double a's all-time winningest basketball coach by any metric kron four's will tran live at stanford with the story. well. >> this is the first time in 38 years. the students at stanford waking up going to class going to lunch and coach tara vanderveer is not 3rd coach. that's how long her run has been at this location. 45 altogether? late last night, she said, you know what? after 45 years started at 25 years old and it at 70 years old. i think i've had a good run. and boy, does she have a good run? here are the numbers you could debate. who's the goat? you know, the greatest of all time in many sports sections. but when it comes to her, there is no debate because heard number speak for themselves. get this 1216 wins. that's the most winds by any coach in ncaa history. men's or women. 14 final 4 appearances. 28 sweet.

restrictions on where rv's can be parked near schools. it was a unanimous vote by the city council kron four's. sara stinson walks us through it. >> san jose city leaders say the ban is one of policies designed to protect children. the city plans to first try the restrictions at 3 of its schools before expanding its city-wide. but homeless advocates say this pushes the unhoused out nowhere to go. san jose city council approved an rv van tuesday. it will first be piloted at 3 schools. independence high school shirakawa elementary school and challenger at mayor matt mahan says the city needed to pass tougher restrictions because he says students don't feel safe at school went henson, rv encampment czar nearby. >> sometimes being harassed on their way on and off campus. we're having break-ins on campus. even found needles on their picnic tables back in 2021, the city voted to restrict encampments within

150 feet of schools. >> but that's become more of an informal guidance. council members say the new initiative will give the city authority to put up no parking signs and tow our views within the school zone. homeless advocates have been opposing this measure since january and they continue to do so. you see a dog on the side of the road. >> do you not going over and big 0 dot for him? and we're treating our people list and dogs. you room mineralized the. >> the unhoused people because they don't have a home. >> maybe they shouldn't be near schools. okay. but you know, there's no place for them to go. mayor mahan agrees that while they work to protect schools, they also need to provide more support to those being pushed out of the school zones and to have safe manage places where that safe sleeping safe parking. >> interim shelter, permanent housing when it's a place for someone to go. when we. >> councilmember david cohen

expressed frustration saying the approved various rv, safe parking site in his district would help provide a place for people to go. but it continues to be delayed. >> i've been very vocal about need to expedite the cited to be able to get rv's off the streets and give them and often in places san jose city council will have a second reading on this next month. once it gets the final approval, the city says it will be months before people any of the enforcement as the department of transportation needs to do is safety assessment. i'm sara stinson reporting in the newsroom. kron 4 news. >> 10. 0, 6, is the time in over the last year, california spent nearly 24 billion dollars on various efforts to fix problems with homelessness. but a new state audit found that california hasn't been tracking whether those efforts have actually been working. furthermore, the audit took a closer look at the cities of san jose and san diego and found that neither had been doing a very good job of tracking are evaluating the effectiveness of their programs regarding

homelessness. san jose mayor matt mahan says he's not surprised by the finding. in fact, improving accountability was one of the things he stood for when he ran for mayor. >> we need more transparency, more accountability. better tracking. absolutely. but we should be tackling this city by city county by county. we should have a top-down statewide framework for how we're going to measure the efficacy of the dollars were using. >> the state legislature is likely to pass some specific rules now and regulations requiring better tracking at all levels. the contra costa county coroner has identified the 9 year-old who was killed in a rollover crash this weekend in concord as dana hernandez tapia from oregon. the california highway patrol says girl's mother, 13 year-old sister and 17 year-old cousins were also in the car that crashed along 6.80 sunday morning. all of them are still recovering at the hospital. investigators say the driver took off from the scene after the crash. and

advocacy group now offering a $10,000 reward for information on an east palo alto man's death. after police ruled it a homicide. so he's pallotta. police say they found 54 year-old leonard clark dead on newell road right near west bayshore road monday morning. and autopsy confirmed the clarks fatal injuries were criminal in nature. the group mothers against murder is offering a reward now for any information given in the next 90 days. that helps with this investigation. in the north bay, police have arrested a high school teacher accused of sexually abusing a student. brad rau is a pe teacher in american canyon. high school is currently being held on $100,000 bond now as he faces 3 felony counts. school district is also put him on administrative leave. and new this morning, san francisco mayor london breed has just announced that she's going on official trip to china michael thomas here in the studio with more on what the mayor wants to accomplish with this. good morning, michael. >> hey, good morning, everyone. that's right. now

mayor london breed. she's really set to meet with chinese leaders to help both strengthen the economic connections and cultural ties here with the city of san francisco. she set to leave this saturday and she'll be accompanied by a delegation of local api business and community leaders. now they'll be embarking on an entire a tour across multiple cities and this includes stops shenzhen beijing and shanghai. the mayor's looking to really build off of the success of the apec summit that was hosted here in san francisco so by meeting with airlines to expand travel to san francisco tech companies to help reinvent. looks cute. reinvigorate the downtown areas and educational institutions to learn how to bring new industries into the city. now the trip will be helping. mayor london breed's 30 by 30 plan which aims to add 30,000 more residents and students to san francisco's downtown by 2030. now mayor breed's trip also marks the 45th anniversary of the san

francisco shanghai sister city relationship, which is the first u.s. and china sister city relationship that was ever established. the mayor of shanghai is also expected to travel here in san francisco. this coming may. >> thank you, michael. 10, 10 is the time in the east bay, 2 dozen new docking stations and hundreds of e-bikes are coming to the east bay. it's all part of the b y wheels, regional bike share system. 565 e bikes. and docking stations are going to be in oakland and emeryville. the expansion marks the second phase of a 2 step plan to introduce more bikes and docking stations to san francisco in san jose. the cost of using the bikes was reduced as well. yesterday city leaders praised these latest developments. take a listen. >> we know e-bikes allow more people of all abilities to ride bikes and have access to alternative modes of transportation. it can be very expensive. so being able to have a more expensive

super high, but we just haven't been there lately where we're sitting at the coastline. we're still seeing a lot of familiar it 60's at the coast for your highs further inland. you get the warmer. it becomes yet a gentle sea breeze and getting get too far inland. today we will be looking at this low pressure area, though, returning later on into the weekend. so the high pressure ridge that's contributing to our warm-up today and tomorrow is actually going to be on the outs this weekend. and we cool down quickly starting friday, but really taking hold on saturday. daytime highs only in the 50's amid showers sunday, some morning showers. but the low moves out rather quick. and by monday, high pressure ridge building in again. now friday night is when we can expect to see that potential of some showers increasing already after what would have been a cool friday saturday are very coolest and most widespread rain and mountain snow fall. several inches of snow in the sierra sunday. a day of starting to clear out before we get back to that warmer weather next week. as for your rainfall over the weekend, anywhere

between a half to 3 quarters of an inch for most urban areas, we could see localized amounts greater than this, though. so this is some pretty decent april rainfall for sure. april showers bringing next week's flowers, i 60's for your daytime highs at the coastline while 70's to 80's for most of the rest of us, south bay temperatures will be solidly in the 80's with san jose. as i mentioned, among our warmer spots at 83 dublin livermore. fremont right at 80 degrees each while oakland through richmond. at 75 north bay. temperatures anywhere from the low 80's for the stimulant to the 60's right along the coastline tomorrow, just as warm as today for a lot of spots. whole big step back down into the mid 60's and mid 50's by saturday. rainfall most likely through saturday into early sunday. james. john, thank you. it's 10 16 and up in the north bay. a drunk driver caused a power outage over the weekend that affected more than 3,000 pge customers. >> so according to the fairfield police, they say a drunk driver hit a pg poll.

indications street east of clay street just a little after 12, a little before 12, 30 in the morning. they say the crash serve are severed. the poll which then puts stress on the electrical lines right near caused a small fire on a fence line along travis boulevard. ongoing flaring out of the chevron refinery in richmond has prompted a level one warning for residents. this is video of the most recent flaring back in february. but health officials say a level one notification means that there is no threat to public health, at least not at this point. and the impacts from this flaring are expected to stay on that property. the cause of the flaring now that still under investigation. issue of retail theft was back in the spotlight up at the state capitol, a package of bills that assembly speaker robert reverse vows will target thieves and protect businesses came up for a key hearing. we have our capitol correspondent eytan wallace with the details. >> will reeve us is confident these bills will send a strong message on retail theft, but

some of the gop argue more action is needed. >> measure passes that vote in the assembly. public safety committee was the exact outcome. speaker robert rivas had hoped for as members of the committee overwhelmingly approved his package of 7 bills on retail theft. >> the gold deliver solutions that work that truly work for all californians impacted by retail crime and theft. that was really speaking just before the bills passed the committee included in his legislative package, the reduction act. it will create a penalty of prison time up to 3 years for those convicted of stealing property with the intent to sell. and it will allow for what's known as aggregate meaning several thefts committed by one person can all add up to meet the larger penalty for grand theft. also included an expansion of diversion and rehab programs and a proposal to provide law enforcement with the tools to keep repeat offenders in custody. this bill says to organized crime rings, we mean business and

we're going to give law enforcement the tools they need to shut you down other bills in the package include want to expand retail theft to include stolen cargo and another to extend the california highway patrol's regional retail crime task force indefinitely. this is change. this is action. these our solutions but not included in the bill. a proposal to repeal prop. 47 passed by california voters in 2014. the law change certain nonviolent crimes from felonies to misdemeanors, including theft when the items stolen are valued at less than $950. >> while supporters have long argued the law will help reduce california's prison population and lead to criminal justice reform opponents, including something member tom lackey say it emboldened criminals to take part in certain crimes like retail theft, but little to no punishment. it's the impetus to the problem. >> no, it's the main reason for the problem. and it was ill-advised. it's time to fix it. let the people speak and let us respond. >> and to overturn prop 47, it

face up to one year in county jail and 3 years in state prison. >> kron 4 your local election headquarters and there are now 2 requests for a recount in the race to replace an actual in congress. >> the request or filed in san mateo and santa clara counties. and under california election rules, it's the top 2 primary candidates regardless of party that move on to the general election. well, sam liccardo won first place with 21% of the vote. so he's on that ballot. this recount is for second place because at the moment, evan low and joe, some indian are tied. they each have 16.6% of the vote. so as it stands, they will both join the cargo on the ballot in november. 3 candidates. we'll let you know if this recount request moves forward. new this morning, the faa is now investigating claims by a boeing whistleblower about alleged flaws in the 7.87 dreamliner aircraft. sam sell up or engineer at boeing says that the company took shortcuts

happening tomorrow. ikea is going to be opening up a food hall at their san francisco location. >> that food hall will take up 2 floors can seat up to about 450 people. the space will also have entertainment, including live music. they could also host community gatherings. people can dine and we're told, be able to enjoy 11 different culinary cuisines. the food hall is also set to serve nordic style beer by local brewery. 4 point. so if you're up for that sample that grand opening is set for 11, 30 this morning. well, an update now to the team tryouts at can ballers held over the weekend. 3 players have officially been signed, including a female player. andrew martinez, connor, probably and kelsey put bar have all signed their contracts and will attend spring training next month. kelsey with more, by the way, made history back in 2022, she

was the first woman to sign a professional contract with an mlb partner league team with the staten island ferry hawks and martinez and copper ali. our bay area natives are from san francisco and flail. the ball is now have 31 players under contract going into the club's spring training. speaking of baseball, should nevada taxpayers have the chance to decide for themselves if they want to pay for the a's new stadium there in las vegas, a legal battle on that very question is playing out now at the nevada supreme court, the nevada state education association filed a petition saying that it's the voters who should decide this. but a clark county judge struck it down. so the group appealed to the state's highest court. if the petition is reinstated, the group still needs to collect more than 100,000 signatures. if they want to get it on the ballot, the amount in question in terms of money is about 200 million dollars out of the 350 million. that's being paid for by nevada taxpayers. we'll take a break here at 10. 27 up next on the kron. 4 morning

noaa, the national oceanic atmospheric administration. i spoke with him on the phone from los angeles where he is working with local teams. he says that the whale was initially spotted back on march 22nd in the southern california city of laguna beach, a group trained specialists attempted to help the whale and removed a gill net amash of netting to catch fish that is wrapped around its tail. what the whale was spooked. the whale very reactive. >> to us trying to close approach basically had to stand down. the intent was to leave the satellite tag in the billions on as we typically do to come back find the whale again over the next couple of days so that we can wind give themselves some time to calm down and slow down and kind of where all about. and too, it was a chance regroup. get off. hopefully figure out a way to cut all large, massive bill that that's wrapped around its tail. this pick says that they lost track of the whale on

>> at 10, 33 is the time and police have arrested a hayward man for a deadly hit and run accident. that happened last september. you just saw the victim a moment ago, christopher pena, he was riding his bike in hayward when a car hit him near mission boulevard and orchard avenue. that car in the end was reported stolen. and police later found it abandoned. not too far away was set on fire. no word on what led investigators to the man that they have just now recently charged with vehicular manslaughter. cal fire officials are asking for your help now in finding this person, they believe this person said a fire at san jose state university back on march 31st. if you know who this is call san jose state police or cal fire. san francisco police are searching for a man who they say vandalized a mosque with a skateboard last week and might be trying to do it again. so the mosque is located on center street right between van ness and polk. police say the man was first captedn video thursday, damaging the been the his skateboard. and t

was back again in the area yesterday morning, but drove off without causing any damage to the mosque. state lawmakers now looking to increase penalties against corporations convicted of criminal offenses. state attorney general rob bonta says that while corporations can't be sent to prison for their crimes, they can certainly face penalties. and under current law, the maximum is $10,000 in fines per felony. but but if he had his way, wants to allow judges to impose fines of up to 25 million dollars per case or a penalty worth twice the amount of the money victim lost as a result of the corporation's crime. >> if you commit covid punch, you will pay a just find a fair fight in holding these corporations accountable is that we're going to enhance deterrence and that's going to discourage this kind of corporate misconduct that's going to discourage people from defrauding their fellow californians are exploiting people harming are invited and that is going to protect communities across our state.

>> bonta says more than 75% of the money from the fines would go toward a newly established fund to support victims. no word if there's any formal opposition. but we'll keep following the story. new this morning. governor gavin newsom says law enforcement has recovered more than 400 stolen cars in the east bay got michael thomas in the studio with more on the story. michael. >> hey, good morning, everyone will governor gavin newsom is releasing those results as part of a targeted law enforcement operation to improve public safety really across the east bay. over the past 8 weeks, the chp has recovered more than 414 stolen vehicles. 31 crime linked firearms and made 181 arrests that they say are all linked to organized crime last month, governor gavin newsom did announce that the state would be installing a camera network in the city of oakland and other parts of the east bay, essentially to help identify vehicles that are linked to different crimes. since 2019, the state has invested billion dollars to fight crime. help

hire more police and improve public safety. james, we'll send it back to you. alright. so that's been the effect oakland. meanwhile, governor newsom says the crime is down in san francisco. >> it's been almost a year since he and sent the chp and the national guard there and kron four's rob nesbitt actually had a chance to chat with the chp about what work they've been doing. >> the public took notice when chp increase patrols in san francisco, according to the governor's office in the past 11 months, chp has seized more than 42 pounds of fentanyl in the tenderloin officer. andrew barclay from chp golden gate division, francisco police are now able to focus on the open air drug market while his officers focus on the transportation of illegal drugs. we know that in order for individuals to sell fentanyl in the areas, it has to get there. >> and we know that majority the time those drugs are transported to these areas in vehicles, more than 6,000 citations have been issued leading to nearly 500 arrests. the governor released a statement tuesday saying,

driverless operations. you may remember crews pulled its cars off the roads in october after one of its self-driving cars struck a pedestrian in san francisco. in the east bay, the contra costa board of supervisors has passed a recommendation to expand health care to undocumented residents. this expands eligibility to immigrants by eliminating the documentation status requirement for the counties, basic health care program. supervisor joe goya celebrated the vote saying the historic action to expand health care to more of our hardworking immigrants are immigrant families makes us a healthier and more equitable county end quote. the antioch police department is seeing some improvements when it comes to its staffing crisis, especially with the police department. officials say that's thanks to a hiring incentive program that's focusing on recruiting new officers to the academy kron four's philippe djegal takes a look. >> the antioch police department currently employs far below the number of sworn staff positions authorized by

the city council mayor lamar hernandez. stark says the outlook is promising, especially now that many of the officers once placed on leave have been cleared to return to work to do the math. if everything goes right to expose to go pretty soon, we'll have 95 officers and then we'll have more coming online that are that are that are waiting to go the academy. so that will be over 90 something officers pretty soon. the city has authorized 115 sworn positions for the police department. interim chief brian addington confirms there are 80 on active duty. 39 work patrols just one less than the mayor's goal. 6 cadets are currently in the economy. 7 more are slated to join the academy this month. and mayor hernandez thorpe says he's $30,000 signing bonus program extended by the city council last year has resulted in more than 20 new hires given where we've been in the last 2 years. we have attracted a lot of new time

you. we're looking at 80's, not just for san jose, but a lot of our inland areas closer to the coast, expect some 60's. so if you don't love the 80's, well, you know where to get to. it's going to be a lot cooler for the immediate coastline. high pressure in place contributing to the summerfield. but only briefly today and tomorrow are warm ones. low-pressure dives right in after that friday cooling down already and saturday. we'll be looking at really cool temperatures in the 50's amid some showers almost seems like it's to be expected at this point during their weekends. that seems to be what a lot of our cool downs are. we will be looking at showers increasing towards friday night and saturday, though, itself is the wet day and the cold one to stay inside as maybe much as you want to. we will be seeing some snow in the sierra as well. some nice spring skiing conditions up there as we move into sunday, the low clears out and things will start to warm back up into early next week. rainfall totals out of this next system anywhere between a half an inch to three-quarters of an inch are a lot of other one preliminary model estimates could see

morning, the nfl is raising the standard for player safety with some of the safest helmets. they say they've ever tested. they'll be on the field this fall. the league approved a dozen new helmets after a year that saw 219 concussions during the preseason and the regular season, making it the second straight year where we had more than 200 injuries. head injuries. that is 12 new helmet models are eligible now for players to choose from and where some of them are going to be more positions, specific comments. but the league says 5 of these helmets tested better than any they've ever tested before. >> bs amount of impact testing and simulation that are run up see in the nfl, the size of the players, the speed of the players, the environments they play. and so our helmets are significantly lighter based on the materials that were using in some cases up to 45% lighter. >> well, the nfl says they handpicked the companies to make these helmets based on

their precision. they say the position specific helmets will provide best possible protection for those various positions. so these helmets will feel a little different. also going to look a little different. you're going to see that on the field this fall. residency. doctors at northern california. kaiser hospitals are looking to unionize. residents doctors are those who work those 80 hour weeks as part of their training early in their career. northern california kaiser staff filed a petition with the national labor relations board to form the union for the residents who doctors, they still have to hold a formal vote. if it succeeds, though residents would join most other kaiser workers, including pharmacists, nurses, and housekeepers in gaining union representation, the largest health provider in private employer in california. meantime, kaiser permanente says the organization is committed to providing a good learning and working environment. we have some sad news concerning a member of the kron. 4 family.

our morning photographer henry jerkins passed away over the weekend and we wanted to take a moment to recognize him. he was a beloved member of our team. he started on the morning show, but 2 years ago and he's going to be missed by many reporters and producers and staff who work with him here. henry was a veteran in our field. he worked in the bay area for more than a decade at different media outlets in it la before that. honestly, when he decided to come to kron 4 and bring his talents and skills to our morning show. and we always had a smile. and he was a joy to be around. and we've been spending the morning sharing stories of him. everybody has one. henry was 59 years old. he leaves behind his wife. and 2 children. may his memory be a blessing to all who knew him? we will miss you. henry.
