morning news. police are searching for the driver who ran away from a rollover crash that killed 9 year-old passenger. we'll tell you where multiple sideshows played over the weekend, including one that shut down a portion of the bay bridge. and in a few hours, people in parts of the u.s. will see a total solar eclipse. we're live with what you can expect to see here. >> from the area's local news station. you're watching the kron. 4 morning news >> good morning. thank you for joining us here at 08:00am i'm james fletcher and i'm reyna harvey in for darya folsom today. we're talking about the solar eclipse. lot of people across the bay area already making plans may take early lunch break and we'll get out live to will trend here in a minute. in the meantime, couldn't ask for better sky condition. yeah.

>> you really couldn't. it is crystal clear out there this morning. i know a lot of people across the bay area. we're like alright or what's the weather going to offer up as a going to be foggy cloudy? because we've seen a few of those days so far this year. but this is what we've got. nothing but sunshine from the golden gate. our coastal areas all the way to our inland areas, too. so regardless of what time you're getting out there, but most in particular, right around 11:00am in just after is when we're going to see peak eclipse and just as much sunshine as we get the rest of the day, nothing but that sun all day long. temperatures are chilly this morning and will stay cool through the morning. so make sure that you are bundled up, especially for going to be spending more than just a few minutes out there. 40's and 50's for most of our current numbers later on today at 11:13am, precisely as we'll see our maximum coverage. that's 35%. this is not the whole side that's going to be scared. we're not in the path of totality. so do not be looking up at it unless you have the proper eclipse

viewing gear. will see clips officially ending at 12:15pm. the rest of the day is nothing but sunshine for us and other. that's and daytime highs will rise into the 60's to low 70's. back to you. all right, on the valley's going to look at your morning commute bay bridge right now. >> about 14 minutes traveling into the city this morning. no major delays or issues there. san mateo bridge just short of 18 minutes. 82 want to one richmond center fell bridge 11 minutes and the golden gate bridge. 37 of the tolls. 24 minutes. >> all right. let's get back to the big, exciting story today. the 2024 total solar eclipse, which is set to take place in just a few hours. time right now. that is already building. so the exploratorium in san francisco, they're hosting a viewing party later on this morning. they are crawford's will trend is out there live right now along the embarcadero in san francisco with a preview. they will. it will. >> it's going to happen in 2 hours from now because the eclipse will begin at 10. 0, 6, but they'll let people in a little bit earlier than that. unfortunately, it is not a

free viewing party, but it's worth every penny because this doesn't happen often. last time we had an eclipse, it was 7 years ago. and if you miss this the next time we'll have a similar eclipse. we'll be 20 years from now. so you might want make a little bit time in your schedule to come down to the exploratorium. let's get a live look at what's going on. yes, we're a little bit more than 2 hours away, but i want to show you what's going on in mexico because we know in this hemisphere it's going to pass through mexico. and this is viewing party that is set to begin and muzzle on mexico and from there, it will move towards united states and pass through texas and in some parts of the world, guys, they will have a total eclipse where day will turn into night and it's going to be so total that the temperatures should drop during that period. as far as what's going on in the western hemisphere, it would be a partial eclipse. but you will see enough of it, but

don't see it with your own 2 eyes. never look up. go to places like the exploratorium and no live stream it for you and get this. they will have scientists available to answer all of your questions. >> of course, we know what happens during eclipse is basically a moon dance where the moon goes right between us and the sun blocking it. it gives astronauts excuse me, scientists a chance to look at the sun safely to see what's going on there. that face of the sun. and it also is obviously something that is so phenomenal that has mesmerized human being spent the beginning of time. we will be inside once it starts at 10 o'clock and we'll do another live shot for you. coming up at 10, 30 in the morning to show you the crowds this is supposed to last at least peak of it until 11. 22. and then, of course, the moon will continue moving and moving. >> and finally and around 12,

bridge resulted in 2 people getting arrested crop or sara stinson walks us through everything that happened. >> a spree of sideshows across the bay area cause widespread disruption and chaos. the first began at 11 saturday night in menlo park. police say more than 100 cars blocked the intersection of willow road and new bridge street. they say around 200 people gathered there to watch cars to doughnuts. it escalated when police responded. people begin kicking and jumping on the hood of an officer's patrol car has more officers responded. the crowd left the area. no one was injured and no arrests were made. another sideshow could be seen around 30 minutes later by stanford in palo alto. dozens of people watched as cars took over the intersection of coyote hill and page mill roads. police have not confirmed if any arrests were made. illegal sideshow. activity also happened in mountain view just

after midnight sunday on middlefield road and bernardo avenue. >> police responded quickly which broke up the sideshow. police say 20 year-old woman from pittsburgh hurt her ankle after she was struck by a car. no arrests reported. police in oakland responded to 2 sideshows. the first happened just after 2 in the morning. there was one sideshow on international boulevard people set off fireworks as well. officers then responded to another around to 45 in the morning on park boulevard. police say when they arrived, everyone took off. no arrests were made. the last reported sideshow in the bay area involved more than 100 cars blocking the westbound lanes of the bay bridge. chp says this was just before treasure island around 3 in the morning. all westbound traffic came to a halt as people ignited fireworks and watch cars do donuts. a chp officers arrived. the crowd got into cars and drove off.

>> chp says they detained 4 people, 2 of which were arrested and their cars towed. the 2 others are minors. they were cited. i'm sara stinson reporting kron. 4 news. >> well, in the east bay, a rollover crash killed a 9 year-old girl and said for other people to the hospital. this all happened around 5.15, yesterday morning near concord. chp says the driver of the mazda cx 9 was speeding when the one off the road near northbound 6.80, and highway to 42. investigators say 6 passengers were inside when the suv flipped several times. some of those passengers or even injected from the car. that's a 9 year-old girl died at the scene. and 4 women had to be taken to the hospital. police say the driver ran away from the crash not been found. well in the south bay and santa clara county district attorney jeff rosen would like to eliminate the county's death row. he's now looking instead to re sentence, the 15 men that are on death row to life in prison without the possibility of parole rose and

called a, quote, antiquated racially biased error prone system. he says it also cost the state millions of public dollars. 650 people currently sit on death row in california. the highest amount in the country. 2019 governor gavin newsom placed a moratorium on evictions. the state is now working to move inmates out of san quentin's death row and into other facilities. >> on the peninsula, we have 2 lawsuits now that were filed against the owners of the half. moon bay mushroom farms were 7 people were killed and one person was hurt in the mass shooting last year. 24 year-old pedro perez was shot 5 times. he survived. unfortunately, his older brother jose did not. and jose's family filed a lawsuit against california terra gardens and its owners claiming that the accused shooter truly zhao, who you see here had a documented history of violence and the farm did nothing to ensure workers safety outside court.

pedro perez says he is still in shock over what happened. >> i i came here for a better life to helping family. and they told me that there were jobs here at this farm. we would come together and we would go to store. we were inseparable. always thinking about him. always thinking about him. and i just don't understand. how this happened. >> not only did california terra gardens violate those rights by providing squalid living conditions for the farm workers that they violated rights by not providing a place where their tenants felt safe. in california landlords all the way more temperate duty to protect their tenants for the criminal acts of people who come out of the property. and california terra gardens did nothing to protect, came through or his brother or the other victims of that shooting.

>> jose perez leaves behind a wife and 4 children in mexico. zhao has pleaded not guilty to all the charges against him. his next court appearance is scheduled for later this month. developing news now. we're getting new details about a fire that happened on treasure island. we have some video of it as well. this fire broke out at a home around 7.40 friday night. now temperatures, the fire says that home was supposed to be vacant, but they did find evidence of squatting and hoarding inside ben rays who lives across the street. saw it all happen. he's a certified lifeguard and he jumped into action when he found a man passed out in the entryway of that property on fire. he and the couple of bystanders who were with him helped pull that person to safety. take a listen. >> i was just like. happy i was able to beat has the right place right time. i'm sure anyone house with the same thing given, you given the situation, you just never know

>> we are back 14 is the time as we continue to count down the hours until today's total solar eclipse for some parts of the country. yeah. and we're going to get partial. it's still a big day for it is i i know a lot of people flew out to, you know, see it into reality. but honestly, we came up pretty good if you just ate here in california, we've got the clips today. yeah, it is a partial eclipse, but we are going to get nothing but sunshine for i love it. yeah. and john has been nice enough to build something really cool. graphic. kind of walk you through what we're expecting to happen today. and what is this total solar? it totally. so essentially we got the sun right here. yup, the moon right in the middle levis and as happens, casts a nice little shot. yeah. so it's this area here. exactly. so we're in that partial shadow our friends that are on the east coast there in the umbrella that told will shadow

that is going to be looking at the really cool like middle of the night effect day for us. you'll notice a little bit of a cool down a kind since we're not a total solar eclipse. do not be looking straight out unless you have the right can write yeah. yeah. you definitely need those proper eclipse viewing glasses. sunglasses aren't going to work. good note. yeah, because i think a lot of people probably are just gonna put those on to look up. don't do that. yeah. okay. and even safer to observe indirectly by projecting through the sun's image with a pin hole or binoculars. there's like a whole process that write that. so there's a million 1 youtube videos on how to do that actually i've been watching the but yeah, that path of totality, as we've noted, goes from texas, ok, arkansas are right up through the northeast, ok? and it's looking like the best place to watch is going to be like burlingame, vermont, burlington, vermont, ok, i know you were just there. yeah, absolutely. because cloud coverage is going to be less up. their perfectly clear. just like unfortunately, spots like ohio

and texas are going to be a little bit cloudier, but importantly for us and we got nothing. but the sun today, james, and that means that we're going to be looking at it really nicely. here's its path going right up. the middle of the country out dallas, texas spots like arkansas. cleveland, ohio. going to be right in the middle of it. siya. if you have friends that are in that area, they're probably getting ready for already. but james, here's that. look at the map of what's going to be cloudy and what's not. oh, i see, ok, so good is green and red is poor visibility. and look at how green we and then some spots. he flew all the way out. various haha, nutley, various but james for us, i'm so forecast couldn't be better. okay. and we'll talk more about where there are different viewing parties throughout the throughout the morning today for that but let's take a quick look outside. look at those clear conditions. we have a shot here from. i believe it's are are sutro tower camera looking out over the golden gate bridge the sunshine is out. the skies are clear and

eventually will dim a little bit once it gets eclipsed. i'm i know, right? it's just perfectly bright right now. but later on today, you're exactly right, james. we're going to see a little dimming its going to look like a few pounds clouds are passing, but it's the moon that's passing between us and the sunshine. you can see out there and nothing but the sun, not just for the bay, but across the entire state as well. futurecast shows that remaining that way all day long today, peak of secure a shun that pete maximum shadow 35% will be right around 11:15am. this morning. so get out there around that time and try to just have a good spot to watch it with those eclipse glasses. now we are in for quite the warm-up this week. today is just comfortable by wednesday and thursday. our first 80 degree days for some spots in the bay area this entire year. but we waste no time after that. cooling back down. it's a roller coaster in temperatures this week. very warm middle of the week by the weekend will barely make 60 degrees saturday, bringing rain and more mountain

snowfall. so not done with wintry weather just yet. as for temperatures to date 60's to 70's out there, still going to feel a little bit chilly around eclipse time at 11:00am. in fact, temperatures likely cool down a couple of degrees because you're not going to have the full sunshine. so just make sure your jacket up ready to go. san jose at seventy-two degrees today, union city and oakland are right at 69 for your highs. concord, 73 for your daytime high today. as you also see in santa rosa. a look ahead shows temperatures on the upswing thursday into winds tuesday to thursday. should say after that, it's really cool and down quick by saturday at showers and barely hitting 60 for inland spots. back to you. all right, john, thank you for at your bridges. a bridge right now about 12 minutes traveling into the city this morning, mateo bridge around 15. it december for over a just short of 8 minutes and the golden gate bridge. 37 of the tolls. 23 minutes. let's talk about the bay area's ago will shake up just before noon on saturday.

and we had a 3.2 magnitude earthquake hit berkeley. the epicenter was actually right near that. >> claremont canyon. now the usgs says that the quake ran about 5.8 miles deep. so almost 6 miles luckily, no damage reports. so there's been a lot of shift in and shaking around the world. number jersey, and i heard it. i want i want oust trump was rob nesbitt spoke to a doctor from us. yes, and they talk about the shakes and what that means. taiwan experience its biggest earthquake in a quarter of a century last week. so berkeley, new jersey, taiwan, is this rare to have so many around the same time span globally. >> there are earthquakes going on all the time around the world. and it turns out that we've had events that have happened in very highly populated areas. 20 million people on the east coast in the northeast. millions of people in taiwan and of course, millions of people in the bay area. so these earthquakes tend to be noticed quite a bit. mean, one thing that happened on earlier this

week or 2 earthquakes near chico. and it turns out that for those earthquakes and not for the one that occurred this morning, the shaler earthquake early warning system which we have in california, oregon, washington was was triggered. so, yes, even had events just this week in california where early warning was was used. so my last question for you, kind of what advice do you have for our viewers talking about all these different places that have experienced earthquakes. what should people do to make sure they're fully prepared? yes, there there are 3 things. i think that people should really doing. number one, horst know what to do. if you feel shaking or if you get an alert on your phone. and if you don't have quick early warning on your phone, find out more about that at shake alert, dot org. so number one know what to do if you feel shaking are getting alert, drop cover and hold on. number 2, there are lots of tools that the united states geological survey offers so usgs dot gov. you'll find all

kinds of resources that you can you can use and learn more about earthquakes, part of knowing about what to do having some control over what happens is knowing about how earthquakes work. and number 3 get involved. if you feel an earthquake reported, tell us what happened. allows us to to learn more about that earthquake and to to improve things to improve infrastructure, everything. be involved, know what to do. and if you haven't downloaded shake alert, powered on your phone, do it as soon as you can. doctor group from usgs, great advice. thank you for your time. >> well, in the south bay, santa clara county officials says they're now seen low-income residents lose their medical benefits. so the county says from june 2023, january 2024, medical members dropping 458,004. 25 health advocates say this decline is because people they had to reapply for benefits. now that the pandemic was officially

will meet with public safety officials in santa clara county. >> to talk about the agency's upcoming vote to restore net neutrality. now, this is a principle that internet service providers have to treat all data equally and it prohibits them from blocking or throttling, which is like slowing down service on their networks. if a particular user uses too much. well, rosenworcel wants to highlight an incident that happened involving santa clara county fire department in which they found their internet access throttled while they were responding to the 2018 mendocino complex fire. that was the largest wildfire in state history. using a lot of internet bandwidth and the cell company was throttling. they're back with the commission is expected to vote on net neutrality later this month. well, in the east bay of berkeley, nonprofit is now suing over california's vote by mail program because they say the program excludes and discriminates against blind voters. so disability rights advocates filed this lawsuit on behalf of several people with visual impairments who

assistance or at a polling location in person. the suits allege the program is discriminatory because it requires people who are blind to rely on assistance to return their ballots, which compromise the privacy and independence of their votes. they say this caused some voters to miss out on the benefits of the program because they had to vote in person instead since they can't return the ballot on their own, even though they could fill it out on their own. the group is asking california to give voters with print disabilities. the option 2 electronically return their mail-in ballots. the suit will go before a judge on may. 20th in san francisco. >> a lot more lawsuit settlement could earn some customers up to 500 bucks company agreed to 45 million dollars settlement over claims and over charge on weighted items that just packaged meat seafood back citrus, its customers, iraq. those items between october 19th 2018 and january 19th 2024, you're eligible zimmer's must submit a claim with proof of a

only option morning, yeah, definitely looking directly at and less. you've got those glasses. so rain and maybe a quick trip over to the exploratorium. i know that they're going to be handing them out for free today. as for our views outside, there is going to be no cloud cover to block out that eclipse. just like we like it. crystal clear conditions could not have a better day across the entire state. really to be having a partial eclipse going on overhead. we will be seeing futurecast showing those dry clear skies through 11, 15 when we'll see maximum coverage of the eclipse into the afternoon. after that for the rest of your day's activities, looking just as nice and clear now, temperatures are kind of chilly 40's to 50's out there and we're going to stay pretty cool through 11:00am so make sure to bring that extra layer so you can stay nice and cozy as you are venturing out. as i mentioned, we will be seeing maximum eclipse here in the bay area right around 11:13am, exactly will start to see the eclipse, at least a little bit of the shadow starting at one 10:14am, and the finale of it

>> it's going be like someone took bite out of the songs on the imagine this. the summer have half as bright. >> raj said of the sacramento valley, astronomical society says there are some >imilarities of what will be able to see compared to 2017. the last time there was a total eclipse. his colleague, a one-shot mishra was in kansas during the last one and took this photograph of it. he says the image will be similar to what we will see in the sacramento area, a partial solar eclipse of 45% of the face of the sun by the moon. and what time are we expected to see office at 11, 15 in the morning. rice says we can also expect a slight drop in the temperature which will be noticeable back in 2017. >> when it was not a total eclipse, sacramento had a better show. was 79% covered as opposed less than 50. and you definitely feel the temperature dropped 5 degrees.

>> but he predicts that don't roll. call a drop, a degree or 2. >> and if you own any pets, raj says you may see a change when the eclipse occurs. >> animals can sometimes react to all the ways like a. >> and what normally hear in the evening when the sun goes down, they start you're being you're making noises and maybe even venture out for dinner rush will witness the eclipse from austin, texas. >> no matter what the degree of what will be seen. he says we should soak it because the next total eclipse won't happen again for about 20 years our last chance saloon in america for 20 years. 2045? >> will be another it will be visible california. >> well, also happening today, we have tesla now set to go on trial in san jose over the safety of its electric cars. so there's a case involves a family whose 2 year-old son actually got behind the wheel of their tesla model. x ended up crashing it into the garage and pinning his pregnant mother against the wall. she

survived. but this was back in 2018 and the lawsuit is accusing tesla of consumer fraud because it advertised the model x as safe. the lawsuit also claims that tesla knew about defect in its design. tesla has denied any liability in this crash. there tpwere attempts to reach a settlement, but the attorneys couldn't find a solution. so now it's going to trial. >> now on the north bay, petaluma, police say they actually issued more than 20 citations within about 10 hours to distracted drivers. say the citations were given out during a distracted driving enforcement operational friday during the operations officers made. 49 traffic stops running drivers they say were distracted by their cellphones. police say driving with a cell phone in your hand, increases the risk. we get into a crash by 3 times. they say they're going to continue that operation through wednesday as the department recognizes distracted driving awareness month. now a new video from the vacaville police department showing officers chasing a truck believed to be

involved in several car burglaries started with a car going the wrong way on a t eventually the driver made his way into vacaville. where struck in a car as it was weaving through traffic. the chase ended with the 4 people in that truck jumping out and running off. police eventually found them all and arrest them. >> san francisco restaurant owner plans to go on a hunger strike now for a month over a bike lane that he says is costing him his livelihood. so we're talking about the bike lane that runs through the middle of valencia street. it was first put there in august as part of a pilot program. city officials said the goal was to improve safety for bicyclists. but the business owners say that valencia street and that bike lane now has become a problem. it's cost them their parking spots. the parklets where they served customers and overall the business has gone down and one of those restaurant owners is the ulta will and he owns a middle eastern restaurant called yasmeen. he says that a hunger strike at this point is only way of getting the attention of leaders.

>> i tried so many times to reach to the city. so many times went to the board meetings and i went to city hole and try to reach out and and nobody ever talked to in the only response i would get most of the time is go talk to or from association. and every time try to talk to mobilize association there, if you still talk to him. >> yeah, he planned his a hunger strike to begin yesterday will be following the story. >> from 4 is your local election headquarters and san francisco board of supervisors president aaron peskin officially launches mayoral campaign saturday. he hosted supporters in portsmouth square that since there was this was china town. talk about the cost of living in the city as well as homelessness and some other public safety issues. >> but right here in this neighborhood, i've stood up for safety, stood up against hate crimes, can't me speaking foot patrols to walk the beat, expanded community ambassadors and strengthen pedestrian safety. that's what every
