>> now to the a's and the city of oakland officials have all struck out on a deal where the team could be headed. before they leave for las vegas and a person is dead after a hit and run crash in the south bay. we have the latest on the investigation in a live report. kron. 4 news 2 starts now. >> station. he's calling for news 2. >> thank you for joining us here on kron. 4 news at 2. i'm justine waldman right now, police are investigating a fatal hit and run in san jose. it happened earlier this

morning near neiman boulevard and daniel maloney drive. that's right. near john jay montgomery elementary school streets that were closed for hours have just reopened. kron 4 s charles clifford is live for us there near the area with the very latest here. thanks for joining us. >> well, good afternoon. the police department has wrapped up its investigation here along a neiman boulevard, but they're still trying to figure out what happened early this morning when an accident at this intersection resulted in the death of one person. just after 4 wednesday morning. at least 2 vehicles, a black car in a white truck were involved in a crash here at the intersection of even boulevard in elkins way. >> this woman lives nearby. she was asleep when it happened. >> loud, very loud vehicle. me up. and i do want to come out what i >> police arrived on scene a short time later and discovered that one person in the white truck had died. it's unclear what happened to the driver of the black car or if more people or vehicles were involved. but police have referred to this on social media as a fatal hit and run

collision. investigators closed several blocks of neiman for hours on wednesday morning as they took measurements and photographs and spoke with neighbors by 11, 30. the cars were taken away in the roadway reopened. neighbors say this isn't the first time there has been an accident here. they hope the city can make some safety improvements. i hope this one. they will push some traffic light because all way accident. >> as of wednesday afternoon, the identity of the victim has not yet been made public. all right. back live now with their lot of unanswered questions here. we don't know if the police department is looking for any suspects in this case. >> the police department has said that they're going to release some more information at some point today. but so far that hasn't happened in the south bay. charles clifford kron, 4 news. charles, thank you. >> the san francisco medical examiner has identified the 17 year-old shot and killed by 2 other teenagers at a bart station. jordan. millie brady died on thursday night after the shooting at the plaza portion outside of the powell street bart station. 2.16

year-olds have been arrested in connection with his death. a gofundme has been set up for the victim's family. they're asking for the community's help with funeral expenses as they grieve the loss of the sun and brother. and we're following some developing news now out of taiwan where rescue crews are checking destroyed buildings for survivors after that deadly. a devastating 7.4 earthquake. 9 people have been killed more than 1000 people have been hurt. many of them were injured from falling debris. we do have some video now. from what happened here because this was the strongest earthquake to hit taiwan in 25 years. aftershocks are expected to come over the next few days. video capturing the damage left behind. now here there's one building there. its tilting. it's at a 45 degree angle and crews are already trying to take it apart piece by piece because they believe that any moment now it could fall down. the quake shook taiwan's east coast. it was centered in a city that's home to 350,000 people. so shaking from inside

a home here caught on camera. there was also some major landslides that happened because of this and 3 hikers were killed in a rock slide at a national park. firefighters put up the ladders of buildings that collapsed order to rescue survivors. they're using dogs and technology during their searches. and just after the quake hit, tsunami warnings were issued for taiwan, japan and the philippines. but those have since been lifted. >> the from the ceiling and all call from the duty-free all found out like a broken bottles on floor and the people. >> work at the airport to just kind of scared. so back here in the bay area, survivors of that earthquake are now arriving at san francisco's international airport. kron four's will tran heard from people who felt that major earthquake? >> we caught up with many people who arrived on the

first flight from taipei to sfo. they landed at around 7 o'clock in the morning. they were there at the airport are heading to the airport when all of a sudden they felt the earthquake get this type. a is 96 miles away from the epicenter of the earthquake. and yet they could still feel it and see the damage. now. right now, they're still searching for survivors. i know that this happened in an area with about 300,000 people and some mountainous region and many of the survivors believed to be trapped in tunnels, those tunnels, well, they go through mountains and a crumble. so hopefully they will find survivors. right now the fatality sits at 9 could possibly go up as the hours and days. move ahead. let me show you video of the people arriving to sfo. many of them were there visiting friends working, doing some business themselves when they were at the airport. they got a text

alert because we caught up with some flight attendants. they were actually on the bus at the time. they got a text alert. they were confused. and once they got to the airport and the aftershocks. >> they saw the damage. >> mean, duty free shops, all the even 7.11, all the local convenience stores. everything dropped really keen from the ceiling and all cold bottle from the duty-free all found out like a broken bottles on the floor and the people work at the airport to just kind of scale compete. just look at that. so well, we just write up or they were just all k was going to flight delays, which put us do right off the plane. we thought it might cancel depending there's any damage to the airplane. but we left on time. >> as far as the damage is so extensive that right after the earthquake, they issued a tsunami warning for japan, china. the philippines spent the warning has been canceled the biden administration, they have reached out to taiwan, letting them know that if they

need united states help united states is ready to assist. taiwan has about 23 million people. a major island slash heart near the united states in the pacific region. >> all right. we'll talk about our local forecast now with a look at the gray skies over san francisco pilots here tracking the forecast for us right now. much different than yesterday. yes. and the thing i think everyone noticing, obviously the clouds but also the winds starting to pick up. now you can see it as these flags are flying here. as we look at the embarcadero. in fact, let's look at how many miles per hour. >> we've got going here in san francisco. it's now 23 can see 24 in fairfield. but all of this has picked up since this morning. this is the hallmark of an incoming low-pressure system. so you can see where that direction is. starting to get a little bit of a northwesterly flow to it. so high pressure being bumped out of the way of our low pressure system that's pressing in bringing in very cool air. and yes, it will bring us some rain, but the rain will hold off until tomorrow. tonight

will be all about the wind. the cooler feeling in the air and also some of that cloud cover that is out there. but you can certainly see some rain already showing up parts of oregon and the northern reaches of california for us. it's just the cloud cover that we've noticed. and also this temperatures right now, you know, little bit cooler than we were yesterday. we're looking at 70's yesterday in london now, obviously 60's. so a difference there. but even if you look at san francisco about 57 degrees they feel a little bit of a chill in the air, there's a difference in temperatures between now in 24 hours ago. and it's pretty significant. so if you're in livermore, you're 11 degrees cooler. but here in san francisco, 8 degrees cooler and all across the board. really? you see everyone is feeling that chill in the air. this is just the beginning of that cool down. so tonight it will be about the gusty wind and that inland valley chill. some of inland spots set to get down into those upper 30's. so we're ready for that. it's not just tonight, but the next few nights i'll be back in about going to track that rain for you tomorrow. back to you. a junior high school in petaluma on lockdown after a

reported explosion on campus. this is happening at the kind of work to new high. >> andresen road petaluma police issued an alert around noon. they say fireworks have been found on campus. no reported injuries at this point. police are working with the school to get information out to parents. people are being asked to avoid the area. we're working to get more information on this developing story and we'll get it to you on air and online. as soon as that information comes into our newsroom. in the east bay, bart service halted this morning between any act and pittsburgh. the bay point stations. all in all directions due to what the agency is calling a miner derailments kron four's tiffany justice reports now from the antioch bart station where trains are once again going through. >> guest services resumed around 10 o'clock this morning ravens variance all minor derailment by bart officials around 5 o'clock this morning. >> not had a particular instance just like this maintenance worker resulted in and the partial derailment of

a train after around 5 hours fixing the issue. all bart services are back up and running. officials speaking with kron 4 wednesday a train experience. a minor derailment. >> affecting morning commuters on their antioch, pittsburgh, pittsburg bay point stations section of track that joins the >> maintenance yard to the main tracks that we use for passenger service and a train was traveling on that section of tracks. and work track crew had been performing. before the start of passenger service resulted in this particular a minor derailment. one set of wheels derailed on the 3 car train a bus bridge wasn't immediately set up. >> immediately is contact our partners and tri delta transit to arrange for a bus bridge because part does not own any buses and they were able to help us out. we provided some buses for bart riders free of that connected the 3 stations on that line until we were

able to resume normal train service. >> services were resumed around 10 o'clock this morning, recommending for customers to download their mobile is no fuel spill that train operators reported to be fine. >> i think the best thing for people to do is to have the official bark. on their phones and they can get alerts. thankfully, no injuries were reported to be >> the san francisco board of supervisors voted unanimously to approve legislation that would streamline the installation of automated speed cameras last week, mayor london breed set out her transportation vision, which included steps to implement the cameras back in state bill was passed that allows san francisco along with 5 other cities to implement a 5 year safety camera pilot program. so this enables the sfmta to install 33 speed cameras on streets with a history of speeding and severe or fatal crashes. coming up, another

complete today. the a's executives meeting in sacramento with the owner of the sacramento kings and river cats. that's all according to the san francisco chronicle. this is coming after the a's rejected an offer from oakland city officials that would have extended a lease at the coliseum for 5 years at a cost of 97 million dollars. they also asked that the team leave behind the name and colors and give up their 50% ownership of the coliseum when they moved to vegas. and now there are talks of a temporary landing spot for the team at sacramento's sutter health ballpark. and we heard from residents who are rooting for the steal. >> i could why that their hometown, but it's exciting to know that they may be coming here and that. >> you know, that stadium's old. times change. clean up your town may be able to stay. >> kron four's and herman is looking into the latest on the a's search for a landing spot. up more coming up on kron. 4 news at 5. happening today.

the california supreme court is hearing arguments over the fight on berkeley's people's park. the controversial student housing plan there. the park is owned by uc berkeley and it's slated to come student housing. but construction was stopped before it could even start because of protests and legal battles from neighbors, homeless advocates and environmentalists in an effort to keep protesters out. officials blocked off access to the park with shipping containers that was in january. today's hearing coming more than a year after the lower court ruled that the project's environmental impact report was inadequate. here's what looks like outside right now san francisco looking out towards the embarcadero looks great. actually in this picture, you're nice and sunny. now getting some sun, but it's much cooler out there. it is much cooler out there. and we have to talk about rain. but we also have to talk about the fact that this is going to be such a cold system that we could see snow. yes, you heard me correctly at some of the peaks. >> in and around the bay area and this time of year. that's a little odd. frankly, this is

an unusually cold system. so wanted to show you where the moisture is. that's where you see the magenta here. this is the water vapor map and it shows you where that low pressure system kind of squeezes out any of that little orange that you see. that's the dry air and pushes all the moisture our way. now, this is not a particularly moisture rich system and why you do see it delivering some of that rain right now into parts of, you know, really far northern california into oregon. you also notice the blue that indicates the little snow is going to be there. so let me show you what i'm talking about here today. we just see that mix of sun and clouds a little bit of clearing as well. but then tomorrow morning, this or start to see the rain roll. and so this is 06:00am which means very difficult commute tomorrow morning. and some of these cells could be thunderstorm cells as well. but notice when you look north of santa rosa, there you see a little pink and a little blue that snow up in elevation or maybe look to the east bay, right? you look over towards not hamilton spots like that where you have that high elevation. we could see some of this rain turned to snow

here's tomorrow afternoon. you can see things lighten up a little bit, but it's still going to be very hit or miss right through thursday and into friday. this is your friday morning. again, some of these cells could be a little nasty, bring heavy downpours. the potential for even small hail with them. so it's going to be a bit of a wild ride here. but then it clears out as we get into friday afternoon. and we have a pretty nice weekend on tap all together. looking at about a quarter to a half an inch of rain. so again, it's not a hugely moisture. rich system, but temperature wise, boy, you're going to notice this today tomorrow, the next couple of days. this is a little more as an example where the average high of 67 degrees and you can see by thursday friday about 50's and overnight lows. just really quickly want to show you 2 interior north bay interior east bay. we'll see some 30's over the next couple of days. so just be ready for that. you know, it's april. so we tend to put put the plants out, you know, and kind of get ready for warmer temperatures will have that next week. you can see we're going to have a really nice ride of warm temperatures next week. but this weekend, next couple days can be a little chilly. for

your money this afternoon. some milpitas residents will feel some financial relief on their rents. a new program is set to give. >> 50 house holes $645 a month for 2 years to help pay for rent low-income residents making 30% or less of the county's median income will be prioritized in receiving the rent relief to qualify. applicants must live and work in milpitas. the city received roughly 1.4 million dollars in state funding to open up this program. applications will close on may 1st. 2 days after the state's minimum wage for most fast food workers increased to $20 an hour today, workers gathered near the state capital to take part in what they described as a celebration. all right. a mariachi band there joined with more than 30 workers and members of the california fast food workers union. they rallied and shared why they

senator bernie sanders celebrated the most. he says drug makers have been ripping off u.s. customers by charging way more here than in other countries. we are sick and tired. >> paying by fall, highest prices in the world for prescription drugs. advocates are praising the price caps that say this is only a step in the right direction. this is great news for >> the asthma community. i hope, you know, we can make this sustainable. kenneth mendez is the president of the asthma and allergy foundation of america. the drug pricing system is complex and we need to keep at this. the administration and legislators need to keep at this. he's pushing for legislation that goes beyond drug manufacturers. he wants government leaders to take a look at other players in the health care pricing chain like insurers, employers and pharmacy middlemen and make sure that they hold them accountable as they are with the drug companies to make sure that these medications are more affordable and he says the stakes of this fight couldn't be higher. 10 people die each day from asthma and affordability of their

>> nurses at san francisco general hospital are rallying

today for better staffing. they say shortage in our ends is putting patients and hospital staff at risk of degrading care. the hospital is the only one in the city that can treat patients around the clock every day of the year since its a public hospital. they cannot turn anyone away. the nurses are accusing the department of public health of not posting the accurate amount of job vacancies that represents the need for staffing. in walnut creek. there's a growing push against a proposed fast food restaurant. chick-fil-a wants to open up a second location at the corner of oak grove and citrus avenue. but unlike many of its other locations, this restaurant will not have a drive-thru. and many people who live in that area say that's going to be a problem. they're concerned about traffic congestion and safety. the city council is going to discuss this proposal next month. all right. still ahead here the greek now moving forward with another restriction outside of its planned parenthood building will have more with this ban.

focusing on fighting food hunger. >> meet caitlin sly, the new president and ceo, the food bank of contra costa and solano. it feels wonderful to be back at this organization. she is still settling into her new digs at the warehouse in concord after replacing her retired predecessor. new only because this is an elevated role for sly but make no mistake, this is a homecoming one that comes with great responsibility. we really grown to organization that distributes enough food for over 2.7 million meals every month prior to her serving as executive director of meals on wheels. diablo region. she spent 11 years at the food bank wearing several hats before ending her first stint as the director programs, her father, larry sly, was also a founding staff member of the nonprofit and served as executive director of the organization for more than 40 years. for me, it's not about coming in and making huge changes within the first

evacuated yesterday after a naked woman covered in blood walked into the school's gym. police say this happened at petaluma high school. they say a woman who appeared to be having a mental crisis had many cuts on her body that they believe she did to herself. they say none of them were life threatening. she was taken to a local hospital and now school officials say they will have counseling and mental health teams on campus for students and staff. police have arrested a vacaville woman for allegedly stabbing a store employee. this happened monday night at a business on main and elizabeth streets. police say 33 year-old mckay to cairo allegedly stabbed a man working at the business during an argument after attempting to steal a tip jar kyra ran away but was located and then detained by police. her 3 children were assisted by welfare services. the victim had a stab wound to the arm and was treated at a nearby hospital. 18 year-old man and a minor have now been arrested in connection with a

shooting that injured 3 people at a safeway parking lot. this happened monday evening in american canyon. investors say it started as an argument that escalated into gunfire. no word on the condition of the 3 people shot. both suspects are facing multiple charges including attempted murder. also back now to the north bay where vallejo police need your help to find this man they're looking for and police say he broke into a business easter morning and then sexually assaulted a woman who was there at the time. they say this happened on georgia street. according to police, the victim did not know the suspect and is not connected to him in any way. we're taking a live look outside. bigger picture here is we could see the clouds in the blue skies and it's definitely much cooler out there today. and pilot was actually having a chat with someone today her to talk about this at noon. yeah, that the rain that's coming later on in the week to tomorrow basically is going to be good for allergies were hoping because it can kind clear the air out a little bit. yeah, you've heard over here seizing everyone. so ran dudley. >> i want those people that i

love the flowers, especially the cherry but the allergies get me a little bit. >> and i notice said they've been in that medium-high to high category. once we get the rain going, you can see what happens here. we get into thursday and that drops down simply because we'll have some of that pollen washed away. kind of helps to just dampen down some of the allergens that are floating around. so if you want to look at the upside of getting a little rain that i think would be it. so that rain is going to arrive thursday morning. it's going to be very cool. scattered showers throughout the day on thursday into friday. there will be a chance of a thunderstorm with this system as it rolls through and low elevation snow, meaning that some of our peaks could see a little bit of a snow cap on them, which is a little unusual for this time of year. so here's basically what's going to happen is today. we're just getting some low clouds from this. and also the cooler temperatures. we're starting to see. but once we get into tomorrow, we'll actually get some of those showers that roll through and that cool air mass will really press in. so not only will we

noticed that our daily highs will be lower, but the overnight lows will be lower as so the next couple of days are going to be all about kind of bringing the jacket and the umbrella with you as we get into our thursday or friday. notice highs will just be in the 50's. we'll have a very dramatic rebound from this. i will talk all about when it come back in your seven-day forecast. plus, we'll talk about the sierra snow that's coming too. thank you. >> in the east bay, the city the creek is moving forward with a nother restriction outside of its planned parenthood building. the city council just passed a ban on the use of sound amplifiers by people who they say are harassing patients and workers kron 4 sarah stinson has the story. >> at the planned parenthood on oakland boulevard in walnut creek, demonstrators against abortion can be seen using megaphones an effort to speak with patients. walnut creek city council approved an ordinance tuesday night. restricting sound amplifiers within 100 faet of the clinic

doorway. the assistant city attorney gave a presentation about why a noise restriction is so needed. ali, wolf cited a letter sent to the city by planned parenthood between april of 2022 and april of 2023. they documented 130 incidences with protesters. >> at the planned parenthood facility of which megaphones was mention. 42 times, many planned papenthood volunteers spoke at the meeting explaining how the noise affects patients seeking care on a daily basis regularly. protesters come with these megaphones and microphones to verbally harassed staff and patients that allows them to call the murderers. it allows them. >> to target people that are inherently fragile at a time that is very, very difficult for them was so loud. i could hear it inside the health center with the door closed. well, clinic volunteers described the protesters as hostile. >> sophia martin with love

life, a sidewalk outreach ministry group says they use sound amplifiers because the buffer zone makes it hard to connect with patients and offer their resources. they have clinic escorts that as soon as the moms tend to planned parenthood. >> they're in air. they're trying to interfere with us, exercising our first amendment rights and reaching out to the moms to offer the help and hope that we can provide a mom name. lily attended the meeting to advocate for love life. if it wasn't for me, meaning that the sidewalk counselors that day, no, i probably wouldn't have chose life for but wolf says this ordinance would help protect the health of patients inside the clinic. >> as the loud megaphones can cause negative effects, city council will have a second reading for this ordinance at their next meeting on april. 16th. >> because the final approval, then it will go into effect 30 days later. i'm sara stinson reporting in walnut creek. back to you.
