police body camera video kron four's gayle ong has details and a warning some viewers may find the video tough to watch. police body camera capturing the call to brew sprinkles. sanon summer home on the early morning of august. 29th frankel's fiancee at the time now, wife called 9-1-1. but when officers arrived, the situation escalated. what this neighborhood >> hinkle later learned he was suffering from a grand mal seizure on wednesday, frankel filed a lawsuit against the central marin police authority. >> his lawyer, david feel he's still struggling with the physical issues and still struggling. the emotional issues from yet to shoulder surgeries. so he's recovering from those which occurred over

extraordinary job under very difficult circumstances. mister frankel presented symptoms that mimic someone under the influence. he was irrational, unstable and violent. well, we now know this was the consequence of a seizure. at the time the officers had no such information and acted in accordance with training law and policy. the lawsuit seeks economic damages for medical expenses and punishment sufficient to ensure that the situation does not happen again. this department has seen the similar set of facts before an epileptic >> suffering a seizure years before this occurred of the officers mistook it for something else and beat and then arrested a person who is suffering an epileptic seizure. >> gayle ong kron. 4 news. police are still working to figure out who might be responsible for setting off fireworks inside a petaluma middle school bathroom petaluma police issued an alert around noon for reports of an explosion at kenilworth

junior high henri sling road. they say fireworks have been found on campus. it prompted immediate lockdown which was lifted shortly before 3 o'clock. there are no reports of any injuries. san francisco officials have released the identity of the 17 year-old was shot and killed at a bart station as jordan brady police arrested 2 16 year-olds in connection to the shooting at the powell street station. witnesses reported seeing 2 young men running after they heard what sounded like fireworks. the san francisco board of supervisors says >> voted unanimously to approve legislation they would streamline installation of automated speed cameras last week, mayor breed lay down her what she calls her transportation vision, which included steps to putting the cameras up back in 2023 estate bill was passed that allows san francisco along with 5 other cities to implement a 5 year safety camera pilot

program. this enables the sfmta to install 33 speed cameras on streets with a history of speeding and or severe and fatal crashes. well, it's a bill that is resonating with a lot of california workers, assembly member matt haney proposal to give employees the right to quote, disconnect and other words allowing them to brush off text messages, emails and phone calls from their boss. >> when it's after hours, kron four's catherine heenan spoke to a knee today. she joins us now live from the newsroom with more on what he had to yeah, i talked to handy because we wondered what kind of reaction he has been getting since introducing the bill this week. >> assemblyman matt haney saying there's been an outpouring of attention. most of the very good his bill is aimed at guaranteeing california workers, at least some personal and family time. and he says for many of them, that's just not happening

starting a little bit active of the week. cold front sliding by right now. but it really is the front behind this next one. that's going to bring a significant amount of snow. a winter weather advisories are up starting tonight, continuing until friday and get this. we could be looking at maybe another 2 feet of snow across some of the peaks may be more than that in spots and yeah, here we go. you're going to chain up in the high country tomorrow. be prepared. much colder temperatures. 33 degrees. the forecast high in lake tahoe tomorrow. freezing on friday with more snow showers finally catching a break. but still cold on saturday. but this you could on some fresh powder if you want to get up there. i think that will be the day. we start to clear things out. forecast models for the snow and look at that. just dumping a ton of snow for april. that's a very impressive storm. in fact, some of the areas near a mammoth lakes, maybe as much as 3 feet of snow. that would be something else. even parts of the bay area. we're likely talking about some snow, our local peaks to. so here come the storms rolling on in back to some rain tomorrow. the snow moving up in the high country can see it there as we move toward the afternoon and

then more on the way on friday, staying unsettled in the latter part of the weekend, too, with another chance of snow on sunday. but the following week could see much warmer temperatures on the way, of course, for the bay area. maybe some 80's to. we'll talk more about that forecast coming up a few minutes. >> the use of sound amplifiers will now be restricted outside of planned parenthood in walnut creek. the city council there unanimously approved that proposal last night. there's already a buffer zone. the council passed 2 years ago to put space between protesters and patients, but now megaphones and bullhorns will be blocked within 100 feet of the entrance. many planned parenthood volunteers spoke at last night's meeting explaining how the noise affects patients seeking care on a daily basis. while protesters explained they feel the amplifiers are a tool used to offer help. they have clinic escorts.

>> that as soon as the moms tend to planned parenthood, they're in their air. they're trying to interfere with us, exercising our first amendment rights and reaching out to the moms to offer the help and hope that we can provide regularly. protesters come with these megaphones and microphones to verbally harassed staff and patients. >> the city council will have a second reading for this ordinance at the next meeting on april 16th. if it gets the final approval, then the sound amplifier restriction would go into effect 30 days later. >> some people in milpitas will feel financial relief with the rent. a new program is set to give 50 households about 650 bucks a month for 2 years to help pay for rent low-income residents making 30% or less of the county's median income will be prioritized to qualify. applicants must live and work in milpitas. the city received roughly 1.4 million dollars in state funding to start the

program. applications will close may 1st. >> there's been a change in leadership at the food bank of contra costa and solano county. caitlin slye has been named the new president and ceo of that food bank. she previously spent 11 years there before serving as executive director of meals on wheels. diablo region. she says a lot has changed due to the pandemic. donations are down and the organization could always use more volunteers. >> people who are in need food in our community. are your neighbors. they're not some other group of people that you don't see every day. they're just like you and me. and for a variety of they need food and we truly believe that nobody should have to go hungry in our community. >> the food bank now serves more than 400,000 people each month. think you're good enough to go pro. hit it out of the park. will the oakland ballers are holding tryouts

saturday trying to recruit local people for the upcoming season. the ballers will debut the independent pioneer league as the minor leagues first team on the west coast. the ballers are spending that one and a half million dollars renovating oakland's of park raimondi park. the first of the 48 home games will be june 4th. so far the ball or say they have more than 50 players who have signed up for the tryouts and tomorrow on kron, 4 news at 3, justine will be talking to the team's co-founders about what fans can expect this upcoming season should be fought. >> feel like spring, but there are signs of it around the bay area where you can go to catch this year's super bloom. >> plus, members of the state legislature for king to shrink the state's projected deficit will have details on that will have details on that story coming up. ( ♪♪ ) mugs. ♪ bmo ♪ of the state legislature are officially back from their spring recess. welcome back to them. and top of mind is how to shrink the state's projected deficit. but as capitol correspondent eytan wallace explains some democratic lawmakers appear to be at odds over just how to do it. >> its the issue hanging over the state capitol. the budget and specifically the projected multi-billion dollar deficit, a deficit. the non-partisan legislative analyst's office estimates at 73 billion dollars. but when the newsom administration estimates at 38 billion, whatever the case, democratic leaders have made

this message clear, our sacrifices getting need to be made this year. you're right. yes, absolutely. we are going to have to make sacrifices. that was senate president pro tempore mike mcguire just a week and a half ago as he spoke about his plan to shrink the budget deficit by 12 to 18 billion dollars. he said his democratic colleagues in the state senate are on board with the plan calling for early budget action, which in a nutshell allows the legislature to reduce the size of the current fiscal year's budget. the idea is that in turn reduce the size of next year's budget set to go into effect this summer, early action means that we can bring this deficit to a more manageable level while details of the plan from senate democrats have not yet been released publicly. there have been concerns from democratic leaders in the other chamber, the state assembly that the plan from senate democrats on the governor could include cuts for homeless and housing programs. that's why some democrats say they been circulating their own plan making clear they will not support an early action proposal that cuts funding for

housing and homelessness. they also want to freeze any one time funding that has not yet been spent. in a statement, assembly speaker robert reverses press secretary said the assembly democratic plan reflects member feedback and the assembly's careful, deliberative process. the speaker looks forward to refining this plan further in conversation with the senate and newsom administration press. i am at a press conference tuesday. governor gavin newsom indicated even though it seems assembly democrats are split with senate democrats over how to shrink the deficit. he claims the opposite is true. i know that. don't make for good we all like controversy. it's newsworthy when everybody's getting along during challenging times. all that is republican legislative leaders say they are frustrated. they have not been included in any budget discussions organized by democratic leaders and the governor. i know nothing about it. >> i have seen no details. the one thing i noticed about the process is exactly that the lack of transparency.

>> and we reached out to senate president pro 10 maguire's office about whether he's confident he and assembly democratic leaders can reach an agreement over early budget action. but we did not hear back as of news time reporting from the state capitol. a tom wallace kron. 4 news. >> after another very wet winter, super blooms are expected across california. the rainfall resulted in huge field of poppies in places like antelope valley in southern california. >> mother nature might give us a chance to see a spring. a super bloom here in the bay area as well. >> drier southern california will have more dramatic super bowls because they don't get as much rainfall typically to have as much grass compete. non native grass out competing those flowers as you move further north rainfall increases. you have a high level of grass on there. and so that makes it more competitive, more difficult. so where you do see super blooms in northern california typically tend to be on areas steep slopes are thinner soils

because those are areas that the grass can't establish be as competitive. >> interesting experts are warning the bloom here in the bay may not be as vibrant due to the recent cold temperatures like what we're dealing with this week. several factors that contribute to a super bloom include rainfall patterns, temperature fluctuations. and as he mentioned those soil conditions. if you do plan to see the super bloom for yourself, a reminder picking flowers not allowed. california state parks officials says removing them could mean fewer wild flower seeds to grow next year. the puppies are pretty much everywhere right now and between the concrete and sidewalks. >> yeah. guys like ryan, that directive golden gate park gardens. i mean, you know, you can just tell someone knows their stuff. i i want to go hang out with him talking about soils and everything, right? i got to go. i'm worried about my vegetables

are going to grow, but it's hard to get things going. you know, well, the weather has just been changing one way or the other. now we're going the other direction that's going to be very cold. maybe some record cold temperatures rolling into the bay area. >> as we get back to some rain again, can you believe it? more of a winter-like storm developing outside right now. some clouds moving in overhead. temperatures you already that sea breezes kicked up and the temperatures really taking a drop around the bay area today. 10 degrees cooler in san francisco at 59 degrees. only 59 for high and oakland. 67 in san jose where yesterday were in the 70's yeah, they were much cooler livermore la color. temperatures generally in the 70's in many spots in the mid 70's. but now hovering in the mid 60's not goin get close by tomorrow afternoon. if you can believe that it's going to be even a lot colder than that. so tonight, increasing clouds, some showers begin to pop up as we head toward early tomorrow morning. and then, yeah, mostly cloudy, rain on and off throughout the day, especially morning hours. watch out during the commute. i think a little bit slick think becomes more scattered showers as we head toward the afternoon with very low snow

levels to going to continue as we head toward the weekend, partly cloudy, maybe a little bit warmer. another slight chance of rain on sunday. temperatures out the door right now that sea breeze is blowing in cooling off all around. remember just a couple days ago at this time, we're looking numbers still in the 70's, many of the valleys, not even close now. so you can see where we're headed. we have this cold front started coming now. a much colder cold front going to come in as we head in toward tomorrow. and that will bring us into friday as well, which have been whipping around all around the bay area now and we'll see more of that. that cold front diving in now. and it's not too far away from getting the next one that's going to move in. and it's right back here. you can see all that cold air. speckle clouds are going to drop into the bay area as they do. that rain is going to pick up by tomorrow morning. more scattered showers going to be popping up. more snow even locally across our mountains. maybe snow down about 2000 feet or so. here's laura's obviously the rain coming through showers continuing on friday. slight chance we might see some more as we head in towards sunday think saturday week. it's a little bit of a break. but here's the upside as we get into next week. well, all of a sudden high

pressure takes over by about wednesday or thursday. 70's, maybe some 80's around the bay area. so really weather whiplash. weather is going to be going while the next couple days. temperatures going to be much cooler. look at the highs. low 50's. that is it. i mean, it is going to be cold out there. temperatures not much warmer on friday with a few scattered showers. warm-up slide this weekend. the next week you start to see those temperatures popping up in the 70's getting close to 80 degrees. so funny, he just sounds so exciting look at those temperatures going to be called yeah. the weather just i mean, it's really fascinating to see the storms come through and tomorrow. >> maybe we get some thunderstorms to. how would you like that? well, i have a question. when you say mountains, do you mean our mountain time mean out? that's what's amazing, right, april, here we are. we're talking about snow in the bay area. maybe some snow. i mean, if you get a good downdraft, you might see snow down to about 1500 feet. that's very low. a lot of these peaks. yeah. cool. a yeah. well, more than
