>> rise in crime after workers violently attacked a woman in broad daylight. 3 men the hospital after shots are fired at a safeway parking lot in the north bay. the new fast food minimum wage law is now in effect. we're going hear from san jose business owner says the new law may force him to lay off workers. >> when fun time from the bay area's local news station. you're watching kron. 4 news. good evening. thanks for joining us for kron. 4 news at 10. i'm ken wayne vicki liviakis. we're following a developing situation. >> right now in the north bay where 3 men have been shot. >> at a busy shopping plaza. all 3 people they've been taken to the hospital. our grant lodes joins us now from the newsroom with the latest grant. that's right. vicki and ken police did not say how these 3 men are doing physically at this hour. what may have led to the shooting. >> officers did say they have detained 2 men for

questioning. want to give you a live picture right now. this is the scene at the shopping center on west american canyon road in american canyon. you can see investigators still out there searching for evidence. the area has several restaurants have a starbucks a safe way as they get pictures there at the scene. all businesses have been shut down since about 4.30, this afternoon when police responded to a report of the shooting in the parking lot there at that safeway. taped off. here is the safeway gas station. this is video from earlier there. we found at least one car with its passenger side window shot with what looks like a bullet. police have also taped off that whole gas station. the american canyon police chief says this kind of violence. it's rare for his community. >> we have shoplifting calls at that. you know, the but this is not a common occurrence. other than the

other one we had a few years ago. this is only want. >> yeah. the most recent shooting there was back in august of 2020. you killed the 18 year-old nathan garza from fairfield in that incident. he was working a summer job at the safeway one. 26 year-old christopher young shot him twice in the back. young is currently serving life in prison without parole. now, as for the shooting today, we're still trying to get more info on that. the chief could not provide many details saying it is just still too early in the investigation. you saw people out there still at this hour, taking pictures of the crime scene trying to piece together what happened as soon as we learn more, we'll let you know, kind of icky for now. back to you. all right, grant. >> a disturbing video captures woman being attacked by another in san francisco's mission district. the neighbor who shot this video says the

aggressor in this incident is a worker. kron 4 sarah stinson talked with that neighbor. she joins us now from the city with the details. sarah. >> this video is circulating online. some of the people who live in that part of the mission tell me they already didn't feel safe in their neighborhood at night. but with this attack happening in broad daylight, they know are thinking twice about being out and about during the daytime. >> i looked out my window and i 2 women beating up another one. and based on how the women were dressed was clear to me that they were prostitutes. this woman speaking up after capturing video of a violent attack happening in front of her san francisco home on shotwell street saturday. but she has to stay anonymous. i see them grabbing a woman by the hair and throwing her to the ground. they're kicking her one point. a woman sitting on her and the woman gets offer and just kicks are very hard

in the head. the woman who was beaten called 9-1-1. the concern neighbor came down to check on her. apparently the fight began because she was in her car and the girls were looking inside of her car. and she said, what are you? why are you looking in my car? sfpd says officers found a woman matching the description of the attacker 3 blocks away. they arrested a 24 year-old woman from fairfield for aggravated assault shot will street. is a problem with work. but i'm not used to seeing it during the day. that was surprising. i was horrified, but i wasn't surprise. this is something where if you've been listening to the neighborhood you've been hearing about this weekly. >> trevor chandler lives in the neighborhood. he's running for supervisor in this district in says ever since barricades were put up on cap street to prevent work, the business has come to shot. well street. another example of trying to address the symptom rather than the actual cause. chandler says he believes fully staffing. the

police department is the answer or says we actually have true penalties for the johns and the pimps that are doing this because we are so understaffed and our police department. >> we don't have the coverage to fully staff are human trafficking and trafficking divisions. there is some violence associated with we've tried to address this issue for 10 years. the police tell us. >> we don't understaffed. it's not a high priority for us. >> and a petition has been made by neighbors in that area to get license plate readers that way they can try and catch pimps and johns. now we reached out to supervisor hillary ronen is office. i did not hear back in time for this report. i'm sara stinson reporting live in san francisco. back to you. >> hundreds of people gathered in antioch for a sideshow that blocks the intersection of lone tree way and golf course

road. it happened over the weekend but wasn't the only one, 3 other side shows reported to and oakland and the other in hercules coming up at 10:30pm, tonight, we're going hear from city leaders on out there trying to combat the sideshows that are causing big problems in the east bay. a big story we have been following for you. the statewide minimum wage for most fast food workers here in california. >> has officially increased. fresno avello joins us now live in studio with reaction from a south boyfriend, a south bay rather franchise owner who says that the change may lead to layoffs know. well, the key as of today, most fast food employees across the state are now making $20 an hour vitality bowls is one of the businesses affected by the new minimum wage law. >> the owner of 2 locations in san jose says the law make it more challenging to run his shops. >> well, definitely, you know, going to have to increase prices to cover the cost. real possibilities cutting hours for my employees, which is that good. and also possibly

layoffs for small business. you know, weise is minds of the family business. i have my wife, 2 sons and basically, you know, there's a potential if things don't improve with the higher prices that customers stop coming in, that we will shut down you know, then basically people lose jobs. >> one jack in the box worker we spoke they were speaking to us in spanish, tells us its previously been difficult to afford basics in california, she feels the extra money will help her pay her rent and for her son's college. it's more tell you a little bit. it's going to really be a relief for me. >> because things continue to go gas food? big expenses. and as i mentioned, helped write my son to with all of those expenses. and so this is going to be a huge relief for for me and my family. >> not every fast food restaurant will have to adhere

to this new law, including restaurants in airports, museums, hotels, theme parks, gambling, establishment, and some of center's those who worked on the new law say people working at those establishments are already covered by living wage laws, businesses that bake and sell bread as a standalone item are also exempt from this law. the law's authors say that exemption was a result of negotiations between various fast-food stakeholders. can. >> all right. well, thank you. happening tomorrow, more than 3500 nurses in santa clara county are expected to start a three-day strike possibly affecting services to patients this week. it involves nurses at santa clara valley medical center, o'connor hospital and saint louise regional hospital. they say working conditions have become safety concern, which is why they want more pay better staffing and more security. the hospital's tell us they're bringing in temporary staff to make sure that critical units are taking care of.

>> we have a dedicated group of leaders and many staff who will be working around the clock through the weekend to make sure that we can adequately orient and train the supplemental staff who will be joining us during the strike to continue those critical services to the community. >> meantime, the county says it faces a massive budget deficit but remains committed to providing a fair contract. negotiations have been ongoing since the fall. well, it was simply a gorgeous day around the bay area all the way to the coastline. the sun shining brightly. >> nice warm temperatures out there today to tomorrow. could be a little chilly when you wake up early tomorrow morning, the temperatures little bite to a mid 40's and some of the valleys upper 40's inside the bay and 50's along the coastline. and there will likely be a couple of patches of fog along the coast and probably slipping just inside the bay by 08:00am. if you're headed out the door for the commute, temperatures still a little bit cool but warming up mid 50's inland inside the bay cool along the coastline with that patchy fog that fog by 10

o'clock begins to pull back toward the coastline, sunshine and 60's in the bay. and the valleys changes, though. coming up here, 10, 10 forecast in a few minutes. all right, lawrence, a bart riders in berkeley bay were forced to wait outside the bart station this afternoon after. >> a person in a wheelchair was hit by one of the trains. crews say that they were able to rescue the person, but they didn't say how the man got onto the tracks in the first place. police in oakland are investigating after a hit and run crash that killed a man this morning. emergency crews found the man lying in the road. 98th avenue in san leandro street. the victim's name has not been released. there's no word on a suspect tonight. new data suggest road improvements made in san francisco's presidio have been effective in keeping bike riders safe. >> according to the data, the changes have resulted in about 85% of cars traveling at slower speeds. those changes include speed cushions and rumble. strips narrowing of car lanes to provide a larger

buffer between cyclists and drivers and road signs to raise awareness that bikers are sharing the road. a long-term improvement plan in the presidio will begin in late summer. still ahead, 2 year-old in the south bay gets behind the wheel of a tesla. >> crashes into his mom by the mom says that it was the tesla's fall as oakland leaders try to keep the a's at the coliseum as long as they can before their move to las vegas. now, sacramento is hoping the team will go there instead and a smell, a problem forces, a united airlines flight to turn around after taking off from sfo. how the airline says toilet overflowed into the cabin.

for united airlines. this time of flight traveling to sfo had to return to the airport after a toilet overflows. not a great situation. their conference, rob nesbitt talking to travelers at sfo about the >> incident. >> united airlines has been a hot topic on social media and in the news the last few months. but travel experts are not seeing changes in trends when it comes to bookings. it seems that travelers still find convenience and price to be the most important passengers traveling on a united flight from frankfurt, germany, to sfo friday had a less than pleasant experience when one of the planes toilets might deter me from flight. passengers were accommodated in hotels in frankfurt and put on a different flight the next day. >> i spoke with travel industry analyst henry harteveldt about the incident that happened on the united flight between frankfurt and francisco was embarrassing. we don't know the cause of it, whether it was caused >> a passenger who may put something down the toilet that shouldn't have gone down there or whether there was a problem

with the lavatory that was not discovered before the aircraft left frankfurt, a united spokesperson said the incident involved a maintenance issue with one of the aircraft's lavatories. the latest in a series of mechanical and safety issues involving the airline. but it did not deter travelers like vincent wong for booking united for us. were not really. >> committee need. >> airline, just whatever is easiest passes that our schedule. that seems to be the industry trend, according to heart of belt, he says that united ceo scott kirby send an e-mail to members of the airlines mileageplus. loyalty is program acknowledging the recent maintenance issues and promising an increase of training for maintenance workers. and yes, united has unfortunately had a series of problems and many of them and both flights to or from san francisco. >> but i'm not hearing or seeing any data that's just people are quitting united norton. i think anyone should harteveldt says the ntsb will not be investigating the united flight that had the toilet overflow since they

only investigate the most serious incidents. the faa has said that it will be stepping up its oversight of united sending more inspectors to airports reporting at sfo. i'm rob nesbitt kron. 4 news. >> meanwhile, united airlines is asking its pilots to take some time off next month because of a shortage of new boeing planes. the airline says that it's due to a delayed shipment from boeing, saying that it expects to receive fewer than half of the 190 planes order from boeing this year, united spokesperson says the offer to the pilots to take some time off us voluntary. >> tomorrow san francisco leaders are set to vote on whether or not they oppose a name change to the oakland airport open airport officials want to change name from metropolitan oakland international airport, too. san francisco bay, oakland international airport. they say the name change could help boost the airport's global visibility to travelers since many tourists who want to visit a bay area may not even be aware of the airport or how close it is to san francisco.

san francisco supervisor aaron peskin had this to say about the possible renaming today on ax. quote, imitation is the highest form of flattery. but this isn't neighborly. i will be voting on an opposition position tomorrow with the board of supervisors meeting. happy to collaborate with oakland leaders. to further our mutual interests. oakland commissioners are set to consider the name change at a board meeting later on this month. >> it's a ride share drivers rallying outside the san francisco headquarters of uber and lyft today. they say the drivers are dealing with low pay high fees and dangerous work conditions. >> a lot of the drivers sleep in the car to come from far away from sacramento and they're homeless in their cars. so what humanity is that to someone have to sleep in the car to be able to provide for their families? >> in a statement to kron 4

lyft says we are constantly working to improve the driver experience, which is why just this february, we released a series of new offers and commitments aimed at increasing driver pay and transparency. we reached out to uber for comment but so far have not heard back driving along this scenic a highway. one coast highway won't be possible at least for a while. and you can see why over the weekend. >> landslide close to the portion of highway one between big sur and carmel. portions of the southbound lane crumbled into the sea. here about 2000 tourists were trapped in the area because of that. caltrans has been escorting traffic around the damage lane to try to get them out. and they're asking people to avoid that area. rain, of course, did hit the region over the weekend. and more is coming later this week. kron four's chief meteorologist lawrence karnow with more. yeah, boy, it's a kind of a tease, was that we had lots of sunshine and warm weather around the bay area. but we're not done with the wintry weather just yet. there are more storms.

>> that are lining up in the pacific. getting ready to return? well, yeah, they're going to be the forecast this week ahead as those showers going likely begin to move in as we head in toward thursday or so. so yeah, out today. we've got nice weather day tomorrow. a couple patches of fog early on. not too bad. not much to worry about. by the afternoon things clear out. but then as we get in toward the following day, you see more cloud cover and all of a sudden get the storm system rolling down the coastline. and there you go. there's your next round of rain. see all the rain down in the big sur area as well. so all that rain can add up to some issues along the roadways around the bay area. already saturated around much of northern california. the door tonight, we've got some patchy fog trying to form near the coastline. some pretty decent weather around the bay area. lose numbers for today. how about 77 degrees? 10 degrees above the average in santa rosa. 74 sunny and bright in concord. 72 in livermore. 73 in san jose. 69 in oakland and 69 degrees. beautiful in san francisco. all right. out the door right now, numbers kind of all over the map are

cooling off coast side. 48 now in half moon bay. 52 in redwood city, still 60 degrees in hayward. but high pressure. yeah, it's holding on right now. sending a the track. the storms to the north of the bay area, at least for now. but it will be long and things are going to change again say we have a bit of an offshore flow outside a little bit. more of a seabreeze started to kick in and that's going to change whether if you head out the door for tomorrow, high pressure that's going to hang on for one more day. i think you got a lot of sunshine in the valleys in the bay along the coastline. a little bit cooler with some patchy fog will check out your tent and forecast coming up next. thank you, lauren. see openai's in the city of oakland are set to meet tomorrow about a lease extension at the coliseum. the current lease runs out after this season. >> and the a's need a place to play for a few years until a new ballpark in las vegas is built. if they're not going play at the coliseum, it might be sutter health park in west sacramento, dennis shanahan reports. in general. i can safely say that aaa requirements are different

than major league requirements. we spoke with former miami marlins president david p sampson now host of the daily podcast. nothing personal. >> as someone who knows what it's like to run a big league team. he says sutter health park will need major upgrades if it's going to be acceptable to major league ballplayers. still, he see sacramento as a frontrunner for landing the a's until they move to las vegas because the team plans to leave open anyway. and he says oakland is asking too much for a lease extension. i would say fire the president of the a's. there is not one scenario. >> under which i would be pay 97 million dollars in rent. the biggest issue that i see face in sacramento is that wherever oakland plays there has to be union approval. if it's outside of oakland and there has to be a an agreement for some sort of tv revenue that major league baseball would have to approve because there's a calculation done for revenue sharing purposes. and the question owners will ask is how much money are we going to be giving to the a's during

this quote, unquote, interim period, of course, center health park is technically in west sacramento. that city's mayor martha guerrero told fox 40 by telephone monday. she's not ready to comment until she has more information. sacramento mayor darrell steinberg sent us this statement. >> it's important for me to express my sincere hope that the a's remain in oakland. i've been consistent in my support for this from the very beginning. however, i believe that sacramento has so much to offer and would be a fantastic temporary landing spot for the a's. some sports fans we met in sacramento seem to agree. i would like myself personally at a major league baseball team here. >> sounds even temporarily even really bring him out. i grew up here and i live in the bay area. and i mean, second, be the next step for them. others have mixed feelings. it's just a stopgap to stop gap for the a's. doesn't really help the a's fans. you know, there's a lot of a's fans here. you know, there's a lot of these fans in the bay, but it's not stopping the inevitable, which is the a's leaving this man was with his nephew who told us he's

>> tnt says tens of millions of personal data from customers including social security numbers have been leaked to the dark web. the company says about 73 million current and former customers information that was leaked 2 weeks ago. they say that the data could include customers going back as far as 2019 in addition to social security numbers, the leaks may also include email and home mailing addresses, phone numbers and even birth date. company officials say that they are contacting affected customers. >> city of sunnyvale is planning on bringing a more affordable rideshare option to its residents. the city plans to partner with transportation company, silicon valley hopper, which already offers rides in cupertino. sonny bill

theresa stasi tells a city leaders are issuing a warning to those people who are breaking the law. >> and as i've said before, and i'll say it again and don't come to with these types of activities. >> that is an mayor lamar thorpe speaking bluntly about this recent sideshow taking over a city street, hundreds gathered blocking the intersection of lone tree way and golf course road at one point. spectators shot off rounds of fireworks. >> guess what? if you come here with this nonsense, you're going to be held accountable and you're going to regret coming here because we do have the technology. it's not just foot soldiers on the ground that we can send out. we have technology like drones. we captured a your license plate. we're going to show up at your house one day and we're going to tell your car and then we're going to find you. in most cases, it's going to be very upset. parents weren't happy with the with police chief. >> the side show in antioch, just one of many this past weekend. this was the scene at

51st street and telegraph in the temescal neighborhood in oakland. also in oakland, on burma, road opd responded to a hit and run following the sideshow and near hercules just off of franklin canyon road near the golf course. driver spun donuts and set off fireworks over sun for most of those are having the >> it's really disappointing that a lot of these levees, actions of what into communities and are putting communities in a position where they're in harm's way. alex? walker griffin is a hercules city councilmember. he says that the city has taken proactive steps. the blunt sideshows, is making sure that we can maintain our same city as we have really is the program flock cameras. it's a series of cameras that replace the entrance and exit of intersections that we have here in town. and really what they do is they read license plates were not going after the average person. we have these cameras. we're going after those who have maybe storm a car or somebody with an outstanding warrant, the need to be held accountable. that's one way that we're doing to the flock. cameras

have been outstanding for so get covering the city. >> welcome recently passed a new ordinance that toughens illegal steps that they can take against those involved in sideshows. we reached out to the oakland police department about the sideshows this past weekend. they said that they made 2 arrests. in the newsroom. theresa kron, 4 news. >> new at 10, a jury trial involving tesla is slated to begin next week after a crash that involved a 2 year-old toddler who was behind the wheel in santa clara county. according to the lawsuit, a south bay woman was 8 months pregnant when her 2 year-old son scrawled in the back seat back in 2018. the mom claims her son somehow turn on the tesla and then crashed into their garage pending the mother between the tesla and the garage door. a neighbor reversed the vehicle and the pregnant woman survived but suffered severe injuries. a jury next monday is set to determine whether tesla's

technology was responsible for the crash. >> suspect was arrested after a woman was found dead in a home in san jose. investigators say they found her body yesterday afternoon on mill pond drive. they say she had signs of physical trauma. a suspect was at the house at the time was arrested and booked into jail on a murder charge. >> take a look of pleasanton police. they're surprised by a recent delivery. they say a resident turned in 3 live grenades found in their the bomb squad responding and then destroyed the grenades. police are asking the public not to touch dangerous explosives and definitely don't transport them. but instead give them a call. so the pros can come out and take care of them. all right. take a look at the 4 zone forecast as we give you a live view of san francisco. >> sparkling tonight and speaking of pros, lawrence is here. oh, my yeah, guys. hey, you know, we've got a good old friend coming to town tonight. we've got some patchy fog rolling back in. that's a sign of changes coming our way.

>> as we get ready for the weather to settle down, but it is not done with by any means. we've got a chance of more rain in the forecast as we head in this coming week. but today we're enjoying all that sunshine and well at this time of year, the atmosphere start to stabilize a bit. and you start to see some of the fog rolling back in the towns out toward the golden gate bridge right now. or that on the way in the coming days. you know how that works out. but so far so good. dry around the bay area tonight if you're stepping outside. nice evening. we had these temperatures were spectacular. how the rainfall totals, though, for the season so far. here's some good news. all the numbers showing up a goal right here. these are above average for the entire year. so now we're at almost 23 and a half inches of rain now in san francisco above normal. anything we get from here on in is above average. really just a bonus weather. san jose over 15 and a half inches. they are well above the average oakland. still a little bit behind at 88% of normal. and you're looking at over 35 inches of rain in santa rosa 117% of normal and

more rain to come. not today, though, was a beautiful day. we had a little offshore wind and that brought clear skies and warm temperatures even all the way to the coastline. well, things are starting to switch gears tonight. we're starting to see couple patches of fog forming along the coastline. little bit sea breeze kicking in and out there right now. but nothing too strong. you got some winds 18, 19 miles an hour along a san francisco toward the coastline. otherwise looking good. and so that patchy fog. yeah, just really along the coastline. and then we're going to see that kind of fill in just a bit inside the bay early tomorrow morning. then, you know the drill. we start to see that fog begin to peel back toward the coastline as we head through the middle of morning in the afternoon, looks really nice across much of the bay area. just a little cool. some fog along the coastline. now the long-range forecast shows a whole different story here as that ridge of high pressure holds on for one more day, then that's going to see those winds kick up cooling down as we get into wednesday. and would you know by thursday we get slammed by another storm rolling on in not as strong as the previous one. the more snow here up in the high country. more rain for the bay area and that's going keep

affordable homes and will prioritize san francisco unified employees. it's expected to open in the fall. there will soon be new restrictions on how long you can have a short-term health insurance plan. kron four's catherine heenan explains. >> crack down junk health insurance. the biden administration has just finalized plans to limit short-term health insurance plans. 2, 3, months with the option for a one-month renewal. this is a big u-turn on trump era policy that allowed people to have those plans for up to 4 years. last administration took that provision which is very narrow. >> for a limited emergency coverage and made a loophole. so maybe the the white house is spending the move as a way to protect consumers, arguing that short term plans. >> do not offer comprehensive care. they're being told that you can pay this incredibly low price and that good insurance. but it turns out it's not. but turns, in fact, is not really insurance at all.
