discussed reviving the homeward bound program. they'll be taking public comments at next week's meeting before supervisors will vote on it for sara stinson spoke with organizations devoted to helping the unhoused and she joins us live in the studio with the details here. what's going on there? >> grant people who serve the unhoused daily say the homeward bound program is not for everyone, but it's a resource they will recommend to people who need or want to go home. a san francisco program has been offering unhoused people a ticket back to their home towns for nearly 20 years. it allows us the opportunity to offer >> the ability to reunify with their family. a ticket expenses to get back to their home. the homeward bound program started under then-mayor gavin newsom's office with the goal to help 1000 people annually supervisor ahsha suffice. as in recent years, the program has dwindled. he's now working

to revive it while also running against mayor london breed for her job this november under mayor breed. it was buried in the bureaucracy. >> and it dropped to just a couple 100 people a year. homeward bound has become a resource for organizations like glide memorial church in foundation. the chief public affairs officer is glad to see the city reinvesting in it. it is one tool in the tool box. and i think we want to be looking at all of that. >> it is not for everyone agrees after years of living on the streets, this man got reconnected with his family with the help of the san francisco non-profit miracle messages. founder kevin adler says it's important this program is only offered to people who are actually from another city, which is not the majority of those living on the streets. according to a study by ucsf. >> 90% of the unsheltered population in california are from this state. 75% became homeless in the same county. they last had housing programs

like homeward as long as they're not doing greyhound therapy. but they're actually. >> you you stop the we doing some due diligence on where the person is going stay, making sure that there's a plan. >> mayor london breed announced a new goal of helping 1000 people a year with homeward bound during her state of the city address last week we reached out to her about supervisor suffice initiative to revive it. her office sent us this statement that reads in part the proposed legislation before the board of supervisors does nothing that will expand the use of the program and anyway or help more people get connected to their homes. it's window dressing that delivers no real change. i'm sara stinson reporting in the studio back to grant. >> thank you, sara. a san francisco lawmaker wants to require self-driving car companies to report accidents and traffic violations to the dmv assembly member matt haney introduced a measure that he

calls the a v safety and transparency. bill today. if it's signed into law, driverless car companies would be required to publicly report all collisions traffic violations and stallings says well as assaults and harassment involving the fleet. amy says his proposal is about everyone safety as reliance on the self-driving car starts to expand. we reached out to waymo executives for their take. but so far have not yet heard back. as we step outside now or at least take a view outside live. look here on a monday night above san francisco chief meteorologist lawrence karnow is with us in lawrence. here we are. another night. another night of rain. yeah. this may be it, though, until the end of winter is we're going to see a return to some warmer weather headed our way. but not tonight. >> we've got storm clouds rolling in. and, yes, even some scattered showers popping up around the bay area. nothing too heavy. that's not going to be huge rainmaker. but going to make things slick

as you head toward tomorrow morning's commute, cloudy skies over san francisco. the rest of the bay area. right now, we are seeing some of those raindrops outside most that scattered light showers around the bay area now. but we'll see that continue intensify just a little bit as we head toward the middle of the night here in the early morning. but this is part of a larger system that is making its way in from the gulf of alaska for so far, bring some snow up in the sierra nevada and that area of low pressure right of the gulf of alaska. so colder system working its way into the bay area. and it looks like it's going to be pushing through very conveniently overnight tonight into early tomorrow morning. so you can expect some scattered showers around the bay area overnight tonight. and if you're headed out early morning for the commute really around 07:00am or so. that's when you're most likely to see more rain. and then this begins to move on out. so by noon, i think we're seeing those skies part bringing us some sunshine. starting out your day with a couple scattered showers and then we'll bring that sunshine little breeze into the afternoon with some cool fresh air behind that cold front. time now for you here. you can see as we head through the

night tonight, that rain begins to pick up around 02:00am or so and continue into early tomorrow morning. your commute am still a few scattered showers popping up outside. but as we head toward noontime, that goes away, then we get ready for some serious sunshine and some warm temperatures. we'll talk more about that coming up in a few minutes. looking forward to that. thank you, lawrence. new tonight at 11 police in san pablo track down the stolen car with the child inside of it. richmond police tracked the car to oakland using the victim's cell phone. >> the 2 year-old was inside and okay and reunited with mom. the suspect was arrested. investigators have identified the mother and child found dead last week in santa rosa. as 54 year-old symphony. cynthia febreze and ten-year-old maximus monroy both were found dead wednesday in their home here on summerfield road. investigators are on scene for more than 12 hours before they finally carried the bodies away. police say the final coroner's report is still

pending, but at this time, they believe the mother stabbed herself. the child's cause of death is still being investigated. they say the boy did not have any visible injuries. the man from stockton faces a murder charge in connection to last month's death of wadi drop. the 78 year-old victim from livermore was an employee at a speedway gas station in san leandro. investigators say the suspect 40 year-old dennis lee was loitering at the gas station, got into a confrontation with drawn and shoves him into a pole. drone died of blunt force trauma. lee is scheduled to be arraigned in alameda county superior court tomorrow. of a 63 year-old asian woman in san francisco's bayview last year is getting another look. police have reopened the investigation after initially ruling that an accident. yanfeng will died after falling on the sidewalk and hitting her head.

witnesses had said wu was standing at the intersection of 3rd berwyn. somebody pushed her from behind it a year after closing that case, though, police say new evidence may have emerged last week they arrested and charged a person who reportedly assaulted a 71 year-old asian woman just 5 blocks from where woof l police did not confirm the person interviewed in the will attack is the same person they arrested last week. but charles zhang with the asian justice movement is demanding police release video of that first attack. there was a conclusion reached that that >> death was an accident. and so now here we are the next and the same person apparently attacked another elderly asian woman. and so i think it's high time for the public to be able to judge for themselves. i think one way that we could do that is by viewing the video of that first attack. >> says he is pleased the

investigation has resumed. he also wants police to investigate if the victim was targeted because she was asian. on the peninsula. san mateo police are warning parents about a trending tiktok game here releasing a warning. they say this game could be dangerous for kids. it is called senor assassins. players use an app called splash in to track other people playing the game and then they shoot each other in real life with water, guns. okay. but the tiktok trend takes it a step further with players painting their water, guns, black to make them look like real guts. police say they detained several teenagers around the hillsdale shopping center friday night and found several fake guns like the one you see here on the screen. today the fbi raided an east bay prison where former employees have been charged with sexually abusing inmates. agents seized computers and documents. 8 former employees including the former warden have been

charged with sexually abusing inmates at the all women's prison in dublin. this has been an ongoing years long investigation. and today we spoke with a volunteer, but the california coalition for women's prisoners, she believes this raid has to do with a lawsuit against the federal correctional institution and the federal bureau of prisons over 2 years that i've been visiting people at dublin there's so much retaliation for people who speak and for survivors who bravely talk about what's been happening there needs to be like overhaul the prison system in order for this abuse to stop. >> again, the latest raid was this morning. we'll keep you updated as we learn more. there. >> and iconic vote, shaq structure and smallest bay is in the process of being rebuilt after this fire

destroyed it in early january. >> today, nick's cove launched a gofundme to help with the process. you can find the info on our website kron 4 dot com. mexico was built on tomorrow's bay in the 1930's. they've since served in house people along highway one at their idyllic setting. local animal shelters are extending service hours this week because they need more people to adopt dogs. pretty simple. according to the oakland animal services organization, they're averaging getting about 350 dogs a month. that's roughly 12 a day and they're just not adopting out nearly that many. the big reason. dogs can be pricey. >> you're seeing, you know, a huge increase in the number of people that are losing their housing since the eviction moratorium ended of people that are choosing between being housed and having their pets. >> oakland animal services is waiving all adoption fees as

an incentive for people adopting pets this week. alright, caltrain successfully tested its electric trains and overhead wires between redwood city in mountain view today. for the first time the agency can now ramp u4 testing the new fleet. caltrain is set to launch its electrified service this fall. the end is near for these legacy. bart trains, you know, the old ones, april 20th will mark the last run for the old trains. your last chance to ride one is at 01:00pm. april 20th for 20. the trains will run from macarthur to the fremont station. that is the initial service part provided when it launched back in 1972. so no to the past there. the 45 minute ride will travel along. 24 miles of the original section of track. up

>> was called liberate the gate. students deserve safe access to campus. this is a reference to pro-palestinian protesters who have allegedly blocked say their gate on campus for weeks now. demonstrators say the university has failed to respond to instances of anti-semitic violence on campus and is selectively enforcing campus policies at the expense of jewish students. >> when there's a student or student organization that is violating policies such as protesting and blocking, say their gate to enforce the policy when the university administration doesn't enforce policy. that results in a hostile unsafe island campus ridges. >> 2 weeks ago, a pro palestine demonstration took place on campus, forcing police to evacuate attendees and and israeli speaker at that event. the statement from uc berkeley's vice chancellor says the school is trying to end protests that violate campus rules by using established protocols and only involving law enforcement as a

last resort. meanwhile, uc berkeley is under investigation by the u.s. department of education for possible discrimination tied to the ongoing conflict between israel and hamas. this investigation comes following allegations that the university violated title 6 of the civil rights act of 1964, which prohibits discrimination on the basis of race, color and national origin in programs and activities receiving federal financial assistance. it is unclear what event or events triggered this investigation. we've reached out to leaders uc berkeley for comment on this and have not yet heard back. let's take a peek outside the golden gate bridge on a monday night. folks using their wipers crossing the mighty golden gate because we're dealing with some rain and some snow up in the high country, lawrence. yeah, really coming down in the high country. their chain up on 80 again

and. >> well, here we go again. the last winter storm of the season is rolling on in. now we are seeing that snow falling now across the sierra nevada. this could be an issue if you're traveling up there in the next 24 36 hours, got to be careful. grab those chains. if you're going that direction are seeing that snow long, 50 up, an atc donner summit there. well, they're going to see a lot of snow across the high country. in fact, right through tuesday, going to see late winter storm kind of rolling on through snow levels down about 4500 feet. you can see 3, maybe 6 inches of snow above 5,000 feet. then you get across some of the higher peaks. we may be talking 8, maybe 10, it says of snow. so great news up there for our snowpack. not so much if you're trying to travel, expect some delays there, some chain controls and some gusty winds from time to time even at lake level. so here's the good news you're going to get through the snow tomorrow. but after that, we start to open things up wednesday and thursday are looking good. we're going to dry things out be able to go up there ski on some fresh powder out the door right now we've got increasing clouds

and that rain is spreading to the south tomorrow morning. showers giving way to some clearing by the middle of day. then high pressure takes over. we've gct a nice little spring like a break or rolling on in. but right now the raindrops popping up outside. so be prepared for that. low rain forecast, though, looks much more impressive thank you see that front going through. but then you start to see the circulation. that's a big dome of high pressure building its way off the coastline. that's going to slide on in as we head in toward wednesday and thursday. then we're basking in the sunshine. in fact, some of the warmest temperatures of the season, the 70's around much of the bay area, aaybe even some 70's in downtown san francisco with some offshore wind. so that takes right into the weekend, too. and what looks like a beautiful weekend as well. temperatures around the bay area tomorrow kind of transitional. you can see 50's and some 60's a little bit warmer in the south bay. as we look out over the next couple days, here we go. we're going to see maybe a lingering shower early tomorrow morning. then that's long gone. partly cloudy as we head toward wednesday, thursday, friday saturday. how about that with those temperatures as we head towards saint patrick's day

and yeah, i began do weather like that. yeah. why not? and then spring on monday and looks like the first day of spring, some of those temperatures up in the 70's spring fever. oh, man, i got it. and it's daylight longer now into the night. now we can get out there and enjoy and not worry about rain least this we've had plenty. yeah, thanks, lawrence. >> and sugar bowl up in the high country. the snowpack at the summit has reached nearly 15 feet. and as a result, the resort is now extending its ski season through april 28th celebrating this year's above average snow conditions. the resort is also offering discounted lift access. the exploratorium in san francisco has us covered for the solar eclipse today, folks there announced they'll be hosting a live viewing party at pier 12 in san francisco. live streaming from texas and mexico were. we'll see the full eclipse here in the bay. we will have a partial eclipse, the exploratorium also have snacks and hands-on

activities for the kiddos in the south bay, the earthquakes donated more than 100 soccer to a local elementary school. the quakes visited mckinley elementary in the san jose gave the students 160. mls all-star christian espinosa was there. he says this is a special moment for. >> iowa's been to devote this opportunity to for just doesn't it? yeah, i think that's already put out the into showed this moments with this cool down for the kids at the u.s.. but it's bishop the hubbell and they have the opportunity to play with with the ball and share with kids. >> the quakes also donated $15,000 to a nonprofit that inspires kids to lead healthy lives. >> next in sports, the warriors were trying to get back on track tonight in san antonio after what happened against the same team over the weekend. they got back on
