trauma center that is supposed to close. good morning. i'm daria and i'm james. we get to those stories in a minute. but first, let's step outside. we want to start the hour with a check of the weather and we've got beautiful looking start to wednesday that might deceive you. if you don't look at what's going to happen later, johnny yet today starts dry. doesn't end so much that way as we do look at showers pushing back in, especially late afternoon into the evening tonight. so if you're getting out there this morning, just don't forget the rain jacket and the umbrella. if you plan on staying out all day long, we're we're sitting down in san jose. actually some fairly clear conditions for you overhead. you're off to a cool start down in the 50's right now. as for current conditions on the radar, we do see those showers up to the north in mendocino, humble down or take counties. still several hours to the north of us here in the bay area. we may see a couple light morning sprinkles for northern sonoma county later this morning. and if you light a afternoon, sprinkles for the rest of us. rainfall really starts to pick

up around the evening commute and especially after that temperatures, as i mentioned down in the 40's to 50's right now, hayward at 50 degrees. oakland, 51 santa rosa down to 47 right now later on today, expect showers to gradually increase with our heaviest of rainfall overnight tonight, i'll get some more details on when to expect it. and how long do expected for ahead. back to you. all right, actually, we'll do the traffic in a little bit. we want to get right to our big story 7 o'clock right now, which is meeting. >> the new oakland police yes. so we've got floyd mitchell. >> he is formally going to be introduced at city hall there in crawford's michael thomas is previewing the story for us from oakland. good morning, michael. >> hi, good morning, everyone. today's news conference being hosted by mayor sheng thao really has been anticipated for over a year as she introduces oakland's new police chief floyd mitchell. we're hoping to hear more from him. the plans he has for the

city. but for now, this is what we know about him. so far. we've got videos and pictures of him up on your screen from what we found. floyd mitchell began his career in the kansas city, missouri police department where he spent 25 year prison before becoming police chief in temple, texas. then most recently lubbock, texas, and he parted ways with the lubbock department last september. after taking the heat for 9-1-1, calls going unanswered, which is also been an issue here in the city of oakland with the community members telling us the new chief does have a lot on his shoulders as reports show right now that in the city of oakland, there's already been more than a dozen murders this year with other crime statistics showing that robberies are up 34% from last year with majority of them happening at gunpoint. now we did speak with oakland mayor sheng thao recently regarding her announcing this new police chief. here's what she had to say. >> think that all oaklanders, including our officers are officers who go to work every single day. you know, whether there's a pandemic or whether

there has just been you know, officer shooting, you know, they wake up and they come to work every day and to have this kind of steadiness, you know, stability in the department is what everybody is looking for. and so, of course, the process was little interesting. however, we are here today and our chief is chief michel. >> and a question if chief michel is ready to take on oakland in the city in such a large capacity, given that it's much bigger than other cities. he's worked. we did speak with the president of 100 black men of west texas who worked with mitchell when he served at the lubbock chief. there. and he says his experience will show and that he is known to hold people accountable for things back out here live. that press conference is set to happen within the next few hours. and coming up at 8 o'clock, you'll hear a little bit more for oakland, mayor sheng thao of why she chose floyd mitchell to take on this position. that's very latest here in oakland. excuse me, i'm michael thomas story. james, we'll send it back to you. ok?

thanks all. good info. thanks a lot, michael. >> all right, 703, is the time. and happening today, san jose nurses at regional medical center are rallying to keep their trauma center open. hospital's trauma center is a level 2 trauma center, which means they treat everything from burn victims to those suffering from a stroke or a heart attack. the nurses organizing the rally say that closing the center will cost lives, especially because the trauma center is located at the center of highways. one, a one to 86, 80 back in february, regional medical center announced that they would be shutting down the center because of declining patients. the er is going to remain open. however, kron 4 spoke with mayor matt mahan after the announcement and he is understandably concerned about the closure. >> look, it's it's it's concerning. yeah, i'm glad to hear that they're committing to a 10 million dollar investment in expanding the number of beds and services in the emergency room. but we don't ever want to see lifesaving medical services cut, particularly in our lower

income neighborhoods. the fact that he side san jose will have to travel farther to get to a trauma center is concerning. our eastside residents should not have to travel farther than other people too. get lifesaving trump. >> a regional medical center will operate its trauma center as normal until august. 12th, the nurses rally today at 3.30. >> time now is 07:00:04am, another bargaining session is set for today between nurses and jon mere medical in concord. it's also the second day the nurses on strike, the 2 sides have been negotiating for almost 2 years trying to come to an agreement on a new contract, registered nurses walking the picket line yesterday said that they have safety concerns, staffing challenges, workplace violence issues and not enough staff to relieve them so that they can take a break. >> john mayer has a lot of their own. it. boards and meetings in place already. but

none of those really provide a seat for a nurse to be president and to have any and as the feet on ground, the people facing. >> patients every day, we really feel that it's most important that the nurses are t ones that have the most importt. >> era responded to the picket with this statement saying like l health systems, john muir health, this face staffing challenges have significantly improved as we continue to hire more nurses and then they go to say that they are concerned about health and safety and workplace violence prevention and that they have expansive new language in the contract to address that. >> well, a new report shows that san jose is struggling to divert 9-1-1. calls related to mental and emotional distress to the 9, 8, 8 mental crisis hotline. now the report found that county mental health teams were only given 2% of the nearly 60,009. 1, 1, calls. should have gone to them. policemen. us traitors have yet to answer why it's taking so long to figure out

which calls need to be directed to 9, 8, 8, >> time now 7, 0, 6, and 7. just go. mayor london breed has lost her latest fight to get more affordable housing in the city and the board of supervisors changed the plan. they vetoed her piece of housing legislation with kron four's will tran live in san francisco to explain. will. what they did was last night late last night. the supervisors voted to override. >> her veto. so what's going to happen is mayor london breed can continue looking for housing in san francisco, but not in certain neighborhoods earlier this month, supervisor aaron peskin introduced the measure that tried to protect certain neighborhoods to keep those neighborhoods and the charm of those places intact. we're talking like the northeast waterfront jackson square. well, mayor breed, she told that measure it saying

that she wants to continue building affordable housing housing complexes throughout the city because she says from now into 2031, san francisco needs about 82,000 housing units. well, late last night to supervisors voted to override her veto and basically resetting the clock. >> as if the veto never happened in the first place and therefore it making sure that those neighborhoods stay intact. as ken says, he doesn't want 200 foot luxury towers in areas that are very historic. you can continue looking around san francisco in other neighborhoods, but not just up but not in historic neighborhoods. well, mayor breed, she did not like that. and she issued a statement late last night saying this is a setback san francisco's attempt to get housing for people in the city. back to you. >> 708 and a san francisco

supervisor wants to speed up traffic safety plans in parts of the city that are considered very dangerous supervisor. connie chan got approval on a project that still hasn't been completed for more than 40 years. now. kron 4, sarah, since takes a closer look. given what we haven't spent the last 2 weeks is that we can no longer wait. supervisor connie chan wants the city to speed up vision, 0 projects to make san francisco streets safer for all vision. 0 is a policy aimed at eliminating traffic deaths all together. yet this year we've seen an uptick in deadly crashes, including the one that killed a family of 4 at a bus stop in west portal. and over the weekend, a man was injured by a car at a bus stop in the district. chand represents the supervisor is now asking the city attorney's office to draft legislation that would authorize an emergency declaration to prioritize projects that haven't been completed. we have these plan project. we

zoom out, you can see what's heading down towards us and it's going to take several hours for it to get here late morning. expect a few light sprinkles possible for the north bay mid afternoon. those same light sprinkles drift our direction. really rainfall cranks into gear. more and more towards and after the evening commute tonight and overnight hours tonight is when we're going to see some of the very heaviest of it as we roll into tomorrow morning spots of heavy rainfall. also possible during the morning commute. so do watch for that. as you are getting to your morning drive. as for thursday. thursday afternoon, we should dry out for the most part, a chance of an isolated thunderstorm before an even more significant system that makes pretty rainy day on friday tonight to tomorrow's rainfall quarter to a half an inch, even more rainfall into the start of the weekend friday. that's going to amount to well over an inch in some cases before the week is up. as for the sierra winter storm warning taking effect here in just a few hours at 11:00am. this morning we'll be talking multiple feet of snowfall at

that video would be used to train ai to be able to tell where there are homeless encampments and people living in cars. advocates though homeless advocates are worried that this is going to use to push the homeless out. but city officials say this whole surveillance system will be used to better provide services. >> happening today, the hunters point tennis courts in san francisco will be having a grand reopening. the courts are right next to the willie mays, boys and girls club. mayor london breed will be their former mayor willie brown, along th sports stars are expected to be there, too. the court was originally dedicated by tennis legend arthur ashe almost 40 years ago. organizers say they partnered with the city to provide equitable access to sports and recreation activities. the grand opening is set at 4 o'clock this afternoon. now to the north bay where santa rosa police pull over a minor for driving with expired tags and discovered he had a gun. the officer first ordered everybody out of the car after smelling marijuana and then a search of the vehicle turned

>> 7.24 is the time police in san francisco now offering a quarter of a million dollars for any information leading to the arrest and conviction of whoever is responsible for a deadly shooting that happened at a playground. so that shooting happened back in april 2022. was at the alice chalmers playground, which is right behind longfellow elementary school in the crocker, amazon neighborhood. investigators say the victims were playing basketball when at least 2 people in a car opened fire. they say 20 year-old. kiran carlson and 22 year-old brandon alexander cheese were killed. 2 other victims were shot though they survived. police say the getaway car described simply as a silver honda accord. happening today, there will be a rally outside former house speaker nancy pelosi's san francisco house to protest her support in the banning of tiktok. the group says the pelosi's goal in bannock tiktok is because of young people getting uncensored information about gaza and america's involvement in that war. but pelosi says that's not true. she maintains that she wants tiktok ban because

just short of 30 reasons. back to you. thank you. 7.30, right now and the state superintendent of schools is backing a plan to have kids has to be educated about financial awareness in public schools. yet earlier this year, we highlighted one of these programs being taught at an elementary school in oakland. we have our capitol correspondent eytan wallace with a closer look. >> well, here at the california department of education, thurmond told me he believes are required. personal finance course could be a game-changer for students. >> and soon you the voters. >> could have the final say. this is something that will have tremendous benefits for our students. that's the message. state superinlendent of public instruction tony thurmond hopes to convey about a proposal to make a course in personal finance, a graduation requirement in california. public schools. at the california department of education. thurmond spoke to this group of educators and financial literacy professionals about why he believes making such a course mandatory would have a long-term impact. what students have access to learn

about personal finance. they're less likely to have be able to make great decisions about their future. and their finances and they get education that often isn't provided in the home. in the past. members of the legislature have tried to introduce bills to mandate a personal finance high school course. but those proposals failed. but now supporters behind a new effort are hoping to bring the idea directly to voters. last month with the support of thurmont, they turned in nearly 900,000 signatures to qualify the measure for the november ballot. they need just under 600,000 of those signatures to be considered valid to officially qualify for the november election. we hope that people will support and we think this is a great thing for california kids. it's a message with which valerie chapman agrees and educator from oakland. she's the founder and ceo of financial literacy for kids, a nonprofit organization dedicated to teaching 4th and 5th graders about saving and investing. well, this is extremely important because studies have proven that students learn or

develop their financial habits at an early age habits that will, you know, last them a lifetime. still, some are skeptical. >> in an op-ed for the maers last fall columnist dan walters road adding new mandates takes class time away from basics that too many students are not already mastmedia. literacy classes are pointless for kids who cannot to map or read at their grade level and sees it differently. it can save a life report with students who are in tough neighborhoods or schools that, you know, i've had many challenges and we see students performing well academically, but being engaged in life and what their future is going to be. we think that personal finances, important ingredient to success for all of our students. >> and it's unclear where all legislative republicans, dan, on this proposal, but gop senator and former senate minority leader scott wilk says he supports arguing it will give students the tools they need. >> to succeed reporting outside the california department of education in sacramento. eytan wallace kron. 4 news.

police are asking for your help in identifying 5 people that were involved in this protest last month on campus. these are some of the pictures they provided showing the protesters are looking for. they're accused of disrupting a campus event by hosting or that was hosted by jewish student organization. police say members of the crowd forced their way into the school's theater and injured some guests and police officers and caused property damage. the incidents are classified as hate crimes. time now 7.35. and we want to go to the very latest developments now out of baltimore, maryland, where it's no longer. >> a search for survivors, but a recovery operation after that bridge collapse. that was the francis scott key bridge that collapsed early yesterday morning after a cargo ship slammed into it, causing the entire structure to plummet into the river below our correspondent, then dennis, standing by in baltimore with the very latest on efforts this morning. ben.
