>> now from the area's local news station. this is kron. 4 news at 3. >> thank you for joining us here on kron. 4 news at 3. i'm justine waldman and will begin this hour in alameda county where it appears negotiations between the city of oakland and the a's have now stalled. oakland, the a's and the county of alameda back at the negotiation table today discussing a lease extension for the a's too temporarily played at the coliseum. that lease expires this year and the a's don't have another stadium ready for next e season. the city has proposed that the a's pay 97 million dollars for a lease extension of up to 5 years. that deal not accepted today by the a's.

the a's have made it clear. they're also looking at playing at minor league ballparks in sacramento and salt lake city. and it will likely take the deal. that is best for that as part of the city's proposal. they want the a's to give up their half of ownership in the coliseum so they can develop the property. and the a's released a statement following today's discussions. it reads, we appreciate oakland's engagement. and also we are far apart on the terms needed to agree on an extension. and when asked if the team is committed to continuing the negotiations, a team spokesperson replied, we have no additional meeting scheduled, but the city of oakland at this time. so we're monitoring the story. our dan kerman. we'll have more details during kron. 4 news at 5 o'clock tonight. he's working to get updated information now santa clara county nurses are on strike. this is expected to last at least 3 days. kron four's to be justice has more on their demands and how the county is responding.

>> they wanted a 3 day strike starting today. the nurses out here really covering the majority of the campus here at the hospital. they started around 6 o'clock this morning and it will remain out here until 06:00pm this afternoon. >> 4,000 nurses at 3 santa clara county hospitals, as well as 13 clinics starting their three-day strike tuesday. they're demanding higher pay than what the county is offering. the nurses also say right now operating procedure dictates the county. you can tell a nurse which hospital they are needed now to help with short staffing. the nurses claim despite being run by the county, each hospital has its own policies and procedures last mediators proposal wasn't voted down by the membership because of the money. it was voted down because the county wants to be able to send us to different hospitals. and we believe that's unsafe for nurses and unsafe for our patients. >> it's all because the county failed to integrate the 3 hospitals together. the county is offering a 10.5% pay raise over the next 3 years. and nurses want a 15% pay raise to

keep up with inflation. county officials say nearly 1000 traveling nurses have been brought in to work the shifts during this three-day strike. >> and so we do have a nurses licensed. they've received orientation specific to our system over the last few days. but they do come from all over the country. >> pleased to report this morning that said despite the labor action, our hospitals and clinics remain open. and we are continuing to be able to provide all emergent and critical services to the community, including our level one trauma center at valley medical center. >> the county executive says this is costing the county of santa clara more than 20 million dollars to provide this coverage. we're told the county is facing a 250 million dollar structural deficit as a county organization. they are asking the nurses to come back to the table after they rejected the mediators proposal which led to the strike. >> county officials go on to

say here at the valley medical center there. trauma center was closed down for a few lours on fridays into what's being called the sickout by some of their nurses in reporting to justice kron. 4 news. >> 2 people have been arrested in connection to a shooting at a safeway parking lot in american canyon. 18 year-old christian evans arrested for charges including attempted murder. minor was also arrested for attempted murder and possession of a concealed firearm by a minor. police say that the shooting took place yesterday after a verbal altercation escalated into gunfire, evidence the minor and another person involved were hurt and are in the hospital. police have arrested 5 armed men after they were gathering at an abandoned school in valais help. police say there were 6 people at that school near snow boulevard and winchester street and they detained all 6 people saying they found them with 5 guns, 4 of those weapons they say were converted into fully automatic weapons. one of those detained

was a minor who was cited and released to his mother. the other 5 taken to jail. while the ntsb looks into the plane crash that killed 2 people in truckee over the weekend. we're learning more about who is believed to be in on board that plane. crews at the site continue. now the search for the black box on board the aircraft. truckee police say that the single engine plane went down just after the evening of a saturday night near the truckee tahoe airport while trying to land. well, officials have not yet released the identities of the people on board the times of israel newspaper, along with friends and colleagues have identified those killed as the ron and i only preached rushed around, reportedly worked for a company called up west, which has posted condolences to his family on social media. we're also learning that he was a former professional soccer player and the team sending their condolences in a statement that reads, quote, the club bows its head with

the death of the ron and his wife. he grew up in the club since the age of 10 and passed all department groups, including the senior group. may his memory be a blessing a fuel barge has become the first vessel to use an alternative channel to bypass the wreckage of the fallen bridge in baltimore. video showing the barge being pushed by a tugboat yesterday afternoon. officials say this temporary channel will be mostly used by vessels helping with the clean-up of the key bridge crews are now working to open up a second channel to allow deeper vessels to pass the key bridge collapsed a week ago when a container ship lost power and crashed into a supporting column. 6 people working on the bridge at the time are presumed dead. and happening right now, the san francisco board of supervisors are meeting and they plan to hold a protest vote and oakland's new proposed airport name change. city officials don't like that. oakland wants to use the word san francisco in its title. kron 4 s michael

thomas has the latest. oakland airports proposed name would be san francisco bay, oakland international airport. but even just the thought of it is not sitting well with san franciscans. in fact, city officials are already gathering to schedule a vote on whether they want to officially the possible name. change was announced last week by the port of oakland which believes the name change could bring more travelers to oakland airport. adding that right now, most travelers don't realize how close open is to san francisco. >> or that it's even in the bay area. so we asked east bay residents at oakland airport and they thought it would bring more travelers and what their thoughts were i think they should keep it yeah, it's located oakland point. liked. i think it is incomplete because people outside of open don't know the various times also the period don't know too much was keeping >> right after the announcement, san francisco supervisor aaron peskin posted to x, formerly known as twitter saying imitation is the highest form of flattery. and the idea really is it

neighborly sfo. officials also commented saying they didn't like the idea. the name change adding they've been using the name san francisco since the late 20's making it recognizable to travelers and adding the city name to oakland airport would just confuse travelers and people this morning say they agree stale one. and why do you think that? >> some people people are going to get confuse am i going to san francisco my oakland sure. >> the name change has not been made official. but oakland commissioners are set to consider it later this month at a board meeting has just san francisco city officials will officially ban together and oppose it. well, time will tell more information from both cities, oakland and san francisco on that name. change will keep you updated. but as you heard from those here in the east they do want the name to stay open airport. that's the very latest reporting at oakland airport to michael thomas will send it back to you live in the studio. >> all right. we'll talk about our forecast now. let's look outside at san francisco

international airport will be interesting to see how the story develops possible. really nice to see the temperatures kind bounce up yesterday. and today kyle is here with details. yeah. let's talk with those highs yesterday. a pretty impressive san francisco to 69 degrees santa rosa at 77. but take a walk over here to pittsburgh. got up to 83 degrees yesterday. >> 73 in san jose. obviously we were a very warm, very above average. and today we're having another lovely day as we take a live look here at san francisco. temperatures not quite as warm as yesterday in most spots, but having said that livermore, now it's 76 degrees. san jose. at 75 san francisco. still a little cooler there at about 60 and certainly cooler still at half moon bay, where we're just in those upper 50's. our wind is relatively calm. we are going to see all of this change as we head into the next 48 hours. so right now, you can see just a little bit of a marine layer kind of hanging out here. we will see if some of that move in tonight. again, a little bit more fog in the overnight hours, but

it's really the bigger picture of high pressure that's going to be bumped out of the way by a cold front that's going to track through that is going to make for some very cool temperatures as we roll into the next couple of days and a little bit of rain, too. but tonight it will be about increasing clouds a little overnight fog. one more night of some mild temperatures. and i say one more night because to my friends in the inland valleys not only get some rain as we get into thursday for the next couple of nights or you get very chilly even down into the 30's again and some of those valleys. i'll be back in a little bit. we'll talk more about all of it. back to international charity has now suspended delivery of food to starving palestinians. this move coming a day after israeli airstrike. >> killed 7, 8 workers from the world central kitchen. the idf calling what happened a tragedy and promising an independent expert body would investigate and share the findings. >> as a professional military committed to international. we are committed to examine ago patients so early and transparently. i just spoke to

benjamin netanyahu also said that, quote, it happens in war. the white house said president biden has been briefed and spoke with world central kitchen founder chef jose andres. the president conveyed he will make clear to israel that humanitarian aid workers must >> be protected. in a statement, world central kitchen called the attack unforgettable and said it is pausing operations in gaza. the organization said it alerted both the israelis and hamas that they would be working in the area, the more violent it gets for humanitarian aid workers. the less likely it is that they're going to be wanting to take risk, which means it's more likely that the people does are going suffer all the more about 200 humanitarian aid workers have been killed in the israel-hamas war. a spokesperson for the world health organization said these latest deaths have to be a call to action for israel. the world agreed a ceasefire must happen. the white house said officials tried to convince israel to de-escalate monday but had no major

warrant. >> in a storage unit in san jose, police say 4 people were identified in the series of storage unit burglaries in which nearly $40,000 worth of items were stolen from last december through february. investigators served search warrants at the suspect's home in san jose and milpitas and they say they found musical instruments a semiautomatic pistol, a high capacity magazine, 2000 rounds of ammo and illegal drugs the 4 suspects were between the ages of 1945 were arrested last week. and mounting public pressure has prompted a television network to unsheltered documentary about the killing of an east bay woman. alexis, kate was murdered more than 2 years ago and after investigation, discovery told her family there are episodes would be pushed back to the following season. kron 4 call reports gabe's father is now saying public outcry led producers to change course.

they've seen it too and hope the episode solidifies their case to bring charges against the mother. based on what we saw. >> there was definitely evidence showing. aiding and abetting. there was evidence for sure. and we're hoping the documentary reveals all about where is alexis is slated to air april 24th at 7 o'clock at night on investigation. discovery. >> and will be available on several streaming services. philippe djegal all kron. 4 news. >> construction will soon get started on a new homeless navigation center in vallejo city officials called it the central hub for the unhoused community will have 125 beds and serve as a holistic approach to fighting homelessness in vallejo and sonoma county. this includes some case management, social and medical services as well as job training the service.

that it will provide will for about 200 people a year construction on this 12 million dollar project starts this week on thursday. the center is supposed to open up in december. and applications opened up today for shirley chisholm village at san francisco's first affordable housing development that prioritizes educators and employees of the san francisco unified school district. the housing project is set to have 135 affordable homes and it's going to try to get these educators housing so they can live where they work. applications will remain open until april 23rd. it is expected to open up in the fall. we're enjoying some spring-like weather today. here's a live look now at san francisco. nice and sunny out there today. all across the bay area. we cna warm weather like this. yeah, beautiful, beautiful day out there today. but we do have some rain on the way and a big drop in temperatures that will get to that in just a second. but we'll start off with the

gorgeous weather. >> out of half moon bay and it's a little cooler at half moon bay this afternoon. then many spots, but still not stopping people from getting out and enjoying it. so still lovely today tonight that we will see some clouds and fog move in. our wind will start to pick up a little bit, too. and then we've got a cold system moving and a big temperature drop. and i just can't say it enough are talking, you know, 10 to 15 degrees of a temperature drop. so we've been kind of rolling under the guise of high pressure here, but you see a low-pressure system that is not too far away and that is going to change things as it moves this high pressure out of the way brings in a cold front and drops in some really cool air. the blast in behind this system. so it means rain. it also means little sierra snow, but that means today we're looking at about 70 degrees in santa rosa by thursday. we're looking out for 56. so you can see all across the board here. we're talking about a pretty significant drop in temperatures from where we've been, which has been above average to be so let's time

this out and show this to you tomorrow. it's going to be all but the clouds moving in. but we do stay relatively dry tomorrow. maybe a little coastal drizzle and then thursday, that's when the front moves in. that's when we start to get the rain and the sierra snow and the cold air rolling in behind it. want to mention we do have a little slight chance of a shower on sunday night into monday as well. but the bulk of this will be thursday into friday. and then next week, it's looking really nice and warm, too. so the rain that we're looking out for between about a quarter of an inch and a half an inch. you could see a few spots. i think coastal areas that could pick up a little more than that. wind is going to get a little brisk tomorrow. so get ready for that. you're looking at about 4.30, tomorrow for 45. we see some of these gust upwards of 25 miles per hour. so that will be part of it. and here's your extended forecast. that temperature drop is the one that, you know, you've got to wrap your head around. you're going to need the umbrella and the jacket on thursday into friday weekend looking not bad. that slight chance of showers sunday into monday. but then next week we are right back to spring-like temperatures and and flying up above average again. still

seniors represent 42% of sonoma and marin counties yet only account for 25% of ridership. smart says the goal of this program is to increase the number of riders by reducing financial barriers. san francisco is reporting losing more than 20,000 jobs in a three-month period. the city controller's office is reporting 21,000 jobs were lost between december 2023 and says while a lot of these jobs are due to the and of seasonal employment during the holidays, a lot of the losses are also from layoffs in the tech industry. the report also noted that unemployment edged up 3.8% and hiring continue to decline. fewer homes are being built in california. home construction in our state dropped 7% in 2023. compared to the prior year. construction contractor site higher cost for borrowing materials and labor as some of the factors. they also say certain regulations make it more difficult to turn a

camera kron 4. sarah stinson has the story. >> i looked out my window and i >> 2 women beating up another one. and based on how the women were dressed was clear to me that they were prostitutes. this woman speaking up after capturing video of a violent attack happening in front of her san francisco home on shotwell street saturday. but she has to stay anonymous. i see them grabbing a woman by the hair and throwing her to the ground. they're kicking her one point, a woman sitting on her and the woman get offer and just kicks are very hard in the head. the woman who was beaten called 9-1-1. the concern neighbor came down to check on her. and apparently the fight began because she was in her car and the girls were looking inside of her car. and she said, what are you? why are you looking in my car? sfpd says officers found a woman matching the description of the attacker 3 blocks away. they arrested a 24 year-old woman from fairfield for aggravated assault shot will street. is

has a problem with work. but i'm not used to seeing it during the day. so that was surprising. i was horrified, but i wasn't surprised. this is something where if you've been listening to the neighborhood you've been hearing about this weekly. >> trevor chandler lives in the neighborhood. he's running for supervisor in this district in says ever since barricades were put up on capp street to prevent work. the business has come to shot. well, street chandler says he believes fully staffing. the police department is the answer for says we actually have true penalties for the johns and the pimps that are doing this because we are so understaffed and our police department. we don't have the coverage to fully staff are human trafficking and trafficking divisions. >> that was sara stinson reporting. there is a petition going around to get license plate readers in that neighborhood to try and catch those pimps. and johns, we did reach out to supervisor hillary ronen is office about this, but so far have not heard back. we do have some positive news to report on

california's snowpack. new measurements from the state department of water resources showing it slightly above average for this time of year. our capitol correspondent eytan wallace is at the phillips station in the northern sierra where governor gavin newsom took part in the monthly snow survey. >> well, take a look at all of this snow at elevations, 6800 feet. it's a site. governor gavin newsom says he wants to but he makes clear californians should not get complacent. >> governor gavin newsom walking in snow shoes as he took part in the california department of water resources. monthly snow survey at the phillips station just south of lake tahoe. haha, the survey results of the phillips station showing the snow depth. there stands at 64 inches and snow water content that 27 and a half inches. that's significant because the depth of the snow tells us how deep it is. well, the snow water content tells us how much water it can taint. all of us helping researchers determined the phillips station snowpack stands at

113% of average for this time of year. well, the state snowpack stands at 110%. you can take a deep breath this year, but don't quadruple. and at a time in your shower, newsom says that note in california has recently gone to extremes on all fronts from floods to fires to droughts referencing this moment just 9 years ago this week when then governor jerry brown stood at the same exact spot at the phillips station to show it was totally dry at the time. no snow. we're here. 9 years later, reconciling the extremes as it relates the hots getting a lot hotter. the dry is getting a lot drier and the wets getting a lot wetter. and that requires us to have the sophistication, the approach that includes new strategies, new strategies he's unveiling for the first time in this 5 year water plan for the state. he says the plan includes a goal to connect more natural waterways with manmade storage. all in hopes of capturing more water before it goes to the ocean. one of the hallmarks of this plan is the integration. the connection between built infrastructure and natural

infrastructure. >> the connection between rivers and watersheds, the connection between meadows like this department of water resources, director karla nemeth stressing underground storage is also major component of the plan. really need to have good quality, clean water. >> in there so we can bring that water up and help california through those dry periods. while the governor expedited construction for the sites reservoir north of sacramento, california's first new reservoir in 50 years, republicans say that's not enough. what is the message? the message is >> we need more infrastructure. we need sooner. we need to streamline the process to get it done because california will go through a drought again. we can do it just has to have the will of the legislature and the governor to push it forward. >> so what happens next? well, in the coming weeks, water researchers with the state will crunched on the latest data to determine how much runoff reaches our reservoirs in the coming months. reporting from the phillips station in the northern tom wallace.

>> all right. let's talk about our forecast. and there is all that snow in tahoe right now. the sierras doing good kyle is here with what's happening in that area right now. where and 13% not bad. it's good. i mean, listen, it's so important so vital to california to our ecosystem. then you have the enjoyment side of it, which is people skiing. and we're here at diamond peak re. see a few folks that are out there enjoying the fact that not only they have all the snow, but they also have some lovely temperatures out there today, 57 degrees and some sunshine looking good. we are going to see their temperatures roll down very quickly. just like we'll see it happen here in the bay area with this next system. but right now, blue skies just a glassy lake and a lovely day to kind of take a walk tomorrow. they're going to see highs in the 50's yet again. and then you can see that temperature drop by over 20 degrees between wednesday and thursday when the highs will just be in the low 30's and we'll get the next system is. so there's a winter weather advisory up once again. it may be april, but we're not done yet. folks. 11:00pm wednesday through 11:00pm friday. those western

facing slopes are looking at for the next system coming in. this will be a cold system. it will also not have a whole lot to work with. not expecting extreme totals. having said that, you know, snow levels are going to be relatively low at times. i think as we get into thursday night and friday morning and the new snow totals about a foot to maybe a foot and a half up at the peak. so looks like if you're down in mammoth lakes area, you could get a little bit more than that. so this is all courtesy of low pressure. that's going to move on and and bump that high pressure out of the way. but we're not there yet today. enjoy some really nice blue skies out there. as you can see, we've got this one more day of kind of mild temperatures with some breezy conditions and clouds tomorrow and then we've got some rain rolling in and the cool air. i'll talk more about that when it come back in just a bit. all right. thank you so much. we're going to do now is chat with a doctor. somebody seppi who is a clinical associate professor. >> in aid in the departments of psychiatry and behavioral sciences about this really

interesting study where they looked at how having a keto diet can improve severe mental illness. so the doctor is with us now. so we can chat a little bit about this. thank you for joining us here this afternoon on kron 4. appreciate your time. thank you for having me. so what is it between having a keto diet and maybe you can describe to our viewers a little bit what that diet entails and how that was improving. the mental health of these patients that are suffering from bipolar disorder and schizophrenia and other other mental illnesses. how this improved there. >> their overall well-being. >> sure. happy to do so if die is a low carbohydrate moderate protein and high fat diet. it's well-known, but a key to next diet is affected in obesity and diabetes as well as a pull-up. see so in the field of knowledge, e it's been used to treat seizures, philip's. he's a seizure disorder. so are looking at and have been looking at how occasion and it might be

helpful for other bring wellness is like schizophrenia and bipolar illness. and what we did was look a kid in a intervention in this population for 4 months and look at the outcomes, both a% about of outcomes as well as psychiatric outcomes. >> when were these patients also taking any other type of like prescription medication to help with their mental illnesses or where they just changing their diet. >> so each patient that enrolled in the study and this is a pilot each patient had an average of 3 medications that they were on a psychiatric medication. and with this was an adjunct on that occasion. i would be on top of the medication. and so what we did was look at observer of changes in their medications over time over the course of the 4 some maybe 30% were able to actually decreased some of the medications you know, some

stayed the same. but we really actually who were interested in looking at. also the side effects of potential medications can have and whether this intervention was alleviating that which actually turned out to be the case. in fact, a lot of these patients do suffer from center the city or in resistance. and so we also want to see how that would change over time in in this study and what we did fine, which was quite encouraging is that there was a for the ones for patients who inherent to the diet. there's a 12% weightless up 12%, bmi reduction 13% down than with circumference and visceral fat reduction, which is actually the around the organs that we consider inflammatory. and there was a reversal of metabolic syndrome 4 months for the patients who have that. >> that's fascinating to think that this also could apply to people that maybe don't have these type of mental illness is. but just an average person

by changing to some sort of quito diet. it could have this benefit on the brain and the brain health. >> that's possible. i think, you know, so she's to be done and those populations and there are other ongoing looking these cases. but in particular, i think we're both so promising encouraging about this study is that and not only improved metabolic outcomes but also psychiatric outcomes. and we saw at 79% of the cohort actually improve look politically meaningful improvement. and so what that means for, you these patients is a quality of life is improving and it really gives them hope. and feel like that's potentially lifesaving for them. and so i think you know, more focus on this area would be great and i i do think over time can also look at other conditions, including eating disorders, which we're looking at depression. what do you think it is about the keto diet that made this

difference? >> the balance of between carbohydrates and fat. but what about key? do do you think it's the difference here? >> so keep that. fact, have been known to to treat epilepsy that chris mentioning before. and you can either be in a carbohydrate burning state, which means you're using glucose the brain to sing because or you can be in a state where with cares. act are burning fat down to great key towns. so your body can essentially burn with key towns. and so what we do think is that there are some metabolic deficits in the brain. there. bio, energetic issues in the brain with mental illness. and if we're circumventing that in the first place in the brain that were actually, you providing energy and alternative way to be able to improve symptoms. whether that commissioner mood

>> new legislation that aims to protect victims of car break-ins has passed the california state senate state bill 905, was introduced by bay area state senator scott wiener. it eliminates the locked door loophole which makes victims of car break-ins appear in court to testify that they locked their door before the burglary occurred. the states if there is proof of forcible entry that will be enough to prove the crime of an auto burglary which may be charged, has either a misdemeanor or felony. the bill passed unanimously and now heads next to the senate appropriations committee. east bay city leaders are speaking out after large crowds gathered at several sideshows over the weekend dominated intersections and causing some

up there. the gauge reading 79 degrees. we're at 80 in pittsburgh. pittsburgh got into the 80's yesterday, too. >> little cooler in the north bay where we started off with that fog this morning. but still pretty nice. 72 degrees in nevada at this hour. and here's a look at the state is just, you know, basking in the sunshine. you do see a little bit of that marine layer kind of hanging out there. it's going to be moving in tonight. we're certainly going to see a little more fog, even the potential for some coastal drizzle. i think in the overnight tonight. here's the big picture. high pressure set to be bumped out of the way by low pressure, which means we've got a little rain coming our way. so we're talking about thursday into friday. that's going to see some of these showers fall. so tomorrow, really just the clouds. and as we mentioned, maybe a little overnight drizzle with some of the marine layer that rolls in. but here is future cast to show you that tomorrow we stay dry for the most part and then we have the cloud cover moving in. and then here comes the front on thursday. that's when the rain rolls in. that's also in the sierra snow rolls into and that winter weather advisory kind of kicks off and then on friday, we kind of wrapping up a little bit as we

seems that travelers still find convenience and price to be the most important passengers traveling on a united flight from frankfurt, germany, to sfo friday had a less than pleasant experience when one of the plane's toilets overflowed my deter me from passengers were accommodated in hotels in frankfurt and put on a different flight the next day. >> i spoke with travel industry analyst henry harteveldt about the incident that happened on the united flight between frankfurt and francisco was embarrassing. we don't know the cause of it, whether it was cause behind. >> a passenger who may put something down the toilet that shouldn't gone down there or whether there was a problem with the lavatory that was not discovered before the aircraft left frankfurt, a united spokesperson said the incident involved a maintenance issue with one of the aircraft's lavatories. the latest in a series of mechanical and safety issues involving the airline. but it did not deter travelers like vincent wong from booking united for us. were not really >> commit >> airline, just whatever is
