>> from the area's local news station, you're watching the kron. 4 morning news >> now on the kron 4 morning news. we've got several big stories that we're working on sacramento. >> might be the new place you got to go to see the oakland a's because that deal to stay in the coliseum felt through apparently out. also day 2 of the nurses strike in santa clara county continues this morning. we'll have an update on that. and we've got the latest after that powerful earthquake that hit taiwan. we're live at sfo. has some people are coming to the bay

area from? they're telling us all about it. i'm darya and i'm james. thank you for joining us this morning. we'll get to those stories in a minute. but here a live look outside at coit tower in san francisco on this wednesday. a little gray not so glorious, no sun bathing in it today. now after the past couple days, tara and james of sunshine is a change for sure. all that cloud cover we've seen so far this morning. you notice a lot more changes today to we just generally stay a little bit cooler. looking outside from san jose, though i have found a couple peeks of sunshine out there in the south bay. now we are going to be for even more changes over the next several days to our north. right now, we do have a cold front draped right across washington and oregon. and that is diving down or direction. and with it a winter storm that is going to leave the sierra with more snow and some more showers in the bay area starting tomorrow morning. as for us right now, we're dry in the low 50's for those current temperatures for most areas. daytime highs today are going to stay kind of cool. only in the low 60's for most spots tomorrow to

only be the 50's. i'll get you more of that as we go rain. all right, john, thank you for that pretty busy morning in terms of your bridges and dry times bay bridge. right now at about 60 minutes there. thankfully, no accidents on our bridges. last hour, we did have a house on the san mateo bridge that is now clear. but residual delays of thing. 30 minute ride a 80 to 101, your which was ever felt was just short of 16. and if you take bark now, barr look for you. there's no part service antioch and pittsburg bay point we've got issues, their terms of equipment going on there, working they do have a bus bridge. they are providing, though, if you need that darya. james, back to you. thanks a one is are not playing ball. >> with oakland and this deal fell through. they were going to stay in the coliseum for a couple years. still, vegas is ready, but it looks like didn't like the terms. no, they didn't. and so now their eyes are wandering north to sacramento. could that be the new home of the a's until that vegas stadium is built? >> we'll have to see kron four's. michael thomas is live in sacramento talking about what could happen.

>> today they might be talking about the deal today. michael. >> yeah, good morning, everyone. that's right. it is rumored they're set to be a meeting between some sacramento officials and the oakland a's essentially bringing the team here to oakland temporarily, which means you playing here at sutter health park in west sacramento. it's not too far from downtown sacramento. and while it's been talked about for some time now that they've officially rejected the city of oakland's offer, well, it's starting to put things a little bit more into reality. we've got video up on your screen so i can break it all down for you. now, this proposal that the city of oakland presented yesterday is fairly sick spansion there at the coliseum and it offered a 5 year extension until its new stadium is built over in las vegas. that set to be built in about 3 years in 2028. now, this proposal was asking for 97 million dollars and that the teen give up its 50% ownership in the coliseum to allow development and either give up its name in colors when moving to las vegas or help oakland get an expansion

team. obviously the a's rejected that offer. and as to what's next. well, say right now they have no scheduled meetings with the city of oakland and they made it clear in the past that would wonder elsewhere, which means the first runner-up would be here. sacramento at sutter health park. we did chat with some people in the downtown area of sacramento and what their thoughts were about the team coming here and how they felt about the people of oakland saying that the team should stay. be fine. also what it what are your thoughts on the people who were like, no, they shouldn't abandon open until they go to vegas. >> you know that stadium's old. times change. clean up your town may be able to stay. now. we have not heard any word from officials. the west sacramento mayor has not made any comment. but the sacramento mayor right next door to tell our sister station that he does hope the a's stay in oakland and also adds that sacramento would be

a good temporary landing spot. >> however, insiders do tell kron 4 that there is still a good chance there could be a deal made between the city of oakland and the a's and today's meeting that's rumored to happen. he said to involve the owner of the nba's sacramento kings and also the triple-a sacramento river cats, which is also said to be a good friend of fisher's the owner. so back out here live again as we get more details from both the cities of oakland and obviously the city of sacramento. we did reach out this morning for a comment. haven't heard back as of yet. or if the a's make any statement online or anything like that will keep you updated at the very latest here in sacramento. and michael thomas story. james, we'll send it back to you. >> we'll see where the drama takes us next. thank you, michael. >> you know, for the time right now and a longtime homeless encampment in oakland has been fully cleared out. yeah. now kron 4 has learned that the city started taking aggressive steps after they found out the waterway there near the encampment was be polluted with. >> syringes and human waste kron four's terisa sesno takes

a look. >> gone. oakland public works crews along with other city workers wiped out this homeless encampment and discovered a stolen vehicle tuesday on leave. drive the collection of rv's cars. intense first appeared on lee drive in oakland off of hegenberger near the oakland airport. more than 3 years ago and that city officials is when the problem started. but what we heard from the water board last week was the basically the conditions are not acceptable for the health and safety standpoint, sean monitor is oakland's communication director. he explains the san francisco bay regional water quality board last week issued a formal complaint to the city. >> stating that the encampment was contaminating the nearby creek with findings of fecal waste, syringes and other trash and based on testing, the situation was getting i mean, immediate action was necessary. he was as the responsible party for our essential infrastructure. responsible for making sure that we're keeping the

affluent and other materials that come out of encampments out of the waterway. city spokesperson sean mom, her says that they gave those living out here notice and brought in city resources to help. but bottom line, a large section of the encampment had to go trying to work in the way. respect the dignity autonomy of these folks, but also gives the city the ability to to meet our obligations to our our our regulators. >> on her said that city crews took water samples and will submit their findings to the water board. in a letter obtained by kron for news, the public works. director said that the city could be on the hook for hefty fines as high as $10,000. a day. if the waterway is not brought into compliance, a part of the encampment still remains. but city spokesperson tells kron 4 news if the water testing shows that the situation hasn't improved with the clearing of a large section. then the entire street will be swept clean in oakland, theresa kron. 4 news.

>> this is what's going on in the south bay right now. nearly 4,000 santa clara county nurses are on strike. this is their second day on a 3 day pickett and here they were outside yesterday, the santa clara county health center in san jose. the county is currently offering a 10 and a half percent pay raise over the next 3 years. but the nurses want 15%. plus they say money isn't the only obstacle to a new agreement. >> last mediators proposal wasn't voted down by the membership because of the money. it was voted down because the county wants to be able to send us to different hospitals. and we believe that's unsafe for nurses and unsafe for our patients that despite the labor action. >> our hospitals and clinics remain open. and we are continuing to be able to provide all emergent and critical services to the community, including our level one trauma center at valley medical center. >> they will do that because the county hired 1000

traveling nurses, they've brought in to work the shifts during this three-day strike. >> well, the 18 year-old man and a minor have been arrested now in connection with a shooting that injured 3 people out of the safeway parking lot. it happened monday evening in american canyon. investigators say it all started as an argument. the 10 escalated to gunfire. no word this morning on the condition of those 3 people shot. both suspects, though, are facing multiple charges now, including attempted murder. >> in the east bay, the city of walnut creek is moving for now with another restriction outside its planned parenthood building. yeah, the council voted unanimously to ban the use of sound amplifiers by people who they say are harassing patients and work around 4. sarah stinson has more. >> at the planned parenthood on oakland boulevard in walnut creek, demonstrators against abortion can be seen using megaphones an effort to speak with patients. walnut creek city council approved an

ordinance tuesday night. restricting sound amplifiers within 100 feet of the clinic doorway. the assistant city attorney gave a presentation about why a noise restriction is so needed. ali, wolf cited a letter sent to the city by planned parenthood between april of 2022 and april of 2023. they documented 138 incidences with protesters. >> at the planned parenthood facility of which megaphones was mention. 42 times, many planned parenthood volunteers spoke at the meeting explaining how the noise affects patients seeking care on a daily basis regularly. protesters come with these megaphones and microphones to verbally harassed staff and patients allows them to call the murderers. it allows them. >> to target people that are inherently fragile at a time that is very, very difficult for them was so loud. i could hear it inside the health center with the door closed. well, clinic volunteers

described the protesters as hostile. >> sophia martin with love life, a sidewalk outreach ministry group says they use sound amplifiers because the buffer zone makes it hard to connect with patients and offer their resources. they have clinic escorts that as soon as the moms tend to planned parenthood. >> they're in their air. they're trying to interfere with us, exercising our first amendment rights and reaching out to the moms to offer the help and hope that we can provide a mom name. lily attended the meeting to advocate for love life. if it wasn't for me, meaning that the sidewalk counselors that day, no, i probably wouldn't have chose life for but wolf says this ordinance would help protect the health of patients inside the clinic as the loud megaphones can cause negative effects. city council will have a second reading for this ordinance at their next meeting on april. 16th. >> because the final approval, then it will go into effect 30 days later. i'm sara stinson

in san jose as well as the north bay mountains, too. we do have a bit of drying going on during the afternoon tomorrow. see could be able to step outside for a little bit. there. friday morning. more spotty showers. chance of some thunderstorms as well. and even a little bit more mountain snowfall right here in the bay area. so thursday and friday, our wettest times saturday, we catch a breather. a few more light sprinkle sunday night leading into monday morning. rainfall anywhere between a quarter to a half an inch. tomorrow will add more on top of that on friday and for the sierra winter weather advisory going into effect tonight at 11:00pm lasting through 11:00pm on friday night. we'll see an additional few feet of snowfall. the very crest of the sierra could see up to a foot at donner summit. today's daytime highs are cooling down from yesterday. 70's to just the 60's at the very warm us today. and tomorrow we're going to be in the 50's at the very warmest as will also be on friday. our 2 wettest days of the forecast saturday. not going to be a bad one to get outside. you'll just do it with the jackets sunday night. another chance of some

>> thank you very much. rain its 17 is the time and a disturbing discovery in oakland person now in critical condition at the hospital r pice found them on fire. this was around 2 ou of 40th avenue in bond n street in east oakland. officers didn't really get much more information other than that. but they're asking anyone with information on what happened to give them a call. meantime, another business in oakland is cleaning up after a burglary. oakland police say 2 people broke into a restaurant on east 12th street just before 5 o'clock yesterday morning. they didn't tell us exactly what was taken, but they say the suspects damaged the front door in that burglary. alameda county sheriff's deputies have arrested a man they say was behind a road rage shooting in san lorenzo last month. they say it was on march second that andrew shot at 2 people on the well, boulevard, wounding one of them. that victim was hit in the leg and the arm detectives tracked down vehicle and during his arrest found to legally owned guns. one of which was the same caliber as the weapon

used in that shooting. he's now charged with attempted murder and other gun-related charges. >> it's 18 and in the south bay, san jose, fatal hit and run that involved 2 vehicles. it happened at 4 o'clock this morning near neiman boulevard and elkins way those roads were closed as they investigated this fatal hit and run that happened there. 8.18, right now, the san francisco board of supervisors has voted unanimously for legislation to streamline the installation of automated speed cameras. last week. the mayor a set of the transportation vision and that includes the steps for the cameras in 2023. that's what a bill was passed statewide last san francisco and 5 other cities to implement a 5 year safety camera pilot program that enables the sfmta to install 33 speed cameras on streets that have a history of speeding and fatal crashes. >> state bill to hold criminals accountable for

crimes like car break-ins that you see there is one step closer to passing and it's a big deal in the bay area because we've seen so many a smash-and-grab covers. rob nesbitt takes a look. walking out to a smashed window is infuriating for drivers, but an all too familiar occurrence in the bay area. sharkey look want to own van rental company ban to go and explain what one customer went through. and san francisco went in to grab something from inside the building was with them. >> you know, wasn't there more a minute tops and he came back the windows were is missing a $20,000 some of car. break-ins like that are why senator scott wiener has authored senate bill 905, eliminating what's called the locked door loophole. >> where da has to prove that all car doors were locked. >> prior to a break in to get a requirement makes no and it kills some prosecutions because the owner may not remember it up. it just may not be able to say if they

very strong, strongest. they've seen a 25 year. yeah, a quarter century. it happened yesterday right near the coast. >> south of taipei, you see there in the town of while in. >> 9 people died. and last count, 930. >> plus people hurt. yeah. the survivors of the quake there still looking for them there. and then also some people went through the quake have made it back to the bay area. right now. kron four's will tran has already talked to some people over at sfo will. what are you hearing? taipei's 96 miles away from the epicenter, james. and even they felt many of them were at the airport ready for their flight. >> when they saw the rattling going on there heard cracking and they knew without question. i asked them without question. this is an earthquake. it's not a plane going by or a massive truck. it was mother nature shaking. now, let me show you some video coming out of taiwan. it happened 8 o'clock in the morning local time in an area

with about 300,000 people, the whole island itself has 23 million people. it's in a mountainous area and they believe hundreds are still trapped right now because they have roadways that were dug through mountains and those roadways, those tunnels collapse. so they're still going through there looking for survivors. but at last count, it has not changed. 9 people have died. lots of rattled nerves. many people started showing sfo at around 7 o'clock in the morning. they were either already at the airport are heading to the airport when all of a sudden they got an alert that there was a massive earthquake, that we caught up with. they were in line and they looked around and there were signs that there was an earthquake near here's their reaction. >> standing in line start shaking the whole airport just shaking rattling. there's very high ceilings and dust to sign up for fall down. people

flight attendants. they were actually on a bus heading to the airport when they got the text alert that a massive earthquake just hit taiwan and they were concerned whether or not they would be able to take off. >> all right. thanks a lot for the update. will. >> time now is 8.33, in the north bay. the police department now need your help looking for this man. take a look. police say he broke into a business easter morning and sexually assaulted a woman who was there at the time. they say it happened on georgia street. according to police. the victim did not know the suspect wasn't connected to him in any way. if you recognize this person call police. meanwhile, a vacaville woman is arrested for allegedly stabbing a man. it happened monday night at a business on main and elizabeth streets. police say 33 year-old mckee to cairo allegedly stabbed an employee of the business during an argument after attempting to steal the tip jar. cairo ran away but was later located by police. her 3 children were

assisted by welfare services. the victim had a stab wound to the arm and was treated at a nearby hospital. a 3 for the time and a person was robbed out in the east bay in berkeley by somebody who is on a bicycle. it happened last night. >> a man was walking in the area of dentistry and channing way around 7.30, in the evening when somebody grabbed him from behind. and the victim thought that he felt a gun at his back, but he never saw it. and they took off with his property and took off on a bicycle. if you have any information and you're asked to call the university of california cal police. police and family and are investigating a shooting that killed a man. and this is video of the scene from the citizen app happened monday night in the area. period boulevard and colby street near the bayfair bart station. we don't have any information about a suspect or a motive. >> well, lose of black smoke were seen in rover, newark. and here's why the fire broke out at the lucid motors

headquarters monday destroying one of the prototypes and damaging 3 other electric vehicles and officer with the alameda county fire department says the fire was reported about 10, 30 in the morning in a lot where those cars were being stored. it took crews about 3 hours to get it fully out. nobody was hurt, caused that fire still under investigation. >> 8.35 right now and a documentary about the killing of an east bay woman is going to come out on tv. it was shelled for more than a year. yeah. we're talking about alexis, gabe. she was murdered more than 2 years ago and kron four's philippe recall talked to her father about this documentary coming out. >> when game says he and his family are grateful for the overwhelming support they receive from the community. >> as they live their daily lives. but the pain from his late daughter, alexis, gabe's gruesome murder. >> is always present. were still struggling. i mean. it's not something that you easily forgive and just move on. you know that pain accentuated in recent weeks when a producer
