station. >> this is. 11. >> you can hear and see it. we can kiss those 70 degree days. goodbye, at least for a while. rain has returned to the bay and it is going to be sticking around, at least for the first part of the weekend. good evening. thanks for being with us tonight on kron 4 news at 11, i'm grant lotus and i'm noelle bellow. our top story tonight that wet weather forecasted through the weekend. it is. >> winter around 3 lawrence caught this year with the details, lawrence. it's not just this weekend, though, yeah, this long event coming our way. series of storms likely impact the bay-area much of the state, including the sierra, even southern

california. so a very wet out there right now. you can see the roadways, the san mateo bridge. yeah, very slick out there right now. a lot of rain has been coming through this evening. some places half an inch, almost an inch of rain already. so we've got a long way to go this weekend with unsettled weather. this cold front dropping in late this afternoon. and now we're starting to some unstable air on the backside of it. so, yeah, there you go. you've got some thunderstorms popping up around the state. the maine center of the area of low pressure still hanging off the coastline and that will keep things active all around the bay area this weekend, especially tomorrow. see that storm as it moved through today is slowly lingering making its way out of the bay area, but not done just yet. we've got more rain and some heavy downpours outside. even right now, a look at some of those cells moving through san mateo. you get into a palo alto further south. you're seeing some strong storms moving through with some heavy rain. the south bay, they were dry for a while, but now it's been really coming down for a bit. there's more rain on the way. maybe even some thunderstorms, too. we'll talk more about that coming up in a few minutes. thank you,

lawrence. big story in oakland tonight. the city finally has a new police chief. >> after the position being vacant for more than a year long time. mayor sheng thao named floyd mitchell, the city's new top cop. most people in the bay. >> know very little about him other than maybe he used to be the police chief in lubbock, texas. >> tonight, kron four's dan kerman has some insight into who he for some oaklanders. it was last month's police commission candidates forum when they first got a look at oaklands new police chief floyd mitchell. i believe it's going to be a very challenging. >> opportunity for a police chief to come in and work with not only the members inside the department. >> community members and multiple governing authorities to work to move the the oakland police department forward. >> mitchell began his career with the kansas city, missouri police department after 25 years there, he became police chief in temple, texas population. 82,000 in 2019, he became police chief for the

city of lubbock, texas, population 257,001 thing that you consider probably the biggest accomplishment of his time here was the search allies in the police force. >> and that really helped his goal of community policing. >> that still is the evening anchor at our nexstar affiliate, lubbock, texas. he says mitchell was behind creating police substations in 3 different parts of the city. one of the things chief michel focused on was really touting the cart of safety by having the police department. >> closer to your home, this is going to be a safer community for everyone. he had a pretty much open to a policy. >> for folks to come in talk with him about issues that they may and that opens when he when you have open door policy like that, it makes everybody feel like they are part of the change that happens within the community. reggie dial heads up the organization 100 black men of west texas. >> he says mitchell gained a lot of respect by joining with his organization following the

murder of george floyd to lead a solidarity march in the city. we had. >> over got maybe 200 folks. now they're in a solidarity march to make sure that the city of louisville understands that is a partnership between the community in the police department. we have to work together is that he was a big piece of that, a major piece of that. and while those we spoke with said mitchell worked hard to establish relationships with the community. >> the same cannot be said for the news media. we would have, you know, unfortunate shootings and incidents that would happen you would expect tillis hear from the chief on them. he didn't really hear from him at all during the end of his tenure in lubbock, mitchell took a lot of heat for 9-1-1. calls going unanswered. but insiders say mitchell also didn't fare well when it came to officer morale. there was internal review well of the police department that was conducted by chief michel and conducted by the department to see out.

one within the department. and so from what i've been told from sources from within department of told that when it came to raul and how officer stopped mitchell is doing, it was pretty. >> fifty-fifty the city of lubbock and chief michel parted ways in september of last year, we reached out to chief michel to try and get a one-on-one interview with him. but we didn't hear back. >> he's expected to meet with the media and the community sometime next week in oakland, dan kerman kron. 4 news. >> the hiring of mitchell is being met with mixed reaction. but most community leaders agree the decision was long overdue. >> apprehensive about the fact that we've got a lot of cultural differences in the city of oakland compared to love texas system. one number 2, we have different got leadership and open different from texas and i can go down the list. >> the period of time we've lost and not been good. russ trying to get this process done. not grant a new chief have come in sends own

parameters, figure out that who the people are and that his own protocol for how he wants to run the department from my point of view, would have been better. of course, haven't inside person. you know, that poverty is with the department respect, but that that didn't happen. but not we have announced that question not be has learn how to do this department take charge. >> while some are skeptical, the police officers association tells us it welcomes the chief un hopes to work with him. the local chapter of the naacp says they see this as an opportunity for change. >> from community engagement is so critical. 2 effective police work and we believe that that if the poli comes were 2 of the community gets the own engagement of the community, that he will more than likely be vyry instrumental in helping open move forward. >> former chief leronne

pants and a black cali how beanie ever award of up to $2500 is being offered for information leading to his arrest. >> the man in hayward turned himself in to police in connection to his wife's death. police say the husband called them and said he was responsible for the death of his wife. police found his wife. dead after she was stabbed yesterday at their apartment on cypress avenue near jackson street. neighbors called 9-1-1 after hearing a woman screaming the husband was arrested and is currently in custody. names have not been released. historic closure in oakland, the in and out location on hegenberger will be closing its doors for the final time sunday. the restaurant first announced the closure in january citing a wave of car break-ins, property damage, theft and armed robberies as the reasons this will be the first in and out burger to close in the company's 75 year. history.

>> well, over the last hour, we heard the sounds of many bay area bracket the gaels felt a grand canyon university in round one of the ncaa tournament. tough this is the first time in more than a decade. the gaels made it to the big dance got knocked out in the first round. kron four's dan thorn was at a watch party at saint mary's. >> tough loss for the saint mary's gaels friday night as they drop one to grand canyon university in an upset. but their fans showed up here for a watch party at the college and there was range of emotions throughout the very physical game. this was the gaels 3rd year in a row making it to the ncaa tournament. they had recent success in the first round but just couldn't get it done tonight, losing to the 12 seed and phillips. some fans tell us they are extremely disappointed with this outcome, but others are optimistic about the future sox man saw stocks were little upset about the loss, but we're really happy. we made it here. we had a great season. we've had great game so far.

>> and east bay cafe that's been serving breakfast for a decade now joins the long list. a bay area businesses dealing with break ends. this was the damage done at scale its cafe in fremont. co-owner says the burglars broke through the front door yesterday morning and ransacked the place. the crooks took thousands of dollars from the cash register and they're safe. connor says she's heartbroken, but loyal patrons are vowing their support. >> i come here every morning for my breakfast and these people are my family. and i was so hurt when i heard someone violated them because what you violate family violate me as well. >> the manager says they're not doing a gofundme. so if you see one on the internet, it would be a they do,

however, want people to know they can come in and still enjoy their food. solano county is sending out a warning about people collecting signatures without the county's approval. it's regarding the new housing development known as california forever. counties announcement said it has received reports of people going around and collecting signatures to stop the development of that eco-friendly city. they're also sharing reports with incorrect information. county officials say if you want to withdraw your signature, you can contact the registrar of voters. >> we've been enjoying some warmer than normal weather. it's been. >> nice here in the bay and this year has been dry. but this kind of video is making a return there and it's raining here. so a lot of changes coming or hear. >> they're here. yeah, they've already arrived. lawrence, what's going on? yes, started already some heavy snow making its way into the sierra. nevada packed their chaining up both 80 50 now. so you've got to be careful. heading the high country, not only this

weekend, i think, really for the next 10, maybe 14 days here. we've got a series of cold storms that are going to be rolling in to see all the snow up there right now on the areas shaded their blue and white all donner summit up 50 year scene. all that heavy snow moving in right now. i'm more on the way. in fact, that snow level going to be dropping overnight tonight. and then as we get in toward tomorrow, we're talking about snow level down to about 3500 feet. so that's going make a long drive to the high country running the snow. that's a pretty low levels and we're going to not just inches of snow will be talking about feet, maybe one to 2 feet at 5,000 feet, maybe 3 to 4 feet across the highest peaks. so that is a significant event. that's just this weekend. a lot more to come next week, too. so you can expect travel delays. make sure that you pack your chains if you had the high just in case you never know as some of these storms going to be on and through the next 7 to 10 days and longer than that, we've got to we've got a winter storm warning in effect in the areas shaded we're red right on western slopes of the

sierra nevada. we'll see that heavier snowfall moving in overnight tonight and tomorrow. some gusty winds, too. so next couple days, your weekend, if you're traveling up there, you have to be careful. saturday and sunday. plenty of snow on the way. a little bit of a break. come monday. if you travel up in that way and that direction during that day. but the bay area already feeling the effects to we've got the colder air moving in. we've got the showers popping up around the bay area. some heavier rainfall moving across the bay area. just about to get on the backside of the cold front. but boy, it is very active and the central in the south bay this evening. you see the heavy storms rolling through fremont and hayward get a pretty good soaking out there right now and more to come as we head into the night tonight and tomorrow to all right. here's a long way forecast as we get through the night tonight, we'll see more scattered showers, some pop-up thunderstorms. i think a real likelihood as we head throughout the day tomorrow, we're going to see some cold air coming on the backside of the system and well, you get a little warm sunshine, do a few things up office and going to see that atmosphere trying to turn itself over and we're going to get some thunderstorms rolling through the bay area on and off throughout the day. tomorrow and then looks like the long-range forecast. a very

wet, too. in fact, these storms just keep coming one right after another as we get in the middle of next week, there's another one. and guess what? as we head toward late next week, we've got another one coming setting itself up for possibly another wet weekend next weekend, too. nptemperatures tomorrow going t be noticeably cooler. some of those 70's we've been enjoying 50's, maybe some low 60's and got that rain off and on throughout the day. here's your forecast for showers continuing into sunday monday. we'll catch a little bit of a break. more rain possibly moving in late tuesday night into wednesday. that looks like more rain next friday to but the good news is we're not going to a water shortage or snow shortage this year because we've got a lot more to come. got a look on the bright. that's thanks, lauren. thanks. police in palo alto are investigating a robbery at the 7.11 on colorado avenue. take a look. police say this guy entered the store just before 12, 30 this morning, armed with a knife. he demanded cash from the register, reached across the counter and took a box of cigars. he's been described as

25 to 30 years old. anyone who? saw this guy or knows this guy, they're asked to call palo alto police. >> caltrans has delayed the 6, 80 closure in the east bay due to the wet weather this weekend. the agency originally plan to shut down the freeway at the 5, 86, 80 connector in pleasanton down to koopman road in seminole for repays meant. but that work has now been rescheduled to the last weekend in april. >> all right, take a word chp, reminding the public your imaginary friend doesn't count as a passenger when you try to zoom through the carpool lane, the agency posted this pic on social media after somebody got busted, trying to pull a fast one in the fast track express lane to highway patrol says drivers should set their fast track transponder to the correct number of passengers. if you have that ability or else face a find of more than 200 bucks in who thinks they're getting away with that bucket hat t-shirt and a cooler instead of even up like

they weren't expecting or wanting fifth-seeded saint mary's open up march madness play tonight in spokane, washington, where they face the 12 th-seeded grand canyon university team out of phoenix. a whole lot of fans, whole lot of fans go up to washington. one positive note for the gaels there unbeaten on the road this season undefeated on the roads. a good defense from both teams put points at a premium in the 1st half tyon grant-foster with a nice deal. breakaway jam for grand canyon. all right. go ahead, fans. yeah. jump around. aidan mahaney for the gaels. they need him to play well. he missed his first 5 shots finally connects on a three-pointer here. it's a nice stroke. when it goes, there were 10 lead changes in the 1st half. saint mary's down one at the break. so close game. but grand canyon to build a 17 point lead in the 2nd half, they were more physical. they were more athletic. they were better grant-foster hits the stepback. 3 foster had 33 points and the gaels are

upset. by the lopes of grand canyon. 75 66 grand canyon gets his first ever ncaa tournament win for the gaels. it is just a a heartbreaking loss. no other way to put it. but some grand canyon is the better team. second seeded stanford opened their ncaa play tonight against the 15th seed norfolk state who won 27 games this season to make it to the dance. pretty good. stanford knows you can sleep on anybody here. no pushovers. once you get to march and it was a seesaw battle early on teams, trading leads. stanford working it around top of the key and then they say, listen, messing around. let's get into cameron break. nobody can stop her. stanford led 15 to 12 after one quarter. still pretty close. the cardinal then opened it up in the 2nd quarter with a 9, 0, run. they can shoot it from outside to. that's pretty deep. had a job
