and it's been really nice weather lately yesterday for bay to breakers. it was good to go. >> and the fog is kind of taking a bit of a break for the next week. you're looking outside at san jose where skies are crystal clear overhead to be expected inland. but you're also seeing clear visibility towards the coast. so fog not a huge issue done or our winds calm at the coastline this morning. temperatures are hanging out in the 50's oakland at 55 alameda hayward, san jose in concord, each at 57 degrees for your cuarent temperatures later on today. daytime highs will reach into the 70's for most areas. a few low 80's for art. for this dimon spots. >> back to you. all right. let's take a peek at the traffic now on a monday morning. and starting with the bay bridge where the maze to fremont is 17 not too bad. lots of sunshine, their cars are rolling pretty well here on the san mateo bridge. westbound. 92 you can see is the commute direction. on the right hand side. that will take it. 21 minutes to get up and over in the richmond, sandra fell bridge has been a

pretty good. it's actually much better than it was about an hour ago. just 13 minutes to get there. 2, 1, 0, one southbound through marion county, which if you're going to continue on and head to the golden gate bridge, as you can see, the drive times are 34 minutes. so it is pretty slow and go through moran to this spot. >> all right. back to the headlines now at 801 and the developing news out of the south bay. the fact that police shot and critically injured a gunman in san jose kron four's michael thomas is following that live from san jose with more on what we know at this hour. michael. >> well, this shooting happened yesterday at around 4 o'clock in the afternoon. 12 hours later, police are still here investigating. take a look the corner of story road and coburn drive and you can see police outside of an apartment complex with multiple units blocking off the street, speaking with neighbors as they wake up this morning and they're searching for evidence of what happened yesterday. this is a map up on your screen to give you a better idea of exactly where we are. it's in east san jose.

as i homer drive. that's near the main intersection of story road in capitol expressway. and we have video from yesterday scene. it happened at around 4 o'clock and there were seen dozens of police vehicles outside of that apartment complex. police say they received calls about a man that was actively shooting after arriving on the scene. police did shoot the man causing him serious injuries. he was taken to a nearby hospital and remains there. as of today. his condition still unknown. we have not gotten any updates, but we are expected to hear from police at some point today. they do tell us that no officers were injured during this incident and the department is expected to hold a press conference at some point. as of now, comer drive remains closed along with surrounding shopping center's as well. so as we get more details regarding what exactly happened sunday afternoon, we'll continue to keep you updated. that's the very latest reporting in san jose and michael thomas. i will send it back to live in the thanks, michael. >> it's 803. and a man has been arrested and sonoma

county for a fatal shooting that killed a 2 year-old child that happened back march. 23rd in clear lake clearlake police issued a warrant for 31 year-old fernando lugo garcia and he was arrested in last tuesday by the sonoma county sheriff's department. he's at the lake county jail now with no bail. it's 803. and the man convicted of attacking paul pelosi with a hammer at his home in san francisco in 2022. is going to be re-sentenced later this month. david de pap was convicted and got a 30 year prison sentence last friday. but the federal court did not give the path the chance to make a statement. and that's a requirement. so they're going to have to do that. and it's it's a considered just a error that likely affect his sentence. but it does give him the opportunity to ask for leniency it. that hearing is may 28th and then to pap still

faces separate state charges and the jury selection for that trial is set for wednesday. >> sad morning for raider nation. mister rader himself, jim otto died yesterday. the hall of fame center join the team in its first season in the american football league. back in 1960. never missed a game. he competed in 210 consecutive regular season games and 300 and h street total contest despite undergoing 9 operations on his knees over the course of his career. jim otto was 86 years old. well, happening right now, fairfield has launched its click it or ticket campaign ahead of the memorial day weekend. the police department says the campaign is supposed to remind drivers to buckle up and also to secure their children properly in car seats. they say drivers are going to see police on patrol looking for drivers who either aren't wearing their seat belts during this campaign, which runs through june 2nd, by the way. but as i said, they're also looking for cars where children aren't securely property in car seats

or aren't sitting in the right seat for their age. they'll pull you over. the department says the number of people killed in california crashes who weren't wearing their seat belts properly increased by more than 12% in 2021. >> it's 805, and a man was rescued after his car went off a cliff off a sonoma coast. this crash happened yesterday morning. the jewel goal to myers, great area off of highway one near jenner. you can see him being. >> lifted to safety here. here's the car. we can all mangled. it is this car flew off the cliff when 200 feet down and only stop because it hit a tree. >> then he went flying and heat. it took about an hour for them to locate hand. he was see where the car as he was, about 350 feet down and away from the car in the brush. you see where he was ejected. so they were able to find him and raise him up to safety. >> and he was flown to the hospital. is expected to recover. look at the high there. >> state bill that would have scrutinized a new electric

charge. >> that california is going to get added on to our monthly bills. this bill has been killed and it's it was in the appropriations committee and the decided to kill it. so what happened was the commission which is appointed by the governor, the psc approved this new fixed rate charge of $24.15 per month. and in exchange for that, the utilities have agreed that they will slightly lower the rates for the kilowatts of power that you are charged because california power rates are the second highest in the nation. but this new fees sparked outrage, which is why the bill was introduced in the committee did not explain why they killed it. >> all right. well, in the east bay, teachers in contra costa county have reached a tentative agreement now with the office of education over a new contract. the contra costa county school educators association will get a raise starting on july. 1st, once it's ratified and that will include a 6% raise retroactive

saw all of san francisco come together. a lot of clock ticked rooms, the costumes at disappoint this san francisco couple. gina and brad dressed up as hot dogs. we money and really recognizable really ran the whole race. and everyone was dog and my kids than ever. and it's just plain that these girls dressed up as the inflatable tube man. often people dress up in group costumes, whether it be traffic cones or minions was really fun. everyone came out outfits, a super >> yeah. really good vibe. lots of partying on the side. bay to breakers at its peak used to be the largest road race in the world with 100,000 people participating. race director kyle buyers says they're starting to see registration numbers rebound from the pandemic. 21,000 people registered this year, which is 20% from last year. so i'm not quite.

east bay hills. things are still relatively green. you're noticing those hillsides starting to dry out. more and more, though. so fire season is quickly encroaching as we know. but we are seeing this continuation of dry and honestly relatively mild weather. high pressure is built up way to the west of us. so it's not having an immediate impact on any sort of sinking warming conditions, although we are warm today and tomorrow. these are the 2 warmest days. your forecast. and then we're cooling things back down from there. today's highs will be impacted a little bit at the coast by that cool sea breeze, which is not going to be overwhelming, but just enough to moderate temperatures in san francisco in the coast, keeping you down in the 60's, but not a lot of fog at the coastline either. so still a very pleasant day. temps elsewhere in the bay going to be solidly in the 70's carlos. at 75 san jose at 78 degrees today, east bay temperatures also mostly 70's with hayward at 73 oakland, san leandro at 72 concord, antioch, on up to sonoma and

napa hanging out right around 80 degrees for the most part. santa rosa, just shy of that. mark tomorrow is going to be our warmest day only by a little and it's back downhill for bottle rock this next weekend. expect 70's up in napa. nothing too terribly warm. which hate is super enjoyable for whatever you got going on. back to you. all right. let's take a look at the traffic now on a monday morning. and >> lot of people have been up in but yeah, it's it's then doubt that's looking better 90 minutes to get from the maze to fremont street in san francisco. so that's been steadily improving over the last 15, 20 minutes my gosh. so looks great. 21 minutes to get from hayward out to foster city on your westbound. 92 right across the san mateo bridge. and here at the richmond, sandra fell west bound 5.80, at the toll plaza. yes, it looks backed up here and that your normal wait to get through the gates. but look at that. just 13 minutes to cross the span and get into marion county. and then our final stop for you this morning. your golden gate bridge commute. southbound 101, from marin county into san francisco. it's actually

moving at the limit. 31 minutes to get from the water all the way down into san francisco. 18 right now and 6 people are recovering from a car crash in antioch that happened on highway 4. >> delta gateway boulevard around 2 o'clock on saturday. all the westbound lanes had to close while they investigated and got attention to those 6 people. they were rushed to the hospital or not sure of their conditions. >> o paulo out to police now investigating another robbery of a mail carrier. this time it happened in well thursday in the parking lot of the southwood apartments on middlefield road. police say the 60 year-old postal worker was delivering mail when 2 men approached him and demanded his postal keys and other personal belongings, the postal worker turned over the keys, but he didn't want to give up his personal items. and that's when police say a fight ensued. the thieves, not the victim to the ground, injuring him. police say those 2 robbers then took off in an older model. nissan altima. >> it's 8.19, and a program in california uses gift cards.

>> to help combat drug addiction. yeah. so the state is spending more than 60 million dollars in this battle. and officials say it's actually working in the coming fiscal year. california is expected to allocate about 61 million to this program which focuses on addictions to drugs like meth and cocaine. here's how it works to start out. patients have to show to go to their designated clinic and you have to go twice a week and provide urine sample. and if it's clean. >> then that patient gets a small stipend on a gift card and that stipend, the payment goes up on the gift card as you continue the program. and if it if you fail, there are no consequences. you just encouraged to show up again. start again. try again come. >> well, the approach is called contingency management and it's based around rewarding people for good behavior instead of punishing them for bad. since california pilot program launched in april 19 counties throughout the state enrolled almost 3,000 participants. now we spoke to a program director at

a treatment facility in nevada county, a california, and that person admits the program doesn't work for everybody. but he says it is another tool in combating addiction. >> it starts off a $10. the end of the first weeks. they might be making $20. it up like a dollar and a half. every to so does increase. and that's another important part is that we're increasing its a certain hooks them into it. it took them into participating more and more and they don't want to lose a day because that resets the clock to back to $10. >> all right. so that's how that works. california has dedicated significant amounts of money. now to the efforts aimed at curbing drug addiction. the state says the rate of residents dying from stimulants doubled from 2019 to 2023. it's a 21 in california for ever which is behind trying to build this utopian city in solano county. >> says that they can provide more than 15,000 jobs in the

next decade. they say they can bring in multiple employers in various sectors ranging from construction companies to ai and tech. and they just came out with a list of those companies that they say are already committed or committing right now to this proposed city. and that crew includes a various companies hadrian serve robotics, be rex and motive and there's still a few years away now on breaking ground in california for ever says that some companies, though, have already started to go shading their terms that they are that far along and most will start breaking ground if the ballot measure for this proposed city passes in the november election on the ballot. >> well, for your money this morning, the cost of childcare is going up throughout the country. the average cost of child care for 2 children is more than the average price of rent in all 50 states. the

report from the nonprofit group, child care awareness of america says that here on the west coast were paying about $26,000 a year for child care. and the group says it at this rate, it means it would cost 10% of a married couple's median income to afford this. and 32% of single parents and cup. most of those figures outpace the 7% target recommended by the u.s. department of health and human services. and if parents are feeling the squeeze, so are child care workers themselves. the pandemic forced about 16,000 of them to close. any relief funding has long expired. so more closures, unfortunately, could be coming. we're going to take a break in a 23 coming up on the kron 4 morning news. a historic oakland church asking for the community's help. now after a fire breaks out damaging the facility will damaging the facility will take a look.

the east bay. the chp arrested a suspect now in connection with a fatal hit and run in san leandro. police say the driver hit and killed someone wednesday night. they say that victim was found lying in the street at boulevard and embers way. police say they later found the car wanted in connection with that accident on friday and the suspect was booked into the santa rita jail. bail has been set at $125,000. it's a 26. and one year after its launch, state officials are going to review new data highlighting the impact of >> the california hate resource line and network.
