>> from the bay area's local news station. we now with breaking news. >> and that breaking news story this morning. the fact that the a's are, in fact, moving to sacramento. it is official. it's a done deal. the announcement was made earlier this morning by the sacramento kings and the river cats looks like they're going to be playing out there at center health going to be hosting the a's for the next 3 seasons. that is what came out of press release earlier this morning. now we are expecting a press conference to happen any moment now. it was kept for 10:00am up there at center health park. so as soon as

that gets under way, we're going to take you there live and bring that to you. so stay tuned for that. we have got reaction from oakland mayor sheng thao. in fact, i think we can put a statement up on the screen and there you see it. she said, quote, oakland offered a deal that was fair to the a's and was fiscally responsible for our city. we wish the a's the best and we'll continue our conversations with them on facilitating the sale of their share of the coliseum site. the city of oakland will now focus on advancing redevelopment efforts at the coliseum. that's what mayor sheng thao had to say. obviously disappointing news for oakland a's fans. the owner, john john richards statement this morning also reflected that he wrote in part, we understand the disappointment this news brings to our fans as this season marks our final one in oakland throughout this season. we will honor and celebrate our time in oakland and we will share additional details soon. so we're waiting to see if maybe that is part of what they're going to announce today at this press

conference, which again, is expected to start any moment now. so keep it to the kron 4 as soon as it happens, whether we're in whether where and other stories we're going to come to you with breaking news on that and take you straight there. so stay with us. in the meantime, let's start with the other big story today. the fact that it is raining outside right now, the winds have been howling. we've even seen snow on some of our higher peaks. john, with the details, john. all of those factors. absolutely something we've been seeing, james, the wind has been definitely strong under bridges. in the midst of that, you've been that being seeing some really heavy rainfall. >> and then we even saw snowfall earlier this morning at mount tam, still seeing it on mount diablo as well as mount hamilton. right now, this is your view from mount tam actually getting a little bit of sunshine peeking through right there. snow had been sticking to those slopes already melted off the ground. just a little bit too warm for it. but if you look at radar right now, we are still seeing some areas of heavy snow at times in the mountains right above san jose. this is the lick observatory, mount

hamilton over here seeing around 3, if not 6 inches of it in some of the mountains up there to the east san jose highway 17, your back under between san jose and santa cruz earlier this morning. it briefly was some rain snow mix there. san jose still very wet as is much of the peninsula are bridges the east bay still looking at some consistent showers. heavy rainfall in the altamont pass right now. there's mount diablo that little blue spot right there, looking at some snowfall actively on it right now. likely to be a couple inches of accumulation. there. antioch, oakley, you're seeing some heavier rain as you are out towards rio vista on up towards fairfield and on up towards vacaville in davis to a lot of us closer to the coastline are beginning to dry things out a little bit now. but taking a look at future cast of what we have to expect as we make our way through the rest of the day, peeks of sunshine will be seeing more and more. but isolated thunderstorm development now becomes a possibility like up here in marin towards 11:00am. this morning. and then also in

san francisco and oakland right around noon to 01:00pm right here. also on the southern end of the peninsula. so don't get too comfortable. keep your eye on the radar and make sure that you are keeping engaged with exactly what we're looking at. temperatures in the 40's right now. it is been a cool cold start to this morning. in fact, it's cold enough that we're seeing snow levels low as 1500, even 2000 feet here in the bay area. some of the lowest snow of the season and it only took to april to get there 50's for your highs today. peaks of sunshine chance of afternoon thunderstorms keeping you updated as ye go. michael. >> thanks, john. and good morning, everyone. well, we are now starting to see things ease up when it comes to traffic. you can see here there was a traffic collision on 101, northbound lane. some of those lanes were closed, but it's starting to get cleared up. another problem area that we just recently saw was on the bay bridge and not so much people heading into the city, but people in the city heading over to the east bay. you can see there was a severe traffic alert and also a collision. things are

starting to clear up here. this red is now turning to orange, but just keep that in mind. the center and one of the left lanes were closed. taking a live look now at the bay bridge. those heading into the city from the east bay. it's only a 15 minute commute, which is really good. taking a look at some drive times 17 minutes from crockett to the maze. 12 minutes from walnut creek to 5.80, a 16 minute commute from castro valley to the maze and an 18 minute commute from san leandro to the maze. that's really the only area that we're seeing any major congestion taking an overall look at traffic tracker for. you can see lots of green, which was not the case this morning. so if you're heading out, still give yourself some extra time as roads are still wet. james, we'll send it to ok? >> michael, thank you. let's continue our team coverage of the rain. the impacts that we're seeing on the roads. it's been kind of a sloppy morning commute for a lot of folks in crawford's will trend has been out there in it in sandra fell keeping an eye on current conditions and i guess at the moment the hood is down will good morning.

>> mother nature finally took her foot off the gas pedal and it is now trading at this time. not really just tiny, tiny raindrops should not have any impact right now. as far as the morning commute, you can clearly see right? there are plenty of space between the cars and it is getting brighter by the second has i c sun race piercing through the cloud cover. so right now it's a good time, not windy. the puddles probably will be clearing out just a little bit. but we know this is far from over as it is expected to be a pretty much damp thursday. but right now, not too bad. you can see the cars pulling into this parking lot. that person didn't even have her windshield wiper on. so if you're leaving your house at this time or maybe over the next couple of hours, it dodged a bullet because this morning, not her ranch or rain, but a good state of rainfall throughout the morning. fortunately, looks like today is the heavy

lifting. and then tomorrow things should clear out a little bit just in time for the san francisco giants home opener. so get wet today. all smiles tomorrow when the giants come back to town to start playing for the first time at oracle park this season. so right now, look at this. nice and dry. not complete. >> happy to see that. all right. thank you very much. well, 10, 0, 6, is the time we do have delays on airport. no, not a lot of people smiling there, especially out at sfo because they have now more than 200 flights delayed. latest check shows 204 flights delayed. the vast majority are arriving flights 126 of those have been delayed and that is due in large part to the fact that the faa has instituted a ground hold of 2 hours and 15 minutes for all inbound flights. so they're being held at their point of departure on the ground for more than 2 hours before the can even start flying to sfo. that's going to have ripple effects throughout the day. so that's the situation out at sfo.

oakland across the bay, only 10 flights delayed there and san jose international. 22 flights currently delayed because of the weather. in the east bay. as we switch to news now, the city of antioch is taking more action to try and stop illegal sideshows. crawford's theresa stasi with the story. >> and smacked water shooting in the air disrupted nearby residents. that was the scene back in august. a car flipped into the water off of anti oxbow dock. police at the time say that the vehicle was involved in a sideshow. that electric a game >> that will open and close on his own. so to open in the morning close in the evening. that's antioch mayor lamar hernandez thorpe on tuesday, the city council voted on a new electric gate at the marina. that would close at night stopping cars in their tracks, looking to hold sideshows in the parking lot. >> people around the marina, their communities there. and so it's unfair to them that people come and destroy app's

in tranquility. that's not right >> just this past weekend, the mayor says that more than 200 people showed up at a sideshow. a lone tree drive in golf course road police moved in quickly dispersing the crowd. the mayor says that the department's police scandal where dozens of officers were put on leave for allegedly sending racist and sexist text messages and breaking other laws hurt their efforts to block sideshows. but he says that those days are in the rearview mirror that when the police levels were impacted by the fbi investigation, we lost optimism. so that certainly had that it felt like that. we just opened the gates to sideshows here. >> but were quickly stepping up. we've got 6 officers in the academy 12 that will be entering the academy made our proactive efforts are are much more important having police officers dedicated finding. >> shutting down sites. have to organized that have been most affected.

>> the mayor says that that gate is going to be in place very soon. also, the mayor says that in the most recent sideshow, drones are flown and they captured video of license plates. they are going through those and they could be going after those cars involved, possibly towing them or issuing some pretty hefty fines. theresa kron, 4 news. >> we'll take a look at them. and you see here in this video camera, police say he broke into a woman's apartment on apricot avenue last friday evening. the victim woke up to find of their. he ran off as you can see, anyone who recognizes who this person is is asked to call campbell police. now to an update on a story we first brought you here on the kron. 4 morning news yesterday. police have now arrested a teenager who they say was responsible for that deadly crash in san jose that we're covering it happened yesterday morning right near the intersection of neiman boulevard and elkins way. police say the teen was driving that black car that you see in the video and

crashed into another car, killing that driver. we spoke to neighbors who heard it happen. >> loud, loud vehicle me up. and i do want to come out what i did. i hope this one. they will push some traffic light because all we accident. >> well, the teen is in custody. no word yet. if they were under the influence at the time of the crash. that part of the investigation is still ongoing. the frustration is mounting for small business owners in oakland's fruitvale district after several shops in the public market were burglarized this week. take a look. we have these pictures showing the damage left behind there. this is the fruitvale public market. investigators say 2 people broke into the market early tuesday morning, at least 4 businesses were hit, including a bakery, a jewelry store and a computer repair shop. merchants say these types of crimes have happened several times over the past few years and they're fed up. >> to see these these folks, you know, working every day. the frustration they have. and

>> and we're back 10, 14 is the time checking bay area weather here. that's the big story today. it's impacting everybody. good morning, jon. it isn't impacting us with wind rain and in some cases some snowfall. here's the embarcadero right here. it's come down there. but look at those dark clouds in the deaths of distance, little ominous looking because the year looking out towards that heavy rain that is still falling across, especially the east bay and south bay. right now, calm down for the north bay at the moment. right now, we're seeing some snowfall at the top of the santa cruz mountains as well as top of the north bay mountains. several inches of snow continues to fall up around mount hamilton. the observatory as well as on mount diablo this morning. this snow is at the lowest elevations easily that it's been so far this season could actually be some record-breaking cold in some of our mid level of a patients considering how late in the year we really are. and we are looking at some heavy snowfall up in the sierra low pressure

diving into from the gulf of alaska, transporting all this cold air direction, revote, salting and that huge switch up from the 70's we saw just a couple days ago now for some of us closer to the coast, you may be looking outside and being relief. we got a little sunshine out there, but we will be seeing in between those peaks of sunshine some afternoon thunderstorm development. so keep a very close eye and engage with radar into the afternoon today as well as into the evening tonight. we'll continue to see some activity into tomorrow morning, although nicely timed n a little break during your morning commute tomorrow before midday into the early afternoon and opportunity for more thunderstorms on your friday friday night. we dry out really quickly when we're smooth sailing as we move into saturday and even daytime hours on sunday, rest of the weekend just stays kind of cool after this cold front has plunged through. still looking at additional half an inch of rainfall for many areas today into tomorrow. this is not including what we've already seen, which has been some pretty good rainfall ready. winter weather advisory remains in the sierra through 11:00pm tomorrow night.

multiple inches of snow on mount hamilton in the north bay mountains in several feet of it at the crest of the sierra donner summit could see a foot. this is going to result in chain controls and delays as you're getting up to the sierra to enjoy that additional spring snow that just won't stop. as for today, mid-fifties that are very warmest in the bay area. little bit of afternoon. sunshine will help those temps out a little bit. we stay in the 50's for most areas for really much of the weekend. just in time for the eclipse. on monday, we warm up in crystal clear conditions actually going to be optimal eclipse viewing by wednesday. some of us will be getting close to 80 degrees inland. michael, thanks, john. well, i hope those people to get those warm degrees. good morning, everyone. keeping a look on the roads. things are looking better, but we're still dealing with some delays. this is right on the bay bridge. it's a lower half of it. >> there's currently a traffic collision. so there's an alert out. you can see lots of red along here. it is slowly starting to get better, but hopefully it will be done at

least by 11 o'clock. you see that green turning orange and then read. that's what we like to see. taking a look at the opposite. and those from the east bay at the maze over to fremont heading into the city 15 minute commute. it doesn't look like there's really any major delays there. but those roads are still very wet. as john was saying, you need to drive safely. taking a look at some drive times dublin to fremont 20 minute commute, san leandro to milpitas. 35 minute commute. santa cruz over to los gatos. a 25 minute commute. those are both yellow in a little bit of orange. but again, still not bad. taking a look at the south bay san jose to menlo park. 39 minutes. lots of green there. still some small pockets of delays. you'll see some brake lights, but nothing too major. san jose to cupertino a 12 minute commute, which is great. taking a look over in the east bay a little bit deeper, antioch to concord. it's a 16 minute commute. everything seems to be green there. it was raining pretty hard there earlier in the last hour or so again, be safe when you are driving taking a look. walnut creek to 5, 80 13 minute commute. there was a delay

over in orinda. it looks like that's been cleared up this morning last will give you these drive times of castro valley to oakland, 15 minutes. san leandro to oakland a 60 minutes as well. san jose to cupertino 13 minutes. so everything seems to be good, james. we'll send it over to you. all right. glad to hear. thank you, michael. >> 10, 18 is the time. and in the east bay, antioch, police now are investigating a carjacking that happened kaiser permanente's medica center. it happened tuesday in ternoon on sand eek road. police say a man was walking towards his en he saw several people attempting to steal it. one of the suspect confronted the owner before they all drove off with the car. police later recovered it in a nearby neighborhood. full summit. pitas residents will feel financial relief when it comes to their rent to a new program is set to give 50 household about $645 a month for 2 years to help them pay rent low-income residents making 30% or less of the country or the county's median income will be prioritized to qualify applicants must live and work

in milpitas. applications will close on may. 1st. well, it's a bill that's resonating with a lot of california workers. assemblyman matt haney's proposal to give employees the right to disconnect. in other words, allowing him to ignore texts and calls from their bosses after hours, kron four's catherine heenan takes a look. >> assemblyman matt haney says there's been an outpouring of attention. most of it good. his bill is aimed at guaranteeing california workers at least some uninterrupted personal and family time. and for many of them, you says that is not happening. >> if there's a villain in all of this, and if there had to be a billings, it would be the boss it would be the technology. >> matt haney is talking about the fact technology makes it easy for bosses to have access to employees. 24 hours a day, 7 days a week, he says sometimes amounting to a stranglehold on a worker's

time went up happening is because people can contact easily at any moment over text or they there is always that is that a lot of people find themselves. >> unable to put the phone away any time, even when they're at the dinner table with their kids or they need a moment. just to take a break. the bill would require california employers to create companywide plans clearly spelling out working and non-working hours. >> employees would have to consent to would all be in writing. exceptions include salaried workers with contracts, bosses to break the deal. 3 times could be reported to the state labor commissioner and face fines. if cain is bill does become law. it would make california the first state in the country to officially embraced the disconnect philosophy. at least 15 countries worldwide have similar laws from france and australia to the

petaluma. police have arrested 2 middle school students for setting off fireworks in the school bathroom. >> it happened yesterday at kenilworth junior high school. the explosion prompted an immediate lockdown but it was lifted a few hours later. nobody was hurt. food service workers in the bay area will protest at met as san francisco offices this afternoon. the protest will take place from 2.30, until 04:00pm. this will be at met as san francisco office on howard street. employees are

trying to bring attention to the lack of livable wages that they say they're suffering under due to rising inflation food costs. most food service employees contracted by meta say they are living paycheck to paycheck and hope that this protest will be the first step in future union negotiations going forward. happening today, 2 local businesses in los gatos are holding a fundraiser to provide aid for gaza. palestinian owned businesses ken's coffee roasters and el hillo amigos are selling their goods at that brick center today on her drive. the fundraiser runs from 6.30, tonight until 10, 30. and happening right now, sen. alex padilla and oakland congresswoman barbara lee are touring the port of oakland's hydrogen projects this morning. this comes after padilla and lee secured more than a billion dollars for more renewable clean hydrogen across the state. they did that last october. the lawmakers will learn about how the port of oakland is

want to check whether and traffic is those are the big things being impacted by the stormy skies th t we see overhead. >> jon, walk us it. yeah, we've seen when we've seen rain, we've seen snowfall on top of our bay area mountaintops even mount tam briefly at snow earlier. >> we're we're sitting at mount tam right now. you can see those skies have dried out now and that snow quickly melted off. but it was pretty cool to see it about an hour and a half 2 hours ago. we're still looking at snowfall in a few spots across the bay, notably in the south bay. right now we are seeing snowfall across the santa cruz mountains little higher in elevation than you'll see as you cross highway 17, there was some rain snow mix there earlier this morning, though, multiple inches of it around the lick observatory in mount hamilton, east of san jose. if you're crossing from morgan hill south towards gilroy had some cloud to ground lightning earlier on. still some heavy rain out that direction further north in the bay area. things have calmed down a little bit now, but we saw some torrential rainfall around benicia and martinez within the past hour. a lot of that is moved a little bit further inland. now, still

really rain in good along highway 4 as well as out into the delta and seeing some skin system showers in the tri valley on up through concord and bernie shaw along 6.80, right there. we'll continue to see isolated showers and even pop-up thunderstorms into the afternoon today. 01:00pm right here and you are seeing the chance of thunderstorms right over sf and livermore, for example, we'll see some sun, though. so make sure to just time everything out nicely for you. we will be seeing the return of thunderstorms overnight tonight leading into mid afternoon tomorrow. before we do officially dry out. current temperatures still in the 40's that cold air that swung through this morning really having quite the impact on us with increased sunshine this afternoon. we will see some 50's not getting much warmer than where we're currently sitting. michael. >> thanks, john. well, hopefully that sun starts to come out soon. right? those of you who are heading out this morning, we're seeing a little bit of delays right now. if you're heading from the city over into the east bay right now, some of the eastbound

lanes on the bay bridge are delayed and you can see it's starting to clear up just a tad bit. but it's been like this for at least the last hour or so. essentially there's a vehicle crash involving multiple vehicles and its closing off both the center and the actual left lane of this. so hopefully that gets cleared up soon. but taking an opposite. look at that at the bay bridge. you can see right there, 14 minute commute from those of you are heading in from the east bay from the maze over to the city, not too bad. taking a look at some drive times. i'm going to step out the way livermore to dublin. 13 minutes, 90 minute commute, dublin to fremont. 36 minute commute. san leandro to milpitas. if you're heading down south, it will be just a sunnyvale. an 8 minute commute. a live look at the san mateo bridge. everything does seem to be flowing there earlier. it was extremely wet. so it's nice that you can exactly see the roads at this time. you want to keep your time, very patient. this morning, a live look at the richmond. sandra fell bridge, a total of an 8 minute commute over that. and lastly, that golden gate bridge, you can see 20 minute commute. everything is golden. clear

for the roads, at least. but they're still very wet. james. >> all right, michael, thank you very much. it is 10 32 and that breaking news story this morning. we found out for sure that the a's are, in fact, moving to sacramento. the team along with the folks up in sacramento, put out a press release earlier this morning saying that sutter health park will be the new temporary home for the a's for the next 3 seasons. we heard from oakland mayor sheng thao earlier this morning to put out a press release in which she said that oakland offered a deal. she said that was fair to the a's and was fiscally responsible for the city. we wish the a's the best and it goes on to say the city of oakland will now focus on advancing redevelopment efforts there at the coliseum. we also heard from a zone or john fisher who says that, yes, he understands, quote, we understand the disappointment. this news brings to our fans as the season marks our final one in oakland. throughout this season. he goes on to say we will honor and celebrate our time in oakland will share

camera video of the arrest. we do want to warn you it might be difficult for some to watch. but here it is. >> police body camera capturing the call to brew sprinkles. sanon summer home on the early morning of august. 29th frankel's fiancee at the time now wife called 9-1-1. but when officers arrived, the situation escalated. what this go later learned he was suffering from a grand mal seizure on wednesday, frankel filed a lawsuit against the central marin police authority. his lawyer, david feel he's still struggling with the physical issues and still struggling. >> the emotional issues from yet to shoulder surgeries. so he's recovering from those which occurred over last year.

so the lawsuit alleges excessive force, false arrest and officers conspiring to fabricate charges. one of the responding officers can be heard giving a statement on police body camera video feel right. >> it's all kind happened you right? checked so i try to control like its arm. with tweet. want to that out trying to light. you know, on some kind of started that first have says it address >> a statement from the central marin police authority reads in part, quote, as much as we would like to the authority by law is precluded from commenting upon medical and personnel matters that are deemed confidential and private. however, the authority will vigorously defend itself against this meritless and factually inaccurate litigation. a separate statement to kron 4 from the lawyer representing the officers reads in part, the officers who arrived on scene to help in response to the medical call did an extraordinary job under very

difficult circumstances. mister frankel presented symptoms that mimic someone under the influence. he was irrational, unstable and violent. well, we now know this was the consequence of a seizure. at the time the officers had no such information and acted in accordance with training law and policy. the lawsuit seeks economic damages for medical expenses and punishment sufficient to ensure that the situation does not happen again. this department as saying the similar set of facts before an epileptic >> suffering a seizure years before this occurred of the officers mistook it for something else and beaten, then arrested a person who is suffering an epileptic seizure. >> gayle ong kron. 4 news. >> we could hear the terror in her voice is a woman from vallejo. she says he was the victim of a robbery and she shared with us this dashed cam video didn't record the video

of the attack but certainly recorded the audio. she was waiting at a red light on sonoma boulevard and tennessee street. she says she was listening to music when somebody pulled up next smashed a window tried to take her things. she resisted and the attacker took off. she provided us this video. we reached out to vallejo police to ask more about this in the investigation. we're still waiting to hear back. 10 people have now been confirmed killed following that deadly 7.4 earthquake in taiwan. the strongest one they've seen in 25 years more than 1000 others were hurt with a dozen still missing. now, the city of quality is where the epicenter was. you can see the damage here in the video. workers had to use excavator equipment to try and deconstruct some of these leaning buildings before the day collapsed to the ground. they're still looking hopefully for survivors in the rubble. that powerful earthquake hit at 8 o'clock wednesday morning there in

taiwan. a time when a lot of people are just starting their day. one of them flew to sfo yesterday evening for a business meeting and shared his experience. >> it comes just a great there is begin. and i was at work and working at home. yeah, it's come so great. and there's me and my wife and my in the house that so just with each other. that's everything stopped. >> well, he went on to say that the shaking wasn't as strong where he lives. the epicenter was about 200 miles away from his home. but this is video from closer to the epicenter. and you can see just how violent the shaking was. meantime, here in the bay area, the taiwanese american federation of northern california is raising money to try and help with the relief efforts. there in taiwan. >> i think it will be used to help the survivors and to repair buildings and make sure people are taking care of originally quickly as

area mountaintops elsewhere. that includes mount diablo. it's been consistently snowing up there for a couple of hours. mount hamilton going to see inches of snowfall today. and we even saw a little bit of it along highway 17 earlier between san jose and santa cruz. it was just rain snow mix. they're very, very briefly. sitting in the sierra. it's more than just a little snow up there. we've got another winter weather advisory also solid snowfall lake and mendocino counties to the north of the bay area. this deep plunge of arctic air moving in from the gulf of alaska coming along with a lot of rain for the bay area. and look at this as we make our way through the next few hours here. thunderstorm development in point rays will continue to see a chance of thunderstorms into the early afternoon. 01:00pm here over san francisco out to livermore. so still staying active, even though we tap into a lot of sunshine later today, we are still going to be looking at some showers here and there overnight tonight, more showers, chance of thunderstorms through the evening tomorrow morning. conveniently time to break from the rain during the
