>> from the area's local news station, you're watching the kron. 4 morning news >> happy monday to you. we've got lots of stories that we're following, including another restaurant in oakland closes dining 2 people indoors. you can still do the drive-in. we're going to tell you why now. we've also got san francisco supervisors now wanting to bring back a program to >> what they're calling reunite, unhoused people with their families and pg and e rates are going up again. you're going to see a higher bill soon. we'll tell you when. good morning. i'm darya and i'm james. we'll get to those stories in a minute and more. but first want to start this hour with a check of the weather is starting off on a beautiful note here on the edge. just a few high clouds and sunshine in store. gorgeous out there right after this. but last night, shower activity. we've cleared out really quickly. >> behind me at the golden gate bridge got a good dose of sunshine and not a lot of

movement on the flag out there. winds are relatively calm this morning as well. it is chilly, though. so do throw on those layers this afternoon. we'll see more of that sunshine, too. so a good one to head out to half moon bay previews like this. but it's not going to last forever. we had showers last night were mounted a to about a quarter of an inch of rainfall for most areas. and this right here is your secondary system pushing in tonight. so as the sun goes down this evening, we're actually going to cloud backup. but during daytime hours, we've got a favorable day for venturing back out there. getting everything you need to get done for your monday. temperatures in the 40's right now for a lot of us. i told you it was cold sonoma. you're at 40 degrees right now. santa rosa. 41 a few 50's in the south bay. definitely our warmer spots this morning. later on today we got some 50's and 60's for us going to be a pleasant afternoon. things really warming up towards the tail end of this forecast, which i'll get to still ahead right now. all right, john, thank you for that. well, we had an accident in the last hour on the bay bridge near that fremont street exit. thankfully, that is clear.

drive times still rizzoli slow because of that. some 90 minutes everybody headed into the city this morning. >> san mateo bridge just short of 22 minutes. still watch out for those slick spots out there early morning rain, 14 minute ride along ridges amber, phil rich and the golden gate bridge. last time we checked in, we're at 30 were still there. 37 to the tolls factor that in all regions. back to you. thank you. are a nato one new this morning. asian groups in san francisco are demanding the police reopen a case involving the death of a senior. yeah. right now the person involved in that attack is also allegedly involved in the attack of another elderly asian woman last week found will tran is live in san francisco with some as. so you

what they are talking about and what they're demanding. so back on july 3rd of last year. 63 yo yang yang woo. she was pushed down to the ground, hit her head. now the person who attacked or was a woman named not being released to the public at this time. but we do know 2 days later on the 5th wu would end up dying from her injuries. according to the asian justice movement on the 17th of july of last year, they asked the san francisco police department if they would release the video of the attack and then 4 days later, according to their sources, the justice movement, they believe that the police department then instead of investigating this is a homicide. they looked into it and they decided it was an accident that is important their claims because this person was not charged and

therefore did not go through the legal system and possibly found guilty and spend time behind bars. but instead was free to the point where they claim that on march 4th, just about a week and a half ago, the same person attacked another elderly, asian woman. a what the police department to do something about back to you. all right. thanks a lot. we'll

>> well in the east bay taco bell has closed indoor dining rooms at multiple locations in oakland. some of the employees we talked to say it's because of unruly customers yet you can still use the drive-thru. but even that's a problem for some kron. 4 sarah stinson has more. >> we haven't been given an exact reason why this has happened. but other fast food chains have taken similar measures because of crime taco bell employees tell us it might be because trouble has been caused inside in the window of taco bell on 35th avenue in oakland. large signs telling customers that the dining room is now closed. the same could be seen at this location on heggen berger. road customers are being forced to order food through the drive-thru. have a car tried to order from the window because they weren't allowed inside people who go to talk about all the time say they're frustrated by this change people who are on the bus. instead they came. they do allow walk-ups. >> yes, not cool for people to not be able to go through. the

drive-thru going to the dining room. only have to go to the jack to a taco bell employee telling kron 4 the restaurant has had to do this because people have been causing trouble inside. taco bell is not the first oakland restaurant to close off indoor dining raising canes on edgewater drive also shut down its dining room last year. fried chicken chain said it was because of crime and in and out announced it's closing its oakland location after 18 years of business citing issues of ongoing and we've got a whole bunch of this is just just 1000 just because they're not safe. >> know what it is. but she got to change >> but not all taco bell customers understand this change. one customer telling us they've always felt safe going to the restaurant that added around places, though, you know, the wrong time day. >> but other than >> well, that was sara stinson reported kron 4 did reach out for a statement and taco bell responded by saying, quote, providing a safe environment for team members and customers

is a priority at taco bell restaurants. the franchise owner and operator has informed us that they are consistently evaluating and working to ensure a safe procedures such as closing p- dining rooms, hiring security guards, and they have taken extra measures to meet with local law enforcement and quote, it's 806, and the group that wants to recall oakland mayor sheng thao held a town hall meeting over the weekend. >> they have collected the signatures and turn them in now to be verified. they say they're fed up with crime and the lack of a permanent new police chief. >> question is, should to try to make things better what issue she's not done the first thing she does is the going to >> mayor tell has told the kron 4 news that this recall campaign she suspects is organized by political opponents who lost to her in

the election. the recall signatures do need to be verified again. they've turned in over 123,000 signatures. they need 73,500 to be verified to have the election. >> well, happening right now, a silver alert now has been issued for a missing man from san jose. the california highway patrol says that. and rihanna saga say was last seen yesterday morning in san jose. he's believed to be on foot. they say he was wearing a brown flannel. brown baseball had and brown or blue jeans. he's described as standing 5 feet. 5 inches tall. weighs about 150 pounds and has brown eyes and gray hair. >> it's 8, 0, 8, and 2 teenagers are charged with carrying these loaded guns outside of a motel 6 in santa rosa. police are patrolling the area along cleveland avenue when they saw a number of teenagers standing outside a room. and then that's when they found these weapons. the teens are now facing charges

in connection with those weapons. >> in the north bay fairfield school resource officer has been arrested. now after being accused of sending inappropriate text messages to 2 teenage girls. fairfield police say officer james lewis was working at rodriguez high school when he apparently sent these messages. parents of the girls alerted the department. lewis has been yes, now been booked into the solano county jail and is facing a series of charges, including contacting a minor with intent to commit a crime. in response to this investigation, the department has posted on social media. quote, we are simultaneously disappointed, infuriated and saddened by this information. acts like these violate trust are wholly inexcusable and fail to exemplify what the fairfield police department stands for. elsewhere in the north bay, a woman has been arrested in vallejo in spconnection with a carjacking where police say she stole a van and dragged. person who was detailing that car about 20 feet. police say the

carjacking happened last tuesday. the dea taylor was cleaning a customer's toyota sienna when police say the woman jumped into the van which still had the keys in the ignition and tried to take off. they say she dragged that detailer about 20 feet before eventually stopping and ultimately surrendering to police. that van was later returned to its owner. in the east bay oakland restaurant week kicks off this coming thursday and the event highlight some of the best places to eat in oakland. kron 4 actually had a chance to talk with one of the owners of a participating restaurant over the weekend. >> we feel that it's, you know, of all the years. this is kind of one of the biggest, the most important one for us because we've been, you know, coming out of pandemic. past couple we're really excited to put ourselves out there again and invite people to come. check us out. it's a wonderful time go out and support restaurants that you love restaurants that you haven't been to in a while the used to

be, you know, in your relatives of places you would visit but you just haven't made it out for, you know, whatever reason. it's a great opportunity to go out and check out new places. there's a lot of places that opening. >> oakland restaurant week runs from march 14th through the 24th that fund. >> 10 right now. and today vice president kamala harris is in town. she's going to be san francisco for a campaign event. she will be speaking at a campaign reception. and then later in the day she and her husband are going to be at another campaign reception, but we're not sure about the locations or the times for those who just know there could be some disruptions traffic wise because of security. it's 8.11, right now. and still ahead of 4 morning news and nurse recounts what happened when she >> left? we're tried to go. you know your car go home in oakland and the car was being swiped right for eyes. and police in san mateo are warning parents about tick tock day game that could put your teenager in danger. plus,

weekend. and so, but, you know, we burn that. we've been so rainy lately. we did all the catch-up work we kind of need to do to tell you the truth. so we can really celebrate this drier trend of weather ahead of us. we're looking out there at the east bay hills here. absolutely looking gorgeous this morning, we do have one more round of rain to get through last night. we saw anywhere between a quarter of an inch to even 3 quarters of an inch of rainfall in the north bay hills. obviously, things have cleared out since then. couple of sprinkles hanging out still in the east bay hills. but for the most part, we are nice and dry tonight. as the sun goes down, we see another round of showers pushing through during our overnight hours. so mother nature is actually really nice to us giving us a nice dry and sunny day, we will see cloud cover increasing late afternoon. and there's your showers pushing back in as we do move into the evening hours tonight. rainfall stays with us early morning commute tomorrow, but really fizzles out quickly after that into tomorrow afternoon, some of our inland areas may see thunderstorm development. most of us in the bay itself are going to stay dry, though. and

from wednesday through the weekend, it is nothing but sun and getting warmer and warmer. one more round of snow in the sierra nevada overnight tonight into tomorrow morning. we'll see as much as a foot of snow up in our upper elevations of the sierra, mostly just a few inches. and then it's also drying back out for the upper elevations up in the sierra. today's daytime highs are actually going to be the coolest of this week's forecast. that trend just gets warmer and warmer day by day. so those low 60's we've got today, certainly nothing wrong with them. just a hint that where we're heading getting pretty warm by the weekend, actually, freeman through hayward in the low 60's, same for the inland east bay with conquer down to san ramon in the tri valley. also in the low 60's this afternoon, upper 50's in marin and sonoma counties. looking ahead tomorrow, temperatures around the same as today. some morning showers clearing in the afternoon. after that, it's nothing but sun and getting warmer and warmer 70's by the weekend rania. all right, john, thank you for that long without a lot. more

red green out there in the 8 o'clock hour, you can see our high was busy. >> law 88 8 in the east bay and even want to wanted to 80 down in the south bay as well. starting to pick up out there. they bridge right now. thankfully no accidents, but a 15 minute ride and meter lights are on san mateo bridge around 28, 80 to 101 c how busy it is. a long 8.80, getting on that ridge. there. 45 minute. ride to atlanta, down to 37. and if you're hopping on 101. 85 up to the low park. just short of 54 minutes. all right, james, back to you. >> thank you very much. it is 8.17, and happening today. we have hundreds of college students from across the state. they're going to be rallying on the steps of the capitol. they're urging lawmakers to fund the cal grant program to help reduce cooled after about 350,000 students. this is video from a rally back in february. cal grant is the state's main financial aid program. and last year lawmakers agreed to expand it, but only if there's enough money in the state budget. the uc student association is leading today's demonstration and if funded

about 137,000, californians would become eligible for cal grant. the rally is expected to start at 10 o'clock this morning. meanwhile, lawmakers recently introduced legislation that would require california schools to have armed officers on campus. whenever students are present. current state law allows school districts to choose whether to hire armed officers or on armed security guards. the new proposal, though, would remove that option and would mandate that school districts hire officers who are authorized to carry a loaded firearm to staff each campus. the bill is set to be heard in the education committee on march 18th. and if it becomes law, it would be state mandated which would mean this program would be reimbursed by the state to each district. >> 8.18, right now. and guess what? you think your electric bills already high. it's going up again. fortunately. yeah, that's the decision from a california administration. another increase on the way cropper's dan kerman takes a closer look at how much your

bill could go up by and when. >> if you think p g any bills are already high, get ready for another increase. the california public utilities commission is okay to 12 month rate hike so pg and e can recoup a portion of the money that was spent for wildfire safety work. that means in late april early may average electric bills will go up about $3.65 a month and gas bills will increase just over a dollar a month. >> it is absolutely unsustainable. have double digit increase. 5th year after year. martone with the utility reform network says this latest increase. >> is on top of the 13% rate hike that went into effect in january. that's all bills go up. an average of $34 and $0.50 a month. people who are thaen years retired fixed income. this able. these are the folks to get hurt the most. by these rate increases. these bill increases. >> and

>> more than anyone else. they need a limit. >> tony is hoping customers will pressure state lawmakers to cap eugenie increases since 2019. san francisco has been exploring another option having the san francisco public utilities commission purchased the grid and take over the distribution of electricity in the city and county of san francisco. >> made a formal offer to pg and e to purchase their grid for 2.5 billion dollars. they have told us it's not for sale. and that the price is too low so far pg and e has and entertain the buyout. but san francisco is pushing forward. we think we can provide the service at a more reliable cost-effective rate. we are structurally advantaged as as a local government and providing that service under the local government model. in the meantime, another rate hike request is still pending before the california public

utilities commission. >> this one would see another 7.2% hike in electric bills. dan kerman kron. 4 news. >> well, gas prices are surging nationwide hitting a 4 month high. the price hike could affect the u.s. economy's recovery from inflation. but gas prices usually do rise this time of year anyway because of higher demand. and switching to more expensive blends of fuel. meantime, here in the bay area, gas prices are going up as well. no surprise there. the $0.5 more expensive than they were last weekend. 30 more expensive than they were last month. the most expensive gas you'll find is in san mateo county. you see it there on the list of the top 508, on average and throughout the north bay gas is above $5 a gallon. you want to get below $5. you got to get down to alameda county where its 4.90, for the cheapest at the bottom of the list. 45 that's in solano county. >> it's a 21. and there's a new report this morning. this is tuition rates at private schools across the bay area have skyrocketed in recent

years. the san francisco chronicle reports average tuition in san francisco is about $23,000 now for private schools. and 42,000 for private high schools in marin county. the tuition is even more. 26,000 for private elementary ys. even though student enrollment actually in private schools has dropped. 21% in san mateo county. private schools are about 22 grand a year to attend. it's a 21. and coming up on the kron 4 morning news, the powerball jackpot keeps on growing. we'll tell you what you get your hands on if you win your hands on if you win tonight.

golf course there. it's still an incredible deal. if you play golf, you know, these fees are steel, but they did have to raise them to make sure that course is in good shape because just last year the city is considering closing the blackberry farm golf course altogether because it wasn't making enough money. but the golfers banded together and they figured out a way to keep the course in shape and still keep it reasonable. the weekday fees are to range from 15 to $18 that that currently goes up by 2 kasia $20 and then the weekend fees are going up by one to $5. still, as you know, if you golf, those are really reasonable fees. they think that will be enough to help keep the course in good shape. and that increase goes into effect. april 1st. >> happening tonight, the powerball jackpot drawing is happening. 532 million dollars take home if they opt for the - cash payout. 260 million. that's life changing. the drawing is set for 8 o'clock

number has dwindled. >> it's called the homeward bound program. it was initiated back in 2005 by governor gavin newsom when he served as san francisco mayor. the program provides people with both travel and relocation assistance with an end goal of cleaning the streets of san francisco and allowing up to 1000 unhoused people to get the chance to go back to their hometowns and reunite with family supervisors not pay. he says in recent years the program is only assisted a few 100 people, which is why he's proposing changes today to make sure it gets used. we're now putting him back in the municipal for ensuring that the >> human services agency. he's overseeing the program between itself and the department homeless port of housing. and they will be in your reporting. and so we feel like this way, there's no way it can be sidelined again, very in the bureaucracy or an afterthought. the past critics have said that this program is simply a wave sweeping the issue under the rug and

>> the city of oakland county lake, literally there was nothing to protect me or my current. mullet. a scary moment for taylor bagby as she left work friday night. bagby is a nurse in the neonatal intensive care unit at clint. she parts of the garage near broadway and macarthur freeway. >> because of safety issues in the area, she usually starts for 2021. chevrolet camaro from afar so she can quickly get in and leave, but it wouldn't start when she could finally see her car. she was shocked or there's a security guard behind my car. and there's a guy in my car and there's glass all on the ground. >> so i realize that he was still my car, but inside the car, he's like this little laptop and he starts it. and i kind of like stepped in front the car. but it starts or evidence or move out the way he just drives off through the gate. she says the security guard called for backup, but it took them too long to get there. >> when they called police,

they told them to expect a long wait to marry. like we've got 187 calls. it's a friday in oakland like that. that would be the last thing we come and check up why she found out from the guard that someone broke window hours before coming back to steal the car. but she wasn't notified. this just seems to be a reoccurring move because the guys that it was a 6 car that they've taken since he's worked there at the parking garage. and you have been there for that law bagby says she used to go down to her car. her lunch break, but a few months ago, kaiser center memo to their staff urging them not to leave during their shifts because of safety concerns. she says she hopes both the city and kaiser will do more to protect people who work at and utilize the hospital. at the end the day, we just want to feel safe lake being able to go to work in to leave and go home. and it just seems like that's not happening. and it's sad because it's not only us who work there, but these are. >> patients who are coming in. these are family members who could receiving the worst possible news. and i live in.

they can be done safely going to the hospital or safely go home. >> that was amanda harry reporting for us this morning. opd says this is an active investigation. nobody was hurt, but there still looking into it. in the east bay. pleasant. police say the woman found dead in her home thursday was killed by her ex-boyfriend. investigators haven't yet identified. i think the victim nor the suspect, but they say the woman was at her home on saginaw circle thursday morning when her ex-boyfriend broke into the house. police say the 2 had an argument. and at one point the man shot the woman several times that led to a police response and a chase along interstate 5.80, in san leandro where the driver later died from self-inflicted gunshot wounds. on the peninsula. police in san mateo are warning parents about a trending tiktok game that police say could end up. with teens being hurt. it's called senior assassins. police should say players use an app called splash in where they can track of the people playing the game. players then

shoot rival teams in real life with water, guns. but the trend takes it a step further and has players painting their water guns black to make them look real. police say they detained several teens around the hillsdale shopping center friday night. you can see here they found multiple fake guns. that were painted over. look real from a distance and police say the game could become dangerous if these fake guns are mistaken for real guns, teens could be shot at by citizens or police who are armed. they're asking parents talk to their teens. >> it's a 36. and tomorrow, the sonoma county board of supervisors considers a resolution that would declare racism a public health crisis. officials are saying that that would help to increase attention and awareness to health disparities. we'll let you know if that passes in the north bay. members of the teachers union are planning to rally this week. they want better pay and more student support the union and the district have declared an impasse in their contract

negotiations. both sides are set to meet with a state mediator this week. the union points out that their teachers are the lowest paid in all of the communities in counties around there like solano and contra costa, the union is going to dress this school district board members at their meeting thursday night. >> time is a 37 in the south bay. more transit options if you live in the san jose, vta board of directors approved construction contracts for the long overdue light rail extension kron four's dan thorn with a look. >> the vta project connecting east san jose to milpitas. bart is finally rolling along the vta board unanimously approved the construction contract thursday night with mcm rail work. city leaders say after 2 decades of broken promises, it's time for the wait to end. it's going bring about positive change in a historically disadvantaged. >> area of not just san jose but silicon valley

councilmember domingo canned ellis says east san jose's lower-income population. >> has long had to deal with limited transit options through this new project can tell us says it will allow his district to have more access to jobs and resources. it opens up a lot of opportunity for residents and small businesses and and working class families to get reliably to. and from point a to point the 2 and a half mile extension includes an elevated light rail track along capitol expressway from the alum rock station to the east ridge transit center, which will connect to bart in milpitas. >> the total cost of the project is expected to be more than 650 million dollars, which is more than what vta officials previously budgeted. >> but the vote on the project was seen by city leaders as crucial to make the transit system more equitable to the east side of san jose. this could be a game-changer for residents in the san jose.
