body cam videos revealing about a shoot out between sonoma county deputies and a suspect. >> and when we can to see the capitol appear reopen to visitors after more than a year and repairs. >> following a historic storm that took a bite out of the pier. when fun time. >> from the bay area's local news station. you're watching kron. 4 news. and thanks so much for joining us kron. 4 news at 10. i'm vicki liviakis. i'm ken wayne. more trouble tonight for united airlines after another plane leaving sfo has a this time an external panel is discovered missing from that plane. >> after it landed, a united says it was not an emergency landing when the plane touched down in oregon this afternoon. but the post flight inspection revealed something was missing from the plane stance or live for us sfo with the story. dan. >> and this is now just the

latest issue said that the united airlines have been dealtng with when their planes are leaving or coming to sfo, these mechanical issues haven't really concerning for a lot of united passengers and united says they do not know when this external panel came off of the plane today. >> another issue for united airlines flight leaving sfo after landing at rogue valley international medford airport friday afternoon. a united aircraft was found without an external panel. medford airport spokesperson says they were forced to briefly pause operations on the runway to look for any debris. none was found. this is a very minor incident in the grand scheme of things. retired commercial airline pilot doug rice says. >> the external panel is an aluminum fairing which helps smooth the air against the plane. >> making for a smoother ride. this specific boeing 7.37. is a 25 year-old aircraft. and

rice says at that age metal fatigue can set these aircraft, go through a significant amount of maintenance they should be catching these things. what we're learning now is >> that we have to be more aware of these things as they go through maintenance and double checking and triple checking the this latest issue for united is making some passengers feel uneasy. >> on thursday, a flight approaching sfl had a hydraulic leak with some smoke seen by the landing gear last week, a japan bound plane lost a wheel during takeoff and had to make an emergency landing in los angeles. and on monday, a united flight bound for sfo from australia was forced to turn around because of a maintenance issue. >> i think it's a little bit the scary the fact that this keeps coming up all the sudden. and i i don't know if it's because we haven't been aware and now we are. i always said, and it's it's an immediate issue that we're dealing with.

>> it's scary for people. united spokesperson says there wasn't an emergency landing in oregon because there was no indication of damage during the flight. they're now going to do an investigation to find out what happened. >> will the faa says that they are also going to be looking into this incident as well. united says that there were no injuries that reported among the more than 130 passengers and crew on board at sfo. dan thorn kron, 4 news and thank you. a seat belt apparently save the life of the passenger on the alaska airlines flights that involve that frightening midair door blowout. that's according to a new lawsuit. >> on behalf of 7 passengers. one of the passengers says his body was lifted out of the seats, but the seat belt town, i'm in and he says section tore off his shoes and socks and bruised his legs. the incident happened in january over portland. the plane did land safely. the department of

justice has opened criminal investigation. >> new at 10 alameda fire fighters have found someone's body underwater. their shared this picture with us earlier today when crews were getting ready to go into the water in the oakland estuary after reports of a man who was having trouble swimming crews say that they are working to identify the victim. >> u.s. coast guard is investigating oil spill off the mendocino coast after officials say one of its vessels accidentally discharged about 500 gallons of diesel fuel. they say it happened this morning about 30 miles off of fort bragg. a coast guard says it's evaluating potential effects to sensitive sites and that this bill has not reached the shoreline. >> well, remember fierce storm damaging the town of capitola last year destroying the pier and flooding several businesses. this is what the pair looks like today. repair still being done after more

than a year. the owner of the capital, a candy company tells kron 4 that the pier is expected to be open to visitors by the end of the summer and some businesses on the pier are expected to return by the end of october. today was the first sunny day. the town has seen in quite a while. and the sunny weather expected to continue through the weekend. kron four's gayle ong has more in the forecast. gayle. yes, sunshine indeed. that is going to be the weather pattern. >> over the next few days and we even have cleared and just as skies out tonight, as you can see, nice blue skies out there. >> and these are the temperatures out the door, upper 50's and low 60's. so pretty mild for this time of the day. and here are the highs because we were well above average about 10 degrees above average in san francisco and santa rosa. and even places like san jose and conquered very a nice weather in store and it will continue throughout the weekend. a holiday weekend here in the upper 60's and low 70's for daytime highs. so just enjoy

this nice, sunny and warm weekend ahead. when i come back, we do have rain in the long term forecast. so this weekend looks good. but next weekend there, the chance of rain. >> yes, i we haven't got become for are trading out. you've like a ripe for from them. >> officials released in the 9-1-1 audio of the shooting that hurt for sonoma county sheriff's deputies. authorities say the suspect showed up in a nightclub at stony point. and todd rhodes afternoon being kicked out the night before all of this happened in the overnight hours of march. 4th, police say he had a rifle and was allegedly threatening to shoot the people who kicked him out. deputies arrived on the scene, the suspect tried to run away, but he did make it too pulled into a parking lot where opened fire on the deputies. we want to warn you, the video does show that gunfire. deputies say after firing

several times, the suspect got it back into his vehicle and drove back to the restaurant and then continue to chase it ultimately led to him crashing his car. as you see here at the time of the crash or van tate is the suspected gunshot wounds and injuries from the crash and he died at the scene during the crossfire. 4 deputies were hurt. 3 of the 4 are recovering at home. the 4th deputy suffered a head injury and is still in the hospital. we now know that deputy did suffer their injuries after another deputy accidently hit them with their patrol car. meanwhile, officials say the suspect died due to blunt force trauma from the crash. but his official cause of death is still pending. new at 10, a judge has appointed a special master to oversee the women's prison in dublin. >> the order came as part of a lawsuit filed by 8 inmates claiming abuse from some of the prison workers. this comes after the fbi raided the prison earlier this weekend. as we reported, agents seized computers and documents back

in 2021. the fbi also rated the facility and that led to the conviction of a warden charged with multiple counts of abuse for ordering in karnes incarcerated women to pose naked 7 others were found guilty of abuse. >> a change of venue request has been tonight for the man accused of killing cash app founder bob lee. many was arrested last year following the fatal stabbing of lee. many lawyers requested a change of venue last november saying lee is too well known in san francisco and he would get a fair trial. but that request has been denied the trial any is now set to begin in. may. >> a member of the far-right group book a little boys has been sentenced to life in federal prison for the murder and attempted murder of 2 oakland security guard said this is video of the scene when it happened back in 2022. or other twenty-twenty robert justice junior was convicted of murder and attempted murder last year, according to

prosecutors, justice was the driver of the car in which steven carrillo fired the gunshots that killed protective services officer and the attempted murder of a second federal officer in a drive-by shooting carrillo was sentenced to 41 years in prison back in 2022. >> dozens of protesters who block to the bay bridge in november to call for a ceasefire in gaza are now being penalized for their actions. san francisco judge ordered 78 of the 80 demonstrators to perform 5 hours of community service representation for the protesters say they have agreed to pay more than $4,000 in restitution to avoid criminal charges. that's about $57 for each person being punished. the money recovered will be given to people who needed to be evacuated from the bridge during the protest. >> in the east bay starting tonight, caltrans is closing a

stretch of 6.80, southbound through early next week. it's for a paving project that was supposed to start in january. but it got delayed due to rain. 6.80, will be closed between 5.80, in 6, 80 connector in pleasanton all the way through highway 84 in which is about 9 miles. the closure is going to start at 9 o'clock tonight, which means that already started and stretch through 4 o'clock monday morning. caltrans says this weekend's closure will help lower the number of nightly closures needed to finish the project. also happening this weekend, stretch of bart tracks between richmond and el serino. d-north station will be closed both saturday and sunday for some major track work. >> as a result, allred line service will be canceled in that area. free buses will be available for commuters between the 2 stations during the closure. >> of a kind of a nail in the coffin or we do want to kind of maybe explore other other areas. >> still ahead, oakland at

few clouds and maybe coastal drizzle saturday evening. and that's when you'll notice some onshore flow there. but that will go into sunday morning. but your daytime are going to be really nice, very dry. and sunny and a very nice. but i want to show you the long-range forecast all fast forward to wednesday because that's when we'll notice a shift in the weather pattern. i know it will be the first day of spring on tuesday, but we do have rain in the forecast. you'll notice the clouds rolling in wednesday and thursday and then take a look at friday. so there is a chance of rain. we're still fine-tuning this forecast. still a long ways out. just enjoy the sunshine for now. daytime highs tomorrow will be nice and comfortable in the upper 60's low 70's. so just a great day to go out on saint patrick's day, celebrations and all those outdoor activities. so enjoy the sunshine for the next few days and will be looking out on that rain next weekend. back to you. thank you, gayle. >> the open roads, sports club has been approved to play at the oakland coliseum. kron four's. well, bellow joins us here in the studio with more on that decision that was made today. noel. >> canned the approval allows

the soccer team to play at the coliseum starting march of next year. officials passing this motion this morning and say they are looking forward to seeing people showing up and filling the coliseum seats for the soccer games. the roots, however, aren't the only team playing their next year. the towns of first professional women's soccer team will also call the coliseum home. >> police or women's professional team will be able to debut next year. and that would mean it's the first time in oakland sports history. that woman's professional soccer team. it has opening its name in place and open california. so it's a tremendous for the community. we're all very excited. humbled. so grateful for mayor sheng thao. vice mayor rebecca kaplan, all of city council county, the jpa and of course, most important our community that supported us through all of these efforts in conversations. >> this approval comes just one day after oakland and

alameda county officials met with the a's to discuss mlb team signing a lease extension for the next 3 years as they wait for the new stadium to be built in las vegas. the team says the meeting. wow, well, and the group will continue discussions over the next 2 weeks will meet again on april. second 2 right the city's asking the a's to leave behind its branding and logo when it does officially leave, adding it kind. it wants the team to have an active role in bringing in animal the expansion team to play there at the coliseum. the a's also say they're ready to play. at the coliseum and kind of share it with the soccer teams over the next year, at least so well, no. well, lots going to happen some good i mean, it's a light site to buy that's kind of cool. i want to see what kind of fancy draw because the oakland a's because everybody knew they were leaving last year. there. >> can't remember exactly some like 12,000. just outdraw the

>> now, 10, 30 signatures gathered to recall alameda county district attorney were turned in early last week, but after a review random sample, the county registrar of voters says >> they all need to be counted by hand to determine if there are enough legal signatures to a election recall. >> as kron four's, dan kerman tells u.s. supporters and opponents for recall say that's a good thing. but there are concerns about how long it will take. >> it may not be until next month before we know if opponents of alameda county district attorney pamela price have enough signatures to

force a recall election more than 123,000 signatures were turned in and the alameda county registrar of voters says after using the random sampling method authorized by state law. the results are not sufficient to determine whether the signature threshold has been met. that threshold is 73,195 signatures. as a result, the registrar will now begin a manual count of the verified signatures. the folks that are driving this fails their first big test. william fitzgerald, this with the campaign to keep price in office. they spent millions of dollars trying to get those signatures and yesterday make their tools that but now there's an open question whether that signatures it has a little legitimacy. >> to the signatures. >> but brenda grisham with the campaign to recall price doesn't see the hand count as a negative. even better. so there's. >> no question that we have

what we need, that the people signed. the petition is the petitions legal, the signatures legal. so that's a plus for but supporters of price are also raising questions about the registrar of voters decision to take additional time. >> to do a hand count. and if you look on the chart of the current rules, >> there's no section in it that says that if it doesn't, if you can count after 10, 10 days get extra 30 days that that doesn't exist in meeting. county charter fitzgerald says the campaign to keep price in office is now talking to lawyers. >> to see if this extra time his legal. but they say that doesn't mean they won't accept the results. we're going to abide by the decision of the county. we're going to trust them. what we're trying to impress upon folks because the question has been asked, is that there are legal questions over what's happening right now. we reached out to the alameda county registrar of voters office to get some clarification on.

>> how much time they have to count the signatures. they didn't get back to us. dan kerman kron. 4 news. a 15 year-old is arrested after police say he helped steal a car in vacaville all captured on camera. there. >> police say they tracked the team down in monterrey and when he was arrested, they say they found a loaded gun on him. he was booked into jail on robbery and gun charges. the car was found empty in the light. hope police have still not found the second suspect seen in this video. coleman police are asking for your help to try to find a woman they say stole more than $3600 in merchandise from a business. >> here's a picture shared by police that shows the suspect in a cosmetics store. police say the theft happened at a store on coleman boulevard back on march, march 4th, there is an ulta beauty location on that block. but police have not said yet if that is exactly where the store where this happened,

they say the woman was wearing a light colored shirt, blue jeans. anyone who has any information is asked to call coma. police a bay area. environmental group says it plans to file a lawsuit against the san francisco public utilities commission over sewage flowing into the bay during heavy rainstorms. according to the organization, san francisco bay keeper, 72 million gallons of sewage is discharged into the bay every year. it says the sewage contains bacteria, viruses, chemicals and trash claims the city is violating the clean water act. the he says the discharge is authorized by the environmental protection agency and that the system is designed to prevent trash from escaping into the bay. and advisory has been lifted from a oakland's lake merritt after some of the water in the lake. it turned red. >> the caller created fears of an algae bloom, but water expert from a lake tech who has been monitoring the lake tells us the lake is now safe and explains what causes an algae bloom. use the term

algae kind of. >> kind of general term, this specific species i know flatulent. that is president. it's a small microscopic organism. there are tens of thousands of species, some of them can be harmful and some not there typically always present in some combination of but from time to time, different conditions, whether that's climate or weather water quality can lead to them to grow rapidly, get out of control. and that's when we call that a bloom. the blooms typically classified by wanted here in abundance in the water. and the reason that's a problem is when they grow to that extent, they will eventually start to die off. and when that happens that we have rapid depletion of oxygen in the water and that often lead to fish kills. >> the water expert tells us said the recent cold weather and the rain that we've had really help get rid of the algae. and again, the advisory has been lifted and it is safe once again to visit the like.

all right. time for the 4 zone forecast as we give you a live look at downtown san francisco in the bay bridge. we've got a weekend ahead of a saint patrick's day. >> and we want to know gayle, how the weather is going to hold up over the weekend. >> well, i have great news because we have nice weather in store. we've been talking about this all week and alluding to it since the beginning of the week. so that's going to be very nice weekend. i'm excited for the weekend as well. and you can see clear skies this evening. so you can expect that in the morning as well. so here is the satellite and radar. we're quiet, but there is some unsettled weather and towards southern california near fresno. i see some snowflakes there and there was some thunderstorms in los angeles. and as you make your way towards big bear, their snow there. any winter storm warning until sunday morning. so just keep that in mind. if that's part of your weekend plans, no watches or warnings in tahoe. as you can see for the weekend going to be sunny, upper 40's and 50's and back

here in the bay area. see those clear skies. the view from the east bay hills, temperatures out the door. we're in the mid to upper 50's 60's. so pretty mild for the evening. and as you can see, those winds are calm here. you can expect this pattern to persist. there will be some onshore flow the saturday night. here's the future cast model notice. don't really much going on with just some coastal drizzle towards saturday evening. that's when you expect a pop in the winds. and then as you can expect, that pattern to persist through the overnight into sunday morning. but the daytime highs look very nice. i want to fast forward to wednesday because that see a shift in the weather pattern because we have rain in the forecast. so the clouds will be rolling in midweek and then towards the end of the week, starting friday, we are seeing a chance of rain. we're fine tuning his forecast. get back to you later on in the week how much rain we're expecting. a nice view here at the golden gate bridge. temperatures tomorrow morning. you'll be waking up to the 40's and 50's very pleasant morning as well.

recommend cyclists and pedestrians only use the path on weekends. they say there just aren't enough people using the bike lane during the week to justify keeping it in place. 24 7, it's not clear if that recommendation will actually be adopted pg and e is donating acres of land to habitat for humanity to build more affordable housing in novato. the 13 acre development is expected to be the largest affordable home site in the state housing more than 300 people pg. e says that there will also be parks courtyards trails and 10 acres of open space. >> the need is so great. you know, when we had 20 homes available, we had over 700 families apply our last project in redwood city. so to be standing here in this community where the average home price is 1.6 million dollars to be able to bring affordable homeownership to the community, to the county to the city is just remarkable. >> and construction is expected to kick off a little later this year. the wings

over solano airshow is coming to travis air force base is we can. yes, that's a navy plane is going to the air force base. a few unique performances in the show will be from. >> the red fund or air show team and of course, the blue angels. it is the first time the blue angels are taking part in this air show. they'll have performances all weekend long. the crew says they're excited to show off what they've been working on over the last few months. the thing gratifying. part of on this team is going to different parts of the country and interacting with people of all generations and backgrounds influencing the next generations to do something bigger than themselves. >> airshow run saturday and sunday. the gates open at 9 in the morning and take a look at this marin county rescue crews saved a horse from a muddy ditch. this happened yesterday in novato. crews used heavy machinery to rescue the animal. the little horse was unharmed, though, and reunited with its owner. voters are
