>> today on the kron for news of known a string of sideshows swarming all over the bay area this past weekend. one of them even shutting down part of the bay bridge. and did you get your eyes to the sky part of the solar eclipse was visible here in the bay area. a pretty cool will be alive at least one watch party. >> from the bay station, you're watching kron. and news. >> everybody, thank you for joining us on kron. 4 news at noon. i'm catherine heenan. we begin with breaking news out of san francisco. police are at an apartment near or said were a man has barricaded himself inside. this is happening just west of 19th avenue on gonzales strive. police got a call about 8.30, this morning that a man broke into an apartment and was making threats. officers have been trying to contact them and they say he might be having some kind of mental health emergency. no one has

been hurt and the public is being asked to avoid that area. well, the big event of the day, of course, the solar eclipse. so this is a cool few. that's a live look from nasa's coverage of the celestial event. even though the bay area is not in the path of totality but clear skies here giving us us some great views. a kron 4 charles clifford is joining us from the exploratorium in san francisco. they hosted a watch party for all of this. and chuck, i got to see it for about 5 seconds out on the deck. but it was beautiful. it was beautiful. we've got clear blue sky skies here. you know, an unobstructed view of the sun. i take a look behind me here. we still got people. >> out watching the clips, it's still going on. these guys been taking photographs of it. got several 100 people here at the exploratorium. they've got multiple live feeds of the eclipse from different parts of the country watching it and we could also see it here. you know, it didn't completely cover the sun. the moon didn't go completely in from the sun

here. it only get about a 3rd of the sun, but that still that was fun to watch is going to take a look at some video that we actually shot a little while with our own camera with a filter on it. so we could see what was going on. and, you know, the eclipse started about 10, 15 or so. and as the moon sort of past, i guess technically the sun was passing behind the and then it reached its peak here about 11, 18 and now it's starting to fade away. it's still going on is still a little chunk up there. but in the next 20 minutes or so, next half hour, that will probably be about the end of it. very exciting for everyone here. not just the people visiting but for staff as well. it's exciting, especially board time. you know the local science center for families that for the community is this great. i live for stuff like this because as a science educator. >> i get excited when people get excited about natural phenomena, whether it's an atmospheric event, astronomical event. it logical or something happening like the migration of the monarch

butterflies. when people start to pay attention to get interested, get curious. that's when we get excited here at the exploratorium. >> all right. back live now of the clip. still going on. probably will be for the next 15, 20 minutes or so. if you're going to go to check it out, make sure you have some of these new its classes that are iso related. rated for observing the sun direct observation of the sunset. but these guys you just take a look at there. and yeah, there's a little tiny bite still out of the sun. so it's still going on, but probably not for much longer. and i probably look cool in these things too. so that's the very latest here on kron 4, charles clifford kron, 4 news. so you do look cool. i didn't think i would say much but somebody passed me. a pair of glasses out on the deck it really was a beautiful sight. i mean, i was more than i guess. i thought i was going to say, but it was >> yes, you very nice. very fun. i'm going to watch watch the end of it here. so see

later. take advantage of every minute. all right, chuck, thanks very much. if you're wondering what to do with those glasses after the eclipse, astronomers without borders. that's an international group which takes donations. they're collecting them. they redistribute the classes all over the world so people can use them the next time. there is any cops. happening tomorrow morning. photographers will line up on california street to get this really lovely, rare shot of the sunrise because twice a year the some street, the tower of the bay bridge, a line to create this stunning view. some call it san francisco henge. a note to a note and a nod to stonehenge in england known for its alignment with celestial bodies. all right. let's talk about the forecast for take a live look outside of san francisco and kyle. i don't know if you've got to see anything, but if you wanted to. yeah, the skies were cooperating. yeah, it sure was. that shout out to our director amy brought the

glasses in and let everybody kinda head out to the patio and check it out. it was really cool. so. >> this started at about 10 14 this morning. and then at 11:13am, we hit? what is maximum partial eclipse right? >> and by 12, 15, it will be all over. so if you do want to see it now is your time to kind of get out innthe next 15 minutes or so. if you do. however, agada reiterate our the glasses, you can actually do permanent damage to your eyes. you certainly don't want to do that. so make sure you're only looking at the sun through approve solar filter and it's even, you know, better to look at it indirectly. if you can make one of those homemade viewers up. so this is the path of totality. obviously, we're not in it. we had what's considered about a 35% partial eclipse. but i'm happy to say i was watching some of the coverage and they're really getting some really neat pictures out of the places where this is happening. and you can see right along that path of totality. we're not doing too badly until you get up to western new york and then that, unfortunately is where we've got a little bit of storm activity. but texas actually did okay thought the cloud cover would be a little bit heavier for them. meanwhile, back in the bay

blue skies. the thing that's interesting about this is if you didn't know there was an eclipse today here in the bay area, you really wouldn't have any sense that was happening because we've got such a bright day out there any way you would really notice that reduction in the sun. temperatures are going to be warm today compared to yesterday can see conquered already. but 65 santa rosa already up at 67 degrees. we've got high pressure building in which means we've got a warm-up on the way. so a quick look at your high temperatures today. really nice out there, some inland 70's, but that's just the beginning of a big warm up. i'll have details coming up. all right. thanks, kyla. >> another big story we're one of the sideshows you're looking at there and took place on the streets of the bay area this weekend. this was on the bay bridges. you can see it resulted 2 people being arrested. kron 4 sarah stinson has that story. >> a spree of sideshows across the bay area cause widespread disruption and chaos. the first began at 11 saturday

night in menlo park. police say more than 100 cars blocked the intersection of willow road and new bridge street. they say around 200 people gathered there to watch cars to doughnuts. it escalated when police responded. people begin kicking and jumping on the hood of an officer's patrol car has more officers responded. the crowd left the area. no one was injured and no arrests were made. another sideshow could be seen around 30 minutes later by stanford in palo alto. dozens of people watched as cars took over the intersection of coyote hill and page mill roads. police have not confirmed if any arrests were made. illegal sideshow. activity also happened in mountain view just after midnight sunday on middlefield road and bernardo avenue. >> police responded quickly which broke up the sideshow. police say 20 year-old woman from pittsburgh hurt her ankle after she was struck by a car. no arrests reported. police in

oakland responded to 2 sideshows. the first happened just after 2 in the morning. there was one sideshow on international boulevard people set off fireworks as well. officers then responded to another around to 45 in the morning on park boulevard. police say when they arrived, everyone took off. no arrests were made. the last reported sideshow in the bay area involved more than 100 cars blocking the westbound lanes of the bay bridge. chp says this was just before treasure island around 3 in the morning. all westbound traffic came to a halt as people ignited fireworks and watch cars do donuts. a chp officers arrived. the crowd got into cars and drove off. >> chp says they detained 4 people, 2 of which were arrested and their cars towed. the 2 others are minors. they were cited. i'm sara stinson reporting kron. 4 news.

>> also in the east bay, a rollover car crash that killed a 9 year-old girl and sent 4 people to a hospital happened about 5.15, yesterday morning near concord. the chp says the driver of the mazda was speeding. they went off the road near northbound 6, 86, 80 and highway 2.42. investigators say 6 passengers were inside when the suv flip several times. some of the passengers were ejected. a 9 year-old girl died. 4 women were hospitalized. police say the driver ran away at last word. he has not been found. israel's military has withdrawn troops from a city in southern gaza, reducing its forces there to one of the lowest levels since the war with hamas began. it does not mean the country is giving in to u.s. demands to and its ground offensive. in fact, palestinians have been returning to the city of khan

khan yunus. they described the city as unrecognizable. washington correspondent jessi turnure has the details. israeli defense officials say troops are essentially just regrouping here sense. they do still plan to move forward with a long-awaited ground offensive. >> israeli troops are withdrawing from parts of gaza, but officials say their war against hamas continues. we want to see minimal civilian suffering. millions of palestinians are still sheltering in gaza, but israel has vowed to move forward with a major ground operation on the hill sunday. tal heinrich, a spokesperson for israeli prime minister benjamin netanyahu responded to the global outrage if anyone out there is putting the pressure on israel instead of on hamas you're playing right into their hands. but white house national security spokesperson john kirby told cbs face the nation that president biden still opposes the ground offensive. the president was clear with the prime minister.

if there's not changes, if things don't get better, then we're going to have to make changes of our off. maryland democrat senator chris van hollen says those changes should include conditioning u.s. weapons transfers to israel on the protection of civilians in gaza, not to stop them permanently, but effectively use our leverage. that's what we're asking the president states to do more than 200 humanitarian aid workers have been killed, including 7 world central kitchen employees. the organization's founder chef jose andres told abc this week that at this point this is a war against humanity. right now we are in the middle of these. >> a story that were not part of. >> and the white house says president biden still opposes reducing any u.s. military aid to israel. in washington. i'm jessi tenure. >> coming up, 6 months into the war, another plea for the hostages. what bay area demonstrators have to say. and

>> a 3.2 earthquake shook the city of berkeley. this was saturday at the epicenter was near claremont canyon. the usgs says the quake was nearly 6 miles deep. no reports of damage. and there has been a lot of seismic activity around the world since last week. kron four's, rob, not. i want

to experience its biggest earthquake in a quarter of a century last week. so berkeley, new jersey, taiwan, is this rare to have so many around the same time span globally. >> there are earthquakes going on all the time around the world. and it turns out that we've had events that have happened in very highly populated areas. 20 million people on the east coast in the northeast. millions of people in taiwan and of course, millions of people in the bay area. so these earthquakes tend to be noticed quite a bit. mean, one thing that happened on earlier this week or 2 earthquakes near chico. and it turns out that for those earthquakes and not for the one that occurred this morning, the shaler earthquake early warning system which we have in california, oregon, washington was was triggered. so, yes, even had events just this week in california where early warning was was used. so my last question for you, kind of what advice do you have for

our viewers talking about all these different places that have experienced earthquakes. what should people do to make sure they're fully prepared? yes, there there are 3 things. i think that people should really doing. number one, horst know what to do. if you feel shaking or if you get an alert on your phone. and if you don't have quick early warning on your phone, find out more about that at shake alert, dot org. so number one know what to do if you feel shaking are getting alert, drop cover and hold on. number 2, there are lots of tools that the united states geological survey offers so usgs dot gov. you'll find all kinds of resources that you can you can use and learn more about earthquakes, part of knowing about what to do having some control over what happens is knowing about how earthquakes work. and number 3 get involved. if you feel an earthquake reported, tell us what happened. allows us to to learn more about that

earthquake and to to improve things to improve infrastructure, everything. be involved, know what to do. and if you haven't downloaded shake alert, power nap on your phone, do it as soon as you can. doctor group from usgs, great advice. thank you for your time. >> all right. thank you. and turn to weather look at the embarcadero that clear shot of the bridge. it's just a beautiful day, kyla. yeah, it really is. just a banner day out there. gorgeous blue skies and we have got a big warm-up on the way this week. so this is just the beginning of a string of kind of sunny days are going to have warm temperatures inland today. we're going to get into some of those 70's, a few clouds tonight for the fog will stay in check should be another beautiful morning tomorrow. and then as i mentioned, we heat up through thursday. but then after that, we actually have more april showers headed our way. so let's start with a look at the big picture, which is that high pressure is building in here and that's going to keep us dry and sunny and warm through thursday. then we're going to see the pattern start to change as a low pressure system rolls in.

and by saturday, we're looking at some showers and even a little bit of sierra snow. believe it or not, as we roll into this part of april. but let's start with the warm up first. we're as today we're looking in those mid 70's a spot like santa rosa. we're talking 80 degrees by wednesday and that holds as we get into thursday to san francisco, even looking out for low 70's conquered low 80's san jose. same story. so again, that will peak wednesday into thursday. now we're already off to the races with some nice temperatures right now. san jose at 64 you see 65 in dublin, san francisco downtown. we've already hit the 61 degrees. mark. same in berkeley and santa rosa heating up quickly here at 67 degrees. napa right behind you at 66. this is the difference and temperatures between this time yesterday and now as you can see a spot like napa, we're 10 degrees warmer. so if you're going to be out about today, no problem taking the long dog walk. i'm using cuddle him as an example, expecting you to be flirting with that 70 degree. mark with some nice, beautiful, clear skies. here's a look at your extended forecast that shows you that

warm up rolling right through thursday. lots of sunshine between now and then and then we'll cool down on friday. won't be until the overnight friday into saturday that we start to see the showers move in. but boy, it really drops those temperatures down as we head into next weekend. thank you, kyra. on the peninsula, a man who survived the half moon bay mass shooting last year is suing the mushroom farm where he was working that day. he says the farm did not properly protect its workers. kron four's terisa stasio has that story. >> i have suffered a lot. >> do it to me. those done. >> i was 2 months in the hospital speaking with the help of an interpreter on friday, pedro perez shared how he lives in pain every day since the mass shooting in half moon bay on january, 23rd 2023 on that day. he says the shooter identified by police as disgruntled employee surely shao shot perez 5 times twice

in the stomach and once in the arm hip elbow and face barely getting on my feet since happened. >> and still not working. >> he's struggling emotionally from going through the experience of being a witness to his brother's any struggling financially because the injuries that he suffered are preventing him from working. perez is now being represented by coach it pitre mccarthy. they're suing california terra garden corp, the owner, the mushroom farm. >> we're pedro and jose worked for negligence and for wrongful death. perez's brother jose died that day leaving behind a wife and 4 children. perez says that they came to this country to earn money and spend time with his brother. we put together and we would go to the store. we were inseparable. >> really all about. yeah, sure will. land nation's were >> shouldn't. federal government and the state of

california to not spending few dollars more to help people that go out and hit the road attorneys. joe coach, it says that they are asking for an undisclosed amount of money, adding that the lawsuit is bigger than just the perez family. it's also for workers throughout the state and nationally who face similar horrible conditions after the shooting, it was revealed how the mushroom farm workers lived an empty container boxes with no running water. no bathrooms, no insulation or kitchen to prepare food to eat. >> the accused shooter allegedly opened fire because he was frustrated. the farm wanted him to pay $100 fine for damaging the machine used at work. his trial is expected to start in the coming months. and happening today, theresa kron, 4 news. >> i'm trevor shirley in washington. the white house is unveiling new efforts to forgive federal student loan debt. i've got the details

francisco restaurant owner says he is going on a hunger strike for a month. this is in protest of a bike lane which he says is that costing him his livelihood. it runs through the middle of valencia street. it was put in as part of a pilot project. but business owners there say it's costing them customers parking spots and that includes the owner of a middle eastern restaurant called yasmin. he says a hunger strike might be the only way he's going to be heard. >> tried so many times to reach to the city so many times went to the board meetings and i went to city hole and try to reach out and and nobody ever talked to in the only response i would get most of the time is go talk to or from association. and every time try to talk to mobilize association refused to talk to him. >> he was planning to start his hunger strike yesterday. kron 4 your local election headquarters. san francisco board of supervisors president aaron peskin officially launched his mayoral campaign

today. you can see it is. >> really lovely out there. 68 degrees in los angeles. 57 in fresno are in the upper 60's in spots like reading in sacramento. and of course, here we are just dealing with gorgeous blue skies as we take a live look here at half moon really banner day out there >> temperatures haven't have. we've got about 55 degrees is still a little cool. but notice we are warming up rather quickly. today we have a warm-up happening this week. >> already seeing 67 degrees in spots like santa rosa. and if you take berkeley as an example today, looking out for 69, but you can see by wednesday looking out for a high of about 77 degrees. then we do come back down to earth as we hit friday. in fact, that we're going to cool it down completely and look out for a little rain as we head towards the weekend for next couple of days. beautiful sunshine. and you can see that trajectory of temperatures is rising up so inland spots getting to the 80's by wednesday. but you can see around the bay itself, even we're talking some really nice 70's. alright, let's talk sierra because they are looking beautiful today to obviously a little cooler

there today. 40 degrees right now as we look at south lake tahoe, plenty of sunshine, little bit of wind out there about 14 miles per hour. the next couple days are set to warm up there as well with lots of sun. but as we head towards next weekend and we look out for some bay area, rain, we also look out, believe it or not for a little more sierra snow and you can see it right there on the map. i'll be back in a bit. we'll talk about our 7 day forecast. back to you. kyla. let's turn to a national news. the biden administration is rolling out another attempt at student loan debt forgiveness. >> it that 10's of millions of dollars of federal student debt might be forgiven. washington correspondent trevor shirley has details. and today's plan is expected to be smaller and more targeted than the administration's previous efforts. >> the white house says today's announcement when combined with the administration's other debt forgiveness could impact as many as 30 million borrowers. the administration says it's also highlighting the effect

these efforts have on black and latino borrowers which the white house claims are disproportionately burdened by student loan debt. according to the administration, today's plan would impact borrowers who owe more now than they did when they took out the initial federal loan. the plan would cancel debt for federal borrowers who been repaying their loans for more than 20 years. the plan would also impact borrowers who attended institutions that provided with the white house calls, quote, low financial value programs and borrowers who the white house says are having a hard time paying back their loans. previous efforts by the biden white house to forgive student loan debt were overturned by the supreme court as unconstitutional with these plans, we think we're going to be able to deliver a lot of relief to a lot of people. >> starting this year, the president's expected to speak on this issue later today. reporting in washington. i'm trevor shirley. >> senator chuck schumer is talking about the proposed merger of credit giants

capital one and discover and february capital one agreed to buy discovers the financial services for more than 35 billion dollars. that deal would unite 2 of the biggest credit card companies in the country. of course, the merger could have consequences, though, for millions of consumers critics claim that without more competition to keep them honest, the credit card companies could just keep hiking their fees. what could go up if this merger occurs. the your annual fee. here. interest charge your late payment fee. in addition. foreign transaction fees, balance transfer fees and cash advance fees could go up. >> fees. fees, fees. you get it. and consumers are tired of it. we've all had enough. and the credit card companies are anything but broke.

>> there are some financial analysts to say the effects could be really expensive and complicated. others don't think it will be a major threat to the overall stability of america's banking system. a bipartisan approach in how consumer information is handled could strengthen the privacy protections lawmakers are proposing new rules for companies which harvest and use your personal information under the proposal, people would have to be notified about the details of those practices. they would have at least some control of ads, a new data privacy bureau at the federal trade commission would be established to enact those rules and information buyers would have to register with the ftc. crews have been working to remove containers from that cargo ship which crashed into a bridge in baltimore. work began yesterday on the deck of the cargo ship that hit and collapsed. the francis scott key bridge last month removing

mental health care, to support for your kids when they need it. and even before they needed to avoid issues escalating soluna is the second app. it's for those 13 to 25. so instead of focusing so much on treatment, we really believe that every you can benefit. >> from having access to coping skills building resiliency and then early access, an intervention as well. the app provides self-guided resources, moderated peer communities and life coaching. so teenagers and young adults. we find. >> we're really struggling with some mental health issues. they don't always feel comfortable talking about those either to peers parents or even others. and so this gives them an opportunity to be able to access resources on their own at their own time. apps are a helpful step in the right direction. and several other states are beginning to implement similar programs, but their long-term benefits are still being determined and they're not a replacement for professional healthcare.
