start collecting their signatures. the secretary of state approved the official recall petition submitted by the group called rescue california. the group cites the budget deficit public safety, immigration, education, all as reasons for the latest attempt, californians rejected the last recall back in 2021, i 61 to 38% margin. california's superintendent is now backing a proposal to make financial education a graduation requirement for state public schools. the legislature dried introduced bills to mandate a personal finance high school course in the past. those opposes all fail. now supporters are hoping to bring the idea to life with votes. it can save a life report with students who are in tough neighborhoods. >> or schools that, you know, i've had many challenges and we see students performing well academically, but being engaged in life and what their future is going to be. we think that personal finances,

we've had some warm days for sure. and that does result in melts. but we've also got some snowy days ahead of us up in the sierra. and that is very good news. one of the reasons kirkwood as well, some of our other resorts are saying, i think we're going to keep it going a little bit longer. and we're really hoping that momentum does continue for that leased. the sierra big system skirting or write our direction today. and this is the one that's going to result in the return of rainfall after yesterday's dry conditions. so bit of a switch up here. you can see that we're obviously still dry this morning and we're going to stay that way for your morning commute. we do have showers to the north of us up in humble in del norte, 8 counties still several hours to our north. those you've got a nice window to get outside this morning. no risk of wet roadways for your morning commute. but your drive home from work is going to be something totally different. timing it out for you. we do have a lot of cloud cover out there. here's around 09:00am this morning. some showers mostly in northern portions of marin and sonoma counties as well as up into lake and mendocino counties.

after that, we will see showers dropping in a few sprinkles towards the early afternoon. really, our most significant rainfall holds off intel around 05:00pm tonight will start to see moderate and then heavier rainfall picking up towards sunset and after sunset is going to bring the rainiest time of this forecast tomorrow morning. do expect some lingering showers as well as you can see in future cast chance of not just showers, but even an isolated thunderstorm come morning hours tomorrow. tomorrow afternoon will begin to dry things back out and actually should see a pretty favorable finished the day for your thursday. as for rainfall totals tonight into tomorrow, we expect anywhere between a quarter to even a half an inch most after a little bit of a thursday break. friday is actually going to bring our most significant rainfall. this is going bay area well over an inch for the week. we're also mentioning the sierra as we are back under a winter storm warning starting today for those upper

elevations, several inches, if not feet of snowfall from this first round. and then second round of storms. but together, looking at multiple feet at the crest of the sierra likely to have those chain controls in effect. do expect delays if you're heading up tonight into tomorrow and especially into friday and saturday as that's when the heaviest step is set to arrive. as for today, daytime highs will be in the low to mid 60's. not a huge change from yesterday. we will see temperatures further dropping for the rest of the forecast, though, by friday, we're barely making 60 degrees. if not the upper 50's. good news is that low spreads further southward in by sunday. really the worst thing we have to worry about is a little mud after the rain for your easter egg hunts and a little bit of wind as well as for your roads, things out. there are still some moving moving really smooth. we're not looking at any backups. and of course, no rainfall yet, which bodes well for your drive to work. of course, as i mentioned, though, we do have showers returning by the end of the day. your drive home from work your evening commute

like they look a little bit different. great. all right, john, thank you for that. >> well, in the south bay, san jose city officials launched a pilot program to help protect homeless encampments. the city's invite tech companies to mount cameras on a city vehicle that would collect video of streets and public spaces. they'll play would be used to train ai to detect homeless encampments and people that live in cars. advocates worry, though, this might be used to push homes. residents out. city officials say the surveillance will be used to better provide essential services. meantime, a new report shows san jose is struggling to divert 9-1-1. calls related to mental and emotional distress to the 9, 8 mental crisis lifeline report found county mental health teams responded to 2% of nearly 60,009, 1, 1, calls better suited for a non police response. so even in those situations, police responded jointly police officials have yet to answer questions about

why it's taking so long to figure out which calls to redirect to 9, 8, 8, developing news out of baltimore, maryland. authorities have started recovery operations right at the site of a catastrophic collapse of the francis scott key bridge. the bridge collapse early yesterday morning after a cargo ship crashed into it. correspondent ben dennis joins us live from baltimore with the latest on that. good morning, ben. >> goodmorning reyna is 8.20 this morning here on the east coast. you can see over my shoulder, the mangled metal of the massive francis scott key bridge. it's just in the river below top scorer river. that's where a dive team is actively looking for 6 bodies this morning. check out this new video from the fed says they're investigating their drone shot here. you can see 4 lanes of highway blanketing that ship's bow of the ship. 900 plus feet long. this happened one 30 am yesterday at the francis scott key bridge. officials say a

mechanical problem with the ship's power gave out before careening into a structural pillar. we've learned the cargo ship was operated by a company in singapore headed to sri lanka. that's off the southern tip of india heroically. we're told that authorities blocked commuter traffic from driving on the bridge just after a mayday call was made no doubt saving an unknown number of people's lives. and as authorities are recovering 6 bodies this morning, construction workers. here's what's next in the process. >> this is an excruciating day for several families. we do not know where they are. intend to give it our best effort to help these families find closure going to work with structural engineers to help them understand how to navigate and address the challenges of having bridge structure in the water. that may be short. could puncture issue. >> it's a dangerous, recover, indeed, re. now we also know that the feds do not believe that this was purposeful. they think this was an accident. no

signs pointing related to terrorism. but this also could have a ripple effect across our country and our commerce. that's because the port of baltimore right here handles 10's of billions of dollars of goods every single year, including hundreds of thousands of cars right now, no ships allowed and not allowed out in baltimore and >> all right, ben, thank you for that report. just a tragedy there. so the collapse in baltimore's. >> a lot of people wondering back here at home how bay area bridges with fair if there was a crash like the one we saw baltimore, some of the bay area toll bridges, sea cargo ships passing other sea oil tankers. caltrans is a possibility. crash was a consideration when these bridges were designed, built and upgrade it. >> every one of them has a protection device around it. that's a fender system that either is completely different than the bridge foundations themselves or it's designed to absorb the energy. >> tran says it's more likely these bridges vendors will damage ship as opposed to the

>> in san jose are in san francisco rather. police are now looking for man who stabbed another man in the city's tenderloin neighborhood. they say it happened around yesterday morning. really early on gary street, just a few blocks away from the nest. police say the 2 men got into a fight before the victim was stabbed several times the victim day to the hospital. condition is unknown. at this time. the police have not released a description of the attacker either. coming up next on the

the city. this is what we know about him so far. take a look. we've got videos and photos of the new police chief up on your television screen. floyd mitchell began his career with the kansas city, missouri police department and spent 25 years there before becoming the police chief in temple, texas. then most recently lubbock's texas. he parted ways with the department last september after taking the heat for 9-1-1, calls going unanswered, which has been an issue here in the city of oakland. community members telling us the new chief has a lot on his shoulders as reports show that the city of oakland has already seen more than a dozen murders this year alone with other crime statistics showing that the robberies are up. 34 1% from last year and majority happening at gunpoint. we did speak with the oakland mayor recently who had this to say regarding the new police chief and the plans. >> that all oaklanders, including our officers are officers who go to work every single day. you know, whether there's a pandemic or whether there has just been you know,

officer shooting, you know, they wake up and they come to work every day and to have this kind of steadiness, you know, stability in the department is what everybody is looking for. and so, of course, the process was little interesting. however, we are here today and our chief is chief michel. >> and while some a question, if chief michel is ready to take clinton and its size of the city as its much larger than his past areas. we did speak with the president of 100 black men of west texas who worked with mitchell when he served as the lead. texas police chief and he tells us his experience will show and that he will hold people accountable when needed back out here live. that press conference is set to happen later today. it's then we hope to hear more about him from him and the plans he and mayor sheng thao. they have to train turn things around when it comes to crime. here in the city of oakland. that's a very latest reporting live in oakland. michael thomas will send it back to live in the studio. all right, michael, thank you for that update. there.

>> that london breed has lost the latest fight over housing. the board of supervisors. the override veto of a controversial piece of housing legislation. members will tran lives there says go with the details of breakdown on that morning. will. >> so what this means is san francisco can still look to build housing. it just can't build housing in certain neighborhoods after mayor breed her veto was overrode by the san francisco supervisors by a vote of 8 to 3 mayor breed. she says san francisco needs thousands of housing units from now until 2031. and she hopes to build. but right now it's not going to happen because aaron peskin supervisor aaron peskin, he introduced the measure earlier this year. that would limit how big some of the housing developments, what happened, especially in certain historic neighborhoods like the northeast waterfront and jackson area. mayor breed. she

veto that. that meant that unless or veto was overrode, that san francisco could build in that historic area and other areas. well, last night, the san francisco supervisors by a vote of 83 overrode her veto basically resetting the clock implementing supervisor peskin this measure that says no, you have to be within a certain limit to certain requirement not to take away from the charm of certain neighborhoods. mayor breed reacted late last night saying this is says this is a setback for housing in san francisco where it is needed desperately needed, especially from now until about 7 years. and the goal is to have 80,000 new units by then again, she can still build just not in historic neighborhoods like >> all right. well, thank you for the breakdown there. happening today, san jose nurses at regional medical

center are rallying to keep their trauma center open. so the hospital's trauma center is a level 2 trauma center, which means they treat bar victim, stroke, heart attack victims. the nurses organizing the rally, say close in the senate is going to cost lives, especially because of the trauma center is located. the center of high waves, 101, so all those accidents come there back in february, regional medical center announcing would close the center due to a deadline in patients, a decline in patients. the are is going to remain open. cuomo spoke with mayor matt mahan after that announcement. who's kind of concerned about the closure happening? >> look, it's it's it's concerning. yeah, i'm glad to hear that they're committing to a 10 million dollar investment in expanding the number of beds and services in the emergency room. but we don't ever want to see lifesaving medical services cut, particularly in our lower income neighborhoods. the fact that he side san jose will have to travel farther to get to a trauma center is
