>> about the fact that we've got a lot cultural differences in the city of oakland compared to love texas. >> also have some reactions from local leaders, some apprehensive about the new chief. >> from the area's local news station. you're watching the kron. 4 morning news at 7. >> good morning. thank you for joining us on kron 4 morning news. i'm theresa stasi win for stephanie lin. it is saturday march 23rd. let's start right now by getting a look at the weather. it was kind of raining when i was coming. and dave, is that rain going stay for the entire day? well, we've got scattered showers and thunder showers all day theresa. good morning and good morning, continuing on with the rain program. we kind of got started yesterday will continue it today. >> now, just like yesterday see some breaks of sun, not as generous as yesterday morning was, but we'll see the sun poke out a little bit. and that's only going to the atmosphere, a little bit of energy to spark off potentially some thunder showers down south around a

mount hamilton. you can see about baseball, juicy sell it work there, but spotty showers at work. mostly cloudy skies with the sun peering through and a couple little spots here throwing in the motion to get an idea. we're talking about how spotty it will be and that will remain the case. it looks like through much of the balance of the day. winds are now up to the real active right now. but we do expect a little bit of a modest pop this afternoon. again, the onshore fashion, single digits for the last report there. you can see 40's up to the north bay. a couple lower 50's lining up the east bay shoreline. a touch cooler than it was this time from yesterday. so on balance will called showers and some light rain. throw a chance of a few little lightning strikes in there for good measure as well. coming up a little bit, we'll take a closer look at that entire weekend forecast for you theresa day. thank you very hayward high school teachers, one of 6 men arrested for allegedly trying to meet up with teenagers. >> with the intent to commit a crime. kron four's. tiffany justice is live in martinez at the contra costa district attorney's office with more on this undercover operation. tiffany.

>> all right. terry says several bay area man are being charged by the contra costa county da's office with child exploitation. we want to talk more about this sir arrest was made after an operation was conducted by the contra costa county internet crimes against children. task force. the operation called broken heart was conducted in late february to early march 6 men in total were arrested for have been charged by the da's office. 2 more cases are still being reviewed by prosecutors. those arrested include a 38 year-old union city resident joseph martinez. 44 year-old hayward resident james walsh. 59 year-old resident of concord, alexander, helmand, along with 45 year-old pittsburg resident elmer ramirez, lucia, along with twenty-seven-year-old, the whose and 27 year-old brady godsey lawley from brent

ward were all arrested in this operation. the da's office saying that the purpose of this operation was identify individuals on the internet with the intent to travel and meet minors and engage in acts. the contra costa da says in a statement, quote, the internet crimes against children task force has been an integral part of my office's policies on public safety operation. broken heart is an example of how the district attorney's office and law enforcement work together and making contra costa county safer from those who engage in criminal acts it to harm children. now multiple, local and federal law enforcement agencies work together to make those arrests in this operation. reporting live to be justice. back to thank you very much to pay for a big story in the east bay. oakland finally has a new police chief after the position was vacant for more than a year. >> mayor sheng thao name floyd mitchell, the city's new top cop. most people in the bay area know very little about him other than he used to be the police chief in lubbock,

texas. >> kron four's dan kerman has some insight into who he is. >> for some oaklanders it was last month's police commission candidates forum when they first got a look at oakland's new police chief floyd mitchell. i believe it's going to be a very challenging opportunity for a police chief to come in and work with not only the members inside the department. >> community members and multiple governing authorities to work to move the the local police department forward. >> mitchell began his career with the kansas city, missouri police department after 25 years there, he became police chief in temple, texas population. 82,000 in 2019, he became police chief for the city of lubbock, texas, population 257,001 thing that you consider probably the biggest accomplishment of his time here was the search allies in the police force. >> and that really helped his goal of community policing. >> that still is the evening anchor at our nexstar affiliate, lubbock, texas. he

says mitchell was behind creating police substations in 3 different parts of the city. one of the things chief michel focused on was really touting the cart of safety by having the police department. >> closer to your home, this is going to be a safer community for everyone. he had a pretty much open to a policy. >> for folks to come in talk with him about issue that they may and that opens when he when you have open door policy like that, it makes everybody feel like they are part of the change that happens within the community. reggie dial heads up the organization 100 black men of west texas. >> he says mitchell gained a lot of respect by joining with his organization following the murder of george floyd to lead a solidarity march in the city. we had. >> over got maybe 200 folks. now they're in a solidarity march to make sure that the city of little understands that is a partnership between the community in the police

department. we have to work together that he was a big, big piece of that, a major piece of that. and while those we spoke with said mitchell worked hard to establish relationships with the community. >> the same cannot be said for the news media. we would have, you know, unfortunate shootings and incidents that would happen you would expect tillis hear from the chief bin. he didn't really hear from him at all during the end of his tenure in lubbock, mitchell took a lot of heat for 9-1-1. calls going unanswered. but insiders say mitchell also didn't fare well when it came to officer morale. there was a internal review, but of the police department that was conducted by chief michel and conducted by the department to see where morale within the department. and so from what i've been told from sources from within department of told that when it came to raul and how officer stopped mitchell was doing, it was pretty. >> fifty-fifty the city of lubbock and chief michel parted ways in september of last year, we reached out to chief michel to try and get a

one-on-one interview with him. but we didn't hear back. >> he's expected to meet with the media and the community sometime next week in oakland, dan kerman kron. 4 news. >> the mitchell is being met with mixed reaction. but most community leaders agreed that decision was long overdue. >> apprehensive about the fact that we've got a lot cultural differences in the city of oakland compared to love texas system. one number 2, we have got leadership and open different from texas and i can go down the list. >> the period of time we've lost and not been good. rest trying to get this process done. not grant a new chief have come in sends own parameters, figure who the people and that's tablets its own protocol for how he wants to run the department from my point of view, would have been better. of course, haven't inside person. you know, that poverty is with department respect, but that that didn't happen. not that we have

announced that question that he has not how to do this department take charge. >> while some are skeptical of the police officers association tells us that it welcomes the chief and hopes to work with him and the local chapter of the naacp sees this as an opportunity for change. >> community engagement is so critical. 2 effective police work and we believe that that if the poli comes were 2 of the community gets the own engagement of the community, that he will more than likely be very instrumental in helping open move forward. >> now, former police chief leronne armstrong said public safety is the most important issue in oakland. we have a dedicated police force that now has a new leader. i send my best wishes to floyd mitchell and offer any assistance he may desire. this is my hometown. i want everyone to be safe and will do everything in my power now as a private citizen to assist

in that goal and quote, armstrong is currently suing the city for wrongful termination. stay with kron. 4 news for the latest developments on the new police chief. be sure to download the kron 4 app. it's free and you can get push alerts sent to your mobile device. take a close look at this man in this picture. santa rosa police say that he stole an undisclosed amount of money from a chase bank. they're on sonoma avenue around 2 o'clock thursday afternoon. the suspect is described as a man between 40 and 50 standing between 5 foot 8, 5 foot, 10 inches and weighing about 200 pounds, a reward up to $2500 is being offered for information leading to his arrest. would man turned himself in to police in connection with his wife's death. police say that the husband called them and said that he was responsible. police found his wife dead from wounds thursday at

their apartment on cypress avenue near jackson street. neighbors call 9-1-1 after hearing a woman screaming the husband was arrested and is currently in custody. and historic closure in oakland, the in-n-out burger location on hegenberger will be closing its doors for good on sunday. the restaurant first announced the closure back in january, citing a wave of car break-ins, property damage, theft and armed robberies. as reason for the closure. this will be the first in and out burger. the closing the company's 75 year. history. >> and coming up on kron 4 morning news march madness and full swing. we talk with saint mary's college fans as the gaels moves little they don't that will tell you all about it. coming up. and after the break, how many hours would you wait in line for of the year? well, these folks woke up right?

saint mary's. >> tough loss for the saint mary's gaels friday night as they drop one to grand canyon university in an upset. but their fans showed up here for a watch party at the college and there was range of emotions throughout the very physical game. this was the gaels the 3rd year in a row making it to the ncaa tournament. they had recent success in the first round but just couldn't get it done tonight. losing to the 12 seed and phillips. some fans tell us they are extremely disappointed with this outcome, but others are optimistic about the future sox man saw stocks were little upset about the loss, but we're really happy. we made it here. we had a great season. we've had great game so far. >> and you know, we'll be back next year, really looking forward to a good season this year. really excited about where we're going. but still just right now, i the moment i'm just really disappointed. the gaels will now head back from spokane, washington. and look ahead to next year. grand canyon university is going to be playing alabama on sunday

in moraga. dan thorn kron. 4 news. >> and on this beautiful saturday, let's take a live look outside. it is a bright and shiny. but to kind of looks a little hazy, foggy cold, i think it's cold. but dave is going to tell us all about it is a bit on the chilly side. yeah. good morning, theresa. good morning, everybody. we're going to get much help with those temperatures either from the week ahead is we get a treatment >> of winter weather for the week ahead. like things like rain with these systems coming from the gulf of alaska. what you see, it kind of splashed all over the radar here get a gander of things that will continue all day today with the kind of on and off rain. there may be some patches of clearing skies in there. and all that does is feed the atmosphere a little bit of energy. the shot from the east bay shoreline. there you have that kind of fog to kind of underscore the fact that we have a saturated column of air that goes up thousands of feet. so we have all that moisture. the other thing is it gets cold up there really quickly. so we don't need a whole lot of activity here to a mess of that freezing line in produce. maybe some lightning. and so the of spare

production center, we may get a few little scattered thunder showers in the green zone. this goes all the way down to even almost southern california. that includes all of the bay area. and again, when you just add a little bit of daytime heating, sometimes salt needs now for today, again, scattered showers, thunder showers, possible. some breaks in the skies a little bit. and you see this pin wheels all the way through through tonight. tomorrow the pattern gets very interesting for tomorrow is here, but it's going kind of still, again, rain maybe actually more embedded, heavier shot of showers at times here. this is dropping to the south very quickly. we might see the north bay gets spared and may be some sun in the afternoon potentially. but in the south bay, you're looking at rain all the way to probably sunset tomorrow. those winds are going to pop a little bit this afternoon, not as much as yesterday, but little bit of a breeze coming with this program that will be mid to late afternoon here. looks like a kind of hangs along the coast a little bit and a little bit more intense as you will notice and down the peninsula and also up to marin and sonoma counties a bit. so

those are the areas most affected by winds really after this afternoon and into tomorrow. so here's what we've got going on here. scattered showers that he shower and they're thrown in there breezy as we talk about late. but then we kind of windy, though, along the coast. we should note for tomorrow, some early showers, late clearing that's north bay. but late edition, a fight in the south bay. by the time we get to around midnight or so. then next week, it's an event for early start on monday. maybe a stray shower here or there. but on balance, we're waiting for wednesday for things to happen. there's a couple more systems that have to play out before we can retire this and then we go back in a spring-like warmup phrase to 58 san francisco looks kind of scary. we're just kind of mentioned. there's chance of a couple strikes. lightning. 59 1 on for open 62 for san jose. there's your temperature more. not too much. be on with the temperatures are now. so still a bit on the cool side going to stay that way. all okay. all i can hear is i needed hold on to my umbrella into wednesday. is that the dino?

you get a break and there monday and wednesday, we do it again. i want to just we do it again on friday. and i just switch to us i want the sum breland supposed to we could engineer our bodies. so we have an umbrella on top i like that idea. okay. persons >> happening now is bay religious leaders are holding a cease-fire pilgrimage across the bay area. they're calling for a cease-fire in gaza. participants will be walking. 22 miles from berkeley to alameda. that's reflecting the distance from gaza city to the rafah crossing refugee camp. there will be stops for collective prayer and action moving from berkeley to oakland and alameda. this event is part of a broader global movement happening in the 145 cities across 18 countries. it was a night of glamour and giving in san francisco in everybody's wearing red, which is gorgeous, right? >> the american red cross held its 29th annual gala pier 27 thursday night. the event is a fundraiser for red cross blood

services which supplies 40% of the nation's blood supply. but red cross officials say more importantly, it is to raise awareness on blood donations. >> we oftentimes say the number one reason people don't donate blood. they weren't asked. so we're trying to make sure that we get the message out there can make that task because every 2 seconds someone in the united states needs what? >> reminder last year's gala raised more than 1 million dollars. organizers hope to match or top that amount this year. in the north bay, bayard beer fans in sonoma county are celebrating the release of this year's vintage of the popular ply need. the younger kron four's charles clifford has details for us. >> friday morning, the russian river brewing company opened its stores for the annual release of the popular plenty. the younger fans lined up down the block around the corner for hours to be one of the first to enjoy this year's

officials are warning about fake petitions opposing plans to build a new city. they say that they have received reports people going around collecting signatures to stop the development of california for ever and initiative from several silicon valley investors to build a new city near travis air force base. the county says that the petition being shared is not accurate and not real. there is a real petition about california forever, but that is actually a petition to approve the project. they say anyone who believes that incorrectly signed a petition can request their signature be removed. and oakland city leaders finalized a new plan to ramp up safety in downtown mayor sheng thao says that this means more security and parking garages and cameras to help provide a safer environment. the plan also focuses on affordable housing, connecting the downtown

nepghborhood and preserving oakland's culture. the plan now goes to the city council for approval. governor newsom, along with former governor arnold schwarzenegger and actress jane fonda, enjoying local officials in support of a california bill that bounds homes in close proximity to oil in class gas wells. now the bill is facing a november ballot initiative that would overturn it. >> big oil is playing us for fools for decades and decades, buy off politicians of all political stripes. lying to you. elaine science. they knew the facts. they hit it. >> okay. so the referendum is supported by the oil industry, but environmental groups are working on a signature drive for a measure on the november ballot, asking to keep the law in place. as state lawmakers trying to figure out how to

shrink. california's projected multi-billion dollar deficit. there is some rare good news on the budget front. our capitol correspondent. each time. wallace reports and has the story. >> well, the good news is february tax revenues came in hundreds of millions of dollars above projections, looking at the larger picture, california still faces a massive budget hole. >> the state's february tax receipts are in. they show last month, california tax revenue came in 288 million dollars above what was expected to come in. governor gavin newsom briefly spoke about the news at a press conference thursday. i'm encouraged by recent revenue numbers coming in. you're seeing economic energy and output. but even with the february numbers just released data from the department of financial between the start of the year and now revenues are still way down. specifically 5.6 billion dollars below what was forecast. looking ahead, the non-partisan legislative analyst's office projects when

it's all said and done, the state will face a projected 73 billion dollar deficit. that's much higher than the newsom administration's projection of 38 billion dollars either way. legislative leaders, including assembly budget committee chair just to gabriel make clear there's work to do. even though february's tax receives. >> and if you see the administration has 2 minutes, we know the revenues generally coming in lower than the forecast. and that's concerning. and so we are prepared for some very difficult choices this week. democratic leaders in the senate and assembly announced a deal with the governor. they vow will shrink the deficit by 12 to 18 billion dollars while they say they're released. details about the plan in the coming weeks. they stress taking early action will help chief fiscal oversight in a balanced budget down the road. we know that the state has made historic investments recent years, but it's also incumbent upon us to look in the rearview mirror to ensure that we're spending taxpayer resources officially and quickly that the programs and services that we are investing are moving the needle on the republican side. gop lawmakers

know so far. the arrests were made after an operation was conducted by the contra costa county internet crimes against children. task force. the operation called broken heart was conducted in late february to early march 6 men in total were arrested for have been charged by the da's office. in 2 more cases are still being reviewed by prosecutors. those arrested include 38 year-old union city resident joseph martinez. 44 year-old hayward resident james walsh. 59 year-old resident of concord, alexander, helmand, along with 45 year-old pittsburg resident elmer ramirez, lieutenant and 27 year-old financier resident my and 27 year-old resident of brightwood bradley godly lawley were all rested in that operation. the da's office saying that the purpose of this operation was to identify individuals on the internet with the intent to travel and meet minors and engage in

acts. the contra costa county da in this statement saying internet crimes against children task force has been an integral part of my office's policies on public safety operation. broken heart is an example of how the district attorney's office in law enforcement working together is making contra costa county safer from those who engage in criminal acts to harm children. now multiple, local and federal law enforcement agencies work together to make those arrests in this operation. reporting live to be justice. back to stephanie, thank you very much. a big story in the east bay. oakland finally has a new police chief after the position was vacant for more than a year. >> mayor sheng thao name floyd mitchell, the city's new top cop. most people in the bay area know very little about him other than he used to be the police chief in lubbock, texas. kron four's dan kerman has some insight into who he is. >> for some oaklanders it was last month's police commission candidates forum when they first got a look at oakland's new police chief floyd

mitchell. i believe it's going to be a very challenging opportunity for a police chief to come in. >> and work with not only the members inside the department community members and multiple governing authorities to work to move the the oakland police department forward. >> mitchell began his career with the kansas city, missouri police department after 25 years there, he became police chief in temple, texas population. 82,000 in 2019, he became police chief for the city of lubbock, texas, population 257,001 thing that you consider probably the biggest accomplishment of his time here was the search allies in the police force. >> and that really helped his goal of community policing. >> that still is the evening anchor at our nexstar affiliate, lubbock, texas. he says mitchell was behind creating police substations in 3 different parts of the city. one of the things chief michel focused on was really touting the cart of safety by having the police department.

>> closer to your home, this is going to be a safer community for everyone. he had a pretty much open to a policy. >> for folks to come in talk with him about issues that they may and that opens when he when you have open door policy like that, it makes everybody feel like they are part of the change that happens within the community. reggie dial heads up the organization 100 black men of west texas. >> he says mitchell gained a lot of respect by joining with his organization following the murder of george floyd to lead a solidarity march in the city. we had. >> over got maybe 200 folks. now they're in a solidarity march to make sure that the city of louisville understands that is a partnership between the community in the police department. we have to work together that he was a big piece of that, a major piece of that. and while those we spoke with said mitchell worked hard to establish relationships with the community. >> the same cannot be said for the news media. we would have,

you know, unfortunate shootings and incidents that would happen you would expect tillis hear from the chief on them. he didn't really hear from him at all during the end of his tenure in lubbock, mitchell took a lot of heat for 9-1-1. calls going unanswered. but insiders say mitchell also didn't fare well when it came to officer morale. there was a internal review well of the police department that was conducted by chief michel and conducted by the department to see out. one within the department. and so from what i've been told from sources from within department of told that when it came to around all and how officer stopped mitchell was doing, it was pretty. >> fifty-fifty the city of lubbock and chief michel parted ways in september of last year, we reached out to chief michel to try and get a one-on-one interview with him. but we didn't hear back. >> he's expected to meet with the media and the community sometime next week in oakland, dan kerman kron. 4 news.

silicon valley investors. they want to build this new city near travis air force base. the county says that the petition that's being shared, it's not accurate. and most importantly, it's not real. there is, though, a real petition about california forever, but that is actually a petition to approve the project. they say anyone who believes that they incorrectly signed a petition can request that their signature be removed. and oakland city leaders finalized a new plan to ramp up safety in downtown. mayor sheng thao says that this means more security and parking garages cameras to help provide a safer environment. the plan also focuses on affordable housing, connecting the downtown neighborhood and preserving oakland's culture. the plan now goes to the city council for approval. well, governor newsom, along with former governor arnold schwarzenegger and actress jane fonda joined local officials in support of

a california bill that bans homes in close proximity to oil and gas wells. the bill is facing a november ballot initiative that would overturn it. >> big oil is playing us for fools for decades and decades, buy off politicians of all political stripes. lying to you, elaine science. they knew the facts. they hit it. >> so the referendum is supported by the oil industry. but environmental groups are working on a signature drive for a measure on the november ballot, asking to keep the current law in place. as state lawmakers try to figure out how to shrink california's budget proposal of multibillion dollar deficit. there are some rare good news are good news on the budget front. our capitol correspondent eytan wallace reports. >> well, the good news is

february tax revenues came in hundreds of millions of dollars above projections looking at the larger picture, california still faces a massive budget hole. >> the state's february tax receipts are in. they show last month, california tax revenue came in 288 million dollars above what was expected to come in. governor gavin newsom briefly spoke about the news at a press conference thursday. i'm encouraged by recent revenue numbers coming in. you're seeing economic energy and output. but even with the february numbers just released data from the department of financial between the start of the year and now revenues are still way down. specifically 5.6 billion dollars below what was forecast. looking ahead, the non-partisan legislative analyst's office projects when it's all said and done, the state will face a projected 73 billion dollar deficit. that's much higher than the newsom administration's projection of 38 billion dollars either way. legislative leaders, including assembly budget committee chair just a gabriel make

clear there's work to do. even though february's tax regimes. >> and you see the administrktion is as teammates. we know the revenues generally coming in lower than the forecast and that's concerning. and so we are prepared for some very difficult choices this week, democratic leaders in the senate and assembly announced a deal with the governor. they vow will shrink the deficit by 12 to 18 billion dollars. well, they say they're released details about the plan in the coming weeks. they stress taking early action will help chief fiscal oversight in a balanced budget down the road. we know that the state has made historic investments recent years, but it's also incumbent upon us to look in the rearview mirror to ensure that we're spending taxpayer resources officially and adequately that the programs and services that we are investing are moving the needle on the republican side. gop lawmakers say they hope to make the case that more spending does not always equal better results. their message on the budget, especially when we talk about homelessness. >> is that we we reward only those areas that are proven to get results. lot of the programs are questionable. and

through tomorrow. clearing that out a little bit. we stay chilly through the period, though, getting up to maybe 43 or so by tuesday before the next excessive systems. come by wednesday. here we have today. again, rain on and off on and off a little breaks of sun. then sunday gets to be kind of interesting, clear patch last minute. rain shower there in the afternoon, up in the north bay, particularly that potentially maybe with a couple little fireworks going on get that daytime heating going on in the morning hours. you know, they call it over yet. there's one little way that has to play out. and again, that may pose some thunder showers. all right. those up mountain precipitation that we get the first way. that's today that stop at sunday morning here got about 3 quarters of an inch of rain up there in the battle. but most of the wider bay here amount to very modest between a quarter to half of an inch to be grilled, generous. but some dimes here along the east bay shoreline. then we add to it what goes on sunday and notice how hardly anything happens up north to really underscore that sells going probably be pretty small. but in the south bay is where more of the

comparatively rain will happen. and we take a break on monday. it looks like yours and more graphic form again today. tomorrow some showers left over last way tries to play out. that should be but 9 for the most part. and then wednesday is the next hit of rain. snow in mountains. of course. and this will be interesting on friday, depending on where this low is going to be, that could drive some winds. we've been through that type of thing before. so that's something that bears watching. but into the weekend looks pretty sweet. let's try things out. 70 forecast here. it's a winter one for you. although getting up to the 60's, it looks like by the middle of the week right before the next wave gets here to call us back down again with more unsettled weather. i was looking to see what the weather conditions are throughout tahoe, but it doesn't look like there's anything really bad on the passes. like i-80 years, some what it looks like, ok, that's good. but that is just more snow to come. and they have up in tahoe proper. they have a winter weather advisory which is not as severe as winter storm warning. >> looking to get as much. but it's really getting up there. the lower elevations are getting snow because the system is much colder than the other ones were got set of rain and snow. well, i
