>> thank you for joining us here on kron. 4 news at 2. i'm justine waldman. we will start now with another oakland business. but on the break, the owner of a long time live music venue downtown says burglaries and crimes of scared off customers kind of crippled his bottom line. kron 4 to call reports the owner will likely have to close his doors for good >> and all too familiar sight for business owners across the bay area. and in this case, specifically in oakland, they broke into every single door. they're they're there for an hour twice in february. oscar edwards says thieves burglarized his 24,000 square-foot entertainment space and restaurant called complex oakland in downtown. in one case, edwards was left with $40,000 in damages and losses. i just don't know we're going to be a. >> and in coming future in business for 15 years. having opened after graduating from san francisco state

university, the southern california native says oaklanders have taken him in as one of their own and does not want to leave the city. but adds there is only so much you can take. it was not until after the pandemic. and former oakland police chief leronne armstrong was fired when edwards says prime started spiraling out of control, staffing. >> you know what? the new $20 wage. on top of that, you have prime. yeah, you have break-ins. you have everybody not want to go outside of their houses. so it makes into almost like. impossible situation and reluctantly. edwards fears his time in oakland may be nearing its end. >> he just cannot sustain this business model anymore and does not see help on the way. i've never seen it. >> so where? the economy is been the way it is and then the city not helping out to small businesses. >> their way they should be. edwards says he has felt the effects of the raiders

warriors and now possibly the a's leaving oakland, he says fewer jobs means people have less money and are less likely to spend what they have businesses like his paving the way for what appears to be an inevitable split with the town. philippe djegal all kron. 4 news. >> nearly 200 arrests and more than 400 stolen cars were covered in the east bay. the governor's office saying that's the latest result of the chp sting operations in oakland, the california highway patrol says that is also recovered. 31 guns linked to crimes. these arrests and seizures were made over an 8 week period. the people arrested were linked to carjackings, drug, dealing, dui and theft. governor newsom crediting the increased presence and chp officers that have been working with local law enforcement since february. it's all part of the governors. 10 point action plan to support oakland's efforts to improve street safety and beautification. talk about our forecast right now with this live look

outside across the city of san francisco. it gorgeous day out there today enjoying some nice, warm weather. meteorologist kyla grogan here now with details on just how warm it's going to get today. yeah, another beautiful day. we've got some temperatures soaring already. you can see we've got a nice mix of just some very high clouds out there and some blue skies. as we take a look at downtown san francisco. >> temperatures here are very impressive. as you can see, we're already at 70 degrees in san jose and napa at 77 in livermore and even downtown san francisco right now sitting at 67 degrees, little cooler out of half moon bay, a little breezy as well because they have a little bit of fog kind of hanging on there. when we got to the morning, we didn't really clear io there. but you see high pressure has moved in. and that is certainly what's keeping us warm and sunny today as we zoom in, you can see we're just a little bit of that. marine layer been clinging to the coast and it actually started rolling right through the golden gate bridge a couple of hours ago. so it's kind of been touch your go there. but now getting some sunshine out of half moon bay getting a little break there, too. but a beautiful day, no

doubt about it. and really nice night this evening, we'll have partly cloudy skies, very mild temperatures. we're talking upper 40's to low 50's tonight. no problems there. one more day of this. really nice weather and then things are going to change as our next pattern rolls in and that means that we're looking at for some rain as we head towards the details on that. when come back in just a bit. thank you, cal. fire officials are asking for the public's help to find 2 people. they believe could be connected to a fire at san jose state university. they say the people on the screen right now, our suspect, the setting a fire on campus on march 31st. anyone who recognizes them is asked to call san jose state police or cal fire. in the south. a new study of santa clara county's public contracts showing that only a few were awarded to minority business owners. the study looked at the number of minority owned businesses that one public contracts between july 2016 in june 2021. >> and it found that local minority businesses that were

owned by people in the county received only 15% of the county's total payment. the study recommends the county started small business enterprise program to give local diverse businesses more opportunities to bid for public contracts. city officials and the study's authors are hosting a virtual public forum next monday to get feedback from business groups. and in san francisco, mayor london breed is set to visit china in the coming week. all in an attempt to attract businesses and improve relations. kron. 4 s charles clifford joins us now live from the city with details on her visit. thanks for joining us. >> good afternoon. you know, during the apec summit late last year, president xi of china invited mayor london breed to visit and now she's taking him up on that offer. on saturday. mayor london breed along with a delegation from san francisco's asian pacific. islander communities will kick off a multi-city tour of china. the mayor says they plan to meet with business leaders. government

officials, universities and airports in an effort to improve relations and attract businesses. here to san francisco. >> our goal is to, you know, enter into major agreement to make san francisco significant to china and to let them know that we are open the business relationship that could be developed as a result. >> the mayor is also hoping to encourage tourism in 2023 visitors from china spent more than 600 million dollars in san francisco in the bay area. a trend she would like to see continue many of those visitors who come. >> they go to our restaurant, a shop in union square. they in particular love going to chinatown? so tourism is one of the most significant parts of what we want to accomplish. >> and finally, the mayor says that they will also be meeting with chinese officials to discuss the possibility of bringing pandas back to the san francisco zoo. something that could be a real boost for the zoo and san francisco tourism. we expect to have conversations about it for sure. >> but we probably will not be able to confirm until they

community come under >> during the holy month slums fasted from sunrise to sunset and took time to do some self reflection, reflection and prayer. we're following some breaking news now out of philadelphia where at least 2 people have been shot in an area where people were celebrating. it all fits her. dozens of police officers responded to the shooting. this is new video now into the crowd for newsroom. one woman says that she was shopping at a dollar store when she heard people talking about a shooting. >> we're all concerned. we're all just talking customers, not even the workers. same. it's getting worse. and we've been afraid to go into the stores because we're here is so many things at people getting shot. >> the 2 people hurt are being treated at hospitals. their conditions have not been shared. it's not clear what caused the shooting or how many shooters may have been involved. investigation is still ongoing. in san francisco, police are searching for a man who they say vandalized a mosque with a

skateboard last weekend. they think he could be trying to cause some more damage. the mosque is located on center street between van ness and polk. police say the man was first captured on video last thursday, damaging the building's windows with his skateboard. he was that back in the area yesterday morning. but they say he drove off without causing any damage to the mosque. happening tonight, santa clara county health officials are hosting a training event and how residents can help reverse an opioid overdose. with that life saving drug narcan, the free narcan training workshop inviting the community to learn how to use the drug case of an emergency. they're also be an opportunity to learn more about the opioid crisis. santa clara county supervisor joe submitting and hosting this workshop in partnership with santa clara's behavioral health services. training begins tonight at 7 at the mitchell park library. attendees then can go home with a free narcan kit. >> coming up, how a health

been working. furthermore, the audit took a closer look at the cities of san jose and san diego and found both cities are doing a poor job of tracking or evaluating the effectiveness of their homelessness programs. san jose mayor matt mahan says he's not surprised by this finding. in fact, he says improving accountability was one of the reasons he ran to the mayor. >> we need more transparency, more accountability. better tracking. absolutely. but we should be tackling this city by city county by county. we should have a top down statewide framework for how we're going to measure the efficacy of the dollars were using. >> so state lawmakers are likely not to pass some specific rules and regulations requiring better tracking at all levels. a contra costa county coroner has identified that 9 year-old girl who was killed in a rollover crash this weekend in concord as jay hernandez tapia. she's from oregon. the california highway patrol says the girl's mother, 13 year-old sister and 2.17,

year-old cousins were also in the car that crashed and 6 ad sunday morning. all of them are still recovering at the hospital. investigators say the driver took off from the scene after the crash and so far has not been found. and advocacy group is offering a $10,000 reward for information on east palo alto man's death after police didn't rule it a homicide east palo alto. police say they found 54 year-old leonard clark dead on newell road near west bayshore road on monday morning. autopsy confirmed clark's injuries were criminal in nature. the group's mothers against murder as offering this reward for information that can be given in the next 90 days. that helps with this investigation. an east bay npregional park police officer stopped a crime. he says he witnessed watching people trying to steal a parked car. this was in the oakland hills. the suspects drove away when they saw that officer. the officer later spotted the car which they determined to be

stolen. and when he approached it, the passengers got out and ran away. oakland police eventually helped capture capture all 7 alleged suspects. police officers found they say a number of guns in ski masks in the car. we're taking a live look outside here. it san francisco, no breeze there in the trees, but lots of sun today, kyra, grogan turnouts me talk about that. warm yes were cast once again, a gorgeous day in the bay. great day to kind of get outside and enjoy we've got this day and tomorrow and then things are going to change >> and just to talk about those changes are look at the blue skies in the east bay. here is a temperature profile of berkeley for the next few days. so obviously today in the 70's tomorrow in the 70's and then boom, that temperature drops rate at to 60 degrees as we get to friday and 55 degrees as a high as we get to saturday. that is because we have some rain that's going to be rolling by. that's going knock temperatures down to the timing on this is basically late friday night into saturday. and i think the

first part of saturday in particular, we're going to see some of those heavier showers in the early morning hours moving in basically from northwest to southeast. so a typical direction that we see chilly temperatures. as i showed you dropping well below average and totals look to be about a half an inch to an inch in urban areas and higher totals out at the coast. coastal mountains, right is what i'm talking about. more one to 2 inches. so just a out the next couple of days here. this is obviously tonight looking good, no problems. few high clouds out there tomorrow. lots of sunshine. there you are on thursday afternoon. it isn't until friday that we start to see this cooler air slide in the clouds moving in. and then as we get later into the evening and the north bail, see it first. and i do think will be after about 9 o'clock at night. we'll start to see this rain roll in as this low pressure system starts to kind of dropped down the coast. notice there is going to be a little sierra snow with this too. some of the peaks up there look like we'll get another foot of snow. believe it or not in april, as far as the rain is concerned, the model to be getting a little more bullish on some totals in particular, as you can see

right around the bay but it does look like between about a half an inch and an inch in a few spots, as i mentioned, could get a little bit more than that. so it's, you know, to decent amount of rain. we're also going to see the wind pick up and you can see this is today. so that's your regular sea breeze. but as we get to tomorrow, we see that wind starting to roll and it continues even picks up a bit as we get into friday, particularly friday afternoon. you can see it right there, right? so this will be part of this system as well. once this passes us by then kind of warm up into a nice space. next week we're talking low 70's inland and lots of sunshine at about where we should be. right. so we'll get back to that. but first, we're going up and then thank you. the biden administration has unveiled national standards, limiting chemicals in drinking water. the environmental protection agency announced the changes this morning. >> water utilities will now have to filter out 5 types of chemicals. the chemicals have been linked to cancer, thyroid disease, heart and liver damage. in addition to water, they're also found food,

clothing, household products and dust water treatment facilities will have 5 years to filter out these chemicals if they exceed the national standard. the new monthly inflation numbers are out and federal data is showing for the second straight month. consumer prices rose 3 and a half percent from last year. our washington, d.c., correspondent raquel martin reports on the president's reaction while his administration is trying to tame inflation. today, president biden acknowledged that prices are still too high for things like groceries and housing. >> he and many outside economists agree that today's news will likely delay action from the federal reserve to slash interest rates. >> what the cost of gas rent and car insurance continuing to climb. new federal data shows consumer prices remain stubbornly high in march and we have a plan to deal with. president biden is pledging to keep his foot on the gas to bring costs down. he says it's raining in record-high prices

during the pandemic. inflation has slowed. more than 60% were in a situation voter situation and we were we took office. republicans, including his 2024 opponent, donald trump blame the president's back. it's raging back. joe biden has made everything more expensive. missouri republican senator josh hawley says people in his state are struggling to afford the basics. they can't afford to buy a new car if they can afford to service the card that they have, they can't afford to buy eggs at the grocery store. greg mcbride, chief financial analyst with bankrate says, well, the economy is strong moving in the wrong direction. mcbride says the march data all but guarantees the federal reserve will avoid cutting interest rates anytime soon. you can kiss any idea of a june interest rate cut that by. >> last week, federal reserve chairman jerome powell, warren slashing rates too soon could do more harm than good and

ultimately require even tighter policy to get inflation back to 2%. the white house and says the report is not all bad news. new data shows the cost of household goods like bread, butter and cereal are lower than last month. >> for now in washington, raquel martin, back to you. >> a possible hike prices coming possibly to your next stamp purchase at the u.s. post office in july. it could cost you $0.73 to mail. a letter currently at $0.68. that's a $0.5 increase for a forever stamp. you can also see some similar increases for postcards, metered letters and international mail if approved this increase would take effect on july 14th. the postal service also wants price adjustments on special services such as money orders and certified mail. there will be no price increase for post ahead, new ballers will be out on the field will get to meet the athletes who have just signed on to be.

celebrated the vote by saying the historic action to expand health care. 2 more of our hard working immigrant families makes us a healthier and more equitable county. the u.s. justice department has ordered medical device company philips to overhaul the way it makes sleep apnea. machines, the doj announced a settlement with the company this morning. phillips is banned from resuming resuming production u.s. facilities until it meets several safety requirements. the company has recalled more than 5 million machines since 2021. the doj says phone inside of the machines could break down over time causing users to inhale tiny particles and fumes while they sleep some patients report sinus infections and pneumonia. phillips denies any wrongdoing. people from across california. all right. the state capitol to advocate for californians with disabilities as a funding cut for treatment and services is looming today on cancer action day. they're asking legislators to expand access to and cervical cancer

>> it's >> the end of an era. stanford women's basketball coach tara vanderveer calling it a career. she finishes as the ncaa is all time winningest basketball coach all-time conference. get ready live for us now at stanford after hearing from the coach. it's a big day they're doing kate. >> hey, justine. well, i'm finished holding back tears. i was joking that i've never seen a press conference where so many media members, reporters, school administrators were trying not to cry during it. that is how much tara vanderveer has meant to this community. 2 women, sports and to the sport of basketball in general got the numbers to support that for sure. she's got 38 years here at stanford coaching the women's team. she's got 15 final 4 appearances. 22 sweet 16 appearance as 28 elite, 8

appearances. and of course, those 3 championships here at stanford. you mention the biggest number of them all 1216 wins. that's most in ncaa history. men's or women's any division. but for van der veer, it has really never been about the accolades. she has been far more motivated by making sure that her impact is made on the young women that she coaches. in fact, she said that she realized over the years she hates losing more than she actually enjoys winning and more than anything. she has loved the game of basketball since the 3rd grade. so even though she said she's contemplated retiring about 20 times over the last 38 seasons because it's just so exhausting. the grind of the season can be really intense. ultimately she decided to stay because the most special part for her has been the relationships with the women who have played for her. >> i never wanted to let any of our players down. i never

wanted. i don't like it when they're in the gym before me. i want i want to outwork them and i want them to know that i'm giving them the best chance of being successful. and i have said this, i want to have to take them to a place they can get by themselves and, you know, i'm also i kind of read, you know, you know, the teamwork of it. that is just so special to have that feeling of, you know, getting in doing something with the team and i want them to experience that. >> so what's next after 38 incredible seasons? well, to our seccess or has already been named, it is her longtime assistant kate pay, who was a player here at stanford. and then an assistant coach and associate head coach here for 17 seasons. that is all set and taking care van der veer will said that she will be here to support coach pay and she will also be here in a different role, maybe as an administrator, maybe as adviser of some sort that is still all being worked out.

but she said she's definitely not going to be very far from this program when she isn't on stanford campus, though, still plenty to keep her busy. she said she plans to try out all the restaurants in the bay area that she hasn't had time to try spent some time with her. 97 year-old mother try to get better than her mother at bridge. and of course, she said the number one most important thing she's going to do is watch and support her warriors. vendor is a huge warriors fan who among us can relate to that. i just at stanford. kate rooney kron 4 sports. kate, thank you so much. >> should about a tax payers get to decide whether or not they should pay for the a's stadium. construction is a legal battle on that questions. that's now a playing out in the state supreme court there. the nevada state education association file the petition saying voters should get to decide. but a clark county judge struck it down. the group appealed to the state's highest court. if the petition is reinstated, the group still needs more than 100,000 signatures to get on the ballot. the amount in question

is roughly 200 million dollars of the roughly. 350 million portion being paid by the state. and update now to the team tryouts for the oakland ballers. that was over the weekend. 3 players have officially been signed, including a female player. there is now andrew martinez, connor kapur, al and kelsey, what more they have all signed their contracts and will attend spring training next month. kelce made history in 2022. as the first woman to sign a professional contract with an mlb partner week with the staten island ferry hawks and martina suncor pero our bay area natives from san francisco and delay helped the ballers have 31 players under contract going now into the club's spring training season. problems with this year's federal student loan aid or fafsa have left many students unsure if they can pay for college. lawmakers on capitol hill heard more about the impacts of this flawed system and the missteps of the department of education today,

our washington correspondent maddie beer-temple has the latest. >> the new simplified student aid form known as fafsa fo was supposed to be easier for families to fill out and expand the number of students eligible for federal aid. we begin the school year with high hopes, but that promise hasn't panned out. numerous missed implementation deadlines. >> long delays, broken promises called call centers and it airs financial aid. experts told lawmakers the botched rollout has left students in limbo about whether they can afford college. there are 2.8 million fewer passes filed this year. >> as compared with the same time last year, rachel feltman with the university of north carolina chapel hill says they still haven't sent aid offers for the fall yet because of delays that the department of education are facing a crisis of enrollment and of trust. >> the applications that have been submitted, 40% have errors that can't be fixed quickly. according to the national association of student financial aid,

through. >> possible tornado and lake charles earlier today. and as we zoom in here, this is where there was one that touched on this, a slidell, louisiana, and put it references. this is new orleans and that's where all of that damage to the pictures you just saw word as we zoom out here. you can see where the storm reports now are rolling right along where the leading edge of the storm is. that's the most dangerous part at the moment. and it right now is headed right towards panama city and rolling again through a lot of populated areas today, which is why i have such big you can see where that line is getting very to step in. that is a tornado warning just to the east of destin, florida now. so this is like a beach community where people go for their vacations in this part of the country. very devastating weather today. and as we zoom out, you can see other than that pretty quiet around a good portion of the country and certainly very quiet here in california where we've got blue skies. and, you know, just a gorgeous day out there where temperatures have been rising and we have quite a bit of of of warmth today where we've seen temperatures that are pushing up into the upper 70's. we do have rain

coming as we head towards the weekend. i'll be back in just a bit. we'll talk more about that. thank you. >> now governor gavin newsom is saying crime is down in san francisco and it's been almost a year since he sent this chp and the california national guard into the city kron four's rob nesbitt talked with a chp officer about the work that's been done so far. >> the public took notice when chp increase patrols in san francisco, according to the governor's office in the past 11 months, chp has seized more than 42 pounds of fentanyl in the tenderloin officer. andrew barclay from chp golden gate division says san francisco police are now able to focus on the open air drug market while his officers focus on the transportation of illegal drugs. we know that in order for individuals to sell fentanyl in the areas, it has to get there. >> and we know that majority the time those drugs are transported to these areas in vehicles, more than 6,000 citations have been issued leading to nearly 500 arrests. >> the governor released a statement tuesday saying,

quote, these results are a testament to the effective collaboration among state, local and federal law enforcement in san francisco. >> we will continue to work together to get drugs off our streets, address crime and make our community safer. the california national guard was also brought in last year to stop drug cartels. critics of increased law enforcement compare the governor's plan to the failed war on drugs. but officer barclay says police are doing more on the streets of the tenderloin that just making arrests while working with individuals who may be. >> you know, being arrested for possession of large amounts of fentanyl. also letting them know that there is there is help. there there are services available to reporting in san francisco. i'm rob nesbitt kron. 4 news. >> at the state capitol and assembly public safety committee addressed a number of bills, including several artificial intelligence or ai. one of the proposals would make it a felony. 2 possess child that's made with ai 16

high school in laguna beach has a similar investigation now underway. kron four's your local election headquarters and there are now 2 request for a recount in the race to replace and as she would congress, the requests were filed in san mateo and santa clara counties under california election rules. the top 2 primary candidates regardless of party advance on to the general election. so sam liccardo won first place with 21% of the vote. the recount for second place because evan low and joe submit ian are tied with 16.6% of the vote. and as it stands, both will now join the on the ballot in november. so we'll let you know if these recount requests move forward. a state bill that would keep landlords from asking about pets on rent applications prohibit pet rent and limit pet deposits. now one step closer to passing assembly member matt haney, who was behind this push says this will address the housing crisis and keep pet owners.
