>> now from the area's local news station. this is kron. 4 news at 3. >> thank you so much for joining us here on kron. 4 news at 3. i'm stephanie lin. cleanup crews are working this afternoon to mop up a water main break from this morning. water shot sky-high in the vicinity of pine lake park near stern grove just off 19th avenue kron four's terisa stasio out there live for have improved a little bit. let's take a look at the video that we have been able to get from citizen app. and you can see for yourself this water main break out here. you can see that it went sky high into the air. >> now the hillside above stern grove in this san

francisco neighborhood. will that gave way after the water main break. here's what we know right now. the san francisco water power, sewer department step you see just wrapped up the will wanna area storm water improvement project. that cost was 29 million dollars. the project included upgrading sewer pipes along 25 blocks and adding a major storm water tunnel. the pipe that ruptured out here we have been told was not replaced in the project. this that ruptured dates back to the 1940's. this landslide is next to several homes, including one that was currently putting in a large retaining wall to shore up its foundation. i spoke with some residents who say that they are concerned for the homeowners. >> can you believe what you saw back or didn't really see preside in go down to the side of the collapsed. makes that open doesn't undermine stern

stephanie, about why this ruptured reporting live on theresa stasi. back to you guys. >> all right, teresa, thank you so much for your live report. and this is not the first time something like this has happened in the area. at the end of the stern grove festival in 2021, a water main break flooded that area shutting down the grove more than 70,000 gallons of water spilled out causing really bad damage. there. the final concert of the summer had to be canceled. the concert meadow was able to reopen for the festival in 2022. one day after a united airlines flight lost a tire during takeoff from sfo. investigators are working to figure out what exactly happened. kron four's charles clifford joins us live now from the airport. charles, you spoke with a woman who found her car smashed from the falling debris. i didn't. well, good afternoon. yeah. the federal transportation authorities are investigating this very bizarre case.

>> as you that tire that fell off the plane struck a couple of cars and we spoke with a woman basically at work and came out to find her vehicle smashed. a dramatic scene caught on video as a tire falls off the landing gear of a boeing triple 7 just after takeoff from sfo thursday morning. >> the tire landed in an airport employee parking lot, crushing one car and damaging at least one other vehicle. thankfully, no one was injured. one of the damage cars belong to lauren. if the she was at work when it happened and got a call from security. >> i rush over there thinking that my cart over going to and then i saw my car. basically ripped into shreds. and then i started crying because didn't expect it at all. and that's hen the cops came in explain what had happened. lauren says that of all the things to worry about life, an airplane tire falling on her car. >> wasn't something that ever crossed your no idea. i just felt like couldn't to read it. like that at all. united airlines has said that they

will work with their customers who were on the flight and the owners of the damaged vehicles. >> to make sure that everyone's needs are addressed. lauren says that as of friday afternoon just heard from them. she hopes they can help her get a new car. don't have a party where those my only way getting to work my only form of transportation. >> all right. back live. now when i talk to lauren on the phone there, she's actually riding bart for the first time to get to work. but for now that that's a pouch. charles clifford kron, 4 news an unfortunate situation for that particular person. thank you so much, charles, for your live report. >> federal authorities are investigating several recent issues with boeing airplanes ranging from loose tires to a door flying off during a flight. the plane engines catching on fire, an engine on united airlines flight caught fire right after take off from houston monday night. the man who took this video says it sounded like a bomb went off and that the plane took a nosedive right after the crew was able to make an emergency landing. no one was hurt. and

last month, federal investigators say the rudder controls on another united flight failed during a landing in need. you're in new jersey. the pilots say the rudder pedals which control the rotation of the plane got stuck as they roll down the runway. the pilot says they had to use another steering mechanism and were able to safely land the plane. investigators say, although mechanic, although mechanics couldn't pinpoint the problem, the plane working normally after they swapped out some of the broader control parts a few weeks before that a delta flight lost a nose wheel well prepared for takeoff in atlanta. no one was hurt. on the peninsula. man has been arrested for allegedly threatening to go on a killing spree. a youtube san bruno campus maxwell's shakoor was denied bail at a hearing on wednesday. according to the san mateo county district attorney's office, littleton threatened to shoot and kill multiple people at the campus on his social media accounts. he pleaded not guilty to a felony charge of making criminal threats. at these

breaking into an lgbtq youth club in oakland, the front door was damaged at the telly, new club location of the oakland lgbtq community center. leaders at the center tell us this happened early yesterday morning. it's unclear what specifically the thieves took. the center tells us they will replace the damaged or oakland. police now investigating a shooting on interstate 9.80, near 11th street. it happened early yesterday morning. police say the man felt something hit his car. he got to see what happened. and that's when another car drove alongside him and the people inside opened fire. no one was hurt. and police say this investigation is ongoing. >> we were able to hold him accountable a public official abuses the public's trust and gains a position of authority and uses it to steal taxpayer funds. personal came the better rhodes trust trust in the government. >> alameda county district attorney pamela price announcing a plea agreement

between prosecutors and former fremont city manager mark nagy, the former city manager pleading guilty to fraud charges for misusing his city-issued credit card for personal expenses. the knot was fired in 2021. he's now set to serve 3 months behind set to serve 3 months behind bars and pay the city more accused of burglarizing places of worship throughout the south bay. police say jaime gutierrez was arrested inside of a church last weekend. he faces charges in connection to 7 burglaries. he is accused of stealing $53,000 worth of collection money. the suspect is also charged with assaulting a police officer during an arrest. but here's allegedly drove a stolen car towards police before getting away. he's being held on 1 million dollars bail. the fire department in mountain view had to deal with the fire related to a lithium ion battery. fire officials say they responded to an apartment building in the 2200 block of california street. people inside reporting a fire and

explosion. firefighters found an e-bike and its battery damaged by fire. they say it appears that the fire was started by a malfunction in the charging of the battery pack. all residents self evacuated safely before fire crews arrived. let's check in on our forecast. conditions now taking a live look outside at the embarcadero in san francisco where you see those beautiful blue skies up above. let's check in now with kron 4 meteorologist kyla grogan. hey there. i've got blue skies for everybody today and it's just gorgeous out there. take a live look at the golden gate bridge, not much of a breeze. just a lovely day. it's kind of perfect out there. temperatures have been getting up into some really nice territory. you can see we're at 69 degrees in san jose. >> but still, you know, livermore concord were in those mid 60's. santa rosa looking good. 57 out half moon base, a little bit cooler out there. but really nice day and statewide got down into the 70's there in los angeles to today earlier. and you can see they pull back 65 about 67 in bakersfield, sacramento, about 65 degrees. not bad there. storm tracker forecast of

confirming the story of those blue skies as we zoom out, you start to see that we do have a little bit of a lot of moisture that is rolling to the north of us. and ultimately that will head our way. but right now we're being protected by high pressure. that's what's keeping everything at day. however, having said that, there is not just one but several low pressure systems kind of backed up. so we do have a little bit of rain coming our way as we head towards the weekend that today's if you want to take a walk out in half moon bay, highly recommended. really nice out there. and you can temperatures are going to get much cooler as we get into tomorrow and sunday and monday, right? because we've got that rain rolling in on those fronts are going to knock that temperature down and bring a little cool air in behind each successive front as it rolls through. i'll be back in a little bit going to track those rain chances. we've got for the next couple of days. but we're going hang on to the blue skies for a little bit longer, stephanie. all right. sounds good. thanks so much, kyra. before your money, the public utilities commission approving another pg any rate hike. this will add about $5 a month to the average bill. because your

of these, we've got a little rain to talk about, too. let's get to the weather and make their plans for the weekend. live look outside. you can see just how pretty it is from san francisco to half moon bay to the east bay to san jose. and even the golden gate bridge mount tam right. looking good, sometimes to get some clouds up there and everybody else's is cleared out. but it is really nice all across the bay area. you see that confirmed here on storm tracker, 4 as we zoom out, though, we do see the telltale sign of a front. it is right there. it is one of a few. they're going to be tracking through. out and show you the water vapor map. you can see a little more clearly where these little low pressure these are little circular counter-clockwise circulation. you can see there's another one if you kind of pull back over here. so they are lined up and they're going to be rolling in as we get into the next few days. starting on saturday morning, we've got another hit sunday to monday and then monday and tuesday. this is what we're looking all together. so it's not really aimed at us. you can see more eureka getting the big totals. some a bigger totals up in the pacific northwest. having said that, we're going to be a little rain. so just make sure you're prepared for that

tomorrow morning. very light. i think about a 10th of an inch in the north bay and then it falls apart sunday afternoon, more widespread showers across the bay area into monday morning. and then monday later in the day, we're going to see a few more showers rolling into our tuesday. so what is that all look like in the big picture? here we go. first, one is just the very tail end of a system that's going to the north of us. so that's the one i think north bay gets a little bit of rain from second. one you can see is going to be a little more widespread and we'll even get a few flurries of cirrus know going. and it is the 3rd one that's coming in. you can kind of see it approaching right here. i think that's the one we're going to get the most rain out of it. and certainly the most serious know they just have a storm watch that just went up for sunday morning through tuesday morning for more snow on the way. they're going to talk about t at when come back in just a bit. but notice we're going to cool it down saturday, sunday, monday, big difference in temperatures from today. and then once we get through this rain, we're going warm back up as we head towards next weekend. ah, looks really lovely. and like a big pattern change like we're heading towards a dare i

america is coming back is because of your future. the writers because of you. at tonight. you can probably say. >> the state of our union is strong and getting stronger. >> now as president joe biden delivering his state of the union address in prime time last night. the president making a defiant argument for a second term in his speech attacking gop front-runner donald trump for jeopardizing freedom at home and abroad. he said for more on last night's state of the union, we're joined live now by james taylor, a political professor at the university of san francisco. good to see you, professor. all right, to start off here, the president delivered a 67 minute long speech on thursday. never mentioning his presumptive republican opponent by name, but clearly making some very pointed remarks against mister trump. can you walk us through some of the punches that president biden made against

his opponent? >> yeah. i a lot talk about the insurrection on january 6, right? that was probably the most poignant moment of the night when he said you can't just let the country when you win it. and i think that will be looped in a number of you know, campaign going forward. he spoke about the republicans and tax cut for the billionaires and great and and he really gave a truly so the speech for, you know, someone who is naturally conservative but biden is a good president because he's responding to the moment and the times that he's inherited. you know, if trump inherited covid, what makes him great. not great is how he handles that. what makes biden great or not great is how he responds to whatever happens on his watch like israel gaza, right? he has to deal with that and ukraine and russia and he doesn't have a choice. and so he has to respond. and biden ever since just sort of, you know, george floyd protest movement has moved further

left. and i think he ever intended to. and so that's what he sounds like. he sounds like someone in between fdr and lbj. yeah. all right. so >> professor, what we have here, i want to touch on another key moment that happened during the state of the union where the president addressed the justices directly on the topic of reproductive rights. can you tell us about the significance of this and the impact of the optics here? >> but, you know, the decorum of the of the state of the union change over the last few years because of samuel alito, you know, shook his head when obama was giving a speech and say that's not true. and ocean most of the times the the just to sit, you know, steely and quiet. you know, we so marjorie taylor greene, we've heard you had one gentleman, joe, out that obama, you lie and ever since then we've had this kind instability in in our in this peak in the people's house. but it's not as bad as some countries. when you see people taking up she's and hitting each other. we

haven't got not yet. and hopefully we can keep the decorum. >> now let's talk a bit about biden's pitch when it comes to his economic policies. now, last night he took credit for lowering prescription drug creating more union jobs. and he also claim that the country was worse off when trump was in office. you think that voters were convinced? >> stay, i don't think people feeling yet, but the evidence is absolutely there. even today there was better than expected performance on the jobs report. so biden has everything win is to his back right now, the way so energy, the way his party is united behind him for the most part with a couple issues, foreign policy issues. you know, i think he he has his party with him. you know, he's speaking to the people. he's trying to speak to ordinary people's issues. >> and he's incumbent and being an incumbent the way he presented himself last night. it's going to be very difficult for donald trump out of office to be able to supplant joe biden who has record for example, the bill

back better and the inflation reduction act are the most important. most it, you know, investment ever. buyer president united states is far more than the new deal and is far more than the great society and won poverty. so so biden is out f the art theft. the are on the domestic front, not the international front, but on the domestic front, biden is number one. and that's in history up a it as presidential politics. and i'm talking about the way in which he gets credit for week, you know, turning the country around after the pandemic, we were talking about inflation. we still have inflation. but even the inflation numbers are not as bad as they were. we were expecting to go into, you know, a whole, you know, recession the recession ever with the full became. and so biden gets credit for that. even though presidents have very little impact on the economy politically, if they're not doing well, then the president's presidents get blamed for bad economy. >> all right. james taylor, professor at university of san francisco, teaching politics out there. thank you so much for joining us and for your insight today. thank you.

another round of business closures sweep across san francisco. 2 of them impacting popular shopping and tourist destination union square supervisor mayoral justify telling kron 4 north face is closing its store and post street. the outdoor retailer was founded in san francisco in 1964. post relocation is the company's only store in the city and that closes on march 31st. north face tells kron 4 they continue to run their other bay area stores in santa clara berkeley, walnut creek and palo alto. just a few blocks down global retailer. zara is also shutting down business least there expires in january 2025. a spokesperson says they will not be renewing. that story is also located on post. in the castro neighborhood after more than 2 decades of business seafood restaurant catches shutting down final dinner service is tomorrow. the restaurant hosted guests and a historic building on market street. the location was deemed a landmark in 2004.

program meant to me personally, not just what it meant to the community at large, but i felt i had i say lost a piece myself and when it was time to come back, when i got that call to come back, i just i just started crying because it was what i'm supposed to do. and advocates say education is key to safer communities. a uc irvine study found that since the start of these programs here, 85% of graduates who are released to not go back to prison reporting in san ella sogomonian crime >> a dozen more civil lawsuits have been filed in federal court against officers at the federal correctional institute in dublin. this brings the total number of lawsuits to 63. the suits were filed on behalf of women incarcerated at that prison, the alleged assault retaliation for speaking up. attorneys for the women say abuse at the prison has become the norm. outside scrutiny is rare and officers protect one another. dozens

more lawsuits are expected to be filed in the coming months. palisades tahoe is expecting some great ski conditions this weekend. kron four's sara stinson is there now and shares some tips if you plan to hit the slopes. >> hey, everybody. sara stinson here reporting from palisades tahoe. i am snowboarding on this friday and i thought i'd give you a little ski report that literally no one asked for. but here it is. it's a bluebird, a gorgeous conditions. blue skies. the snow is amazing. after all that snow, we got up here in tahoe. perfect day to hit the slopes and most people are working right now. i the day off, so the crowds aren't as bad. but just a little tip for you. if you plan coming up to thousands tahoe. >> saturday or sunday, don't do it unless you have a parking reservation. that absolutely required. unless you do the parking other than that. enjoy your weekend, everybody. i'm going to go. it's the slopes. >> sarah, looking like designing a great time out

there. so speaking of which talk a bit about our forecast, taking a live look outside at conditions at palisades. a lot of powder out there folks enjoying all that fresh snow. let's check in now with cuyler for more. get a little tour of i'm so this is diamond peak. or you can see it's been a really nice day out there. people taking a break after skiing and i am hearing that some of the resorts are going to extending their ski seasons. i heard from sugar bowl. they said they're going till april 28th because they've had so much snow that they think they're going to able to do that extent for like 3 weeks. so here is our next system are looking out for. so this is a winter storm. watch that is that for the western slopes of the sierra from sunday morning until tuesday morning. so that will be the next hit of snow right now as we take a live look, you can see there is still a little snow down in incline village. that's kind of piled up along the side of the road here. but things are really nice today. we're going to see a few flurries tomorrow. that's about it. so pretty nice day tomorrow be traveling up there. sunday is when things start to change. we have that next system

coming in sunday through tuesday. so those will be the day that you want to kind of watch out. so just let you know again saturday afternoon. you should be fine if you're driving just a few of those snow flurries. but sunday through tuesday, we're looking at for 10 to 18 inches in the passes and up to 2 feet up at the peaks. and so that's we're going to have some travel impacts to look out for. so just kind of show you futurecast here. you see the clouds moving in tomorrow. and again, just a few flurries will be happening on your saturday. but sunday as we get later into the day in particular that we're going to see everything start to kick off their for the next system. and overnight sunday into monday, looks little get some pretty heavy snow happening at times. so that's what i would not want to be traveling there. meanwhile, back in san francisco, we got beautiful blue skies out here. things about to change for us. they're getting snow in the sierra and we're going to be a little rain will track that come back in just a bit. all right. thank you. for your health daylight. saving time starts this weekend in doctors say the start going to bed and waking up earlier each day until the time change. >> it will be easier to adapt. they say start with 5 minutes and 10, 15 and so on. you can

can you walk us through the psychological tax sleep loss can have on a person. have to get. >> you know. they're 2 different things. that's the that's deep sleep which you get early on that night. we just memory consolidation. and then there's which happens later tonight. and that's emotional for state for the brain. that's when all this stuff that happened, the back bar get scrapped out. you still have the memories and chronic sleep deprivation just as knowing so many factors then that that is definite they do that people who are delayed, phase, meaning that you are in california and a buddy talks in some way hawaii. you you are going to bed late. waking a play that's related actual to say rates go up. you need doing this time shift. and so that there is a

go. the pups are born during last year's toxic algae severely affected thousands of sea lions across southern california. many of the sea lions got sick and stranded along the coast. the pups were rescued in late 2023 and early this year from la county beaches, the marine mammal kill care center created a temporary sea lion tree on our site on venice beach to provide a safe space for the animals away from people. it's lovely to see those little guns getting released back into the wild and a ranger at california's channel islands national park spotted this orca pod swimming in the santa barbara channel recently after you notice the waterway was lacking its usual group of sea lions and elephant seals. patrolling the waters around the san miguel island, an area known for see viewing and was he was surprised that there wasn't much going on out there until he saw a huge male orca with a black 5 foot tall dorsal fin breaking the surface with 6 other or qos, including a calf behind him. the park says it's no wonder the seal were nowhere in sight with those apex predators
