>> now at noon, it's that time of the year baseball returns to the city by the bay. we're live at oracle park as the giants host the san diego padres in their home opener. plus, with the a's headed to sacramento coliseum workers now wondering what they'll do once the team leaves the town. and a survivor of the half moon bay mass shooting heading to court, who they're suing and what they say happened. >> from the bay station. you're watching kron. and news. >> thanks so much for joining us here on kron. 4 news at noon. i'm stephanie lin. today is the home opener for the giants. fans pouring into oracle park as the giants gear up to play their first home game of the season against their division rivals. the san diego padres. but for darren wilson is live for us now at oracle. and erin, how's the energy out there? >> well, 7 now tell you this. when you say fans pouring into

oracle park, that is exactly what's happening and they're pouring all up and down the embarcadero. everyone is exciting excited, rather for opening day in the bay and they have every right to be there when it comes to the giant because we've got to talk some baseball want to talk about matchups. they are welcoming the san diego padres to oracle park today, which is actually the former team of their new manager, bob melvin. now that being said, the giants. been playing that well here lately. they've actually had a four-game skid here recently against the la dodgers. they didn't actually plag well against the san diego padres. only winning one and that 3 game series actually down in san diego. so they get to some home cooking here. they get to be in front of a home crowd is excited to be here. giants jerseys everywhere. and then they get to, you know, see what that new blood looks like because obviously, john, who lead their biggest move in the offseason makes his home debut today in front of a home crowd. and everybody expected to something great out of john cooley here for the giants. he

hit his first home run of the season just 4 days ago, actually against the san diego padres. they're hoping to see that and more jean hurley tonight. jordan hicks is actually getting the start on the mound for the giants after playing pretty well against san diego padres in their last matchup. he actually i believe it was 4 shutout innings out in that one in 5, actually 5 shutout innings in that one. so to get the chance to show what he can do as a starter today for the giants here at home. meanwhile, dylan is getting the start on the mound against the giants today for the san diego padres. 2 is excited to see as well play - today. bennett well against him when they saw him in san diego. so we'll see a pretty good game. i think out of the giant today. but as you spoke about the fans, the energy is definitely not lacking here today at oracle park, the sun is shining. the wind is blowing some, but it's not that cold here in the bay is actually not making me too miserable with the call. they're coming off of his deputy is an exciting day to be here. of course, opening day is always exciting when to do it in the bay is just a

little bit more and excitement to this one. all right. love to hear and love to see it. thank you so much, erica. appreciate your >> wright says so. let's talk a bit about our forecast now as we take a look outside at the city of san francisco. you know, kyler we heard aaron talking about some really gorgeous conditions out where she was at the ballpark. what are you keeping an eye on? yes, so it definitely still well below average day today. no doubt about it. it is chilly, but the sunshine is helping us to warm up a little bit. and so that will make things feel a little better at one. 35 when they threw out that first pitch looking out for about 51 degrees, partly cloudy skies and probably get up to about 55 today in san francisco. now, there is the very slight chance that we have a shower or to work its way around the bay and will likely happen during the heat of the day when that convection can kind of ebb a little boost of the atmosphere knees because we have a very cold air mass still in place. you can see just how unsettled it is. as i zoom out here, you can see it is still dragging some moisture in the low pressure system has moved a little to the south of us, though. so the bulk of this

going to the south of us thrown up now towards the sierra. still,awhile we're starting to calm down a bit, having said that, we get into the afternoon once we get that heat of the day, we could see a little stellar to pop up. so just something to keep an eye out for today. but for the most part, we are getting that mix of sun and clouds. temperatures are very chilly this morning, but they rebounded a bit. although you can see livermore here still in the 40's at 48 degrees in san francisco right now sitting at about 50 degrees. we will be below average. as i mentioned, we'll be a little breezy this afternoon as well. expecting that winds pick up a bit right now at half moon bay. it's about 23 miles per hour. san francisco about 16. so here are the highs today. one more day of this and then we're going to see these temperatures start to lift up. but as you can see, we don't have anyone. well, one person getting up to 60 degrees likely in santa rosa today. but other than that, we're all 50's across the bay area. so let's talk about what happens next, which is to say that we have believe it or not. a frost advisory tonight and we've also got a warm-up on the way after that. i'll have details coming up. all right.

thanks so much. the a's are in detroit today taking on the tigers. but here at home, we continue to follow the latest on the fallout from the organization's recent announcement management saying the year rather this year marks the final season. the team plays in oakland. the a's are headed to sacramento after more than 50 years in the town. now, the big question is what's going to happen to the oakland coliseum? alameda county leaders say the focus is to bring in as many events as possible, which could include seeing the oakland roots playing at the coliseum. the oakland ballers are also hoping for the chance to play there. councilmember rebecca kaplan shared a list of possibilities on social media, including affordable housing concerts and conventions at the coliseum. and this will also be the final season for hundreds of people who work at the coliseum. the team is just 74 home games in oakland before heading to sacramento kron four's. dan thorn reports. vendors say this move is heartbreaking. >> it today

>> cold for oakland, native kendrick thompson, selling beers at the oakland coliseum has been the holy grail. i grew up. >> watch my father man. and it's like a dream job for me. not only i want a good football player in basketball player. but, you know, this is something down a whole bunch of friends, lifelong friends. hawker is did. the dream come true some i change the world. thompson says he learned through acts. the a's are moving to sacramento next year. >> his first stop was of all his fellow workers who now know for sure that it's over in oakland isn't much. it makes emotion. you want to yell strain. you know, you want to figure next move as soon as possible and hundreds of other people are now facing that reality overall. i think it's a travesty for the city of oakland. >> in that they will no longer be a big league john arnulfo is a former turned business agent with teamsters local 8,

5, 3, >> arnulfo represents around 50 to 60 people who work as novelty or in seed vendors at the coliseum. but this departure from oakland affects so many more. he says some of his members will likely follow the a's to sacramento. some of the guys already worked there at river games. >> and i suspect more. go up there during the suppose it 3 years of the a's are supposed to be thompson says he's not planning on going because outside of oakland in the bay area. >> it's just not the same feeling. it's kind of disheartening. could you know, i'm a i love this city. i love this job. >> and do it for free. it is heartbreaking. you know. >> and that was kron four's. dan thorn reporting for us as you just saw in that story, thompson was wearing a cell shirt, which vendors are obviously banned from wearing inside of the coliseum. but thompson says he is holding out hope that his team will not leave oakland. for local

election headquarters. san francisco board of supervisors president aaron peskin has filed the paperwork to officially enter the running for mayor. right now. supervisor peskin serves as the president of the board of supervisors representing district 3, which includes fisherman's wharf, north beach chinatown, and the financial district. he's considered a seasoned politician with decades of experience having served on the board on and off since the early 2, thousands peskin enters the race along with incumbent mayor london breed supervisor ahsha safai fi nonprofit executive daniel lurie and former san francisco interim mayor and supervisor mark farrell. and after weeks of counting ballots in the race to succeed palo alto congresswoman anna eshoo, it's a tie between assemblyman evan low and santa clara county supervisor. joe, some indian. both candidates now move on from the primary and join former san jose mayor sam liccardo on the november ballot. both expressed surprise at the outcome thank

their supporters. neither seemed interested in a recount. instead, they focused on november and the issues they want to tackle. >> there are a host of issues out there that are calling out for someone to be effective in congress. we've got a high cost of living. we've got climate change to tackle. we've got a woman's right to choose all these are issues the cry out for effective legislators among the candidates who are going to be a runoff. i've got the ability to say. i've been there. i've done that have had the success and i can take that same set of skills to washington to deliver for people in our district. >> what sets me apart is that record of service that when it comes to the most pressing issues that time i champion in co author legislation to enshrine reproductive freedom protections in our state constitution. i've been legislative beer from the california police chiefs association. record amounts legislative proposals continue that washington, d.c., will continue to book partnerships over partisanship and also answering the call for

service. >> the car goes t mean time sent out a short statement saying, quote, we welcome the opportunity to continue to talk to voters about the issues facing our communities, including the high cost of living utility rates and housing and sam's long record of fighting on behalf of residents. now to developing news, 2 lawsuits have been filed against the owners of the half moon bay mushroom farms where 7 people were killed and one person was hurt. 24 year-old pedro paris was shot 5 times but survived the mass shooting from january 2023, his older brother jose did pedro and jose's family filed the suit against california terra gardens and its owners accusing them of failing to take reasonable steps to protect their tenants from violent acts. the lawsuit alleges the accused shooter should leads ow had a documented history of violence and the form did little to ensure workers safety outside court. pedro perez said he's still in disbelief over what happened.

>> developing news now, pacifica police released body camera video from the deadly shooting that happened last week. officers fatally shot a woman who they say had just shot and injured her own son. kron 4. sarah stinson has more. >> the daughter says her mom has never been violent before. she says the night prior to the shooting, they were celebrating her brother's birthday. she says that's when they learned their mom had bought a gun. they tried to convince her to return it. she says they're still in shock, but she's glad her brother's, ok, gunshots, gunshots. >> newly released body camera video shows the moment leading up to a deadly police shooting in pacifica. it was before 8 in the morning on march 27th when a 23 year-old man called 9-1-1 after locking himself in the bathroom of his apartment. he says he got shot by his mother. police identified her

thursday as 50 year-old michelle raise shot. want right woman? >> early 15 point a moment. >> police say a raise was just pulling out of the apartment complex on francisco boulevard. 2 officers tried to stop her one on each side of the driveway police lowdown. the video to show a raise pointing a gun at both of them before officers shot at her. after this car came to a stop. officers say they removed the gun from a raise his hand and checked on suspects down. >> ambulance arrived for both the sun and mom, but a raise died at the scene. >> the son was taken to the hospital after being shot in his left arm and right wrist in a race car. police say they found a loaded handgun and 4 boxes of ammunition in the apartment. they found the family dog shot and killed the san mateo county district attorney's office is in the middle of an independent investigation to see if the

shooting was in compliance. pacifica. police are also doing an internal investigation to see if officers followed policies and procedures while speaking with a race daughter off camera, she told me she believes her mom was going through a mental episode that morning and wishes she never had bought that gun. >> the da says it will take 8 to 9 weeks to complete its investigation. the 2 officers involved are on administrative leave. i'm sara stinson reporting in pacifica. back to you. >> people. >> pro-palestinian protesters blocked the entrance of the lockheed martin research facility in sunnyvale thursday morning. the group calling for a cease-fire in gaza said the facility is supplying israel with jets and missiles. about 250 people participated in the rally that lasted for about 5 hours. at one point, driver sped towards them. got out of the car and threatened them with a knife.

>> present. >> very tense moments there. the video shows the man getting back into his truck with protesters saying that he could park and walk inside the building to get the laptop that he says that he needed to work from home. no one was arrested during this demonstration. in national news. president joe biden is in baltimore today to visit the site of the deadly francis scott key bridge collapse. 6 people were killed during the collapse on march. 26th. the president is taking an aerial

tour of the wreckage and delivering remarks to residents. he is also getting updates on response efforts. joining the president today, a transportation secretary, pete buttigieg and maryland governor wes moore. later today, biden will meet with the families of the victims who died during that collapse. job growth surged in march with 303,000 positions added around the u.s. the u.s. labor department releasing the latest figures just this morning. the number is well above analyst expectations of 200,000 jobs. the healthcare industry led the job increases followed by government, leisure and hospitality and construction. the unemployment rate ticked down a 10th of a point to 3.8%. >> i don't know if this is an earthquake. use that down. don't think it but i think. >> and it was indeed an earthquake. residents in new york and across the tri-state region rattled this morning by

a 4.8 magnitude quake. it struck around 10, 30 eastern time. the epicenter about 50 miles west of new york city, a resident there posting a video to social media saying the quake caused cracks in his street. as you can see there, no reports of any major damages or injuries. seismologists say earthquakes on the east coast can be felt at a greater distance in comparison to those on the west coast because rocks in the region are often older, harder and more dense. quite a wake-up call. yeah, absolutely different kind of alarm clock. yeah, it is. a lot of people know him from the east coast of my phone was blowing out this morning. a lot of people impacted. i think a lot expletives were mentioned >> and then of course, being is because people to get on with it. but this was the most significant quake that they've had in new jersey since 18, 84 when they had a quake that actually moved some houses off their foundations. so it's not out of the question that they have quakes on the east coast. it is certainly unusual and a lot of people may be the first time that's been felt in their entire my favorite

earthquakes, the one that you don't feel. that's that's my policy. bring it back to the bay here. we've got a mix of sun and clouds out there today. we had some very cool temps to start the day. we're going to stay cool today. we do have that slight shower chances get to the afternoon and even the possibility of an errant thunderstorm cell. tonight's going to be a very cold night. we've got a frost advisory out there to talk about. and then we are going to experiencing what i like to call weather whiplash, which means we're going to have a warm-up in extreme warm up really compared to how below average we've been. but let's take you through the day today. the heat of the day has the capability to start a little bit of convection today. as you can see as we get to about 3 o'clock about the heat of the day. that's we start to see a few of these cells popping up the models kind of showing you that this could happen. i wouldn't get too locked in and exactly where it saying it would happen or it could be anywhere really around the bay area. this about 07:30pm, tonight. and then we start to clear out saturday is looking pretty good in the overnight hours saturday to sunday, you see a very weak front for couple showers our way happens again sunday afternoon. now this isn't going to be anything

really to write home about all together. we're talking about, you know, couple 107 inch of rain. so just a heads up that we're going to be in this transition this weekend to go from this very unsettled pattern to a warming pattern that we get into next week. but you can see just how unsettled it is right now. right now, low pressure has been in charge, but high pressure will start to build in by the time we get into the weekend. and by monday, it really takes hold. and then it pushes right in even further as we work into tuesday and wednesday. so that's why we're going to see such an extreme change in our temperatures from well below average today. take a look at this, everybody. by the time we get to midweek next week, we're talking about 70's, even potentially 80 degrees inland. so a big change on the way. all right. thank you. still ahead, 3 months after a door panel blew off an alaska flight. boeing is compensating airlines. >> and gas prices are climbing in the bay area. we take a look at what's driving up the cost. for your money. oil

prices climbed to their highest level in months this week with crude oil surpassing $90 a barrel for the first time since october. growing demand drone attacks in russia and turmoil in the middle east creating a perfect storm for prices to spike of more than 18% so far this year. aaa says the average for a gallon of regular gas is 3.58. as we approach the summer driving season, the average in california is 5 27 but in the bay area, gas is more expensive than that. the highest price is in murray county at 5.53. in the east bay drivers in contra costa paying 5.36. well, those in alameda county are paying 5.41. santa clara county gas

is 5.37. on the peninsula. the price jumps to 5.51. you'll pay 5.50, in san francisco. prices for coffee and chocolate are at record high levels and are set to keep climbing this year. cocoa prices have already more than doubled since january. that's because west africa, which produces 70% of the world's cocoa crops. i've stream weather lately. various parts of the world that produce coffee. also some bad weather conditions, meaning you'll be paying more at the store for these 2 and boeing pays alaska airlines 160 million dollars for losses to compensate for a panel blowing out mid-flight back in january. the payout covering alaska's pre tax losses related to that incident. that includes revenue and the cost of returning. it smacks 9 fleet to service after the planes were grounded for 3 weeks. the airline says it expects additional compensations, though, the terms of that are currently confidential. pilots in this incident were able to

>> welcome back. the city of san jose just launched a pilot program using artificial

intelligence to detect homeless encampments. city officials say the technology will be used to better provide essential services for those in need. while homeless advocates worry that this will be used to push homeless residents out. well, joining us live now to talk about this and other headlines coming out of city is san jose mayor matt mahan. good afternoon to you. >> good afternoon, stephanie. thanks for having me. >> of first off, you said before that homelessness is big issue. your office is tackling. you've just launched this new initiative to use ai to address the problem. can you walk through how this technology would work? well, sure, and i learned is back up to set a little bit of context. what we're doing is piloting the use of cameras. >> to supplement our 3, 1, 1, service. this is the service that residents use when they want to report non-emergency issues. typically potholes, graffiti street lights that are out and we're using cameras to try to better anticipated identify where those challenges are occurring so that we can deliver

services faster. we have one car. we've got outfitted with a half dozen cameras were just beginning to test this one of the things we found we actually didn't set out initially to do this. we're really focused potholes and graffiti to start is that these cameras are pretty effective at identifying where people are living in vehicles. this is on road only. we're actually not focused on tent encampments with this pilot. but on on roads were able to figure out what people are living in their car. rv, especially rv's. and this is actually a valuable. now we've been laying the groundwork for data privacy and the ethical use of ai for years and san jose. so automatically take out license plate numbers. people we don't do face facial recognition but being able to know that there's likely some living in a vehicle allows us to be more efficient in doing outreach, providing services. we continue to stand with a state law and say the homeless. this is not a crime.

we want to get people services. we want to get them indoors. we also have an obligation to keep wastewater from going into our storm water system. and we're seeing a lot of bio ways throne down into the gutters from people living in vehicles. we've got to get out there and give them information and services and ideally give people indoors. and this is one tool for doing that. >> got it. thank you for the clarification around that. and mayor, could you clarify also you mention that there are plans to utilize this technology to address other issues in the city like graffiti and potholes. can you walk us through how that would work? >> yes, so we you know, i believe that using ai technology, we can improve service delivery and make government more responsive, moreoefficient with our tax dollars. and and potholes are a great example of this. we have city vehicles that go over every mile of every city road, every single week. and if we outfit them with basic camera technology, we can

identify potholes when they're just emerging before you even notice that when you drive over them and proactively send a crew out to go patch up the road. and so that saves residents time that reduces wear and tear on vehicles and helps us be more proactive and catch problems earlier before they have a cost for our residents. so that to me is the sort of canonical use case here. but we also want to be more proactive in addressing streetlights that are out for feeding illegal dumping, providing services to homeless residents. there are many potential uses when you think about the fact that we can put pretty inexpensive cameras on city vehicles that travel all over the city every single and you say that this technology is equipped on one city vehicle at that for the time being other plans to roll, expand the fleet. well, it's still early. so, yes, the pilot is one vehicle. it's been operating down in south san jose with some cameras. i think it's only had 3 or 4 tests drives at this point. so we will get early here. but

the early results are promising that the technology is able to identify some of those common challenges. potholes, graffiti and of it. so the goal would be to slowly expand and and eventually i hope we're able use this technology to be really proactive about delivering basic services to our residents. but we have to do that very thoughtfully. and they're still a lot of learning to go. i well, you mentioned the term you expended one of your interim housing sites this week. tell us about the significance of this move. >> we did. yeah. thanks for asking congressman jimmy panetta help secure a 1 million dollar investment for one of our quick build modular communities. these are housing communities using prefabricated modular units that come off an assembly line. they are faster to build cost-effective. it cost about one 10th of what it cost to build permanent affordable

housing. and they've been a very effective tool in addressing unsheltered homelessness. we have a waiting list of people in tent encampments who want one of these units. they do a fantastic job of getting people stabilized and connected to the support of services that help people turn their lives around job training, drug getting reconnected with family. and so thanks to congressman panetta support from my colleagues on the city council. we are expanding the site. we will be adding 134 additional modular units at this particular quick build site over the next year. that's another 134 people immediately out of tent encampments and indoors. and what we're finding is these units on average served 2 people per year. their interim stop on the way to something more permanent. got it. and while we're on the topic of housing, your city just adopted a policy to preserve. >> housing for people at risk of being displaced from the city. why is this so important to you?

>> yes, well, this is to me, just common sense policy. we've asked people to tax themselves to building affordable housing that we so desperately need to keep working. families here in san jose keep kids and their schools and when we asked the community to tax itself to build affordable housing, we asked people to accept new housing development in their neighborhoods. it's only right that members of the community who live there benefit from it. and so what we're doing is setting aside a portion of the units in new affordable housing developments for people who have put their hand up poor on a waiting list and say i live in this neighborhood. i'm low income and i need a more affordable apartment. so thai's what we're calling our local preference taught for all of the units. but we can tax ourselves to building affordable housing for those who need it from everywhere in california, we've got to help the folks in san jose. first 2 are paying the extra taxes to build this affordable housing. >> all right. and switching

topics real quick another big headline and it issue for you you're you're having your first town hall next week. can you give us a preview of what you're proposing? >> yes, absolutely. so this year we face a a the deficit and we're not alone in this. our our budget deficit is about 50 million dollars. it's less than most other big cities and counties and the state itself, of course, as a as a very large deficit. that's where we are in the economic cycle. we also have this added challenge of needing to comply with the clean water, which means moving over 1000 people away from our waterways, out of tent encampments and into basic shelter. so we face some difficult tradeoffs. argument to the community and i want to hear folks back is we have to stay focused on the basics. we've got to focus on building basic, dignified shelter for people who are homeless. we have to staff up our police and fire response because we're the only level of government that's providing

that immediate emergency response. we've got to be a place that maintains infrastructure where people can invest in jobs and housing. if we get those things right, we're going weather this economic downturn and come out stronger on the other >> you mentioned that heard of the term we know you've expressed some concerns last year about a contract for unionized city workers and that affecting city services down the line. is this still an area of concern for you? >> well, have a great workforce in san jose. i'm proud of our city employees. they do tremendous work and they deserve and they got a very significant raise. my concern was with the amount given what i saw coming, which has come to pass, which is a downturn in revenue or a slowdown in revenue leading to a budget deficit. i didn't think that it was prudent of us last year to give raises that were as large as they were given the economic conditions and here we are.

place and we're going to get one more very chilly night. you can see not just for us, but central california as well under this frost advisory and to the north of our viewing area. we actually have a freeze watch. so the frost advisory from 01:00am until 09:00am in the overnight hours friday into saturday where we could see some of these valleys get down into that close to freezing mark. so obviously it's a little late to be seeing this this time of year. but nonetheless, just be ready for these are the lows looking out for us. i think north bay inland valleys are likely going to see the lowest numbers, a spot like santa rosa looking out for about 34 degrees nap again. looking out to be about 36. but having said that, the inner east bay as well getting down into ect your, of course, people plants and pets tonight because we've got one more night of it. just kind of put a finer point on it. santa rosa tonight, once we get into tomorrow night, those numbers go up and we're going to get out of you know, threat of there being any frost. so meanwhile, speaking of cold temperatures, diamond peak showing some snow showers that are falling up there right now. we've got a little bit of snow in the overnight hours there about 15 inches up

on saturday. april 13th and goes until the cannabis holiday for 20 admission is free. but you do need a ticket. let's talk about our forecast now as we take a live look outside at the golden gate bridge. lots of cars out there. let's check in now with cuyler for more. hi there. i wanted talk about this eclipse forecast really quickly for monday. so if it were today. >> and the path of totality being where it's going to be, i feel really great about texas. i wouldn't feel so great about the northeast, right, because we've got a storm system. but let's look to the future. take you through the weekend and into monday. notice this system right here. it's going to start drying clouds in from the gulf and that's going to start to press towards the northeast. that's going to change things. so now we look at this. the areas in red are where you expect clouds to be on monday when the eclipse happens. now, i don't feel so great about taxes right? and i do feel a little bit better about the northern reaches of new england. now, having said all of that here in california, we are obviously not in this path of totality. having said that, we are going

to see about a 30% of an eclipse. so we will notice something when we get into monday unless we have total cloud cover here, which i don't think we will. i think we're going to looking pretty good. so this lee monday, it's going to be at 10:00:06am, peak about 11:12am, and ends by about 12:22pm. if you want to check it out, totality viewing, obviously not possible in california. all right. so today we definitely have some those clouds out there. we're getting into the heat of the day and what's happening is that's helping to kick off a little convection. so we're starting to get some showers over in and around livermore. you can see right? we're 5.80, heads over to tracy. also up near fairfield, heading south of there. and you can see just a tiny little bit up in the north bay. so these are those few chances of showers popping up that we're talking about. that could happen once the heat of the day kind of gives the impetus for that. temperatures are very cool. we have a very cool air mass, very unsettled air mass still in place. you can see in livermore right now. it's only 48 degrees, but all of this is set to change. we get into next week and we're going to have a really wild
