>> now it to a historic milestone in san francisco. the latest details on the police department reform. plus, another day, another overturned big rig in the east bay. the latest road conditions after a major highway shut down. and authorities continue their search for a missing teen, the russian river. we have the latest developments. news station. >> he's calling for news 2. >> thank you for joining us here on kron. 4 news at 2. i'm justine waltman. the san francisco police department says it completed a series of reforms, but critics say there's still a lot of work to be done. kron 4 s charles clifford has the details. >> well, here in san francisco, the city and the police department say that they have completed a series of reforms that they have been working on for the better part

of a decade. 7 years ago, the police department was under heavy criticism following several violent incidents, including the shooting death of mario woods at the time the obama administration department of justice may 272 reform recommendations, including asking the department to address biased policing limit use of force, address racial equity issues, improve transparency and data collection. on friday, the police department announced that they have submitted the last 27 responses to all 272 reform recommendations. they submitted those responses to the california department of justice. now, critics of the department have said that the police department still has issues that need to be addressed, including use of force against black people in san francisco who make up a smaller percentage of the population. on friday. mayor london breed and police chief william scott acknowledge that there are issues that still need to be resolved. >> and while this is definitely a commemorative moment, this does not mean that we won't continue the great work that we're doing to

balance the reforms that we need to implement as well as making sure that we focus on public safety for san francisco. >> each and every one of us know that there's a lot more work to be done. and this worked. cole reform is never truly over. but we have put in place systems we put in place. infrastructure we put in place to support. to overcome challenges and to adapt we need to. and really that's what this work all about. >> now, even though the san francisco police department says they have completed all 272 recommendations, it's not clear yet if the california department of justice agrees that those recommendations have been fulfilled. but for now in san francisco, charles clifford kron, 4 news. >> the city of entering into a settlement agreement for police oversight with california's department of justice in twenty-twenty, the vallejo police department was to implement at least 45 reforms around lawful use of force racial bias and strengthening police

accountability. the department has since compiled completed 20 of those 45 recommendations. but the department of justice says that's not enough. the attorney general rob bonta said in a statement yesterday that this new agreement with the city and the police department demonstrates commitment to correcting injustices and enhancing public safety for the people. a vallejo. 2 miners are behind bars right now for allegedly stealing a car in the leading police on a chase in the east yit was earlier this month the fremont police responded to reports ofa carjacking at an apartmencolex and boulevard. police officers found the stolen car before the ss then led them oa chase into oakland. and that's where they were caught. they face charges of carjacking and fleeing pursuing peace officers. police arrested an american canyon high school teacher for the second time in one week for child crimes. 41 year-old brad role was arrested this morning after investigators with the napa county sheriff's

office found new evidence that he allegedly committed unlawful and lewd acts with a minor. he is a physical education teacher and was on administrative leave following an arrest at the school on tuesday on charges including inappropriate contact with a minor. anyone with information about what might be going on here should call the napa county sheriff's office. a 67 year-old palo alto resident has now been charged with child crimes. lot of detectives were notified of a man speaking to undercover officers in georgia posing as a 12 year-old girl. this happened last month and detectives have learned that 67 year-old robert, when lau provided his cell phone number sent photos of himself and child abuse material and also made arrangements to meet in person. he was arrested yesterday and now faces charges, including can contacting a minor with the intent to commit a offense, attempting lewd acts on a child under 14 possession of child and arranging to meet

with the person believed to be a minor to engage in lewd behavior. detectives believe there might be other victims asking anyone with information to contact palo alto police. search and rescue teams in sonoma county continue looking for missing teen who was spotted last in the russian river around steelhead beach last night, someone called sonoma county fire about 2 teenagers who needed to be rescued from the water. crews were able to rescue one of them. but right now they're still looking for the second. all lanes are back open on southbound 8.80, after an overturned semi blocked lanes and hayward for several hours this morning. kron four's will tran shows us was drivers face during their morning commute. it took a little bit more than 4 hours to finally get the big rig out of here. but exactly what they did at around 08:30am, in the morning, starting at 04:30am, in the morning when the big rig driver. >> just was either drowsy at

the wheel, possibly speeding. they're still investigating that. but they believe may be possibly drowsy because he bounced off the right side, right? well, on southbound 8.80, tried to correct the big rig and ultimately when all across the freeway and then slammed into the center divider on southbound 8.80, just before the 92 split. they had to shut down all lanes initially and then slowly but surely at around 7 o'clock in the morning, they open up another lane, giving it 2 lanes at 8 o'clock 3 lanes. but the damage stretched for miles. and it took a long time because the back of the semi truck actually was overturned. so they had to basically cut it in half. get the back of the big rig on all of its wheels. and then tow the big rig basically individually away from this particular scene and look at the mess that it had to. clean up. as

far as the caltrans crews, all the burned out flares on the roadway. you drive by here, you're probably wouldn't even know that for hours traffic was going maybe one, 2 miles per hour past the scene. >> we're taking a live look that looks like something chilly, roland, and they're over camera on top of mount tam kyle. us here in the weather center now to go over details that fog clouds, what's happening clouds? yeah, we've got some cloud cover coming in today and will be a little marine layer out there, too. but right now it's just the cool temperatures that i think everyone is feeling when they walk out the door. here's where we're at. 57 in san francisco. >> we do have some 60's out there. no 80's today. 64 in concord. you can see about 62 in napa, san jose. a little warmer at 67. but look at this. this is the difference in temperatures between 24 hours ago and now. so yes in santa rosa, we are 20 degrees cooler. then we were this time yesterday, 19 degrees cooler in livermore across the board.

it's a pretty cool day out there. no doubt about it. it's also a breezy day. you can see that picking up a nap and 22 miles per hour. oakland at 18, you can see 22 in fairfield. so no one really escaping this right now. we're all feeling the cool temperatures and the breezy conditions because of this low pressure system starting to push some of this moisture towards california. you can see in parts of northern california already getting some of these showers. we are not seeing them here yet in our viewing area, but they will be coming in later tonight. and i do mean later tonight. so to take you to about 10 o'clock tonight, you can see where it's just starting to work its way into the north bay. in the overnight hours, some heavy downpours will come through and if some cold air there, too, you can see as it rolls through your saturday remains very active and notice this. we could see a few thunderstorms cells that rolled through here as well. now, when you get into sunday, there's a little back end of a possible shower in the afternoon and then it all finishes up and it's all said and done. we're looking between about a half an inch and an inch of rain bay area wide. i'll be back in a little bit. we'll talk about the sierra snow coming our way as well. thank you. arizona's

attorney general is looking to california to be a safe haven for the state's doctors and nurses. this week, arizona supreme court. >> ruled in favor of a near total abortion ban. the attorney general there, kris mayes says her office is now looking into all avenues to mitigate the impact of the civil war air abortion ban, including helping arizona doctors get licenses and other states. 18 64 arizona law. outlaws abortion from the moment of conception and the only exception being to save a woman's life. any health care provider who performs an abortion could be charged with a felony and face up to 5 years in prison. governor gavin newsom says california remains ready to help people from arizona access reproductive health care. and that abortion ban is set to take effect in 2 weeks. planned parenthood clinics in california are preparing for an increase and out of state patients. and the republican

speaker of the house and donald trump are in florida. the 2 leaders will be making a joint announcement about election security at set to happen any moment now. our dc's raquel martin gets us up to date. the visit comes at a critical time for both leaders. we are now just days away from the former president's first criminal trial. >> and as conservatives threatened to remove johnson, a speaker speaker of the house, mike johnson is traveling south to florida to meet up with former president donald trump. >> at his mar-a-lago estate leader of our party. i think it's good for him. the speaker to get together on capitol hill. some republicans like congressman bob good are hopeful. the visit brings unity to the party on the same page. one thing the visit comes while johnson's leadership post hangs by a thread ultra conservatives led by georgia republican congresswoman marjorie taylor. greene are threatening to oust johnson after he worked across the aisle with democrats. the pass a budget. it is currently

>> i'm up here at north star. this is one of the last days of season. so just checking out the spring skiing, looks pretty spectacular, as you can see behind me. crowds. that's a winner. >> so as far as what it's like out on the slopes, we're going to check it this is what a base of nearly 114 inches of snow with 100% of the lifts still operating in mid-april. looks like storm after storm left ski resorts like north star with enormous windfall. >> at the beginning of this month, the california department of water resources revealed that for 2 years in a row. the april survey showed a snow pack with 110% of average. excellent beautiful for those who loved to ski and board. the late season was simply joyful light clothing, even shorts were popular. outfits due to the warm sunny i could >> nice. and he just now. what are about? heavy coats? what's

kron, 4 ws >> all right. here's a look at tahoe right now and more snow is coming. kai, let's hear now. so we can time out this spring snowstorm. yes, i love teresa's packages in the weather like asian or she worked new favorite thing, though, when she's in the weather. i love it. and i'm just going on record as saying that, ok, let's talk weather, everybody. let's talk sierra. so as we take a live look here, a dime, if you cannot a whole lot of people out right now, it's getting a little windy there under wind advisory. and you can see here as we look at lake tahoe, it's 58 degrees. >> the clouds roll in and we start to get a little bit of rain there right now. and 22 miles per hour winds. so it's happening, right? it's all happening. the wind advisory goes until midnight tonight and this means 40 miles per hour wind gust. plus, also on the lake, one to 3 foot waves. winter weather advisory is up not for tahoe right now, but you can see point south of it. so mammoth lakes, right down into the central sierra and then parts of the southern california mountains as well.

and that goes saturday from 11:00am to 11:00pm. so that's one of the bulk of this is going to be falling. so let's look at the total, shall we? if we are talking tahoe, it's going to be, you know, more in that kind of 6 to 12 range, a little bit less. but you can see the higher totals are down more in and around the mammoth lakes area. but we're going to cold system here. so clear lake, you know, that could be seeing a little snow. mo-nt hamilton could be seeing a little snow as well. this late in the season. that's kind of interesting to observe notice that as we look out at the lake, you don't really see white caps, but you do see things getting churned up just a little bit here. incline village, windy conditions today and we're going to see the snow showers kick off as we get into saturday. that will linger into sunday, obviously dropping temperatures down as this cold air comes in. futurecast shows you we start to get the showers tonight. the snow really pops up for them as we get into tomorrow. so they're saturday about 2.30. it does kind of have a back end on this system. so sunday, i think we'll get a few more as well before finally spends to the south and then wraps it up and maybe this is our last

spring. still part of i think i don't know. we'll see. but i think we kind of feels like it will meanwhile, back in the bay area, you can see how we've got some kind of gray skies out there. a little bit of a breeze as well. temperatures certainly way cooler than they were in those 80's yesterday. and a quick look at your extended forecast shows you the once this storm system passes us by and there is a chance of a thunderstorm on saturday. by the way, we're going nice weather next week. really beautiful. lots of sunshine and kind of perfect seasonal temperatwres. thank you. salmon fishing season has now been banned for the second year in a row. this is because of low population of the fish. >> state officials voted to close the season and experts are saying the 2019 2020 droughts played a big role in that. they say that the salmon that were spawned in those drought years migrated out to have low survival rates because of the warm water conditions. >> it's the best way to handle it. we've we've done it before. the fish do come back.

if you just leave them alone. >> governor gavin newsom requested a federal fishery disaster declaration to support fishing communities this year. but experts say that will take months before federal approval. state officials will vote on fishing only in streams and rivers next month. now for your health as the cdcs morning a recent spike in measles cases, this threatening the disease's elimination status in the u.s. the disease was considered eliminated in 2000 meeting. no outbreaks persisted. more than 12 months. but more than 100 cases have been reported so far and more than 300 cases since 2020, the majority of them happening amongst unvaccinated people because of this. the cdc is encouraging all eligible residents to get vaccinated. he immediately the cdc is also debunking widespread misinformation about covid vaccines. the agency says there's been conspiracy theories in recent years linking the vaccines to

sudden cardiac death and other heart problems in young people. but the cdc says they have found no evidence supporting those claims. researchers say it's often not clear what can lead to cardiac arrest and people under the age of 35. the tsa says it discovered more than 1500 guns at airport checkpoints in the first 3 months of this year. that's a small number drop compared to the same time period last year. but the number of guns intercepted at airport is still up overall more than 93% of the guns found in the 1st quarter of this year and last year were loaded. if a passenger must travel with a gun, the tsa requires that they be unloaded locked away and declared in a checked bag. still ahead, we'll take a look at our local gas prices and why one experts believing up that they going to go back up. >> again. ev sales are slowing down. what other options

the slowdown in electric vehicle sales continues to snowball. according to car search engine, i see cars. the average price for used electric vehicle fell by 32%. >> all the average for a gas model slipped by 3 and a half. but kelley blue book says the hottest auto trend for this year is hybrids. analysts explain that buyers like hybrids because there pretty affordable get great gas mileage. gas prices across the bay area continue to go up and there may be no relief in the near future. both. the shift

from the winter gas plant to the summer blend and more people driving as we get closer to summer impacting the prices. so we'll take a look at what you can expect to pay for a gallon of regular here in the bay area. most expensive in napa. 5.79, san francisco in sandra fell just a little bit less followed by oakland and san jose around 5.60, the cheapest isn't the valais fairfield area at a 5.58. today during kron for news at noon we spoke with a uc berkeley professor on a solution for the high gas prices. >> the best way to beat high gas prices is to make sure that you have a car that gets decent fuel economy because if you can go from 20 miles per gallon to 30 miles per gallon, that is like cutting your price of gasoline by a 3rd. so its important to think about that when we're buying cars. >> so the professor there also said that while the state average here is 5.44, there is

bay. leaders at the port of oakland voted unanimously to move forward with renaming the oakland airport. the board is

going make a final vote next month. >> but now san francisco is getting ready to file a lawsuit against the ports saying the new name infringes suppose trademark kron. 4 sarah stinson has the story. >> and impending lawsuit from san francisco didn't seem to stop the port of oakland's board. in fact, they didn't bring it up at all. commissioners only talked about how the name change will put oakland airport on the map boosting its revenue. the oakland airport is one step closer to getting a new name. the san francisco bay, oakland international airport tuesday asked to clean high 7 eyes most the board of port commissioners unanimously voted in favor of the new name in its first reading of the ordinance thursday afternoon. the commission says this is needed to boost travelers, geographic awareness of where the airport is located because there's a lack of name recognition or you're a any information on the airport.

all legal options. the president of the board requested that they take the next couple weeks today. just public comments and take the final vote. >> on may 9th. meanwhile, the s of city attorney plans to release next steps and taking legal action against the port in the coming days. i'm sara stinson reporting in the newsroom. back to you. business owners along valencia street in san francisco's mission district are prepared to take legal action against the city over new bike lanes that have been installed on the street. >> they say the lands are blocking their customers and disseminating their revenue. more than 10 businesses valencia have reportedly closed since the city installed those bike lanes. a deadly shooting shutdown. oakland city streets for hours last night. this happened along kennedy street near 80 kron four's. dan thorn has the latest. >> heartbroken family members stunned while standing before a number of oakland police investigators after a man was shot and killed. police having

to cordon off kennedy street between denison and the i-80 south on-ramp for several hours thursday evening, traffic heading onto the freeway building up at times as many onlookers responded to the large police presence, a woman who lives along kennedy street telling kron 4 off camera the killing may have been related to an attempted robbery. police have not confirmed those details after investigators comb through the scene, the alameda county coroner's office collected the man's body. the police tape was eventually removed as officers cleared the scene and with several businesses in the industrial area. it's unclear if any security video captured what happened. >> we're still working to get more information about this killing. we'll keep you updated as we learn more from oakland police in oakland, dan thorn kron. 4 news. >> paul flores, the man convicted of killing cal poly student. kristin smart in

1996. has now been attacked for a second time in prison. officials say that this happened wednesday afternoon inside the pleasant valley state prison in fresno county. the assault is being investigated as an attempted homicide. flores was stabbed by another inmate in a wreck yard and then was transported to a nearby hospital. he has since returned to the prison and is said to be in fair condition. person staff say the attacker has now been placed in a restricted housing area. flores was hospitalized in august last year after being attacked just days into his prison. stay. kansas city chiefs wide receiver rashee rice has a surrender to police in connection to a violent high-speed crash. rice's attorney now saying the 23 year-old super bowl champ turned himself in last night and he has been booked and released on bond. police say rice and another driver was speeding on a dallas expressway last month when they caused a chain-reaction crash. both men are accused of leaving the scene without

determining it. anyone needed help or exchanging information. rice faces several charges, including aggravated assault and collision involving serious bodily injury. in the east bay, the owners of a richmond burger joint are saying they're closing their store for ever customers who have been going there for decades are now devastated. kron four's dan kerman tells us why the owners made this decision. for the past 38 years. those who live or work in point richmond. >> have come to depend on great american hamburger and pie company. further lunchtime burger in this place since i mean, i was a little boy. i've coming here for years and years it's such as stable enrichment items. it's believe weather closing. >> they just, you know, super really, really nice people. great food, you know, historic spot here in town. but now this point, richmond institution is closing its doors for good. the success that we had. >> it's because this coming in. >> owner george callie of us

stantec inc fear laying off hundreds of workers. the next couple of months. genentech is expecting to let go of more than 400 employees. the layoffs start in june. santa fe is a french pharmaceutical company and it will lay off about 100 employees as it closes its san francisco location. let's talk about our weather with a live look outside here at the golden gate bridge in the clouds and certainly rolled on in for friday. callous in the weather center now. and it's certainly cooler out there today. yeah, it is. you know, walked out the door this morning. we still have the sunshine, but i had a breeze to my back as host walking to kind of pushing me on the street. now the clouds have rolled in. >> as we take a live look here from the east bay and that will be the theme of the night. so my advice is. >> get the nice long dog walk in this afternoon or early how we get about 10 o'clock. we'll start to see some of this rainfall, at least in the north bay. and then tomorrow is going to be a little bit tricky, everybody, because we're going to have quite a few showers around. this is what we're expecting in the next 5 days. you see the bulk of it's going to fall overnight tonight into our saturday. still little chance

of shswers on sunday, but it will be light compared to what we're going to late tonight. so take you to about 9.45, you see some of these showers moving in very heavy downpours and some of this coming in the overnight tonight. we'll wake up tomorrow morning and you see some of the lighter rain still happening in the east bay in the south bay. but then we get into the afternoon heat of the day. that's what i think we should see that isolated thunderstorm possibility through the afternoon and into the evening. you can see some of these popping up. that's about 7 o'clock at night on our saturday. now by sunday, a mention just a chance. you can see just a little back end of the system. it should very light. if anything. and then it clears out and we're all done. so to kind of some that all up late night showers tonight, some heavy downpours in the overnight. we'll have scattered cool rain and that slight risk of a thunder storm for you on saturday throughout the day and the evening looking up about a half an inch to an inch of rain when it is all said and done. this is the low pressure system. you can see it right here. and as we zoom in, that rain is not here yet. but, you know, it's not hard to imagine. it's

calls climate resilience projects. transportation secretary pete buttigieg tells me they're urgently needed this resilience. funding can help make piece of infrastructure. we all count on more resistant to those threats. the goal is to target spots that are especially vulnerable to extreme weather and the money will be used to revamp dozens of roads, bridges, ports and other infrastructure across the country. this is about smarter better designs, our economy, our daily commutes, sometimes even our lives depend on making sure that infrastructure is strong. the funding for these projects comes from the infrastructure law passed in 2021. democratic senator mark warner says it's an investment that pays off for everyone. if you want to be good stewards of our taxpayer money, if we didn't do that, >> it would be irresponsible to the nth degree. and republican senator shelley moore capito agreed specifically praising the money going to her state of west virginia to elevate a highway to prevent flood damage. i look forward to seeing it happened. i think this is what it means, what it means to rebuild in a and smart areas. secretary buttigieg says there's a

>> the new statewide, fast food minimum wage that went into effect this month. this forcing in and out burger to make a very rare move. the chain is raising menu prices. the president of the chain, lindsey snyder says she fought to keep the prices low. in an interview with nbc's today, she says she went toe to toe with in and out executives over the issue and what other fast food chains are making. some big jumps in prices. she says she urged the exact not to do the same. she says she was just looking out for their customers but ultimately in and out ended up raising the price of its burgers. just $0.25 and drinks a nickel. the price of fries remains the same. caltrans is now estimating that permanent repairs to highway one in big sur and that section that washed out during recent storms could surpassed 25 million dollars. one of the 2 lanes collapsed into the ocean due to heavy rain last month. regular guided convoys to allow vehicles to the closure will be canceled tomorrow because more rain is coming and that convoy traffic

so we're feeling that cool air coming in from the system and it is being brought in along with some of this gusty wind. and you can see that, too. it's pretty pervasive across the bay. so this is all because of low pressure system. that's what's going to be changing our pattern. you see that rain to the north of us. it will show up tonight around probably like 10, 11 o'clock in the north bay and then roll through the rest of the bay area. i'm going zoom out and show you the big picture for the next week. once this low pressure system which brings us rain and the sierra snow kind of rolls on by and that will be by sunday night. we get into monday tuesday, wednesday, thursday, even friday. you can see we're looking pretty good next week, right? not a whole lot of anything after this. it will be the calm after the storm. this will be a good west coast system, though, because take a look at this. some pretty decent rain totals for this time of year. so you can see all the way from, you know, up in oregon, right on down to southern california and some of it even making its way over into parts of nevada and into idaho as well. so a good spring system on the way, but
