>> on morning team. >> morning and thanks for waking up with us. you're going to notice just a little when nothing else. plenty of sunshine. it's going to be a great thursday. i'm darya and i'm james. fact, let's start. they are with a check of that weather outlook for this thursday. john, good morning. and good morning to you. we are definitely looking at a windy one today. in fact, the windiest one of this forecast today, we've already seen gusts higher than 50 miles per hour, especially in our north bay mountains, on our bridges out to the delta. we're looking out there at your view from mount tam right here, which is just a wobble in around that camera is with those strong winds. the sierra nevada will have strongest winds today. high wind warning up there and gusts as high as 90 miles per hour. well, wind advisories in that peach color for the north bay inland east bay and the santa cruz mountains all the way through 11:00am tomorrow where winds right now atlas peak 50 miles per hour. regular gusts, vacaville, half moon bay as well as danville. some of our

other notably windy areas right now. but it is affecting areas all the way down to the bay shore. we'll continue into the afternoon evening tonight and early tomorrow before coming down just in time for the weekend. at least we've got to come weekend. look forward to temperatures are anywhere from the upper 50's to low 60's for most areas. generally a very mild feel outside if it wasn't for the winds and the picture. perfect. i'll be talking more about when we can see some calmer conditions are really nice weekend ahead of us. also ahead, back to you. thank you, john. all right. in the east ba4, investigators now need your help. finding a man who robbed a postal carrier of their keys out in oakland was all caught on video converse. dan thorn has more. >> screams coming after a letter carrier was robbed at gunpoint in oakland, video from the u.s. postal inspection. service shows the crime happening in the afternoon of bark sackett. it's one of many letter carrier related crimes in the

bay area over the last year. at this point across the country. i think all that it bears are going to work every day wondering if this is the day they're going to get robbed u.s. postal inspector matt norfleet says the recent number of threats and attacks on mail carriers has gone up dramatically. >> according to data obtained by the associated press, u.s. postal carrier, robberies climbed above 640 in 2023. more than 60 of those resulted in injury. was something that was >> almost unheard of few years ago before the pandemic. now it's a constant threat. a letter carriers not just here in the bay area, but it everywhere across the country in response to the crimes, lawmakers in congress have put forth a bipartisan protect our letter carriers act. >> the legislation would accelerate the replacement of mailbox keys with digital locks, boost prosecutions and review sentencing guidelines. norfleet says people should keep an eye out for their neighborhood mail carrier and always report anything

suspicious. also for those looking to commit these crimes, norfleet has a message that this is not a crime, smart committee. it's needlessly violent and it's making letter carriers here just going out delivering people their mail, which they need. usps is offering $150,000 reward for this man's arrest and conviction in oakland, dan thorn kron. 4 news. >> and not only is that going on. the police in oakland are warning of a spike in smash-and-grab robberies that are happening when people are just sitting in their cars. so you're in the driver's seat and, you know, high, sometimes you might put a person or something next to you. if the passenger seats empty. well, people are smashing the window of the passenger seat. well, while you're in the car and then they grab what's there and leave. police are going to special additional officers. parts of the city where this has been happening. more and more. they say overall robberies have increased 32% in oakland compared to this time last year. new this morning, a pedestrian was

struck and killed on to 80 in daly city. it happened at 4.30 this morning near the jon daly boulevard. on-ramp going northbound. there was a crash and that's where they found a pedestrian lying in front of the car and died at the scene. we don't know about the driver involved at all. that's something that just happened this morning. >> in the east bay berkeley, firefighters are responding to a fire in the hills right near the uc berkeley campus this morning and alert went out to students that this fire was burning in the hills east of campus. the alert was issued about 8.15, this morning. no uc berkeley buildings are threatened by that fire. but students were warned they may see smoke in the area. and obviously with today being as windy as it is, that is a concern for firefighters. happening tonight. the bay area law firm is hosting a town hall meeting to discuss recent flaring and chemical releases out at the martinez refinery. the firm has been helping residents there that have harmed by the chemicals. the meeting is set to take place at 6 o'clock tonight. it

complaints from muslim students after a professor without warning without any notification showed a drawing of the prophet mohammed. why is that offensive? well, in the muslim community and culture is showing a depiction of muhammad is considered offensive their complaints to her. she investigated. and according to bureau lays, she says that the university professor and vice chancellor told her >> that the professor was protected by academic freedom and halt the investigation. she was hired 3 years ago. >> to look at title 9, which is a federal law banning discrimination and also looks into harassment and misconduct. and she said 3 years ago when she started the job, there are hundreds of cases that were never looked into. the university told her not to look into them because it would bring unwanted exposure to the university. so take a look at your screen. we reached out to san francisco

>> well happening in just a couple of minutes. the alameda county board of supervisors is set to meet with the a's once again to discuss a lease extension at the coliseum for they moved to las vegas conference. michael thomas is in the newsroom with the latest. >> hey, good morning, everyone. that's right. they are trying to figure out a plan. and alameda county% officials tell kron four's dan kerman that today's meeting could lead to 3 more years of the a's. staying in oakland or at least until the team figures out a new stadium in las vegas. and as for the sale of the coliseum will that's still up in the air. the meeting is set to happen at 10, 30 this morning and will include oakland. mayor sheng tells chief of staff councilmember rebecca kaplan, alameda county supervisor david hubert and officials from the oakland a's. the last meeting regarding the team's lease and the sale of the coliseum is said to have went well. right now the team is considering signing a three-year lease extension. however, the city of oakland is suggesting that in return for that extension that the team leave behind its branding and logo when it does

officially leave. it also wants the team to play an active role when it comes to the mlb, bringing an expansion team to the city when it comes to the sale of the team. excuse me of the coliseum. will alameda county officials want the team to sell its half to the african american sports county of alameda is due in april, though, the actual title may not be handed over. and that's because there's an ongoing dispute and legal battle between the county of alameda and the communities for a better environment. so as we get more information regarding today's meeting and how it went, if they lease extension is signed or if a deal for the sale of the coliseum is made. we'll keep you updated in the newsroom. michael thomas kron, 4 news. >> it's 10. 0, 9, in the south bay. san jose mayor matt mahan is urging support for a new

city budget that he says will prioritize homelessness and crime. he says that the budget has included in it money for safe, sleeping sites for the unhoused police recruitment. more technology for safer neighborhoods and cleans up the city from illegal dumping and graffiti. >> there's so many things we wanted it. what we put in this budget the time when we're facing a shortfall. but the things that our community knows that we need to do to continue improving our collective quality of life. and create greater opportunity for future generations. >> the city council votes on the mayor's plan next week. and if approved, the city manager will then move on with an operating budget. >> it's 10, 10 and still no date on what we're going to get these gorgeous lights back on the bay bridge. remember, they put him in like 10 years ago. we had a good run. >> but then the nonprofit called the lumen 8, which created them. they took him

13 is the time and some oakland kids got paid to design the suits for marvel's new video game for playstation. >> they were given a chance to work on super spiderman to through a nonprofit that's been helping underserved communities get into the tech sector through gaming the crawfords lcec ammonium spoke with its founder. first game. probably something on the atari. 2600 like i think the earliest game i remember playing with come that. over a friend of mine's house. remember, it was like the most amazing thing i've ever seen. >> damon packwood grew up in san francisco and in the early 2, thousands realize the need

>> we are back 10. 24 is the time and just into the kron 4 news room, police activity now reportedly shutting down 2 roads near gilroy city hall. >> police issued an alert at 8 o'clock this morning asked people to avoid the area. they're conducting an investigation around west 7th and rosanna streets. they haven't said what exactly it is they're investigating or how long the streets will be closed before following the story. we'll update you as soon as find out. happening today, we have hundreds of security screeners rallying this afternoon at sfo because they say their paychecks have been coming up short. they filed a complaint with the department of labor claiming their employer covenant aviation is withholding a pay raise that the tsa mandated last year workers claim their employers refusing refusing to

pay them at the new rate. today's rally is set for 01:00pm out of terminal 3. >> thank god that didn't yesterday. might win as have that huge demonstration. that would have been a mask. 10. 25 right now in 2 people have been arrested for stealing about $6,000 worth of merchandise from ulta beauty in brentwood. and if happened on monday afternoon at the brentwood plaza and police arrested these 2 people. oakland resident andrea glasser and pittsburgh resident sarah townsend in hercules and they say the 2 admitted to selling the stolen merchandise in oakland and san francisco 10. 25 is the time and police in redwood city arrested a 17 year-old high school student for bringing this gun to school. the police found the gun in the teenager's waist band and then he tried to run away from the police at the school on tuesday. they also then went to his home in east palo alto where they found ammunition and the teenager was booked on multiple felony charges.

>> right where i was standing. there's bullet holes here and the first one hit right at my head level and honorably discharged sergeant u.s. marines hawker slipped on his front door steps in san lorenzo which may have saved his he says at least one of the weapons the suspects fired was an ak. 47 directed at his head. >> fortunately they missed, but the bullets penetrated his walls and came close to his wife and 2 young sleeping daughters after. >> they missed me. they unleashed. >> havoc on my car. my house, the front window. >> and >> it was just complete chaos. hawkers says he went back inside the home when he heard the suspect's car leave and he retrieved his legally owned firearms to protect the whole way in case the attempted to come inside the car made another passed by the house to pick up one of the gunman, hawkers dodge charger was shot up and so was his wife's car.

vehicle that led to a brief chase on highway 24 lafayette, towards oakland. and then the suspects got away. a rideshare driver faces a hate crime charge for punching a rider in the face. according to the indictment, the driver was called to pick somebody up at sfo. and when they got there, they asked if the passenger was jewish or israeli and then in a punching the passenger in the face, the driver faces up to 10 years in prison if convicted. >> well, thousands of city employees in san francisco calling on the city now to fix what they say is an urgent staffing crisis. employees represented by several labor unions gathered last night at an event called the strike school. the representatives there say the purpose of the gathering is to make sure that their members know their rights and are prepared for a possible strike. they say the

city's negligence has led now to more than 2700 jobs being fake and that need to be filled. >> me myself. it took 600 calendar days actually get hired and promoted their to civil service process. and so the city needs to fix to hide process. they need to staff up and they need to stop sending money. 2 outside contracts and on city workers. >> well, the strike school is just one step towards a possible walkout at this point. just to be clear, we don't know when a strike might happen, but we do know that a majority of the union contracts are set to expire in june. more developing news now. the fight over berkeley's people's park has a date now with the california supreme court over plans for cal to build student housing on that historic site. so construction was stopped before it could even start because of protests and legal battles from neighbors and homeless advocates and environmentalists. since then, officials blocked off access to the park with shipping containers. the state's highest court announced this
