year without a police chief, oakland finally has a new top cop. what we have learned about floyd mitchell and it's the day that beer lovers have been waiting for russian river brewing company releasing this year's windy. the younger. and rain in the bay area. kauai grogan tracking the current conditions as wet weather returns for the weekend. >> station. he's calling for news 2. >> thank you for joining us here on kron. 4 news app to i'm just involvement in our top story is the major announcement out of the east bay where we have learned who will fill the role as oakland's next top cop kron four's to co live with us here in the studio with more on the mayor's decision to select floyd mitchell, theresa, thanks for joining us. just the announcement comes after more than a year of searching floyd mitchell. >> has more than 30 years of experience in law enforcement. he previously served as chief of police in lubbock, texas.

chief mitchell began his career as a patrol officer with the kansas city, missouri police department. 25 years later, he accepted the police chief position for the city of temple, texas now and 2019 mitchell was appointed as the first black police chief for the city of lubbock, texas, and the 23rd police chief there overall, he held that position until resigning september of 2023. now chief michel is a veteran of the united states air force kron 4 talked with oakland, mayor sheng thao about why she chose mitchell. >> she floyd mitchell really is and, you know, showed at his proven leadership through all of the results that he's been able to do in lebec and in the other cities that he was chief however, at the end of the day, you know, i do believe that this is a great pairing with my public safety personnel. and yet again, it's never just one person. it's always 18. and so making sure that we have this missing puzzle piece so important and

i'm so excited that we finally have a team to move forward. >> now, the search for the oakland's next police chief started after mayor thao fired armstrong last year. armstrong have been placed on admin leave one month prior after investigation faulted him for mishandling too misconduct cases against an opd sergeant darren allison was appointed as an interim chief. the time the hiring prom process dragged on because there were some disagreements between the mayor and the oakland police commission. now, last october, the police commission recommended 7 candidates for the position, including former chief armstrong in december tower rejected that list of candidates. the oakland police commission then initiated the new hiring process. in february. the police commission released a list a 4 possible candidates to chief, including a child. then on february 29th, there was a community forum. for

oaklanders to hear from the 4 our mayor thao rather says that she met with each of the 4 candidates individually yesterday the mayor joined us on kron 4 news at noon while she did not speak about the list of candidates. she did say that finding a chief was her number one priority and that we would hear about the results soon. chief michel starts next week. sometime and then he's supposed to be officially kicked in until april or may. now chief floyd with his wife, rebecca, and he is the father of 2 adult sons, ben and back to you. just theresa, thank you so much. kron for news did speak with robert harris from the oakland naacp to get reaction about. >> the hiring of mitchell and harris as well. they don't know much about chief michel. they are looking forward to working with him. >> community engagement is so critical. 2 effective police work and we believe if the

poli comes were 2 of the community gets own engagement of the community, that he will more than likely be very instrumental in helping open move forward. >> harris added that one of mitchell's biggest jobs will be working to make sure the community feel safe enough to report crimes to apd. the department is currently under a negotiated settlement agreement and under the super it vision of a federal judge and a court appointed monitor civil rights attorney john burris who worked on the lawsuit that led to that oversight believes it would have been better to have selected someone from oakland to someone who is familiar with that settlement agreement. >> we're at a point where we're kind of getting close to ending the nsa. this whole has not been good. now we've gotten the new chief and that chief has now learned the and that department itself and that can really the ending of the nsa's all the period of time we've lost and not been

street. that's more than any other location in oakland and this week, city leaders announced that they're intensifying their efforts to crack down on crime in that area. it is interesting to note here, this will be the first in and out burger to close and the company 75 year history. looking outside right now, those are rain clouds on the north bay. kyla is tracking what's going on right now. it's starting to rain already. it's happening. yes, light rain is out there. but enough to make those throws a little slick, everybody. so just be prepared. if you're headed out this afternoon. right now, we're starting to see some those light particularly in the north bay. so from point rays. >> over to grand real over to santa rosa and certainly along parts of the 101 right now seeing some of it. napa. you're also getting a little bit of light shower at napa, kind of heading towards fairfield. and then as we move down, you can see it's in the east bay, just a touch as well. starting to see some of that show up. sandra fell and of course, san francisco where i was just looking at the clouds rolling in and i thought why we're going to get this soon insured up here. it is just a little bit of a light showers. so this is the

beginning of the system that we're going to see roll through as we work our way through the weekend, all courtesy of a low pressure system that's sitting right off the coast streaming all of this moisture. and now we get to the evening. i do expect some of these will get heavier and we could even see the potential about a 10% chance of a thunderstorm that could pop up to. but you can certainly see the clouds are out there. temperatures having said that are very comfortable still rather warm out there right now. you can see 67 in san jose in concord. 61 in san francisco. so pretty nice. the wind is picking up. look at this. now. we're at 22 miles per hour. it's that southerly flow ahead of the t a westerly after that. but we're going to get gusty this afternoon. so just be prepared. if you're headed across the bridges that you might feel a little bit of that. and also just make sure you're ready to have those wipers on and those lights on, especially as we get into the later evening hours when things get very active. and as you can see, it's already kind of dark into the skies road still dry right now on the golden gate bridge. but that will not be the case when we get later into the afternoon. i'll be back in just a bit. we'll track all this. get into

>> we're following some developing news out of russia right now or at least 40 people have been killed in a mass shooting at a concert hall near moscow. we do want to warn you before we show you the video, it is hard to watch. so this here is the video from inside the crocus city hall. it shows a gunman opening fire in the venue. russian state media says the attacker stormed in wearing camouflage and they opened fire before the concert started. they also use grenades and other explosives, but then started a large fire at the facility. this is a developing story. we'll bring you the latestedetails as soon as they come into our newsroom. shattered glass ransacked rooms and a stolen safe. that's what crowd for super reports. a fremont restaurant owner is now faced with after this week's a cafe

hayward high school teacher was one of the men arrested josef martinez worked at tennis in high school, teaching 10th grade english. police say that martinez sent inappropriate messages to to undercover cops posing as 13 year-old girls. he was then arrested for sending these harmful materials to a minor and attempting the production of child the district attorney's office says the arrests were made possible from operation broken heart. that's a task force targeting internet crimes against children. san francisco district attorney brooke jenkins joining members of the api community in a rally demanding justice for and paying taylor a victim of elderly assault. taylor was 94 years old at the time of her attack. she was stabbed multiple times while walking in the lower, not whole

neighborhood in 2021. the attacker pleaded guilty to attempted murder, elder abuse and assault. and despite the district attorney's recommendation for a 12 year prison sentence, he was only sentenced to 5 years of probation. >> we have to have a responsible system of justice. we have to have accountability in san francisco. there is no one more vulnerable than a 94 year-old woman. walking down the street. this was an unprovoked situation. and so we want to make sure that our asian seniors have ability to walk down the street safely our that rally interrupted by people protesting jenkins decision and instead supporting the judge placed. >> the man who stabbed taylor on probation, these opposing protest protesters accuse jenkins of not revealing all the details in the case and saying thtt revenge on someone is not the answer. police are

investigating a new york man who was shot and killed by a bills bonds bounty hunter. this happened this week when a bounty hunter and his employee were attempting to catch a man who had failed to appear in court. newark police say after an altercation, the bounty hunter shot and killed the suspect. the bounty hunter waited for police to arrive. the identities of both men have not been released. the investigation is ongoing. transportation safety officials say an american airlines plane that had no brakes upon landing had undergone break service just 4 days prior. the jet rolled past the end of the runway in dallas. this is in february because it could not stop pilots had to manually apply the brakes and then crank up the thrust in order to slow down. investigators say hydraulic brake lines were not correctly reattached after the break service was done on this boeing 7.37, no injuries were reported due to what officials are calling a brake system anomaly. one major airline

says this year is its busiest spring break ever. and today will be its busiest travel day of the season. united says it expects more than half a million passengers to fly with the airline today. among the 21 million passengers expected during the spring break traval period. that's up 10% from the same year. it's not just a traditional spring break travel this year. expedia reporting that the upcoming solar eclipse is driving a surge in travel, especially to texas where they are expecting some of the best viewing spots. we're going to check out the view right now across san francisco. the clouds are there. kyle is taking a look now at the rain that's coming in right now. and also for the week. yes, and i have it on good authority, aka, my mother, that the rain has officially started in the north bay, everybody. haha, rain gauge. yes, moms, the rain and hey, we've done well in the north bay and elsewhere. >> with the rain total so far this season, i'm pleased we've we've done a good job, but let's add to it a little bit. i don't have a problem with that, right? we'll take it. it kind of helps us to push our

fire season out a little bit more usually. and just in general is a good thing for our water supplies. you can see where some of these showers are rolling across right now. north bay definitely getting the brunt of it at the moment. but they are light and we're starting to see some in san francisco in just a few pops in the east bay as well. this is all part of a low pressure system that you can see sitting right off the coast here that well farmed com, a shape that lets you know that that is low pressure and that is what we're going to see throughout the weekend. so today it's all about that rain tracking in and the winds starting to pick up from the south tomorrow will be wide scattered showers and the chance for thunderstorms tonight and tomorrow night and then sunday will stay active the 1st half of the day. and then we'll start to get some clearing for the 2nd half. so it's not an entire washout. let me take you through and show you those showers. a few of those oranges and yellows showing you some of this could be heavy. that's about 5 o'clock, which means rush hours going to be tough. 7.30, you see it's starting to slide a little bit more down into the east bay in the south bay. and there's about 09:45pm tonight we get a little bit of a lull here, but look at how juiced

up it is to the east of us. and then we come in tomorrow with more scattered showers. and again, you see some of these cells that are capable of producing thunderstorms again in the evening, i think is what will really start to see that pick up. that's about 8.30, tomorrow night. and then sunday morning, early in the morning, another round before we finally get a little clearing in there. so we will see about an inch of rain but spots where we might have a thunder storm cell that drops heavy rain quickly could certainly see totals higher than that's why you're seeing kind of variation here. the models picking up on some of those potential thunderstorm cells. also, we've got the wind not just today, but also into tomorrow. so another thing to contend with, especially as we get to the afternoons, starting to see this wind pick up. here's your extended forecast. we cool down tomorrow. boy, do we cool down 50's everybody get ready for that. the break comes sunday afternoon into monday and tuesday by wednesday afternoon will be looking out for another round of showers next week. sounds good. still ahead, a driver busted trying to pull a fast one on a fast track express lane. >> the warning the chp has

of oakland is investing in some new technology to help guide people to local, dining and shopping areas as well as other events. 50 of these digital interactive kiosks are going to be installed along city sidewalks. already put up right near the fox theater. each chaos also serves as a free wi-fi hot spot. officials say the 50 kiosk com at no cost to taxpayers. the company running them is installing and maintaining them for free. all right. take a look at this because the chp at a hayward is reminding the public that your imaginary friend does not count as a passenger in your car in the carpool lane. they posted this picture on social media of someone they busted trying to pull a fast one on the fast track express lanes. looklive the shirt beefing up their lunch box. the chp is reminding drivers to set your fast track to the correct number of passengers in your car or you could face a fine of more than 200 bucks. up

pedestrian safety downtown kron four's will tran has the details. you can come to this red light here. >> and this is off of venice just off of market street, right? just right down the road. and they're focusing on this particular area. you can come here and you can make a right turn. what they want to do is implement 200 intersections in the north and south of market areas make it illegal that you have to do exactly what these cars are doing, that you have to stop and then wait for a green light before you make a return because they want to cut down on pedestrian accidents and they have a sample size that basically backs up. their arguments is 2021. they've installed 54 signs at the tenderloin area that says no turn on red. and since then, they believe 92% of drivers have complied. and more importantly, the number of

of not a matter if, but when. and it looks like the signs will be installed sometime later this year. >> a 14 year-old is now in custody in the east bay accused of trying to steal cars. livermore police say the first attempt was made earlier this month in a downtown parking garage near the intersection of livermore and railroad avenues. officers say the teen pretended to have a gun in his pocket and threatened to harm the victim. if he did not give him his car, police then received for more reports of a similar incident. 4 days later. the teen is now facing multiple counts of attempted carjacking, attempted robbery and criminal fact threats. russia and china have vetoed a u.s. sponsored resolution in the united nations. that would have called for the end to the fighting in gaza. the u.s. wanted an immediate and sustained cease-fire saying that it was imperative to protect civilians. the measure would have allowed humanitarian aid to be

delivered to more than 2 million palestinians. russia's ambassador called it a hypocritical initiative. meantime, the u.s. secretary of state antony blinken is in israel right now meeting with the israeli prime minister benjamin netanyahu to push for a cease-fire. and the san francisco bay area office of care is calling on san bruno officials to issue a public apology over what they say happened during last week's city council meeting care says city officials refused to let muslims attending the meeting, break their fast and pray inside of city hall. the group. sent this letter to san bruno's. mayor. care says muslim residents had previously requested accommodations for fasting as the meeting fell on the second night of ramadan. but city staff reportedly denied the request mere hours before that meeting stating that city policy prohibits food in the lobby. despite the presence of a vending machine, a kiosk for snacks and pastries also an area to gather. fasting constituents for instead

instructed to break their fast and make the prayer outside surrounded by a police presence. the letter asked the mayor to clarify the city's policies used to justify their actions and also engage in islamophobia training. and governor gavin newsom is now calling for an immediate cease-fire in gaza. elected leaders have been facing pressure as the death toll in the war between israel and hamas continues to grow and a letter to the state's muslim palestinian american and arab american communities. the governor says he's supporting president biden's call for an immediate cease-fire as part of a deal to get relief, 2 gazan civilians and also the release of hostages. the bay area's council on american islamic relations or care for short says that they would have preferred the governor call for a cease-fire earlier. but it's better late than never. >> for many months now, the majority of americans have said that the genocide in gaza must stop. it's sad that it's

taken our elected officials so long. to join the moral called for a cease-fire. but we welcome that they're now here. >> the governor's letter also acknowledging a rise in anti-muslim discrimination and hate care. national says in the months following the october 7th attack on israel, anti air bias jumped more than 170%. the jewish public affairs committee of california says the governor has made it very clear that hamas is continued rule in gaza will not be compatible with lasting peace between israelis and palestinians. so they released a statement about the governor's stance that reads in part here, we appreciate his support for jpa sees core positions on the israel-hamas war. one returning all remaining hostages to israel. 2 removing hamas for military control. 3 maximizing humanitarian aid to gazans and for minimizing civilian casualties. we look forward to continuing our close working relationship with governor newsom to strengthen california. israel

ties achieve a peaceful and secure future for both israelis and palestinians counter anti-semitism and make california a safe and welcoming place for all. there was a celebrity turnout at a rally for a california law that bans homes in close proximity to oil and gas wells. governor newsom along with former governor arnold schwarzenegger, actress jane fonda as well joined local officials in support of this law. senate bill 11. 37 is facing a november ballot initiative that would overturn it. this referendum is supported by the oil industry. but environmental groups are working on a signature drive for a measure on the november ballot, asking to keep this law in place. >> big oil is playing us for fools for decades and decades, buy off politicians of all political stripes. lying to you. elaine science. they knew the facts. they hit it.

being treated for an unspecified type of cancer that was caught while undergoing a procedure for a benign enlarged prostate. and catherine asked for privacy. more than 70,000 property owners and renters who have state farm insurance will see their policies not renewed over the next year. state farm says this was the only way to keep its business viable, specially in the wake of all the wildfires here. kron four's dan kerman has the details. >> those who live in high fire danger areas may soon be without homeowners or renters insurance. state farm, the state's leading insurer has announced that over the next year will stop renewing approximately 30,000 homeowners renters. another property insurance policies and not renew another. 42,000 commercial apartment policies, state farm's the last remaining company that has not non renewed a single homeowners insurance policy. since the big fires 2017. >> so it's the market leader they really held on longer

than anyone else. rex frazier's with the personal insurance federation of california, which represents large auto and home insurance companies in california. >> he says taking on more policies and paying out for wildfire damage has proved unsustainable for state farm. they outlined. >> the drop in the capital that they have available to service their existing customers. and it went from 4.1 billion dollars at the end of 2016 to 1.3 billion at the end of 2023, the zip codes that will see the most non renewals are in areas ripe for wildfires. >> places in and around santa rosa, napa, piedmont, orinda and lafayette. this is part of a larger problem. we've got other insurers withdraw. >> we need to make sure that we're stabilizing or insurance market. >> bay area state senator scott wiener says the state insurance commissioners looking at new rules as to how insurance companies can calculate risk when setting rates. he says that might

snow just like will take a little more rain. you're looking at a live look right now. you 70 at halftime, beautiful. you certainly see plenty of snow out there. the snow pack will be getting a boost as we head into the weekend. you can see the winter storm warnings that are up in the area in red. it does go all the way down the sierra on those western facing slopes and then the watches that you can see in that kind of blue collar. so as of tonight at 6 o'clock, that means we're under that winter storm warning and it does go, as you mentioned until sunday morning. so one to 2 feet of snow expected. we're going to gusty wind with this. so certainly it's going to be very difficult. travel not recommended if you can avoid it during this time. here are the totals were looking out for us. obviously the one to 2 feet up at the peaks here. but notice that it's cold enough to bring a little snow up spots like upper lake and to points north of that. so this will be a good one. as we look into futurecast, you can see by 8 o'clock tonight fully involved with snow. so this is why do not recommend travel? there's that overnight into the early morning on saturday. you see just a little and then it's back in it again with
