kron. 4 news at all. >> now at 5, we now know the name of the 4th victim in saturday's deadly crash in san francisco's west portal neighborhood. ramos, pinto de oliveira who was just 2 months old. thank you for joining us here on kron. 4 news at 5. i'm noelle bellow. i'm grant lotus. 78 year-old mary fong. lau was originally arrested. >> in connection to this crash, but she was released from police custody yesterday. kron four's rob nesbitt spoked allows lawyer in joins us live in the studio with the latest. rob grand. well, mary fong lau's lawyer says she did not suffer any major injuries like broken bones. >> from saturday's crash, he also says the majority of the public seems to misunderstand how legal proceedings in cases like this go and that there's no wrong and his client being out of police custody. the pictures of the 4 victims who died because of saturday's crash. still hang on you, lois street in san francisco. >> and visitors still walk to the growing memorial to pay

their respects. police arrested the driver. 78 year-old mary fong lau. but her lawyer sam geller confirmed to kron 4 that she's been released from police custody and that no charges have been filed. just presumption that. >> because this tragic accident happened that must have been a crime right? the reality is that investigation is being conducted to determine whether or not there was wrongdoing malfeasance criminal negligence. san francisco district attorney brooke jenkins has asked for patience as investigators gather more information. >> saying toxicology results can take more than 30 days to obtain. and that will also take time to go with the operating systems of the suv. lie was driving. >> i ask eller if he knew what happened during the moments leading up to the crash. i've spoken to my we have sent confidentiality that i cannot given that this is an on going investigation. the youngest victim in the crash, 2 months old ramos, pinto de oliveira died at the hospital wednesday. the executive

director of walk san francisco, jodi madeira released a statement saying in part, quote, san francisco griese for this family. we're all far too vulnerable. cars, trucks and suvs can become deadly weapons in an instant. our city's leaders must step up to the all too real threat on our streets with new levels of commitment and a new ways. walk. san francisco sent a letter to mayor london breed outlining the need for more decisive action with vision, 0. >> the goal of that, of course, we know they've had that goal for several years in san francisco. it's basically get zeroed traffic related fatalities. we're not there yet. it's an ambitious goal. but obviously, if you do have that goal it makes it harder chip away for sure in this bus stop a lot of people, the neighborhood. when you talk to them to talk about schools in the neighborhood, libraries in the neighborhood and how there needs to be safer streets, especially when you have such a busy intersection. one discussed, maybe putting pollard's in front of the

supervising staff. yes. so there's >> options there. they just obviously take time to implement. fisher. thanks, rob. you. we're now learning the name of the person killed in a wrong-way crash immediately following a police chase on 5.80, in oakland. that happened earlier this week. >> the person who died as 57 year-old leave winner of lafayette. it started with a burglary and elsa on tuesday that led to a chase from elsa. to oakland, the truck trying to get away, started driving the wrong way on westbound 5.80, police say at the interstate 80 merge. police say they stopped the pursuit at that point. once they started going the wrong way on the freeway shortly after the suspects collided with winners, car killing him. the suspects suffered major injuries that are also facing criminal charges. >> it's been almost a month since the oakland police commission delivered its latest list of candidates for the city's next police chief to mayor sheng thao. but the mayor seemingly not done anything with that list, which

includes cincinnati police department. lieutenant colonel lisa davis, new york assistant deputy mayor for public safety. luis molina. former san leandro police chief abdul pridgen and retired lubbock, texas police chief floyd mitchell today. mayor thao told us the process to find chief takes time. at the beginning of the the list of candidates was handed to mayor sheng thao to review the choices and possibly conduct her own interviews of the 4 finalists. today we spoke with the mayor and asked her about where she is in the process of appointing a new police chief. i have to do my due diligence. do a thorough review. you know, i can tell you migration of a panel interview has been conducted. >> and i am moving forward in a steadfast, wait moving expeditiously. but at the same time, i'm going to take my due diligence to ensure, you know,

any checks and balances are implemented, making sure that this person is going to be the right person for the city of oakland. oakland has been without a permanent chief for more than a year. now. towel fired leronne armstrong following an internal investigation. >> into how several officers have been disciplined. >> san jose mayor matt mahan joined community leaders today advocating for policy written to prevent the displacement of residents because of high rent. the tenant preferences program as it's called, would favor a tenant who already live in the neighborhood where affordable housing already exists. there will be built groups at today's rally talked about the harsh conditions. many residents currently face. >> it is unacceptable that families and tenet had endure the harm of the harmful effects of this placement cars. but a lack of affordable and stable housing. we witnessed so many families.

>> living in the streets and caused that. we also witnessed so many struggle in trying to find the floor of the house and buildings. >> the city council is set to vote on this policy on tuesday. if approved, the ordinance would go into effect immediately. >> less than 24 hours after projections showed prop one will narrowly passed today. governor gavin newsom officially declared victory, welcomed with applause at the ronald reagan state building in los angeles. newsom promised a proposition will make an impact on the state's response to the mental health and homelessness crisis. the 6 plus billion dollar bond measure will fund more than 11,000 behavioral health beds. and nearly 27,000 treatment slots for californians experiencing severe mental illness or substance of substance use disorders. people want accountability people want results. people are exhausted with the time. the way exhausted with the

comfortable temperatures around the bay area. still numbers in the 60's. even a couple 70's this afternoon. 69 degrees in antioch, going to 67 right now in san jose. a beautiful 66 in the battle with some partly cloudy skies. 65 little breeze in hayward, 60 degrees. now in san francisco. but yeah, right now you just got a couple high clouds moving across the state. you can see all the white that snow over the sierra nevada. they're going to get ton more snow in the coming days and really a bunch as we head into next week, too. so the pacific, it's ramping up again. we've got another storm system just off the coastline that is go ng to start to move in as early as tomorrow. and that is going to lead to a series of storms likely impact the bay area over the next 7 to 10 days. maybe the next couple of weeks in the beginning of april. head out the door this evening. you can enjoy a nice dry night. so far, partly cloudy skies should be pretty comfortable headed out early on. as we head throughout the night, though, the clouds will be gathering. get ready for a big change in the weather tomorrow. we'll time out that storm coming up for you in just a few minutes. all right. thanks, lawrence. march madness for men's college

basketball started today in the stanford women's basketball team is preparing for the big debts as well. >> they open the tournament against 15 th-seeded norfolk state. >> our erin wilson is here to explain why the matchups anticipation is growing. aaron, your great noel. the anticipation actually is growing because the cardinal, they may have a bit of a chip on their shoulder hit into march monies this year. >> for a couple of reasons, one, it's, you know, a one-game season now and many feel that stanford were actually snow for the top takes is being the number one seed in the region that stanford is in the portland for region not to mention being knocked out of the tournament early on last season. the cargo they have something to prove this season and they have a lot of people to prove it, too, because they'll start in trying to prove their dominance. welcome in norfolk state to maples, pavilion on friday. although the clear underdog norfolk is led by diamond johnson who led her respective conference in scoring in. she's a former big 10 conerence pg. >> she was at rutgers at one

point, but it's all about, you know, the cardinal not worrying about when it comes norfolk state in what they need to do to win a win would actually push them to the second round, which is the step that they couldn't get past last season after falling miss it home. now after that, the winningest coach in all of college basketball talking about none other coach tara vanderveer. she knew that the cardinals approach this season had to be a bit different around, you know, hit into the big dance. >> and i think just really a stab, you know, reestablishing what is stanford basketball and, you know, if we straight you know it. we're in a different time. whether it's with the portal or with all the different things that are, you know, going on with collectives in nil and to really navigate that, you know, maybe more successfully this year. i think this year has just been a lot of good energy and a lot of people saying, hey, you know, we learn from maybe last year, we want to have a great run and whether it's a leadership or

connectivity or the, you know, the maturity of our staff and just a getting it. and it's been that's why i like what i said here today. i'm just like, wow, we just want to play well. >> now, stanford is actually coming off a loss to usc, though, need a big performance out of camp breaking. kiki ruffin as no surprise. and obviously they're trying to put the basketball world on notice in march, but they also need some production of guards, right? hannah job. and, you know, tomato to tow lot a rather low polo, who? pretty quiet in the conference tournament when they fail to and it just wasn't great for stanford. they need more production out of those guards. they'll have to take on norfolk that welcome them. there and maples. it's 07:00pm tomorrow. but as you know, guys, a lot of anticipation head into this women's tournament probably the most anticipated tournament with kaylee clark, an angel reason so many other big names, juju watkins. so stan, for they have a lot to prove. we love the big dance. all right. days, thanks can't wait to see how it all plays out.

owners and renters who have state farm insurance will see their policies canceled over the next year. state farm says this is the only way to keep their business viable specially in the wake of the wildfires we've seen over the last 7 years. kron four's dan kerman reports state farm insurance is reducing the amount of homeowners insurance policies it has in california. >> the company says over the next year it will stop renewing approximately 30,000 homeowners renters. and other property insurance policies in the state that begins in july in august. it will also stop offering and stop renewing commercial apartment policies. state farm's the last remaining company that has not non renewed. >> a single homeowners insurance policy. since the big buyers of 2017. so it's the market leader. they really held on longer than anyone else. rex frazier's with the personal insurance federation of california, which represents large auto and home insurance companies. he says

continuing to grow and paying out for wildfire damage proved unsustainable for state farm. they outlined the drop in the capital that they have available to service their existing customers. and it went from 4.1 billion dollars at the end of 2016 to 1.3 billion at the end of 2023. but this is raising a red flag for state regulators who say state farm general's decision today raises serious questions about its financial situation. >> questions the company must answer to regulators. this is part of a larger problem. we've got other insurers withdraw. >> we need to make sure that we're stabilizing or insurance market. >> various state senator scott wiener also is concerned. he says there is a move afoot to change rate rules. he says that might help in the future insurance. commissioner ricardo, lara >> has proposed new miles that would insurance companies to

are calculated risk and a different way >> including predicting future risk around wildfires and climate change, cetera. we have to do things differently when it comes to insurance in california. dan kerman kron, 4 news. >> this is just the latest complication in the california home insurance crisis. kron four's sara stinson did speak to a north bay couple earlier today who struggling to get their home insured in a high wildfire risk area after being dropped by their insurance of nearly 2 decades. it's a story you'll only see here on kron. 4 comes up tonight at 6.30. meantime, lawmakers in washington are reintroducing a bill today to invest billions of dollars towards improving living conditions for people living in public housing, new york democratic congresswoman alexandria ocasio cortez and vermont senator bernie sanders have reintroduced a bill to invest more than 160 billion dollars to renovate public housing. >> and make it energy

efficient. >> need to mobilize millions of people to demand that every american has decent and affordable housing and at the same time we address the existential crisis of climate change. what do you want who want it? >> the u.s. government says more than 1.7 million americans rely on public housing, but a lack of funding has allowed many of these homes to fall into disrepair and has created a maintenance backlog. the bill is expected to face opposition, though, in both the house and the senate. >> the biden administration has canceled another 6 billion dollars in student loan debt today. this new wave of debt relief effect. 78,000 borrowers primarily public service workers. those include people like teachers, nurses, firefighters and others who qualify under the public service loan forgiveness program, which was created in 2007. the white house says this latest round of forgiveness brings the total student debt canceled to

144 billion dollars affecting 4 million americans. and lawmakers do not have much time to debate a 1.2 trillion dollar budget deal before the deadline. there. both democrats and republicans say they got some of their top priorities in the bill. conservatives got more money to deal with the immigration and border security issues. and for the left's more funding for child health care and research. the bill is essentially keeps domestic spending flat and cuts some foreign aid while slightly increasing money for veterans programs in the military, the house is scheduled to vote on the bill tomorrow. if it passes, it would head to the set. >> governor gavin newsom and democratic leaders in the legislature say they have reached an agreement to reduce the state's multi-billion-dollar budget deficit. currently there is discrepancy on what that deficit even is the non-partisan legislative analyst's office projects it at 73 billion. but the newsom

administration estimates it closer to 38 billion. whatever the number is to reduce it by 12 to 18 billion dollars. specifically. the plan is calling too allow the legislature to reduce the size of the current fiscal year's budget. the quicker we move. >> the better off our budget in fiscal situation will be for the entire golden state. are sacrifices getting need to be made this year. you're right. yes, absolutely. we are going to have to make sacrifices. but early action means that we can bring this deficit to a more manageable level. >> democrats say they plan to vote on their deficit reduction plan sometime in early april. all right. let's take a live look outside here at the bay bridge toll plaza where it has been a pretty nice day in the bay. yeah, i mean, waiting there to get on to the bay bridge, at least there some sunshine outside. it's not raining, but we can't

say the same for tomorrow. lawrence has your forecast. yeah, i think tomorrow afternoon, especially the bay area roadways going to be very slick. so be careful out there as we get back to some wintry weather after a nice start to spring. we've had some beautiful weather, but now looks like mother nature wants to bring another round of some winter our way out the door right now. you've got a couple high clouds up above a dry evening. >> for us on tap, in fact, a dry morning tomorrow as well. so far, so good to see those high clouds moving overhead. that sea breeze continuing to blow. and we did have some fog early on this morning. that did tend to break up the leaving lots of sunshine. but now everything is about to change the jetstream. yeah. hanging up the just to our north. that's a start to drop as we head in toward tomorrow. that's going allow this next storm system comes swinging in as we head throughout the day tomorrow. so high pressure finally getting out of the way that richmond stick around for a while now. but now got a couple of systems here that are going to begin to bring some rain back to the bay area. keep things going into the weekend, too, with some much colder temperatures on tap for the bay area, especially as we get into

saturday. all right. let's time out the storm for you overnight tonight. those clouds continuing to gather outside tomorrow morning. your commute. the first part of a doesn't look too bad. mostly dry commute early in the morning. you start to begin to the storm system moving to parts of the north bay early on. but watch what happens. there's another low on the backside of that may slow that down just a little bit. so by 10 o'clock, you start to see some of the moving a little further south. maybe a couple scouts showers toward battle. then as we head in toward noon, still fairly dry in parts of the north bay. start ta see more rain moving into santa rosa. then as we head toward 2 o'clock or so, you start to see that front begin to drag southward and was head toward the afternoon. that's when the really the bulk of the rain looks like it's going to come through. so back to rain, we go in the bay area could be a nice little soccer, maybe half an inch, maybe an inch of rain as we head toward the evening. so looks like a lot. whether toward latter part of the day, the first part of the if you've got to get something done to tomorrow morning. so we basically maxed out our sunshine. we certainly didn't our get back. paying for the what we've had. yeah, we're going back to us more wet weather. things aren't.

>> and so colorful. >> it's satisfied. yeah. but mesmerizing slowly shoot over there. just stunning images. this is in carlsbad. >> as you can see, spring has sprung with the flowers flourishing. all those beautiful colors there. the fields are open daily tickets are available online. the costs 14 bucks for kids. $23 for adults. again, this is in carlsbad. you can visit those fields until may 12, but that's not the only super bloom already springing up across the state lake elsinore in riverside county taking steps to prevent massive crowds there from coming to see their big bloom. the area does attract tens of thousands of people every but this year, officials are expecting a smaller bloom that's due in part to overcrowding in years past, which has left some patches of flowers, unable to sprout. they already scaled back last year as well to try and help with this year again,
