life sentence for the murders of his wife, laci and their unborn child. scott peterson back in court trying to prove his innocence. we have a live report. plus, small business owners in oakland are threatening not to pay their taxes until the city steps up and does more to protect them. and while spring might be just a week away, crews across the bay area are trying to clean up the mess left behind from those winter storms. >> station. he's calling for news 2. >> thank you for joining us here on kron. 4 news at 2. i'm justine waldman. over 20 years ago, scott peterson was convicted of killing his wife laci and their unborn son. today, the convicted killer appeared virtually in our redwood city courtroom as e new set of attorneys now want to prove that peterson is innocent kron. 4 s charles clifford joins us now live from redwood city with dethroug

the next few months as continue their investigation. inside a mateo county courtroom tuesday morning, scott peterson appeared via video conference. lawyers with the la innocence project. attorneys from the stanislaus county district attorney's office and members of the peterson family were also in the room in 2004 peterson was convicted of murdering his wife laci and their unborn son. connor in modesto, back in 2002 at the original trial, peterson was sentenced to death, but that was later changed to life in prison is currently serving out his sentence at mule creek state prison east of sacramento. peterson has maintained his innocence since lacey's disappearance earlier this year, the innocence project submitted multiple court filings requesting access to

the large amount of evidence that was gathered during the original investigation in its court filings, the innocence project suggested that someone other than peterson may have been responsible for laci's death. they also took issue with how the original case was handled and say that intense media attention during the investigation may have influenced the case among the items they're seeking to examine is any evidence related to a burned out van. it was found near the peterson home around the time of lisa's disappearance. they also want new dna testing done on blood found inside that van in court on tuesday, the judge scheduled 3 additional hearings to discuss the different aspects of the innocence, project's requests. scott peterson only spoke briefly to say that he prefers attending mid july. but for now in redwood city, charles clifford kron, 4 news. charles, thank you so much. earlier today during kron 4 news at noon, i spoke with

defense attorney michael cardoza who had previously worked on the spot scott peterson case. and i asked him >> about this possibility of some new dna evidence in the case. >> laci went missing. and on that day, there's a question of whether there was a taking place across the street. it the house of across the street and whether laci came upon the burglars and they took her in that and she left dna in that because of they find dna in that band of lacey's. that circumstantial evidence that's going to essence help scott peterson being men sleigh. and the question is that burglary happened on the day that she went missing. ortiz's happened the day after. >> cardoza also told me that the fact that the innocence project took on this case, quote, speaks volumes. and a reminder. make sure to have

just there. >> it's out of control as far as it gets, business owners are feeling they feel the pressure that they are not being protected. but the city of oakland and they paid so much taxes. i mean, there's taxes. i mean, uk will get even there county taxes that we pay per year. and plus, we losing all the insurance coverage. >> all this area who runs oakland, small merchant chamber of commerce tells kron 4 so far they have about 220 businesses who are behind this effort demanding change from officials and what they want to see a safer streets. >> we're paying. >> for services and we're not even getting the bare minimum from the city. >> eduard escobar with the coalition for community engagement says the city is not in tune with the real struggles of local businesses in oakland and how they're being impacted by crime. shop owners. >> is there trying to decide whether they want to stay in business because every day is

a a and basically like a roulette. they don't know from a business standpoint, of course, the business has dropped as far as the clientele coming into the shops. there's also, you know, extreme extreme concern about their safety and is is making a profit worth putting your life in jeopardy. >> in a statement from oakland city, mayor sheng thao in response, she says, quote, promoting a safer and more prosperous city is my top priority in oakland is making progress since the summer of 2023. oakland's business districts have experienced a reduction in most property crimes. we've had more police officers in my first year as mayor than we've had the last 2.5 years. we've restored foot traffic and motorcycle traffic units conducted focused operations with specialized units and expanded safety ambassador programs. >> now, so far, no businesses have withheld taxes. kron 4 reached out to the city to understand what the

consequences might be. if businesses do decide to go forward and not pay. reporting in the newsroom, tiffany justice kron 4. >> tiffany, thank you so much. some developing news now contra costa. fire crews say a hazmat situation that shut down part of martinez has now been cleared. fire officials tell us that 3 tankers were found abandoned on the side of the road friday on pacheco boulevard near how road and the martinez reservoir. 2 of them towed. one was left there. and today that last tanker started leaking causing a brief hazmat scare. authorities tested samples from inside that leaking taker and tell us that the fluid is not hazardous. it's still not clear exactly what was inside the tankers or why they were left there. a large oak tree crashed down onto power lines and damaged cars and blocked or roadway. this was late night here in lafayette. you can see the mess that was left behind there and now kron 4 sweep to call reports that pg e crews were trimming some of that trees. limbs just hours before it fell.

>> more than 100 year-old oak tree chopped up along springhill road in lafayette is really scary. yeah, it fell from a meetings as neighbors yard late monday night landing on 2 cars and busting through a fence. power lines came down to knocking electricity out in the neighborhood until around 6 o'clock tuesday morning was not a stormy night pg e was out trimming it. so really interesting that. >> that you need it. >> hold itself. happening the homeowner tells kron 4 pg and e was performing maintenance on the tree earlier in the day. removing limbs in jeopardy of falling onto power lines. it's unclear what led to its snapping off at its base. it fell and sounded at first like there's an earthquake once or twice a season. there's a a big tree. that falls is wonderful trees, >> they get too big and they get wet and they get heavy. and when they come down, it's up. it's huge. and >> and dangerous. xfinity

spent hours in the morning restoring services to its customers. the homeowner says they are insured but hopes to work with pga need to determine why the tree fell and have all of the damage caused repaired in a statement to kron 4 pg and e says, quote, the safety of our customers and the communities we serve is our most important responsibility pg and e's vegetation management contractor was in the area %pearly on monday march 11th to conduct minor pruning. we are currently investigating the cause of the tree failure. >> in lafayette, philippe djegal all kron. 4 >> let's talk about our forecast with a live look outside from our sutro tower camera and we can see it's kind of gray out there started off the morning with some rain. we'll see if it sticks around for the afternoon with meteorologist kyla grogan. hey there. yeah. we are still dealing with some of the clouds. you can see though, how the system has for the most part started to push past us. but we do need to still kick the clouds. and there is that slight chance of a shower out there. still a little bit of moisture still in the air. but for the most part, we're

certainly not seeing any of the more robust showers that came down. and we did quite a bit of valley got almost an inch of rain, 9 tenths of an inch just under half in canfield, in half. moon bay. very impressive over perform there at over 4 tenths of an inch san francisco over a quarter. so that was pretty impressive to oakland about just under 2 tenths in san jose and a lot of our kind of inner south bay and inner east baseball got a whole lot less than that. but we do still have some low clouds out there. certainly seeing a little sun breaking through in places today, but we're not quite done with this yet. just to show you futurecast, you can those clouds letting up in the next couple of hours as we get into our aftyrnoon commute. and then by this evening, we're actually looking pretty good. now we will have some clouds that roll in tomorrow. but we've got some really nice weather on the way. so highs today, obviously are expected to be in those low 60's inland and upper 50's around the bay. and that's about what we're seeing today. and we're going to see temperatures start to warm up a whole lot as we get later into the week. the other thing i'm keeping an eye on notice will get breezy right now. little onshore flow there about 20 miles per hour at

sfo. but tomorrow into thursday and friday morning, we've got quite a bit of wind coming our way, even to the level of part of our viewing area being in a wind advisory. i'll have more on that when i come back in just a bit. thank you so much. we're following another united airlines issue. this time. a flight headed to san francisco from sydney, australia. >> had to turn back because of a maintenance issue. the boeing triple 7 returned 2 hours into the 14 hour flight on monday, making an emergency landing in sydney. it's not exactly clear what this maintenance issue was, but the flight did land safely united says passengers were given overnight accommodations and then rebooked onto a new flight. and this is the same boeing plane model that we'll fall off last thursday while taking off from sfo. several cars were crushed by that falling wheel. here's video of the take off and you can see here when that wheel comes right off. this was a flight bound for japan that had to be diverted to los angeles where it landed safely. luckily no one was hurt by that falling wheel. the incident is being

the former special counsel today when best a good president biden's handling of classified documents. robert hur concluded that the president should not face criminal charges, but he did sharply criticize his memory and now democrats and republicans are trying to use the investigation to their advantage. this presidential election year. our washington correspondent jessi tenure has the latest. >> former special counsel robert hur is defending his investigation into president biden's handling of classified documents. partisan politics had no place whatsoever in my work, but reaction to hers work is split down party lines. democrats like california congressman adam schiff attacked her for calling president biden, quote, a sympathetic, well-meaning elderly man with a poor memory. you understood when you made that decision, didn't mister her? >> that you would ignite a political firestorm. the report about the relevance of the president's memory. >> wasn't necessary and accurate and fair. >> her did not recommend criminal charges against

president biden. republicans like new jersey congressman jeff andrew were quick to contrast hearst case with a separate case against former president donald trump who is facing criminal charges related to his handling of classified documents. example again of the justice department being weaponized against conservatives. first report detailed the differences between the 2 doj cases including how president biden fully cooperated with law enforcement. >> while trump did not, california democrat congresswoman zoe lofgren drew the same conclusion. it's clear that these cases are not the same. ohio republican congressman jim jordan. >> could not be convinced joe biden broke the law. but shortly after the hearing ended at a hastily called news conference, white house spokesperson ian sams got the last word. the president is innocent and that was the conclusion of this case in washington. i'm jessi tenure.

>> britain's princess kate is apologizing for, quote, confusion caused by her altering a family photo that released by the palace. so here's this image that everyone's been talking about of kate and her children that was supposed to calm some concern and speculation about the british royals health. but it really have the opposite effect. several news agencies that initially published this photo later pulled it over. concerns about digital manipulation. it was the first official photo of kate said she had abdominal surgery, a surgery nearly 2 months ago. and a post on social media, kate said, quote, like many amateur photographers, i do occasionally experiment with editing. in the east bay. police are investigating an attempted car theft at a shooting in san lorenzo. this happened monday morning on the 17,000 block of via magdalena, a resident confronted 2 suspects who were allegedly trying to steal their car. the suspect then opened fire on the victim before speeding off in a dark colored car. the

victim was not hurt. and police want to remind you that car thieves are usually armed and it's best to call 9-1-1 instead of trying to confront the thieves yourselves. in the north bay. a police chase ended in a car crash and police pursued those thieves who are accused of robbing a santa rosa dick's sporting goods. the photo here on the right of the screen is up. the merchandise police say was stolen on monday afternoon, law enforcement tried to stop the getaway car on highway 1, 1, but they say the suspect sped off and then they crash on the southbound lanes between cotati and petaluma. investigators say brandon owens, heaven henry and roi and rue junior are believed to be tied to other sports store thefts, including a dick's in the bay area worth over. $75,000. the governor's office has just announced that the chp has conducted a number of sting operations leading to 168 arrests. a 360 stolen cars being recovered in the east bay. they also recovered 16

linked guns since the surge in the chp presence was announced on february 14th. this was all part of a program between oakland and the chp in an attempt to solve crime. the governor's office is saying the chp will continue to have an expanded and visible force in oakland focused on deterring and responding to crime. there are currently 72 chp officers assigned to oakland in assisting in this role. it's all part of the governor's plan. his 10 point action plan to support oakland's efforts to improve street safety and beautification new protections for renters are on hold in concord. that's after the city clerk received a petition that could now put the issue on the ballot in november. this new ordinance had already been approved by the city council and was set to take effect next month. the changes would have capped annual rent increases at 3% for certain rental units that were built before 1995, but also have some added additional eviction protections for renters

opponents have argued that the cap on rent increase was just too low and now they have about a month to gather about 70,007 1000 signatures from concord voters. if opponents can do that, the measure will either need to be repealed by the city council are then placed on the november ballot. voters will get the final say on this matter. here's what it looks like outside right now in the city of san francisco. got to little layer of clouds. they're hanging around today. kyle us here. so we could check about a chat about what's going on into the abbey getting some sun breaking in. but now the clouds are kind you know, giving us a an indication that we're not quite done yet. if we take a look live out here at half, moon bay can see the clouds are there to. it was quite sunny. >> earlier today, so we do still have that slight chance of a shower. and we certainly are looking out for some clearing. it should start to happen as we work our way into the evening. we're going to see the wind pick up tomorrow. so get ready for that. particularly late in the day and then into thursday potentially friday morning and looking ahead, it is a gorgeous weekend for all of those wonderful festivities

for saint patrick's day that we have all the parades and things that are happening. so just to show you kind of the bigger picture here, this does move out. taking you into later this afternoon and then into the evening. but as we get into wednesday, notice that will have a few clouds to kind of start off our day. but by the afternoon and evening, we're going to get some beautiful clearing not just here, but all across the state. okay. now want to talk about the wind that's going to start happening. the setup here is we've got clockwise circulation around high pressure. we've got counter clockwise circulation around low pressure. you seen that many times. we're going to have what's called an inside slider. that low pressure kind of sliding to the inside there. and what that does is it sets up those 2 circulations to meet in the middle and drive some offshore wind. so that is why we're going to get those breezy conditions. will we get later into the day tomorrow? it's going to be offshore wind. this isn't something that we've seen for quite a while. and usually it's something i look out for during fire season. thankfully, we're not in that space right now. so i'm not as concerned, but this does dry us out and it does warm us up. and as you can see, we do have wind advisories, you know, good portion of the bay area, some

of our valleys and certainly many of our hills as well. and that starts at 10:00pm wednesday through 05:00pm. on thursday. we could see those gusts go upwards of, you know, 40 45 miles per hour. this is tonight. we're going to be breezy tonight, but it's an onshore flow. this is the offshore wind. you could start to see it driving there wednesday night. and those numbers really start going up and it really gets cooking in the overnight into thursday. so just be ready for that. make your plans. make sure that all the stuff on your patio is nice and secured after he kicked the wind. we're looking at a gorgeous and i do mean gorgeous weekend right through the beginning of next week. back to looks good. thank you so much. move over. coaching product trader joe's tote bags are now being listed for more than $100 online. and if you're not familiar this year. >> is that trader joe's many canvas tote it sells for 2.99 and it's pretty much sold out everywhere after the bags went viral on social media videos. so now people are turning to sites like e-bay so they can get their hands on one. the bags are listed in some cases, upwards of 100 bucks again.

the east bay has some of the worst cities to renton in the u.s.. according to usa today, home front. >> the cities are hayward, antioch, richmond and fairfield. they are amongst the worst because of the high rent prices and the amount of people burdened by rent. that's people who spend more than 30% of their income on a place to call home. it's also accounted for. they also accounted for crime rates with the city's ranging from 30 to 45 violent crimes per 1000 residents. however, santa clara ranked in the top 10 in the country for the best cities for renters. the study says that's because people living here have higher incomes and are not burdened by rent and has low crime

>> a crime in the design district is what we'll talk about now is some precious artwork was stolen from a beloved san francisco painter. thieves smashed their way into to a display room and then took off with the valuables. kron four's. also elgin sogomonian reports. the artists hope someone recognizes the items and turns them in. >> they just broke the glass and there was a handler, at least a low open. she could tell you the high-end kitchen and wardrobe showroom in san francisco just 5 months ago already, she says she's joined the list of small businesses have been burglarized on her block in the design district along division street on

february. 26th at around 03:00am. she says somebody smashed their way into her display room where she is housed colorful artwork by local painter named kate tova. >> and when i see her, are it so know it's so freeing. it's still a lot. but it's so. a gentle as well. it's all of those. at the same time. very much is like kate. she's a strong person. she's colorful. she's friendly. she's such a such a big heart. >> toby usually works of paintings, but recently she started hand painting luxury leather handbags, which were behind this glass case, too distraught to talk on camera. she tells kron 4 that 4 of those purses and 6 limited edition silk scarves were taken. tell you that more than $8,000, but the hours of work put into it is priceless. welcome to tell that to put her artwork up free of charge and wants to see the return to their rightful owner. the other stuff is easily replaceable. >> but kate's handbags in her scars. those are one of a kind pieces that she put a lot of

heart and energy into its not something that you can get back. low credits police and firefighters for their quick response and hopes whoever is behind the break-ins turn their life around, say she rather offer them a job and see them continue to resort to stealing. >> reporting in san francisco and most of the vote kron. 4 news. >> in the east bay, a woman is facing charges for a car theft were san pablo. police say she stole a car with the child? still inside of it. police say the car was stolen yesterday afternoon on california avenue. they say surveillance video showed the woman taking the car and richmond police say they found the child in the car unharmed near barrett avenue and hay street. police say the woman took the victim's phone from the car. they use the location of that phone to track the woman to oakland and officers say they saw 2 women get inside of a car on martin luther king avenue when they tried to stop it. they say the 2 took off and then after a short chase, the woman got out of the car and then ran east on first

street. they say they were only able to catch the driver. police say they confirm she was the woman in the surveillance video now booked her into the contra costa county jail on vehicle theft and kidnapping charges. in the north bay. investigators have not identified the mother and the child found dead last week in santa rosa. they are 54 year old, cynthia from and 10 year-old maximus monroy both found dead wednesday in their home on summerfield road. investigators are on the scene for more than 12 hours before they finally carried the bodies away. police say the final coroner's report is still pending. but at this time, they believe that the mother stabbed herself. the child's cause of death still being investigated. but they say that the boy did not have any visible injuries. 3 people from santa rosa, including a child were injured after their plane crashed in mendocino county. and we announced new images of the plane crash. so these are from the shelter cove fire department and authorities say the plane was

carrying 2 adults and a 2 year-old and it took off from an airport in humboldt county friday afternoon. it was headed for santa rosa when it lost power. 5 minutes after takeoff, the pilot tried to fix the problem, but the plane was too low to the ground. so they deployed the parachute, slowing the plane's descent. the plane then landed in some trees about 100 feet off the ground and then it fell. authorities say the victims then only suffered a few scratches. the crash is being investigated we're taking a look outside here in san francisco. some blue skies popping out now hear from behind a coit tower. meteorologist kyla grogan in the weather center with what's going on across the country. we're looking forward to some warm weather. looks like it's already warming up in the middle. there it is. and we're a week away from what's called astronomical spring. if you are in washington, d.c., today where it's 75 degrees right now, you might be forgiven for thinking that you already got there. >> definitely warming up. you can see where the cool air is, though. and as we take a look here at the storm tracker, 4.

>> picture you can see where the cold air here is going to be meeting some of that warm air and tomorrow we're expecting that right in the center of the country. we could see some severe thunderstorms that could have the potential to cause tornadoes. we very dramatic weather when cold and warm kind of come together and that's going to be happening tomorrow. meanwhile, we're going to get some clearing as we go through the night tonight. we're going to see that picture changed from clouds to more clear skies. that will be the story for us as we head through our evening. and then tomorrow, a few clouds to start the day. and then we're really going to start to see the wind pick up. so that's going to be next big story right now as we take a live look here at the golden gate bridge. you can see some those clouds still out there, but a few breaks as well. temperatures sitting pretty comfortably in the mid to upper 50's and low 60's across the bay area. san francisco right now about 56 degrees. but we are getting breezy. you can see 20 miles per hour right now at sfo and about 14 in half moon bay and oakland. this is onshore wind. but once we get into tomorrow are going to see that reverse and see more of a northerly flow that will drive the wind offshore. and that will start to warm us up and dry us out. so we're

going to notice a difference. but first, we're going to deal with the wind that will be wednesday into thursday. the other side of that, some really nice weather for the weekend. i'll be back with your seven-day forecast in just a bit. >> thank you. so after hours of discussion and public comment last night. the anaheim planning commission has voted in favor of proposal that could significantly expand disneyland. this nearly 2 billion dollar proposal includes adding high-tech immersive attractions to the park the size of the resort with stay the same. about 500 acres. but park officials want to install rides and entertainment options on a 50 acre plot that's currently being used as a parking lot. so important for us to take a look at this project because of what it can mean >> for tourism dollars that we can then use to invest in our neighborhoods. we know that when disney expands or invest in anaheim, we see revenue from tourism increase and ultimately more services to our residents and improving our neighborhoods.

>> the proposal must still be approved by the anaheim city council. sunday is viewing of the oscars brought in 4% more viewers than last year, making it a four-year audience high. it could be because this year ceremony started an hour earlier than usual, adding almost a whole hour earlier than in years past. so the oscars have already been on a pretty steady decline for the past decade. scoring more than 43 million viewers and 2014 and by 2020 that audience was nearly half with a over 23 million people tuning in the pandemic then accelerated that decline. but now it seems as if the oscars are on track to reach, if not exceed pre-pandemic levels. roku says it was hacked and some users were charged for streaming subscriptions. they did not authorize the data breach affected thousands of users and it was. credential suffering stuffing attack, which means that the bad guys found users names and

passwords leaked online and then tried for roku accounts. they locked in and immediately tried to buy subscriptions using r-kan payment information. so if you got a password reset email from roku. you probably were affected by this. the company says users should check their subscriptions and link devices for anything that they don't recognize. 23 in me is facing a class action lawsuit in san francisco's federal court for its security protocols and response to a hacking attack last year in that attack. last april, hackers collected sensitive information on 7 million users. they targeted people of austin jewish and chinese descent. and according to this lawsuit, the company knew this but said nothing in till october. the lawsuit goes on to say that hacker sold the data of these customers on the dark web. and so many now fear for their safety. 23 me says they notified all customers what happened required all

>> oakland animal services dedicates its time to caring for animals in the hopes of finding forever homes. but currently director and done has a crisis on our hands. our >> is the most. we've gotten over 15 years. the shelters intake is receiving at least 12 dogs a day, nearly 350 a month. >> according to dunn, a big reason for the increase is that dog owners can't afford to keep their pets. we're seeing, you know, a huge increase in the number of people that are losing their housing since the eviction moratorium ended of people that are choosing between getting housten and having their pets. it's a problem at other animal shelters in the bay area as well as that. animal care and control receives a lot of dogs that are surrendered from their owners because of economic hardships. >> another big problem there is that animals are taken from their owners because of things like animal cruelty allegations, not adoptable, but taking up space at the shelter during pending litigation. dunn says when shelters are full, the probability of dogs having to

be euthanized increases. our reality with this situation is that we are contemplating euthanizing for space. i always want to be really clear what we're talking about that we're talking about dogs that are adoptable. we're talking about great odds. it's not anything that we want to be doing. that's why oakland animal services is extending their hours this week, wednesday through sunday, a spring into action. push for adoption, especially on thursday when the shelter will stay open until midnight that we are hoping that people come out in a big we will have nots makers. you know, again, we just really try to make it easy. >> to to adopt a great dog. >> house conference, bob reporting for us. in addition to extending hours this week, oakland animal services is also creating some incentives to adopt by waiving all adoption fees for big dogs. also the oakland animal services needs your help right now due to an unusually warm winter. they're seeing an early kitten season. and as a

some clearing as we get into tonight, though. >> and certainly the bulk of everything has moved away from us as far as any rain is concerned. there's just a slight chance of maybe a few sprinkles that are out there. also wanted to mention that the winter weather advisory has been dropped for the sierra now. so they are also starting to move past this and just to show you future cast again, a few pops on the radar. but by the time we get to about 5.36, o'clock, we should actually start to see some clearing. and that should hold for us as we not not only get through tonight, but there's your wednesday with a few clouds and then really nice throughout wednesday. and the sunshine will be with us for several days. we are a little breezy, as i mentioned, it's about 20 miles per hour at sfo. 16 out of point raise. this is onshore wind. so we're going to see a offshore wind events set up as we get into tomorrow afternoon. and as you can see, it's pretty pervasive, right? so not along the peninsula and along the bay side, the bayshore areas that are kind of facing the water, but certainly everywhere else. and we're talking about gusts potentially up to about 45 miles per hour from about 5 o'clock on wednesday, all the way through to 11:00am on friday for some of the higher elevations to show you this.
