district attorney pamela price taking on insurance companies. the major lawsuit filed today on behalf of homeowners in the east bay. plus, new legislation aimed at addressing the shortage of first responders in san francisco. >> station. 2. >> thank you for joining us here on kron for news. the 2 i'm justine waltman. our top story this afternoon as that one man has died. another is in the hospital following an early morning car crash in fremont conference. charles clifford got new video from the crash. i do want to warn you before we play it. it is disturbing. >> well, here in fremont, the police department is investigating a fatal early morning crash in which one man has died and a second man has been hospitalized. a dramatic moment captured on surveillance video, a car driving southbound on fremont boulevard around 12 30 tuesday morning. smashes into a tree and burst into flames. a police officer arrives within

seconds and tries to extinguish the fire. a few moments after that. he along with several neighbors. >> pull a man from the burning wreckage. unfortunately, the driver succumb to injuries and the path to juror was transported to an area hospital. the crash occurred right in front of bogeys pet supply along fremont. it was there surveillance video that captured the crash. >> i couldn't yearly process what i was witnessing it first. >> as a little martelle is the manager of the store. he says that if it wasn't for the police officer in the neighbors, the passenger probably would have died. honestly, if it wasn't for the cops show first and the people who came out complex. >> i i honestly >> following the accident, the fremont fire department arrived on scene and put out the blaze. the pet store suffered some cosmetic damage. the exact cause of the accident is still under investigation. but witnesses say the vehicle may have been traveling at a high rate of speed. now, neighbors also tell me that there is a gentle curve. >> in fremont boulevard here,

which in the past has caused some problems and some minor accidents. but never anything like this. but for now in the east bay, charles clifford kron, 4 >> san francisco fire crews rescued 2 people from a fire at an apartment building near the painted ladies. this is new video now into our newsroom. fire posted these images on social media showing the flames and the smoke just pouring out of the building. the fire started about 11, 30 this morning and impacted the top 2 floors of a three-story building. crews did rescue 2 adults on the upper floors. 40 firefighters there to put out all these flames. the people who were injured were taken to the hospital. the cause of the fire under investigation right now. and this morning, a lot of water being wasted during this broken fire hydrant spewing water in downtown san francisco. this is video from the citizens app. it happened around 8 o'clock this morning on sutter street between taylor and mason streets. our working to get some information to figure out if the fire department has been able to cap this off. on

behalf of homeowners in the state. and in alameda county today, district attorney pamela price announcing a major lawsuit that her office has now filed against home insurance companies. kron 4 said to all reports now from oakland where price claims the companies have defrauded their customers. >> farmers group incorporated and several of its entities are listed as defendants in the complaint filed in superior court of california by the alameda county district attorney's office. the lawsuit was submitted late last month on behalf of the people of california. it seeks injunctive relief and civil penalties. accusing farmers group of using software to charge homeowners premiums for policies that do not adequately protect homes or compensate them. in case of a major loss. insurance companies use a third-party software that we identified in the complaint that generates estimates based on generalized features and not on the

actual. >> features of a particular home or properly estimating the cost to replace the home. during a news conference in oakland tuesday announcing the legal action district attorney pamela price as the people impacted by the lawsuit. >> represent about 15% of the state's homeowners offering these lower premiums based on inaccurate estimates. insurance companies gain competitive advantage at the expense of proper coverage. price adds they also violate a number of state regulations, rules and laws designed to protect consumers, homeowners, especially seniors. and we've alleged that in the complaint are entitled to full disclosure as well as fair treatment from insurance providers. prices office says it is in the process of serving the defendants to kron. 4 reached out to for comment but have not received a response in oakland. philippe djegal kron. 4 honor.

>> rent prices in oakland are going down according to data from apartment list in the past year when prices have fallen by 10%, by far the most of any of the 100 largest u.s. cities over the past 4 years. several rent complexes and central oakland have seen drastic rent cuts. for example, there's a one-bedroom 600 square feet. it went for $2,460 in november 2020. it's now going for just under $2000, according to zillow, the 9, 4, 6, 1, 2 zip. that's a code has seen the largest decline with the average right now, a $2,613. the half moon bay mushroom farms involved in last year's fatal shootings are paying nearly a half-million dollars in damages to employees over labor violations. the u.s. department of labor investigates chun recovered more than $450,000 in back wages and damages for 62

people employed by the to half moon bay mushroom farms. federal investigators say both farms housed workers and sickening conditions where they slept and dirty mattresses and were exposed to insects, trash mold. investigators say the farm's owners also took away money from the workers paychecks for substandard housing, a disgruntled co worker fatally shot 7 migrant workers in january 2023, which led to the investigation into the farms employment practices. san francisco police did some help right now locating a 14 year-old girl who's missing police say genesis for hernandez was last seen in the area of turk and hyde streets. she's known to go to the tenderloin as well as ride muni. she was wearing a yellow shirt, brown, leggings and black crocs. anyone who sees her should call 9-1-1. voters may be deciding on an amendment to a san francisco charter aimed at improving the nurse and 9-1-1 dispatch shortages. one supervisor saying he the support of

fellow board members and is confident that voters are going to approve this called for us to be. justice joins us now live from the newsroom with all these details. thanks for joining us. right supervisor ahsha safa who is running for mayor the new piece of legislation. >> as the solution to the problem is saying he is looking for to feeling these vacant positions. >> we believe this is a recruitment tool. this is a retention tool but also makes fiscal sense for our san francisco city officials and nurses at zuckerberg, san francisco general hospital announced a new piece of legislation tuesday, a move the board of supervisors ausha suffice as is deeply needed. the measure was specifically address a shortage of nurses in 9-1-1, operators in the city currently right now we have a 20%. they can see. >> our 9-1-1 dispatch system, we're down 49, 1, one dispatchers, which is absolutely impacting. our public safety response system.

on the nursing side, we're down hundreds of nurses. suffice as the legislation would improve the retention and recruitment of nurses. >> it would also give 9-1-1 operators, the same retirement benefits as other first responders. >> the ballot measure would also allow full-time registered nurses to buy back time, worked as per diem nurses, retirement credits. the supervisor has been working alongside these first responders. it's a move they say will be a major shift. there's >> large problem. relying on for gm and temporary nursing. so a lot of our nurses who are even full time today have started out as temporary nurses. it sometimes takes months to years to get a permanent positions. so this represent a major shift. i think it's a great tool in order reward dispatchers on. >> were seriously hurting?

shore flow. but the blue skies are with us and the temperatures have been pretty impressive. this is the difference in temperatures between 24 hours ago, which was a pretty nice day. and now you can see in santa rosa, for example, we are up 12 degrees in the last 24 hours. so what are those numbers look like? 80 degrees in san jose. 83 and fremont. 77 in san mateo concord at 81. take a look at the north bay, though. 84 in nevada and 87 in santa rosa really warming up there in the north bay today. they've been hitting the heights. so stormtracker 4 showing you those nice clear skies. as we zoom out, you do see there is still some marine layer, but it is pretty far away from us now. well, down into southern california. so that's where the reasons we've been warming up right is that we've got those nice clear skies. we've also got a bit of a northerly flow, north northwesterly breeze that's bringing in a kind of warm, dry air mass that's allowed us to warm up today tonight. mostly clear skies yet again, the moon is getting awfully close to fall. i took a look at it last night. again, just beautiful. we've got these clear skies

that you can see how lovely it is night. temperatures between about 49 at 57 degrees. so again, a relatively calm night weather-wise tomorrow morning. we want to see a whole lot in the way of marine layer. you can see a little bit of it will start to build in. if you look towards half moon bay and then tomorrow, it does stay mostly offshore. but you can see if you are long that peninsula coastline that's will pick up some of those clouds. back to you. >> kyla, thank >> all right. that san jose mayor matt mahan celebrating the opening of the first dispensary located in downtown san jose. purple lotus, located on west santa clara street for years. the city had very strict rules on where dispensaries could operate. they had to stay in industrial areas. but last year the city council revise regulations and where the this the dispensaries could rent space, which allowed this story to move downtown purple lotus. join the san jose downtown

police have arrested a man accused of assault with a deadly weapon and child abuse charges. police say. >> and apri , 26 thirty-six-year-old payment off sorry smashed the window of an ice cream shop directly where a young child was sitting watching here. the glass was everywhere. large pieces glass falling on the child, the child and the child's guardian left the cream shop after this happened. but police have not identified the suspect and they arrested him at his home in san jose. but there are still searching right now for the victim and the adult who is with the victims. so if you have any information about that, you should contact police. san jose police have also arrested a juvenile for an armed carjacking. so investigators say this happened on april 4th just after one 30 in the morning. 4 unidentified suspects approached the victim's car as it was parked in the driveway and broke a window to get inside. the victims woke up when they heard the car alarm going off and the suspect then threatened to shoot one of the

victims. investigators identified the suspects and executed a search warrant at one of the residences. there. they arrested the juvenile last week and recovered the handgun they say was used in that car jacking. several organizations and san francisco are calling for the director the sfmta to resign. right letter written to mayor london breed and muni. the group is accusing jeff tomlin of multiple failures and and adequacy is and his management of critical transportation projects. they want to say that he has continued to have failed leadership. and has ruined public trust and confidence in the agency's ability to keep people safe. the group says the failed projects include be valencia center running by client as well as the west portal station. we did reach out to mayor london breed's office and the board of directors for comment. so far we have not her back. secretary of state antony blinken in the hot seat as he testified before the

senate and faced a lot of questions about u.s. policy towards israel. this is coming as tensions between the 2 countries remain high after the u.s. held a shipment of weapons over israel's plans to invade rafah. there is also uncertainty following the death of iran's president. washington correspondent basil john shows us the questions that blinken faced. >> those pressure from all sides on the state's secretary as protesters were quick to interrupt, secretary blinken at the start of the hearing. police carry protesters out of senate hearing as secretary of state anthony blinken. >> faced pressure over the administration's handling of the war between israel and hamas. >> we're standing with israel efforts to ensure that what happened on october. 7th never happens again as we do everything we can. human suffering in gaza. but the protesters aren't the only ones who are upset.

moon bay, the one place that is a little cool today. so getting a little onshore flow. check out san francisco. i just take a look at this cage. 71 degrees. 72 in oakland's are getting up there. i mean that i mention that we're getting a little breezy as well as we've had this northerly northwesterly wind that's been bringing in this drier, warmer air mass. now you'll start to see a little bit of an onshore flow that's going to develop as we get into the next couple of days. so let's talk about this warm-up yesterday. santa rosa got up to 77 degrees. we're looking out for 88 today. san francisco got up 65 yesterday were in 71 today. concord, 81 yesterday, 85 today. so not quite as dramatic in the east and the south bay, san jose looking out for some low 80's today to yesterday. we got up to about 78 degrees. so high pressure still hanging out here. we've got our low pressure that is kind of tracked in towards parts of the 4 corners. and as we zoom in here, kind of leaves us in this relatively quiet, whether moment, right where we still have that northerly flow, bringing in that warm, dry air mass. but is this going to be

the warmest day of the week? yes, it is. because we're going to start to walk this down as we get into tomorrow. taking livermore is an example where it should be about 76 degrees this time of year. you can see will roll down to that list about that on friday. and by saturday, we're getting really chilly where temperatures are going to be lucky to get to 70 degrees. and the reason for that is this high pressure has been mostly in control. you see the kind of parade of low pressure systems. these are isobars the show you the temperatures, right? as we turn to the greens and yellows, it cools us down a little bit. so that's what's happening as we start to get that cool down. that will feel most impact fully on saturday. that's where that lowest point will be hit before we then rebound on sunday. get back to more 70's and by monday, which is our holiday for memorial day. really nice should be lovely. about 78 degrees inland. 68 around the bay. 58 out of the coast. but most importantly, lots of sunshine. all right. thank you. pixar animation studios has cut 14% of its workforce. the layoffs will impact about 175 employees.

singapore airlines jet made an emergency landing in bangkok, thailand after hitting severe turbulence. at least one person was killed. >> 30 passengers were hurt. this boeing triple 7 was in route from london to singapore and encountered the turbulence over the indian ocean. there were 211 people on board with 18 crew members. authorities have confirmed the person who died was a 73 year-old british man. and he may have suffered a heart attack. spirit airlines is the latest low-cost carrier to eliminate fees for changing or canceling your flight starts right now. the carrier used to charge between 70 and $120 to change or cancel tickets. the announcement coming just days after frontier airlines also ended change and cancellation fees. the biden administration recently issued new rulings forcing airlines to be up front about add-on fees and ordering automatic cash refunds for canceled flights. up next here, san jose getting

senate has yet to approve this bill. and governor newsom vetoed a previous version saying it would violate the state's laws on smoke-free workplace us. san jose plans to install 33 new high-speed cameras all throughout the city in late 2020 for 25, 2025. the city is trying to see if these cameras are going to help reduce speed collisions this year. the city council will decide where the cameras are going to be placed. they will vote on this coming up in the fall. city leaders say the goal is for the cameras to be evenly split around the city to make sure communities of color and low income neighborhoods. also get the cameras for the first 60 days of the program, drivers will get a warning. but afterwards there will be fines and low-income drivers will be asked to provide community service hours instead of paying. city leaders say law enforcement will not have access to the camera footage. the cameras will only be used to enforce the speed limit.

another big story we're following out of the south bay is that we're learning some new details about the shooting involving police in san jose. officers say that they shot a man who had a gun kron four's. jeff moment has the story. >> well, the shooting here that happened sunday in the seaside san jose apartment complex is the 3rd officer-involved shooting to happen so far this year having city leaders wanted to look further into these officer-involved shootings when they do happen. it also has residents here at this apartment complex, a concern. >> it all started with a 9-1-1 call people living at this east side. san jose complex reporting a man shooting a gun outside his van. he was later identified as 41 year-old ricardo view, every out and by the time police arrived shortly after 4 in the afternoon. >> this prompted a separate officer to discharge his firearm striking the suspect man was critically injured. one neighbor showed us this parking garage where she says police marks the bullet holes and additional details are still unfolding. but one thing's certain people here are on was it was a scare.

yet to be determined. meantime, the every hour remains in the hospital in critical condition were any side san jose? jack moment. >> kron 4 news. >> in the east bay police have arrested a 13 year-old boy for the deadly sap stabbing of an 18 year-old at a san leandro safeway. the stabbing happened at the big cross location in early april. investigators say that security cameras recorded the 2 getting into a fight before the 13 year-old stabbed the victim in the chest and in the arm, police arrested the teen suspect at his high school last week. now to some national news and there's more fallout from that video of sean diddy combs assaulting his ex-girlfriend, cassie in 2016. the surveillance video might cost him a previously awarded honor. new york mayor eric adams award comes the key to the city last year. however, adams told our sister station wpx in new york that he's now considering rescinding that honor. adam says that's never happened before, but his team is
