news station. this is kron. 4 news at 3. >> now at 3, a warning from police about thieves targeting vacant homes in the south bay. the routine problem police are seeing in residential areas. thank you so much for joining us here on kron for news at 3. i'm justine waldman, los altos. police are saying these berkeley's burglaries have been prominent in residential areas. kron 4 charles clifford spoke with the sergeant about what they're seeing. >> well, here in the south bay, the los altos police department says that thieves have been targeting homes that are vacant. in a note posted on facebook, the los altos police department says that in recent weeks thieves have been targeting homes that are for sale and unoccupied, according to authorities, the burglars are entering these vacant houses and stealing items, including appliances that have been staged inside the thieves have also been stealing appliances and items that are left inside buildings that are still under construction. thieves stolen.

>> large appliances. refrigerators and construction tools. >> police say that most of these burglaries have happened that night or in the early morning. so far, police have not identified the locations where these burglaries occurred. they've also not released any suspect descriptions or said what kind of vehicle is being used to move the stolen goods. they are asking residents to report any suspicious activity at construction sites or houses that appear to be vacant if they do see something suspicious, especially during those hours of darkness, people >> construction site at a home remodel site to please call 9-1-1. the last out of 4 t% police department and observe. let us know what they observe if during the course this observation they're able to get a license plate or suspect description that would help us out greatly. they're also reminding neighbors to keep doors and windows locked and to make sure home alarms are working in santa clara county, charles clifford kron. 4 news.

>> new at 3, a san francisco police are looking for a man who they believe attempted to kidnap an 11 year-old boy in the mission district. they say that that child was walking to a bus stop near 20th and mission streets yesterday afternoon when a man driving a van approached him. the man then pushed the boy into the ban. but the boy was able to fight off this alleged kidnapper and runaway anyone with information should call police. another pro-palestinian controversy at a bay area. college violence erupting as a group is taking over a building that's associated with uc berkeley. the university now speaking out saying that this latest action is criminal in nature. kron four's terisa stasko joins us with this developing story. i this is certainly a developing story. we're hearing more tents and barricades are going up. uc berkeley officials say that this new group is separate from the free palestine encampment that was occurring at sproul hall. uc berkeley school officials say this

group violently and unlawfully broke into the and ahead complex. >> you can see in this video we gather protesters took over the part of one building and broke some windows. many wore masks and refused to talk. one did shout out their demands while. >> at from people parked outside. happen. >> here's a map to show you where this new group is set up. it is several blocks from sprawl hall on the and ahead complex. the university has since struck a deal with those protesting that sprawl hall promising a series of steps. >> to examine the uc berkeley's investments. as for this new group, campus spokesperson and vice chancellor dan mogulof said, quote, we're treating the site

has an active crime scene. this is not nonviolent civil disobedience. the subjects are trespassing and vandalizing in unsafe, boarded up fire-damaged building next to people's park. we have confirmed that the coalition with whom we reached an understanding yesterday did not initiate today's action, unquote. protests have popped up on college campuses for the past few weeks with schools trying to balance free speech rights. >> the first amendment constitutional rights would only with respect to public governmental authorities. and they're the general role is, you know, not all public property is available for private expressive activities, but sometimes it is. sometimes trey can count what's called a public forum. but even in that context. public authorities can have. reasonable time

place and manner restrictions that when and how protest activities occur. >> statue uc berkeley police and they will only tell us right now that they are monitoring the situation. reporting in the newsroom. i'm theresa stasi back you justin. we'll watch it to thank you. theresa. the president of sonoma state university now on administrative leave after coming to an agreement with the pro-palestinian demonstrators on that campus without getting permission from the university. first and a letter sent out on tuesday. the president mike lee said that he listened to the demands from the protesters and then went on to announce that sonoma state would look at the vesting from israel and would end exchange program with the country. protesters applauded this announcement. however, the university's leadership was not pleased. and lee released a statement now backtracking on his decision saying, quote, in my attempt to find agreement with one group of students, i'm marginalized. other members of our student population and community. i realize the harm

that that has caused and i take full ownership of it. he goes on to say that that initial letter was sent without the approval of the university system's chancellor and board leaders. the csu chancellor also put out a statement saying that the heart and mission of the csu is to create an inclusive and welcoming place for everyone. a union representing about 48,000 academic workers in the uc system voted to give the union's executive board the ability to strike at any time. union members say they believe the university of california mishandled the pro-palestinian demonstrations at uc campuses pointing to ucla where counter several hours without police intervention. the vote does not guarantee a strike. a uc campuses still have a month of instruction before summer break. and we just got a statement from the vice president of the system wide labor relations for the university of california who

called the strike illegal. she issued a statement that reads in part here w's decision to strike over non labor issues violates the no strike clause of their contracts with you see and sets a dangerous and far-reaching precedent that social political and cultural issues no matter how valid that are not labor related can support a labor strike. new at 3 a program that provides free state park access throughout california. public libraries is set to end very soon. governor gavin newsom's, new state budget eliminates the california state library parks pass program. this project was created to increase outdoor access for many people across california and has received more than 16 million dollars from the state to date passes can be checked out by library cardholders and that provides them entry to more than 200 state parks. but because of the budget deficit, that must be why this is going away. the california state park

adventure pass program which gives 4th graders and their families access to more than 50 state parks will be renewed. we're taking a live look outside right now at our forecast across the golden gate bridge move foggy here, a little drizzly as well. always feel bad for the tourists on a day like this. when they out, we're going to get to see the city. >> nope, on the one hand. but on the other hand, i remember visiting san francisco years ago and i got a picture of myself standing there with the fog and just the top of the bridge sticking out. i thought that was a pretty cool picture. so, you know, it depends right. you might find that to be kind of fun. but we are getting that mix of sun and clouds today. still some sent out there. but feel like we've kind of piqued probably as to what we're going to see today. the marine layer is on the move. temperatures right now. livermore, though, 78 degrees. we're at 77 in san jose. obviously were much cooler elsewhere, particularly as you can see in the north bay really haven't got a whole lot of sunshine there. just sitting at about 63 degrees and half moon bay's been pretty chilly today, too. we are breezy. it has been very

breezy all day in fairfield that some of that starting to spread a little bit more. and you can see some wind as well in oakland, livermore. i'm not so bad out at the coast right now are under 10 miles per hour. but that breezy condition is right there. here's that marine layer. you can see that counter clockwise circulation here of the clouds are getting ready to make that move as we get later into the afternoon into the early part of the evening. and it is for the entire state of california. you can see it just really envelops the whole tape there along the coast. we're in kind of a pattern that we're used to write. this is very typical bay area as we take a live look here from about 10, you can see that marine layer just poised to roll and of course, the blue skies sitting right there above so it is kind of an interesting day if you are visiting to see our marine layer and action. having said that, it's going to win tonight. once again, we're going to see mostly cloudy skies and that coastal drizzle will be possible to temperatures. not bad, though. upper 40's to mid 50's is what i'm expecting for tonight. i'll be back in a little bit. we'll talk more about our 7 day forecast. back to good.

floyd mitchell officially became oaklands top cop over the weekend. and mayor sheng thao just shared this video on social media of the swearing-in ceremony. >> mitchell says that his top goals coming into the department are building public trust and a safer community on kron. 4 news at noon today i spoke with mayor sheng thao who shared the confidence that she has in the new police chief. >> we finally have a police chief. you know, so the community is excited. i department and make files excited, you know, stability is going to be key and it played. mitchell is the guy for that job. and so he's coming to come in and really be able to this younger, a generation of opd officers. >> opd remains under the supervision of a federal court appointed monitor since the riders case in 2003. that's when a group of officers was exposed for beating and framing mostly black oakland residents. mitchell is the 12th chief in oakland. in the

last decade, you'll hear more about my conversation with the mayor about the new chief coming up during kron for news at 5. and now to the east bay with the city of oakland is touting the latest tourism report tourism. they're nearing pre-pandemic levels according to visit oakland, which is the city's destination marketing organization, a total of 3.4 million people visited the town and the total economic impact was 817 million dollars visitor spent 670 million dollars in the city, which is 84% of what they spent in 2019 tourism generated more than 5500 jobs and generated 90 million dollars in state local tax revenues. san francisco city officials meeting today about the possibility of bringing panda bear's back to the san francisco zoo. the funding and care and the transportation. a big topic of discussion at today's board of supervisors meeting last month. mayor london breed asked supervisors to pass a resolution that

would allow various city departments to begin raising money from private entities. now a candidate for mayor ash us off. it is arguing that all that money that could be going this attraction is not that useful. instead, he wants to fund programs that support youth and help the unhoused. fact that we're facing 25 million dollars in cuts. >> i believe it's truly unconscionable at this moment. to prepare for a facility when there's not 100% certainty that we're going to get. so this is about prioritizing our future. this is about prioritizing our children over pandas. and if we can rally to fund a home for pandas, we certainly can rally to raise money for essential programs that impact every single corner of this city. >> as of now, there's still no timeline as to when those pandas arrive in san francisco from china. and coming up, thousands of people ditching their car. key is for helmets

international airport. kron 4 to call reports some of the kids are now considering careers in travel. >> as the school year, winds down a special trip for special needs students from san carlos to san francisco bay oakland international airport. i think it was way the kids from harbor bay middle school experience all aspects of the typical visit to an airport security checks, free boarding at the gate and taking a seat on southwest airlines. very cool to see the young generation showing them what we do. >> giving them the insight of what we do, sean and inside the plane taking the wheel in the cockpit of big hit in the big thrill for captain sean welsh. first of all, you can always have fun doing everything the one. you can learn any time as well. and today i came on we have to be a future pilot pilot flight attendant grounds crew member. the student's telling their teachers a career in they're interested very special. yes, and in many different ways. yeah, >> and they they were like

really excited yearning to go on a field trip. so they've they've been hungry to go do something like this. and just that they're very, very enthusiastic about this all day. the airplane ever took flight during the simulation to hawaii. the teacher jane morgan says all of the students have been in the air at least once before and are looking forward now to doing it again at san francisco bay, oakland international airport. philippe djegal kron. 4 >> now to a big milestone for the city of oakland, oakland, unified has become the first district in the county to have complete electric fleet of school buses. yesterday was the first day the buses were officially put into use. and the makers say that all 74 of the school buses will also provide energy to the city when they're not in use. usd says these buses will help reduce emissions in the community. we talk a lot about equity in oakland. equities is the center of what we do in the school district. the

families of oakland are disproportionately disadvantaged and affected by high rates of asthma and exposure to air pollution from diesel fuels. >> so by electrifying and having this vision. we're not worrying about students being sick. we're not worrying about emissions. >> so zooming the company behind the buses says it plans to bring these electric buses to the san francisco and los angeles school districts next. bay area. residents ditching their cars for a more eco-friendly commute today. today is bike to wherever day. and in san francisco, the by coalition hosting a rally at city hall this morning. to support the sfmta biking and rolling plan. the plan proposes more accessible bike lanes across neighborhoods and bike safety, education programs for kids. the coalition sharing how all residents could benefit from this climate friendly activity. >> it's the day that we really invite everybody around san francisco to just to try out

up. 63 degrees so far averaging be 64. believe it or not, the record in 2008. >> 92 degrees. no. thank you, right. we are not seeing anything quite that warm. thankfully today, 60 threes i mentioned in downtown san francisco, upper 70's. if you uphead inland in the south bay and the east bay, not so much in the north bay. that's because of the cloud cover that's been hanging on there. having said that, nevada has got up to at least 70 degrees. nothing's really changed we just high-pressure hanging out low pressure, kind of moving down. we do have this a little bit of low pressure to the south of us now, but we're in a very static pattern. and that's why we're seeing that similar weather where we've got marine layer in the morning, little sunshine in the afternoon, very late the evening. and you rinse repeat, and that's what's going to happen tonight. tune. you can see those clouds kind of hanging on in the north bay. so if you've been in petaluma today was a little bit cloudy there, right? but we've got some sunshine, too. and we'll see that marine layer move in tonight. but if you have to take the dog out for a walk, should be no problem. maybe just take a jacket. if you're heading out after say about 8, 9 o'clock, the usual, right? 7 o'clock tonight. you see the fog starting to move back in

as we get to the overnight hours. certainly that possibility of a little coastal drizzle is out there and then tomorrow we wake up yes, with the marine layer very much a large and in charge. but it will start to dissipate. we'll get some of that sunshine tomorrow afternoon to that's the noontime hour and north bay. the models are on your side tomorrow to get a little more sun in there than you did today. having said that, right? we're going to be kind of in this pattern for the next 5 days or so. and then as we get into the middle next week about wednesday, thursday, that's when we'll start to see a little low pressure is going to move in and a little bit of a front is going go through. doesn't bring us rain or anything, but it will knock the temperatures down a bit. but bay to breakers should be looking good. just take the jackets in the morning because that marine layer will definitely be there. back to you. some people don't wear anything. kyla. jacket. all right. still ahead, the dow jones hit a record high today. still up will get an update on stocks. plus recycling rates in san jose. >> are expected to climb. so break down those numbers for your money is next. for money.

this afternoon, the dow jones hit 40,000 points for the first time ever all. the stock did not close that high. >> analysts say this signals a strong endorsement of the health of the u.s. economy, the trigger that drove the market to this historic high with some new data that was released yesterday showing that the annual inflation is easing after 3 consecutive months of higher than expected reports. in the end, the dow ended the day down. 38 points landing at 39,869 points. san jose garbage and recycling

rates on the rise. again. the city is proposing a 4% rate increase. for single-family service at a 2% increase for multi service families. a spokesperson for the san jose environmental services department says the rate increases are due to the rising costs to cover living adjustments and operational fees. the department says it raised rates last july after reviewing costs and revenues. a city council member and executives from different organizations in the city say although the price hike is modest, it will still impact. residents. we're all facing financial challenges, a public hearing and a vote on this matter is going to be held in june. has more electric vehicle start to reach the roads, gas tax revenue, which funds road repairs is declining. so california is going to start to test a road charge program to fill that void the state is recruiting about 800 drivers to participate in a six-month study. it starts next year.

>> governor gavin newsom is at the vatican to take part in a climate summit with world leaders and the pope kron four's. michael thomas has the details. >> governor gavin newsom arrived at the vatican early this morning. he spoke about climate change and what california is doing to fight it. he was also able to speak with world leaders and showcase his work as governor, which could play a role in his political future. should he decide to run for a higher office? this three-day summit is all about bending the curve and bouncing forward to climate resilience. governor newsom spoke to a delegation of about 100 people. >> including the mayor of paris and the governor of new york all calling for urgent climate action calling this climate crisis. what it is the climate crisis is a fossil fuel crisis. newsom called the climate crisis a clear and

present danger causing severe droughts, intense storms and historic wildfires have been seen across california when it came to calling out the fossil fuel industry. the governor didn't hold back is because the burning of coal, the burning of gas and the burning of oil. and with respect and forgive me if this comes off a little too harsh, it's been said and repeat it. the polluted heart. of the climate crisis. are these fossil fuel companies? oil companies have long pushed back against newsom's allegations arguing his administration has unfairly targeted them during his time in politics. and as for pope francis, he was an influential figure among american catholics and a leader in the fight against global warming. well, he spoke to the delegation privately in a message that focused on taking care of the poor and the planet. tomorrow. governor newsom is expected to travel to the city of to launch a new climate partnership with the italian region of emilia romagna. as we get more details on the governor's visit overseas will continue

to keep you updated. that's very latest here in the newsroom. i'm michael thomas >> all right. we'll talk about our weather now live. look outside. i love this shot gives us idea of what's going on with the fog today sure. but if youtre looking for the sun, i found it. it's up at mount tam. >> you can see it is right there. those beautiful blue skies and then our marine layer, which, of course, is starting to move in now, it is the time of day when we begin to see that reversal, we're kind of rebuild. but in the meantime, there is some nice sunshine in spots that are inland. you can see that in the upper 70's in spots like san jose livermore concord at 70 degrees. but we're a little cool elsewhere, right? and that is all to do with the marine layer. so as we take a look at the wind, we're getting breezy, too. we've been very breezy in parts of the east bay today and parts of as you head down the delta as well towards fairfield. they're like 25 miles per hour. so the breezy conditions. so any of my work from home folks who might have hit its santa rosa today, maybe not the best day, right? a little bit chilly to be outside and a little bit

cloudy and spots too. but tomorrow you're going to see a little more of the same. so just plan accordingly. that kind of outdoor time when you can kind of catch the sun is generally between about 11:30am, and about 03:00pm. and then we get a whole lot of this like you're seeing at half moon bay where we're getting that gray skies even got a little bit of break sky there this morning. so as we go to the next couple of days, very similar forecast. you can see we have a really nice weekend ahead. if you've got plans to be outdoors, costumed, not costumed running, not >> it's going to be a nice weekend. be back in a little bit. we'll talk a bit more about what's happening in the rest of the country. and also take a look at our 7 day forecast. >> all right. for your health this afternoon, the justice department has formally move to reclassify marijuana as a less dangerous drug in a historic shift in generations of u.s. drug policy. this proposed rule that was sent to the federal register recognizes the medical uses of cannabis and acknowledges it has less potential for abuse and some of the nation's more

dangerous drugs. the plan does not legalize marijuana outright for recreational use. the da will take public comment on this proposal to move marijuana away from its current classification as a schedule. one drug, which is alongside heroin and lsd and move it to a schedule. 3 drug alongside ketamine and some other steroids. walgreens says its generic brand of naloxone will be available over the counter by the end of the month. the product will be available in the pain. i'll in all stores. this is a lifesaving medication used to reverse opioid overdoses last year. more than 107,000 people died from an overdose. most of them from opioids. this walgreens generic brand will be around. $35, which is $10 cheaper than actual newark cam. chp officers in oakland arresting a man who they say was in possession of about a half a pound of meth. so last week officers pulled over car that did not have a license

plate. this was near the west side of the park street bridge and officers say they located crystal meth along with some other drugs and paraphernalia as well as plastic baggies and a digital scale. the driver who was already on probation was arrested and then booked into the santa rita jail on felony charges related to drug possession with the intent to distribute. and now we're going on our asian american pacific islander heritage month here on kron 4. and now we're going to learn about the history that's being made in san pablo. the city is celebrating its newest police chief. brian barr is a longtime veteran of the force and he is now the first asian american to lead the department kron 4 soon to call was there on the day that he was sworn in to his new position. >> against all enemies against all generation to brian blue bars. family on hand to watch the decorated law enforcer sworn in as pablo is next. top

>> barr's first day as chief kicked asian american pacific islander heritage month on may. 1st in san pablo, djegal all kron 4 >> join us every thursday. this month for stories highlighting the bay area's api community. it all leads up to our special that airs on thursday may 23rd at 06:30pm. today's a big day for more than 1000 bills at the state capitol. this is suspense day when lawmakers officially decide which pieces of legislation will move on and which will die. capitol correspondent eytan wallace gives us a look at which got the ax and which made the cut. >> just take a look at all of these pages featuring a list of bill after bill after bill that got taken up. as you can imagine, lawmakers whose bills made it through say they're relieved while others, his bills faced a different outcome, say they are disappointed.

>> environmental advocates making their voices heard outside the state capitol, urging support for a package of bills they believe will help california phase out fossil fuels. all of it taking place on what's known as suspense date on this day, the assembly and senate appropriations committees considered 1009 bills that could have fiscal impacts on the state, specifically their piece of legislation that would require the state to spend at least $50,000 from the general fund or $150,000 from another special fund. all the more significant this year as the state faces with the governor believes is a 27.0. 6 billion dollar deficit do pass among the bills that be 27 16 by some one member isaac bryant. the proposal would impose a $10,000 daily fine against oil wells if they're near communities and producing less than 15 barrels per day. but i talked to the oil industry, don't often do about the stripper wells. they told

>> a big bay area tradition is happening this weekend. runners are going to take their mark for bay to breakers on sunday. people can run jog dance their way to the finish line. a lot of them will be wearing some interesting outfits. but joining us now is one of the people who will be running at bay to breakers this weekend and he's been participating since 1975. p chalk. thank you for joining us here on kron for news this afternoon. how are you doing? what are you doing to prepare for bay to breakers this weekend? >> pretty much. you know, 5 5 decades is nothing right so 5

to talk about what's going across the country right now because you can see if you take your eye down to. >> around texas. we've got some severe weather there. the yellow boxes are severe thunderstorm warnings and the red that you see just to the west of houston. that is a tornado warning. so there have been several cells that have been tornado warned storms today. so a bit of trouble there. and this is the time of year and that does start to get going. these are the temperatures across the country can see some warmth there. miami at 80 74 in atlanta, 96 in phoenix and 95 in las vegas. hello, summer temperatures right there on their way up. we obviously are that warm but bakersfield at 92 right now. 64 in los angeles has everything to do with the marine layer by the coast. that's keeping things nice and cool. as we zoom in here, you can see we're right in that space where it's just starting to rollback in, right? just starting to see things working their way towards coming towards us yet again. temperatures right now, though, pretty nice. san jose. 77 degrees. 71 in hayward. 57

at half moon bay certainly cool along that coastline. 66 in oakland, napa, 67 north baseman a little cool today, but nevada made it up to 70 degrees. no such luck with santa rosa sitting at 63. so here we are. and if you need proof of the marine layer is rolling back in. here we go right now. you can see it happening on the golden gate bridge that were relatively quiet as the same pattern of clouds in the morning fog in the morning. and then we start to get a little said in the afternoon and the marine layer moving back into a pretty calm weekend following that pattern next week. it looks like mid week we are going start to cool down a little bit but maybe think about a little climatology here. livermore we've had out of 15 days this month. 11 of them have been above average, including the last several. so that's where we're kind of standing right now. and as we head into next week, you can see that by the time we get to wednesday, we are actually going go down below average. we should be at least those mid even upper 70's. it's over inland spots. but a pretty nice weekend ahead. and then a little cool down as we get into next week.

and i have a very strong aptitude for the cold and i've always seen the swim that direction. i used the current to launch me out toward the island and then halfway through the women to begin was the beginning of the of the actual hard part of this wet. >> so the longest swim she's ever done was in the santa monica bay. that was 43 miles. and she did the street aust between ireland and scotland. and after doing this recent journey to the fair lawn, she said, quote, i had a little swim the saturday, just a little one. and i wish i had looked up and go into right now how long that is from the golden gate to the fair call. >> if you i can tell you that much. she's amazing. just and also comes with a layup that tiny desk song that was catchy. i like that 30 miles kyla 30 miles. wow, i know. i mean, i couldn't even walk that. you kidding. incredible. hey, we're getting that marine layer back in everybody. by blue skies here comes the clouds. but we've done this every just about this week, right? and as we get into
