the city behind us here. it's dry for now, but that won't be the case by the evening commute. yeah. the storms rolling and morning dave morning, guys. good morning. everybody saw the glitter of some sunshine to and that's even in san francisco. we're going to see in tho east and the south bay for. >> a good chunk of the day today. that means sunshine going on. here is a nice breaks in the clouds before things get rolling into this evening, rain will pretty much philip most the babe. i say 5 o'clock with a good stiff wind with that as well. no wind advisory but enough that might be a little bit of an annoyance in your travels home. here's a live shot of the east bay shoreline. looks like the skies opening up a touch. how about that action looks nice for the early part of the day. at least there's the storm system we're watching. it's going to provide the action for today tonight and into tomorrow. there's going to be more success of systems to watch in the gulf of alaska. here we have a nice break in the clouds, but not for long. that will fill back in again. rain will start in the north bay dropped to the southeast. but at times it looks like it will take its sweet time. we keep making it south. current winds are relatively uneventful,

8.80, to 101. the richmond, sandra fell bridge around 9 minutes there. and let's check on the golden gate bridge. 37 to the tolls. 25 minute ride. darren james, back to you. thanks a lot. rain 802. and the latest developments now with the driver who crashed her suv into a bus stop in san francisco, killing. >> a family of 4. she's been released from police custody. yeah. and kron four's rob nesbitt actually had a chance to talk to her lawyer to get their side of the story. >> mary fong allows lawyer says she did not suffer any major injuries like a broken bone from saturday's crash. he also says the public seems to have a misunderstanding how legal proceedings work in a case like this and that there's no wrong in his client being released from police custody. the pictures of the 4 victims who died because of saturday's crash. still hang on you, lois street in san francisco and visitors still walk to the growing memorial to pay their respects. police arrested the driver. 78 year-old mary fong lau. but her lawyer sam geller confirmed to kron 4 that she's been released from police

custody and then no charges have been filed. the fact is that this could just be horrible tragedy. >> that, you know, have to vary. for consequences. that is an accidents without there being crime. san francisco district attorney brooke jenkins has asked for patience as investigators gather more information, saying toxicology results can take more than 30 days to obtain. >> and that will also take time to go with the operating systems of the suv. lau was driving his grateful and appreciate fact that da's office, despite potential public pressures >> you know, conducting a investigation to make a proper determination to get it right. the youngest victim in the crash, 2 months old ramos, pinto de oliveira died at the hospital wednesday. the executive director of walk san francisco, jodi madeira released a statement saying in part, quote, san francisco griese for this family. we're all far too vulnerable. >> cars, trucks and suvs can become deadly weapons in an instant. our city's leaders must step up to the all too

have to log on to the sfmta website. you can call and you can do zoom in, give your input on it. but they are already have a sample size and they think it's quite effective because 3 years ago they started this program in the tenderloin. 54 intersections. and since that time, they say 92% compliance from drivers not making a right on red. and more importantly, the number of pedestrian accidents dramatically drop. so what they want to do is if it works here, how about we apply over here and over here is the south of market area and north of market area, about 200 intersections in the core of the downtown area. and they probably is not a matter of if, but when it will happen, they just want to hear your him. but i know some people don't like it. they don't want to turn san francisco in to new york city where in new york city you cannot make a right on red anywhere in that

city, according to sf mta, they say they just want to do it at this north and south of market areas. for now. and they point to the numbers in the tenderloin that it is, in fact, safe for pedestrians and bicyclist. again, if you want to log-on go to sfmta website and you too, can chime in on this program. back to you. will. thank you very much. >> 806, is the time and east bay. it's been a month now since the oakland police commission delivered its list of candidates for the city's next police chief to the mayor. we still don't know what the mayor plans to do with the list, which includes cincinnati police department lieutenant colonel lisa davis, new york city assistant deputy mayor for public safety. luis molina, former san leandro police chief abdul president and retire lubbock, texas police chief floyd mitchell at the beginning of the month. the police commission gave the list of candidates to mayor thao for review and possibly to conduct her own interviews

of the finalists. and here's what she has to say about the process right now. >> i have to do my due diligence. do a thorough review. you know, i can tell you migration of a panel interview has been conducted and i am moving forward in a steadfast, wait moving expeditiously. but at the same time, i'm going to take my due diligence to ensure, you know, any checks and balances are implemented, making sure that this person is going to be the right person for the city of oakland. >> and i don't know if we're able to put that list of the candidates up again. but it turns out just moments ago we got an e-mail saying that mayor tell haannounced floyd mitchell. as the new oakland police chiefs. you can see him on the right there. floyd mitchell has more than 30 years of experience in law enforcement. he was the police chief of lubbock, texas, and his start date is still being finalized. the thought is right now he's going to be leading the oakland police

department between late april and early may give him some time move out here. we just found that out live on our air. there you go. so now we know who the next police chief in oakland is going to be right there on the right floyd mitchell. >> okay. to wait is the time. and in other news this morning, the man killed in a wrong-way crash following a police chase on 5.80, in oakland earlier this week has been identified. now as 57 year-old lee david wiener of lafayette. police say he was driving bmw tuesday when a truck, a pickup truck involved in a police chase hit him head-on. it all started with a burglary up in else to which then led to this chase. but police stopped the chase. once that pickup truck started heading the wrong way on westbound 5.80, right at the 8 emerge near the bay bridge. they say the suspects suffered major injuries in that crash and they're all now facing criminal charges. 809, is the time and more than 70,000 property owners and renters who have state farm insurance.

>> are going to see their policies not renewed in the next year more on the ongoing crisis for homeowner. state farm says it's the only way to keep its business viable, especially in the wake of all the wildfires that we've seen here in past years. >> kron four's dan kerman. that takes a closer look. those who live in high fire danger areas may soon be without homeowners or renters insurance. state farm, the state's leading insurer has announced that over the next year will stop renewing approximately 30,000 homeowners renters. another property insurance policies and not renew another. 42,000 commercial apartment policies, state farm's the last remaining company that has not non renewed a single homeowners insurance policy. since the big fires 2017. >> so as the market leader, they really held on longer than anyone else. rex frazier's with the personal insurance federation of california, which represents large auto and home insurance companies in california. he says taking on more policies and paying out for wildfire

damage has proved unsustainable for state farm. >> they outlined. >> the drop in the capital that they have available to service their existing customers. and it went from 4.1 billion dollars at the end of 2016 to 1.3 billion at the end of 2023, the zip codes that will see the most non renewals are in areas ripe for wildfires. >> places in and around santa rosa, napa, piedmont, orinda and lafayette. this is part of a larger problem. we've got other insurers withdraw. >> we need to make sure that we're stabilizing or insurance market. >> bay area state senator scott wiener says the state insurance commissioners looking at new rules as to how insurance companies can calculate risk when setting rates. he says that might help at rates are going to go up. >> and but that's going to be painful for many of us. but it's also better than not being able to access insurancp at all.

center say, hey, you guys may have some thunder showers scattered about. that's all means. it doesn't mean it's going to very severe. but you may have been since we don't get that often. just kind of pointing that out a little bit. got cold air aloft. you've got the moisture at the surface. so that's what drives things back to future cast for. let's watch this into motion. and here it is evening commute. pretty much all covered up. talk about this earlier. but it looks like at the surface, some dry patches in the east and the south bay. so it'll be some virga fight things initially. but that will be overcome. and we're going to have some winds with this as well. little pop of winds. this has to march through winds will subside little break. then overnight, the kind of pick up a little bit but will be fairly light going on and spotty very, very spotty throughout saturday morning into the afternoon. we may get breaks in the skies and if we do get some sunshine in the afternoon, that's just energy for this line that moves through saturday evening and throw in a couple of scattered thunder showers while we're at it as well. potential hail with that. and even sometimes straight-line winds were locally. nice package comes down here you can see on sunday morning this

looks to be around on or so which is kind of good because it helps to stabilize the atmosphere. when you get that to happen. so maybe they'll kind of shut things off a little bit, at least for the severity. back to the when pop. we're going to get wind shift from the south and to be could come from the south and the west winds in the 20 mile per hour range or so. we've got to see an uptick on the winds with the rain that arrives tomorrow. it looks like and even as late as sunday, there seems to be some coastal winds at work here, too very early on sunday morning with that kind of rain package of showed you there. so we have rain developing. it's going to be late. its logo windy and sloppy for the evening commute. showers on saturday. scattered on sunday set that interesting little cluster of rain. we talked about breaks of sun, energy for the thunder showers. and then for next week, it's rain again on wednesday and another dose into friday. but it looks like next weekend is looking pretty decent at this point. hope that holds 64 san francisco, 66 oakland, 70 san jose ona, by the way to live with the winter tradition.

these numbers are won by by cars are going to be a little bit colder as we go into most of next week. so the evening commute is pretty sloppy. not too bad to get to work. what's going on right now, although overall, we have great commute. >> you're starting to see traffic slowing down a little bit in the east bay selling a piece about 33 minutes there. atr as you're traveling along 5.80, through oakland, both highways starting to get some speed and pick up. in a run on a ridge. is the bay briage looks really good right now. san mateo bridge still under 15 minutes. no major delays there. also riches and rachel bridge, golden gate bridge moving that limit. 36 minutes along 1, 1, 85 to menlo park. the last time we checked, then read about 45 minutes. drive times are gradually going down. a lot of people getting where they need to go. 80's a little busy about 30 minutes. you start to build just pass. and pablo all the way into oakland, crockett, down towards the maze. about 30 minutes, doubling down to fremont along 6, 80 look at that. all green your 15 minutes. that looks great. darya. james, back to you. >> thanks a lot. ryan. 8.18,

high noon to 3 o'clock at 67. so there are the storm system is it has to drop into the general bay area and a true to form of the winter like weather pattern. our winter hasn't been as typical with this as moisture is kind of bubbled up from the south moving towards the north. and yes, this low is going to be close to us, but we don't have heavy, widespread winds like we've had with other storm systems, at least in this initial hit later on. we'll continue watch what goes on single digits for the winds right now. calm. but we are worried about instability issues all weekend long. that means thunder showers, a possibility and that could come with some hail too. look at those numbers as we speak as stand right now, middle 50's and that's going to be close to highs going forward. it looks like, yeah, there's a comparison to 24 hours ago in numbers were a little cooler than they are. now we have more on the timing of not just this weekend, but next week with more rain coming our way right now, going into traffic right now. >> yet now a good time to get some things done, especially before it starts to rain out there. day nyman, right?

statement that he sent out, which reads in part, quote, as oakland's police chief, i look forward to working together with our residents, business owners, city leadership and members of the police commission to build a stronger and safer oakland. i'm excited about the opportunity to meet the members of the police department interact with all the people who call this beautiful city home and become an integral part of this special place. big story, it's been about a year have police chief in oakland. >> 8.32 right now and amended civil rights lawsuit has been filed against the san ramon school district and a former teacher. yeah, a second victim has come forward alleging abuse and claiming the school district failed to act forcefully to call has more. >> a second former student at san ramon valley high school has come forward with abuse allegations against a former theater arts teacher. she has been added to a lawsuit originally filed last month in contra costa county superior court against the teacher and the san ramon valley unified school district. it alleges

the school district failed to act when made aware of the abuse allegations during the 2011, 2012 school year. they did not document his final so that subsequent employers would know >> about these allegations. they did not submit the matter to the california teachers accreditation agency to ensure that his license was taken away. attorney robert allard with the san jose based law firm of sari boskovich and allard represents the 2 plaintiffs. >> he says jane doe number ones, alleged abuse happened multiple times on and off campus in 2011. and jane doe number twos abuse allegedly occurred shortly after the first plaintiffs graduation. the lawsuit claims the teacher showers, the plaintiffs with gifts and played favorites. allard says jane doe number one was sexually abused multiple times on and off campus. >> and that the teacher's alleged grooming led to him inappropriately touching jane doe. number 2 without her consent. these were all screaming behaviors which were known to the school. and to

our knowledge, no action was taken by the school of prior to the. >> station of jane doe. number one, allard says the report was filed with law enforcement back in 2012, but no charges were filed, which is why kron 4 is not sharing the defendant's name or picture. >> allen says he eventually left the school on his own accord shot. for the past. >> several years he has been advice principle. at a reputable private k through 12. school. then the east bay ice shutter to think about what i know about this man, how much damage he cause they're allard says now that a second plaintiff has come forward, a formal request has been made to law enforcement to reopen its case. >> the san ramon valley unified school district responded to our inquiry by stating, quote, we take these kinds of allegations very seriously, because this is active litigation. it is our policy not to comment.

philippe djegal all kron. 4 news. >> well, governor gavin newsom is now calling for an immediate cease-fire in gaza. elected leaders have been facing pressure as the death toll in the war between israel and hamas continues to climb in a letter to the state's muslim palestinian american and arab american communities. the governor says he's supporting president biden's call for an immediate cease-fire as a part of a deal to get relief for gas and citizens and the release of hostages. the bay area's council on american islamic relations or care for short says they would have preferred. the governor called for a cease-fire earlier, but it's better late than never. >> for many months now, the majority of americans have said that the genocide in gaza it's sad that it's taken our elected officials so long. to join the moral called for a cease-fire. but we welcome that they're now here. >> well, the governor's letter also acknowledging a rise in anti-muslim discrimination and

lake and river reporting on the story. the couple visited monterey county to talk to law enforcement. they're hoping that by sharing their story, though, keep this from happening to somebody else. southwest charles clifford has more. speaking to a pac ed room of law enforcement from across california, denise huskins and aaron quinn reed told their story in great detail starting with the moment they were awoken in their home by voices and what they thought was an armed robbery. >> instantly, i know. we're surrounded. they have guns were defenseless. the couple was restrained and drug. denise was then kidnapped and raped by this man. matthew mueller. >> when aaron awoke the next morning, he reported the kidnapping toledo police, but was almost immediately made the main suspect, anthony says disappearance he endured hours worth of aggressive interrogation. >> it's clear in their eyes and no longer. victim. i am a suspect. >> 2 days after she was taken, mueller released in east near her family home in southern california. the vallejo police department then accused the couple of making the whole thing up. mister quinn. >> and this huskins. has
