boulevard and tennessee street. she says she resisted. attacker took off. we've reached out to police about the video to find out what they've learned. but so far we have not heard back. meantime, in the east bay frustration is mounting among small business owners in oakland's fruitvale district after several shops in the public market were burglarized. this week conference, dan thorn spoke with local business owners. >> at least for small businesses in oakland's fruitvale public market hit by burglars this week. oakland police say 2 unknown intruders ransacked offices and stole cash and computers from a bakery jewelry store, ice cream shop and electronics repair service. it's super frustrating to see these these folks. you know. >> working every day. the frustration they have. >> and to have something like this happen, it's really disheartening. >> business owner dominic prado says his restaurant tacos, el al ballet was spared. but the public market

is a tight-knit community and crimes like these are a shared pain. they deserve better. we deserve better. >> many of these business owners have been there for over. 25 years. the nonprofit unity council owns the public market. >> they say despite investing more than a million dollars in security, it has not been enough. we're asking for local regional and federal support so that we can be whole again. prado argues the unity council could also be doing more to help the public markets. merchants. he says the organization has failed to make good on improving safety. we've asked what cameras us for a number of things. last year we were faced with job. >> there was a lot of shootings in the area. >> both sides have clashed over the response to crime at the market. >> but they also agree that outside help is needed to protect these businesses, the support they get also help preserve the neighborhoods. culture i can. the prime will always be here. i think we're we're never going to be out out. red from crying. but i

leaders and the governor announcing an agreement to shrink the state's budget deficit by more than 17 billion dollars. our capitol correspondent eytan wallace has the story. >> well, the senate president pro tem makes clear some of the decisions to shrink. the deficit are tough decisions, but he maintains it's the responsible thing to do. californians deserve a balance, on-time budget. and here's my promise. we're going to deliver that to them here in the coming week, senate president pro tempore mike mcguire making that promise to the people of california during an exclusive one-on-one interview with us. it comes as the state faces a projected budget deficit that could range anywhere from 38 to 73 billion dollars. >> we have a budget deficit just as we always do at home. we need to be able to get our budget in line with our finances. he says legislative leaders are doing exactly that just hours before this interview, mcguire governor gavin newsom and assembly speaker robert remus announced an early budget action agreement to shrink the

deficit by 17.3 billion dollars. just how they plan to do it. their proposal calls for 5.2 billion in borrowing. another 5.2 billion in funding delays and 3.6 billion in actual cuts including a 300 plus million dollar cut to some climate programs. a 500 million dollar cut to a program responsible for building school facilities. and a 700 plus million dollar cut to reduce administrative costs across state agencies. this urgent action is going to make the job of closing the remainder of the deficit, less daunting. tough but less daunting as we move into the june deadline. it's sort of like if you were looking at your household budget and you pay down some of your debt or, you know, paid off and alone early, that reduces your future obligations to pay that loan back. >> that's exactly what the state is trying to do. governor gavin newsom expressing optimism about the plan, calling it a balanced approach that meets the needs

of californians and maintains a strong fiscal foundation for the state's future. but republicans say they believe it does not go far enough with cuts. >> they also are disappointed they were not included in any budget negotiations. that's frustrating to me. and i think it's unfortunate for the process and republican caucus represents 8 million californians. >> who are left out of the saw behind the scenes discussions to come up with solutions just scenes on democratic today. >> and the legislature is scheduled to vote on the early budget action deal next week. but important to know this is just step one. lawmakers will once again have to meet and vote on the full budget for next fiscal year. no later than june. 15th reporting at the state capitol, a tonn wallets kron. 4 news. >> april is celebrated as autism acceptance month. and tonight, kron four's putting the spotlight on one bay area program that's helping adults have successful careers. here's a look at the college of adaptive arts.

>> time now for 4 zone forecast with a live picture. the transamerica building in the gray sky. great. it was really raining this morning. and then of course, they'll elsewhere. lawrence is here break it all down. yeah, the snow on the mountain tops too. and it continues outside tonight. we've got more showers popping up around the bay area. the commute kind of a rough one this morning this afternoon. still, you've got some more rain showing up outside a lens looking out toward our mount tam cam. the showers continuing. there are even reports some snow on top of mount tam as well. but yeah, boy, the temperatures. they took a big hit yesterday and another one today, some places much as 19 degrees cooler. so over the last couple of days, we'll cool as much as 20 to 25 degrees from the beginning of this week. simply amazing today. yeah, a high of only 54 degrees,

almost 10 degrees below the average in san francisco. 55 in oakland, only 57 10 degrees below normal in san jose. 55 12 degrees below normal in livermore. and how about that? some 14 degrees below average in cocker to 55 and 54 degrees in santa rosa. so cold temperatures abound. lightning strikes. there's one that just happened right now in toward the tri valley area. and that's what we've got a very active weather pattern right now. low pressure spinning along the coastline. you see some of that snow over mount hamilton continuing into the east bay and more on the way overnight tonight and tomorrow, too. so i think really we're going to see an active pattern tonight. i think things start to calm down a little bit, but still a chance scattered showers as we head toward tomorrow as well. overnight lows tonight. boy, it's going to be chilly with the clouds out there and some scattered showers. temperatures dropping down to 34 it looked more. 35 degrees in saint rose and about 36 in the napa valley. tomorrow. heating up just a little bit 50's across most of the bay area. next couple days, we'll dry things out as we head in towards saturday. slight

chance showers on sunday. much warmer sunshine returns as we head toward next week. >> and now kron 4 sports. >> for such a long time, it seemed like the a's and their fans might be in limbo for ever. but now we know their path will definitely include a little detour for the next 3 seasons before it gets to las vegas. major league baseball is heading to sacramento team owner john fisher announced the move today at a press conference held at sutter health park. the whole of the minor league sacramento river cats. fisher partnered up with sacramento kings owner vivek or any rent renee d they skews me to get this deal done. so for at least 3 seasons, the a's will be playing in the 10,000 seat stadium with an option for a 4th year if needed. another is speculation. but if the a's draw a well in sacramento over the next several years, the league could consider the city has a future site for an expansion team. >> well, i think the next 3 years are going to be a great

and one sports exact is doing her part to make sure fans have easy access, not just women's sports, but 2 any event they want to watch on any device. i spoke with libya, murphy stephens, founder of the watch sports staff which makes the streaming process easy for fans. and she said when it comes to the women's game, it's been a real labor of love. >> and when i first started working for abc sports, less than one percent of all sports programming on television was dedicated to women's sports today with the proliferation of streaming and college sports networks. it's now around 15%. and over the years we've seen the result, there's, you know, a depth of talent across. all women's sports. i mean, who didn't watch, you know, caitlin the other night, right is huge ratings. and there's so much women sports content out there in so. >> i love it.

lose access to the carpool lane. in 2005 federal government passed a law. >> which allowed solo drivers and energy efficient cars to use the carpool lanes. but that law is set to expire in september of next year. if the program isn't renewed at both the state and federal level, the clean air decal program well, the trucking industry is fighting back against strict new federal emissions standards for heavy-duty vehicles. >> the epa says the new rules will help address the worsening climate crisis. but truckers warned that the rules will cost them and consumers serious money. our washington correspondent hannah brandt breaks down the controversy. >> the epa is cracking down on emissions from heavy-duty vehicles, including highway big rigs a big deal. it's a really big leland, but the environmental defense fund expects the new rules to have a huge impact. these new standards will prevent a good 1 billion tons of climate pollution from getting into

our air and our atmosphere. but the companies that own the big trucks are not happy. it's going to be a travesty if it goes forward. chris spear is with the american trucking association. the timelines of targets in this rule are simply unachievable. the epa insists the new rules do give the industry time to adjust. they start taking effect in 2027 and ramp up to 2032. things rational dose of kaufman with the epa says transitioning will eventually save the industry. billions is no technology small make these trucks cheaper to operate. but speer argues most companies can't afford the transition and he warns it will disrupt supply chains and increased prices. we're talking about real people putting food on the table. >> they're going to be paying 10 times more for it and they're going to get half the choices. he agrees. there's a need to confront the climate crisis. let's take care of the economy and the environment at the same time. and he's pushing for a slower more phased in timeline. work with our industry will get there. this is not a question of if it's about when, but supporters of the change

insist it would be a mistake to slow down standards that benefit public health and the economy. we want to see that happen sooner. not later in washington. i'm hannah brandt. >> city of pittsburgh is taking action to try to stop illegal dumping in the city. the city council approved a fine increased to $1000. the city will also use its license plate readers to track down violators. city officials say they spent $100,000 a year clean up illegally dumped debris, including mattresses, couches, sofas. the new measure goes into effect on april 18th. >> say cheese. we're getting a close-up shot of the world's largest camera created right here.
