>> docking books in games off shelves inside while outside buildings and roads crumble. tonight, we know the quake has killed at least 4 people and injured nearly 60 others. thanks for joining us kron. 4 news at 11. i'm grant lotus and i'm noelle bellow. the magnitude 7.4 earthquake was the strongest to hit taiwan. >> in a quarter century, its epicenter, taiwan, southern city of kula lean. just take a look at all the damage here. buildings leaning at near 45 degree angles. people were evacuating out of the windows. the earthquake hit around 8 o'clock wednesday morning. taiwan time schools evacuated their students to the sports fields, equipping them with yellow safety helmet. some were also seen covering themselves with text books to protect themselves from falling objects. and this video from new taipei city, which is about 200 miles north of the epicenter. this used to be a big building, a warehouse now just a pile of concrete

chunks. there are no reports of any injuries or deaths linked to this site. meanwhile. >> several aftershocks continue to rock taiwan. our chief meteorologist lawrence karnow is tracking that laurent's. yeah. numerous aftershocks continuing in that area and you can right that are worried about a tsunami or you've got china. you got up and to the north. >> down the south manila under a tsunami warning for a while. things have since abated. so the good news is no tsunami warnings are up a boy. what a series of quakes. you can see them. all right. there that's falling right in the area called a subduction zone. that's what art of where one of the plates, continental going right underneath taiwan. and so generating a huge earthquake today of 7.4, then followed up bright by a 6.5. can you imagine? and then a 5.7 and then more earthquakes just coming after that. you can see taipei to the north. hard to imagine that you could have that much damage 200 miles away from an earthquake. but here you go. these

earthquakes continuing to happen. in fact, one just happening here in the last couple of minutes. but you can see numerous earthquakes continue in and around that area. the main earthquake, of course, that one was the 7.4, that early on this morning. it happened during the commute. now we're getting some minor quakes continuing to happen. and that will be the case as we head throughout the night tonight and probably for days, maybe weeks to come as that ground in and around that subduction zone continues to start to fill in in that area that will bring into the earthquakes. but boy, just dangerous situation there. and of course, they get these minor quakes. now, that could be an issue. you had a major quake that struck chile damage. a lot of these buildings down. even a minor quake can be deadly at this time. well, and there were the tsunami warnings as well wanted happen, which is another just big after something like this happens and so many. >> like you said to get a 7.4 and then a 6.5 point, something those aren't small aftershock. yeah. they just kept coming one right after that. you can imagine the terror after having such a

large earthquake and then have that many earthquakes afterwards. i mean, you must be wondering, one, is that ever going to and yeah, you're not going to sleep well tonight. they're not. all right. >> thanks, lawrence. earlier tonight we spoke with the bay area man who has friends in taiwan. he's also the editor in chief of the news outlet which cover stories in taiwan. he shared with us what he's hearing about the situation there. some of my you know, they they work or live on upper levels. they it was shaking really hard. >> you know, i think everybody kept saying, you know, they haven't felt anything like this in their lives, if you know, recent memory. you know, so far, i no one has had a number you know, major earthquakes. and so i think every time that's happened, people do take your precautions seriously. >> will continue to stay on top of the earthquake in taiwan. bring you the latest on our morning news tomorrow. again, as of right now, 4 people have been confirmed dead nearly 60 others are

injured and a small earthquake hit the north bay. tonight, the epicenter of the 3.2 quake whose near santa rosa, no damage reported there. >> in the east bay, the city walnut creek is moving forward tonight with another restriction outside its planned parenthood. tonight, the city council unanimously passed a ban on the use of sound amplifiers says to a buffer zone. the council passed 2 years ago to put space between protesters and people who what services at the clinic kron. 4 sarah stinson has the latest now from this heated council meeting. >> at a planned parenthood on oakland boulevard in walnut creek, demonstrators against abortion can be seen using megaphones an effort to speak with patients. walnut creek city council approved an ordinance tuesday night. restricting sound amplifiers within 100 feet of the clinic doorway. the assistant city attorney gave a presentation

about why a noise restriction is so needed. ali, wolf cited a letter sent to the city by planned parenthood between april of 2022 and april of 2023. they documented 138 incidences with protesters. >> at the planned parenthood facility of which megaphones was mention. 42 times, many planned parenthood volunteers spoke at the meeting explaining how the noise affects patients seeking care on a daily basis regularly. protesters come with these megaphones and microphones to verbally harassed staff and patients allows them to call the murderers. it allows them. >> to target people that are inherently fragile at a time that is very, very difficult for them was so loud. i could hear it inside the health center with the door closed. well, clinic volunteers described the protesters as hostile. >> sofia martin with love life, a sidewalk outreach ministry group says they use sound amplifiers because the

buffer zone makes it hard to connect with patients and offer their resources. they have clinic escorts. >> that as soon as the moms tend to planned parenthood, they're in their air. they're trying to interfere with us, exercising our first amendment rights and reaching out to the moms to offer the help and hope that we can provide a mom name. lily attended the meeting to advocate for love life. if it wasn't for me, meaning that the sidewalk counselors that day, no, i probably wouldn't have chose life for but wolf says this ordinance would help protect the health of patients inside the clinic as the loud megaphones can cause negative effects. city council will have a second reading for this ordinance at their next meeting on april. 16th. >> because the final approval, then it will go into effect 30 days later. i'm sara stinson reporting in walnut creek. back to you. >> also at tonight's meeting, there was a strong call for inclusion by religious leaders. they were responding

to recent incidents of people making anti-semitic comments at walnut creek city council meetings. a pastor pointed out some of those people call themselves christians. >> we believe this to be a gross misrepresentation of the christian message and of the trail of christian virtues, the cheapest of ways is love. the presbyterian church rejects antisemitism in all of its forms and deplores the rise of anti-semitism in our nation and our world today. >> city council had 2 incidents of a speaker making anti-semitic comments at their meetings, although disturbing the council cannot legally block such comments without infringing on free speech. >> another business in oakland is cleaning up after a burglary. oakland police say 2 people broke into a restaurant on east 12th street just before 5 this morning. police didn't say exactly what was taken, but they say the suspects damage the front door. and a horrifying discovery in oakland. a person is in critical condition tonight after police found the person on fire. this is around

2 this afternoon at 45th avenue in bond street in east oakland. officers did not provide any more details. they're asking anyone with info to give them a call. >> a major cleanup in oakland today. crews partially clearing away a long time homeless encampment on late drive near the oakland airport collection of rv's cars and tents first started setting up there more than 3 years ago. but the san francisco regional water board issued recently issued a letter to the city stating the encampment was contaminating the nearby creek and based on testing, the situation was getting worse. >> heard from the water board last week was the basically the conditions are not acceptable from the health and safety standpoint the city was as the responsible party for our essential infrastructure. responsible for making sure that we're keeping the affluent and other materials that come out of encampments out of the waterway. >> crews will submit new samples to water board if the situation is not brought into

compliance. oakland could face fines as high as $10,000 a day. >> san jose police have arrested for people who they believe are linked to nearly $400,000 worth of storage unit deaths. police found several musical instruments and other property valued at around $60,000. total. police say the suspects broke into at least 3 storage facilities in the past few months. >> protests will continue tomorrow in santa clara county. nearly 4,000 nurses started their three-day strike today demanding higher pay. the county is currently offering a 10 and a half percent pay increase over the next 3 years. these nurses are asking for 15%, but they say the money isn't the only obstacle to a new agreement. that last mediators proposal wasn't voted down by the membership because of the money. it was voted down because the county wants to be able to send us to different hospitals. and we believe

that's unsafe for nurses and unsafe for our patients that despite the labor action. >> our hospitals and clinics remain open. and we are continuing to be able to provide all emergent and critical services to the community, including our level one trauma center at valley medical center. >> county officials say nearly 1000 traveling nurses have already been brought in to work shifts during this three-day strike. >> people are going to get confused. >> travelers sharing their $0.2 on the proposed new for oakland international. with leaders in san francisco have to say about it. plus, crews responding to a fire that took them nearly 3 hours to put out the costly damage left behind. >> first, though, what's next for the a's after team executives have rejected a lease extension at the lease extension at the coliseum.

>> well, the a's may be saying goodbye to the oakland coliseum sooner than expected today. the team rejected a proposal from the city of oakland to extend their lease while they wait for their las vegas ballpark to be completed in the drama really intensifies now with baseball experts saying it is becoming more and more possible. the a's michael play in sacramento for a few years as their ballpark in vegas is being built. kron four's dan kerman reports. >> sacramento in my opinion, he's going to be the location that the a's will select former a's executive andy dolan says it's becoming more and more likely the a's will abandon their effort. >> to extend their lease at the coliseum after this season

and play the next 3 years at a minor league ballpark in sacramento on tuesday, the 8th rejected the city of oakland's proposal to extend its lease at the coliseum for up to 5 years. that proposal would have required the a's to pay the city. 97 million dollars. john fisher isn't going to pay that money. dolan says the real deal breaker for the a's is that provision they give up their 50% ownership in the coliseum. >> if i'm an owner of the team, i'm going to hold onto that till i'm literally putting the side los vegas because you never know in today's world what could happen in outside forces. so why do i give up this incredible bargaining point now? and i don't need to. in a statement said we appreciate oakland's engagement and also. >> we are far apart on the terms needed to agree on an extension. kron 4 followed up by asking, are you committed to continuing negotiations or are you moving on and focusing

on the minor league ballparks in salt lake city and sacramento? the a's simply responded. we have no additional meeting scheduled with the city of oakland at this time. could it be 3 strikes and you're out? it could be. >> dolans thinks the a's lack of commitment to future meetings could be a negotiating ploy. but more likely he thinks it's because the a's will move to sacramento until their vegas ballpark is ready. >> sacramento is a place that they can claw. some of the tv revenue that is probably being negotiated we speak. >> dolan says a's fans successful efforts to boycott the games has become an embarrassment to the team and leaving will allow the a's. and owner john fisher to avoid playing in an empty stadium. >> what a terrible visual for major league baseball to see a once-proud franchise with nobody attending the games. >> in a statement, oakland mayor sheng thao says oakland

made a fair and reasonable offer to the oakland a's and they look forward to continuing discussions as necessary. dan kerman kron, 4 news. tonight. the san francisco board of supervisors agreed to officially oppose a name change to the oakland airport. >> oakland airport officials want to change the name from metropolitan oakland international airport, too. san francisco bay, oakland international airport. the city officials in san francisco don't like that. oakland's airport wants to include san francisco in its name saying that could confuse people cause a financial burden for sfo. but oakland says the name change would help boost the airport's global visibility to travelers. some people we talked to don't see the point. >> i think they should keep it yeah, it's located oakland point. think i think it is incomplete because people outside of open don't know the various times also the period don't know. simmons was keep

it open. >> oakland commissioners are set to consider the name but a board meeting later this month. >> let's get check of your 4 zone forecast now taking a live look at golden gate bridge tonight. we saw karl the fog back a little bit earlier. little cooler. >> and that's the trend is going to continue. chief meteorologist lawrence karnow back with us now, lawrence, even look at some rain a couple days. so yes, some rain showers, maybe some snow, our local mountains. that's amazing. for april. we could be talking about some record cold temperatures rolling in the bay area the next couple days. hard to be because we've just been enjoying all the sunshine and some warm numbers. some place in the mid 70's again today. but the clouds already thickening up outside the fog and a surge. well onshore overnight tonighu and tomorrow morning will be in place there. so a partly cloudy as we head toward tomorrow afternoon. i think the fog is going to break up just a bit and then you see some mid to high level clouds rolling on in breezy to outside and then we get into thursday that wintry weather makes return some cold showers

and store for the bay area. and yes, even some snow showers locally. temperatures in the 50's around the bay area right now is the clouds begin to march back inland. what we're seeing a change now, high pressure kind of given up now and headed eastward. here comes this cold front, not very strong but started bump that ridge of high pressure. the east and before long that is going to move out of town that will open up the door to really some cold, poor air rolling right on the gulf of alaska into the bay area. onshore winds continuing outside right now and well, they'll continue to thicken up as we head the next couple of days. those winds going to carry the fog well onshore overnight tonight. and you see the storm clouds off the coastline as we get in toward tomorrow afternoon. not make it onshore just yet. but i think we're seeing some rain as we head into see right here. we'll time it out for you as we head to the night tonight. clouds as we head toward tomorrow morning around most of the bay area and toward the middle of a probably breaking up a little bit replaced by some mid to high level clouds and then we get into thursday and here you go. that rain starts to move on shore as we head into thursday morning. some rain around the bay area. notice some colors showing up

over the mountain tops to got some a pink and some blue and some white. that's some snow and some sleet even locally in our mountain tops out out that that is something else. all right. the long-range forecast model. i'm showing this system beginning to bear down on the bay area holding often looks like finally moving in as we head into thursday friday. more snow here. more snow in the high country. they're probably chaining up time to time and then slight chance of some more showers as we get into sunday. but after that, looks like things are going to try to calm down as we head in the following week. but right now temperatures can take it tomorrow. 50's and some 60's. next couple days. we're going watch as temperatures really bottom out. maybe record cold into thursday and friday, only warm up slightly as we head into the weekend. next week, though, next week, some 70's around the bay area. that's exciting. yeah. he said with colder air and i was like now i don't want leak may be record cold around the bay. this could be something right? exciting. yeah. >> big plumes of black smoke

filled the air in newark yesterday. a fire broke out. it. >> lucid motors headquarters destroying a prototype and damaging 3 other electric vehicles. an official with the alameda county fire department says this large fire was reported around 10, 30 in the morning at a lot where the cars are being stored. it took crews nearly 3 hours put out those flames. no one was injured. cause of the fire is under investigation. all right. so your alarm, if this is your thing, tickets for san francisco's biggest music festival are going on sale tomorrow morning. >> at 10 o'clock this year, so-called eager three-day passes for outside lands started 425 bucks. the tickets are going on sale despite nobody knowing who will be performing this year. they always get big name. so you figure that will be the case again. but the lineup has yet to be announced once it is announced, the prices will go up. the three-day festival begins august night.
