adrift, slammed into a support column on baltimore's francis scott key bridge. it crumbled. started falling into the icy water below 6 workers missing. they are presumed dead. this tragedy sending shock waves all across the country. hard to believe that happened. the fact that it's on video that you see it, the optics are just terrible. but >> you talk about our region, the bay area, obviously another big shipping hub with cargo ships passing under bridges all the time. so could something like this happened here? kron four's justine waldman has that story. >> this has happened several times before over the past couple of decades. but one big ships have crashed into the bay bridge or sandra fell bridge. the damage has not been as catastrophic. the francis scott key bridge was a steel truss bridge, a design that's fairly uncommon here in the bay area. >> its closest analog, these southbound section of the benicia martinez bridge. a 1.7 mile span built in 1962, key

bridge complete in 1977, and a little shorter. at 1.6 miles, the big difference, the height, the key bridge had about 50 feet more clearance to allow large container ships to pass underneath what it did not have enough of protection around the supports all 6 major toll bridges in the bay area have vendor systems built to deflect incoming ships. in 2007, the container ship, costco, bruce, and lost its way in the bay fog hitting a tower on the bay bridge. but the impacted more damage to the surrounding coastline than it did to the bridge spilling over 50,000 gallons of fuel into the bay killing thousands of sea birds and 2013 and empty tanker struck a bay bridge tower damaging 30 to 40 feet of the surrounding fender. but it didn't even affect traffic on the bridge above a bigger concern in the bay area. earthquakes, the

magnitude 6.9 loma prieta earthquake damage to the bay bridge eastern span in 1989. that part of the bridge like the key bridge in maryland was a truss bridge. it's since been replaced with a new span that incorporates a suspension style bridge similar to the golden gate suspension. bridges can withstand earthquakes better than any other type of bridge and retrofitting set to begin this year will make the golden gate even stronger with seismic upgrades. both withstand an 8.0 earthquake. the strongest the san andreas fault could produce retrofitting on the golden gate bridge should be done by 2029 in the newsroom. i'm justine waldman. kron. 4 news. as we mentioned, the bridge collapse as also led to the closure of the port of baltimore. >> that port imports and exports the most cars in the u.s. and it is also one of the top importers of sugar coffee

the drug without question. the fda's actions have made taking chemical abortion drugs. last say, but lawyers for the drug makers say research shows it is safe. the fda extensive body of evidence. the biden administration defended the fda in court saying opponents lacked legal standing to bring the case because they aren't harmed by the fda's rules. we don't think they come within 100 miles of the kind of circumstances court has previously identified. the court seemed concerned that the case could have broader impacts on how many government agencies to their business. this is the voice of justice neil gorsuch. and this case seems like a prime example of turning what could be a small lawsuit. >> into a nationwide legislative assembly on an fda % rule or any other federal government action. >> a decision on the case is expected this summer in washington. i'm maddie beer-temple. >> governor newsom released this statement saying, quote,

we get into friday as well as we've got a more significant storm with heavier amounts of snow expected into the weekend. so here's the forecast up there. you can tomorrow we start out a few snow level go from about 5,000 feet dropping down to about 3500. the snow showers going to continue on and off as we head toward thursday and friday and much more powerful storm system moves in with a round of snow and wind to go along with that too. more the forecast models been picking up on all the snow, even upper lake here just north of the bay area. we're talking 3, 6, inches of snow, maybe more cross some of the higher peaks. and then you start to look at the sierra nevada and that's talking about several feet of snow possibly falling. maybe the more than that the higher peaks 2. so the series the storms rolling on in going back to bay area to watch it right here. the first one coming through starting tomorrow, rain and around the bay area. snow up in the high country as we head in toward tomorrow night. snow showers continuing as we head into thursday. much more powerful storm system moving in on friday and the weekend, too. so if you're planning to head up for the holiday, be

careful. grab those change to be prepared for some wintry conditions. all right, lawrence, to the south bay. now a new report shows san jose is struggling to divert 9-1-1. calls related to mental and emotional distress to the >> 9, 8, 8 mental crisis lifeline. the 2023 report says that county mental health teams responded to 2% of nearly 60,009, 1, 1, calls better suited for a non police response. even in those police responded jointly police officials have yet to answer questions about why it is taking so long to figure out which calls to redirect to 9, 8, 8, a pilot tech program has launched to detect homeless encampments in san jose. the city is inviting tech companies to mount cameras on a city vehicle that would collect video of streets in public places. the city officials say that they are using the video footage to train ai and the tech tense homeless encampments and

correspondent eytan wallace talked about the effort. >> well, here at the california department of education, thurmond told me he believes are required. personal finance course could be a game-changer for students and soon you the voters. >> could have the final say. this is something that will have tremendous benefits for our students. that's the message state's superintendent of public instruction. tony thurmond hopes to convey about a proposal to make a course in personal finance, a graduation requirement in california. public schools. at the california department of education. thurmond spoke to this group of educators and financial literacy professionals about why he believes making such a course mandatory would have a long-term impact. what students have access to learn about personal finance. they're less likely to have debt be able to make great decisions about their future. and their finances and they get education that often isn't provided in the home. in the past. members of the legislature have tried to introduce bills to mandate a personal finance high school

course. but those proposals failed. but now supporters behind a new effort are hoping to bring the idea directly to voters. last month with the support of thurmont, they turned in nearly 900,000 signatures to qualify the measure for the november ballot. they need just under 600,000 of those signatures to be considered valid to officially qualify for the november election. we hope that people will support and we think this is a great thing for california kids. it's a message with valerie chapman agrees and educator from oakland. she's the founder and ceo of financial literacy for kids, a nonprofit organization dedicated to teaching 4th and 5th graders about saving and investing. well, this is extremely important because studies have proven that students learn or develop their financial habits at an early age habits that will, you know, last them a lifetime. still, some are skeptical. >> in an op-ed for the nonprofit publication cal matters last fall columnist dan walters road adding new mandates takes class time away from basics that too many students are not already

driving into work today. you saw the people, the baseball fans headed out to the ballpark. you know, it's that time of season when the weather supposed to change, but not quite yet. we've got some more wintry weather to deal with outside right now. it is dry. couple high clouds up above a nice evening along the golden gate bridge that seabreeze has been blowing outside. but tonight clouds going to be on the increase, especially after midnight tonight and tomorrow. here we go. a few scattered showers throughout the day. rain developing as we head toward tomorrow evening and continuing through the night. then unsettled weather. i think we've g t a stronger storm headed our way as we look toward friday in the early part of the weekend. right now, the sea breeze is blowing couple part of the cloudy skies out there as well. but the storm clouds not far away. you see him off the coast that will be moving in a little bit later on. in fact, dropping in as we head in toward the tomorrow and then looks like another one, a stronger one coming our way. as we look friday and into the weekend. temperatures tomorrow plan on some 50's lot of clouds rolling on through a few scattered showers. that rain developing in the evening and then on and off right through thursday and friday
