we were places on armstrong was fired more than a year ago. mitchell was the former chief of police in lubbock, texas. in a statement this morning, mayor thao ky e mitchell, a strong leader, smart crime fighter who delivers results. mitchell began his career as an officer in kansas city, missouri spent 25 years with that department. he's also veteran of the u.s. air force. in a statement, mitchell said in part, quote, as oakland's police chief, i look forward to working together with our residents, business owners, city leaders, members of the police commission to build a stronger and safer oakland. i'm excited about the opportunity to meet the members of the police department in iraq with all the people who call this beautiful city home and become integral part of this special place. the oakland police officers association also are acting in a statement. they say in part, quote, we're excited to welcome chief michel and look forward to a promising future ripley's of the uncertainty regarding the oakland chief of police position has now been

resolved. last hour, we've got a chance to speak with robert harris with the oakland naacp got his reaction to this announcement. >> well, were very happy that the decided to select the new police chief that so important that we have a police strong community engagement is so critical. 2 effective police work and we believe that that if the poli sci comes were 2 of the community gets the own engagement of the community, that he will more than likely be very instrumental in helping open move forward like to see from him as ginger, that constitutional policing continues in oakland and the chp came in oakland at the request of the in az pete. we bet with the government and we requested the governor. bring them in and now hopefully will be in a situation so that chp, the county's year and everybody can work together to make certain open is moving forward.

>> and we will be hearing directly from oakland, mayor sheng thao later today. she's going to be speaking live with our very own just the walkman. that's going to be on the kron. 4 morning news at noon. so make sure you tune in to that. all let's send it back to about. thanks a lot. right now. >> all right. now to some more developing news. the driver who crashed her suv into a bus stop in san francisco's west portal neighborhood, killing a family of 4 has been released from police custody. kron four's rob nesbitt takes a closer look at what's happening now. mary fong allows lawyer says she did not suffer any major injuries like a broken bone from saturday's crash. >> he also says the public seems to have a misunderstanding held legal proceedings work in a case like this and that there's no wrong in his client being released from police custody. the pictures of the 4 victims who died because of saturday's crash. still hang on you, lois street in san francisco and visitors still walk to the growing memorial to pay their respects. police arrested the driver. 78 year-old mary fong lau. but her lawyer sam geller confirmed to kron 4 that she's been released from police

custody and that no charges have been filed. the fact is that this could just be horrible tragedy. >> that, you know, have to vary. for consequences. that is an accidents without there being crime. san francisco district attorney brooke jenkins has asked for patience as investigators gather more information, saying toxicology results can take more than 30 days to obtain. >> and that will also take time to go with the operating systems of the suv. lau was driving his grateful and appreciative of fact that da's office, despite potential public pressures >> you know, conducting a investigation to make a proper determination to get it right. the youngest victim in the crash, 2 months old ramos, pinto de oliveira died at the hospital wednesday. the executive director of walk san francisco, jodi madeira released a statement saying in part, quote, san francisco griese for this family. we're all far too vulnerable. >> cars, trucks and suvs can become deadly weapons in an instant. our city's leaders must step up to the all too

real threat on our streets with new levels of commitment and a new ways walk. san francisco sent a letter to mayor london breed outlining the need for more decisive action with vision, 0, a road safety policy with the goal of eliminating all traffic related fatalities. reporting in the newsroom. i'm rob nesbitt kron 4 news. and when it comes to safety on the streets of san francisco, the sfmta is holding a public meeting on. >> the no turn on red expansion project. yeah, they want to improve safety, especially for pedestrians. downtown to kron four's will tran is live in the city with more on what this change is going to mean for drivers will. >> it's happening right now, the meeting. so if you want to join in, just log on to the sfmta website and then it will take you there by zoom where you can even called in to give your comments on what's going on right now. it's been in effect for 3 years. you might not realize it. what they want to do expanded. that's the key word expansion. so right now, cars going down, say then,

yes, you can maker right on red, no problems. but they what they want to do is expanded to 200 intersections north and south of market areas. well, they want to make sure that you stop and you cannot make that right and less. it's a green light. why? because they want to make sure pedestrians and bicyclists are safe. how many times as the bison was come up right next to you. you didn't even realize it when you are making that right. turn. so i mentioned that this has already been in effect. well, it started back in 2021 and the tenderloin area when they installed 54 of those sign says say no right on red. and they know that drivers are complaining about 92% of drivers have complied. that number of accidents. more importantly dramatically decreased. so what's going to happen is they want to hear from the public and looks like it's not but a win when they're when that will happen. not sure how many steps going

to take, but it looks like it's pretty much a done deal, especially since it's been effective in another part of san francisco. >> so it's going to be sometime this year later this year when those signs intersection camera, but a sign kind of like those skews me. those signs you see right there. we've all seen that do have probably a right turn. and in a band sign over at saint, you cannot do that. so i will. >> 10, 0, 7 is the time now. the man killed in a wrong-way crash following a police chase on 5.80, in oakland earlier this week was identified as 57 year-old david early. david wiener of lafayette police say was driving his car tuesday when a truck involved in a police chase crashed into him head on. it all started with a burglary at nelson rita, which then led to this chase. police, though, say they stopped the chase when the pickup truck that they were after headed the wrong way on westbound 5.80, right there at interstate 80 in the merged by the bay bridge. they say the

suspect suffered major injuries in that crash and they are now facing criminal charges. >> time now is 10, 0, 8, and the chp is looking for whoever fired shots tuesday on a freeway in the bay area. the shooting was around 08:00pm along interstate 80 at mcbride avenue in richmond. one person was hit by a bullet but survived. >> more than 70,000 property owners and renters who have state farm insurance are going to see their policies not renewed next year. really concerned. where they're going to get insurance with all of these different companies pulling out. >> but state pharmacy is the only way they can stay in business, especially in areas where there are high wildfire danger in a kron four's. dan kerman takes a closer look at what the impact going to be. >> those who live in high fire danger areas may soon be without homeowners or renters insurance. state farm, the state's leading insurer has announced that over the next year will stop retewing approximately 30,000 homeowners renters. another property insurance policies

and not renew another. 42,000 commercial apartment policies, state farm's the last remaining company that has not non renewed a single homeowners insurance policy. since the big fires 2017. >> so as the market leader, they really held on longer than anyone else. rex frazier's with the personal insurance federation of california, which represents large auto and home insurance companies in california. he says taking on more policies and paying out for wildfire damage has proved unsustainable for state farm. >> they outlined. >> the drop in the capital that they have available to service their existing customers. and it went from 4.1 billion dollars at the end of 2016 to 1.3 billion at the end of 2023, the zip codes that will see the most non renewals are in areas ripe for wildfires. >> places in and around santa rosa, napa, piedmont, orinda and lafayette. this is part of a larger problem with other

that's not the case, though. and on the lookout besides the showers will be some thunder showers potentially throughout the whole weekend. it looks like and that's what this was painted, this is not necessarily a severe zone they're looking at, but you can sometimes get some severe weather with us. it will be very isolated with that. so hail is possible. and even sometimes some straight-line winds on future cast for takes a l day to march through from the north bay down south. here it is about 6.30. this will be coupled with some winds as we approach around midnight. you can see lights, little patch breaks up before, you know, reinforcements come of more spotty showers taking us till saturday morning. but all of the shows those breaks that happened. it's not raining at the same time. the same place at the same issue. and with those breaks, it just lets the sun come in and just heats up the atmosphere for more energy. nice break happens on sunday morning. it looks like really opening up a lot of the bay and that may again pose some problems with that cold air sitting upstairs. our winds are going to pop a little bit of ride home

tonight and we're going to see another one that happened saturday afternoon. and in fact, a little bit of a 3rd one looks like it's trying to develop along the coast getting into sunday morning. so again, the kind of reiterate we have rain a% developing in to take time now. windy a sloppy evening commute weekend. we've got showers on saturday. it will be very widely scattered on your sunday and with breaks of sun with thunder showers. still a possibility. rest of the week here. monday is kind of wishy-washy as it were a lot of cloud cover, maybe an isolated shower. wednesday is the big day to look for in friday. one more hit and we should clear out for the following week for today, 60 for san francisco. 66 for oakland, 70. meanwhile for san jose in these numbers are quite lofty compared to the forecast calls for in the seven-day. i will have that extended forecast coming up and a bit. daria, thank you, dave. 10, 18 san francisco police have arrested a man for vandalizing more than 20 cars. >> officers responded to around 9 o'clock on tuesday

night to a bunch of a vehicle's reports that vehicles had had their tires slashed in the area of 12th avenue and and street. and when they got there, they saw a man who matched the description of the suspect and arrested. 22 cl torres 10, 18 is the time right now. and other news that we're following. police in newark are investigating because a newark man. shot. he was shot and killed by a bail bondsman. a bounty hunter shot and killed the man that they were trying bring in. and this happened last week or earlier this week, the bounty hunter and his employee. this is this week. so they were trying to catch a man who failed to appear in court. and after an altercation, the bounty hunter ended up shooting and killing the suspect. the bounty hunter then remained at the scene, waited for police to arrive. the identities of the men

involved in this have not been released. >> 10, 19 is the time. and according to the port of oakland, they've been pretty busy. port officials say imports rose for the 4th month in a row. they brought in nearly 77,000 containers last month. experts are also up about 24% year over year. so some good news on that front. and we're also hearing more good news out of the east bay where the concord city council now has accepted a term sheet for the development of the former naval weapons station. the company is brookfield properties. and this is the wide open space that they're talking about. it used to store weapons and munitions for the navy. well, they had an exclusive negotiating agreement. now with this development company which spans over for decades to develop a number of things in this area, one of which would be to create about 12,000 homes, a quarter which would be designated affordable housing. they would also have areas for commercial use and green spaces. wells matter of fact, they've got about 2000 acres that they're proposing

to gift to the east bay regional park district for a also includes restoration n p- about the apple creek and a widening of will pass road, which is going to be necessary if you've got more and more people living there, a specific plan and the environmental impact reports will all be given once a deal with the navy is set because the navy still technically owns that land. >> governor newsom and democratic leaders in the legislature have reached an agreement to reduce the state's multi-billion-dollar budget deficit. currently, there's still a discrepancy over how big the deficit is. the legislative analyst's office projects sit at 73 billion. the newsom administration thinks it's more like 38 billion. so that's a huge difference. but whatever the number the aim is to reduce the deficit by 12 to 18 billion dollars. specifically this plan calls on allowing a legislation to reduce the size. the current fiscal year budget.

>> the better off our budget in fiscal situation will be for the entire golden state. are sacrifices getting need to be made this year. you're right. yes, absolutely. we are going to have to make sacrifices. but early action means that we can bring this deficit to a more manageable level. >> democrats plan to vote on their deficit reduction plan sometime in early april. >> well, a new trend in the workplace may be alarming if you're in need of a vacation. employees are apparently having a tougher time getting paid time off. a new report from hr software company bamboo hr shows that about half of worker vacations requests are actually being tonight every month. experts say the main factor is companies expanding vacation time trying to attract new talent as the job market tightens. but now a bosses don't have enough workers to cover those time off requests. another factor is that employees growing desire for better work, life balance since the pandemic. and so

>> 10 24 in congress is facing yet another deadline to avoid a partial government shutdown. congress released details of the massive spending bill yesterday. lawmakers were not much time to debate this 1.2 trillion dollar deal. the deadline is midnight. both democrats and republicans say they got some of their top priorities in the bill.

conservatives got more money to deal with immigration and border security and for the left is more funding for child health care and research. this bill essentially keeps domestic spending flat while cutting some foreign aid. it still needs to be passed by the senate to avoid a partial shutdown. >> with more than 60,000 lawsuits have now been filed against the makers of ozempic and other weight-loss drugs. patients accuse novo nordisk and eli lilly of failing to notify them about the side effects which include a range of the test of problems as well as nausea. some have even been hospitalized as a result. now novo nordisk and eli lilly both say they will defend themselves vigorously in court and both companies say that patient safety is their top priority and they're working right now. federal regulators to continuously monitor the safety of their medicines. and happening today with starbucks recalling some 440,000 mugs. you see them here on the screen. they were part of the

allegations against a former theater arts teacher. she has been added to a lawsuit originally filed last month in contra costa county superior court against the teacher and the san ramon valley unified school district. it alleges the school district failed to act when made aware of the abuse allegations. >> during the 2011, 2012 school year. they did not document his final so that subsequent employers would know >> about these allegations. they did not submit the matter to the california teachers accreditation agency to ensure that his license was taken away. attorney robert allard with the san jose based law firm of sari boskovich and allard represents the 2 plaintiffs. >> he says jane doe number ones, alleged abuse happened multiple times on and off campus in 2011. and jane doe number twos abuse allegedly occurred shortly after the first plaintiffs graduation. the lawsuit claims the teacher showered the plaintiffs with gifts and played favorites. allard says jane doe number one was sexually abused

multiple times on and off campus. >> and that the teacher's alleged grooming led to him inappropriately touching jane doe. number 2. >> without her consent, these were all behaviors which were known to the school. and to our knowledge, no action was taken by the school of prior to the. station of jane doe. number one, allard says the report was filed with law enforcement back in 2012, but no charges were filed, which is why kron 4 is not sharing the defendant's name or picture. >> says he eventually left the school on his own accord shot. for the past. >> several years he has been advice. a principal. and a reputable private k through 12. school and the east bay ice shutter to think about what i know about this man. how much damage he cause they're allard says now that a second plaintiff has come forward, a formal request has been made to law enforcement to reopen its case.

>> the san ramon valley unified school district responded to our inquiry by stating, quote, we take these kinds of allegations very seriously, because this is active litigation. it is our policy not to comment. philippe djegal all kron. 4 news. >> with 10, 33 is the time. and governor gavin newsom now is calling for an immediate cease-fire in gaza. elected leaders have been facing pressure mounting pressure as the death toll in the war between israel and hamas continues to grow. so in this letter to the state's muslim, palestinian american and arab american communities, the governor says he is supporting president biden's call for an immediate cease-fire as part of a deal to get relief for gazan civilians and the release of hostages that are still being held. the bay area's council on american islamic relations or care for short says they would prefer the governor's call for a cease-fire come sooner. but better late than never. >> for many months now, the majority of americans have said that the genocide in gaza

it's sad that it's taken our elected officials so long. to join the moral called for a cease-fire. but we welcome that they're now here. >> well, the governor's letter also acknowledging a rise in anti-muslim discrimination and hate fact care. national says that in the months following the october 7th attack on israel, anti-arab bias has jumped by their count. but more than 170%. >> meantime, san francisco bay area office of care is calling on san bruno officials to issue a public apology. over what they say happened during last week's city council meeting care says city officials refused to let muslims attending the meeting, their fast and pray inside city hall. the groups sent this letter to the san bruno mayor. and it care says muslim residents had previously requested accommodations for fasting is the meeting filled the second night of ramadan. but city staff reportedly denied the request mere hours before the

and his wife now are doing all they can to help the boys cope with the sudden loss of both their parents. >> he's like, you know, the rooms of the rooms, exactly what they have everything is going to be the same. so they're trying to everything as normal as we can. but what not to let them to >> now the chp is still investigating what caused that crash? in the east bay. a 14 year-old boy is now in custody, accused of trying to steal multiple cars. livermore police say the first attempt was made last tuesday in a downtown parking garage near the intersection of livermore and railroad avenues. officers say the teen pretended to have a gun in his pocket and threatened to harm the victim. if he didn't give him his car. police then received for more reports of similar incidents. 4 days later, the teen is now facing multiple counts of attempted carjacking, attempted robbery and criminal threats. it's 10 37 in the south bay community advocates and san jose are calling on city officials to help tenants. >> to be able to afford to

stay in their neighborhood. advocates are supporting an ordinance that would require 20% for double housing units to go to people who already live in a neighborhood where this housing is being billed. they say many working class families in san jose are facing eviction from the community because they can no longer afford the rent. >> it is unacceptable that families and tenet had to endure the harm of the harmful effects of this placement cars. but the lack of affordable and stable housing. >> we witnessed a families living in the streets and caused that. we also witnessed so many struggle in trying to find foot of the house and buildings. >> the city council set to vote on the proposed policy next tuesday. if it's approved, the ordinance would go into effect immediately. new bill may help the state take control over local governments that violate state housing laws. and if this passes, it would fine local governments $10,000 per month
