cooling. things are right back down towards this weekend where we're at right now. little bit of fog having pushed back into the city right now. our view from sutro tower looking down into the city is definitely showing off little bit of that low cloud cover that we're seeing now. visibility is being affected in pockets. it's pretty limited this morning. but do watch out for some of that fog right along the bay shore and that bridge level in some cases, too 40's to 50's for current temperatures right now. oakland, you're at 50 degrees. berkeley livermore, dublin, sitting in the upper 40's. nothing too terribly chilly this morning and come this afternoon up in chile about it all with daytime highs in the upper 70's to low 80's. this will make today the warmest day of the year. so far i'm going to be talking another warm one tomorrow and then a big cool down. all that coming. your full forecast. michael thomas in for or the roads like we love. a good morning to good morning, everybody. the roads are looking good this morning. you can see right here. lots green. >> flowing through taking a

look at some drive times for those of you in the east bay heading over towards the maze. you can see right now 15 minute commute from crockett to the maison 11 minute commute. walnut creek to 5.80, 13 minute commute. castro valley to the maze. 10 minute commute from san leandro to the maze. all looking good. taking a look at what the roads look like. especially once you get to that mazen, you're passing over the bay bridge into the city. a seven-minute commute. taking a look at the san mateo bridge. 12 minute commute. everything is flowing there heading up north a little bit over to the richmond. sandra fell bridge right there. you can see an 8 minute commute all flowing. and lastly, that golden gate bridge a 19 minute commute to head into the city right all right. thank you for that update. michael. so let's head to the south bay to san jose luiz for with setting tougher rv restrictions. >> right near schools, despite opposition from homeless advocates, san jose city council unanimously approving a ban on parking rv's right with in school zones. robert sarah stinson has that story. >> san jose city leaders say the ban is one of policies

designed to protect children. the city plans to first try the restrictions at 3 of its schools before expanding its city-wide. but homeless advocates say this pushes the unhoused out nowhere to go. san jose city council approved an rv van tuesday. it will first be piloted at 3 schools. independence high school shirakawa elementary school and challenger at mayor matt mahan says the city needed to pass tougher restrictions because he says students don't feel safe at school went henson, rv encampment czar nearby. >> sometimes being harassed on their way on and off campus. we're having break-ins on campus even found needles on their picnic tables back in 2021, the city voted to restrict encampments within 150 feet of schools. >> but that's become more of an informal guidance. council members say the new initiative will give the city authority to put up no parking signs and tow our views within the

school zone. homeless advocates have been opposing this measure since january and they continue to do so. you see a dog on the side of the road. >> do you not going over and big 0 dot for him? and we're treating our people and dogs. you room mineralized. the the unhoused people because they don't have a home. >> maybe they shouldn't be near schools. okay. but you know, there's no place for them to go. mayor mahan agrees that while they work to protect schools, they also need to provide more support to those being pushed out of the school zones and to have safe manage places where that safe sleeping safe parking. >> interim shelter, permanent housing when it's a place for someone to go. when we. >> councilmember david cohen expressed frustration saying the approved various rv, safe parking site in his district would help provide a place for people to go. but it continues to be delayed. >> been very vocal about need

to expedite the cited to be able to get rv's off the streets and give doctor than places. san jose city council will have a second reading on this next month. once it gets the final aoproval, the city says it will be months before people any of the enforcement as the department of transportation needs to do is safety assessment. i'm sara stinson reporting in the newsroom. kron 4 news. well, california spent nearly 24 billion dollars on homelessness and housing over the last year. >> but a new state audit found that california hasn't been tracking one of the efforts to combat these problems have been actually working so the audit found the state doesn't consistently track and evaluate its efforts to prevent homelessness. also evaluating cities. san jose, san diego and found both cities are not properly tracking the spending or evaluating the effect visit effectiveness of the homelessness programs. san jose mayor matt mahan says wasn't surprised by the fighting, say improving accountability. so one of the reasons he ran for mayor.

>> need more transparency, more accountability, better tracking. absolutely. but we should be tackling this city by city county by county. we should have a top down statewide framework for how we're going to measure the efficacy of the dollars were using. >> well, the state legislature is likely to pass some specific rules and regulations acquired that are tracking at all levels. cal fire officials. they're asking for your help to try to find this person. person is suspected of setting a fire at san jose state university on march 31st. anybody who recognizes the person is asked to call san jose state police or cal fire. let's head to the east as we are learning that it took firefighters about 12 hours to put out this fire 7 monday night at a business on depaul. the way just off us very boulevard. this is video from the citizens app. now this is what the area looked like last night. owner of an adjacent business called kitchen by the hour, says the

fire started west coast insulation right around 10 on monday. spread very fast damage in the store right next door. firefighters have not said what caused that fire. the contra costa county coroner identified the 9 year-old who was killed in a rollover crash this weekend in concord, dayna hernandez from oregon. chp says the girl's mother, her 13 year-old sister her 2.17, year-old cousins were also in that car crash on 6.80, and sunday morning. all of them are still recovering at the hospital. investigators say the driver took off from the scene after the crash. while the peninsula man is dead after investigators say a car hit him while he was trying to cross highway 101. the crash happened shortly after 10 on monday on southbound 101, just south of san bruno avenue over crossing right next as a foe, chp says the driver of that car that hit the pedestrian stop at the scene and cooperated with

investigators. the crash shut down 3 lanes for about 2 hours. investigators have not identified the victim or said why he was crossing the highway. the antioch police department. they're seen some improvements with their staffing situation. city authorize 115 sworn positions for the police department. interim police chief brian addington confirm there are 80 on duty, active the 39 work patrols. he also set 6 cadets are currently in the academy. 7 more slated to join the academy this month. plus, mayor lamar hernandez stuart says he's $30,000 signing bonus program standing by the city council last year resulted in more than 20 new hires. >> i think the incentive program helped create a large pool of candidates. in which we were able to pull from. i don't think people joined because of the incentive program they join because i think that they recognize that and is a changing city and has the changing police

department. i think we've gone to the worst and and they want to be part of the change. >> all during the past 2 years, it was believed that up to half of the sworn staff members were placed on leave while county and federal investigators cooperated, bribery, misconduct and racist text messages, cases at the start of last year the mayor reported 90 sworn officers. we're on the force with dozens on leave. all of the north bay. a high school teacher was arrested after being accused sexually abusing a student. brad rau teaches physical education at american canyon high school was arrested yesterday morning on 3 felony counts roles currently being held on $100,000. bond school district says ron was put on administrative leave. a man was arrested for deadly hit and run haven't last year in september. police say christopher pina was riding his bike when news hit right near mission boulevard and orchard avenue they say the car that he was and was hit

with was reportedly stolen. it was later found abandoned set on fire. we don't have any word on what led investigators to that man who's now charged with vehicular manslaughter happening tomorrow, local bay area fisheries and restaurant owners plan speak out about how current selmon season restrictions are hurting their businesses due to a low number of salmon being predicted in the ocean this year, fishery managers have radically restricted arklow salmon fishing for 2024. business owners say that is impacting the families that rely salmon for a living. the news conference is going to happen at school was restaurant. that's a 10 financial decision on salmon fishing season. it's going to happen tomorrow. kron 4 is your local election headquarters. they're now to request a recount. the vote, congressional district, 16 seat once held by representative anna eshoo found san mateo and santa clara counties. this will be a recount for those who takes

things that you need to know today. a man entered a not guilty plea after being charged with assault a hate crime enhancement. >> all in connection to an assault on asian person. happened as have a back in march. district attorney jenkins says the victim was attacked polk and the lakeville street. and that's when the man also yelled racial slurs. so and the police say more than a dozen cats. so they dumped at the san leandro medical center. police department is asking people don't abandon your animals and it's call the police department's animal control for help. nationals beat the giants 5 to 3 in the second game. their series last

fog from getting too far and but also cooler at the coastline. this next low pressure area. already insight dives in gathering some steam in moves in come friday. come saturday will have are very cool list of temperatures. we're also going to have our best chance of any sort of rainfall. and of course, that smack dab in the middle of the weekend sunday, seeing a little bit lingering around as well. can actually see that all this occurring here in future cast friday, still looking dry for the most part anyways. could see some showers late friday into saturday itself. this will be our rainiest day of the forecast and the data maybe take a little bit easier indoors to those indoor chores. sunday itself begins to dry out. and after that, we warm things right back up without wasting too much time rainfall over the weekend will likely amount to around a half an inch in some cases, if not localized amounts more than that, which is good for this time of year. april is keeping the momentum going. we're not slowing down just yet. temperatures today, though, are warming up or signs of this latter time a year. now

we're getting further into spring and we are seeing temperatures warming up on our warmer days today. we'll get up to near 80 for mountain view inn for the south bay today i got some 80's for yes, san jose over to sonny bill, los gatos over to morgan hill. even fremont's dublin livermore getting right up to 80 degrees for your daytime highs. oakland, you'll stay in the mid 70's while further inland. san ramon through concord as well as antioch, through vacaville and over to napa, all hitting the low 80's santa rosa through sandra fell staying in the mid to upper 70's. a look ahead shows another 80 degree day tomorrow for inland spots. after that, we really cool things off and quickly by saturday. it's only mid-fifties showers on the way. again, that half an inch of rainfall could see a few lingering into early sunday before we clear out again after that, michael. thanks to good things to hear. good morning, everyone. and happy wednesday. taking a look right now at traffic tracker for you can see everything is going smoothly for the most part. taking a look at some drive

times. >> those of you in the east bay heading to concord from antioch. it's a 15 minute commute right now. normally this starts to get congested in the next hour or so. if you're heading out now, it's probably a good time. taking a look at westbound 80 right now. it's a 15 minute commute from crockett to the maze, which is all good news. and if you take a live look at the bay bridge itself, you can see it's going to be less than a 10 minute commute over that entire bridge. those metering lights are not on quite yet, but getting some more drive times for those of you in the east bay livermore to dublin an 11 minute commute, 14 minute commute from dublin to fremont 20 minute commute from san leandro to milpitas in milpitas to sunnyvale. a 6 minute commute. lastly, we'll take a look at the san mateo bridge and you can see right now everything is going smoothly. only a 13 minute commute to get from one side to the other, right? send it back to you. all right, michael, thank you for that. issue of retail theft back in the spotlight at the state capitol, a package of bills, assembly speaker robin read his vows. it's going to target the use and protect businesses

came up for a key hearing. capital correspondent, a ton wallace has that story. >> will reeve us is confident these bills will send a strong message on retail theft, but some of the gop argue more action is needed. >> measure passes vote in the assembly. public safety committee was the exact outcome. speaker robert rivas had hoped for as members of the committee overwhelmingly approved his package of 7 bills on retail theft. >> the goal deliver solutions that work that truly work for all californians impacted by retail crime and theft. that was really speaking just before the bills passed the committee included in his legislative package, the california retail theft reduction act. it will create a penalty of prison time up to 3 years for those convicted of stealing property with the intent to sell. and it will allow for what's known as aggregate meaning several thefts committed by one person can all add up to meet the larger penalty for grand theft. also included an

expansion of diversion and rehab programs and a proposal to provide law enforcement with the tools to keep repeat offenders in custody. this bill says to organized crime rings, we mean business and we're going to give law enforcement the tools they need to shut you down other bills in the package include want to expand retail theft to include stolen cargo and another to extend the california highway patrol's regional retail crime task force indefinitely. this is change. this is action. these our solutions-but not included in the bill. a proposal to repeal prop. 47 passed by california voters in 2014. the law change certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950. >> while supporters have long argued the law will help reduce california's prison population and lead to criminal justice reform opponents, including something member tom lackey say emboldened criminals to take part in certain crimes like retail theft, but little to no punishment. it's the impetus to the problem.

you away with the numbers because it's all about the numbers that reinforce how much of a winner she is 1000, 216. that is the amount of games that she won in 45 years, making her the all-time winningest coach man or women's ncaa history. 15 final 4 appearances. 26 regular season championships. she won 3 national championships. the first one in 1990, the last one. the 3rd one in 2021. so she spanned generations. she ended up coaching players. they easily could have been her granddaughters at 70 years old. and she hinted last summer that she did not know her future, that she would be ok if she walked away. and late last night, we right before i went to bed, it has hit the wires. it was all over social media that she was going to call it a day. so she 70 years old. she has plenty

of things that she wants to do not to mention she will probably be hanging around as far as basketball is concerned because she loves it and talk about a pioneer. we live in an age now, most recently with caitlin clark and raising the profile of women's sports. well, she started so early that back then even her parents are saying, i don't know if you really want to go in to this, but the basketball bug bit her very early and then she started coaching all the way through this season. and then next season, stanford will not be part of the pac 12. not sure if that played any role in it because next year they will be part of the acc and entirely different conference with a lot of more traveling a lot farther distance. not sure if that played a role in. and of course, we want to ask her that coming up at 1 o'clock this afternoon. again, i'm sure we will livestream the event. but 1000, 216 winds, 15 final 4 appearances. the

numbers simply staggering. back to you, right? i mean, the numbers don't lie. what a legacy. thank you. will. >> so governor gavin newsom says crime is down in san francisco. it's been almost a year since he sent and chp, california national guard to the city rob nesbitt, talk with a chp officer about the work they've done so far. the public took notice when chp increase patrols in san francisco. >> according to the governor's office in the past 11 months, chp has seized more than 42 pounds of fentanyl in the tenderloin officer. andrew barclay from chp golden gate division says san francisco police are now able to focus on the open air drug market while his officers focus on the transportation of illegal drugs. we know that in order for individuals to sell fentanyl in the areas, it has to get there. >> and we know that majority the time those drugs are transported to these areas in vehicles, more than 6,000 citations have been issued leading to nearly 500 arrests.

the governor released a statement tuesday saying, quote, these results are a testament to the effective collaboration among state, local and federal law enforcement in san francisco. >> we will continue to work together to get drugs off our streets, address crime and make our community safer. the california national guard was also brought in last year to stop drug cartels. critics of increased law enforcement compare the governor's plan to the failed war on drugs. but officer barclay says police are doing more on the streets of the tenderloin that just making arrests while working with individuals who may be. >> you know, being arrested for possession of large amounts of fentanyl. also letting them know that there is there is help. there there are services available to reporting in san francisco. i'm rob nesbitt kron. 4 news. >> meantime, san francisco police are searching for man who they say vandalized a mosque. >> with a skateboard last week and could be trying to cause more damage. so the mosque is located on sutter street right between van ness and polk. police say the man was first captured on video last

thursday, damaging the building's windows with a skateboard and then he was back in the air yesterday morning. he drove without causing any harm to the mosque. on the peninsula. there's an advocacy group and they're offering $10,000 for any information leading to an arrest or information on east palo alto man. step police ruled it was a homicide. he's followed. the police say they found 54 you all in our clark dead. well, no road right near west bayshore road on monday morning. autopsy confirmed clark's fatal injuries were criminal in nature. so the group mothers against murder offering the reward for information for anything given in the next 90 days. my help with that investigation. state lawmakers are looking to now increased penalties against corporations convicted of criminal offenses. state attorney general rob bonta says while corporations can't be sent to prison for crimes they can face penalties. current law allows for a maximum of $10,000. fine per
