>> right now on the kron, 4 morning news we hear from the attorney for the driver who crashed her suv into a bus stop killing a family of 4 in san francisco. oakland mayor sheng thao. update us on where she is in selecting a new police chief. and we're tracking rain coming into the bay area today as winter weather returns. >> from the area's local news station. you're watching the kron. 4 morning news at 7. >> good morning. and happy friday to you on guard. and i'm james and on this friday, we're going to see things change on over the course of the day. yeah, i guess we have several hours to maybe prepare. let's talk about the timing of the storm. had yeah. good morning, james and ari, good morning. everybody can see behind them. some breaks in the clouds there and that's what everybody is going to be

treated to get. the day started see some sunshine in many areas, particularly off to the east and the south bay. it looks like well into this afternoon, but it starts to go downhill fairly quickly after that, there's a look at the east bay shoreline. you can see some of kind of broken clouds a little bit, shredded stratus, if you would like. >> and that's a covering of this portion for now. so this is what it looks like upstream. is that lower going to watch going to be a player for about say 48 hours or so? it doesn't have the subtropical jet behind it, which has been a familiar refrain we've seen from our winter weather very much so. but this is going to be more the winter-like pattern we're going to see for today tonight and tomorrow and into next week. it looks like with all the systems coming from the gulf of alaska. look at that. nice opening up. you can see there for a good portion of the bay rain again, starting in the north bay, which is true to form. now, as far as our winds are concerned, they're actually come to the southeast a little bit com, the single digits that will shift more southerly and southwesterly later on today. and the wind papas expected right in time for your evening commute as we have rain as

well. want to walk into this a little bit, too. you can see the dryness that we're going to get for much of the east and the south bay projected. this is already mid afternoon. the rain already encroaching across some of these dry patches. so it will delay a little bit the onslaught, some so called virga of evaporation before the rain strikes the ground early on when it starts. but here's another patch worth noting tomorrow afternoon. we may see some patches of sun coming out with all of that. and that will just give the atmosphere more energy, which to play with with this rain. we can get patches both today tomorrow, even into sunday of scattered thunder showers. there you have the cloud cover really building by 2 o'clock high. temperatures still manage upper 60's near about 70 more. the timing of this rain not just today but into your weekend. right now. checking the traffic and all right, dave, thank you for that. a little fly like this morning starting out on our bridges. >> not seen any traffic building at the toll plaza, which is a great thing. 14 minute ride. good to get out. get things done for the rain starts it. 14 minutes. 82 want to san mateo bridge. richmond

center fell bridge around 10 minutes. i am tracking in accident in the city northbound to 81 on south. it seems a little slow there along ones moving pretty fast and the golden gate bridge around 20 minutes. 37 to the tunnels. bridges, back to you. thanks. a lot of to developing news now. the driver who crashed her suv into a bus stop. >> killing a family 4 in san francisco has been released from police custody. a kron four's rob nesbitt. talk to her lawyer and has their side of the story. mary fong allows lawyer says she did not suffer any major injuries like a broken bone from saturday's crash. >> he also says the public seems to have a misunderstanding held legal proceedings work in a case like this and that there's no wrong in his client being released from police custody. the pictures of the 4 victims who died because of saturday's crash. still hang on you, lois street in san francisco and visitors still walk to the growing memorial to pay their respects. police arrested the driver. 78 year-old mary fong

lau. but her lawyer sam geller confirmed to kron 4 that she's been released from police custody and that no charges have been filed. the fact is that this could just be horrible tragedy. >> that, you know, have to vary. corporate consequences. that is an accidents without there being crime. san francisco district attorney brooke jenkins has asked for patience as investigators gather more information, saying toxicology results can take more than 30 days to obtain. and that will also take time to go with the operating systems of the suv. lau was driving his grateful and appreciate fact that da's office, despite potential public pressures you know, conducting a thorough investigation to make a proper determination to get it right. the youngest victim in the crash, 2 months old ramos, pinto de oliveira died at the hospital wednesday. the executive director of walk san francisco, jodi madeira released a statement saying in part, quote, san francisco griese for this family. we're all far too vulnerable. >> cars, trucks and suvs can become deadly weapons in an

instant. our city's leaders must step up to the all too real threat on our streets with new levels of commitment and a new ways walk. san francisco sent a letter to mayor london breed outlining the need for more decisive action with vision, 0, a road safety policy with the goal of eliminating all traffic related fatalities. reporting in the newsroom. i'm rob nesbitt kron. 4 news. >> 704. and today the sfmta holds a public meeting on the no turn on red expansion project. and we've got the project looking to improve pedestrian safety. crawford's will trend joins us live from the city to explain. they will. so what's going to happen in about 3 hours from now? james, the sfmta, they're inviting the public to give there insight. >> on what you think about read it. i right at a red light. now it's already happening. you might not realize it, but it is going on and they have a sample size to prove that it definitely works. so right now actually

since 2021 in the tenderloin area, 54 intersections, they have a sign up that says no right on red. how effective has it been? well, 92% compliance and they have seen the pedestrian accidents and fatalities in that area and the 3 years since dramatically decrease. what they want to do is expand that to the core of the business district, the downtown area in san francisco, north and south of markets. they want your input. what you think about it. but it looks like it's not a matter of if, but when it has been proven effective, not just in the tenderloin, james, but in new york city. you might not realize this. but if you drive in new york city, we would never were tourists. right? we take the subway. but if you drive in new york city, you are not allowed to make a right on red within the city. that's not going to happen in san francisco. it's only 200

intersections south and north of markets. but they just want to make sure that pedestrians and bicyclist are safe. a lot of times you make a right and a bicyclist might come right next to you and you hit the bicyclist or pedestrian. so this is something that they are thinking about. >> and after today, james, it looks like it will be implemented sometime later this year. back to you. okay. >> thank you. will. meantime, over in the east bay in oakland has been almost a month now since the oakland police commission delivered a list of candidates of the new police chief to the mayor for her review. we still don't know what the mayor plans to do with the list at this point. it includes cincinnati police department lieutenant colonel lisa davis, new york city assistant deputy mayor for public safety. luis molina, former san leandro police chief abdul trade in and retired lubbock, texas police chief floyd mitchell. at the beginning of the month.

the commission gave this list of candidates to mayor thao for review. and to possibly conduct her own interviews of the 4 finalists. and here's what the mayor has to say about the process. >> i have to do my due diligence. do a thorough review. you know, i can tell you migration of a panel interview has been conducted and i am moving forward and in a steadfast, wait moving expeditiously. but at the same time, i'm going to take my due diligence to ensure, you know, any checks and balances are implemented, making sure that this person is going to be the right person for the city of oakland. >> oakland has been without a permanent police chief for more than a year since mayor tell fired former police chief leronne armstrong. >> 707, or 708 now is the time and the man killed in a wrong-way crash following a police chase on 5.80, in oakland earlier this week has now been identified as 57 year-old lee david weiner of lafayette. police say he was

driving a bmw tuesday when a truck involved in a police chase crash into him head on. it all started with a burglary in else to which then led to this chase. police, though, say they stopped the chase when the pickup truck started heading the wrong way on westbound 5.80, right there at the 8 emerge the bay bridge. they say the suspect suffered major injuries in this crash and they're all now facing criminal charges. >> the chp is looking for the person fired shots on the freeway on tuesday on around 08:00pm on interstate 80 and mcbride avenue in richmond. one person was hit by a bullet but did survive. they're still looking for the more than 70,000 property owners and renters who have state farm insurance will see their policies no longer renew nez perce that my ears because high of state farm, a lot of people do. >> but state farm is saying that the only way to keep a viable business is to pull out of areas that have.

>> high fire danger kron four's. dan kerman has the details. >> those who live in high fire danger areas may soon be without homeowners or renters insurance. >> state farm. the state's leading insurer has announced that over the next year will stop renewing approximately 30,000 homeowners renters. another property insurance policies and not renew another. 42,000 commercial apartment policies, state farm's the last remaining company that has not non renewed a single homeowners insurance policy. since the big fires 2017. >> so it's the market leader they really held on longer than anyone else. rex frazier's with the personal insurance federation of california, which represents large auto and home insurance companies in california. >> he says taking on more policies and paying out for wildfire damage has proved unsustainable for state farm. they outlined. >> the drop in the capital that they have available to service their existing customers. and it went from

4.1 billion dollars at the end of 2016 to 1.3 billion at the end of 2023, the zip codes that will see the most non renewals are in areas ripe for wildfires. >> places in and around santa rosa, napa, piedmont, orinda and lafayette. this is part of a larger problem. we've got other insurers withdraw. >> we need to make sure that we're stabilizing or insurance market. >> bay area state senator scott wiener says the state insurance commissioners looking at new rules as to how insurance companies can calculate risk when setting rates. he says that might help. and are going to go up. >> and vote. that's going to be painful for many of us. but it's also better than not being able to access insurance at all. >> still, this is raised a red flag for state regulators. they say state from general's decision today raises serious questions about its financial situation questions. the

weekend progresses because the thunder showers and is spread out through the whole area. it's just instability because it has to mix pro pre utley of cold air upstairs milder air at the surface going forward. what today will go freezing here by 3.30, in still working on getting into the east and the south bay, the north bay. finally, it spread into that. then we get the entire bay involved here by the evening commute. so 6 o'clock, everybody is going to be involved in. that's going to be with winds, too. so sloppy commute under way home. we get a clear patch for a few hours. more overnight showers into saturday morning and saturday afternoon. you see kind of pin wheeling a little bit from the low that we have in place here. we're familiar with those kind of things in there will be surface winds, but nothing like we've been through with the knocked out all the power and all that sort of thing. but you will have spot problems because you can get some thunder showers. some local hail, even sometimes some straight-line winds and very localized areas. this is up by saturday evening and still yet more waves and orders. you can see them just keep flowing in from the pacific. it's about those winds at his mansion. here's

the pop that does happen this evening with those wind with the rain rather due west from the southwest. so this is a low acting caught a monotone. it's not getting fortified moisture wise from the subtropical jet as we had so much this previous winner. there's another pop happening on saturday. a dozen upstage the active today, but still worth noting a nice pop with winds as the rain hits pretty close on the same type of timing. it looks like on sunday morning, little bit of the windy side there from the golden gate and along the coast. as you can see, 2 now. so what does all this rain is developing late this afternoon? windy kind of a sloppy evening commute as we talked about showers and scattered thunder showers for saturday and sunday. although they'll be some breaks of sun going on. most likely that will be on sunday. and that just give the atmosphere energy, which to work with next week. the next big big rain hit is on wednesday. maybe an isolated shower monday variable clouds and all of that temperatures still stay cool. now we're going to reset those for the week ahead

and then unsettled into next weekend. but not next weekend proper. it's friday and early into saturday. looking good. we look at the latest model runs. 64 san francisco. 66 open 70 for san jose. that's a senior probably won't see with the raindrops there going on until we get to late afternoon and evening for the ride home. but the ride into work, right? fl saint. alright, running alert overall. you look good there. but traffic is starting to build gradually. >> crossover highways like highway for traveling any conquered and 8.80, traveling through hayward and fremont this morning bay bridge. although the meter lights are on, traffic is not building at the toll plaza. 14 minutes into the city right now. san mateo bridge just short of 15, 80 to 101. for antioch to concord, about 40 minutes. the last hour we had a traffic hazard, slowness down and conquer. that's clear. but residual delays. 34 minutes along one 85 to menlo park to 80 2.37, you're making great time. all right. james, back to you. >> all right. thank you very much. rain is 7.18. is the

time and for your money this morning, where does california rank when it comes to women financially and medicare has opened the door to weight loss drug coverage. we've got jane king standing by live in new york to explain morning jane. >> hi, james. good morning. so the centers for medicare and medicaid services has issued new guidance allowing medicare part d plans to cover the weight loss drugs which received that approval. now, the agency's guidance will allow the medicare patients to get coverage for novo nordisk injection we go v as long aa it's prescribed to reduce the risk of heart attacks and strokes. these treatments, of course, have skyrocketed in demand over the past year, despite the hefty price tags and spotty insurance coverage, california ranks high for financial strength for women forms to the survey. look at things like gender pay equity the home ownership. california was in the top 10 states. found one in 4 women in the state make 6 figure salaries, women's median earnings were 77% of men's and we're all

what issue here is that a second victim has come forward alleging abuse, claiming now the school district. >> failed to act pro forcefully call talks to the attorneys. >> a second former student at san ramon valley high school has come forward with abuse allegations against a former theater arts teacher. she has been added to a lawsuit originally filed last month in contra costa county superior court against the teacher and the san ramon valley unified school district. it alleges the school district failed to act when made aware of the abuse allegations. >> during the 2011, 2012 school year. they did not document his final so that subsequent employers would know >> about these allegations. they did not submit the matter to the california teachers accreditation agency to ensure that his license was taken away. attorney robert allard with the san jose based law firm of sari boskovich and allard represents the 2 plaintiffs. >> he says jane doe number ones, alleged abuse happened

multiple times on and off campus in 2011. and jane doe number twos abuse allegedly occurred shortly after the first plaintiffs graduation. the lawsuit claims the teacher showers, the plaintiffs with gifts and played favorites. allard says jane doe number one was sexually abused multiple times on and off campus and that the teacher's alleged grooming led to him inappropriately touching jane doe. number 2. >> without her consent, these were all from behaviors which were known to the school. and to our knowledge, no action was taken by the school of prior to the. >> station of jane doe. number one, allard says the report was filed with law enforcement back in 2012, but no charges were filed, which is why kron 4 is not sharing the defendant's name or picture. >> allen says he eventually left the school on his own accord shot. for the past. >> several years he has been advice principle. at a reputable private k through 12. school and the east bay

area's council on american islamic relations or care for short says they would prefer the governor called for a cease-fire earlier, but it's better late than never. >> for many months now, the majority of americans have said that the genocide in gaza it's sad that it's taken our elected officials so long. to join the moral called for a cease-fire. but we welcome that they are now here. >> all the governor's letter also acknowledges a rise in anti-muslim discrimination and hate care. national says in the months following the october 7th attack on israel, anti-arab bias jumped by their count by more 170%. >> meantime, so cisco bay area office of care is calling on san bruno officials to issue a public apology over what they say happened during last week's city council meeting care says city officials refused to let muslims attending the meeting, break their fast and pray inside city hall. the groups sent

this letter to the san bruno mayor in its care says that muslim residents had previously requested accommodations for fasting as the meeting fellow the second night of ramadan, but city staff, they said denied the request just hours before the meeting stating city policy prohibits food in the lobby and the letter went on to point out there are vending machines, chaos, snacks for pastries and things and an area kong green. that lobby fasting constituents were instead instructed they say, to break their fast and they have their prayers outside surrounded by police presence. the letter asked the mayor to clarify the city policies used to justify their actions and also to engage in comprehensive islamophobia training. >> ray of sunshine to somebody was carrying gave so much others. she loved her kids, her husband, she loved the community. >> a father remembering his daughter and son in law jt and amanda true, who died march 12
