>> now to the aftermath of a fatal smash and dash. what started as a business break-in in the east bay ending with a deadly wrong-way crash near the bay bridge. plus, learning the names of the 3 family members killed while waiting at a san francisco bus stop to visit the zoo. one of the victims, a one year-old. and the city of san francisco announcing plans for electric vehicle curbside charging stations when we could see that throughout the city. station. >> he's calling for news 2. >> thank you for joining us

here on kron. 4 news at 2. i'm justine waldman will begin with an innocent driver who is now dead after suspects trying to get away from police went the wrong way on highway 5.80, right near the bay bridge. this decision leading to a 3 car crash kron. 4 s charles clifford to us now live near the bay bridge toll plaza with more details on what happened. thanks for joining us. >> well, good afternoon. we're learning new details about what happened in the moments before that fatal crash including seeing surveillance video of where this all began. >> 04:22am a dramatic scene as this white pickup truck smashes into the front of the tobacco outlet store in el serino. 2 men dressed in black start rummaging around inside the store. the owner at home asleep receives a security alarm alert and calls 9-1-1 elsa rio police department officers arriving on scene, find the truck and its 2 occupants fleeing the area they purrue along westbound 80 until the truck changes direction starts driving eastbound in the westbound lanes of 5.80, near the bay

bridge. moments later, the truck smashes into 2 other vehicles, a white utility van and a gray bmw. according to the california highway patrol, the 2 occupants of the truck and the driver of the van all suffered major injuries. the driver of the bmw died at the scene back at the tobacco shop. the front of the building is smashed in. the owner says this is the 6th time they have been robbed in recent years. he believes the suspects stole cigarettes, a large box of which was found at the crash scene. its contents spread across the roadway. he also estimates that the storm might be a total loss. he's not sure if they'll be able to reopen. >> this could be about damage. so, you we've been fortunate. >> fix that as of midday tuesday, the identities of the suspects and the victims have not been made public. >> all right, back live. now. it's also not clear at this point. what if any charges the suspects could be facing. but for now in the east bay, charles clifford kron, 4

charles, thank you. we're also following some developing news out of the east bay. now are 2 people were shot in the parking lot of a pleasant hill condo complex. >> the shooting occurred around noon at that complex on twin bridge circle just west of highway 6 ad. 2 victims have now been taken to the hospital. we don't know how badly they're hurt. police have not said anything about arrests. we'll keep you updated on this story. we're also learning the names of the 3 family members killed in a crash in san francisco's west portal neighborhood. they are 40 year-old diego cardoso de la vera. 38 until they moncada ramos, pinto and their one year-old name joaquin. the only survivor is an infant who is now in the hospital in critical condition. the family was at the muni metro west portal station on saturday waiting to catch a bus to go to the zoo. and that's one 78 year-old mary lau crashed into that bus. stop hitting the family lau, who is now being treated at the hospital has been arrested on 3 counts of manslaughter, reckless driving with bodily injury, driving

the wrong way on a divided highway and speeding last night, hundreds of people gathered at a vigil for those victims at the bus. stop a new low, a street. to see. >> other people that specifically new these individuals, friends, family, co-workers, people who worked with is helpful for me. and just also to see the rest of the community and to see how many people came when and sylvia than any of the family came up and just kind of like lost. like i just started, triggered need to start crying or just like boom it made me because i could feel her emotions. >> people attended that vigil told us they want to do something to prevent tragedies like this in the future. right now, there is a petition to make this intersection car free. the man accused of murdering his wife and mother-in-law and a contra costa county courtroom today. fuchs who has been charged in

the disappearance and the murders of his 40 year-old wife tollway and her. 74 year-old mother quach police were first notified by the suspect that his wife and mother-in-law went missing in september. and then 3 months later, he was spotted driving his wife's missing car in oakland. he was identified as a person of interest. police say through evidence that has been gathered, they believe that he had direct involvement in the disappearance in the murders of his wife and mother mother-in-law. detectives are still searching for the location of the victims remains. and the south bay, a preliminary hearing underway now in the case of a young girl killed in what police described as an exorcism like ritual. this happened to 2021. the girl's mother, uncle and grandfather are defendants. prosecutors say they performed a horrifying exorcism in a backyard church in san jose. the coroner later determined that the 3 year-olds cause of death was a homicide caused by

suffocation and smothering. the preliminary hearing is expected to last through next tuesday. the judge will then decide if there's enough evidence to move the case to trial. we're also learning some new details right now after a japan bound united airlines flight was forced to return to the gate at sfo. according to the airline, the crew of flight 35 received a notice about an engine start issue right before takeoff. this was around noon yesterday after taxiing on the runway. the plane then returned to the gate. the aircraft was a boeing 7, 7, 7, with 243 passengers and 14 crew members on board. it was never grounded and it has not departed sfo. it had not depart at sfo on that issue was discovered the flight took off just before 5 o'clock and did reach its destination safely. this, though, is the 5th maintenance issue involving a united flight and sfo in the past 2 weeks. all

right. let's look outside right now on the last day of winter here we're counting down till spring kicks off. here's what's happening in san francisco right now. lots of blue skies. cuyler is in the weather center now as we can talk about. but we can expect as we kick off spring tonight. yeah, it's going to be a lovely afternoon into the evening and then we do have our spring officially starting as we get into tonight at 09:00:06pm, to be. >> completely percent use. so obviously that means that it kind of happens in the evening in tomorrow becomes kind of 70 unofficial first day of spring. and what that means is that we are at a place where we're having basically 12 hours, daylight and 12 hours of night. and then as we work our way towards june, 21st, we're going crease those daylight hours as we move forward. if you like a minute a day basically and as far as our sunset is concerned, that too will be getting a little bit later until we get to the summer solstice. so i'm looking good allergy outlook, though, unfortunately, part and parcel of moving into this season is that we start to get our allergies starting to pick up a little are certainly starting to see that right now

with the oak ash and leave its mulberry's. the other thing that's picking up so if you're getting itchy eyes and all that, a person have lovely brain. and so we've had we're having a very nice spring and it's very spring-like in many parts of the state. you can see bakersfield and fresno at 77 degrees right now. 71 in los angeles 70's sacramento here in the bay area. we've obviously got beautiful. blue skies are actually running a couple degrees cooler than we were this time yesterday. but having said that, livermore's hit the 70 degree mark san jose is very close to it a little bit cooler in san francisco about 56 degrees and certainly the coast running a little cooler, too. and now we look at this yesterday, we talked about this blocking pattern and you notice nothing has really changed today that low pressure has nudged ever so slightly. but systems out in the pacific are set to knock it out of the way and bring us some rain at the end of the week. i'll have details on that and come back in just a bit, right. thank you. >> san francisco mayor london breed is proposing to extend the stay of the sky star. we'll on fisherman's wharf for an additional 18 months. the

to california attorney general rob bonta clapping back at alameda county da supporters who claim he never responded to their allegations. >> a fake signatures collected by the recall pamela price campaign plus, independent presidential hopeful robert kennedy junior is expected to name his running mate next week. and there are some reports that she is a bay area native. also oakland's latest effort to remove abandoned vehicles on city streets will take a break. be right back.

happening today, the city of oakland is going to vote on whether the city should use license plate readers to catch

people illegally dumping items onto city streets. >> if passed, this ordinance will allow the city to catch aod prosecute those dumpers. the cameras would be installed public hot spots where they say chronic dumping keeps happening. the cameras would only be placed in areas light poles, bus stops and street light poles. this would go into effect. april first, if past. in san francisco, the sfmta is presenting locations for 33 speed cameras that will be installed next year in san francisco. the board of directors for a vote on where to install the speed cameras in the city. transit officials are looking to install some of them in places like school zones and areas where there have been sideshows. the san francisco bicycle coalition hopes that this will reduce speeds for drivers and also improve infrastructure. to the south bay now are former santa clara county sheriff laurie smith lost her appeal of a court case that barred her from public office back in

2022. smith was found guilty of corruption and willful misconduct. the charges stem from allegations that she traded concealed weapons permits in exchange for donations to her re-election campaign on smith's appeal. she argued that by retiring prior to being found guilty of 6 corruption, willful misconduct charges that year, the removal proceedings that disqualified her from jury service at her job are no longer necessary. but the appellate judges disagreed upholding the original decision. smith declined to comment for our story. >> happening now, the public as providing some input on 18 t's plans to cut landline service in the state. >> san mateo county supervisors are worried that if a tnt ends their landline service but leave residents in rural areas with no way to reach 9-1-1. emergency. the public will be able to chime in on 18 to use decision via phone. a live stream is happening right now. another one will take place at 6 tonight. here's what it looks

like outside right now. looking out towards ocean beach pretty day in the city and the water looks very welcoming. we're going to check in now with kyla to see what's happening in the weather center. and we did not plan the same problem. but like spring fling have kind of perfectly matching. i know i like used >> it's kind of weird, but but all right. some blue skies out there, everybody. it's a lovely day. once again, we did start off of that fog this morning. we're going to see the same thing the next couple of days restart off a little foggy. get the sunshine in there just slowly but surely watch those temperatures start to go down a bit, too. and then on friday, everything changes and our pattern becomes a rainy one, which we haven't seen a little bit. but right now temperatures are lovely, dublin. 72 degrees for you. 69 in san jose. we're at 58 in downtown san francisco. that's a pretty nice day. head up to the north bay napa at 62. and you can see point raise about 58 nevado 66. these are all lovely temperatures. but it is a couple degrees cooler in most

spots than we were this time yesterday. so the beginning of that trend as we start to see that pattern will break down a little bit talk about that rex block that we've got going with high pressure to the north low pressure to the south. so tonight, watch out for a few clouds will be out there. but also that fog returning once again and we will stay relatively warm in the overnight hours. you can see temperatures there between about 45 51 degrees. so nothing to worry about there. let's talk big picture and show you that there's a little low pressure that starts to move that pattern. but we stay dry as we take into thursday. it's not until friday morning that we start to see this head head into northern california and this will be the remit rainmaker for us and the snow maker for the sierra. so your saturday, it's going to be a showery day now. i do think on sunday. we'll catch a break here. as you can see, we start to kind of clear out a little bit so sunday, which of your better day of the 2. but by monday, notice a little shot of rain coming in then as well. so you're making plans? i would definitely go with sunday. saturday is likely to be a soggy one. these are our chance of rain bars. they would like to look at here and you can see tomorrow next day thursday, looking 5, but by

of san francisco announcing some plans for electric vehicle curbside charging stations. >> it's currently in the beginning stages. kron four's tiffany justice joins us to live with the details. stephanie, thanks for joining us. >> right, justine. it will be about a year before you'll start seeing those charging stations around the city. it's also a way they say to cut down on emissions. >> had constituents coming to me at office hours in the supermarket on the street asking when will san francisco finally have curbside charging? >> san francisco supervisor rafael mandelman answering that question tuesday. the city announcing a plan to roll out a pilot program for publicly accessible curbside charging stations by 2025. >> the driving forces behind this initiative has been the feedback and concerns raised by district 8 residents and folks from across the city.

we've heard from many of you who live in multi-unit apartment without access to garages or off-street chargers. >> there will be 3 main components before this pilot program starts. the first will be a citywide assessment which will evaluate installation operation and maintenance of public charging stations at the curve at specific locations. the second will be working with experts to assess neighborhoods that are most suitable. and 3rd hearing from neighborhood groups mandelman says they'll be looking at other larger cities like new york and los angeles who already have a robust program in place. some are cisco is committed to achieving net 0 greenhouse gas emissions. >> by 2040, and has set an interim goal that 25% of all registered high the vehicles to be electric by 2030, to e city expand access to affordable and convenient charging options. that means expanding

are charging network with home workplace and public charging. >> this initiative is part of the city's effort to meet the growing demand. their plan is to eventually install more than 5,000 public chargers by twenty-thirty around the city with the ultimate goal of having these chargers in multiple neighborhoods across san francisco. >> it also means making sure that for the people who still need to drive that they have an option to switch to electric vehicle, whether or not they have their own >> now, the supervisor also tells me that they hope to get that evaluation back june. it will also include a framework that will help them get started with this new program reporting live to be justice kron. 4 news. thank you. there are a number of pressing issues up for discussion. >> and votes at today's city council meeting in oakland kron for a suitable reports. one of which is a resolution addressing the desperate need

to remove abandoned vehicles from city streets. >> abandon cars on the streets of oakland are not only eyesores, 2 huge issue. so you just you proposed resolution intended to expedite the removal of those vehicles from public spaces. states and abundance of them were sons crying. a lot of these cars of the cars that have been stolen or used for >> certain activities. councilmember at-large, rebecca kaplan has co-sponsored the abandoned vehicles resolution supported by the city council. and kaplan says its execution would be paid for with existing funds. in a statement, kaplan says, quote, i am so thankful to the community and my colleagues for their support as we advance this comprehensive plan to remove abandoned autos from the streets of oakland. this includes the staffing and technology needed to make abandoned auto removal, more reliable, timely, and transparent. just like everything else. we need creative solutions. it's my

understanding right now there's one tow company. >> and one told your and that won't hold company from what i've been told by certain folks is that is not responsive is is not doing a great job. oakland resident and founder of the grassroots organization community ready court. her says his group routinely deploys throughout the city to clean up illegal dumping sites. but they do not have the authority to clear abandoned autos and supports the city bolstering its efforts to address the issue. >> kaplan's $840,000 plan with initial two-year term will upgrade the current antiquated system and utilize software to identify process removed and track abandoned vehicles. fund increased staffing to sweep areas where they are prevalent. the resolution also calls for the repurposing of caltrans is vacant. lots be me. freeway overpasses into tow yards, which could help reduce fire related wrists. life is a close second.

>> to crime and they're and they're related their related. if we address those issues, they they're connected. so, yes, absolutely. bike is a huge issue. last year, mayor sheng thao stated the city was seeing an improvement in the band and auto abatement. >> after transferring the program from police to the department of transportation, philippe djegal, all kron. 4 news. >> new details now of the allegations of signature fraud in the recall of alameda county district attorney pamela price, california, california attorney general rob bonta says he did respond to prices backers telling them they would need to file a complaint with the secretary of state who serves as the states chiefs election officer yesterday. protect the wind campaign said bonta never responded to them. the campaign is alleging signature gatherers for the recall campaign employed deceptive tactics in gathering

>> in the east bay, the city of oakland could change the way police respond to alarms under the proposed ordinance. law enforcement can only respond to an alarm if a crime has been committed kron 4 s michael thomas has the details. oakland city officials say that this change would allow police to spend more time on actual crimes rather than spending time on false alarms. but alarm companies say that's not always the case. >> adding that they may even see a spike in crime, which is exactly what happened in other areas when an ordinance like this was passed. >> so what is a verified alarm system? well, it's a system that requires private alarm companies to verify that a crime is actually happening before the police are actually dispatched to the location and it's done so by video, audio or other means of confirmation. the new ordinance that set to be finalized today requires that all new alarm installs be verified. response systems. and it requires that all existing alarm users with non

verified systems convert to a verified system. once they have 2 or more false alarms, those backing the bill say that the oakland police reported at 98% of its alarm responses between the years 2021 to 2022. were false alarms which resulted in the agency being less available to respond to actual burglaries and emergency calls. now, the california alarm association says that the change punishes people that have invested in protecting themselves and property, adding that this style of policing has been tried in the past and is eventually repealed by cities throughout the country. and that's because citizens have complained about the rising crime rates and overall public safety. that includes places like san jose and 3 other cities in california that have repealed this change. but oakland officials say the change did work out for other cities like las vegas. and right now the association says it feels about the alarm industry officials and the public should be able to comment and have a discussion about this change before things are finalized tonight did reach out to oakland

officials for response regarding the statements made by the alarm association and are still waiting for a response. that's a very latest here in the newsroom. i'm michael thomas will send it back to you live in the studio. in the east bay berkeley. police have arrested a woman suspected of stabbing her mother to death. the stabbing happened just before 3. >> sunday afternoon at an apartment on university avenue between san pablo avenue in sacramento street. police say they will not release any other details until the daughter is charged. she was booked into the santa rita jail. and accused murderer allegedly attacked his own attorney during a hearing at a contra costa county courthouse today. according to officials, defendant romello randall struck his attorney in the neck with a pen. court security was able to take control of the situation. and now this random guy is in court on a murder charge for allegedly killing his ex-girlfriend during a child custody dispute. court officials say there were no significant injuries and case.

it's scheduled to go on as normal. in the north bay. dozens of cars were broken into and petaluma over the weekend squad for us theresa stasi reports and how police say residents could help track down whoever is responsible. it's terrible. >> news of the break-ins traveled fast with people who live here weighing in on the burglaries. i was surprised at the amount of cars that they broke into. and and the fact that there is security here >> can figure how that can happen. outlet >> on yorkshire road in east petaluma, not one or 2, but a half dozen cars broken into glass everywhere, piercing seats and littering sidewalks. petaluma police say that they were break-ins at the panel premium outlets. saint vincent high school sheraton hotel and could pretty creek apartment complex that borders yorkshire ancestry lane this past

saturday, more than 30 cars broken into with personal property stolen and costly repair bills. petaluma police now asking anyone with surveillance video to come forward and join the security camera registry program. the department says that could give officers access to evidence that helps them solve crimes like these, not only their cars being damaged, but whatever they have inside was taken. >> crummy. yeah. >> in petaluma theresa kron, 4 news. held its first police oversight commission meeting last night. members will soon decide on a commission chair and vice chair. >> the seven-member police commission includes a variety of backgrounds from community organizers to lawyers. it's part of the city steps towards rebuilding trust between the community and its police department. after the fallout from laut year's racist text messaging scandal within the police department and the federal indictments of several

officers, the dates and times a future commission meetings were supposed to be discussed last night. we'll let you know when that information is available. here's what it looks like outside right now. looking out towards the exploratorium in the embarcadero. there's some taking nice bike ride today. we're seeing a lots of sun out there. i was in the weather center now. some good chat about what's going on the rest of this week. hey there. yeah. i wanted to focus in for a moment on oakland. we're looking at the east bay there. you can see that temperatures today yesterday in oakland got up to 68 degrees today. looking for. >> 62, which is still a really nice day average. this time of year is about 65. so we're definitely cooling it down just a little bit. but whether your in oakland or maybe in san francisco here, you can see this live look at golden gate park. we're going to start seeing a lot of flowers popping up because we've had such a nice run this spring and over the next couple of days, we will stay dry wednesday and thursday. but by friday, that's when we've got the next batch of rain. that's going to be moving in. yeah, we're not quite done with that yet, but it looks like it's

shanahan grew up in oakland, graduated from santa clara university, the school of law. she is best known for paying for kennedy's super bowl commercial. rfk junior was reportedly considering former minnesota governor jesse ventura and new york jets quarterback aaron rodgers as running mates. in national news. a judge has denied former president trump's bid to block stormy daniels and michael cohen from testifying in his new york hush money trial. this ruling denies a motion to prevent 2 key witnesses from taking the stand. adult film star stormy daniels alleges trump paid her to keep quiet about an alleged affair. prosecutors say the former president unfit falsified documents to cover up those payments. former president trump has pleaded not guilty and denies these claims. the trial could begin next month. and now it's been nearly 8 months since that fatal maui wildfire destroyed much of the historic town behind. a more than 100 people died. there. and today

officials are saying the release of findings from the first wildfire report has now been delayed. it was set to be released this month. instead of we put out to the public in mid april, nikki schenfeld has the latest. the attorney general's office says that the group hired to investigate the timeline of events on august. 8th ran into delays. the ags office says the fire safety research institute sought documents from maui county. >> including photos, videos and audio recordings along with interviews with key county employees who worked to 72 hours following the fire. but the initial response was, quote, slow and yielded less information than expected. the ag issue, the first 3 subpoenas in november to the county's department of public works water supply and emergency management agency. afterwards the ag said the county required subpoenas for all documents and interviews. one reason why the county

might be saying we want subpoenas for everything. >> could be because the state of the county or not getting along. that's one possibility for he says both wanted to be a formal process. ultimately, if there's a disagreement or problem that judge will be able look at this and decide whether the production of documents a satisfactory, whether that needs to be more, whether the county doesn't have to produce as much. the ags office says it issued 64 subpoenas to maui county since november, including documents from mpd fire and the finance department. >> they also issued over 50 subpoenas to interview mpd officers, dispatchers. and meanwhile, workers, they want to know as much as possible about the events of that day. >> so where where people where were the maui county employees, whether with law enforcement or whether it was the emergency management officials, he says the downside of the formal subpoena process is it takes time the fire in paradise,
