>> now from the area's local news station. this is kron. 4 news at 3. >> thank you for joining us here on kron. 4 3, i'm justine waldman. our top story is that bart service is running again between antioch in the pittsburg bay point stations this morning was shut down in all directions due to a minor derailment. kron four's tiffany justice reports now from the antioch bart station. >> guest services resumed around 10 o'clock this morning that ravens variance all minor by bart officials around 5 o'clock this morning. >> not had a particular instance just like this maintenance worker resulted in and the partial derailment of a train after around 5 hours fixing the issue. all bart services are back up and running. officials speaking with kron 4 wednesday for a train experience. a minor derailment.

>> affecting morning commuters on their antioch, pittsburgh, pittsburg bay point stations section of track that joins the >> maintenance yard to the main tracks that we use for passenger service and a train was traveling on that section of tracks. and work track crew had been performing. before the start of passenger service resulted in this particular a minor derailment. one set of wheels derailed on the 3 car train a bus bridge wasn't immediately set up. >> immediately is contact our partners and tri delta transit to arrange for a bus bridge because part does not own any buses and they were able to help us out. we provided some buses for bart riders free of that connected to 3 stations on that line until we were able to resume normal train service. >> services were resumed around 10 o'clock this morning, recommending for customers to download their mobile is no fuel spill that

train operators reported to be fine. >> i think the best thing for people to do is to have the official bark. on their phones and they can get alerts. thankfully, no injuries were reported to be guesses. >> police are investigating a fatal hit and run in san jose. in just the last 5 minutes we have learned the driver. police are looking for as a teenager. >> this happened earlier this morning near neiman boulevard and daniel maloney drive. that's right near john jay montgomery elementary school crawford's charles clifford has more details. >> well, here in san jose, the police department is investigating a fatal hit and run collision early wednesday morning at this intersection along even boulevard just after 4 wednesday morning. at least 2 vehicles, a black car in a white truck were involved in a crash here at the intersection of even boulevard in elkins way. this woman lives nearby. she was asleep when it happened. >> loud, very loud vehicle. me up. and i do want to come out. but i >> police arrived on scene a

short time later and discovered that one person in the white truck had died. it's unclear what happened to the driver of the black car or if more people or vehicles were involved. but police have referred to this on social media as a fatal hit and run collision. investigators closed several blocks of neiman for hours on wednesday morning as they took measurements and photographs and spoke with neighbors by 11, 30. the cars were taken away in the roadway reopened. neighbors say this isn't the first time there has been an accident here. they hope the city can make some safety improvements. i hope this one, they would push some traffic light because all way accident. >> as of wednesday afternoon, the identity of the victim has not yet been made public. now anyone with information is asked to contact the san jose police department in the south bay charles clifford kron. 4 news. >> the san francisco board of supervisors voted unanimously to approve legislation that would streamline the installation of automated speed cameras last week. mayor london breed set out her transportation vision, which included steps to implement the cameras back in 2023.

state bill was passed that allows san francisco along with 5 other cities to implement a 5 year safety camera pilot program. so this will enable the sfmta to install 33 speed cameras on streets with a history of speeding and severe or fatal crashes. there is an investigation underway after a hit and run in san francisco right near alamo square park could happen this morning in the area of steiner and fulton street officers took the victim a pedestrian to the hospital with non-life-threatening injuries. >> all right. let's talk weather right now. we've got some clouds that have moved in today, but a little bit of blue sky breaking through tuesday. take a live look here at the golden gate bridge. you can see if you take your eye over to the side of the screen where the wind has been whipping a little bit this afternoon as expected. you can see some of those numbers getting a little high right now. 25 miles per hour out of point rays about 15 in san francisco. 21 in fairfield livermore, though, about 17 miles per hour. this is

because we've got this low pressure system that's tracking and bumping that high pressure out of the way. cooling us down. and as of tomorrow, bringing us some rain right now, you can see the rain is well to the north of us and we will stay dry as we go throughout our evening tonight. having said that, you definitely feel a difference in the area that cooler feeling that those temperatures have been dropping right now. 57 degrees in downtown san francisco where it's 66 in concord. 65 in san jose. that's 63 in napa. but if you compare that to where we were yesterday, which was definitely above average day, you can see the difference here in temperatures. 11 degrees cooler nevado 12 in hayward in livermore and just across the board. it's a cooler day today. so not only a cooler day, but a cooler night tonight. get ready for that. my inland valley, folks, you could see some of those upper 30's in our temperatures in the overnight tonight. i'll be back a little bit. track that rain for you. take a look at your seven-day forecast. >> thank you. a lockdown now over at a junior high school in petaluma after a student apparently set off fireworks

in a bathroom. petaluma police issued this alert about noon for reports of an explosion at kenilworth junior high on recently road. they say fireworks have been found on campus. no reported injuries at this point. police and the school say they're working to figure out who might be responsible. and the a's have rejected a proposal from the city of oakland to extend their lease. why they wait for their las vegas ballpark to be built. so as executives are meeting in sacramento with the owner of the sacramento kings and river cats, that's according to the san francisco chronicle. this is coming, though, after is rejected an offer from oakland city officials that would have extended the lease at the coliseum for 5 years at a cost of 97 million dollars. they also asked that the team leave behind the name and the colors and give up their 50% ownership of the coliseum when they moved to vegas. so now there are talks of a temporary place for the team to play at sacramento's sutter, health ballpark. and we heard from

residents who are rooting for this deal. >> i could why that their hometown, but it's exciting to know that they may be back. >> you know that stadium's old. times change. clean up your town may be able to stay. >> the a's currently do not have a place to play after this season. kron four's dan kerman looking into the latest as the age or the a's are searching for a new landing spot. a more coming up at 5 tonight. happening today, the california supreme court is hearing arguments over the student housing plan at berkeley's people's park. the park is owned by uc berkeley. it's slated to become student housing, but construction was stopped before it could start because a protest and legal battles from neighbors, homeless advocates and environmentalists in an effort to keep protesters out. officials blocked off access to the park was shipping containers in january. today's

hearing coming more than a year after a lower court ruled the project's environmental impact the port wasn't adequate. and that will go to walnut creek where there's a growing push back against a proposed fast food restaurant. chick-fil-a wants to open up a new location at the corner of oak grove and citrus but unlike a lot of its other locations, this restaurant will not have a drive-thru and many people who live in that area say that's going to be a problem. they're concerned about traffic congestion and safety. so the city council is going to discuss this proposal next month. and 2 days after the state's minimum wage for most fast food workers went up to $20 per hour. today workers gathered near the state capitol. that take part in what they described as a celebration. joined by mary actually banned more than 30 workers and members of the california fast food workers union rallied and shared why they believe that this law will improve their lives.

church housed at least 30 people who are in a yearlong rehab program for substance abuse and homelessness. but according to city officials of his red tagged on march 19th for having multiple violations in that housing area such as a roof that is leaking mold and possible that the roof could collapse. the pastor scott will be is saying that these problems have been fixed by an independent company. and it's important that the program, which has a 92% success rate, stay open. >> we were told by planning if we made this the the application that the planning department would back it 100%. they had already met and decided that that was the way to go and why we're red tagged. i have no idea. >> during last night's city council meeting several hours were spent listening to people who are concerned about this. many of them are graduates of that rehab program. but the city attorney is saying legally, the issue is not for the city council to decide.

>> you know, the law. >> the pastor now has 10 days to appeal. the decision made by the building officials and fire marshals. he believes the city's decision boils down to zoning, which would allow them to continue doing the programs through city church. >> coming up here at 3 o'clock, the recovery efforts that are going on right now in taiwan after that huge, first quake. plus, it might not feel like spring today, but there are some signs that it's right around the corner here in the bay area where you can go to catch this year's super bowl.

there's been a change in leadership at the food bank of contra costa and solano, caitlin sly as a familiar face for the organization. >> and as kron 4 super report, she is focusing on fighting food hunger. >> after serving as executive director of meals on wheels, diablo region for the past 4 years. and sly returns to the food bank of contra costa and solano as the nonprofits, new president and she replaces her retired predecessor and is following in her father's footsteps. my father, larry sly was one of the founding staff members of the food bank. >> almost 50 years and really grew the organization to what it is today coming full circle. sly is back with the organization where she previously spent 11 years

serving in a variety of capacities, including director of programs before her time at meals on wheels. >> she says a lot has changed while she was away with increased need as a result of covid and inflation. >> and decreased revenues because sun setting of government funds fewer donations. and so we really are relying on the community support to allow us to be there for our community members for the long haul slice as her staff at the food bank nearly doubles the staff at meals on wheels and the food bank relies on 8,000 volunteers annually. >> last year they logged more than 100,0 0 hours. vital work packing and distributing enough food to provide more than 2.7 million meals each month. food insecurity is also growing in the region and with inflation, even though the nonprofit buys in bold, just like your average grocery shopper, the dollar is not

going as far as it used to. i hope to draw on my past experience but also rely on the expertise of our current staff. >> to help us figure out how to mitigate those challenges. early on, sly intends to focus on bolstering fundraising efforts and meeting with clients and board members brainstorming ways to maintain all services. >> and keep people fed. we have a very generous community that has supported us for nearly 50 years. >> and i think we capitalize on our reputation as a trusted partner in the community. >> rally them to continue to support us less than 2 weeks on the job. and sly says it's great to be back home in concord, philippe djegal all kron. 4 news. >> some milpitas residents will feel some financial relief on their rent. a new program is set to get 50 households $645 a month for 2 years to help pay for rent low-income residents making

30% or less of the county's median income will be prioritized in receiving this rent relief to qualify. applicants must live and work in milpitas. the city received about 1.4 million dollars in state funding to open up this program. applications will close on may 1st. and another wet winter. super blooms are expected all across california. the rainfall resulted in huge fields of poppies in places like the emerald valley and state parks in southern california. mother nature might give us a chance to see a spring super bowl right here in the bay area, too. drier, southern california will have more dramatic super blues because >> they don't get as much rainfall typically to have as much grass compete. non native grass out competing those flowers as you move further north rainfall increases. you have a high level of grass on there. and so that makes it

more competitive and more difficult. so where you do see super blooms in northern california typically tend to be on areas steep slopes are thinner soils because those are areas that the grass camp established be as competitive. >> so experts are saying that the bloom in the bay area might not be as vibrant due to all the recent cold temperatures. several factors that contribute to a super bloom include the rainfall patterns, temperature, fluctuations and soil conditions. so if you do plan to go see a super bloom for yourself, reminder here, picking flowers is not allowed. california state parks officials say removing them could mean fewer wildflower seeds to grow next year. and we're taking a live look here from our camera atop of mount tam. you can see the clouds that have kind of cool this off today or it certainly cooler out there today, kyle. and you're sounding like a tomorrow is going to be quite chilly. i go. she keeps hear me over look at the temperatures drop like you, 13 degrees. i know where my coat

is like drag it out again. that's the part of >> i think we'll all be a little bit annoyed tomorrow. but hey, it's the bay-area it makes for some interesting weather. this is all of the moisture in the air. that area that you see kind of a magenta purple, a color. this is your water vapor back. and it shows you that this isn't it crazy. rich moisture, rich system, but it is a cold system. so that is the impressive part about this is the chill in the air that this is going to provide. and if you're like, oh, the chills already here, trusting tell you, it's coming tomorrow. let's talk about this in future cast tonight. we're going to see a little break in the clouds and then tomorrow we start the rain. some of these cells could be very to step. they could be a potentially thunderstorms are also going to see that cold russian and there goes up at the peaks trying to bring a few snowflakes our way. so a very busy start to our day tomorrow. then scattered showers throughout the afternoon. kind of sticks with us, though, as we head into friday morning summit taken friday morning. you see it still spinning some of those cells in bringing that cold air in behind this front. and

then we finally start to see it head out as we get into friday afternoon. that sets us up for a pretty nice weekend. and it's only about a quarter of an inch to half an inch of rain. so it's not an incredible amount of rain. as i mentioned, that a real moisture rich system, but enough to bring us some some beneficial rain. we'll call it. however, the temperatures. let's talk about the 7 to take livermore's example. so average time that we were about 67 degrees today, we're looking at about 63. so a little bit below average tomorrow we're looking out for 50 degrees and not to mention the overnight lows tonight getting down into the upper 30's. now you do see a wild rebound in temperatures. once we get into next week. having said that, the next couple of nights, my inner east bay, my valleys in the north bay. watch out for some of those upper 30's. it's going to be a little bit those temperatures dropping that quickly. and frankly, we're not going cover until we get into about monday, right from all of this. so just be ready tomorrow. not just with the umbrella, but with a warm coat because you're going to feel that when you walk outside, we do rebound, as i mentioned

san francisco general hospital rallying today for better staffing. they say a shortage in our ends is putting patients and hospital staff. >> at risk of providing bad care. the hospital is the only one in the city that can treat patients around the clock every day of the year. and since it's a public hospital, it cannot turn anyone away. the nurses are accusing the department of public health of not posting the accurate amount of job vacancies that is needed to have proper staffing. for many this afternoon. inflation is making retirement a lot more expensive. not everyone is ready since 2020, the amount needed to retire has surged 53%. it's now standing at one point for 6 million dollars.

that's what you need in order to quit your job. a recent survey found the most prospective retirees are not even close to that number with a lot of them about a million dollars short in their current nest egg boomers are likely the worst off. that's the age group between 59 and 77. many think they will be able to retire by 72. the age of 72, but they only have about $120,000 saved up. some analysts are saying the dist can act could be coming from workplace is trending away from pensions with americans required to independently save using individual retirement plans like 4, 1, k's, despite economic turmoil, these types of a 19% increase in the stock market last year. so maybe you might want to win the powerball. there's a billion dollars up for grabs in tonight's lottery drawing one point 0, 9, to be exact is the 4th largest jackpot in powerball history. if there's

magnitude earthquake are giving us a glimpse now into the recovery efforts in taiwan. what we're seeing is >> widespread destruction from a natural disaster that has killed at least 9 people and injured 1000 more this earthquake hit during the morning rush hour traffic brought to a standstill. train service was suspended across this island of 23 million people and their buildings that are barely standing and they are threatening to crash down onto the streets below kron 4 stephanie lin joins us now live from the newsroom with the latest here. thanks for joining us. >> well, it is a heartbreaking situation and taiwan right now, the damage, as you just described there, justine is extensive and the race is on to find survivors. rescuers spent the entire day combing through the rubble of collapsed buildings using high-tech detection devices. first responders look through elevated chefs to find anyone who might still be trapped. we saw children being pulled from the wreckage toward safety. taiwan officials say at least 70 people are trapped in mines and quality and this morning

we spoke with passengers who happened to board the first flight into san francisco after the quake hit. >> it flooded out as fast as they could. two-thirds of the of >> meeting room where the always just empty. they were running out into the streets is what i mean. >> because they thought it was safe or out in the streets. i guess so. i thought it was safer inside for plea. >> local officials in taiwan say more than 90,000 households are without power right now, the biden administration is monitoring the situation as well. the national security council spokesperson said the u.s. is prepared to offer assistance. this earthquake is the strongest to hit taiwan in 25 years. coming up later on from 4 news at 5, we'll show you how you can help with recovery efforts reporting live in the newsroom. stephanie lin kron, 4 news. stephanie, thank you. a live look outside of the

clouds here across the golden gate bridge. callous tracking. >> much cooler weather. that's coming our way. yeah, that's right. one of the benefits of getting a little bit of rain is that it does help us with our allergens that are in the air. a lot of the pollen that's out there when the rain comes in, as you can see. >> today, we're kind of in the medium-high category. but by tomorrow, once you've got the rain, we drop into the low category and then of course, work our way back. but it does give a little bit relief for anyone out there who's been sneezing or getting itchy eyes, so the next system does arrive thursday morning. cool. scattered showers throughout thursday and friday. >> there is a chance of a thunderstorm in the systems. it also a little bit of low elevation, snow, meaning snow levels dropping to between 2 3,000 feet, which means we could see some of the peaks around the bay area. get a few snowflakes out there. so high pressure has been bumped out of the way from the low pressure coming in today. still relatively calm, just cloudy skies and certainly a feeling of cooler temperatures. but tomorrow is when we get the full effect of the showers and then the cool air really rushing in behind this front. kind of a classic

cold front situation. so what that means is that once we get past tomorrow morning, we're going to start to see these highs not be very high, right? so tomorrow looking average highs in the 50's across the entire bay area. we kind of stay there through friday as we get past that and into the weekend and next week, we will start to see that things warm up. now. also taking a live look here at yosemite. we've got more snow on the way for the sierra. i'll be back a little bit. we'll talk more about that, too. >> thank you so much. whack plumes of smoke filling the air here in newark. a fire broke out this motors the headquarters. this happened on monday. the flames destroying one prototype and damaging 3 other electric vehicles. the official with the alameda county fire department says this fire was first reported about 10, 30 in the morning at a lot where the cars were being stored. it took crews about 3 hours to put out the fire. no one was injured and the cause is currently under investigation. 2 people were

arrested following an attempted catalytic converter theft that turned into a high-speed chase in san bruno on monday. police say a man and a woman tried to steal a catalytic converter in a neighborhood east of el camino. real neared florida avenue. the car owner confronted the people who pointed a gun at the owner before driving away and officer tried to stop them but says they did not stop. and then is accusing them of breaking the speed limit driving on the wrong side of the road and throwing objects at officers. they were finally stopped in san mateo and arrested. alameda county sheriff's deputies have arrested a man they say was behind a road rage shooting in san lorenzo last month. they say on march second and ruger shot at 2 people on the well in boulevard hurting one of them. the victim was hit in the leg and arm. detectives then tracked cougars vehicle and during his arrest, they found to legally owned guns. one of which was the same caliber as the weapon used in the shooting. so now he's been charged with attempted murder

and other gun-related charges. san francisco's medical examiner has released the identity of the 17 year-old was shot and killed by 2 other teens at a bart station. jordan, millie brady died on thursday night after the shooting at the powell street plaza that said the park station there right off of market street. 2.16 year-olds have been arrested in connection with his death. more updates as soon as we get them. and the international fallout continues today after an israeli airstrike killed 7 world central aid workers in gaza. this includes one american, the bodies of the volunteers have been brought back to rafah after a difficult hours long recovery mission and calls are growing even louder for the white house to condition military support for israel on protections of civilians in gaza. but the administration so far has opposed any restrictions on military aid to israel. our washington correspondent jessi tenure has the latest.

>> president biden is demanding accountability. israel needs to do more after an israeli airstrike killed 7 world central kitchen workers in gaza monday, including an american canadian dual citizen. he's outraged and he's heartbroken. we are all heartbroken here. world central kitchen says the israeli military new the 8 workers would be in the area. israel says it misidentify their vehicles and is investigating their deaths. we want to make sure swift is comprehensive public world central kitchen is now pausing its operations in gaza. the organization says it's served more than 40 million meals to palestinians there before the attack. we want to make sure the civilians are kept safe to do that. members of both parties are increasing pressure on the white house. >> to condition u.s. military support for israel on the protection of civilians in gaza. but press secretary karine jean pierre says president biden is still opposes, reducing u.s. aid to

israel. nothing his change. the biden administration is considering a major new weapons sale to israel, including fighter jets and missiles. >> but state department spokesperson matthew miller stresses these weapons would not arrive in israel for years long after hopefully the conflict in gaza has been resolved. miller says the u.s. will continue its long-standing security relationship with israel to help protect both countries from adversaries like iran. in washington. i'm jessi tenure. >> the texas immigration law that allows the state to arrest jail and even deport migrants who entered the u.s. illegally back in court today. both the aclu and the biden administration arguing the law is unconstitutional because immigration enforcement historically the job of the federal government. but texas is solicitor general argued that the federal government has refused to deal with the surge of migrants coming into its state. >> to be fair, maybe texas went too far. texas has done

here, they have tried to develop a statute that goes up to the line. u.s. supreme court precedent that allows texas to protect the border. >> the case is all but likely headed to the supreme court. the use of sound amplifiers will likely be restricted outside a planned parenthood in walnut creek. the walnut creek city council unanimously approve this proposal last night. there is already a buffer zone that the council passed 2 years ago to put space between protesters and patients, but now the mega phone and both use will be blocked within 100 feet of the entrance. many planned parenthood volunteers spoke at the meeting explaining how the noise impacts patients who are seeking care on a daily basis. while the protesters explained, they feel that the apple fires are a tool used to offer help. they have clinic escorts. >> that as soon as the moms tend to planned parenthood,

they're in air. they're trying to interfere with us, exercising our first amendment rights and reaching out to the moms to offer the help and hope that we can provide regularly. protesters come with these megaphones and microphones to verbally harassed staff and patients. >> the city council will have a second reading on this ordinance at the next meeting. april 16th. if it gets the final approval, then the sound amplifier restriction would go into effect 30 days later. the san francisco board of supervisors are against the name change to the oakland ainport. oakland airport officials want to change the name from metropolitan oakland international airport. 2 san francisco bay, oakland international airport and airport officials say the name change would hepp boost the airport's global visibility and attract more travelers. however, san francisco officials do not like this idea. they say it's only going to confuse travelers and also

maybe pull revenue from sfo. can commissioners are set to consider this name change at a board meeting later on this month. well, do you think you're good enough to be pro? the oakland ballers are holding open tryouts this saturday. they're trying to recruit local players for the upcoming season. the ballers will debut in the independent pioneer league as the minor leagues first team on the west coast. the bollards are spending 1.6 million dollars to renovate oakland's raimondi park. the first of 48 home games will start june 4th. and so far the baller say they have more than 50 player signed up for the tryout and tomorrow on kron for news at 3, we're going to hear from the team's co-founders about what fans can expect for the upcoming season was so get some details about those open tryouts. if you're interested. tickets for san francisco's biggest music festival selling out within hours of going on sale this year. those so-called eager three-day

relatively quiet. but as we get into tomorrow, it is game on and look at those temperatures dropping a good 20 degrees for the highs between, you know, today and tomorrow and we'll start to clear out as we get to saturday. but that. kind of hangs on for a little bit longer. and these are the totals looking out for think the bigger totals are likely to be down it, ma'am. if you can see models are picking up on above 2 feet. there is some of the peaks and also around the bay area that we could see a few snowflakes flying up at higher bring it back to the day. we are a little breezy out there. we've got a mix of sun and clouds. so temperature wise, we're a little bit cooler today than we were yesterday, but nothing compared to how cool we're going to be tomorrow. here's a live look at stormtracker 4. you can see that system already starting to bring some lightning into the farther reaches of northern california. we stay quiet as we get through tonight and we're going to pick up that rain tomorrow between about a quarter of an inch and a half an inch. it comes in on thursday morning goes throughout the day on thursday and friday. we even have a thunderstorm chance with this. notice those temperatures are
