at 10. 25 in the south bay, the santa clara county registrar of voters is expecting about 45 to 55% of registered voters. >> to vote in the march primary next tuesday and they're pushing to increase that number. the county says

it's lower the normal and they've only gotten ballots mailed in from about 8% of voters so far, santa clara county is focusing on latino voters who have had historically low voter turnout with only about 27% voting in the 2022 midterm election. another critical group is the vietnamese community. asians make up about 41% of the county about 100 voting centers will be opening up this weekend. >> and kron 4 is your local election headquarters and we have a new poll this morning regarding the race for california's open u.s. senate seat. >> this poll was conducted by the uc berkeley and la times and it shows that republican steve garvey is in a statistical tie with democrat congressman adam schiff. it found garvey had 25 or 27% of the vote with shift coming in at 25%. and that's within that 2% margin of error. democratic congresswoman katie porter is in 3rd place at 19%. and democratic congresswoman barbara lee is in 4th place right now with 8% when it

plunges deeper and deeper our direction. that means we get stormy here. likely a lot cooler. come tonight. tonight will start to see snow level dropping to 1000 to 1500 feet. and we'll start to see some snowfall in roan mountain tops right here in the bay area. james. all right, john, thank you. 10 31 the time and kron for your local election headquarters and the list of candidates to be san francisco's next. mayor. >> as potentially growing, we have sources telling us the board of supervisors president aaron peskin will officially enter the race sometime next week. proper is. michael thomas is in the newsroom following the story. michael, hi, good morning, everyone. >> that's right. no supervisor aaron peskin is not officially announced or launched his mayoral campaign. but sources tell kron 4 we could be seeing that official announcement as early as next week in this decision to really run is based in part on former san francisco mayor mark farrell decision to also joined the race and the idea behind that is that there's currently no progressive candidate in the race right now when it comes

to supervisor peskin, he's currently serving as the president of the san francisco board of supervisors and he's been on and off of the board since the early 2, thousands. however, it's currently set to run out when it comes to his term later this year. if he does officially joined the race, well, he could be joining incumbent mayor london breed along with supervisor ahsha safa e philanthropist, daniel lurie. and of course, former san francisco mayor and supervisor mark farrell, a poll that was done earlier back in february of by the san francisco chronicle showed that a majority of residents in san francisco actually don't improve with the way that mayor london breed is currently running the city. that poll included a total of 800 more than likely to vote voters with a 70% of them saying that they disapprove of the mayor's performance overall saying that they were not satisfied and disappointed with how the mayor has been handling public safety, homelessness, drug overdoses and housing affordability.

when the question of who residents are leaning towards for the mayor vote, former interim mayor mark farrell, as you see there on your screen, he actually got the highest percentage out of all of the candidates. however, 38% of residents either said none or that they were currently undecided. now, the last day to officially join the mayoral race is june 11. so as we get more word from supervisor peskin will continue to keep you updated lead this morning in the newsroom. i'm michael thomas. james, we'll send it back to you. okay, michael, thank you very much. >> kron 4 is highlighting the top candidates in san francisco's race for mayor and one of those contenders is a philanthropist and air to levi strauss for stephanie lin sat down with candidate daniel lurie who says san francisco has a broken city hall. >> i'm asked the votersl do you really believe that someone who has helped create this system is the right person to change that culture, to fix that broken system. >> could a political outsider

become san francisco's next mayor? it's the position daniel lurie hopes resonates with voters in a crowded race. and and the perception. >> lawlessness is an acceptable part of life in san francisco. i have committed my life to issues of poverty. i believe that i understand what is at stake. >> a san francisco native and heir to the levi strauss fortune lurie founded the antipoverty nonprofit tipping point in 2005 raising hundreds of millions of dollars to fight homelessness in the bay area. we need to build more affordable housing. we have to get people job training and employment skills. he also served as chairman of the super bowl, 50 host committee working with local officials to bring millions in tourism and business dollars to the bay area. if you are elected mayor, what's the first issue you recruiting and retaining a police force? we were down 700 police officers. >> it's going to take us some time. no question about that. but we've got to give them tools to do their job. then

weather. you have this view of the diamond. pete just looks worse and worse as the moments go by snow picking up and winds picking up as well. we've already heard reports of winds around 100 miles per hour. >> at the very mountaintops up in the sierra nevada. this is your view at the daca diamond peak. normally a view out over the lake. just completely whiteout conditions up there. snowfall will become increasingly heavy for the remainder of the day tonight into tomorrow, making this the most significant storm of the season, at least so far up in the sierra nevada. as for what we have in the bay area, we saw some heavier showers rolling through marine wood. sandra fell on over towards the late homer. it mare island. but now exiting up into solano county. we will see pockets of heavy rain into the afternoon as this low drags in colder air, but also the jet stream and that sets up shop for an unsettled day with thunderstorm potential. and of course, the snow in the sierra. you do see a lot more orange and red on the map as we move into the afternoon. those are your heavy pockets of rain and with them embedded thunderstorms, 09:15pm,

tonight. looking at right around benicia some really heavy downpours right there. just as one example tonight into tomorrow. we will continue to see this unsettled forecast and notably tomorrow morning, the spots, the blue mountains east of san jose right here, mountains of napa, mendocino and lake counties seeing a %ot of snow fall on them. we will be seeing some snowfall as low as 1000 to 1500 feet in elevation tomorrow morning. rainfall totals for the bay area likely to be over and inc. the santa cruz mountains today, even 5 inches of rainfall. we'll more on top of that into next week, too. and for snowfall up in lake and mendocino counties, widespread 3 to 6 inches of snow. top about saint helene and maybe even as much as 9 inches. it will be feet of snowfall up in the sierra nevada, though, with 9 feet of snowfall likely on daughter summit as well as eco past these areas on the highway. 50 in i-80 going to become impassable as we make our way deeper into the system. winter

storm warning in effect for lake in inland mendocino counties and then a blizzard warning continues through the weekend up in the sierra as we do see winds in excess of 75 miles per hour. this doesn't just result in whiteout conditions for travelers, but for anyone that's hunker down up there, downed trees, downed power lines could result in many power outages. winds excessively windy for the bay to 40 to 50 miles per hour. gusts. not as much as our sierra neighbors, but it is enough for high wind advisories going into effect this morning and lasting through the weekend. now we are seeing high surf advisories as well. 15 to 20 foot waves up and down the coastline. these in effect, also through tomorrow. temperatures today upper 50's at or very warmest. tonight we get icy cold as that colder air moves in and that's when we'll start to see snow level dropping to that 1000 to 1500 talking and snow fall under hillsides right here in the bay tomorrow and sunday. some of our coldest days of the forecast barely making the low 50's james. all right, john,
