>> from the area's local news station, you're watching the kron. 4 morning news at 7. >> good morning. thank you so much for being here with us on the kron. 4 morning news. i'm stephanie lin. it's sunday. april 21st, let's get your day started with a look at the weather with dave spahr hit their day. well, good morning, stephanie. good morning, everybody. and it's another day of sunshine for sunny sunday, coming your way with warmer temperatures even well inland. we'll see some lower 80's work in 70's covered the bay. >> and although have chilly 60's along the coast, at least we won't have probably the cloud cover fog clouds that lingered from yesterday. so here's the storm tracker for you. don't see a whole lot that's going on for right now. we're fairly clear, but it's really what's going on a loft rather what's happening at the service is more interesting. yeah, it's that fog that we have right here. that little layer and the problem is right above it. it's a little warmer and drier and that warmer part makes it a little bit more difficult when the sun comes out to warm things, its boy.

and but it's still competing with some warmer air around. it's not as warm as it was from yesterday. so this should clear out pretty nicely today. all right. a look at their winds were pretty much single digits and so forth will get that puff of winds in the afternoon. but it's not going to be so much optically driven inc is going to be inland heating, most now in the 40's. but some 50's you can see for the most part, even up in the north bay likelihood. 52 57, meanwhile, for any act but a chillier cooler. 47 for livermore. livermore valley. so kind of a hodgepodge mixture of what we were from yesterday. this time, a little cooler, a little warmer, little warmer around midday. you can so for today outside some of bay area fog, it's basically mostly sunny. and again, those high temperatures expected inland and around 80 or so don't get too attached. want to break your heart because temperatures dropping in a big way in the next week. we'll have more on that coming up in a bit. stephanie. all right. thank you so much. >> san jose mayor matt mahan says he wants to make resources for the unhoused a priority for the city while trying to address a 50 million dollar budget shortfall. well,

it was jack moment dives into the issue. >> johnny mendez, let's her girlfriends car. and warm day in san jose. mendez has been homeless for just a couple weeks. she says she works as a security guard pulling in about 1000 bucks a she's been homeless before. but this time she says her hopes are shot. she says she's been rejected for voucher programs. so far we have to get really bragg matter for concern comes amid the city's struggle to fill a 50 million dollar deficit in this year's budget. mayor matt mahan told the community they're going to prioritize homeless resources. you have to experiment with things that we haven't done a lot of in recent years while at the sawe time focusing on reducing homeless encampments, we're going to have to experiment with safe sleeping sites may or may have says a cheaper option to get people out of an unsanctioned encampment is through illegal. what an example is when you drive down willow street by the 87 and see this encampment may have

has proposed moving this one into a sanctioned encampment. there's just way too much red tape. the founder of a cop, a silicon valley and homeless advocate. top clinton says unhoused people he works with are worried about the summer and what the council will end up approving. but yeah, they're worried about the safe parking the worry about. they don't want to go into congregate shelters or anything that resembles a congregate shelter like in says he hopes san jose will make the possible sanctioned encampments low barrier and allow people to come and go as they please not 2 feet. you that does says she would go to a sanction parking lot. >> and he's just tired of being homeless. >> i stress. >> now all this comes as a recent audit finds that the city of san jose is not doing enough and is not being transparent with the money that is given to them from the state of california to address

its homelessness issues. now the city says this highlights a bigger statewide issue in terms of funding, but it will be up to the city and the counselors to decide how it should fund homeless programs going into this next fiscal year in downtown san jose. jack molmud kron. 4 news. >> happening today, san francisco mayor london breed returns from china. reid spent nearly a week there to improve relations and attract more business for san francisco. her visit included a trip on china's high-speed train and visiting with the u.s. ambassador to china. the mayor also announced the return of giant pandas to the san francisco zoo. mayor breed is expected to share more updates when she arrives back to the u.s. this afternoon. a motorcyclist died in a crash saturday afternoon. this happened on tamales petaluma road just east of twin bridge road at around 02:30pm. early investigation shows the cyclist lost control and veered off the road, colliding with a fence and utility pole. they were pronounced dead at the scene. in the east bay.

oakland police are investigating after the fatal shooting of a man. police responded to the area on 99th avenue in east oakland just before one friday afternoon. the victim died at the scene. his identity has not been released. anyone with information is asked to call oakland police. police arrested a suspect for a deadly stabbing in east palo alto. it happened on february on bell street at university avenue. investigators released this surveillance video last month saying they believe the people inside the white suv witnessed the attack on the victim. frank, finding finding died a month later in the hospital. police arrested and charged a 19 year-old suspect. another person was also stabbed that same night. they survived. the search is underway for the person who attacked a father and child on a san francisco muni bus. the father telling police his infant was randomly assaulted by another writer friday morning. the suspect then took off from the bus near venice

and o'farrell street. police say the baby appeared to be okay. coma police arrested 3 suspects including a wanted texas fugitive last sunday coma. police officers responded to reports of a black mercedes-benz driving recklessly near unit throw sarah boulevard and sarah center. caller said the car ran 2 red lights before stopping in the middle of the road. police arrived to find a man and woman walking away from the car. the driver still inside told police that the pair went to get gas. officers ran the driver's information and learned he was a wanted criminal. police searched the car, finding ammo and $1400 worth of stolen clothes. they believe the stolen goods were from nearby stores on sarah monte boulevard. the 2 other passengers also had warrants out for their arrest. all were taken into custody and booked in the san mateo county jail. francisco police arrested a man accused of possessing child. the special victims

unit launched a for an investigation into 43 year-old peter sherman in january. officials say they have probable cause he was guilty for having child assault material. police searched the suspect's home on thursday. officers arrested sherman and booked him into jail on 3 counts of child. a fire in san jose threatened a nursing home saturday morning. fire crews responded to the scene on east santa clara and north 13th streets. the fire broke out at an abandoned building. crews were able to stop the spread. and nearby nursing home was evacuated. the residents were let back in just before 9. the cause is under investigation. golden gate ferry service between sausalito and san francisco is still suspended. >> damage discovered at the sausalito appear friday shut down service to at least sunday in the meantime, buses will be provided to get people across the ferry service. apologize for any inconvenience. it remains unclear when service will resume. in the north a part of

highway. 37 is closed for one more day. caltrans says it's repaving the westbound lanes this weekend. and next crews then work on the eastbound lanes. the first 2 weekends of may travelers are encouraged to use detours. >> beginning around 20 to you're going to go right towards napa county taking state route. 29, where you'll catch. they wrote one. 21 where you make a left to go eastbound to once again keep going and cats. 12 that would take you down to state route. 37, everybody here that is local kind of knows this route as a shortcut. but it's not. it's along the tours that we're expecting it to be from one hour to 2 hours. so we really are asking the public to plan ahead. >> the westbound lanes reopened around for monday morning. next weekend. caltrans plans on closing southbound 6.80, between pleasanton sunol starting at 9 friday night. it reopens the

next morning. this is part of caltrans re pavement, work who say that after next weekend there will be no more full closures in that area. happening today. it is the final day of the san francisco cherry blossom festival upwards. tiffany justice is live for us in san francisco japantown this morning with a preview of the festivities. good morning to you, tiffany. >> good morning, stephanie. yes, and you can see some of the beautiful cherry blossoms right behind us. today is the last day. and in a few hours is plaza is going to be buzzing with people. you cause a heart see some of the organizers arriving this morning to set up. >> for the festivities today, we want to show you some video from yesterday's festivities. a lot of the activity will be focused around peace plaza. this festival started back in 1968 and has grown over the decades to to weekend event that's organized by volunteers. organizers say that the northern california

>> wasn't that beautiful national park week kicked off on saturday. free admission was offered at all parks that normally charge entrance fees, the state department of parks and recs encourages bay area residents to continue the celebration by checking out various themed activities at local state parks all weekend long or other. california volunteers took part in a day full of climate action activities in oakland on saturday, dozens of volunteers helped to remove invasive plants statewide. thousands of california service corps members join in the effort to go green for earth month. and taking a live look now from the top of mount tam gorgeous view. nice blue skies up above and we could see the clouds to as well day.

>> that is right there above. that's the warmer and drier air. but unfortunately below here at the marine layer has something else to say about that. this is starting to mix a little bit sun comes out. kind of warms the ground starts the process of getting this moisture contained are taken care of here. problem is above us again. it's a little warmer. so it'll slow that inversion problem. but as you saw aloft, it looks pretty good. and that's going to be our forecast for today. we don't see any interference upstream or really even into tomorrow, too. 50's on the board for right now. a couple of 40's here and they're up in the north bay. we see him. 47 for livermore. but look at this. the coast. 54 going on for half moon bay. 53 for san francisco. so that marine layer really helped out a little bit. keep the temperatures contained for today. looking pretty clear up in the mountains might get some afternoon cloud cover due to some heating. tomorrow morning, we're do this fog again yet again. clearing out for the afternoon. but you do see a couple little showers work in in the mountains a

little bit again, compliments of daytime heating. so today, again, we'll have the winds kind of pop up a little bit typical pattern with the inland warming. however, towards the end of this on monday night or afternoon, you can see the same thing but more pronounced that's the hint of the arrival of her first of 2 systems to watch. now, initially this system dropping south was fairly dry. the latest model runs of had a bonanza of moisture in them, too. so we'll see if that holds together. but this little shower event for tuesday, that's going to be probably very, very light. this we're looking at here mostly sunny, warm inland. i know looks care in the background there. that fog bank 70's for the bay, 80 ish or so inland tomorrow, do the same kind of thing again, continue to warm tuesday's the day of change. that's where that low is going to be our backyard. it's a fairly dry low. but there is that chance of a few showers, sprinkles and so forth. then another dose we're looking for on friday and all week long. it's going to be a lot more cloud cover like this weekend at all. so we timed it out. well, and not only that looks like next saturday. things should

friends here with >> looks like a lot of people well, san francisco is often considered the center of 4.20 celebrations. it is believed the tradition traces its origins to the north bay kron four's dan thorn takes a look. it was fall 1971. >> classes were oeer at sandra fell high school football practice just and out in front of the school by the statue of chemist louis pastor, you can find a group of bell bottom bodies while those meeting up to lie to join. the regular meet up happening just before 4.30. we'll be known amongst the wall. those as the 4.20 they later dropped the creating the phrase that has become synonymous with smoking. but how did it spread out of the north bay? that's where the grateful dead come in. it turns out a brother of one of the ball. those was a close friend of grateful dead bassist. phil lesh. those

berkeley saturday to celebrate for 20 and this was memorial glade on saturday afternoon. lots of fans of cannabis out there. you can see a packed with people setting up tents and blankets around the park, enjoying all that nice weather out there as well. april is parkinson's disease awareness month. parkinson's is the second most common neurodegenerative disease after alzheimer's, according to the parkinson's foundation, the disease affects 10 million people worldwide. nearly 1 million people in the u.s. are impacted a bay area doctor with expertise in parkinson's took part in a health documentary to bring more awareness to the disease. we spoke with kaiser permanente. neurologist doctor, rima ash. then as we get older, we have a higher risk of developing parkinson's disease. >> but in fact, there are people with young onset disease as well, even into their we now know that it's much more than just a motor disease and have a lot of non uttered features, including changes in mood. insomnia

>> and at on monday, the supreme court hears arguments on whether the city of grants pass oregon can punish homeless people for camping in public spaces. it's a case that could have major impacts on how the bay area deals with the homeless crisis. a lower court previously ruled in favor of the unhoused population say it's cruel and unusual punishment to find and arrest those who have nowhere else to go. justices hear arguments on monday morning with a decision expected later this year. insurance companies are leaving california making it harder for people to ensure their homes. tokio marine, american and transpacific insurance are the latest to pull homeowner coverage due to high costs. the departure is said to him past at least

that. >> but basically mostly sunny can expect this afternoon. nice warm temps going on well inland in the lower 80's and 70's covering the bay. little chilly along the coast, though, but not as windy. here's sfo. we've see a fog bank there, but that's not really causing problems us to little in the way. still some constructions. so there's some minor delays and incoming traffic, maybe about 45 minutes or so. winds are now up to the very active. don't expect them to be, however, as a sign of our next system coming in by monday night into tuesday, you'll start to get those onshore winds working here. and there's a big drop as we go into the middle of the week. here's a look at the temperatures currently in with this marine layer and place. these temperatures are very modest in the 50's 60 going on for can. 47. meanwhile, up to napa. 48 for santa rosa. our breakdown says about 68 or so by 11 o'clock by 2. we're at 79 again. we'll see some lower 80's working in here and keep this gravy train working for tomorrow, too. then the big drop gets here on tuesday. that system initially looked to be fairly dry. the latest

model runs have turn more bullish and wetter. so have to at some scattered sprinkles in there. but more substantive rained to arrive by friday. the latest account. well, look at the lead. long-range forecast for you. check in your 4 zone for this sunday. by the way, coming up in a bit, stephanie. >> all right, dave, thank you. in the east bay hayward, police are investigating the city's 4th deadly traffic accident of the year. a man died after being hit by a car friday night. it happened in the intersection of tennis and road and less to court. police say the driver remained on scene and is cooperating with the investigation. police say that that it does not appear drugs or alcohol were a factor. the oakland police department is mourning the loss of one of their own officer. jordan wingate died saturday from injuries suffered from a 2018 car crash. he was on his way to a call when he crashed into another car and a semi truck back in august 2018, that crash forced him to medically retire in march 2020, the

department says he was a hard worker and dedicated to helping the community. officer wingate is the 55th oakland police officer to be killed in the line of duty. end of the north bay is arrested after police found him in possession of 1000 ecstasy pills. fairfield police received a call of a man slumped over the wheel of a car at a coffee shop parking lot on north texas street. when officers arrived, they noticed a bag of suspected narcotics inside the vehicle. they detained the driver and searched the car. police say they found about 1000 pills and several other bags with suspected cocaine, methamphetamine and fentanyl. happening tomorrow, hundreds of nurses across the state are scheduled to hold a protest at kaiser permanente, san francisco medical center. they say they want to highlight patients safety concerns when it comes to the use of ai and what they say is a rush by the hospital industry to introduce that technology. the protest

is scheduled from noon tomorrow at the medical center on geary boulevard. starting on wednesday and santa clara county, the dta closes 5 stations for track work mountain view wissman middlefield bayshore nasa and moffat park stations will be closed from wednesday through next sunday. a bus bridge will be available. governor gavin newsom announced nearly 200 million dollars in funding aimed at clearing homeless encampments and helping californians experiencing homelessness as our capitol correspondent eytan wallace reports tonight, san mateo and marin counties as well as the city of oakland are up for that funding. >> it's about people's lives. people are dying on our watch. people are dying on the streets and we all have a responsibility to better. a passionate governor. gavin newsom speaking about the issue impacting communities across the state. homelessness happening on the streets has to be a top priority. and newsom says it is a priority for his administration during

this virtual press conference leaders from up and down the state newsom announced his administration is allocating 192 million dollars in grant funding to 17 communities across california. all for programs to help clear encampments and get help to more than 3,500 people on the streets who so desperately need treatment and housing. those set to receive the funding include the counties of los angeles in san mateo and the cities of fresno, oakland, san bernardino, an oceanside. i want to see results. everybody wants result, but some have expressed skepticism over the state's ability to properly track results. this california on a report from earlier this month concluded while the state invested 24 billion dollars to tackle homelessness over the last 5 years, the state did not track whether those investments worked or lead to positive outcomes. all that is the audit showed statewide homeless has increased by 50% between 2013 2023. i think our communities are frustrated. republican assembly member josh hoover as one of the bipartisan lawmakers who requested the audit and was concerned by its findings. he now has a bill

that would require state-run homelessness programs to report their costs and outcomes annually. something has to change in california. the approach that we're taking is not working and we're not going to fix it by throwing more money at the problem. still, newsom promises things will change on that front. he's announced an expansion of the california housing accountability unit to include more oversight of state homelessness, grants to cities and counties. i'm not interested in funding for your people have to see and feel the progress and the change. and if they're not, our counties are turning their back, aren't participating in funding. i'm not interested in continuing the status quo. as for this latest round of investments, those on this call say the money will make a difference. i can tell you we're poised to put this spending to work immediately services, including mental health shelter. >> outreach, permanent housing and lot more. and these are services i can tell you that are desperate desperately needed it's changing lives. >> and the community is

receiving. the funding can start to use it right away. reporting at the state capitol eytan wallace kron. 4 news. >> now to national news, the house passing a landmark bipartisan foreign aid bill with billions for ukraine, israel and taiwan. but it could also lead to a ban on tiktok news nation's elina shirazi reports. in a rare weekend session. the house stuck around to pass 95 billion dollars worth in foreign aid money. >> that's something both democrats and republicans threw their support behind. >> and today we can not disappoint those who seek what we have. >> house members working on their day off to pass a long-awaited foreign aid package. all this after months of being stalled by republican infighting due to what many in the gop call a lack of security at our border. we have a massive crisis here at home. and if america is not safe and secure here at home, we cannot help our partners

abroad. i urge respectfully that my colleagues put america first. house speaker mike johnson's foreign aid plan includes a 3 bills that separately fund ukraine, israel and taiwan along with a 4th bill that includes several gop foreign policy priorities. those provisions include a seizing frozen russian assets to fund the war in ukraine, along with legislation that could result in a tiktok banned. president biden praised the bipartisan group of house lawmakers for coming together saying quote, today members of both parties in the house voted to advance our national security interests and send a clear message about the power of american leadership on the world stage at this critical inflection answer history's call passing urgently needed national security legislation that i have fought for many months to secure. ukraine's president also expressing gratitude for the progress after the package past saying the vital us a bill passed today by the house

about 1000 bucks a she's been homeless before. but this time she says her hopes are shot. she says she's been rejected for voucher programs. so far we have to get really pragmatic or concern comes amid the city's struggle to fill a 50 million dollar deficit in this year's budget. mayor matt mahan told the community they're going to prioritize homeless resources. you have to experiment with things that we haven't done a lot of in recent years while at the same time focusing on reducing homeless encampments, we're going to have to experiment with safe sleeping sites may or may have says a cheaper option to get people out of an unsanctioned encampment is through illegal. what an example is when you drive down willow street by the 87 and see this encampment may have has proposed moving this one into a sanctioned encampment. there's just way too much red tape. the founder of a cop, a silicon valley and homeless advocate top lancton says unhoused people he works with are worried about the summer and what the council will end up approving. but yeah, they're worried about the safe parking the worry

nearly a week there to improve relations and attract more business for san francisco. her visit included a trip on china's high-speed train and visiting with the u.s. ambassador to china. the mayor also announced the return of giant pandas to the san francisco zoo. mayor breed is expected to share more updates when she arrives. back to the u.s. this afternoon. the motorcyclist died in a crash saturday afternoon. this happened smallest petaluma road just east of twin bridge road at around 02:30pm. an early investigation shows the motorcyclist lost control and veered off the road, colliding with a fence and utility pole. they were pronounced dead at the scene. in the east bay. oakland police are investigating after the fatal shooting of a man. police responded to the area on 99 avenue in east oakland just before one friday afternoon. the victim died at the scene. his identity has not been released. anyone with information is asked to please call oakland police. officers

arrested a suspect for a deadly stabbing in east palo alto. that stabbing happened in february on bell street at university avenue. investigators released this surveillance video last month saying they believe the people inside that white suv witnessed the attack on the victim. frank, finding finally died a month later in the hospital. police arrested and charged a 19 year-old suspect. another person was also stabbed that night. they survived. the search is underway for the person who attacked a father and child on a san francisco muni bus. the father telling police his infant was randomly assaulted by another writer friday morning. the suspect then took off from the bus near venice and o farrell street. police say the baby appeared to be okay. in coma. police arrested 3 suspects including a wanted texas fugitive less and a coma. police officers responded to reports of a black mercedes benz driving recklessly near unit pero serra boulevard and sarah center caller said that the

car ran 2 red lights before stopping in the middle of the road. police arrived to find a man and a woman walking away from the car. the driver still inside told police they went to get gas. officers ran the driver's information and learned he was a wanted criminal. police searched the car, finding ammo and $1400 worth of stolen clothes. they believe the stolen goods were from nearby stores on sarah monte boulevard. the 2 other passengers also had warrants out for their arrest. all were taken into custody and booked into the san mateo county jail. san francisco police arrested a man accused of possessing child. the special victims unit launched an investigation into 43 year-old peter sherman in january. officials say they have probable cause he was guilty for having child assault material. police searched the suspect's home thursday. officers arrested sherman and booked him into jail on 3 counts of child. a fire in san jose threatened a nursing home saturday morning. fire crews

responded to the scene on east santa clara and north 13th street. the fire broke out at an abandoned building. crews were able to stop the spread. a nearby nursing home was evacuated, but residents were let back in just before 09:00am. the cause is still under investigation. golden gate ferry service between sausalito in san francisco is still suspended. damage discovered at the sausalito appear friday shut down service through at least sunday. in the meantime, buses will be provided to get people across the ferry service. apologize for any inconvenience. it remains unclear when service will resume. in the north a part of highway. 37 is closed for one more day. caltrans says it's repaving the westbound lanes this weekend. and next crews then work on the eastbound lanes. the first 2 weekends of may travelers are encouraged to use detours. >> beginning around 20 to you're going to go right towards napa state route. 29, where you'll catch. they wrote

>> on monday, the supreme court hears arguments on whether the city of grants pass oregon can punish homeless people for camping in public spaces. it's a case that could have major impacts on how the bay area deals with the homeless crisis. a lower court previously ruled in favor of unhoused population saying its cruel and unusual punishment to find and arrest those who have nowhere else to go. justices hear arguments monday morning with a decision expected later this year. insurance companies are leaving california, making it harder for people to ensure their homes. tokio marine, american and transpacific insurance are the latest to pull homeowner coverage due to high costs. the departure is set to impact at least 12,000

on that note. and by the way, things the sutro camera here still working on this fog bank here 80 for tomorrow. and there's the cooldown for your tuesday at 71 with this low out at sea. we have more that long-range forecast for check into that 4 zone to stephanie. all right, david, thank you so much. >> in the east bay hayward, police are investigating the city's 4th deadly traffic accident of the year. a man died after being hit by a car friday night. it happened in the intersection of tennyson road and less to court. police say the driver remained on scene and is cooperating with the investigation. police say it does not appear drugs or alcohol were a factor. local police department is mourning the loss of one of their own officer. jordan wingate died saturday from injuries suffered from a 2018 car crash. he was responding to an emergency call when his patrol cruiser crashed into another car and then a semi truck. the collision forced him to medically retire in march 2020, the department says he was a hard worker and dedicated to helping the

community. officer wingate is the 55th oakland police officer killed in the line of duty. police arrested a man in the north bay for drug possession. fairfield police responded to calls of a man slumped over in a car in a parking lot on north texas street. when officers arrived, they noticed a bag, a bag of suspected narcotics inside the vehicle. they detained the driver and searched the car. authorities say they found 1000 ecstasy pills and several other bags with suspected cocaine, meth and fentanyl. happening tomorrow, hundreds of nurses statewide are scheduled to hold a protest. a kaiser permanente. san francisco medical center. they say they want to highlight patients. safety concerns over the use of artificial intelligence and what they call a rush by the hospital industry to introduce the technology. the protest is scheduled for noon tomorrow at the medical center on geary boulevard. starting on wednesday, a santa clara county, the vta closes 5 stations for track work mountain view wissman

middlefield bayshore nasa and that month the park stations closed from wednesday through next sunday. a bus bridge will be available. governor gavin newsom announced nearly 200 million dollars in funding aimed at clearing homeless encampments in helping unhoused californians as our capitol correspondent eytan wallace reports san mateo and marin counties as well as the city of oakland are up for that funding. >> it's about people's lives. people are dying on our watch. people are dying on the streets and we all have a responsibility to better. a passionate governor. gavin newsom speaking about the issue impacting communities across the state. homelessness happening on the streets has to be a top priority. and newsom says it is a priority for his administration during this virtual press conference of leaders from up and down the state newsom announced his administration is allocating 192 million dollars in grant funding to 17 communities across california. all for programs to help clear encampments and get help to more than 3,500 people on the streets who so desperately

need treatment and housing. those set to receive the funding include the counties of los angeles in san mateo and the cities of fresno, oakland, san bernardino and oceanside. i want to see results. everybody wants result, but some have expressed skepticism over the state's ability to properly track results. this california on a report from earlier this month concluded while the state invested 24 billion dollars to tackle homelessness over the last 5 years, the state did not track whether those investments worked or lead to positive outcomes. all that is the audit showed statewide homeless has increased by 50% between 2013 2023. i think our communities are frustrated. republican assembly member josh hoover as one of the bipartisan lawmakers who requested the audit and was concerned by its findings. he now has a bill that would require state-run homelessness programs to report their costs and outcomes annually. something has to change in california. the approach that we're taking is not working and we're not going to fix it by throwing more money at the problem. still, newsom promises things will change on that front.

he's announced an expansion of the california housing accountability unit to include more oversight of state homelessness, grants to cities and counties. i'm not interested in funding for your people have to and feel the progress and the change. and if they're not, our counties are turning their back, aren't participating in funding. i'm not interested in continuing the status quo. as for this latest round of investments, those on this call say the money will make a difference. i can tell you we're poised to put this spending to work immediately services, including mental health shelter. >> outreach, permanent housing and lot more. and these are services i can tell you that are desperately desperately needed it it's changing lives. >> and the community is receiving. the funding can start to use it right away. reporting at the state capitol eytan wallace kron. 4 news. >> not a national news. the house passed a landmark bipartisan foreign aid bill with billions for ukraine, israel and taiwan. but it

resources for the unhoused a priority for the city. well, trying to address a 50 million dollar budget shortfall. well, it was jack moment dives into the issue. >> johnny mendez lives and her girlfriends the windy and warm day in san jose. mendez has been homeless for just a couple weeks. she says she works as a security guard pulling in about 1000 bucks a she's been homeless before. but this time she says her hopes are shot. she says she's been rejected for voucher programs. so far we have to r concern comes amid the city's struggle to fill a 50 million dollar deficit in this year's budget. mayor matt mahan told the community they're going to prioritize homeless resources. you have to experiment with things that we haven't done a lot of in recent years while at the same time focusing on reducing homeless encampments, we're going to have to experiment with safe sleeping sites may or may have says a cheaper option to get people out of an unsanctioned

encampment is through illegal. what an example is when you drive down willow street by the 87 and see this encampment may have has proposed moving this one into a sanctioned encampment. there's just way too much red tape. the founder of a cop, a silicon valley and homeless advocate top lancton says unhoused people he works with are worried about the summer and what the council and approve it. but yeah, they're worried about the safe parking the worry about. they don't want to go into congregate shelters or anything that resembles a congregate shelter like in says he hopes san jose will make the possible sanction encampments little barrier and allow people to come and go as they please not for too few that does says she would go to a sanction parking lot. >> and he's just tired of being homeless. >> i >> stress. >> now all this comes as a recent audit finds that the city of san jose is not doing

veered off the road, colliding with a fence and utility pole. they were pronounced dead at the scene. in the east bay. oakland, police are investigating after the fatal shooting of a man. police responded to the area in 99 avenue in east oakland just before one friday afternoon. the victim died at the scene. his identity has not been released. anyone with information is asked to call oakland pd. police arrested a suspect for a deadly stabbing in east palo alto. it happened in february on bell street at university avenue. investigators released this surveillance video last month saying they believe the people inside the white suv witnessed the attack on the victim. frank, finding by died a month later in the hospital. police arrested and charged a 19 year-old suspect. another person was also stabbed that night. they survived. the search is underway for the person who attacked a father and child on a san francisco muni bus. the father telling police his infant was randomly assaulted by another writer

friday morning. the suspect then took off from the bus near venice and o'farrell street. police say the baby appeared to be okay. in coma. police arrested 3 suspects including a wanted texas fugitive last sunday coma. police officers responded to reports of a black mercedes benz driving recklessly near junipero serra boulevard and service center. caller said the car ran 2 red lights before stopping in the middle of the road. police arrived to find a man and a woman walking away from the car. the driver still inside told police they went to get gas. officers ran the driver's information and learned he was a wanted criminal. police searched the car, find a ammo and $1400 worth of stolen clothes. they believe the stolen goods were from nearby stores on sarah monte boulevard. but 2 other passengers also had warrants out for their arrest. all were taken into custody and booked in the san mateo county jail. san francisco police arrested a man accused of possessing child. the special victims

unit launched an investigation into 43 year-old peter sherman in january. officials say they have probable cause he was guilty for having child assault material. police searched the suspect's home thursday. officers arrested sherman and booked him into jail on 3 counts of child. a fire in san jose threatened a nursing home saturday morning. fire crews responded to the scene on east santa clara and north 13th street. the fire broke out in an abandoned building. crews were able to stop the spread. a nearby nursing home was evacuated, but residents were let back in just before 09:00am. the cause is under investigation. golden gate ferry service between sausalito in san francisco is still suspended. >> damage discovered at the sausalito appear friday shut down service through at least sunday in the meantime, buses will be provided to get people across the ferry service. apologize for any inconvenience. it remains unclear when service will resume. in the north a part of highway. 37 is closed for one

start to manage your stress stephanie. yes, that's something that's on the to do list. and as i was mentioning at the break, that it is one of the most under-recognized risk factors for heart disease and and now the doctors, the cardiologists are starting to say that stress is the number one leading risk factor for cardiac disease. well, that's an area of serious concern. so can you walk us through some specific ways that stress impacts our health, our heart health? yeah. so when you're under stress, your stress hormones are released and that adrenaline cortisol and not only when you're under stress to your blood vessels, do your blood pressure increase your heart rate starts to race. but the stress home affect your blood vessels so the inner lining of your blood vessels are supposed to be very smooth like teflon very, very

pliable. but when those stress hormones attack the inner lining, it becomes like sand paper. food becomes very rough, ok? so when it becomes very gruff like sand paper, things like plaque will stick to so that's what makes it bad. makes it easier for the practice. take on exactly stress causes that sort of effect. it creates effect on the blood vessels. yes, and it just starts to build and build. >> unless you take action and and start eating well and exercising, ok? so not only that, but when you're under stress, your blood sugar increases to because your body is thinking your brain you're this. you're under some type of threat, right? so it's going to release more blood sugar into your your arteries and then because your your body is you have to do

something that fight or flight. yes, exactly. now think of blood sugar as shard of glass in your arteries. think of this is an artery and shards of glass. so this the shards of glass are going to have that same effect >> by damaging the inner lining that delicate inner lining. so again, the plaque is going to stick to they the inner lining. oh, yikes. okay. yeah. of course. the. >> the grab, the whole glass that's that's a tough visual to says. it's engine, but so so that's why when you have accused me, that's why when you have diabetes, you are twice as likely to have heart disease. heart attack out of curiosity. why is it that body releases more pledged sugar? what is expecting the body to because yeah, when it's in that fight or flight mode, it's expecting the muscles to have to work so the sugar helps to instant energy. okay. but the issue is when we're in

prolonged periods of stress leasing yet much of it, too much of it, then you end up with diabetes to heart disease. all all of that is tied. think of diabetes and heart disease. as a pair as they do go hand in hand, got it. okay. and then when you get and then stress also, you can have short term stress, not just chronic stress, but short term stress when you're stress and you have that sudden surge of cortisol, it can cause that plaque. that's in your arteries to crack. so think of it cracking. oh, and then and then 2 things happen can happen. platelet taser. these are compounds in your blood that caused that caused this to stick together. so it's going to help heal if it thinks it's healing. it. but it's trying to it's building up bills, building up and building up. now, the other

thing that creating a clot, the other thing that can happen is this thing can rupture and then it could this this piece of plaque could end up lodging in your years. carotid artery in your heart and your brain, you end up with the stroke or heart attack. we don't want that. yes. so that's why this adrenaline cortisol, it's dangerous to your heart. okay. got it. the other thing that's very dangerous is anger, anger. that's a lot on the road you're under stress, you also tend it. >> get very angry and aggressive and they this is what was really interesting that the study found that when you have these 7 belt of anger, you are increasing your risk for heart attack by 5 times through within that 2 hours that you have that anger at and 3 times longer 3 times greater for stroke. oh, yeah,

their own officer. jordan wingate died saturday from injuries suffered from a 2018 car crash. he was responding to an emergency call when his patrol cruiser crashed into another car and then into a semi truck. the collision forced him to medically retire in march 2020, the department says he was a hard worker dedicated to helping the community. officer wingate is the 55th oakland police officer killed in the line of duty. police arrested a man in the north bay for drug possession. fairfield police responded to calls of a man slumped over in a car in a parking lot on north texas street. when officers arrived, they noticed a bag of suspected narcotics inside the car. they detained the driver, searched the car. authorities say they found 1000 ecstasy pills and several other bags with suspected cocaine, meth and fentanyl. happening tomorrow, hundreds of nurses statewide are scheduled to hold a protest at kaiser permanente, san francisco medical center. they say they want to highlight patients.

safety concerns over the use of artificial intelligence and what they call a rush by the hospital industry to introduce the technology. the protest is scheduled for noon tomorrow at the medical center on geary boulevard. starting on wednesday in santa clara county. the vta closes 5 stations for track work mountain view middlefield bayshore nasa and moffat park stations closed from wednesday through next sunday. a bus bridge will be available. governor gavin newsom announced nearly 200 million dollars in funding aimed at clearing homeless encampments and helping unhoused californians as our capitol correspondent eytan wallace reports san mateo and set and marin counties as well as the city of oakland are up for that funding. >> it's about people's lives. people are dying on our watch. people are dying on the streets and we all have a responsibility to better a passionate governor. gavin newsom speaking about the issue impacting communities across the state. homelessness

happening on the streets has to be a top priority. and newsom says it is a priority for his administration during this virtual press conference with leaders from up and down the state newsom announced his administration is allocating 192 million dollars in grant funding to 17 communities across california. all for programs to help clear encampments and get help to more than 3,500 people on the streets who so desperately need treatment and housing. those set to receive the funding include the counties of los angeles in san mateo and the cities of fresno, oakland, san bernardino, an oceanside. i want to see results. everybody wants result. but sose have expressed skepticism over the state's ability to properly track results. this california on a report from earlier this month concluded while the state invested 24 billion dollars to tackle homelessness over the last 5 years, the state did not track whether those investments worked or lead to positive outcomes. all that is the audit showed statewide homeless has increased by 50% between 2013 2023. i think our communities

are frustrated. republican assembly member josh hoover as one of the bipartisan lawmakers who requested the audit and was concerned by its findings. he now has a bill that would require state-run homelessness programs to report their costs and outcomes annually. something has to change in california. the approach that we're taking is not working and we're not going to fix it by throwing more money at the problem. still, newsom promises things will change on that front. he's announced an expansion of the california housing accountability unit to include more oversight of state homelessness, grants to cities and counties. i'm not interested in funding for your people have to and feel the progress and the change. and if they're not, our counties are turning their back, aren't participating in funding. i'm not interested in continuing the status quo. as for this latest round of investments, those on this call say the money will make a difference. i can tell you we're poised to put this funding to work immediately services including mental health shelter. >> outreach, permanent housing and lot more. and these are

maybe some showers going on there been tuesday and we got some rain developing in showers for friday. it looks like that should clear out on saturday. but again, as we get closer, we'll see how this all kind of comes together. stephanie. >> all right, dave, thank you. well, for many of us here in the bay area, napa valley might be the first place that comes to mind for a wine getaway. our travel enthusiast. dana redmond joins us live now to share why we might want to consider a trip to calais. still good. good morning to you morning. you know, calistoga runs a bit under the radar in comparison to some of its napa valley neighbors. but it's one of those instances where i say, well, that's all the more reason notice. now, if you're not a white person. >> don't don't worry, ok, calistoga has got you covered. the town's natural geothermal, hot springs and mud baths have been attracting wellness seekers since the mid 18. 100's caught a pretty good track that's this is calistoga motor lodge and spa. it's one of a plethora of spas and hotels with pools that are fed by on site hot spring flower.

comes to traditional wine tasting, this is maria concerto winery where this robot he is just charming, ok? he shows you bow tie. he has a bow tie on. yes, he sets up glasses. he shows you the battle. he does. the pouring at the end of your tasting, he even has a charming way of asking for now you'll see, you'll okay. now it's important to point out there's always a human member of the staff with robbie doesn't so there's always someone with you. but the idea is that robbie is a perfect example of how some calistoga wineries are just reinventing that wine tasting experience. it's it's playful. it's a fun approach. it doesn't take enjoying their asking for absolutely yes. nestle's a wine glass quite well. doesn't better than i but the icu is he's not taking wind so seriously. you're laughing. you're having fun

now at nearby picayune sellers. still on lincoln avenue, you can get some shopping done while you're wine tasting now wind tasting room is essentially doing double double duty as a mercantile care is a little bit of everything. we've got jackets, scarves, jewelries things for your kitchen. there's even a bar where you can select and accessorize your hat with feathers bans. all sorts of stuff are sort of now, of course, you can also just sit down at a table on the patio and and simply drink wine. you've got lots of choices here again, a relaxing experience, nothing that's going to stir yeah. up next, let's go to bed at lane wineries. beautiful. absolutely. this is where you'll get all of those stellar views. you could ask for. but when it comes to learning about wine and the aromas found in your class, there's an interactive game. it makes education side of things fun and enjoyable. the winemaker is a handy

craftsman. he fashion to that. we'll out of the top of wind barrel. those small bottles have an aroma and them maybe strawberry, maybe bell pepper. your goal is to guess what the center is because a of sense you might also pick up in your wine glass. again. it's a game. you comes with 4 flights of wine depending on the person you're with group, maybe get a little it's all to you. you can have a good time. and again, you have this beautiful setting. you're right in calistoga. you're not going far. we've left the main drag, but a really quick and easy trip. and then finally, if you're in town for a saturday or sunday, save time for a quick trip to bail grist mill. now this is a spot likely driven by numerous times. it's right on highway 29. it's in between the calistoga and santa catalina. he probably never realized what it was. dates back to the mid 18 40's. it's the second largest wouldn't water wheel in the united states. that's

pretty impressive. yeah. it's also believed to be the only functioning grid smell this side of the mississippi river. now. yeah, okay. so now every weekend miller's are at work here using that water wheel and the millstone inside and they're essentially grinding grain into an assortment of flowers and meals now. so brent flower, pastry we'll pull into. it's hard to imagine, but long before grapes dominated the agriculture seen in napa valley, there would have been about a half-a-dozen or so mills here where farmers would bring their this is one of those examples. it's an unexpected fun break in between the tasting for a five-dollar donation. you can purchase a bag of milk products. i'm a big fan of but cornmeal whole wheat pastry flour bread, flour, more. and you know, how often do you stand in it's a really cool piece of history that we're looking at here. it's absolutely a cool piece of

history. again, a break in between a tasting, maybe you've been soaking in hot springs. you need to dry out a little bit. yeah, pop and you can pop out. the millers are always at work. they're happy to kind of show their craft and it's a great example to learn another side of napa valley. and it's a walk in the park which salute calistoga is really so lovely and often so easily overlooked. absolutely know it it. it really does run under the radar for years and years and years. it was kind of maybe thought of his the sleepy spot in napa and again, that's all the more reason to go. this is one of those perfect examples where we have such a great backyard. don't just give it over to tourists. take advantage of it for most people in the bay area. you can be in your car and they're you know, hour or so. you can spend a fun packed adventure day. you can spend the night. it's kind of all up to you. so it gives you lots of options when you have a day off, go and enjoy yourself. stop
