>> now from the area's local news station. this is kron. 4 news at 3. >> thank you for joining us here on kron. 4 news at 3. i'm justine waldman. we're going to start with some new details this afternoon from a shooting that hurt for sonoma county. deputies officials have just

released the 9-1-1, audio and the body camera video. we do want to warn you before you play it, some might find the details from the video disturbing. >> yes, i would have got to come for are trading desk. you've like a ripe for from them. >> authorities say on march 4th, the suspect. 53 year-old jose cervantes showed up that the loss and adult or a restaurant and nightclub stony point road. and todd rhodes after being kicked out the night before. cervantes was they say was carrying a rifle and allegedly threatened to shoot people there. and when deputies arrived, cervantes ran off. he didn't make it that far, though. they say he then pulled into a parking lot on todd and standish roads and that's when the investigation shows he started to shoot at the deputies. so after firing

several times, they say he got back into his car and drove back to the restaurant. he ended up getting shot, though and crashing his car and did not survive. officials say servant died due to blunt force trauma likely because of the crash. the cause of death, though, is still pending. and during the crossfire, therefore, deputies were hurt. 3 are recovering now at home. the 4th deputy suffered a head injury and is still in the hospital. we have learned that the deputy was hit by a patrol car. also new now at 3 o'clock and member of the boogaloo boys has now been sentenced to life in federal prison for the murder and attempted murder of 2 oakland security guards from 2020 robert justice junior was convicted of murder and attempted murder last year, according to prosecutors, justice was the driver of the car in which steven carrillo fired the gunshots that killed the protected services officer david underwood and the attempted murder of a second federal officer in a drive-by shooting carrillo was sentenced to 41 years in

prison in 2022, both justice and carrillo are followers of the so-called boogaloo movement. it's a loosely organized anti-government group that believed a second u.s. civil war. what's coming? alameda county election officials say they will have to count by hand. the signatures submitted petition to recall district attorney pamela price. the county registrars of voters is now saying the results of a random sampling of signatures submitted last week were not enough to determine whether the signature threshold was met. the recall effort requires about 73,000 signatures to qualify. organizers of the recall effort say they have submitted more than 123,000 signatures. so the group behind the effort to recall prices called save alameda for everyone. it has now issued a statement saying they remain confident they have they're required signatures to make this recall official. the statement reads in part here, we launched a

grassroots effort to reclaim public safety on behalf of the people. the alameda county. we welcome the hand count of more than 120,000 signatures. we submitted ensuring the integrity of the elections process in this way. it further protects the recall petition from gathering. any legal challenges. and oakland, business owner and chef of say he's just had enough after burglars smashed through his eatery overnight. here's a look at some of the damage they've had to deal with. this happened right in the heart of downtown this. they are now saying is the 3rd break-in there in 3 years. and the owner tells kron 4 sweep to call. he is now exploring options to leave oakland. >> 3 years ago when sheffey money, grier opened his plant-based rice bowl shop roasted and raw. he envisioned a long-running downtown oakland, but 3 burglaries later he is considering a new city. i think this is of a kind of a nail in the coffin or we do want to kind of maybe

explore other. >> other areas shattered glass, a familiar sight in the area. greer says burglars broke into the eatery early friday morning and stole money. the losses less than the cost to repair the damage because he no longer leaves much inside the business. overnight, you can keep cash on hand. >> you can keep the safe and office they jam this time. they they completely jammed and open the office door. so they only got away with petty cash says in the drawer. earlier this week, more than 200 business owners in oakland shared their intent to boycott paying their taxes. if the city does not fix the problem. >> the city council by saying taxes pay for essential public services like police officers and 9-1-1, dispatchers. and that recently bolstering both positions has led to improve response times and a decrease in property crimes. still, greer says he can only take so much she car break-ins outside really drives away tourism. the drives away. even customers of mind for my pop

you to san jose. a spot where not only is it sunny, but the wind has started to calm down there. they're having just a beautiful day. >> wind is still definitely popping in places. half moon bay still in the teens had up to the north bay, though you can see santa rosa still has that offshore flow there that north north of direction of wind at about 22 miles per hour or so, still quite breezy in spots. but we will start to see that relented to get to the evening. they're slow to the wind warning in the sierra until 5 o'clock. and it's a lot of county. we do still have wind advisory there until 5 o'clock as well. but having said that, the rest of the north bay, while out of the advisory, it's still hanging on to that wind's. let me show you how this plays out the next few hours because you can see it's starting to come down. that's about 5.45? be looking much better in the peninsula and in the east bay in the south bay at that point. but the north bay, you're going to hang on to a just a little longer as we get into the evening. and then finally, you will start to see that wind completely let go as well and temperature wise. we are in the north bay may be dealing with more wind, but we're also the warmest spot in the pay. really? 75 degrees there. and in san jose. so a

south bay and north bay, edward, pretty nice over in hayward right now. we just popped up to 76 degrees. so that now is my highest temperature on the map. having said that, downtown san francisco just hit 70. so obviously we are well on our way to above average day here tonight, we're going to see those clear skies, calmer wind across the bay area and temperatures will be relatively mild. i'll be back in a little bit. we'll talk more about your weekend. back to you. alright changes could soon be coming to the richmond. sandra fell bridge that would limit access to the bike lane. >> kron 4 charles clifford has details. >> for the past 4 years, bicyclists and pedestrians have been able to cross over the upper deck of the richmond. sandra fell bridge east and west. 24 hours a day. but this spring that arrangement could see a change. the metropolitan transportation commission says that in may, they along with caltrans, will make a recommendation to the san francisco bay conservation and development commission or bcdc. >> to only allow cyclists and pedestrians to use this path

on weekends friday, saturday and sunday, the rest of the week, the barrier currently in place would be moved over in the path would become a roadway shoulder. the ntc says that there are just not enough people using the bike lane during the week to justify keeping it in place. 24 7, the idea is. >> that by making the path available friday saturday, sunday. it will help those folks they want to get out there and ride the bridge, particularly on the weekend and a and buy using that space is a shoulder monday through thursday. it will make things just a little bit easier. a little bit easier for the folks who drive through the corridor and you're dealing with peak period cong stion. >> on friday, cyclists crossing the bridge were not excited about the possibility of only having limited access to the path. well, i'm not happy with it. legal and fishman right over the bridge a few times a week. you know, choose to come down middle of the week, its recreation for us. it's a way to get out. get or into the bay loop. not i'm

not happy to see it happen. the installation of the bike path was a four-year pilot. project commissioned by the bcdc that ended last november. the results of that project are expected to be released later this summer. at this point, it's not clear if the bcdc will accept the mtc recommendation to change the bike path. but for now in the north bay, charles clifford kron, 4 news. >> coming up here, algae in lake merritt is causing the water change color. what it means for visitors and wildlife there this weekend. also, speed cameras are going to be going up in locations identified as high crash sites in 3 bay area. cities. the fines will have to pay if you're caught speeding. plus, a portion of 6 ad in the east bay is going to fully close starting tonight and remain closed throughout the weekend. we'll tell you the best ways to get around when we come back.

>> punishments have announced for dozens of protesters who blocked the bay bridge november to call for a cease-fire in gaza. a san francisco judge has now ordered 78 demonstrators to perform 5 hours of community service. attorneys for the protesters are saying they have agreed to pay more than $4,000 in total restitution to avoid criminal charges. that's about $57 for each person being punished and that money will be given to people who needed to be evacuated from the bridge during the protest.

petaluma police are looking for these 2 men right now. they say that they stole $1500 worth of stuff from friedman's home improvement center. it happened around 6 wednesday night. the suspects left before police arrived. so if you recognize these either of these 2 people call petaluma police and marin county search and rescue crews saved a horse from a muddy ditch. so this happened in nevada when crews had to use some heavy machinery to rescue the animal. the horse was unharmed and then reunited with its owner. taking a live look outside right now across the bay. a beautiful day. beautiful blue skies out there. we've got saint patrick's day this weekend. so we're feeling lucky was such a gorgeous forecast. cuyler in green and i you i can't wear green because of the green screen. we have another show. so at least you know, she's wearing the green representing i appreciate it.

>> a blue skies are out there. what a day. what a weekend. what a time to be alive. i tell you just nice out there. 73 and oakland right now. my goodness. 75 in san jose. so many numbers to call if you're livermore 70 degrees. 72 in concord, santa rosa. 75 and even half moon bay, 70 degrees. that's pretty nice. it's all about that offshore wind drives that warm air right towards the coast. and you can see we are still quite breezy out there, particularly up in the north bay. so we're going to see this get better as we move through our afternoon. just use app as an example by north bay spots. it's been very breezy. this is you over the next few hours where the sustained winds are going to start to go down and then tomorrow we're going to be in the calm club. you can see right there. i know some people are ready to kick the wind. i am, too. it's a little bit much but that is going to happen as we see that high and low pressure, certain move apart from each other. it reduces that when degree and and brings us back to a space where we're just enjoying those blue skies. you can see where all the drama is from that low pressure system. now

in parts of las vegas getting rain, utah, arizona, there's even some snow up on the peaks there. so that's where that is. and we are basking in the glorious sunshine. it's nice and it's going to be nice for your weekend. you've got plans to go to dublin, to see all the activities there in the parade going to san francisco for the parade. it's going to be lovely upper 60's, low 70's around the bay this weekend. you should have no problems with any outdoor activities. so we've already become very lucky on our saint patrick's day weekend with this weather. here's a look at your extended forecast. a whole lot of sunshine for you as we roll through the weekend. we're going to keep that even as we get into monday, we could you know, inland temperatures again, looking to get into the 70's will kind of come back to earth on tuesday. as we start our official start of spring and then we're looking out for a shot of rain. it looks like thursday night into friday and also a little sierra snow. so i come back, we'll talk a little bit about that and also give my skiers their forecast for the weekend. if you're headed out to the sierra sounds great. thank you so much. a traffic alert for east bay drivers. caltrans is now

closing 9 miles of southbound 6.80, pleasanton this weekend. >> this is for a paving project that was supposed to happen in january, but it got delayed because of rain. so from 9 o'clock tonight, until 4 o'clock monday morning, 6.80, will be closed between the 5.80, and 6, 80 connector in pleasanton all the way to state route 84 in seminole. and while this closure will impact drivers this weekend, they say it's going to reduce the number of nightly closures that they would have to do and allow caltrans to finish this project sooner. >> case for trump 3 months white house reporters, we can and also moving the project that year. so it will be done in this area this spring and summer next year. >> this is the south end of the project. caltrans will have another closure when they begin the north end in about 2 months, of course. well, keep you updated about that. we also maps and more information on this closure on our website. kron 4 dot com.

bart's red line between richmond and millbrae will not be running this weekend. crews will be replacing track equipment near the richmond station. free buses will connect travelers between the richmond el serino stations. but it will take a little bit longer. so give yourself some extra time. bay area. environmental groups are saying they plan on to file a lawsuit against the san francisco public utilities commission over sewage that goes into the bay during heavy rainstorms. according to this organization, san francisco baykeeper 72 million gallons of sewage is discharged into the bay every year. they say that the sewage contains bacteria, viruses, chemicals and trash. they claim the city is violating the clean water act. they say the city of san francisco has a combined system. the treats both sewage and storm water at the same time, that's different from what other california coastal cities do. and now the public utilities commission is saying this discharge was authorized by the environmental

protection agency and that the system is designed to prevent trash from escaping into the bay. and now to the south bay where the director of the santa clara county valley water board has been stripped of her roles and assignments for misconduct. the board voted yesterday to center rebecca eisenberg for discriminatory harassment, abuse of conduct and improper direction to staff. independent investigation substantiate that those allegations eisenberg is also required to attend anti-discrimination training after reports allege that she harassed staff based on race, age and national origin. the ceo of valley water claims eisenberg took 2000 pages from the investigative report and now she is ordered to return them. the city of oakland has lifted advisory for lake merritt after the water turned red there from minor algae bloom. the lakers from lake tech. that's the organization responsible 4 found in the lake that prevents algae tells

us here at kron 4 that a mix of things like nutrient runoff and wastewater from treatment plants typically causes algae growth. adding that a bloom could likely come back depending on how big it gets. depends on how big of an issue it could be. >> from time to time, different conditions, whether that's climate or weather water quality can lead to them to grow rapidly, get out of control. and that's when we call that a bloom. and the reason that's a problem is when they grow to that extent, they will eventually start to die off. and when that happens, we have a rapid depletion of oxygen in the water and that often lead to fish kills. >> kershaw also saying following this year's wet winter water, teoff. and when t

development and this partnership is seen as a way to catch up. target is rolling out some changes to its south checkout lanes starting on sunday. they will be converted into express lanes for customers with 10 items or fewer targeted, tried out this idea last year, 200 stores and they say that the self checkout was twice as fast at those stores. so it's perfect for people looking for a quick target run anyone with more than time on will have to head, though, to a cash register. and there's another mega millions drawing tonight. the jackpot is now 815 million dollars after no tickets matched all the winning numbers on tuesday. the winner of tonight's drawing could get a cash prize of 385 million dollars. this jackpot has been growing since the last winning ticket was sold in december. your odds of winning one 302 million. and if you don't want that prize, you could try your luck at the powerball. that drawing is tomorrow

>> new video showing us a pair of thieves in action in solano county. a 15 year-old has been arrested for his part in stealing a car. this burglary taking place in vacaville last week. police say that the teenager was tracked down in monterey county and when he was arrested, police say they found a loaded gun on him. so now this teenager has been booked on robbery and gun charges. the stolen car in this video was found in vallejo and police still have not found the second suspect seen here in the video. speed cameras will soon become a reality. and 3 bay area cities kron four's terisa stasio has more now on the plans. how this program is going to work and what drivers will have to pay if they're caught with these new cameras. >> a four-year-old girl in a stroller killed when a driver hit her at this intersection at king in san francisco, a beloved teacher fatally struck

walking to school. just 2 recent pedestrian fatalities on the streets in san francisco. >> the more we can slow vehicles down, even if it's just by a mile per hour or 2, the higher the chance of surviving shannon hagens with sfmta. the agency is moving to install. 33 cameras in critical corridors. >> throughout san francisco in the next few months, it is part of a pilot program funded with the passage of ab 6.45. signed by the governor last fall. >> so san francisco is joint with oakland and san jose. up here in northern california and in southern california, there are 3 cities. unsafe speed is one of the most common factors in crashes that result in injuries or death in the event of a crash between a car, a pedestrian or cyclist, vehicle speed will largely determine the survivability of the crash. a person hit by a car traveling 40 miles per hour is 8 times more likely to

rallies to draw attention to how speed can kill people's neighborhoods that these cameras even going to be. and to really tell drivers that know you're in a neighborhood. it's not a case being. the program is expected to go online by this time next year. warning notices will be sent in the first 2 months of operations for those offenders. speeding 11 miles over the limit then finds will be sent to those speeding vehicles. we would be very happy if this program earned no revenue. >> what we're trying to do is change behavior to recess. stasio kron. 4 news. an east oakland nonprofit shut down its services after an out of control driver crashed their car into the organization's building and the damage >> is likely to cost thousands of dollars to repair the group will use is this building is called homies empowerment. it provides food and clothing to those in need. this is now the second time the nonprofit has has had to deal with reckless drivers smashing into their

building in 2022. and out of control street racer struck the building, forcing them to stop much-needed services for months. one of the charities organizers now saying they need help from the community and the city. >> it is very that heartbreaking that here we are o for 2 years. we're at this again. kind of upsetting because we have reached out to the city. we have reached out to see if we can get some type of barriers in the front of the facility. yet nothing has done. >> the organization says the driver who crashed into the building took off from the scene. they're hoping the city can step up and help put some sort of barrier there to protect the building. kron 4 is your local election headquarters and it's a very tight race for the reigning spot on the november ballot for california 16th congressional district for the first time since the polls closed more than a week ago. assemblymember evan low is

leading the race for second place. passing santa clara county supervisor joe simeone with the latest batch of ballots just released. it's still, though, too close to call low leads by just 59 votes. former san jose mayor sam liccardo has already secured his spot in the race to fill the seat previously held by reza representative anna eshoo. a special prosecutor who had a romantic relationship with the fulton county district attorney fani willis has now withdrawn from the georgia election interference case against former president donald trump. a judge would ruled willis or the special prosecutor, nathan wade had to leave the case in order for it to move forward. wade's role in the prosecution had come under fire since an attorney representing one of trump's co-defendants alleged ed wade and willis were involved in an inappropriate relationship that resulted in willis prop profiting improperly from the prosecution. some terrifying

video now to show you this is from the ohio, just the northwest part of the state there. this is a tornado forming there in a rural area. >> at least 3 people were killed in logan county after a series of twisters hit the region. dozens of people have been hurt in both ohio and indiana and parts of some towns have been destroyed. thousands of residents have been left without power. and as you can see, the damage here is extensive. 2 tornadoes ripped through indiana and 5 in ohio. and kyla is now tracking where that storm went and how it got so powerful. yeah, you know, i mean, the thing is we talked earlier this week about how we had such warm temperatures in this part of the country and basically what happened is as a clash with cold air when those 2 air masses meet. >> sadly, you get this horrible weather now. happy to report that where this happened, which is the western side of ohio that at leads towards indiana, they're now looking at much calmer weather. however, today there is still severe threat. and you can see those little yellow boxes are. those are severe thunderstorm warnings,

meaning that these are thunderstorms capable of producing the kind of weather. we could see tornadoes if they were to get into a worst condition and they stretch all the way back from texas right now all the way over to georgia. and you see that kind of very juiced up line of storms right there. so this is dangerous weather and something to keep an eye on. meanwhile, back in the bay area, we've had a glorious day here with blue skies are taking a live look out of half moon bay. lot of people already getting the party started for the weekend early. you can see they've got there little beach tent up and they're having a good old time. and it's a great place to be today because despite the wind, you know, we're up to 70 degrees at half moon bay. we're going to see similar temperatures as we head across the weekend. a little bit cooler as we start to see that wind turn more to an onshore flow as opposed to offshore. it's going to drive that warm air towards the coast. we're going to see the high low pressure starts to spaced apart a little bit and that will get things calm down. but notice there's some low pressure lurking out there. want to take a look at the big picture really quickly to show you that high pressure protects us right through the weekend. there's your saturday. there's your sunday, even your monday looking very

sunny. but later in the week, we do have a chance of rain, as you can see as we get into wednesday, some clouds moving in and then late thursday into friday. that's when the chance for a little sierra snow, a little bay area. rain will come our way. i'll be back in a little bit. we'll talk more about that. your standard forecast. all right. secretary of state antony blinken is tackling an issue that hits really close to home here in the bay area. blinken is calling on other nations to step up and helped the u.s. fight. the fentanyl crisis. >> our reshad hudson spoke one-on-one with the secretary about his efforts. >> secretary of state antony blinken is used to dealing with problems on the world stage, but now he is turning his attention to the fentanyl crisis here at home. every city, every state has been affected by the opioid crisis thursday. blinken travel to vienna for the annual meeting of the un commission on narcotic drugs. he is calling on other countries to do more to stop the trafficking of fentanyl and other synthetic

drugs. this an international problem, not a domestic problem. >> blinken says most of the fit in all killing americans is coming from china. he says president biden has been forceful and getting china to crack down on making the deadly china has put out the regulations telling its companies that they can't involved in this in the strait. >> it has actually taken down companies that are still many congressional republicans blame the biden administration for the huge amounts of fentanyl coming into the u.s. west virginia republican senator shelley moore capito believes this is a campaign weakness for president biden. he's weak because people don't think he's done enough. >> to stop the fentanyl trafficking and they're right. he has not. >> ohio democratic senator sherrod brown says he has a bill that will help stop the illegal drugs from coming into the country. it's partly to to send more resources of the points of entry in the border to make sure that we can detect the stuff. brown applauds the biden

administration's efforts and says congress has a role to play as well. reporting in washington reshad hudson. >> now to the white house where vice president kamala harris is holding a conversation today on marijuana reform with the help of rapper fat joe. the roundtable was about the administration's efforts to free individuals jailed for nonviolent marijuana possession and expand opportunities for them once they're released. the white house is urging the department of health and human services and the department of justice to quickly reclassify the drug to prevent future arrests. now to the north bay where pg e has donated land to habitat for humanity in order to build more affordable housing in nevada. the 13.6 acres of development is expected to be the largest affordable home site in the state housing. more than 300 people there also be parks, courtyards trails and 10 acres of open space. >> the need is so great. you

details now about that recent nosedive of a boeing 7.87 flight that left at least 50 people hurt. >> are there squeak a latam airlines plane traveling from australia to new zealand suddenly dropped hundreds of feet. and now the wall street journal is reporting that a flight attendant accidently hit a switch on the pilot's seat while serving a meal and that apparently caused a motorized feature to push the pilot into the controls and that pushed the plains nose down. and while this free fall only lasted a few seconds, passengers say it felt like forever. >> i just looked out the window and i said. all right, missus, is you know? it's time we're done. and then it's straight know, instantly. >> about a dozen passengers on this flight had to go to the hospital. the investigation is still ongoing. we're learning now that a seat belt saved the life of a passenger on that

alaska airlines, boeing 7.37 max flight that involve that frightening midair door panel blowout. that's according to a new lawsuit filed on behalf of 7 passengers, including the guy who took this video. he says his body lifted out of the seat and suction then tore off his shoes and socks. his leg was injured. the incident happened in january over portland. the plane did land safely, but several people were hurt. the department of justice has opened up a criminal investigation. 7 several airlines are dealing with business changes in order to overcome boeing plane. problem say wall street journal report is saying air carriers like southwest and united will make changes as boeing has slowed production and shipped out fewer planes like the 7.37. max jets to airlines. southwest says it may trim flights in the 2nd half of this year. and united says it mace shop for some airbus planes to replace the boeing max. 10 jets. boeing is

promising production and quality check changes. we're following some breaking news now here to the kron. 4 news room. this is involving another united flight problem. according to the director of the rogue valley international medford airport in medford, oregon, united airlines flight for 33 was traveling from sfo to medford. it landed just after noon, though, without any issued as it is standard operating procedure to inspect the plane. and they did that. and they discovered that this boeing 7.37 was missing. a panel. the airport paused operations briefly to inspect the runway to make sure that there was no damage. the panel has not been found. no damage was detected. and the airport then resume normal operations. there were 139 passengers and 6 crew members on board. no one was hurt. more details on the story can be on our website. we are also getting a statement now from united airlines. it reads in part here after the aircraft was parked at the gate, it was
