>> now at noon roadways are back open at a san jose neighborhood following a fatal hit and run. we're live with the latest details. and bart service is back on track following an hours-long stoppage because of the derailment. we're live with that. plus, a powerful earthquake rocking taiwan leaving death and destruction in its wake. we have reaction from survivors just arrived in the bay area. >> from the bay station, you're watching kron. and news. >> thank you so much for joining us here on kron. 4 news at noon. i'm stephanie lin. police are investigating a fatal hit and run in san jose. it happened early this morning near neven boulevard and daniel maloney drive. this is near john jay montgomery elementary school streets closed for hours have recently opened kron four's. charles clifford joins us live now from the area with the latest on charles.

>> good afternoon. i'm sending along and even way even boulevard here lykins way. and police just wrapped up their investigation a short time ago in a clear the scene. but let's going take a look at some video from a little earlier this morning. now, according to the police department, just after i was about 4.15, this morning, they received reports of some sort of accident here at the intersection when they arrived on scene. they found the 2 vehicles, a black car and a white truck were involved in a collision at the intersection. the black car was up against the stop sign up the side of the road and the white truck turned sideways on the side of the road. they also discovered that that one person had died in the white truck where the driver of the black trucker who are the black car and who might have been a black car. we don't know this at that point. and police have described this as a fatal hit and run collision, implying that the driver of the car, they might still be looking for someone. now we've reached out to the san jose police department for some more details. and they have said that at some point today they're going to release a

press release with some more information about what happened. so we are waiting for that. also, we don't know why these 2 vehicles collided. it was bored clock in the morning. it was very dark here. so we don't know if this was a someone ran a stop sign or something happened. we're going to hopefully figure that out at some point later today. and the investigation here is wrapped up in neiman boulevard has been reopened. so it's a very latest here in san jose. charles clifford kron, 4 news. charles, thank you so much. >> in the east bay bart service hold to this morning between the antioch in pittsburg bay point stations in all directions due to what the agency is calling a minor derailment. kron four's tiffany justice joins us live now from the annual bart station where trains are once again going through either. tiffany. >> all right. stephanie services resumed around 10 o'clock this morning after that train experience, a minor derailment. we're being told around 5 o'clock this morning taking crews about 5 hours to find the cause and then fixed

this bart officials telling us that rain was coming from the car to the main tracks when the derailment happened. we're told maintenance work was being done on one of the tracks prior to the incident was caused a wheel of that rain to go off track. a bridge was set up tri delta transit, providing that bus service between to get and pittsburg bay point stations. >> section of track that joins the maintenance yard to the main tracks that we use for passenger service and a train was traveling on that section of tracks. and work track crew had been performing. before the start of passenger service resulted in this particular a minor derailment. one set of wheels derailed on the a 3 car train. >> so thankfully, no injuries were do want to mention the light is back up between

pittsburgh for evening commute home reporting live to be justice tiffany. thank you. >> the big story we're following now out of taiwan. rescue efforts are under way after the strongest earthquake in a quarter century rocked the island nation during this morning's rush hour. the 7.4 quake killed at least 9 people in her more than 1000 others. the kuwait quake collapsed hundreds of buildings leaving dozens trapped in the rubble. firefighters sending a remote camera into an elevator shaft. as you can see, they're searching for survivors. the quake was centered off the coast of rural, mountainous, quality and county were some buildings leaned as severe angles. their ground floors crushed. taiwan is regularly jewel jolted by kuwait and its population of 23. million people is among the best prepared for them. but authorities say that they had expected a relatively mild earthquake and did not send out the appropriate alerts. now we are going to work confirming that further with our sources out there. but of

course, we know that a tsunami warning was triggered, but later lifted while the un was last struck by a deadly quake in 2018 that killed 17 people and brought down a historic hotel. this morning. survivors of that earthquake arrived in the bay area. kron four's will tran was at sfo and spoke with some of them. we caught up with many people who arrived on the first flight from taipei to sfo. they landed at around 7 o'clock in the morning. >> they were there at the airport are heading to the airport when all of a sudden they felt the earthquake get this type. a is 96 miles away from the epicenter of the earthquake. and yet they could still feel it and see the damage. now, right now, they're still searching for survivors. i know that this happened in an area with about 300,000 people and some mountainous region and many of the survivors believed to be trapped in tunnels. those titles, well, they go through

mountains and a crumble. so hopefully they will find survivors. right now the fatality sits at 9 could possibly go up as the hours and days. move ahead. let me show you video of the people arriving to sfo. many of them were there visiting friends working, doing some business themselves when they were at the airport. they got a text alert. we caught. we caught up with some flight attendants. they were actually on the bus at the time. they got a text alert. they were confused and once they got to the airport and the aftershocks. >> they saw the damage. >> mean, duty free shops, all the even 7.11, all the local convenience stores. everything dropped really keen from the ceiling and all cold bottle from the duty-free all found out like a broken bottles on floor and the people work at the airport to just kind of scared to compete. just look at that. so well, we just write up or they were just all

about 22 miles per hour. 15 in concord, 18 out of point raise indication that we're going to get a little breezy as the day goes on. we are also cooler than we were yesterday, although yesterday was another above average day. so you can see right now in san francisco that 54, we are in the mid 60's in spots like antioch and san jose. but we're a little cooler up in the north bay can see santa rosa and napa still just in those 50's. so obviously big difference between yesterday and today, both for the sunshine and also temperatures dropping. this is the difference in 24 hours. and this is just the beginning of a cool down. that's going to happen with this next system as it rolls through. so our high pressure that was protecting us, keeping us warm and sunny and you can see how that is kind of tracked away now because it had pressure put on it by the low pressure system that is starting to drop in with a very well defined front that you can see right here. and that is bringing a little bit of rain to oregon and the farthest reaches of california at this hour. but it is not expected to reach us until we get to tomorrow morning. so again, today we stay dry. we just

feel the cooler conditions. and we also start you know, lose some of those. the next temperatures that we had, the of average temperatures are actually is kind of coming down to earth. but you can see that cloud coverage moving in. here are the highs today. they will certainly not be the same as yesterday. having said that, you know, inland temperatures will be about where we should be this time of year around. 66 67 degrees. we should be low 60's out at places like san francisco and we will be running a little bit cooler there. i'll be back in just a bit and we'll talk more about that. rain will track it for you and get you ready. so you are umbrella ready tomorrow? all right. sounds good. thank you. san francisco's medical examiner released the identity of the 17 year-old shot and killed at a bart station he's been identified as jordan brady. police arrested 2 16 year-olds in connection to the shooting at the powell street station. >> witnesses reported seeing 2 young men running after hearing what sounded like fireworks. in the north bay. the vallejo police department needs your help finding this

man. police say he broke into a business on georgia street easter morning and sexually assaulted a woman there. police say the victim did not know the suspect. anyone with information is asked please get in touch with filet o p d. and police arrested 2 people following an attempted catalytic converter theft that turned into a high-speed chase in san bruno on monday. police say a man and woman tried to steal a catalytic converter in a neighborhood east of el camino near florida avenue. the car owner confronted the people who pointed a gun at the owner before driving away and officer tried to stop them but they did not stop. instead, they broke the speed limit according to investigators drove on the wrong side of the road and threw objects at officers. the pair were finally stopped in san mateo and arrested on charges, including possession of a stolen vehicle. grand theft, evading an officer and several weapons-related charges. coming up on kron, 4 news at noon after being delayed for almost a year. a documentary about the murder

all signs may be pointing to a move to sacramento kron four's. michael thomas is in sacramento where a meeting is expected to take place today. >> it said they're set to be a meeting today between the oakland a's and city officials here in sacramento about temporarily bringing the team here, which means they be playing right here at sutter health park behind me. and while it's been talked about before things are starting to get a little bit more real as the team turned down the city of oakland's proposals just yesterday. >> the city of oakland offer the mlb team a 5 year extension lee's until its new stadium is built in las vegas in 2028, the proposal was for 5 years and asked for 97 million dollars and also asked that the team give up its 50% ownership in the coliseum to allow development and either give up its name in colors when moving to vegas or help. oakland get an expansion team. he's rejected that offer and say they have no more meetings planned with oakland officials. so what could be next? well, possibly west sacramento's sutter health park, which aes officials allegedly toured earlier this

year. residents in sacramento say it's an exciting possibility would be fine. >> also what it what are your thoughts on the people who were like no, they shouldn't abandon open until they go to vegas. you know, that stadium's old. times change. clean up your town may be able to stay. >> that was sacramento mayor who governs the area where sutter health parks. has yet to comment. but the sacramento mayor next door tells our sister station he does help stay in oakland, but adds that sacramento could and would be a good temporary landing spot. and residents here say they actually wouldn't mind the team staying for good. >> i love that idea. i made and exciting i could be like that. their hometown. but it's exciting to know that they may be back. >> insiders tell kron 4. they do think there's a good chance a deal could be made between oakland in the a's, but that proposal needs to be competitive. that's the very latest here in sacramento. and michael thomas will send it back to live in the studio.

>> the family of alexis, gabe is thanking the public for helping get a documentary about their daughter back on schedule. the docu series was initially set to air the episode on the east bay woman. at the end of this month, it's family was then informed the episode would instead air the following season. alexis, his family voice, their disappointment to more than 16,000 members of the justice. for alexis, gabe, facebook page, which prompted the group to voice their anger about the decision to the network airing the episode. the gabe family says it's vital for the documentary to air to help find out exactly what happened to their daughter. they also want the mother of a lexus is alleged killer to be charged? >> we saw. there was definitely evidence showing. aiding and abetting. there was evidence for sure. and we're hoping the documentary reveals all about. >> alexis, gabe was reported missing out of oakley back in

january 2022. months later, investigators found her partial remains near sacramento. her alleged killer, her ex-boyfriend died during a police shooting. the episode where is alexis is slated to air april 24th at 07:00pm on investigation. discovery. 2 years ago today gunfire erupted outside a nightclub on k street in downtown sacramento between rival gang members. 6 people were killed and 12 others hurt in that mass shooting yesterday. 3 suspects were back in court during the preliminary hearing. a judge heard from ike harris, a witness whose cousin was killed in that shooting several pieces of evidence were also presented, including a recorded interview between one of the suspects, harris and a detective from july 2022. but attorneys for the defendants say harris's courtroom testimony did not match what he said during that interview. >> you told the detectives. you saw mister turner with guy

saw gun. >> that the video? at that. but i didn't see him with >> but that's what he told her. >> yeah, made a mistake. >> harris also testifying that he never saw 2 of the 3 suspects before the shooting and that he gave his cousin cpr before taking his belongings and leaving the purpose of these preliminary hearings. as for the judge to decide if there is enough evidence for the case to go to trial, all 3 suspects have pleaded not guilty to 3 counts of murder. a week after the collapse of baltimore's francis scott key bridge crew say the cleanup operation is more complicated than they expected. sonar images show the underwater debris that crews will have to cut through and lift from the river. bottom one sign of progress is an alternate channel that opened up to certain vessels through officials say it will mostly be used to bring in supplies for the cleanup. the second channel is still being worked on.

>> and they continue working and planning for a 3rd alternate channel. when we get those fans that are just north of the removed. >> there's still the question of how much this entire cleanup will cost. officials expect they will have to turn to congress for funding. all right. let's take a live look outside now at the embarcadero. we could see was just bit of a breeze out there from the looks of that flag. let's check in now with cuyler for more. pay their yeah. a little cloudy, a little cool, a little breezy. that's all the indication of a system that's going to be rolling our way. this is the water vapor map. now, if you can see kind of the area's little bit of orange down there, that's dry air and this is moisture. the area that you see in magenta and you can see how this low pressure system is kind of driving that moisture towards california and oregon. and you can see where the front is and it's starting to bring a littl bit of rain there and notice a little bit of snow as well because this is a very cold system. so we're going to see a few things rain. we're also going to see some low elevation snow from this in some of the peaks around like

maybe mount hamilton, that kind of thing. let's take a look at futurecast today. we stay dry. we just have cloudy conditions, rather cool out there tomorrow morning. get ready because we've got showers coming in and also the potential for a thunderstorm to and you see where that cold air is starting to show up and bring little bit of snow. flake fall in spots that are up at high elevation. you see there in the east bay, too. so this is about noon. i do think bulk of this is going to fall between about 06:00am and noon tomorrow, but we stay unsettled throughout the day and not just the day on thursday, but as we wake up on friday, more of this kind of spending in before this system drops to the south of us and moves on. so you can see as we get into friday afternoon again, that back end of the system bringing that chance for a thunderstorm and some heavier downpours with some of the cells that rolled through later in the day on friday. then we're dan. we wrap it up. we have a pretty good looking weekend ahead of us. so we're talking about a quarter of an inch to a half an inch of rain, maybe some higher totals out of the peaks. but really it's not the rain that most has my eye on this. it's the

cool temperatures. i'm using livermore as an example here where today we're looking out for some low 60's. you can see by thursday, 50 degrees rate. and then friday we start to rebound a tiny bit, but it takes quite a while to get back to really warm temperatures. also, the overnight lows are going to chilly in spots like livermore spots like santa rosa looking out for the next couple evenings where we could see some of those 30's out there. so just be prepared for that. make sure you're taking care of those pets and plants. and of course, people too. we will start to warm up again as we get into the weekend and then next week is actually looking quite lovely and very, very spring-like. to thank you. still ahead, the results of a new study from stanford shows the keto diet may have a positive impact on mental health. >> plus, the largest a gun manufacturer in the country stops production at one of their facilities after a bird their facilities after a bird flu outbreak.

producer in the u.s. has temporarily halted production after the bird flu was found in its chickens. >> cal-maine foods says they lost around 2 million hens due to an outbreak at a facility in texas. that's about 3 and a half percent of its entire flock. this is just the latest confirmed case. officials in texas reported earlier this week that a man contracted the disease following an outbreak amongst dairy cattle. the virus was also found at a plant in michigan. despite the findings, health officials say the likelihood of being infected by store bought eggs remains low at this time. and results of a new study show quito diet can be a powerful tool in treating mental illness for people living with

cleared out. >> as kron four's terisa stasio learned the city of oakland took these aggressive steps after learning the waterway near the encampment was being polluted. >> oakland public works crews along with other city workers wiped out this homeless encampment and discovered a stolen vehicle tuesday on leave. drive the collection of rv's cars. intense first appeared on lee drive in oakland off of hegenberger near the oakland airport. more than 3 years ago and that city officials is when the problem started. but what we heard from the water board last week was the basically the conditions are not acceptable from the health and safety standpoint, sean monitor is oakland's communication director. he explains the san francisco bay regional water quality board last week issued a formal complaint to the city. >> stating that the encampment was contaminating the nearby creek with findings of fecal waste, syringes and other trash and based on testing, the situation was getting i

mean, immediate action was necessary. he was an the responsible party for our essential infrastructure. responsible for making sure that we're keeping the affluent and other materials that come out of encampments out of the waterway. city spokesperson sean mom, her says that they gave those living out here notice and brought in city resources to help. but bottom line, a large section of the encampment had to go trying to work in the way. respect the dignity and autonomy of these folks, but also gives the city the ability to to meet our obligations to our our our regulators. >> on her said that city crews took water samples and will submit their findings to the water board. in a letter obtained by kron for news, the public works. director said that the city could be on the hook for hefty fines as high as $10,000. a day. if the waterway is not brought into compliance, a part of the encampment still remains. but city spokesperson tells kron 4 news if the water testing shows that the situation

hasn't improved with the clearing of a large section. then the entire street will be swept clean in oakland, theresa kron. 4 news. >> alameda county sheriff's deputies arrested a man they say was behind a road rage shooting in san lorenzo. they say on march second, barr showed shot at 2 people on luling boulevard, wounding one of them that they son was hit in the leg and arm detectives tracked down due bars car and during his arrest found to a legally owned guns. one of which was the same caliber as the weapon used in the shooting. you are is charged with attempted murder and other gun-related charges. students at a north bay high school had to be evacuated after a naked woman covered in blood walked into the school's gym. police say it happened at petaluma high school. they say the woman who appeared to be in a mental crisis had many cuts on her body that they believe she did to herself. they say none of them were life threatening. she was taken to a local hospital. school officials say they will have counseling and mental

health teams on campus this morning to offer support to their students. in the east bay. the city of walnut creek is moving forward with another restriction outside of its planned parenthood building. the city council unanimously passed a ban on the use of sound amplifiers by people who they say are harassing patients and workers. 4 sarah stinson has the latest from the heated city council meeting. >> at the planned parenthood on oakland boulevard in walnut creek, demonstrators against abortion can be seen using megaphones an effort to speak with patients. walnut creek city council approved an ordinance tuesday night. restricting sound amplifiers within 100 feet of the clinic doorway. the assistant city attorney gave a presentation about why a noise restriction is so needed. ali, wolf cited a letter sent to the city by planned parenthood between april of 2022 and april of

2023. they documented 138 incidences with protesters. >> at the planned parenthood facility of which megaphones was mention. 42 times, many planned parenthood volunteers spoke at the meeting explaining how the noise affects patients seeking care on a daily basis regularly. protesters come with these megaphones and microphones to verbally harassed staff and patients that allows them to call the murderers. it allows them. >> to target people that are inherently fragile at a time that is very, very difficult for them was so loud. i could hear it inside the health center with the door closed. well, clinic volunteers described the protesters as hostile. >> sophia martin with love life, a sidewalk outreach ministry group says they use sound amplifiers because the buffer zone makes it hard to connect with patients and offer their resources. they have clinic escorts that as soon as the moms tend to

of helps to tampa things down a little bit. >> so that next system that's going bring some rain arrives thursday morning. we'll have cool scattered showers for our thursday and into our friday. and then we have also with that a chance of a thunderstorm and believe it or not, some low elevation snow. we could see snow falling about the 2,2500 foot level which would put it on some of local so that will kind of interesting for april. this is unusual to have such a cool system. so we have today mostly cloudy skies that are out there, although of seeing a little bit of sun start to break through. but as of tomorrow, it will be all about showers that are come through and then the cool blast of air that air mass that's going to really change things. temperature wise. so today we are looking out for that mix of clouds and a little bit of sun that breaks through certainly cooler temperatures. but tomorrow it will be about that chilly rain and look at the drop. you can see that we're going from about 63 degrees inland to about 50 tomorrow. so you're going want to take that check in with you. you're going to have to take the umbrella and just be ready for that. this is unusual to have a system this
