their three-day strike tuesday. they're demanding higher pay than what the county is offering. the nurses also say right now operating procedure dictates the county can tell a nurse which hospital they are needed now to help with short staffing. the nurses claim despite being run by the county, each hospital has its own policies and procedures last mediators proposal wasn't voted down by the membership because of the money. it was voted down because the county wants to be able to send us to different hospitals. and we believe that's unsafe for nurses and unsafe for our patients. >> it's all because the county failed to integrate the 3 hospitals together. the county is offering a 10.5% pay raise over the next 3 years. and hurses want a 15% pay raise to keep up with inflation. county officials say nearly 1000 traveling nurses have been brought in to work the shifts during this three-day strike. >> and so we do have a nurses are all licensed. they've received orientation specific to our system over the last

few days. but they do come from all over the country. >> pleased to report this morning that said despite the labor action, our hospitals and clinics remain open. and we are continuing to be able to provide all emergent and critical services to the community, including our level one trauma center at valley medical center. >> the county executive says this is costing the county of santa clara more than 20 million dollars to provide this coverage. we're told the county is facing a 250 million dollars structural deficit as a county organization. they are asking the nurses to come back to the table after they rejected the mediators proposal which led to the strike. >> county officials go on to say here at the valley medical center there. trauma center was closed down for a few hours on friday due to what's being called the sickout by some of their nurses in reporting to justice kron. 4 news. >> tonight we're learning more about the 2 people killed in a plane crash shut in trucking

walking in snow shoes as he took part in the california department of water resources. monthly snow survey at the phillips station just south of lake tahoe. haha survey results of the phillips station showing the snow depth. there stands at 64 inches and snow water content that 27 and a half inches. that's significant because the depth of the snow tells us how deep it is. well, the snow water content tells us how much water it contains. all of us helping researchers determined the phillips station snowpack stands at 113% of average for this time of year. well, the state snowpack stands at 110%. you can take a deep breath this year, but don't quadruple. and at a time in your shower, newsom says that note in california has recently gone to extremes on all fronts from floods to fires to droughts referencing this moment just 9 years ago this week when then governor jerry brown stood at the same exact spot at the phillips station to show it was totally dry at the time. no snow. we're here. 9 years later, reconciling the

extremes as it relates the hots getting a lot hotter. the dry is getting a lot drier and the wets getting a lot wetter. and that requires us to have the sophistication, the approach that includes new strategies, new strategies he's unveiling for the first time in this 5 year water plan for the state. he says the plan includes a goal to connect more natural waterways with manmade storage. all in hopes of capturing more water before it goes to the ocean. one of the hallmarks of this plan is the integration. the connection between built infrastructure and natural infrastructure, department of water resources. director karla nemeth stressing underground storage is also major component of the really need to have good quality, clean water. >> in there so we can bring that water up and help california through those dry periods. while the governor expedited construction for the sites yeservoir north of sacramento, california's first new reservoir in 50 years, republicans say. >> that's not enough. what is the message? the message is >> we need more infrastructure. we need sooner. we need to streamline the process to get it done

and of course, you've got the philippines. so you can imagine this is going to radiate outwards. the moves on by affecting parts of parts of the china as well. and of course, the philippines headed in that direction to the good news. the united states not expected to affect the united states right now. but yeah, this has been an amazing event that's been happening right now. and boy, it is just continuing to go. you can see all the circles out there, the ones in yellow, those are the earthquakes that have happened a little bit over an hour ago. the ones in red that is within the hour. and you can see the numerous earthquakes along that area that continue to cause problems there. likely damage there as well. of course, you have initial earthquake that won a major earthquake at 7.4, 07:58am. then you've got another one. was a 6.4 following that up. so just a few minutes later, can you imagine a 7.4, then a 6.4 and the ones after that, we continue to have more earthquakes rattle in around that one. that's a 5.0. 2 behind that. a 5.5. and then

another earthquake, a 5.7. so damage being there right now continuing in that area, we just actually had another earthquake right at the moment. here's the very latest on that one. that one showing up as a 5.1, a shower earthquake just off the coastline of eastern taiwan. all right. let's get you back a toward the sierra nevada and the snow continuing to fall in the high country. they've had a ton of it already. they've got more on the way affect winter weather advisories are going up wednesday through friday and get this. this could be so cold. the snow level dropping down to about 2500 feet. may we talked about several more feet of snow on to what we've already had. that's been a banner season already. guys, back to you. all right, lawrence, we are getting our first images out of taiwan. look at this. this is from that 7.4 earthquake and the many aftershocks that have taken place. now, we do know it exactly where this is? if this is the city the quick took place? >> or if it's in taipei, they're not too far apart from

each other, the epicenter is closer to a city of about 100,000 people on the east coast of taiwan. there's about 25 million people who live on the island. it's very heavily populated island city of taipei is about 2 and a half million people and they felt the quake, in fact, was felt all the way on the mainland. china. so a very powerful 7.4 quake. and you can see the damage there in. and vicki, you know, when you talk about earthquake country, which highway taiwan is part of this ring of fire, of of earthquake areas of they in taiwan. it particularly it's a modern country, told coats, exactly. are can you only imagine a 7 point? >> if they weren't reinforce, but look at those buildings like 45 degree angles on on on them. back it. i would imagine people are fearful that those things topple over. absolutely. and this is just a sliver of the information that we're getting. >> we're checking in with our stephanie lin, families from

taiwan. she speaks chinese. she's monitoring her sources over there. we're going to get more from her a little bit later soon. as we set that up. but of course, there's a taiwanese population here in the bay area. lot of family connections between the bay area and taiwan. imagine a lot of very concerned people tonight. we'll get these images in as soon as we're able to live to pull them >> little closer to home here. united airlines asking some of its pilots to take voluntary unpaid leave from flying because boeing is experiencing a backup in plain deliveries and production. this ahead of very busy travel season. ahead of u.s., boeing has cut deliveries to united by about 40%. a pilot's union memo says availability of work block hours is being reduced. voluntary leave will help reduce the excess staffing. the leaves would take place in may and what extend into the fall. united is also reducing

the time, they're just 2 games ahead of the houston rockets. and when you just blindly look at the standings, easy to say the warriors have been having a mediocre season. you can see why got nation had been kind of concerned and rightfully so. the warriors have set such a high standard over the last decade that when you see him in a position like this, it's concerning. but when you look between the lines a little bit and actually look at the standings will see that the warriors, 21 in 10 in their last 31 games. they've won 4 straight games. they actually been playing pretty good basketball. they're on pace to out when there's record last season on a pace to win one more game last season, they finished 6th in the standings and right now they're only 10th in the standings. so what does that tell you? i as steve kerr that exact question. and he says this year, it seems like more than ever the western conference is loading up. there's about 6 or 7 teams that has a really good chance at advancing to the nba

earthquake in taiwan. boy, it just continues to a rock. there's we're going to see a series of earthquakes. they continue to see those. well almost minute by minute now. and they continue to shake there. you can see the map. you see where they're located. you see china, japan, to the north and the philippines to the south, even vietnam. so many of those locations could be affected by a tsunami that has been generated by this massive earthquake in this earthquake. we're talking about a 7.4, so that he's pretty phenomenal that are rolling in that direction. bay area, though, we're looking at a big change in the weather coming our way as it looks like storm clouds going to finally make return again and so much for that spring weather. cool fog begin to move in along the coastline. we're going to see more of that overnight tonight into tomorrow morning racing well onshore into the bay and many of the interior valleys. in fact, yeah, we're going to get things going here is of a fog is concerned. big cool down tomorrow that will drop the temperatures. still mild the santa clara valley by the afternoon. but the clouds really come to thicken up. then as we get in toward

thursday. well, here comes that rain rolling back in the bay area. some cold showers rolling on in and then watch. you'll see some pink. it's a blue showing up over some of the mountains. can you believe it? some mountain snow in april rolling in this late in the season. very cold. maybe some record cold temperatures rolling on into so tomorrow it will be a transitional day. it will be a dry day around the bay area. not the same on thursday. clouds and showers rolling on in snow in the sierra, nevada. in fact, several feet of snow likely over the high country. big changes are in the works next couple of days. we returned the nice spring weather to some wintry weather with maybe record cold temperatures thursday and friday drying out as we head in toward the weekend, but only a little bit warmer. not really warming up until next week. all right, lawrence, coming up, how you can experience the upcoming eclipse at the exploratorium.

>> and may not be on the best path to see a total eclipse, but that's not stopping the exploratorium in the city from hosting an eclipse watch party at pier 15 next monday. event starts at 10 o'clock in the morning. it's free with museum admission nas estimates people in the bay area will see just over 35% of coverage on the eclipse starting just about 10, 15 in the morning. and the peak is at 11:13am, ending at 12, 16 pm. so it's quite a while about an hour. if you'd rather watch from home, there will be a live stream from texas and mexico where you'll be able to see the full eclipse. >> i'ts. if you like maybe you can splurge on some tickets for outside tickets for
