>> i'm so excited that we finally have a team to move forward. >> now at 5, the city of oakland finally has the police chief. it's been more than a year without a top cop. but today mayor sheng thao officially named floyd mitchell for the position. thanks for joining us here on kron for news at 5. i'm noelle bellow and i'm grant lotus. mayor thao fired former chief leronne armstrong last february. >> he was put on administrative leave for a month prior after an investigation was critical of his handling of to misconduct cases involving at opd sergeant. there you see shot last october. the city's police commission recommended 7 candidates for the new position, including the former chief farm show. but the mayor rejected that list and the process started up again. >> this latest batch of candidates included cincinnati's assistant poli chief lisa davis, new york city public safety deputy mayor lou louis molina. former san leandro police chief abdul pridgen and michel mayor thao

says mitchell's extensive career and leadership skills stood out to her. she floyd mitchell. >> really is. and, you know, showed at his proven leadership through all of the results that he's been able to do in lebec in also and in the other cities that he was chief however, at the end of the day, you know, i do believe that this is a great pairing with my public safety personnel. and yet again, it's never just one person. it's always 18. and so making sure that we have this missing puzzle piece so important and i'm so excited that we finally have a team to move forward. >> the police officers association tells us it welcomes the chief and hopes to work with him. former chief leronne armstrong reacted to the news today about the new chief saying. >> public safety is the most important issue in oakland. we have a dedicated police force that now has a new leader. i send my best wishes to floyd mitchell and offer any assistance he may desire. this

is my hometown. i want everybody to be safe and will do everything in my power. now as a private citizen to assist in that goal. community leaders from all around oakland are responding to mayer taos decision today. the hiring is met with mixed reaction. but most agree it's a decision that was long overdue. >> apprehensive about the fact that we've got a lot of cultural differences in the city of oakland compared to love texas system. one number 2, we have different got leadership and open different from texas and i can go down the list. >> the period of time we lost and not been good. russ trying to get this process not grant a new chief have come in sends own parameters, figure out that who the people are and that his own protocol for how he wants to run the department from my point of view, would have been better. of course, haven't inside person. you know, that poverty is with the department respect, but that that didn't happen. but not we

have announced that question he has learn how to do this department take charge. >> while some community leaders are skeptical about the new chief, the local chapter of the naacp sees this as an opportunity for change. most people in the bay area know very little about the new chief other than his previous job was as police chief of lubbock, texas. and tonight kron four's dan kerman has some insight into mitchell. >> from those who know him, he joins us live in the newsroom. dan, it took a long time, but at least now we have a chief. the chief city of oakland is almost twice the size of lubbock, texas, where chief michel previously worked. but those who know him say the his efforts there to connect with the community will serve him well here. for some oaklanders. it was last month's police commission candidates forum when they first got a look at oaklands new police chief floyd mitchell. i believe it's going to be a very challenging.

>> opportunity for a police chief to come in and work with not only the members inside the department. >> community members and multiple governing authorities to work to move the the oakland police department forward. >> mitchell began his career with the kansas city, missouri police department after 25 years there, he became police chief in temple, texas population. 82,000 in 2019, he became police chief for the city of lubbock, texas, population 257,001 thing that you consider probably the biggest accomplishment of his time here was the search allies in the police force. >> and that really helped his goal of community policing. >> that still is the evening anchor at our nexstar affiliate, lubbock, texas. he says mitchell was behind creating police substations in 3 different parts of the city. one of the things chief michel focused on was really touting the cart of safety by having the police department. >> closer to your home, this

is going to be a safer community for everyone. he had a pretty much open to a policy. >> for folks to come in talk with him about issues that they may and that opens when he when you have open door policy like that, it makes everybody feel like they are part of the change that happens within the community. reggie dial heads up the organization 100 black men of west texas. >> he says mitchell gained a lot of respect by joining with his organization following the murder of george floyd to lead a solidarity march in the city. we had. >> over got maybe 200 folks. now they're in a solidarity march to make sure that the city of little understands that is a partnership between the comsunity in the police department. we have to work together on that he was a big piece of that, a major piece of that. and while those we spoke with said mitchell worked hard to establish relationships with the community. >> the same cannot be said for the news media. we would have, you know, unfortunate

shootings and incidents that would happen you would expect tillis hear from the chief on them. he didn't really hear from him at all during the end of his tenure in lubbock, mitchell took a lot of heat for 9-1-1. calls going unanswered. but insiders say mitchell also didn't fare well when it came to officer morale. there was a internal review well of the police department that was conducted by chief michel and conducted by the department to seek wermer out. one within the department. and so from what i've been told from sources from within department of told that when it came to raul and how officer stopped mitchell was doing, it was pretty. >> fifty-fifty the city of lubbock and chief michel parted ways in september of last year. >> we tried to reach out to chief michel today for a one-on-one interview. we didn't return our calls, but we're expecting. >> that he will meet the community and the media sometime next week in oakland live in the newsroom. dan kerman kron. 4 news will be interesting to see what he can do for the city. thank you down except.

>> stay with kron. 4 for the very latest developments on the new police chief. be sure to download our kron. 4 app is free. you can get push alerts sent directly to your mobile device. >> alright, weather time here as we get a live look outside the view here from sutro tower looking north toward the golden gate bridge and the bay. there you see those ominous clouds that have moved in. it was a partly sunny start to the day. but then you could feel the system roll through. think the rain's already started in some spots, right? lawrence picked up around the bay area. now it looks like it will continue through the evening hours here. >> and then we're going to see the showers southern right throughout the week as we get back to a winter like pattern outside cloudy skies, little raindrop there on the land right in front. and we've got some drops fall around the bay area. now and more to come. if you're headed out the bay area, make sure you grab that umbrella. here we go again. it is back to some wintry weather is we've got another storm system that is now making its way into california. see that big swirl off the coastline.

and larry low-pressure can actually move right in toward the bay area as we head throughout the day tomorrow. showers continuing in northern california to, in fact, some place there, one to 2 inches of rain already. and so this is now just beginning to bear down on the bay area. some heavier rain amounts just moving along the peninsula and toward happen. bay, you see some of the stronger cells now moving in that direction. granada pacifica, watch out. you're likely to see some of those heavier bands rolling through that way. it looks like that will continue tonight and then it's going to break off into showers overnight tonight. but if you are headed out the door tonight, make sure that you have your umbrella handy. it is going to be wet off and on through the night. >> thanks. lourdes. the stanford women's basketball team is gearing up for march madness. try to make a run. >> tip-off tonight scheduled for 7 o'clock. that's where we find sports reporter aaron wilson. aaron, you were saying yesterday it is a highly anticipated matchup tonight. >> it is now. well, you know, we're just under 2 hours from tipoff where stanford they get to host norfolk state right

here at home. now, norfolk state is not to be taken lightly, mainly because one this is their second straight season to be able to be a part of march madness. that being said they're not trying to, you know, plus this opportunity, they want to put hbc use on the map is what they actually tell one of their local stations back home. and that being said, obviously, the cardinal, they will have their work cut out for them tonight here at maples, pavilion out, they have the home-court advantage. they have some comfort ability there and they have some stood on this team all around. now that being said, the second seeded stanford women's team, they're well aware of their first-round matchup tonight against norfolk state and they would know it will be a walk in the park because they're playing at home on the farm. and they remember that last year. second round against ole miss ended in them going home early here at home at maples pavilion. so to avoid them from happening again, the cardinal, they will rely heavily on kiki area off in. and of course, hannah jump to stay the ship. but of course, they need their star in cameron brink to be steering.

the senior forward is averaging 17 points, 12 rebounds per game and will veteran leadership will be key to a successful run in this tournament for the cardinal. here's cam and coach on how they feel about this matchup headed into it. >> it's been difficult, but it's been rewarding. i think this this year has been really hard because the pac 12 has such a challenging conference, but i think it prepared us for for march madness. and we're really excited. you know, this type of team that isn't selfish cam, a leading leading our team in assists sometimes, you know, here's an all american that. >> you know, really a facilitator a lot. we worked on stuff offensively as a team. i think me i'm not going to change much what i've been doing has been working for me just continue have fun with it. remember, it's a game and just to find joy. >> now, obviously, this is the time of year where upsets don't really surprise many. they just burst brackets. and of course, stanford is not trying to be upset to die. i know that mtsu definitely able to win an upset matchup

earlier today in sanford. they don't want to be on the other end of that. of course, not the losing in being said. >> you know, we cannot forget about the gaels of saint mary's. those guys are up in spokane, washington right now. getting prepared for their matchup against grand canyon who also should not be taken lightly because they, i believe are 29 4 on the season. that is spectacular. but then on top of it, they have the conferences player of the year on their team in tie and grant foster averaged 19.8 points, a game this season for the with an athletic conference that being said, the gayle, they have a strong backcourt. obviously that mahaney augustas marciulionis and of course that senator mitchell saxen plugging up the middle. one positive note when it comes to the gaels is that, you know, in favor for tonight they are. and then on top of that, they've won all their road games all season long. of course, they're trying to keep the same thing going on in washington tonight. so that tip off a little bit later as well. we'll have a recap of all of those once these in, but also visit you back at 6 let you know, howard, looking around h re because i'm right

>> all right. here we are on a friday night. first friday of spring and we have some showers moving through the bay area live look at stormtracker 4 radar and you can see not all of the bay is getting wet right now, but there is plenty of moisture in our midst. >> yes, spring brought us back to winter per se. lawrsnce karnow has all the spring sprung a leak that for sure as we've got that rain falling around the bay area. now, more of that to come overnight tonight and throughout the weekend to it's a much colder temperatures going to be moving in. and that's what we're going to see. no more

70's knows mid 70's around the bay area. much cooler weather out the door right now to san francisco see the pavement pretty wet out there right now as the rain has moved on in and well, we'll see continuing. is the rain going to pick up as we head through the evening hours and then begin to taper off? i think as we head toward midnight tonight. but here's your cold front right now making its way through the state. nice little swirl out the coastline, the center of that low's that's going to roll through the bay area as we head in toward tomorrow. so tomorrow could be a fascinating day. it's not going to be a rain out, but we'll see showers with the possibility of maybe some thunderstorms. more steady rain, though, going to come in with the system. it took a long time is running behind by about an hour or 2, but then start to move in right now. and so we're seeing things pick up around the bay area. the rain going to continue to fall throughout the evening hours. so right for the commute tonight, unfortunately, you've got that rain moving in. you see along one there, half moon bay, some heavier rainfall moving in that direction right scattered showers towards san francisco and the the south bay, not much in the way of rain just yet, but you'll get yours a little bit later on east facing some widely scattered

showers now on the north bay. some places already over about a quarter of an inch of rain. now and more on the way. let's time it out for as we get you through the night tonight. the front moving through overnight tonight, a main part coming through the evening hours, though, as we head through the evening. there you go. you see the rain kind of picking up outside as we head toward a 7 o'clock tonight, some gusty winds to go along with that, too. we've seen some gusts over 30 miles an hour with this frontal system been moving in as we head toward 9 o'clock. we get into the back side of it in the north bay. but the south bay will be in brunt of the storm system is going to pick up some moderate amounts of rain and then we head toward midnight tonight and then things begin to taper off. then we get the more scattered showers and that is what it's going to get really interesting. tomorrow we get more unstable air, some cold air. what we call cold air aloft up above and get some warmer below office. and you can see some of these thunderstorms pop through and possibly pop-up around the bay area. something to watch out for. maybe some hail out there. we might even see some sleet or some the mountaintop. so not a washout for tomorrow, but plan on scattered showers on and probably a few lingering

showers into sunday morning, too. lawrence, thank you. >> after weeks of speculation and rumors, the public now has answers as to why catherine, princess of wales hasn't made a public appearance since january. the princess released a video today confirming she has cancer kron four's. rob nesbitt has more on the announcement and what local oncologists are saying. >> there's been so much speculation and concern as to where the princess of wales has been for the last few months. she recorded a video message on wednesday and released it to the public today to put the rumors to rest. >> it has been an incredibly tough couple of months front, half >> the setting was casual. but the message from the princess of wales was serious. letting the public know what was discovered after her abdominal surgery in january. the century was successful. however, tests to the operation council hot being present. my medical team that for advice that i should undergo cool stuff prevents of chemotherapy. i'm now in a new stage is about treatment. the

42 year-old battle with cancer getting the attention of the public and the white house friday. our thoughts. are the duchess of cambridge and her family members and friends during this incredibly difficult time. and certainly we wish her a full recovery questions and concerns started looming after it was revealed that this mother's day photo have been altered. but the princess, as she needed time to recover from surgery and to be a mom, it is taking its time to explain everything to george charlotte and louis. in a way that's appropriate to them and to reassure them that i'm going to be okay. i spoke with ucsf oncologist, doctor sam brownfield about the princess's diagnosis. he says there's a long list of possible cancer she could have in the abdomen area, but no matter the type her message will impact millions. that conversation that lee ramps when a celebrity is diagnosed, especially with a particular cancer types and especially when that cancer type has a good screening test to look for early the announcement,

the concert started. authorities say many people huddled behind chairs as others were shot at close range. just a brutal scene there. the suspects use grenades and other explosives to set the venue on fire. russia says 40 people are dead and more than 100 others have been injured. russia and china are vetoing a u.s. sponsored resolution in the united nations. that would have called for an end to the fighting in gaza. the u.s. wanted an immediate and sustained cease-fire saying it was imperative to protect civilians. the measure would have allowed humanitarian aid to be delivered to more than 2 million hungry palestinians. russia's ambassador called it hypocritical. u.s.. secretary of state anthony blinken is in israel today meeting with israeli prime minister benjamin netanyahu to push for a cease-fire. >> here at home, senators are locked in debate and staring down a deadline. a bipartisan

1.2 trillion dollars spending bill is on the table if it doesn't pass in the next 4 hours, the government will shut down. the house passed the legislation today to keep money flowing to the pentagon and homeland security. but hard, right. conservatives were furious. the measure passed representative marjorie taylor greene began the process of calling for a vote to oust speaker mike johnson and congressman chip roy condemned his fellow republicans. the senate has now begun debate on the bill, but it remains unclear whether they'll be able to pass the measure before that midnight deadline. coming up, some of the bay area's most beloved athletes will be under one roof this weekend. details on one of the biggest sports card and memorabilia events in northern california. >> and you will believe how a driver tried to pull a fast one on the chp.

>> historic closure out of oakland, the in and out burger location in the head number, a corridor will be closing its doors for good this weekend. the restaurant made the announcement back in january, citing a wave of car break-ins, property damage, theft and armed robberies as the reason for this closure since 2019 police have logged more than 1300 incidents in the vicinity of the restaurant oakport street more than any other location in oakland this week, city leaders announced their intensifying their efforts to crack down on crime in the area. it this will be the first in and out burger to close in the company's 75 year history. again, that closure is on sunday. meantime, oakland city leaders finalized a new plan for downtown, they say will ramp up public safety. mayor sheng thao says this means more security at parking garages and new cameras to help provide a safer environment. the plan will also focus on affordable housing connecting the downtown neighborhoods and preserving oakland culture. it
