justine waldman. we're going to begin in fremont where one man is dead. another in the hospital after this early morning crash kron 4 s charles clifford is going to walk us through what happened. but we do want to warn you before we play the video, it is disturbing. >> well, here in fremont, the police department is investigating a fatal early morning crash in which one man has died and a second man has been hospitalized. a dramatic moment captured on surveillance video, a car driving southbound on fremont boulevard around 12 30 tuesday morning. smashes into a tree and burst into flames. a police officer arrives within seconds and tries to extinguish the fire. a few moments after that. he along with several neighbors. >> pull a man from the burning wreckage. unfortunately, the driver succumb to injuries and the path to juror was transported to an area hospital. the crash occurred right in front of bogeys pet supply along fremont. it was there surveillance video that captured the crash. >> i couldn't yearly process what i was witnessing it first. >> angelo martelle is the

manager of the store. he says that if it wasn't for the police officer in the neighbors, the passenger probably would have died. honestly, if it wasn't for the cops show first and the people who came out partner complex. >> i i honestly >> following the accident, the fremont fire department arrived on scene and put out the blaze. the pet store suffered some cosmetic damage. the exact cause of the accident is still under investigation. but witnesses say the vehicle may have been traveling at a high rate of speed. neighbors also tell me that there is a gentle curve. >> in fremont boulevard here, which in the past has caused some problems and some minor accidents. but never anything like this. but for now in the east bay, charles clifford kron, 4 news. >> some new details now out of san francisco where fire crews rescued 2 people from a fire at an apartment building right near the painted ladies as a fire posting these images on social media showing the flames and the smoke just coming out of that building. the fire started at 11 30 this

morning. it impacted the top 2 floors of the 3 story building. crews rescued 2 adults on the upper floors. they were taken to the hospital. it took about 40 firefighters to put out the flames, 7 adults and 3 dogs have been displaced. the cause of the fire is under investigation. rent prices in oakland are going down. that's according to data from apartment list in the past year. rent prices have fallen by 10% by far the most of any of the 100 largest u.s. cities. so over the past for years, several rental complexes and central oakland have seen drastic rent cuts. for example, there's a one bedroom, its 600 square feet. this apartment went for $2,460 in november 2020. and now it's going for $1950, according to zillow, the 9, 4, 6, 1, 2 zip code has seen the largest decline with the average rent. now at $2,613. they have to a

mushroom farms that were involved in last year's fatal shootings will now pay nearly a half-million dollars in damages 2 employees over labor violations. u.s. department of labor investigation recovered more than $450,000 in back wages and damages for 62 people employed by the 2 path a mushroom farms. federal investigators say both farms, how's the workers and sickening conditions where they slept and dirty mattresses and were exposed to insects and trash and old investigators say that the farm's owners also deducted money from the workers paychecks for the substandard housing, a disgruntled co worker fatally shot 7 migrant workers in january 2023, which led to the investigation into the farms employment practices. now on behalf of homeowners in the state and in alameda county today disc returning pamela price

announced a major lawsuit that her office has filed against home insurance companies. kron 4 suitable reports. now from oakland where price claims. but the companies have defrauded customers. our consumer justice bureau has filed a lawsuit. a major lawsuit. >> on behalf of california homeowners farmers group incorporated and several of its entities are listed as defendants in the complaint filed in superior court of california by the alameda county district attorney's office. >> it seeks injunctive relief and civil believe that the evidence will show that these insurance companies have utilized a software application that allows them. >> essentially to defraud homeowners by charging them premiums for insurance that provide inaccurate and low replacement costs for insured homes. district attorney pamela price. as the people impacted by the lawsuit. >> represent about 15% of the

state's homeowners offering these lower premiums based on inaccurate estimates. insurance companies gain competitive advantage at the expense of proper coverage. price adds they also violate a number of state regulations, rules and laws designed to protect consumers. avalanche, something that protects off consumers. it's called the covenant a fair dealing and fair disclosure prices office says it is in the process of serving the defendant to kron. 4 reached out to for comment but have not received a response in oakland. philippe djegal kron. 4 news. >> san jose police have arrested a man accused of assault with a deadly weapon and child abuse charges. police say an april. 26. there was a 36 year-old man who smashed the window of an ice cream shop directly where a young child was sitting will see it happen here in the video. so large pieces of glass or to fall on the

child's here, the child and the child's guardian left the ice cream shop afterwards. and police tonight identify the suspect and they have arrested him at his home in san jose. but there are still searching for the victim and the victim's guardian. so if you have any information you should contact police and san jose police have arrested a wanted assault suspect. police are saying 50 year-old julian salvador, martinez of san jose is accused of pulling a young girl under the 2.80 overpass near south 11th street and then sexually assaulting her last month. that call did manage to fight him off who took and then he took off on a bicycle. investigators located martinez last thursday and arrested him on multiple charges including assault. that story kind haunted me. so i'm glad about t they found someone responsible. all right. we're looking outside right now at the marine layer. it's really out there right now. we have colleague rogan in the weather center with details on what's happening up there. hey, there. yet. despite that, we do have a

little marine layer certainly around the coast and right by the bay. but we have some beautiful sunshine, too. and of course, we caught. >> that breeze that's kicking up just says it's been for alaska so many days right? this is a difference in temperatures from yesterday and today. and that is to say that, boy, we have warmed up today. this is the warmest day of the week. so let's take a look at those temperatures. 82 in san jose. 83 in livermore, some nice 70's around the bay. but check out redwood city coming in at 83 degrees. berkeley at 66. we're at 66 in downtown san francisco. 86 in santa rosa. 84 nevado. so the numbers are up there, everybody. and obviously we still got some really beautiful blue skies here. no real marine layer presents at the moment. it will start to move in a little bit as we get later into the evening. but, you know, this is going to be another really nice night with mostly clear skies unless you're out at the coast. if you're out of the coast, that's when you'll start to see some of coastal cloud action kick in. but tonight, we mostly clear skies. again, i got to say, look to the moon again last night, beautiful.

we've got these clear skies are getting so close to a full moon. it's quite a view. 49 to 57 degrees tonight. so temperatures should be pretty seasonal as we look into tonight and tomorrow morning, you can see where some of the marine layer tries to build an right there along the coast. and by tomorrow morning again, we'll see some of that push in. but it will be very similar to today. we should get too much in the way of fog in the morning. i'll be back a little bit. we'll talk about the cool down coming this weekend. back to you. that is san jose mayor matt mahan celebrating the opening of the first dispensary located in downtown san jose. purple lotus located on west santa clara street for years. the city has had strict rules on where dispensaries could operate, sending them mostly into industrial areas. last year the city council revised regulations on where the dispensaries could rent space, which allowed this store to move downtown purple lotus

>> voters may be deciding on an amendment to a san francisco charter aimed at improving the nurse and 9-1-1 dispatch shortages. one supervisor saying he has the support of fellow board members and is confident that voters will approve this kron four's. tiffany justice joins us now live from the newsroom. she has all the details. thanks for joining us. >> things just seen supervisor ahsha safa e who is running for mayor petting the new piece of legislation as the solution to the problem and says he's looking forward to filling these vacant positions. >> we believe this is a recruitment tool. this is a retention tool but also makes fiscal sense for our san francisco city officials and nurses at zuckerberg, san francisco general hospital announced a new piece of legislation tuesday, a move the board of supervisors ausha suffice as is deeply needed. >> the measure was

specifically address a shortage of nurses in 9-1-1, operators in the city currently right now we have a 20%. they can see. >> our 9-1-1 dispatch system, we're down 49, 1, one dispatchers, which is absolutely impacting. our public safety response system. on the nursing site. we're down hundreds of nurses. suffice as the legislation would improve the retention and recruitment of nurses. >> it would also give 9-1-1 operators, the same retirement benefits as other first responders. >> the ballot measure would also allow full-time registered nurses to buy back time, worked as per diem nurses. >> retirement credits. the supervisor has been working alongside these first responders. it's a move they say will be a major shift. >> there's large problem. relying on friday of a temporary nursing. so a lot of our nurses who are even full

time today have started out as temporary nurses. it sometimes takes months to years to get a permanent positions. so this >> represent a major shift. i think it's a great tool in order bring more dispatchers on. >> seriously hurting. >> supervisors saw fi says for years the city has relied on temporary nurses. what? >> our city does. what this mayor and this department of public health has chosen to do. he's in perpetuity. when i say perpetuity. i mean, for years they have relied on temporary nurses, hated additional money and not encourage and allow those nurses in a really aggressive way to become full-time registered >> the charter amendment will be introduced today and supervisors off. it is confident it will pass. now if approved, the measure will be on the november ballot. reporting the newsroom. tiffany justice kron, 4 news. >> tiffany, thank you so much. new now at 3 san mateo county

will put nearly $400,000 towards its 3 planned parenthood clinics. county supervisors today unanimously approved the grant, which is funded by sales tax. it will be used for new equipment and training staff at the clinics in south san francisco, san mateo and unincorporated redwood city. those clinics serve about 13,000 san mateo county residents a year. this is the second round of funding for san mateo counties. planned parenthood clinics supervisors approved a similar resolution in 2022. in the anticipation of the overturning, roe v wade. right? we're taking a live look outside here. what's going on in san francisco flag. very busy out there on warm day. kyle is here to talk about our forecast and warmest day of the whole week. yes, this is it. get out and enjoy take a look. yeah, i took a walk last night. it would have irish until it was so beautiful. blue skies. just gorgeous. this is a look from mount tam cam. you can see there's a little bit of marine layer hanging out there. a little bit of haze as well. today. we do have a few spots.

>> that have slipped into moderate air quality, but nothing too bad. thankfully, we are warm out there. you can see some of these temperatures. they are very impressive, obviously. well, above average unless you're out at the coast in which case kind of where we should be right in the upper 50's. the wind has started to pick up and you can see the direction of it. still that northwesterly flow that has brought in some of this warm, dry air that's allowed us to warm up. but now we're also seeing those breezy conditions. so that is the story yesterday. the highs, you know, we're nice. an impressive santa rosa. 77 degrees. san francisco. 65 conquer was 81 yesterday. san jose 78. but today the expected numbers are obviously much higher. so this is that air mass kind of taking control before finally moves out. and when that happens, we will start to get more of our on-shore flow again. but, you know, it's not a whole big difference in this set up from what we saw yesterday, except that low pressure has moved on a little bit. that's to the south of us. so the impact is that we still have that northwesterly flow and we were able to warm up today to well

above where we were yesterday. so warmest days today, i'm taking livermore as an example here. average highs. 76 today we're looking for well above that. we're going to bring it down a little bit tomorrow. next couple days. we're going to walk it down slowly and then boom, we kind of fall town as we get into saturday. that's when we have another front that's going to track through. but notice we do rebuild those temperatures on the other side of that. so just to show you this high pressure that's kind of been in control will give way to some low pressure as we head towards the weekend. that's why we'll see those temperatures start to drop. it pushes cooler air along with it and maybe a chance of a sprinkle. i think it might be a very slight chance. but if there's anything, it will be like drizzle will be saturday morning. it won't last very long, but outside of that is just going get really chilly on saturday. but things do improve as we work our way through the weekend. the holiday on monday is actually looking pretty good. all right. now after 10 where police are getting creative in their efforts to deter would-be burglars, there are several bay houses that have

been set up in neighborhoods with higher burglary rates. police say that these decoy houses will have cutting edge surveillance equipment, allowing police to respond quickly and collect video evidence of the suspects breaking and entering residents interested in participating and giving feedback on the program can contact police community members are encouraged to stay vigilant and report any suspicious activity to law enforcement. >> and now to san jose where police arrested a juvenile in connection with an armed carjacking. they say here in this video he is on the left, the gun that he used on the right there. investigators say it happened on april 4th just after one 30 in the morning. 4 suspects, they say approached the victim's car as it was parked in the driveway and then broke a window to get inside. the victims woke up. they went out there to see what was happening from inside their home. and that's when they say the juvenile allegedly threatened to shoot them. investigators identified the suspect and arrested him last week. major changes are

coming out to an oakland intersection. copper theft may be to blame here. so instead of traffic lights, there's now going to be stop signs. and business owners in the area say that those traffic lights didn't even work when they were there in the first place. and you'll hear why from kron 4 sarah stinson. we're traffic lights used to hang stop signs. now, great drivers at the intersection of 12th street and 16th avenue in oakland right off 8.80. the change at many drivers hesitant when going through on monday. business owners in the area like bruce says the switch was made in response to frequent copper thefts, spotlight right with my maybe. >> when what knows. just just to get hired fix >> this intersection is covered and skid marks from sideshows and sits in the midst of a 3 block long encampment is those. >> people were stealing even

your money this afternoon, pixar animation studios has cut about 15% of its workforce. the layoffs will impact about 175 employees.

>> and it's emeryville animation studio that's for the company is based. according to reports, the job cuts will allow pixar to go back to projects that are meant for the movie theater rather than streaming releases. pixar is best known for the disney movies. toy story and up. more americans are going into debt because of rising group grocery costs. data is showing the average price of groceries costing about $5,703, almost $500 a month. about 70% of all grocery transactions or through credit or debit cards with credit card rates averaging almost 23%. almost 7% of users aren't making their minimum payments. households with greater levels of food, insecurity were more likely to use payday loans. buy now pay later programs or savings to pay for basic needs. spirit airlines is now the latest low-cost carrier to eliminate fees for changing or

>> and welcome back, everybody. take a look at weather. take a look outside right now. we've got a little tiny bit. a marine layer out there in a bit of a breeze. but it's been a pretty nice day, a warm day out there. temperatures across the state of certainly warmed up. you can see sacramento right now sitting at 88 for bakersfield along the coast. la san diego, santa barbara, monterey, all in the 60's. so here's a live look at san jose. one of the spots it's been warming up and seeing plenty of sunshine today. and you can see san jose right now at 82 degrees. we're at a 7, though, in antioch, 86 in santa rosa. pretty impressive temperatures. 72 in oakland. so let's just say we're above average unless, of course you're out at the coast. wind is going to be a little

that sergeant tom are cart with east bay regional parks, police department. >> he says that the department launched a search for the 2 end credits. volunteer search and rescue teams as well as government agencies stepping in with the massive endeavor. >> it takes a lot of we had to brand different vehicles. four-wheel drives. we have to grant helicopters, air resources, drones. yeah, a search that area effectively and a lot of those resources come for volunteers to come from other agencies. >> this is video of one of the many helicopters that came in to help with the search. sergeant urquhart says that with the weather improving and more enthusiasts hit the trails. it is critical to remember to take precautionary steps. >> you know, helping us help you making sure you when you go out and these wild areas, especially a place like so all and all of our which are far more remote and some of our trails. but you're prepared. you have enough water. you have communication. you have a plan filed with your family?

have been some twists and turns leading up to tonight's form after multiple candidates for mayor declined to participate in a previous debate that was supposed to happen yesterday. san francisco mayor breed among the candidates but declined attend. but she did agree to attend our conversation here today. mayor london breed is here with us now live in studio to talk all things. san francisco mayor london breed, thank you so much for joining for good to so you didn't want to participate in yesterday's debate, but you are participating in the one happening today. yesterday's debate was being held by together sf action. why did you decide not to take part in well, everybody who works for together sf is actually working for one of the candidates. there was a lot of misinformation and lack of clarity in the conversations that we're having. >> with the campaign. and so i didn't want to participate because it was it was very much. i'm not a very trusting environment. you didn't think would be fair. well, i think that there was a lot of things that were said that were not

necessarily accurate or true. and more importantly, everyone who works for the organization is working for one of the candidates and there was some real concerns in tonight. you're ready to participate in this debate? well, this is not a debate on this each of the is going to get a chance to answer a number of questions. with this particular club and i mean, it's interesting their lot of different candidate forums and debates and other things and ultimately my goal is to participate in as much as i can participate in the difference between me and the people running against me i'm actually the mayor and i have a job to do. so i'm doing everything i can to participate as much as possible. but the amount of time sometimes that go into trying to get clarity from folks is a very much problematic. and i want to make sure that i'm not like wasting my time and more importantly that, you know, if

you're agreeing as the mayor to participate in something, people need to be clear and transparent and that process will be to have lots of questions for you today. all right. talk about the pandas because you're trying secure this money to bring them here. >> and last week, the committee members, they voted to postpone the request to try to raise this money. they called it a distraction to more urgent funding issues and is also one of the people that you're running against for mayor ahsha stuffy. the supervisor thought that the money would be better spent on kids in our community. so i'm wondering how the efforts are going raise this money to get the pandas at to the san francisco first of unfortunately, you haven't seen anything yet. it's going to be like politics at its worst all year, whether its members of the board who are running for mayor folks outside everyone's going to say everything under the sun to create problems in chaos. and i think it does a disservice to what we need to do to make sure that the city is put first and we're prioritizing the work that we need to do for the city as a whole. the economic opportunities alone make

pandas worth it. it's not just because pandas are cute and cuddly, but it's because of financially what it could do for not just but also our economic recovery in san francisco. we have not. i have not at least start making request for money because i can. >> unless this legislation is passed by the board of supervisors. i think it's extremely unfortunate because public-private partnerships to do great things in san francisco is a part of the fabric of how we're able to get things done. but right now there's a process we need to go through and the process has become increasingly political. so pandas are becoming political. it's unfortunate. but, you know, it's san francisco and sometimes the world of politics in san francisco can be very challenging. all right. here's a fun question for you about curry's coming to town. yeah, obviously you're excited about it. what do you think having this wnba franchise will mean to the bay area? francis? scott, i think it's when i was

growing up, we didn't have the n w nba and when we play basketball now, mind you, i was not good. but i played and there were people on our team that were extremely good at playing basketball >> probably better than most boys. and so this to it's a new day over 7500 season tickets already purses for the team has even stepped foot on playing claire over 10,000. it's so exciting that, you know, the fact that young girls are going to be growing up now and know that the possibility, if they love basketball and they want to, you know, strive to be a part of the wnba, it's possible. so spring, so much excitement to san francisco, san francisco's increasingly becoming a sports city. we have to in ba all-star game in february next year. the laver cup with roger federer and that. >> the tennis community. i mean, we're rapidly becoming the place to be for sports and now the bow threes. it's going to be a game changer. it's going to be good. yeah. all

right. next up, europe point in time for the homeless count came some encouraging news really overall, i would think here. >> with homeless numbers being down overall, there was some people are pointing out that there were more homeless youths going into shelters that that was up almost 90%. so we're getting them off the street. but the there, the numbers in the shelters were going up wondering what you make of that and how do you how do you help the people who are still out there? well, i appreciate you asking that question because under the federal guidelines, we have to count every shelter as homeless, of course, because even though they're off the streets of san francisco, they're in shelter. and since i've been mayor, we've increased our shelter capacity by 66%. so our shelter are sheltered homelessness. was definitely going to go up our unsheltered homelessness street homelessness continues to go down and that's really where we want to get at the heart of the problems with people who unfortunately are

living on the streets, intense people who are living in on the sidewalks in different parts and different neighborhoods. we want to make sure we're doing everything we can to get them off the streets into shelter and we want to be able to transition those same people into something more permanent. so we have increased our permanent supportive housing units by over 50%. so we've added another 5,000 units and that is how we help to get people out of our shelters as well. have to have somewhere to put yes we do. and that's really what it's about. so i think, you know, these are the numbers and the good news is that street homelessness is is continuing to decline. tense are continuing to decline, but we have increased our shelter capacity. course those numbers are going to go up and we're looking forward to continuing to do the work necessary to address some of the real challenges in our city. and there was some information that came out last week about san francisco giving alcohol to help treat homeless people who have alcoholism. critics were pushing back saying that that taxpayer money could be used better ways buying and

alcohol alcohol. but this program turnaround in san francisco for a while and do see it continuing. well, i think that what would be if time permits you to invite the folks who are responsible for the program in to talk about what the science behind the program, the research that was done and the desire to try and get people who are unfortunately alcoholics. this is more of a harm reduction model where there's been data that shows that these are the people who have been the most in terms of the amount of services that they use because the responses from our paramedics and others who are dealing with them out on the streets of san francisco. this is a way for harm reduction in to try and ease them off of substances in particular, alcohol. and so there's there's a longer conversation. i think that should be had about. this is a harm reduction model. it's not what people tried to say. it is. it's another one of our resources that we're trying to do to address what we see out

on the streets of san francisco. alright, wanted to get your thoughts on this san francisco bay, oakland international airport. what's your thoughts on the oakland airport? name change? well, i i think that the challenge he ran as that san francisco international airport. we work really hard to brand our airport. we've invested time and we're still, you know, to a certain extent, struggling with our economic recovery. in fact, you know, before the pandemic, there were 25 flights. i mean, there were 50 flights a week coming from china. we're now at 25 and we don't expect to until will be at 35 at the end of this year and the economic impacts as it relates to tourism and and what we need to do to increased tourism is is at stake here. and so, you know, we work really hard. we made a lot of investments. we did a lot of work for that name. and i just think that right now there's litigation happening and it's important for that

litigation to play itself out. but i was a little disappointed that there wasn't even a conversation or any engagement with our city to talk about what this could mean and how we can work together on something like this. so right now we're going to let the litigation play itself out and hope they come to the right conclusion. and we've had recently some beautiful new parks that have opened up in san francisco. one right here. oracle park, and then one on treasure island. i mean, the city's just trying to like expand its open space. more and more for people will. san francisco is one of the densest cities in the country. and so we have many people who especially on the eastern half of our city who live in, you know, buildings where there's not a lot of outdoor space. and so people especially in single-room occupancy hotels and other places rely on open space in our parks. have never looked and felt better. looks like the perfect time of year to get out there. and yes, yes. and tunnel tops park is like one of my favorites. there's a new park on your island that is die for. and so

as people bike in from the east bay, they can kind of roll up to this really city center. that what i was ok with them. with that, the new spirit top of it. yeah, it was awesome. yes. and a great artist made that spear and there's been a lot of work to go into helping to address the infrastructure challenges of the island. so that people cannot only lived there, but they can have, you know, services and amenities, their grocery store parks and open space and opportunity to create a new neighborhood and when people talk about san francisco and our economic recovery, we're creating new neighborhoods that didn't exist before mission bay pier 70 dogpatch treasure island where there was limited housing opportunities and businesses. and now we're talking about thousands of new units, parks open space and an exciting time in our city. so i'm i'm looking forward to even what's up to the summer. any plans all this summer? i'm

going to be campaigning to get real. like i you saying camping re going camping on campaign painting or camp on the what i lay in the grass for fun. but there's always a blanket. yeah, i'm i'm more and more of a glam per yes. but you know what? san francisco is going to have a lot of night in chinatown and the downtown. our first thursdays. >> bangor and i mean, just. so many great activities and we saw a survey that even though we're still struggling with the attraction to downtown, it was close to like 92% of pre-pandemic levels in our night time activity in downtown. so, you know, they're paying attention to our cell phones and where we're going. so they're able to track what is going on, where our parks and open space more nightlife is thriving there. lot of events and activities, performances city is self and you go to any neighborhood at any given time you can walk into a restaurant, a bar or anything and there are people and they haven't a good time in great
