>> from the area's local news station. you're watching the kron. 4 morning news at no. >> good monday morning to you. thanks for joining us. we're following several developing stories this morning, including another restaurant oakland. this one not allowing diners to eat inside the restaurant will tell you a lot. we're also following the latest out of san francisco or supervisor wants to bring back a program to reunite unhoused people with their families and pg rates going up yet again. we'll take a closer look at your electric bill. i'm darya and i'm james. we'll get to those stories in a minute and much more. but first, let's start with a check of the weather and a live look here at the golden gate bridge. just a few high clouds feeling spring-like already. and it's not even spring yet, still a week out from spring, but we're getting a head start on and it is going to be a gorgeous day today. we really clear things up after last night showers. so you may notice a few wet spots on roads out there.

>> a lot of us are around a quarter to a 3rd of an inch of rainfall during your overnight hours. this is where we're at this morning that the cruise ship pulled up at the embarcadero. nice day for those disembarking there. we are going to be looking at another round of rain tonight, though. so not too fast. if you thought we were on that permanently dry trend, you can see this line of showers to our north really drops into the north bay. late this afternoon for the rest of us. mostly after sunset tonight, at least mother nature is timing us out. a nice and dry day to enjoy before showers do make their return. temperatures are in the 40's to 50's but novato and petaluma sitting at 43 right now. even sf drop down into the upper 40's this morning. so we've had a fairly chilly start to the day. we'll have a nice and cool afternoon temperatures from this point forward getting warmer and are more and more sunshine. i'll get to that. your full forecast rain. all right, john, thank you for that much lighter conditions in this 9 o'clock hour. >> a little slow at the start of the morning. no more traffic building at the toll plaza on the bay bridge. about

police department once again, this all started back on july 3rd of last year when gang fein will 63 years old was pushed to the ground in san francisco. she hit her head 2 days later. she would die from her injuries. then on 7.17, of last year, the asian american justice movement, they were asking the san francisco police department to release the video so they could see as well as the public can see the attack that happened to will then on the 21st, according to the asian justice movement, they say their sources told them that the san francisco police department was investigating this not as a homicide, but it turns out it was an accident. this is important to keep in mind because on march 4th of this year, more than a week ago. well, they say there was another asian american woman who was attacked as possible

hate crimes. back to all right. thanks a lot. well. >> well, in the east bay taco bell has closed its indoor dining rooms at multiple locations in oakland's had the that there have been having trouble inside the dining room with unruly customers. kron 4 sarah stinson has more on what's going on. >> we haven't been given an exact reason why this has happened. but other fast food

chains have taken similar measures because of crime taco bell employees tell us it might be because trouble has been caused inside in the window of taco bell on 35th avenue in oakland. large signs telling customers that the dining room is now closed. the same could be seen at this location on heggen berger. road customers are being forced to order food through the drive-thru. even this person who didn't have a car tried to order from the window because they weren't allowed inside people who go to talk about all the time say they're frustrated by this change people who are on the bus. instead they came. they do allow walk-ups. >> yes, not cool for people to not be able to go through. the drive-thru going to the dining room. only have to go to the jack to a taco bell employee telling kron 4 the restaurant has had to do this because people have been causing trouble inside. taco bell is not the first oakland restaurant to close off indoor dining raising canes on edgewater drive also shut down its dining room last year. fried chicken chain said it

was because of crime and in and out announced it's closing its oakland location after 18 years of business citing issues of ongoing crime may we've got a whole bunch of this is just just 1000 just because they're not safe. >> know what it is. but he got to change >> but not all taco bell customers understand this change. one customer telling us they've always felt safe going to the restaurant that added around places, though, you know, the wrong time day. >> but other than >> although sara stinson reported across 4 did reach out for a statement and taco bell has responded, we'll put a portion of it up here. it says, quote, providing a safe environment for team members and customers is the priority at talk about restaurants, the franchise owner and operator has informed us that they are consistently evaluating and working ensure a safe environment by implementing procedures such as closing dining rooms, hiring security guards, and they have taken extra measures to meet with local law enforcement and

quote. happening right now, a silver alert has been issued for a man who's been missing from san jose. take a look at his picture here. the chp says that and sergei say has was last seen yesterday morning in san jose. he's believed to be on foot. he was last seen wearing a brown flannel jacket. brown baseball had and brown or blue jeans. he's described as standing 5 feet, 5 inches tall. about 150 pounds has brown eyes and gray hair. >> time now is 906. and the group that wants to recall oakland, mayor sheng thao held a town hall meeting over the weekend. they have already turned in the signatures now waiting to see if all of those will be verified and they can get this to a recall. they say they're fed up with crime and the lack of a permanent police >> question is, what she to try to make things better what does she she's not done the first thing she does is the

going to >> mayor tell has told kron 4 we fall that she thinks that streak was being ordered by are organized by her political opponents. the recall collected more than 123,000 signatures and now they're waiting. they need 73,500 to be verified to have the election. 2 teenagers are charged with carrying loaded guns outside a motel 6 in santa rosa. and you can see the guns that were seized by police. they were patrolling the area on cleveland avenue when they saw a number of teens standing outside a room and then after a search, that's when they found the weapons. the teens are now facing charges. >> in the north, a fairfield school resource officer has been arrested. now after being accused of sending inappropriate text messages to 2 teenage girls. fairfield police say officer james lewis was working at rodriguez high school when he sent those messages. parents of the girls alerted the department. lewis

was later booked into the slot, a county jail and is now facing a series of charges including contacting a minor with the intent to commit a crime. now, in response to this ongoing investigation, the police department posted on social media, quote, we are simultaneously disappointed, infuriated and saddened by this information. acts like these violate the trust and are wholly inexcusable and fail to exemplify with the fairfield police department stands for. in the north. a woman was arrested in vallejo in connection with a carjacking where police say she stole a van and dragged a person was detailing that car 20 feet. police say the carjacking happened last tuesday. the dea taylor was cleaning out a customer's toyota sienna when a woman jumped into the van. police say it still had the keys in the ignition and she took off dragging that detailer about 20 feet before eventually stopping and ultimately surrendering to police. the van was later returned to its owners.

>> man was shot while he was driving on the bay bridge. it happened saturday night. on the eastbound direction of the bridge to close down those lanes for a couple of hours as police investigated. the guy was driving on the bridge when somebody pulled up alongside and opened fire. multiple rounds when into the car. the man was struck by a bullet taken to the hospital and treated and the chp is still looking for the car that opened fire on. >> in the east bay oakland restaurant week kicks off this coming thursday that highlights some of the best eats in town and kron 4 had a chance to speak with one of the owners of a participating restaurant over the weekend. >> we feel that it's, you know, of all the years. this is kind of one of the biggest, the most important one for us because we've been, you know, coming out of pandemic. past couple we're really excited to put ourselves out there again and invite people to come. check us out. it's a wonderful

>> it's 9.13 and we're looking at the weather really warming up a bit this looking pretty good outside right now to john. good morning. yeah, gorgeous out there in downtown san francisco right now after some evening showers. skies did not waste anytime clearing out this morning. we are still looking at a few wet spots on roads after about a quarter to a 3rd of an inch of rainfall for most areas, the cirrus and just a little bit of snowfall last night. nothing major, so travel not impacted too terribly much. we do see additional showers during our overnight hours tonight, though. so mother nature giving us a break during daytime hours and then we're back to around another quarter of an inch of rain for the north bay. closer to a 10th of an inch for some of our areas further inland and southward. you can see the timing of all this rain here. lots of

sunshine out there today. gorgeous afternoon ahead of us. i'll be a cool one. cloud cover increases late this afternoon and by sunset tonight, showers have returned to the north bay waiting until after sunset. for the rest of us, though, and into the late night hours early morning hours tomorrow, some of our most widespread of rainfall really diminishing. by the time we do reach the morning commute tomorrow with just a few lingering sprinkles. but roadways will be wet from those overnight showers tomorrow afternoon. can expect the chance of an afternoon thunderstorm for for this to inland areas. much more likely as you head out to the central valley after that, this forecast stays dry for quite a long time with increasingly warm temperatures towards the weekend. this year's also getting a little bit of snowfall during overnight hours. we'll see snow level dropping fairly low up in the north bay to tonight. that will make for some more snowfall in the lake county mountains. well, the sierra could see upwards of a foot of snow at the crest. as for temperatures today in the bay daytime highs, upper 50's to low 60's. today is the coolest

one of the rest of this forecast. so if you like that cool feel today is certainly going to be a nice one. crisp and sunny temperatures in the low 60's for the south bay. and that's about as warm as we're getting barely make in the low 60's for the east bay and for berkeley and richmond will be holding on to some upper 50's. same for much of the north bay with sonoma and marin counties hanging out in the upper 50's today. looking ahead to tomorrow. we will be in the low 60's for a few more areas. those morning showers and some afternoon clearing after that, it is nothing but the side and getting real warm by the weekend with highs back into the 70's right now. all right, john, thank you for that. stalled vehicle on a richmond. sandra fell bridge. >> so that's lows down just a bit. 17 minute we finally got down to about 8 drive times have gone back up. so hopefully able to get off the bridge fairly quickly. no major delays on our bay bridge. if you are going to be traveling into the city, looks like traffic starting to build again at the toll plaza. not seeing any hazards there. the probably just trying to slow

people down. 46 minute ride along. want to 85 to menlo park. well, 2, 80 82 are not as solely as a down to 37. 34 minute ride. maybe you're taking 80 right now. crockett out towards the maze just past richmond things start to slow down. it's going to take you about 21 minutes. all right, james, back to you. >> all right. thank you very much. rate 9 16 happening at 10 o'clock today. hundreds of college students from across the state will be rallying on the steps of the capitol. they're urging lawmakers to fund the cal grant program to help reduce school. that for about 350,000 students. this is video from a rally in february. cal grant is the state's main financial aid program. and last year lawmakers agreed to expand it, but only if there was enough money in the state budget, if funded about 137,000, californians would become eligible for a cal grant. the uc student association is leading today's demonstration. lawmakers, by the way, recently introduced a bill that would require california schools have armed officers on

campus. whenever students are present. currently districts can choose whether to have them or not. this legislation remove that choice. the education committee could hear the bill as soon as march 18th and if it becomes law, the state would have to reimburse each district for the cost of having armed officers. it's 9.17. and if you've noticed your pga bill is i will you not going like this? it's going to go even higher. very frustrating. in fact, the california utility commission. >> we have dan kerman out explained when this is going to arrive on your bill and how much it might go up by. >> if you think p g any bills are already high, get ready for another increase. the california public utilities commission is okay to 12 month rate hike so pg and e can recoup a portion of the money that was spent for wildfire safety work. that means in late april early may average electric bills will go up about $3.65 a month and gas bills will increase just over a dollar a month. >> it is absolutely

unsustainable. have double digit increase. 5th year after year. martone with the utility reform network says this latest increase. >> is on top of the 13% rate hike that went into effect in january. that's all bills go up. an average of $34 and $0.50 a month. people who are seniors, retired fixed income. this able. these are the folks to get hurt the most. by these rate increases. these bill increases. more than anyone else. they need a limit. >> tony is hoping customers will pressure state lawmakers to cap eugenie increases since 2019. san francisco has been exploring another option having the san francisco public utilities commission purchased the grid and take over the distribution of electricity in the city and county of san francisco. >> made a formal offer to pg and e to purchase their grid for 2.5 billion dollars. they

have told it's not for sale. and that the price is too low. so far pg and e hasn't entertain the buyout. but san francisco is pushing forward. we think we can provide the service at a more reliable cost-effective rate. we are structurally advantaged as as a local government and providing that service under the local government model. in the meantime, another rate hike request is still pending before the california public utilities commission. >> this one would see another 7.2% hike in electric bills. dan kerman kron. 4 news. >> its 9.20, and that was electric. this is gas. gas prices are surging nationwide hitting a 4 month high. the price hike could affect the economy's recovery from inflation, although gas prices usually go up around this time of year because the higher demand and the switch over to more expensive fuel blends.

meantime, in the bay area, let's take a look as the prices are going up around the bay $0.5 more than last week, $0.30 more than we were paying last month. the most expensive gas right now around the base. san mateo county 508, for a gallon of regular on average and the north bay, just about 5 bucks east bay. alameda county is 4.90, for the cheapest gas we found was solano county. bottom of the list there at 4.85. a gallon. the department of justice is launching a criminal investigation into boeing after the incident where a door plug blew off and out of a flight mid air was alaska airlines flight that was going from oregon to southern california. the wall street journal reports boeing told congress it cannot find records for the work that was done on that door. panel. the ntsb is also continuing its investigation. the faa is giving boeing 90 days to show how they're going to fix quality control issues. its

>> the city of cupertino is raising fees for golf at their city golf course. luckily it's not going to buy that much and it's going help maintain the course the city had considered closing the blackberry farm golf course altogether because it wasn't making enough money. but the golfers got together and they were able to keep it open. so now currently the weekday, a greens fees are

anywhere from 15 to $18. that's going to go up by 2 bucks. if you're playing during the weekdays and if you're playing on the weekend, you'll have to pay one to $5 more. and the local golfers say that that should be enough to keep the course in good shape. and still make it a pretty affordable. the increase in the greens fees takes effect on april. 1st. the san jose earthquakes donated hundreds of soccer to a local elementary school. they went to mckinley elementary in east san jose and chatted with the kids gave away 160 soccer and also us stars were there, including christian espinosa who talked about how fun it was for him to give back to the community. >> iowa's been to devote this opportunity to for just doesn't make. biden has already put out the into showed this moments with this for the kids at the u.s.. but it's bishop the hubbell and they have the opportunity to play with with the ball and

>> right now and start off this monday morning with pretty clear or clearing skies. yeah, we've got a live look behind us here at san francisco from high above. and we're looking a lot of sunshine this morning, so nice out there. yeah. after overnight showers, it didn't last for we're back to the sunshine now and we've got those sunny skies over downtown san francisco in this view up the trans america building. >> you'd never know. it rained last night. tell you look at the pavement and see how wet it is. so do taken a little slower out there. we've got another round of rainfall just on the way arriving later tonight. you can see that line of showers just now approaching the very northern reaches of the state. we'll drop in late this afternoon for the north bay and then into the evening for the rest of us. in the meantime, mother nature is giving us a pretty nice and sunny majority of

your daytime hours. so get out there and enjoy it. today is the coolest of the forecast. so actually stays kind of crisp temperatures in the 40's to 50's currently right now. petaluma sonoma still hanging out at 43 degrees later on today. it will be a range of upper 50's to low 60's rate. >> thank you for that. we have a traffic hazard on a richmond center fell bridge to drive times have gone up. we're at about 18 minutes as you're traveling from the tolls to want to want to keep that in mind. other bridges on his bat. we don't have any hazards there. bay bridge about 11 minutes. traffic's starting to build again at the toll plaza here. if you are going to be hit in the san mateo bridge just under 15 minutes, golden gate bridge. 37 to the tolls around 20 minute ride reaches back to you. thanks a lot. right now. >> okay. with san francisco supervisor wants to revive a program now to help unhoused people return to their hometown. this comes as the city is seeing more people living on the streets. crump was michael thomas is live in mayor london breed's term uses

that number has gone down. >> called the homeward bound program. it was initiated back in 2005 by governor gavin newsom when he served as san francisco mayor. the program provides people with both travel and relocation assistance with an end goal of cleaning the streets of san francisco and allowing up to 1000 unhoused people to get the chance to go back to their hometowns and reunite with family supervisors not pay. he says in recent years the program is only assisted a few 100 people, which is why he's proposing changes today to make sure it gets used. we're now putting him back in the municipal code ensuring that the >> human services agency he's overseeing the program between itself and the department homeless port of housing. and they will be in your

reporting. and so we feel like this way, there's no way it can be sidelined again, very in the bureaucracy or an afterthought. the past critics have said that this program is simply a wave sweeping the issue under the rug and pushing people out of the city. but the supervisor says that's not the case. i think the way to look at it is there are people they're on the streets of san francisco before it was a program that was pushed. it was highlighted. it was part of the tool it's been sidelined for the last 4, 5 years under this administration supervisor says start at 11. that's the very latest here in san francisco, michael thomas story. james, we'll send it back to you. all right. thank you, michael. >> time now is 9.32. kaiser

oakland nurse says that her car was stolen right in front of her. yeah, she was leaving work on friday and want to go home. but it was being stolen. kron four's amanda hari has more. >> city of oakland county like literally there was nothing to protect me or my car. that mullet. a scary moment for taylor bagby as she left work friday night. bagby is a nurse in the neonatal intensive care unit at kaiser oakland. she parts of the garage near broadway and macarthur freeway. >> because of safety issues in the area, she usually starts for 2021. chevrolet camaro from afar so she can quickly get in and leave, but it wouldn't start when she could finally see your car. she was shocked or there's a security guard behind my car. and there's a guy in my car and there's glass all on the ground. >> so i realize that he was still in my car guy inside the car. he's like this little laptop and he starts it. and i kind of like step in front the car. but it starts or evidence or move out the way he just drives au through the gate.

she says the security guard called for backup, but it took them too long to get there. >> when they called police, they told them to expect a long wait to marry. like we've got 187 calls. it's a friday in oakland like that. that would be the last thing we come and check up why she found out from the guard that someone broke window hours before coming back to steal the car. but she wasn't notified. this just seems to be a reoccurring move because the guys that it was a 6 car that they've taken since he's worked there at the parking garage. and you have been there for that law bagby says she used to go down to her car. her lunch break, but a few months ago, kaiser center memo to their staff urging them not to leave during their shifts because of safety concerns. she says she hopes both the city and kaiser will do more to protect people who work at and utilize the hospital. at the end the day, we just want to feel safe lake being able to go to work into leaving, go home. just seems like that's not happening. and it's sad because it's not only us who work there, but these

are. >> patients who are coming in. these are family members who could receiving the worst possible news. and i live in. they can be done safely going to the hospital or safely go home. >> that was amanda barrett reporting for us this morning. the opd says this is still an active investigation. nobody was physically hurt. in the east bay. pleasanton. police say that a woman found dead in her home thursday was killed by her ex-boyfriend. investigators haven't yet identified the victim or the suspect publicly, but they say the woman was at her home on saginaw circle thursday morning when ex-boyfriend broke into the house. police say the 2 had an argument and at one point the man shot the woman several times that then triggered a police response which then led to a chase along interstate 5.80, in san leandro. the driver, though, later died from self-inflicted gunshot wounds. >> in the south bay, firefighters responded to this house fire and the by rock out saturday. the home is located

near the west valley fair mall. it's daniel way and firefighters say the propane tanks were involved in this. you can see many crews tackling it there. they knocked out the fire and nobody was hurt. >> in the east bay, fire crews in contra costa county responded to a massive fire in con fire shared this video from handing out yesterday. the fire burned at a warehouse on 4th street say took about a half hour to get knocked down. unclear exactly how it started. on the peninsula. police in san mateo now warning parents about a trending tiktok game that police say could put teens in danger. >> it's called senior assassins players use an app called splash in to track the other people playing the game and then they shoot each other in real life with water, guns. but the tiktok trend takes it a step further with players painting their water guns, black in some cases to make them look more real. police

say they detained several teens around the hillsdale shopping center friday night and found multiple fake guns like the one you see here on your screen. police say the game can become dangerous if these fake guns are mistaken as real people could be hurt, trying to run away and the teams themselves might be shot at by police or armed citizens thinking they're stopping a shooter. police are asking parents to talk to their teens. >> happening tomorrow, the sonoma county board of supervisors considers a resolution to declare racism. >> a public health crisis. they say that would increase attention and awareness about disparities in hsalth care will let you know what happens its 9.37. and they're going to be some more transit options for people who live in east san jose. the vta board of supervisors just approved construction for a long overdue light rail extension. kron four's dan thorn has more. >> the vta project connecting east san jose to milpitas. bart is finally rolling along the vta board unanimously

approved the construction contract thursday night with mcm rail work. city leaders say after 2 decades of broken promises, it's time for the way to end. it's going bring about positive change in a historically disadvantaged. >> area of not just san jose but silicon valley councilmember domingo canned ellis says east san jose's lower-income population. >> has long had to deal with limited transit options through this new project can tell us says it will allow his district to have more access to jobs and resources. it opens up a lot of opportunity for residents and small businesses and and working class families to get reliably to. and from point a to point the 2 and a half mile extension includes an elevated light rail track along capitol expressway from the alum rock station to the east ridge transit center, which will connect to bart in milpitas. >> the total cost of the

project is expected to be more than 650 million dollars, which is more than what vta officials previously budgeted. >> but the vote on the project was seen by city leaders as crucial to make the transit system more equitable to the east side of san jose. this could be a game-changer for residents in the san jose. >> that was dan thorn reporting. the tea's hoping construction will start as early as next month and the rail service could actually begin by 2028. >> well, in the north bay, members of teachers union are planning to rally this week for more pay and student support the union and the district declared an impasse at the end of february. both sides now set to meet with a state mediator this week. the union says they are the lowest paid among nearby counties like solano and contra costa. the union will address school district board members at tneir meeting thursday night. the dublin unified school district, by the way, is already recruiting substitute teachers in preparation for potential teachers strike. the

district is offering subs about $600 per day for pre-k through 12th grade divided by 8. that's about $75 an hour. those interested must have a bachelor's degree or a valid california teacher credential. those interested can apply on their website. >> the annual san francisco saint patrick's day parade and festival is coming back. it's this saturday across for stephanie lin takes a look at what they're going to be doing. >> yeah, this is 170rd parades about 174 years ago. irish group got together and decided to celebrate our heritage. so the parade and then again, we brought back the festival this year is going to be amazing. it's going to be a great day. we look at the weather. listen to your weather man. and we know it's going to be great. sunny we're going to have everybody come out and help celebrate the irish traditions with us. the city's helped us with our our fees so we can put this on for free and we're wishing everybody comes down
